The article states that U.S. president Barack Obama announced on October 15, 2015, that he was abandoning plans to withdraw almost all U.S. troops from Afghanistan as insurgent violence increased and after the capture of Kunduz, Afghanistan, by the militant group the Taliban. According to the article, Obama stated that the U.S. would maintain a force of 9,800 troops in Afghanistan through most of 2016 and keep at least 5,500 troops there after the end of his term in January 2017.
