Urban density policy, usually implemented through a floor area ratio (FAR) plan, may become increasingly important in achieving such goals as environmental sustainability or acting as an incentive to promote transit-orientated development. Nonetheless there seems a lack of guidance on FAR distribution. In order to provide FAR distribution guidelines, in particular with the goal of incorporating sustainability and market demand, this paper develops a step-by-step, quantitative residential FAR distribution alternative based on both the advantages of the location and the market demand for the locations. It consists of two major steps: floor area generation and FAR distribution; the latter being the focus of this paper. The methods applied involve the measurement of accessibility within geographic information systems and the hedonic price model. A simulation analysis of this FAR distribution method is conducted to develop a FAR plan for a plan area, and is then applied to demonstrate how the FAR plan can be modified if mass rapid transit stations are introduced. This paper aims to explore the spatial and organisational dynamics of innovation activities in the evolution of cultural industry using Taipei’s music industry as a case study. The existing literature has emphasised that innovation and creativity are driving the evolution of the cultural industry as a result of the spatial proximity effect generated by production systems. However, few studies have examined the innovation practices of the cultural industry resulting from interactive relationships between the urban cluster environment and the mobilisation process of project networks. An evolutionary perspective is used to illustrate how the cluster and network elements of the music industry are intertwined in innovation practices within the Taipei context. As a contribution to the cluster–network debates, this paper argues that the innovation dynamics of Taipei’s music industry are a hybrid feature of Taipei’s cluster environment and the strategic competencies of music project networks rather than the local cluster effect. In conclusion, a different trajectory for the evolution of Taipei’s music industry is presented. Additionally, this dynamic process between cluster and network makes Taipei a hybrid creative platform that is an active element in the cultivation of the innovative competencies of Taipei’s music producers and related workers. This paper focuses on resolving a defect of population-based urban sprawl analysis from a land-use planning perspective. This defect is indicated for a few metropolitan areas, which have experienced a controversial phenomenon of population decentralisation but with potential household centralising force. With the emphasis on household movement, this paper first aims to clarify the role of populations, households and employment that characterises urban sprawl and to check if unmet housing demand in city centres can be identified. Second, we evaluate the influence of household distribution factors, such as unmet housing and land-use related factors, on spatial-structure-based compactness/sprawl, taking time lag into consideration. A new classification of urban forms is developed to identify potential residential centripetal market forces. Additionally, the housing demand generation-distribution + push-accessibility-pull (GD+PAP) analysis framework is applied. The results of an empirical study on the Taipei metropolitan area between 1980–1990 and 1990–2000 suggest that the most significant policy towards compactness is high density. As policy and theory travel, comparative urbanism becomes important to address questions concerning if and how gentrification and revanchist urbanism have ‘gone South’, or ‘gone East’. In recent decades, Taipei has experienced a shift in economic base, massive urban renewal, neoliberal reforms and associated social polarisation. In this paper we ask to what extent gentrification and revanchist urbanism are relevant concepts for understanding processes of urban restructuring in this East Asian developmental state capital city. The analysis relates national and urban politics to gentrification of the Yongkang, Qingtian, Wenzhou and Huaguang neighbourhoods in Daan District, Taipei. We investigate manifestations of Atkinson’s four analytical strands of revanchist urbanism in Taipei. We conclude that revanchist urbanism has, to a considerable extent, formed urban development in Taipei during the last quarter century, and that unless democratising forces tame the power of finance and property capital, effectively claiming the right to the city, urban improvements by progressive movements will be valorised by the architects of revanchist urbanism: finance and property capital. The three cities of Hong Kong, Taipei and Kaohsiung all feature state-of-the-art transit systems, but transit commuting rates are markedly different, ranging from less than 10 per cent in Kaohsiung to about 90 per cent in Hong Kong. This paper looks at the effect of transit station accessibility on housing prices in these three cities, which are all located on the south-eastern edge of the Greater China region. The key finding is that accessibility impacts stand in an inverse relationship to the size and popularity of the transit system. The results illustrate how intraregional variability in overall transit accessibility declines with increases in the spatial coverage of transit systems. The price premium for housing near transit stations is therefore greatest in Kaohsiung and smallest in Hong Kong, with Taipei exhibiting intermediate levels. This paper focuses on a relatively overlooked aspect of social polarisation in Singapore, Hong Kong and Taipei: its gender implications. The transformation of these cities, from industrial to post-industrial cities, has been accompanied by a transition from Chinese patriarchal society to modern society. A dual gendered structure is emerging—a regime of labour intimacy (RLI) under state regulations and a technomuscular capitalism (TMC), presenting itself as a competitive labour market. Migrant workers are introduced to compensate for the loss of household labour, but the wage gap between them and their local counterparts may be controlled. The occupational segmentation and income disparity between men and women are improving because of the upgrade of women’s status. The model of bound RLIs and open TMCs emphasises a more contextually situated construction in which state migration policies and changing gender status play an intermediate role in the division of labour between work and home. This paper applies the bounded rationality rule to analyse commuters' mode-switching behaviour from private transport (i.e. automobile and motorbike) to public transport (i.e. rail transit and bus transit) in the Taipei metropolitan area. A stated choice approach was used to collect the data and to investigate how different attributes, such as parking fees, travel time and cost, influence commuters' mode-switching behaviour. A multinomial probit modelling framework was developed to capture the correlation effects when commuters switch from private to public modes. The estimation results indicate that the socioeconomic characteristics and trip characteristics significantly influence commuters' mode-switching behaviour. Accounting for the structure of unobserved effects suggests that switching behaviour from private to public modes was significantly positively correlated. An elasticity analysis shows that private commuters were more likely to switch to MRT than to bus and that auto commuters are generally more likely to switch to public modes than are motorbike commuters. With rising concerns for food security and climate adaptation, urban gardening and urban agriculture have emerged as a rising agenda for urban resilience around the world. In East Asia, a variety of initiatives have emerged in recent years with different levels of institutional support. Focusing on Taipei, where a vibrant urban agriculture movement has been unleashed in recent years, this article examines the ongoing outcomes of the city's new 'Garden City Initiative', which supports the establishment of urban gardens including community gardens, rooftop gardens and school gardens. Based on interviews and participant observations during the initial period of advocacy, planning and implementation between 2014 and 2017, this study examines the background of the programme, the involvement of governmental and non-governmental actors and the programme's ongoing implementation. Based on the findings, the article further reflects upon their implications for the practices of urban governance in the face of contemporary environmental, political and social challenges. The case of Taipei suggests a model in which policy formation and implementation may require opportunistic actions involving a variety of actors and organisations in both institutions and the civil society. Rather than dramatic changes or instant institutional realignment, the effort may require strategic adaptation of the existing bureaucratic structure, while mobilising its strengths and resources. In addition, despite the critical role of civil society organisations, the Taipei case also illustrates a considerable public-sector investment, distinct from the predominant model of neoliberal governance that has been associated with urban gardening programmes elsewhere. Condominium residents are reluctant to join the management committees (MCs) and contribute to the management of local public goods because of free-riding problems. In studying a sample of condominiums in Taipei, it is found that some degree of outsourcing to third party managers (TPMs) is necessary when the scale of local public goods increases. However, higher management fees paid to TPMs are not directly related to higher utilities derived by the residents in the use of local public goods. When self-selectivity in the outsourcing decision is controlled, the results show that the efficiency in the provision of local public goods increases with the effort levels of the MC members. The MC members who adopt a hands-off approach by fully delegating the management responsibilities to TPMs deliver lower pay-offs in the provision of public goods. [ABSTRACT FROM PUBLISHER]

During the period of exhibition events such as COMPTEX, the traffic in downtown Taipei is often congested. To manage parking demand effectively, city officials had proposed to open bidding for public parking facilities with or without regulated rates. The regulated rates are calculated based on the optimisation of total social welfare which includes consumer and producer surplus as well as the external costs of all modes of transport. We find that the deregulated parking fees are mostly higher than the existing rates, while the regulated rates are generally higher than the deregulated rates, except for a few special cases. Although raising parking fees seems to be inevitable and is justified by the optimisation of social welfare, it is not necessarily a politically correct decision for local politicians. This study empirically examines the connections between urban form and travel demand at the aggregate level using traffic analysis zone data from Taipei, Taiwan, for the year 2000. Nine latent variables and 26 observed variables were analysed using structural equation modelling. By clarifying the direct and indirect effects, the empirical evidence indicates that density is positively related to trip generation and negatively associated with private mode split; mixed land use reduces trip generation and indirectly increases private mode split and a pedestrian-friendly built environment significantly reduces private mode split. This article aims to explore the role of community mobilisation in Taipei's culture-led urban regeneration process by analysing the case of the Bao-an Temple area. Over recent years, capitalising on cultural resources as a motor driving urban regeneration has increasingly become a central issue of post-industrial urban governance. Although previous researchers have emphasised the contributions of cultural strategies to local economic regeneration, the means to integrate unique cultural resources of local communities into urban regeneration projects still remain poorly understood. Within the debates on urban cultural strategies, this article argues that the generation and use of cultural resources in urban regeneration lie in community mobilisation and institutional support, rather than in a state-led cultural flagship approach. After examining the Bao-an Temple area in Taipei, Taiwan, this article concludes that local government needs to move beyond the instrumentalism of urban cultural strategies and to rediscover the spaces where local cultural activities and mobilisation capacities are attached. Only through understanding the relationship between place and community mobilisation will a virtuous cycle for the revitalisation of a unique and historical urban area be generated.
