Every year an estimated two million tonnes of waste electrical and electronic equipment (WEEE) are discarded by householders and companies in the United Kingdom (UK). While the UK has left the European Union (EU), its waste-related policies still mirror those of the EU, including the WEEE-related policies. Motivated by the recent introduction the so-called 'Right to Repair' policy for electrical and electronic equipment (EEE) across the EU and UK, this paper aims to demonstrate that, depending on the commitment and behavioural changes by the consumers and the government, the future of the WEEE management of the UK will vary. To this end, focusing on landfilled WEEE reduction we develop a generic system dynamics model and apply it to eleven WEEE categories. They depict the flow of EEE and WEEE representing the interaction among the stakeholders (e.g., consumers and producers of EEE) and relevant government regulations of the UK. Our four scenario analyses find that longer use of EEE and better WEEE collection seem to be effective in reducing landfilled WEEE, while more reuse and more recycling and recovery have negligible impacts, despite excluding the additional generation of landfilled WEEE as a result of recycling and recovery. Comparing with the business-as-usual scenario, one year longer EEE use and 10% more of WEEE collection could at maximum reduce landfilled WEEE by 14.05% of monitoring and control instruments and 93.93% of display equipment respectively. Rapidly developing technology and an increasing number of products containing electrical or electronic functions, has led to discarded electrical and electronic equipment (EEE) being one of the fastest growing waste streams. The European Union (EU) has enacted several iterations of the Waste Electrical and Electronic Equipment (WEEE) Directive to address this complex waste stream. However, recycling dominates treatments for e-waste, despite the established 'waste hierarchy' showing waste prevention and reuse are generally preferable to recycling. This paper reports on 30 semi-structured interviews, undertaken across the EEE value chain, examining the impact of the WEEE Directive in the UK. The interviews confirmed that reuse takes place for a limited number of product types, mostly on a small scale. Additionally, whilst legislation has prompted innovation in recycling and higher capture rates, resource recovery is in practice limited to easily salvageable materials, whilst recovery of critical raw materials is often neglected. Furthermore, there is confusion around available collection networks, particularly for small WEEE, which consistently appears in residual waste streams. The waste hierarchy remains the key component of EU waste strategy and moving to the higher levels of the waste hierarchy is an essential part of achieving sustainable waste management and moving towards a circular economy. The paper proposes a series of measures to this end: promoting recovery routes and practices that facilitate reuse of suitable products, adapting recycling technology to increase recovery of critical raw materials and targeted policies to encourage the application of the waste hierarchy within a resource efficiency-oriented framework. • Methane measurements show that a high proportion of landfill gas can be captured. • A methane collection index (MCI) can be calculated from methane measurements. • A MCI is a direct measure of landfill gas management performance. • The MCI can be used to trigger improvements in landfill gas collection. Methane emissions from landfills are an important source of greenhouse gases in the UK and worldwide. This paper considers how measurements of methane emissions could be used to regulate landfills in England in order to reduce the contribution of landfilling to climate change. The paper presents the results of a number of UK studies undertaken to quantify methane emissions from landfills. The methods used have included the DIAL (Differential Absorption Lidar) technique and a tracer gas dispersion method. A method based on aerial measurements has been developed. Methane emission rates were measured at 15 biodegradable waste landfills. All of the landfills where measurements took place had an active landfill gas extraction system. A methane collection index (MCI) is calculated for each landfill using the ratio of the methane collection rate to the sum of the collection and emission rates. The values of the index in the campaigns reported here ranged from 0.28 to 0.90. The modern operational landfills surveyed achieved MCI values with a much narrower range of between 0.64 and 0.90 with an average of 0.76. This has demonstrated that it is possible for these landfills to collect a high proportion of the landfill gas. A proposed approach is presented for regulating landfills using the measured MCI. This would involve an annual measurement campaign to quantify the methane emissions and the use of the data provided by these surveys to develop an achievable but challenging MCI limit. A limit value of 0.75 for the MCI is used to illustrate the approach. An MCI that falls below the limit would trigger actions to reduce the methane emissions from the landfill. Packaging waste is a contributing factor to the large quantity of waste that is sent to landfill in the UK. This research focuses on waste from the secondary packaging sector in the UK. In particular, supermarkets were investigated as they supply a large section of consumers with their grocery and other requirements and generate high quantities of packaging waste due to the high turnover within the store. In general, supermarkets use either metal cages or wooden pallets to transport products from depot to store. Investigation shows that packaging waste produced when using the wooden pallets is greater than for metal cages but the use of wooden pallets allows for greater versatility when in the store. The type of transit packaging used depends on what the products are initially packaged in and how the supermarket supply chain works. All cardboard and high-grade plastic is recycled but, depending on the facilities at the stores, the low-grade plastic can be recycled as well. This paper details types of packaging used within the supermarket secondary packaging sector and how waste can be reduced. To reduce the amount of packaging waste produced by the supermarkets, the products will have to be wrapped differently by the producers so that less packaging is needed in transit. Hibernation, the dead storage period when a mobile phone is still retained by the user at its end-of-life, is both a common and a significant barrier to the effective flow of time-sensitive stock value within a circular economic model. In this paper we present the findings of a survey of 181 mobile phone owners, aged between 18–25 years old, living and studying in the UK, which explored mobile phone ownership, reasons for hibernation, and replacement motives. This paper also outlines and implements a novel mechanism for quantifying the mean hibernation period based on the survey findings. The results show that only 33.70% of previously owned mobile phones were returned back into the system. The average duration of ownership of mobile phones kept and still in hibernation was 4 years 11 months, with average use and hibernation durations of 1 year 11 months, and 3 years respectively; on average, mobile phones that are kept by the user are hibernated for longer than they are ever actually used as primary devices. The results also indicate that mobile phone replacement is driven primarily by physical (technological, functional and absolute) obsolescence, with economic obsolescence, partly in response to the notion of being ‘due an upgrade’, also featuring significantly. We also identify in this paper the concept of a secondary phone, a recently replaced phone that holds a different function for the user than their primary phone but is still valued and intentionally retained by the user, and which, we conclude, should be accounted for in any reverse logistics strategy. The measurement of methane emissions from landfills is important to the understanding of landfills' contribution to greenhouse gas emissions. The Tracer Dispersion Method (TDM) is becoming widely accepted as a technique, which allows landfill emissions to be quantified accurately provided that measurements are taken where the plumes of a released tracer-gas and landfill-gas are well-mixed. However, the distance at which full mixing of the gases occurs is generally unknown prior to any experimental campaign. To overcome this problem the present paper demonstrates that, for any specific TDM application, a simple Gaussian dispersion model (AERMOD) can be run beforehand to help determine the distance from the source at which full mixing conditions occur, and the likely associated measurement errors. An AERMOD model was created to simulate a series of TDM trials carried out at a UK landfill, and was benchmarked against the experimental data obtained. The model was used to investigate the impact of different factors (e.g. tracer cylinder placements, wind directions, atmospheric stability parameters) on TDM results to identify appropriate experimental set ups for different conditions. The contribution of incomplete vertical mixing of tracer and landfill gas on TDM measurement error was explored using the model. It was observed that full mixing conditions at ground level do not imply full mixing over the entire plume height. However, when full mixing conditions were satisfied at ground level, then the error introduced by variations in mixing higher up were always less than 10%. [ABSTRACT FROM AUTHOR]

The technical expertise that politicians relied on in the past to produce cost-effective and environmentally sound solutions no longer provides sufficient justification to approve waste facilities. Local authorities need to find more effective ways to involve stakeholders and communities in decision-making since public acceptance of municipal waste facilities is integral to delivering effective waste strategies. This paper presents findings from a research project that explored attitudes towards greater levels of public involvement in UK waste management decision-making. The study addressed questions of perception, interests, the decision context, the means of engagement and the necessary resources and capacity for adopting a participatory decision process. Adopting a mixed methods approach, the research produced an empirical framework for negotiating the mode and level of public involvement in waste management decision-making. The framework captures and builds on theories of public involvement and the experiences of practitioners, and offers guidance for integrating analysis and deliberation with public groups in different waste management decision contexts. Principles in the framework operate on the premise that the decision about ‘more’ and ‘better’ forms of public involvement can be negotiated, based on the nature of the waste problem and wider social context of decision-making. The collection of opinions from the wide range of stakeholders involved in the study has produced new insights for the design of public engagement processes that are context-dependent and ‘fit-for-purpose’; these suggest a need for greater inclusivity in the case of contentious technologies and high levels of uncertainty regarding decision outcomes. This paper describes the analysis of an AD plant that is novel in that it is located in an urban environment, built on a micro-scale, fed on food and catering waste, and operates as a purposeful system. The plant was built in 2013 and continues to operate to date, processing urban food waste and generating biogas for use in a community café. The plant was monitored for a period of 319 days during 2014, during which the operational parameters, biological stability and energy requirements of the plant were assessed. The plant processed 4574 kg of food waste during this time, producing 1008 m 3 of biogas at average 60.6% methane. The results showed that the plant was capable of stable operation despite large fluctuations in the rate and type of feed. Another innovative aspect of the plant was that it was equipped with a pre-digester tank and automated feeding, which reduced the effect of feedstock variations on the digestion process. Towards the end of the testing period, a rise in the concentration of volatile fatty acids and ammonia was detected in the digestate, indicating biological instability, and this was successfully remedied by adding trace elements. The energy balance and coefficient of performance (COP) of the system were calculated, which concluded that the system used 49% less heat energy by being housed in a greenhouse, achieved a net positive energy balance and potential COP of 3.16 and 5.55 based on electrical and heat energy, respectively. Greenhouse gas emissions analysis concluded that the most important contribution of the plant to the mitigation of greenhouse gases was the avoidance of on-site fossil fuel use, followed by the diversion of food waste from landfill and that the plant could result in carbon reduction of 2.95 kg CO 2eq kW h −1 electricity production or 0.741 kg CO 2eq kg −1 waste treated. Abstract: Mechanical–biological treatment of municipal solid waste has become popular throughout the UK and other parts of Europe to enable compliance with the Landfill Directive. Pretreatment will have a major influence on the degradation and settlement characteristics of the waste in landfills owing to the changes in the composition and properties of the wastes. This paper presents and compares the results of long term landfill behaviour of the UK and German MBT wastes pretreated to different standards. The gas generating potential, leachate quality and settlement characteristics are highlighted. The results reveal that it is possible to achieve stabilisation of MBT waste within a year and the biogas yield and leachate strength of German MBT waste was significantly reduced compared with the UK MBT waste. The settlement resulting from mechanical creep is more significant than the biodegradation induced settlement in both cases. [Copyright &y& Elsevier]

Abstract: As an island nation the Republic of Ireland’s ports and harbours are key to the economic wellbeing of the country as they are the primary transport link to the United Kingdom, mainland Europe and beyond. This paper examines the main aspects of the Irish dredging industry with comparison to international practice and standards, including the source of the dredge material and volumes generated annually, the dredging plant employed and the management processes currently practised. Relevant European and Irish legislation governing dredging, disposal at sea and waste licensing are presented. The potential impacts of disposal at sea are discussed with the implications for the Irish dredging industry of recently introduced European Directives assessed. Beneficial use rates for dredge material and the techniques implemented in Ireland are examined and compared with international practice. Recent notable beneficial use projects for dredge material and proposed innovative dredge material management techniques for specific dredging projects in Ireland are presented. Proposals to encourage greater beneficial use of dredge material and minimise disposal at sea for Ireland are presented including the introduction of environmental credits, tax breaks and a grant system for pilot schemes. An alternative disposal at sea charge fee structure is also recommended to encourage alternative dredge material management practices. Ireland’s management of contaminated sediment is also presented with recent projects described highlighting the current practice of primarily exporting contaminated sediment to mainland Europe. Alternative methods of treatment of contaminated sediment are assessed in an Irish context. Future issues and challenges facing the Irish dredging industry are assessed and a critical analysis of the current approaches to dredge material management is presented. [Copyright &y& Elsevier]

Abstract: Waste management policies and legislation in many developed countries call for a reduction in the quantity of biodegradable waste landfilled. Anaerobic digestion, combustion and gasification are options for managing biodegradable waste while generating renewable energy. However, very little research has been carried to establish the overall energy balance of the collection, preparation and energy recovery processes for different types of wastes. Without this information, it is impossible to determine the optimum method for managing a particular waste to recover renewable energy. In this study, energy balances were carried out for the thermal processing of food waste, garden waste, wood, waste paper and the non-recyclable fraction of municipal waste. For all of these wastes, combustion in dedicated facilities or incineration with the municipal waste stream was the most energy-advantageous option. However, we identified a lack of reliable information on the energy consumed in collecting individual wastes and preparing the wastes for thermal processing. There was also little reliable information on the performance and efficiency of anaerobic digestion and gasification facilities for waste. [Copyright &y& Elsevier]

Abstract: In response to the EU Landfill Directive and the challenge of mitigating climate change, the UK government (nationally and locally) must develop strategies and policies to reduce, recycle, compost and recover waste. Best practice services that yield high recycling rates, such as alternate weekly collections, are now largely mainstream in suitable areas. However, national recycling performance is short of what is needed; policy makers must look for innovative ways to meet challenging recycling targets. Increasingly, local authorities are using behaviour change interventions to encourage the public to recycle; these tend to be based on the premise that an individuals’ behaviour is predetermined by their values. In practice, this has led to a host of initiatives that attempt to change individuals’ behaviour without addressing situational barriers. In this paper, we argue that that a behaviour-centric approach has limited effectiveness. Using an analysis of the literature and studies that investigated recycling participation in the city of Portsmouth, we have identified three significant clusters that can facilitate effective recycling: infrastructure, service and behaviour (ISB). We present the ISB model – a tool that can be used by waste practitioners when planning interventions to maximise recycling to better understand the situation and context for behaviour. Analysis using the ISB model suggests that current best practice, “business as usual” interventions could realistically achieve a national recycling rate of 50%. If the UK is to move towards zero waste, policy makers must look “upstream” for interventions that change the situational landscape. [Copyright &y& Elsevier]

Abstract: This paper reports an integrated appraisal of options for utilising solid recovered fuels (SRF) (derived from municipal solid waste, MSW) in energy intensive industries within the United Kingdom (UK). Four potential co-combustion scenarios have been identified following discussions with industry stakeholders. These scenarios have been evaluated using (a) an existing energy and mass flow framework model, (b) a semi-quantitative risk analysis, (c) an environmental assessment and (d) a financial assessment. A summary of results from these evaluations for the four different scenarios is presented. For the given ranges of assumptions; SRF co-combustion with coal in cement kilns was found to be the optimal scenario followed by co-combustion of SRF in coal-fired power plants. The biogenic fraction in SRF (ca. 70%) reduces greenhouse gas (GHG) emissions significantly (∼2500g CO2 eqvt./kg DS SRF in co-fired cement kilns and ∼1500g CO2 eqvt./kg DS SRF in co-fired power plants). Potential reductions in electricity or heat production occurred through using a lower calorific value (CV) fuel. This could be compensated for by savings in fuel costs (from SRF having a gate fee) and grants aimed at reducing GHG emission to encourage the use of fuels with high biomass fractions. Total revenues generated from coal-fired power plants appear to be the highest (£95/t SRF) from the four scenarios. However overall, cement kilns appear to be the best option due to the low technological risks, environmental emissions and fuel cost. Additionally, cement kiln operators have good experience of handling waste derived fuels. The scenarios involving co-combustion of SRF with MSW and biomass were less favourable due to higher environmental risks and technical issues. [Copyright &y& Elsevier]

Abstract: The move from landfill-based to resource-based waste management systems requires a greater knowledge of the composition of municipal solid waste. This paper draws together the findings of municipal solid waste (MSW) compositional surveys undertaken in the United Kingdom. The results from recent surveys show a good agreement over the composition of household-collected waste, but less agreement over civic amenity site waste composition. There is insufficient data to allow comparisons of the commercial waste element of municipal waste or of the other components, and further work is necessary to produce more reliable estimates of the composition of these streams. The use of questionnaire surveys and analysis of the results suggests that the size and age profile of a household influence the generation of household-collected waste. Some research suggests that the waste container provided by the local authority and the socio-economic classification of a household also influence household-collected waste generation, but other studies failed to find this link. Further research is required to investigate this by surveying all of the waste disposal routes available to specific households. [Copyright &y& Elsevier]

Abstract: As a result of the EU Landfill Directive, the disposal of municipal solid waste incineration (MSWI) fly ash is restricted to only a few landfill sites in the UK. Alternative options for the management of fly ash, such as sintering, vitrification or stabilization/solidification, are either costly or not fully developed. In this paper an accelerated carbonation step is investigated for use with fly ash. The carbonation reaction involving fly ash was found to be optimum at a water/solid ratio of 0.3 under ambient temperature conditions. The study of ash mineralogy showed the disappearance of lime/portlandite/calcium chloride hydroxide and the formation of calcite as carbonation proceeded. The leaching properties of carbonated ash were examined. Release of soluble salts, such as SO4, Cl, was reduced after carbonation, but is still higher than the landfill acceptance limits for hazardous waste. It was also found that carbonation had a significant influence on lead leachability. The lead release from carbonated ash, with the exception of one of the fly ashes studied, was reduced by 2–3 orders of magnitude. [Copyright &y& Elsevier]

Abstract: Local authorities throughout the UK are refining or implementing curbside recycling schemes as they attempt to achieve challenging statutory recycling targets. Despite the importance of curbside schemes there are few published studies that have reported on actual measured levels and frequency of participation by residents, hindering transferability of lessons learned nationally and internationally. This paper reports measurements and analysis over at least four weeks for three different curbside recycling schemes operating in England, with at least 1400 samples in each. It is found that the participation rate is higher in schemes that collect more types of materials. Participation rates of 38%, 49% and 65% were measured for schemes that collected 1, 2 and 3 material types, respectively. The increase appears to be related not only to extra participants setting out the additional materials, but also increased participation for the common materials. It is found that for one scheme, more households tend to set out plastics and cans compared to newspapers. [Copyright &y& Elsevier]
