Mechanical Biological Treatment (MBT; called "dirty" Materials Recovery Facilities in the U.S.) is a waste management method, developed mostly in Europe, which combines sorting of recyclable materials (metals, paper, plastics, glass) with composting/digestion of green/ food wastes and, in some cases production of a fuel material. In 2018–19, the authors visited six MBT facilities in Europe that use different approaches for the recovery of materials and energy from mixed MSW. These plants were studied with respect to feedstock composition, operating conditions, capital expenditure, financial viability and environmental impacts. The compost product of most facilities examined did not comply with agricultural standards and, therefore, it was classified as compost-like output (CLO) and used as daily cover in landfills. The best composting practice used source separated organic materials (yard and other green wastes) and yielded a marketable compost. MBT plants that did not include the recovery of fuel materials had lower landfill diversion rates and, also, lower capital and operating costs. It was concluded that an MBT plant must include a very efficient sorting and recyclables recovery line and charge a sufficient gate fee. Also, in addition to the recycled products, there should be a stream to recover fuel materials sent to a power plant or cement plant, thus increasing revenue, and landfill diversion, and maximizing greenhouse gas (GHG) savings. • Solid waste represents globally a critical "renewable" energy source. • Incineration is a key "competitor" to landfill, especially in the developing world. • Waste to energy represents an important instrument for sustainable development. • Externalities are crucial towards social acceptance of any waste management option. • Incineration's externalities assessed to be negligible compared to other pressures. There is much debate around promoting waste to energy incineration facilities in many communities globally, mainly because of social opposition against potential negative health effects of the operation of these installations close to urban areas. In this paper, a novel decision support approach is developed and its applicability is demonstrated for the greater Thessaloniki area, Greece. In this area, the incineration facilities are hotly debated, mainly due to the "Not In My Back Yard" syndrome related with health considerations. The exclusive method of treatment is landfilling. Health impacts and corresponding externalities attributed to the operation of an incineration facility are reliably estimated. Three potential alternative sites and three scenarios of emission rates are considered, depending on the abatement technology used. The estimated externalities are compared to the corresponding ones attributed to other pressures in the area. The "Years of Life Lost (YOLL)" indicator attributed to the operation of the facility is 2.8 YOLL in the worst-case scenario. This corresponds to a minimal added implication in comparison with the 11,044 YOLL estimated for the area due to the other environmental pressures (road traffic, space heating, industrial activity). The externalities ratio (externalities due to incineration facility/total externalities) for the region is approximately 0.03%. Thus, the impact of this operation on human health is negligible -and preferable to landfilling- even in the case that maximum emission rates are considered. • We examine the predictors of social control in Pay-As-You-Throw violations. • The perceived deviance of the behavior increases the likelihood of social control. • The observer's level of "public participation" has a similar effect. • These predictors' impacts are independent of each other. • They also impact on social control over and above any demographic characteristics. In this paper we examine the relative importance of an individual's subjective evaluations and social capital on his/her decision to exercise social control (i.e. confront the offender) on the hypothetical instance of witnessing a PAYT (Pay-As-You-Throw) scheme violation. Our data (N = 299) originates from an online questionnaire filled in by residents of Greece in early summer 2016. Through logistic regression modeling, we find that the subjective evaluation of the offence and social capital components have independent and complementary effects on the decision to exercise social control, over and above the demographic characteristics of the respondent. Abstract: Due to the rapid growth of Waste Electrical and Electronic Equipment (WEEE) volumes, as well as the hazardousness of obsolete electr(on)ic goods, this type of waste is now recognised as a priority stream in the developed countries. Policy-making related to the development of the necessary infrastructure and the coordination of all relevant stakeholders is crucial for the efficient management and viability of individually collected waste. This paper presents a decision support tool for policy-makers and regulators to optimise electr(on)ic products’ reverse logistics network. To that effect, a Mixed Integer Linear Programming mathematical model is formulated taking into account existing infrastructure of collection points and recycling facilities. The applicability of the developed model is demonstrated employing a real-world case study for the Region of Central Macedonia, Greece. The present position paper addresses contemporary waste management options, weaknesses and opportunities faced by Hellenic local authorities. It focuses on state-of-the-art, tested as well as innovative, environmental management tools on a municipal scale and identifies a range of different collaboration schemes between local authorities and related service providers. Currently, a policy implementation gap is still experienced among Hellenic local authorities; it appears that administration at the local level is inadequate to manage and implement many of the general policies proposed; identify, collect, monitor and assess relevant data; and safeguard efficient and effective implementation of MSWM practices in the framework of integrated environmental management as well. This shortfall is partly due to the decentralisation of waste management issues to local authorities without a parallel substantial budgetary and capacity support, thus resulting in local activity remaining often disoriented and isolated from national strategies, therefore yielding significant planning and implementation problems and delays against pressing issues at hand as well as loss or poor use of available funds. This paper develops a systemic approach for MSWM at both the household and the non-household level, summarizes state-of-the-art available tools and compiles a set of guidelines for developing waste management master plans at the municipal level. It aims to provide a framework in the MSWM field for municipalities in Greece as well as other countries facing similar problems under often comparable socioeconomic settings. Local authorities need updated and reliable data on the quantity and the quality of the waste generated in their area, in order to establish an integrated solid waste management system capable of fulfilling regional and national waste management targets. This paper presents information about the quantity and the characteristics of the municipal solid waste generated in Thessaloniki, which is the second largest city in Greece. It is based on the results of three research programs investigating the evolution of municipal solid waste. The investigations were carried out over the last 20 years at the landfill of Thessaloniki by the same research group using statistically acceptable practices for sampling and hand sorting. The results show a great increase in the incoming quantities during the last years and a significant increase of the per capita generation. There is also a significant change in the composition, demonstrated mainly by a decrease in the organic fraction followed by an increase of packaging materials (paper and plastic). Abstract: A one-year survey was conducted in the greater region of Crete (located at the lower region of the Aegean Sea) for the purpose of identifying waste composition (including chemical and physical characterization), as well as any seasonal variation. The investigation was carried out repeatedly at seven landfills and one transfer station in Crete, in four phases. Each sampling phase corresponded to a season (autumn, winter, spring, summer). ASTM D5231-92(2003) standard method and RCRA Waste Sampling Draft Technical Guidance were used. Hand sorting was used for classifying the collected wastes into the following categories: plastics, paper, metals, aluminium, leather–wood–textiles–rubbers, organic wastes, non-combustibles and miscellaneous. Further analysis included proximate and ultimate analysis of combustible materials. Metals such as lead, cadmium and mercury were also investigated. The results show that there has been a significant decrease of organic wastes during the last decade due to the increase of packaging materials, as a result of a change in consumption patterns. Three main waste categories were determined: organic wastes, paper and plastics, which combined represent 76% of the total waste in Crete. Furthermore, a high fraction of glass and a seasonal variation of aluminium indicate a strong correlation of waste composition with certain human activities, such as tourism. There is also a variation between the municipal solid waste (MSW) composition in the region of Crete (2003–2004) and MSW composition suggested in the National Solid Waste Planning (2000) [National Solid Waste Planning, 2000. Despite the emerging global attention towards promoting waste management policies that reduce environmental impacts and conserve natural resources, landfilling still remains the dominant waste management practice in many parts of the world. Owing to this situation, environmental burdens are bequeathed to and large amounts of potentially valuable materials are lost for future generations. As a means to undo these adverse effects a process known as landfill mining (LFM) could be implemented provided that economic feasibility is ensured. So far, only a few studies have focused on the economic feasibility of LFM from a private point of view and even less studies have attempted to economically justify the need for LMF projects from a social point of view. This paper, aiming to add to the limited literature in the field, presents the results of a survey conducted in a rural district in Greece, by means of the Contingent Valuation method (CVM) in order to estimate society’s willingness to pay for LFM programs. According to the empirical survey, more than 95% of the respondents recognize the need for LFM programs. Nevertheless, only one-fourth of the respondents are willing to pay through increased taxes for LFM, owing mainly to economic depression and unemployment. Those who accept the increased tax are willing to pay about €50 per household per year, on average, which results in a mean willingness to pay (WTP) for the entire population under investigation of around €12 per household per year. The findings of this research work provide useful insights about the ‘dollar-based’ benefits of LFM in the context of social cost-benefit analysis of LFM projects. Abstract: The primary goal of managing MSW incineration residues is to avoid any impact on human health or the environment. Incineration residues consist of bottom ash, which is generally considered as rather harmless and fly ash which usually contains compounds which are potentially harmful for public health. Small quantities of ash (both bottom and fly) are produced currently in Greece, mainly from the healthcare waste incineration facility in Attica region. Once incineration plants for MSW (currently under planning) are constructed in Greece, the produced ash quantities will increase highly. Thus, it is necessary to organize, already at this stage, a roadmap towards disposal/recovery methods of these ash quantities expected. Certain methods, related to the treatment of the future generated ash which are more appropriate to be implemented in Greece are highlighted in the present paper. The performed analysis offers a waste management approach, having 2016 as a reference year for two different incineration rates; 30% and 100% of the remaining MSW after recycling process. The results focus on the two greater regions of Greece: Attica and Central Macedonia. The quantity of potential future ash generation ranges from 137 to 459kt for Attica region and from 62 to 207kt for central Macedonia region depending on the incineration rate applied. Three alternative scenarios for the treatment of each kind of ash are compiled and analysed. Metal recovery and reuse as an aggregate in concrete construction proved to be the most advantageous -in terms of economy-bottom ash management scenario. Concerning management of the fly ash, chemical treatment with phosphoric solution addition results to be the lowest total treatment cost and is considered as the most profitable solution. The proposed methodology constitutes a safe calculation model for operators of MSW incineration plants regardless of the region or country they are located in. [Copyright &y& Elsevier]

Abstract: The aim of this paper is the application of Life Cycle Assessment to the operation of the MBT facility of Ano Liossia in the region of Attica in Greece. The region of Attica is home to almost half the population of Greece and the management of its waste is a major issue. In order to explicitly analyze the operation of the MBT plant, five scenarios were generated. Actual operation data of the MBT plant for the year 2008 were provided by the region of Attica and the LCA modeling was performed via the SimaPro 5.1 software while impact assessment was performed utilizing the Eco-indicator’99 method. The results of our analysis indicate that even the current operation of the MBT plant is preferable to landfilling. Among the scenarios of MBT operation, the one with complete utilization of the MBT outputs, i.e. compost, RDF, ferrous and non-ferrous metals, is the one that generates the most environmental gains. Our analysis indicates that the exploitation of RDF via incineration is the key factor towards improving the environmental performance of the MBT plant. Our findings provide a quantitative understanding of the MBT plant. Interpretation of results showed that proper operation of the modern waste management systems can lead to substantial reduction of environmental impacts and savings of resources. Abstract: The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context. Abstract: In Greece more than 14,000tonnes of infectious hospital waste are produced yearly; a significant part of it is still mismanaged. Only one off-site licensed incineration facility for hospital wastes is in operation, with the remaining of the market covered by various hydroclave and autoclave units, whereas numerous problems are still generally encountered regarding waste segregation, collection, transportation and management, as well as often excessive entailed costs. Everyday practices still include dumping the majority of solid hospital waste into household disposal sites and landfills after sterilization, still largely without any preceding recycling and separation steps. Discussed in the present paper are the implemented and future treatment practices of infectious hospital wastes in Central Macedonia; produced quantities are reviewed, actual treatment costs are addressed critically, whereas the overall situation in Greece is discussed. Moreover, thermal treatment processes that could be applied for the treatment of infectious hospital wastes in the region are assessed via the multi-criteria decision method Analytic Hierarchy Process. Furthermore, a sensitivity analysis was performed and the analysis demonstrated that a centralized autoclave or hydroclave plant near Thessaloniki is the best performing option, depending however on the selection and weighing of criteria of the multi-criteria process. Moreover the study found that a common treatment option for the treatment of all infectious hospital wastes produced in the Region of Central Macedonia, could offer cost and environmental benefits. In general the multi-criteria decision method, as well as the conclusions and remarks of this study can be used as a basis for future planning and anticipation of the needs for investments in the area of medical waste management. This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system. Hospital waste management is an imperative environmental and public safety issue, due to the waste’s infectious and hazardous character. This paper examines the existing waste strategy of a typical hospital in Greece with a bed capacity of 400–600. The segregation, collection, packaging, storage, transportation and disposal of waste were monitored and the observed problematic areas documented. The concentrations of BOD, COD and heavy metals were measured in the wastewater the hospital generated. The wastewater’s toxicity was also investigated. During the study, omissions and negligence were observed at every stage of the waste management system, particularly with regard to the treatment of infectious waste. Inappropriate collection and transportation procedures for infectious waste, which jeopardized the safety of staff and patients, were recorded. However, inappropriate segregation practices were the dominant problem, which led to increased quantities of generated infectious waste and hence higher costs for their disposal. Infectious waste production was estimated using two different methods: one by weighing the incinerated waste (880kgday−1) and the other by estimating the number of waste bags produced each day (650kgday−1). Furthermore, measurements of the EC50 parameter in wastewater samples revealed an increased toxicity in all samples. In addition, hazardous organic compounds were detected in wastewater samples using a gas chromatograph/mass spectrograph. Proposals recommending the application of a comprehensive hospital waste management system are presented that will ensure that any potential risks hospital wastes pose to public health and to the environment are minimized. Abstract: This paper presents the results from an analysis of municipal charges in Greece, as the fees paid by municipal waste producers to the municipal authorities are included in these charges and constitute a major part of them. The aim is to determine whether and how some of the demographic characteristics of a municipality influence the formulation of municipal waste charges and specifically the level of the charge.
