With the increasing concern about environmental problems in metropolitan areas, policy-makers are establishing restrictions on private vehicles in city centers to mitigate air pollution levels. Like many other European cities, Madrid fails to fulfill repeatedly the legal limits on pollutant concentrations established by the European Commission. Accordingly, in order to comply with acceptable air quality levels, Madrid City Council passed a protocol to address high NO 2 pollution episodes. This paper aims at gaining deeper insight into how emission abatement plans foster a more sustainable mobility in suburban trips. To that end, a discrete choice analysis is conducted to explore the influence of the different restriction stages on modal share in a commuting corridor. Based on traffic counts and transit entrances, two multinomial grouped logit models are calibrated. Moreover, differences across trip frequencies are studied in order to determine to what extent a modal shift from private vehicles to more environmentally-friendly modes of transport occurs. The paper concludes that modal choice in suburban trips is influenced by the mobility restrictions adopted. Nevertheless, this effect shows to be fairly limited in the case of the Madrid NO 2 Protocol. • A 16-year update on the first UK environmental justice air quality study is given. • Emissions for private vehicles are attributed to census area of registered keeper. • Social inequalities in traffic-related pollution exposure are clearer and stronger. • Young children, adults, and households in poverty have highest levels of exposure. • A strong inverse relationship was found between poverty and emissions generation. This paper presents unique spatial analyses identifying substantial discrepancies in traffic-related emissions generation and exposure by socioeconomic and demographic groups. It demonstrates a compelling environmental and social injustice narrative with strong policy implications for the UK and beyond. In the first instance, this research presents a decadal update for England and Wales to Mitchell and Dorling's 2003 analysis of environmental justice in the UK. Using 2011 UK Government pollution and emissions data with 2011 UK Census socioeconomic and demographic data based on small area census geographies, this paper demonstrates a stronger relationship between age, poverty, road NO x emissions and exposure to NO 2 concentrations. Areas with the highest proportions of under-fives and young adults, and poorer households, have the highest concentrations of traffic-related pollution. In addition, exclusive access to UK annual vehicle safety inspection records ('MOT' tests) allowed annual private vehicle NO x emissions to be spatially attributed to registered keepers. Areal analysis against Census-based socioeconomic characteristics identified that households in the poorest areas emit the least NO x and PM, whilst the least poor areas emitted the highest, per km, vehicle emissions per household through having higher vehicle ownership, owning more diesel vehicles and driving further. In conclusion, the analysis indicates that, despite more than a decade of air quality policy, environmental injustice of air pollution exposure has worsened. A recent wave of studies has emerged examining whether this public investment can achieve its goals. Employing the difference in difference method, this paper examines the medium-term effect of the opening of a completely new subway line on local air pollution in Changsha. Our findings show that carbon monoxide pollution, one key type of automobile pollution in areas close to the subway line experienced a greater reduction relative to areas further away from the stations in the first year after the subway line opened. However, there is no evidence that the opening of the subway line affected particulate matter or ozone pollution. Abstract This paper discusses the air quality impact of the replacement of buses in the Krakow metropolitan area by buses with better emission standards. The research focuses on the estimated amount of particulate matter and gas pollutants emitted by those vehicles between the years 2010–2015. The calculations have been done using COPERT software and are based on measured and gathered data from 156 bus lines. The emissions inventory presented in this paper is the first highly detailed research done for a fleet of urban buses in one of the largest urban areas in Poland. It was analysed using CORINAIR methodology. The conducted research has a couple of utilitarian aims. The first is an assessment of the emission reduction brought about by urban bus modernization. The second aim is estimating the contribution of particulate matter and gas pollutants by urban bus emissions in the Krakow area. Worldwide, one of the most important causes of mortality is air pollution. To solve this problem, governments have implemented policies to reduce on-road and industrial emissions. In this regard, the Barcelona city council and Transports Metropolitans de Barcelona (TMB) started implementing the Nova Xarxa de Bus (NXB) to redefine the bus network following the criteria of connectivity, efficiency, and rationality. This policy was implemented in seven phases from 2012 to 2018. In this context, this paper analyses the impact of this policy on Barcelona's air quality using a dataset from 2008 to 2016. Using a difference-in-difference approach, we show that implementing these new routes increased air quality in Barcelona. Additionally, we show that pollution decreased in each phase analysed, especially in the air quality stations near the main roads. • The aggregated median value of on-road PM2.5 in the morning rush hours was lower than those in the evening. • The influence factors and their spatial patterns in the morning are different from those in the evening. • The spatial-temporal heterogeneity of leading factors will be beneficial to the targeted policies and interventions. Research on the relationship between built environment and PM2.5 has attracted notable attention during the past decades. However, previous studies were less to test the spatial-temporal heterogeneity of on-road PM2.5 and its related factors at micro scale. To this end, collecting high-resolution PM2.5 data by mobile monitoring along different roads in Guangzhou, China, this paper explored the spatial-temporal heterogeneity of the relationship between built environment and on-road PM2.5 during the morning (7–9 am) and evening (7–9 pm) rush hours. Semi-variogram method and geographically weighted regression (GWR) model were utilized to reveal the non-stationarity associations among the large spatial dataset. In terms of temporal heterogeneity, the results showed that the spatial independent radii of on-road PM2.5 were 17 m and 21 m for morning and evening rush hours respectively. The aggregated median value of PM2.5 in the morning rush hours was 34.95 μg/m3, while the evening was up to 55.49 μg/m3. There were more significant factors of street conditions impact on on-road PM2.5 in the morning while more significant factors of land use and centrality that reflecting the cumulative effect of daily human activities with smaller buffer thresholds in the evening. In terms of spatial heterogeneity, GWR models achieved much better performance than the global ones of multivariate regression models with lower AICc, RMSE and higher adjusted R2 , explaining 10–69% of variance across different roads and rush hours. There was a high degree of spatial heterogeneity that the leading factors were different along various roads on rush hours. The results indicated that the policies and interventions should be more targeted to improve the on-road air environment and reduce personal exposure according to the spatial-temporal geographical context. In this paper, a new approach for describing the relationship between tailpipe emissions and vehicle movement variables is presented, called generalized additive model for location, scale and shape (GAMLSS). The dataset for this model is second-by-second emission laboratory measurements, following a real driving cycle that were recorded in urban, suburban and motorway areas of London. The GAMLSS emission model estimates each of CO 2 , CO and NO x in each second for two different vehicle types (petrol or diesel) using instantaneous speed and acceleration as the explanatory variables. The growing concern over air pollution and community health, demands a comprehensive understanding of the political nature of transport-related emissions. This paper approaches how structures of power influence travel behaviour and, consequently, how they shape emissions from mobility in Barcelona. To comprehend how the intersection of gender, age, and migration background influences air pollution, we use a travel survey to build a set of models that are known to theoretically engage with intersectionality studies. Results show that identities tied to structures of power promote a greater contribution to air pollution than other mechanisms. That is, middle-aged European-born men have the most NO x -intensive mobility practices. In contrast, people that embody intersectional experiences of oppression such as misogyny, racism, or ageism, have lower emission levels. Considering these results, we argue that policies which acknowledge the unequal distribution of responsibilities present an opportunity to reduce emissions from transportation, while guaranteeing fairness and advancing environmental justice. Connected and automated vehicles (CAVs) are expected to revolutionise transport worldwide and transform urban life. However, there are many unknowns concerning the impacts of these technologies in terms of sustainability, justice, and safety. It has been suggested that CAVs may exacerbate inequities and safety disparities concerning the interaction of vulnerable road users (VRUs) with motorised transport. This paper investigates the justice issues that CAVs policy needs to address concerning VRUs. Our approach to studying CAVs' capabilities and their potential perverse outcomes uses transport justice as an evaluative framework. The justice-related outcomes discussed include: traffic injuries, impact on sharing road responsibilities, loss of on-street space, access to technology, inclusion for disabled and older adults, CAV technological development, and impact of congestion and air pollution. Abstract This paper presents the results of a choice experiment to evaluate the extent to which electric motorcycles are a potential replacement for gasoline-powered motorcycles in Solo, Indonesia. Survey respondents faced five choice scenarios where they selected between a conventional motorcycle, an electric motorcycle, and no motorcycle based on price, speed, range, and charge time. Approximately 1200 individuals completed all five choice scenarios and fully responded to socioeconomic and preference questions. As in much of Southeast Asia, motorcycles dominate the transportation system and provide inexpensive, relatively safe, and convenient point-to-point travel. However, motorcycles also produce substantial, harmful local emissions. To estimate the probability of selecting different motorcycle types, the survey data are fit with a mixed logit model with random coefficients. This specification allows correlation across choices over time, flexible substitution across the choice alternatives, and variation in consumer preferences. The results of the survey and analysis indicate that there is almost certainly a market for electric motorcycles but their price and performance will have to be competitive with low-cost, gas-powered ones. Speed, range, charge time, and price all mattered substantially with respondents willing to pay a 7–13% premium for motorcycles with 10 km longer range, 10 km/h faster speed, or an hour shorter charge time. Charge time was particularly important, suggesting that improvements in battery charging technology and charging infrastructure could substantially impact consumers' willingness to adopt electric motorcycles. Abstract Literature explaining the gap between official and actual vehicle efficiency and CO 2 emissions focuses on descriptive analysis to calculate this gap without examining causality. In this paper, we explore this discrepancy in detail by drawing on a database from Emissions Analytics Ltd. that provides on-road emissions measurement on more than 650 vehicles in the period 2010–2017. The data reveal concerning results: firstly, the gap in data relates both to hybrid vehicles (that are supposedly 'more fuel-efficient') and to the biggest selling vehicles (medium-sized cars). Secondly, the average deviation rate increased prior to 2015, but decreased following 'Dieselgate'. The Volkswagen scandal threw light on the discretionary behaviour of manufacturers on this question and highlighted how weak the official tests are: and this in turn points to a regulatory and compliance problem. In other words, the interpretation of the results suggests that after several years of adaptation to the protocol and the corresponding test (but no translated in real consumption), manufacturers have taken measures to reduce the divergence in real terms after the scandal. Abstract According to a global survey of 1600 cities by WHO in 2015, Delhi was found to be the most polluted city in the world, highlighting immediate need to bring in appropriate and effective measures to ensure a healthy air quality throughout the city. In a bid to do so, the odd-even driving scheme was implemented a few years ago in Delhi city on a trial basis requiring the vehicles bearing odd and even registration numbers to run on alternative days with effect from 1st January 2016. Applied for the very first time in India and lasting on a pilot basis for 15 days and also referred to as Phase 1 of implementation, the scheme ended on 15th January 2016 with primary goal of assessing the extent to which such a scheme could serve as an effective measure to bring down and control the excessively high ambient air pollution levels. Other associated benefits, which the study considered, were decongestion of city roads, and promoting use of public transport system and carpooling, besides other alternative modes of transport. The paper presents a comparative analysis of particulate matter concentrations recorded before and during the implementation of odd-even scheme of Phase 1 for three key traffic corridors of the city. The study reports an average reduction of PM 2.5 of 5.73% and that of PM 1.0 of 4.70% in the ambient air across all the corridors during the days of implementation of scheme, which depicts a small but positive impact of the measure adopted towards abatement of urban air pollution in the megacity of Delhi. Because of China’s rapid economic development, its transportation system has become one of China’s high-energy-consumption and high-pollution-emission sectors. However, little research has been done which pays close attention to China’s transportation system, especially in terms of energy and environmental efficiency evaluation. In this paper, data envelopment analysis (DEA) is applied to measure the energy and environment performance of transportation systems in China with the goal of sustainable development. This paper treats transportation as a parallel system consisting of subsystems for passenger transportation and freight transportation, and extends a parallel DEA approach to evaluate the efficiency of each subsystem. An efficiency decomposition procedure is proposed to obtain the highest achievable subsystem efficiency. Our empirical study on 30 of mainland China’s provincial-level regions shows that most of them have a low efficiency in their transportation system and the two parallel subsystems. There are large efficiency differences between the passenger and freight transportation subsystems. In addition, unbalanced development has occurred in the three large areas of China, with the east having the highest efficiency, followed by central China and then west. Therefore, more measures should be taken to balance and coordinate the development between the three large areas and between the two subsystems within them. Emissions from aviation will continue to increase in the future, in contradiction of global climate policy objectives. Yet, airlines and airline organisations suggest that aviation will become climatically sustainable. This paper investigates this paradox by reviewing fuel-efficiency gains since the 1960s in comparison to aviation growth, and by linking these results to technology discourses, based on a two-tiered approach tracing technology-focused discourses over 20 years (1994–2013). Findings indicate that a wide range of solutions to growing emissions from aviation have been presented by industry, hyped in global media, and subsequently vanished to be replaced by new technology discourses. Redundant discourses often linger in the public domain, where they continue to be associated with industry aspirations of ‘sustainable aviation’ and ‘zero-emission flight’. The paper highlights and discusses a number of technology discourses that constitute ‘technology myths’, and the role these ‘myths’ may be playing in the enduring but flawed promise of sustainable aviation. We conclude that technology myths require policy-makers to interpret and take into account technical uncertainty, which may result in inaction that continues to delay much needed progress in climate policy for aviation. Few studies have quantified relationships between bicyclist exposure to air pollution and roadway and traffic variables. As a result, transportation professionals are unable to easily estimate exposure differences among bicycle routes for network planning, design, and analysis. This paper estimates the effects of roadway and travel characteristics on bicyclist exposure concentrations, controlling for meteorology and background conditions. Concentrations of volatile organic compounds (VOC) and carbon monoxide (CO) are modeled using high-resolution data collected on-road. Results indicate that average daily traffic (ADT) provides a parsimonious way to characterize the impact of roadway characteristics on bicyclists’ exposure. VOC and CO exposure increase by approximately 2% per 1000 ADT, robust to different regression model specifications. Exposure on off-street facilities is higher than at a park, but lower than on-street riding – with the exception of a path through an industrial corridor with significantly higher exposure. VOC exposure is 20% higher near intersections. Traffic, roadway, and travel variables have more explanatory power in the VOC models than the CO model. The quantifications in this paper enable calculation of expected exposure differences among travel paths for planning and routing applications. The findings also have policy and design implications to reduce bicyclists’ exposure. Separation between bicyclists and motor vehicle traffic is a necessary but not sufficient condition to reduce exposure concentrations; off-street paths are not always low-exposure facilities. The paper simulates the spatial variations in the sources of, and exposure to, traffic-related PM10 emissions for the city of Vienna, Austria. Using an extended and calibrated MATSim micro-simulation model, we reproduce agent-level mobility patterns for a representative day. Street-level PM10 emissions, mostly from cars, are extrapolated for the entire city to estimate concentration and exposure levels at hourly intervals. We show that exposure levels exceed the recommended 50 μ g/m 3 threshold between peak travel hours at home, education, and work locations. Among different socioeconomic status (SES) groups, urban, single, 15 years and younger, and those living near the city center face high exposure levels, while car users, that cause a majority of the emissions, are relatively less exposed. Finally, we show that Shared Autonomous Electric Vehicles (SAEVs) reduce PM10 emissions, but the benefits are not homogeneously distributed across the different SES groups. [ABSTRACT FROM AUTHOR]

Several studies indicate that short-sea shipping is an important source of air pollution for coastal areas and port cities. This paper reports results of a non-reactive particles dispersion model and a new set of experiments implemented for the Channel of Procida (Italy), an area with a high signal-to-noise ratio, due to intense marine traffic and low background pollution. The model successfully predicts particle number concentrations but underestimates PM 2.5 data. Model and experiments show that thanks to the EU policies on marine fuels, the Channel of Procida already has good air quality levels. Besides, the paper demonstrates that fostering the use of LNG or methanol or the application of an exhaust-gas-cleaning-system may allow reducing particles emissions well above 90%. The reliability of control strategies and the benefits for the population suggest that the introduction of regulations on particles emissions for ships can be a realistic option for the future environmental policy agenda. This paper is employing the well-known methodology of impact pathway approach to assess the external costs in human health from ship air pollution at port areas. The passenger port of Piraeus, Greece is the scenery of the study. Piraeus port is in the vicinity of the greater Athens metropolitan area where almost half of the country’s population lives. Hence, this port is the central hub of the Greek coastal passenger ship system which connects the islands of the Aegean Sea with land and is characterized by heavy ship traffic. The case study presented in this paper assesses the annual external cost in human health from air emissions produced by all passenger ships and cruise ships calling the port of Piraeus. Health cost from ships at port has been estimated at both local (Athens metropolitan area) and regional level (entire territory of Greece). Results show that higher costs occur at the local level. The dominant pollutants creating this cost are particulate matter (PM 2.5 , and PM 10 ). Overall, the results indicate that the health impact of Piraeus’s passenger port emissions is not negligible; however the cost of PM 10 is considerably lower than the corresponded cost deriving from the land based industries of the Athens regional area for which comparison has been available. The general rise in marine fuel prices in combination with ever-more stringent environmental regulations resulting from IMO conventions and EU Directives have become the main industry drivers for seaborne transportation to become cleaner and more energy efficient. Compliance with existing and soon-to-be-enacted regulations requires evaluating the trade-off between often-conflicting options to select the best available technology or fuel source. Although the traditional way of dealing with this issue has been to apply a cost benefit analysis, this kind of analysis does not adequately consider the complexities of the problem, such as incorporating linguistic preferences or interrelations amongst attributes, experts and their preferences. The challenge in such an analysis corresponds to that of a multiple attribute decision-making problem in which a finite number of alternatives are assessed with regards to a finite number of attributes and experts and ranked from the best to the worst. In this paper, a comprehensive and holistic decision-making framework is proposed to overcome the barriers of cost-benefit analysis techniques, facilitating the inclusion of all possible combinations of decision-making parameters and their discrete values, which will eventually help the industry achieve cleaner seaborne transportation. To demonstrate the applicability of the proposed framework, this paper focuses on a real-life study case involving an environmental compliance problem in the Port of Copenhagen, Denmark, in relation to a particular EU Directive. In conclusion, the proposed framework can be applied as a generalised decision-making model to similar compliance issues encountered within other modes of transportation such as rail and road. This paper proposes a new approach to iteratively calculate local air pollution exposure tolls in large-scale urban settings by taking the exposure times and locations of individuals into consideration. It explicitly avoids detailed air pollution concentration calculations and is therefore characterized by little data requirements, reasonable computation times for iterative calculations, and open-source compatibility. In a first step, the paper shows how to derive time-dependent vehicle-specific exposure tolls in an agent-based model. It closes the circle from the polluting entity, to the receiving entity, to damage costs, to tolls, and back to the behavioral change of the polluting entity. In a second step, the approach is applied to a large-scale real-world scenario of the Munich metropolitan area in Germany. Changes in emission levels, exposure costs, and user benefits are calculated. These figures are compared to a flat emission toll, and to a regulatory measure (a speed reduction in the inner city), respectively. The results indicate that the flat emission toll reduces overall emissions more significantly than the exposure toll, but its exposure cost reductions are rather small. For the exposure toll, overall emissions in crease for freight traffic which implies a potential conflict between pricing schemes to optimize local emission exposure and others to abate climate change. The paper analyzes Russian and European emission and dispersion models aimed at the estimation of road transport related air pollution on street and regional scale as exemplified with St. Petersburg, Russia. It demonstrates the results of model calculations of peak concentrations of main harmful substances (NО X , CO and PM 10 ) along the St. Petersburg Ring Road at high traffic volume and adverse meteorological conditions (calm, temperature inversion) executed by means of a Russian street pollution model, and it evaluates the computed results against the measurements from monitoring stations. The paper also examines the ways of adaptation of the COPERT IV model – a software tool for calculation of air pollutant and greenhouse gas emissions from road transport on regional or country scale – to the inventory conditions of the Russian Federation, compares the COPERT IV numerical estimates with the national inventory data. It is widely known that emissions from aircraft engines, Auxiliary Power Units (APU) and ground handling equipment contribute to air pollution at airports. During the aircraft turnaround process, the main source of emissions is the APU. The use of the APU can be significantly reduced if the aircraft stand is equipped to supply external electrical power and pre-conditioned air to the cabin. This paper analyses the actual duration of APU and external power usage during intraday aircraft turnarounds at 125 airports during June 2015. The data is derived from flight data recording units of more than 200 short-haul, narrow-body jet aircraft, conducting some 25,195 aircraft turnarounds and thus provides the most detailed assessment of aircraft power usage available. A common practice is for the APU to be running for a short period on arrival at the stand (arrival-cycle) and then again for a short period prior to departure (departure-cycle). It is identified in this study that departure-cycle emissions are three times greater than arrival-cycle emissions. These emissions could be reduced if more accurate forecasts of departure times are available to flight crew. The provision of external ground power is found to reduce emissions by up to 47.6%. However, the study also highlights that when the source of external power is a diesel-fuelled mobile Ground Power Unit (GPU), there is a net doubling in emissions of hydrocarbons. It is widely believed air pollution is an obstacle to cycling as it has negative effects on cyclists’ health outcomes and deteriorates their cycling experiences. However, the empirical studies investigating the impact of air pollution on cycling behaviour remains scarce. The aim of this paper is to fill the gap by looking at Beijing as a case study. The authors conducted a survey of 307 cyclists on the days with different levels of air quality in terms of concentration of PM 2.5 in 2015. The results show that in the polluted weather, those who persist in cycling are more likely to be male, over 30 years old, lower income or those who travel short distances. Specifically, female cyclists have a higher tendency to shift from cycling to public transit than the males and medium and high-income earners are more likely to shift to using a car than low income earners. The residents’ subjective perceptions of safety and comfort have major effects on their cycling behaviour. A higher perception of comfort and safety is related to a higher possibility of continuing cycling when air quality became polluted. Cycling for commuting trips is less likely to be replaced by other modes than cycling for non-commuting trips, such as shopping. Results of this study reveal that improving air quality in a metropolitan area such as Beijing has co-benefits of cycling renaissance. Since 2006, Beijing lowered its public transit fares as a way to improve air quality. However, Beijing increased public transportation fare prices from December 28, 2014, and commuters pay for the distance they traveled rather than a flat fare. This paper explores the effect of Beijing public transit fares increase on air quality. We collect daily data of air pollution and weather variables and use synthetic control method of Abadie and Gardeazabal (2003) to select control units. We then estimate a difference-in-differences model and assess the effect of the policy on air quality index (AQI). We find a 16.28% increase in air pollution in short run. In the face of climate change and growing health hazards due to air pollution in urban centers, private car use is being increasingly criticized. At the same time, research suggests that there is an unsatisfied demand for modes of transportation other than private cars. In fact, many cities all over Europe have already established car-restricted or car-free areas. This paper uses a discrete choice experiment to learn more about people’s preferences regarding a car-free city center in Berlin, Germany. We find that, given the current infrastructure, around 60% of our respondents are willing to accept a car-free city center. By improving infrastructure for cyclists, willingness to accept a car-free city center strongly increases. Similarly, improving the network of bus stops and train stations as well as rededicating released streets to recreational uses would contribute to a higher acceptance of a car-free city center. This paper presents an estimation and analysis of ship exhaust emissions and their externalities in the popular cruise destinations of Dubrovnik (Croatia) and Kotor (Montenegro) along the eastern coast of the Adriatic Sea. To this extent, the recent record (2012–2014) of cruise ships calling at these ports is used to model and estimate the ship exhaust emission inventories and externalities within the associated bays and ports. The results indicate that cruise ship traffic produces continuously increasing air pollution in both ports over recent years. More importantly, however, the analysis of the ship operating characteristics reveals that for any given ship traffic involving specific vessels using marine fuel of a given quality, the presence of other factors (e.g. berth availability, berth accessibility etc) can also influence the ship emission levels. This is particularly evident in the case of the port of Kotor where berth space insufficiency dictates the need for ship anchorage thus leading to increased air pollution and costs of associated damage. The application and results of the aforementioned ship activity-based methodology to the ports of Dubrovnik and Kotor improves our understanding of ship emissions in cruise bays and ports, and contributes toward the implementation of port policies for the effective control of air quality in such environmentally sensitive locations. The main purpose of this paper is to analyse the socio-economic justification of implementing a Nitrogen Emission Control Area (NECA), starting 2021, for ships in the Baltic Sea and/or the North Sea and English Channel. We analyse the potential for emission reduction, emission control costs, and monetised benefits following the introduction of a NECA. Costs and benefits are compared for 2030. We compile new data on emission control costs for shipping, use the GAINS model for calculations of emission dispersion, and the Alpha-RiskPoll model for estimating monetary values of health impacts. The model results show that costs to conform to the NO X regulations of a NECA in the Baltic Sea, North Sea or both sea regions would be 111 (100–123), 181 (157–209), and 230 (195–273) million € per year, respectively. Corresponding benefits from reduced emissions are estimated to be 139 (56–294), 869 (335–1882), and 1007 (392–2177) million € per year, respectively. Calculated benefits surpass costs for most scenarios, but less convincingly for a Baltic Sea NECA. Conforming to the NECA regulations by using Liquefied Natural Gas (LNG) propulsion engines is estimated to give the highest net benefits but also the largest variation (costs: 153 (88–238), benefits: 1556 (49–3795) million €/year). The variations are mainly due to uncertainties in the valuation of avoided fatalities and climate impacts. Efficient port services are prerequisites for competitive and sustainable maritime transports. This paper makes advances in studying the determinants of the time that ships spend in port and the associated emissions to air. We estimate a production model for cargo handling based on a unique dataset containing each port of call at the largest container terminals in Norway in 2014. In turn, we use auxiliary engine emission factors to estimate particulate matter and nitrogen oxide emissions from ships at berth, to determine how the corresponding damage costs of air pollution vary with container throughput, location, and terminal investments. We find that Norwegian container terminals operate under increasing returns to density. Small ships that unload few containers are far from reaping economies of density, leading to high marginal time requirements for container handling and consequently high marginal external costs. From a Pigouvian taxation perspective, port charges should therefore be regressive in the number of containers handled. Moreover, we find that the external costs of maritime transports are severely understated when port operations are ignored. Our model allows determining the marginal productivities of port facilities. Thereby, it is instrumental in designing port charges that are diversified according to the quantity of containers handled and the service quality (i.e., the speed of handling operations). Regarding contextual factors, we find that establishing high-frequent liner services improves the ship working rate, while simultaneous calls at a terminal impede productivity. In this paper, we investigate the impacts of the CNG2020 strategy on airlines' pollution abatement costs based on the empirical data of 29 global airlines. We build a Network Environmental Production Function to discuss the change of pollution abatement costs between the situation under CNG2020 strategy and without CNG2020 strategy. The main findings are: 1. Garuda Indonesia is predicted to have the largest pollution abatement costs while Lufthansa is predicted to have the best performance during 2021–2023. 2. Currently, over 96% of the urban population is exposed to exceeding air pollution concentrations. Freight transport daily engenders €61,604 of air pollution health costs in the Brussels-Capital Region (BCR), of which 60% is incurred by vulnerable population segments. The construction sector is responsible for 26.40% of truck traffic in the BCR. This paper examines the exposure effects when off-site construction logistics flows are redirected around air pollution hotspots. Consequently, alternative routing scenarios are computed, and its emission dispersed assuming a Gaussian relation. Concentrations are then associated to spatiotemporal receptor densities. The health impact is monetized using hospital exposure-response functions. While overall emissions increase across all scenarios, health costs are mitigated up to 25.53% by rerouting existing flows. The paper contributes to the literature on the Environmental Kuznets Curve providing an empirical analysis of the relationship between air pollutant emissions from motor vehicles and social and economic factors in 56 major Russian cities using a panel data set for 2013–2018. The fixed effect regression models were used to analyze the impact of gross municipal product per capita on various types of automobile emissions. We found the evidence of an N-shaped Environmental Kuznets Curve relationship: emissions rise with economic growth due to the rapid automobilization, thereafter growth slows down, giving way to a decline. The reason may be that the households and commercial organizations in wealthier cities can buy newer cars, which correspondingly meet modern ecological standards and require cleaner fuel. Then, beyond a certain point of the gross municipal product per capita, the growth of automobile emissions resumes. We argue that the further decline is due to the structural economic dynamics and technological shifts, and the second ascending part is because the scale effect outperforms all the others. Other substantial results are as follows: (i) population densification leads to increased automobile pollution in large cities, whereas in relatively small municipalities, the effect is opposite; (iii) roads density is a significant factor of emission reduction in large cities; (iv) increase in the cost of gasoline leads to less vehicular emission. Our results emphasize that Russian cities need massive investments in transport infrastructure to form a new settlement framework outside the established centers. This will not only significantly affect the problem of atmospheric air pollution, but also improve the overall quality of life. This paper examines the costs and benefits of reduction measures for the shipping industry to comply with the forthcoming sulphur emission regulations. Sulphur scrubbers and marine gas oil are two promising alternatives for ship owners. However, their economic comparisons are primarily based on a private perspective. This paper provides a wider viewpoint by integrating the private abatement costs of ship owners and the social environmental benefits from emission reduction. The results showed that the price spread between marine gas oil and heavy fuel oil is a determining factor in making this choice. Marine gas oil tends to have higher net present values than scrubbers when the price spread of fuel is less than 231 Euros per tonne. Furthermore, it is more beneficial to install a scrubber on new ships than retrofits. An old ship is not suitable for a scrubber installation when its remaining lifespan is less than 4 years. Tourism is evidently one of critical contributors to air pollution, while, air pollution seems to drive tourists away. This paper aims to explore whether air pollution, especially the carbon dioxide emission, would affect the business cycle of the demand for tourism at a popular scenic spot in Taiwan, i.e., the Sun Moon Lake. Macroeconomic variables and additional weather patterns are also considered as potential determinants of the demand for tourism in our Markov regime-switching model. The empirical results serve as evidence that the effects of air pollution and rainfall on the demand for tourism depend significantly on the phases of business cycle, and show that, during the peaks, monthly numbers of tourists traveling at the Sun Moon Lake would fall by 25,725 people as the number of bad-air-quality day increases by one. As public health concerns have increased due to the rising number of studies linking adverse health effects with exposures to traffic-related air pollution near large roadways, interest in methods to mitigate these exposures have also increased. Several studies have investigated the use of roadside features in reducing near-road air pollution concentrations since this method is often one of the few short-term options available. Since roadside vegetation has other potential benefits, the impact of this feature has been of particular interest. The literature has been mixed on whether roadside vegetation reduces nearby pollutant concentrations or whether this feature has no effect or even potentially increases downwind air pollutant concentrations. However, these differences in study results highlight key characteristics of the vegetative barrier that can result in pollutant reductions or increase local pollutant levels. This paper describes the characteristics of roadside vegetation that previous research shows can result in improved local air quality, as well as identify characteristics that should be avoided in order to protect from unintended increases in nearby concentrations. These design conditions include height, thickness, coverage, porosity/density, and species characteristics that promote improved air quality. These design considerations can inform highway departments, urban and transportation planners, and developers in understanding how best to preserve existing roadside vegetation or plant vegetative barriers in order to reduce air pollution impacts near transportation facilities. The traditional model for mitigating a transportation project’s environmental impacts typically operates project-by-project and delivers the mitigation just-in-time. In contrast, the newer practice of advance mitigation comprehensively assesses and mitigates impacts from one or multiple transportation projects before or during project planning, sometimes long before project construction begins. The practice has gained adherents for its potential to improve ecological outcomes, by better aligning mitigation and conservation goals. Advance mitigation also stands to reduce mitigation costs, an important secondary benefit for transportation agencies with constrained resources. Evidence of cost savings, however, has been piecemeal and anecdotal. This paper advances knowledge of advance mitigation’s financial impacts in two ways. First, it critically assesses the evidence about cost savings realized through advance mitigation, both through avoided up-front costs and reduced project delay. Second, it directly estimates the project time savings that might accrue with advance mitigation of state highway projects in California. Overall, the balance of evidence is encouraging for transportation agencies that would introduce the practice, and general agreement exists on its financial benefits. Considering project delays related only to the environmental process, we estimate advance mitigation could reduce delivery times by 1.3–5.0 months per project. Still, we also identify factors limiting comprehensive analysis. Transportation agencies adopting advance mitigation practices into their operations could use a pilot approach that includes rigorous environmental and mitigation cost accounting; such pilots would build needed empirical evidence of advance mitigation’s financial and ecological outcomes. Abstract: The increase of CO2 emissions generated by land-transport is a major policy concern of the European Union but the upward trend in transport use makes it difficult for member states to comply with Kyoto Protocol targets. This paper develops an input–output methodology to analyse the structure of CO2 emissions from land-transport and applies this to several European Union countries. It shows how production linkages between sectors and the structure of final demand affect land-transport emissions in these countries. The paper confirms the relevance of the emissions-intensity factor to explain differences in the emissions of the transport sector across countries, but also shows the importance of technology-production linkages between sectors in an economic system that has usually been neglected in the past. Abstract: Vehicle fleets are widely viewed by policy makers as attractive first markets for introduction of alternative fuel technologies. Although, it is essential to understand the environmental benefits and economic challenges involved in fleet conversion, the literature provides little understanding of the implementation issues associated with alternative fuel vehicles. This paper examines the cost effectiveness and environmental impact of the conversion of a 180 plus vehicle fleet to alternative fuel vehicle technologies by a public organization at the mid-point of the project implementation. Using multi-year micro data on fuel usage, operational and capital expenditures, mileage and emissions, the paper examines conversion costs and infrastructure investments required, extent of user adoption, and emissions reductions achieved. Delhi is one of the most polluted cities in the world caused by spectacular vehicular growth in the past 2–3 decade. To restore the air quality and refurbish its image, a number of command and control policy instruments have been implemented in Delhi. The paper attempts to investigate whether the enactment of policy instruments and the efforts have led to commensurate fall in air pollution in Delhi. The analysis shows that the imposition has not resulted in concomitant improvement in ambient air quality. One of the reasons is reliance on new vehicles, with little emphasis on in-service vehicles. Even with new vehicles, the focus is on emission limits not on the limit on ambient air quality. With between 370 and 600 new vehicles being registered every day, any expectation of improvement in air quality is far-fetched. The paper concludes that the containment of vehicular pollution requires an integrated approach, with combined use of transport policies and air pollution control instruments. This paper presents and evaluates a new method for how emissions from freight transport routes with single or several points of loading and unloading, can be allocated to individual consignments. The method, called Dedicated Distance Proportional Allocation (DDPA), has been developed based on a literature review, discussions with logistics providers, and analysis. DDPA is designed to have low data processing requirements and be easy to explain to actors involved. Furthermore, it supports several levels of information availability, and accounts for any set of vehicle-limiting factors, as well as prepositioning/repositioning. DDPA has been evaluated in simulations with different levels of information availability, together with three existent allocation methods: the Equal profit method (EPM), the CEN EN16258:2011 standard and the Greenhouse gas (GHG) protocol. The simulations show that the GHG protocol under-allocates the total amount of emissions, on average. EPM and DDPA achieve equal relative savings, whereas for CEN EN16258:2011 and the GHG protocol, relative savings vary, on average. When DDPA is used with low level of information availability, an error is introduced which can be reduced by applying compensation factors. Since DDPA accepts low information availability, the Intelligent Products concept can be applied for computing and storing emissions allocations, at the time of unloading. The results from this study can be used for further development and implementation of consignment allocation methods. Furthermore, by combining DDPA with other environmental load approaches for other parts of a product’s life cycle, a complete life cycle assessment of the product’s environmental impact can be obtained. The coordinated development of city traffic and environment is a key research content in traffic field in twenty-first Century. Among them, road section environmental traffic capacity analysis is one of the important research issues. It can provide solid theoretical basis and reliable data support for road network traffic optimization control, road traffic pollution control and city traffic structure optimization. This paper analyzed main factors which impacted environmental traffic capacity from two aspects, including road capacity constraint conditions and road traffic pollution control constraint conditions. Then, road section environmental traffic capacity optimization model was established, and method of improved augmented Lagrange function was used to solve the model. Taxing vehicle emissions has been advocated as an effective measure to solve the smog and haze problems in China. This paper investigates the effects of vehicle emission taxes on residential segregation in a model of a monocentric city with two income classes. The proposed model explicitly considers the interactions among three types of stakeholders, namely the authority, property developers and heterogeneous households in terms of income level. The properties of the proposed model are analytically explored and the optimal vehicle emission taxes that maximize the social welfare of the urban system are determined. The conditions under which either the rich or the poor lives in the urban central area while the other class in the suburb are identified. The findings show that (i) a high emission tax can drive the low-income households to migrate from suburbs to urban central areas, and the high-income households to migrate from urban central areas to suburbs; (ii) the implementation of the vehicle emission taxes can effectively reduce the air pollution cost and increase the total social welfare of the urban system; and (iii) the emission tax policy may incur inequity issue in terms of change in utility levels of different income classes before and after introducing the vehicle emission taxes. Air pollution and road traffic noise are considered to be the two most important nuisances that could negatively affect the quality of life. A prolonged exposure to high concentrations of these pollutants could conduct to various health problems. Studies in environmental equity have often considered these nuisances individually whenever it comes from the same source. The main objective of this paper is to determine if the 15 years of age, those aged 65 and over, visible minorities and low income individuals located in a portion of the Island of Montreal are overrepresented in city blocks characterized by having among the highest levels of transportation-related air pollutants (i.e., ambient concentrations of NO 2 and road traffic noise in decibels (dB(A)). The results show that low-income individuals and, to a lesser extent, visible minorities, are significantly overrepresented in city blocks characterized by the higher levels of NO 2 and road traffic noise in dB(A). Multinomial logistic regression analysis confirms these results, and also shows that young people under 15 years are under-represented in the most polluted areas. However, contrary to the previous bivariate results, people aged 65 and over are negatively and significantly associated with the likelihood of their living in a city block located in an advantaged area after controlling for the independent effects of the other explanatory variables. Moreover, visible minorities are significantly overrepresented in advantaged areas. Discrepancies between real-world use of vehicles and certification cycles are a known issue. This paper presents an analysis of vehicle fuel consumption and pollutant emissions of the European certification cycle (NEDC) and the proposed worldwide harmonized light vehicles test procedure (WLTP) Class 3 cycle using data collected on-road. Sixteen light duty vehicles equipped with different propulsion technologies (spark-ignition engine, compression-ignition engine, parallel hybrid and full hybrid) were monitored using a portable emission measurement system under real-world driving conditions. The on-road data obtained, combined with the Vehicle Specific Power (VSP) methodology, was used to recreate the dynamic conditions of the NEDC and WLTP Class 3 cycle. Individual vehicle certification values of fuel consumption, CO 2 , HC and NO x emissions were compared with test cycle estimates based on road measurements. The fuel consumption calculated from on-road data is, on average, 23.9% and 16.3% higher than certification values for the recreated NEDC and WLTP Class 3 cycle, respectively. Estimated HC emissions are lower in gasoline and hybrid vehicles than certification values. Diesel vehicles present higher estimated NO x emissions compared to current certification values (322% and 326% higher for NO x and 244% and 247% higher for HC + NO x for NEDC and WLTP Class 3 cycle, respectively). The main purpose of this paper is to develop a bi-level pricing model to minimize the CO 2 e emissions and the total travel time in a small road network. In the lower level of the model, it is assumed that users of the road network find a dynamic user equilibrium which minimizes the total costs of those in the system. For the higher level of the model, different road toll strategies are applied in order to minimize the CO 2 e emissions. The model has been applied to an illustrative example. It shows the effects on traffic flows, revenues, total time and CO 2 e emissions for different numbers of servers collecting tolls and different pricing strategies over a morning peak traffic period. The results show that the CO 2 e emissions produced can be significantly affected by the number of servers and the type of toll strategy employed. The model is also used to find the best toll strategy when there is a constraint on the revenue that is required to be raised from the toll and how this affects the emissions produced. Further runs compare strategies to minimize the CO 2 e emissions with those that minimize total travel time in the road system. This paper assesses comparable urban transport scenarios for China and India. The assessment methodology uses AIM/End-use model with a detailed characterization of technologies to analyze two scenarios for India and China till the year 2050. The first scenario assumes continuation and enhancement, in both countries, of policies under a typical business-as-usual dynamics, like constructing metros, implementing national fuel economy standards, promoting alternate fuel vehicles and implementing national air quality standards. The alternative, low carbon scenario assumes application, in both countries, of globally envisaged measures like fuel economy standards as well as imposition of carbon price derived from a global integrated assessment modeling exercise aiming to achieve global 2 °C temperature stabilization target. The modeling results for both countries show that decarbonizing transport sector shall need a wide array of measures including fuel economy, low carbon fuel mix including low carbon electricity supply. The comparison of China and India results provides important insights and lessons from their similarities and differences in the choice of urban transport options. India can benefit from China’s experiences as it lags China in urbanization and income. The phenomenon of urban sprawl has strong impacts on transport performance and accessibility and causes an increase of air pollution. Effective control of urban sprawl requires an integrated approach comprising urban transport and land-use planning. Current research is insufficient to demonstrate the effects of urban sprawl on travel behavior and air pollution emission. The present paper examines the potential of an integrated approach on space–transport development strategies with the aim of increasing accessibility and reducing air pollution. A combination of space and transport strategies has been simulated for the rapidly expanding city of Surabaya. A comparative analysis of the impact of those cases indicates the promising potential alternatives to minimize the phenomenon. The transport options considered are combinations of Public Transport (PT), comprising Mass Rapid Transit (MRT), Light Rapid Transit (LRT), and Bus Rapid Transit (BRT). The options for urban structure include a compact zone development for the city, as formulated by the city planning agency, and a polycentric city set-up based on a job-housing balance aimed at minimizing the house-job distance. The results indicate that the polycentric city structure has the potential to make public transport work successfully for the city of Surabaya. This city structure creates a trip demand pattern which matches citizens’ PT preferences. Compared to the current situation, the combination of such a city structure with an expansion of PT systems would lead to a considerable improvement of transport performance, i.e. a PT mode share, a mean commute distance, and a significant reduction in emissions. The High Line is an elevated public park in New York City, transformed from an unused freight rail line. Pedestrians walking through Manhattan’s West Side can walk either on the High Line or on a footpath below. Using Manhattan as a laboratory, this paper offers a combined assessment of noise and particulate matter pollution for its pedestrians. Noise and PM 2.5 levels were recorded simultaneously for two cases (i) pedestrians walking on a footpath alongside road traffic and (ii) pedestrians walking on the elevated High Line. Testing took places over three days in autumn 2014. Results were analysed to investigate if pedestrians using the High Line would have a lower pollution exposure to those using the footpath below. Results showed statistically significant differences between the upper and lower levels in exposure to both pollution types. In order to quantify the overall impact, results are expressed through a combined air–noise pollution index. This index indicates that the average reduction in PM 2.5 and noise pollution along the High Line compared to the footpath below is approximately 37%. [ABSTRACT FROM AUTHOR]

Emissions from aviation contribute increasingly to both air pollution and climate change. Understanding how these emissions are distributed across regions, seasons, and different altitudes is important to fully ascertain the climate impacts caused by our current aviation sector and set a clear benchmark for our mitigation efforts. The Aviation Transport Emission Assessment Model (AviTEAM) is developed for this purpose. The model estimates various emission species from aviation activities based on flight trajectories, airplane, engine types, and atmospheric conditions. In this paper, we present the AviTEAM framework and apply it to study the emissions from commercial aviation in Norway. We find emissions associated with Norwegian air transport for 2019 of 4.5 Mt CO 2 , 26.2 ktNO x , 3.26 ktHC, and 1.8 ktCO. Furthermore, we exemplify how Automatic Dependent Surveillance-Broadcast data in combination with flight dynamic and emission models can be used to generate high-resolution geospatial emission datasets for research and national reporting purposes. • Provides an updated aviation emission inventory for Norway. • Uses Automatic Dependent Surveillance-Broadcast data for activity modeling. • Assesses each flight with aircraft type and engine-specific modeling. • Shows the distribution of fuel consumption and various emission species. • Concludes that the approach informs the scientific and other audiences. This paper presents the World-wide harmonized Light duty Test Cycle (WLTC), developed under the Working Party on Pollution and Energy (GRPE) and sponsored by the European Union (with Switzerland) and Japan. India, Korea and USA have also actively contributed. The objective was to design the harmonized driving cycle from “real world” driving data in different regions around the world, combined with suitable weighting factors. To this aim, driving data and traffic statistics of light duty vehicles use were collected and analyzed as basic elements to develop the harmonized cycle. The regional driving data and weighting factors were then combined in order to develop a unified database representing the worldwide light duty vehicle driving behavior. From the unified database, short trips were selected and combined to develop a driving cycle as representative as possible of the unified database. Approximately 765,000 km of data were collected, covering a wide range of vehicle categories, road types and driving conditions. The resulting WLTC is an ensemble of three driving cycles adapted to three vehicle categories with different power-to-mass ratio (PMR). It has been designed as a harmonized cycle for the certification of light duty vehicles around the world and, together with the new harmonized test procedures (WLTP), will serve to check the compliance of vehicle pollutant emissions with respect to the applicable emissions limits and to establish the reference vehicle fuel consumption and CO 2 performance. Two speed management policies were implemented in the metropolitan area of Barcelona aimed at reducing air pollution concentration levels. In 2008, the maximum speed limit was reduced to 80 km/h and, in 2009, a variable speed system was introduced on some metropolitan motorways. This paper evaluates whether such policies have been successful in promoting cleaner air, not only in terms of average pollutant levels but also during high and low pollution episodes. To do so, we use a quantile regression approach for fixed effect panel data, which allows us analyzing different scenarios (beyond the average levels). We find that the variable speed system improves air quality with regard to the two pollutants considered here, being most effective when nitrogen oxide levels are not too low and when particulate matter concentrations are below extremely high levels. However, reducing the maximum speed limit from 120/100 km/h to 80 km/h has no effect – or even a slightly increasing effect – on the two pollutants, depending on the pollution scenario.
