This paper explores the current context for decentralised approaches in the provision of urban water services. It examines the recent history of decentralised systems' implementation in Australia and identifies its drivers. The drivers included addressing capacity constraints of centralised systems, mitigating the environmental impact of urban development, and increasing the resilience of urban water systems to episodic droughts and the projected impacts of climate change. The concepts of integrated urban water management and water sensitive urban design were prevalent in many of the innovative approaches used for the provision of decentralised urban water services. However, there remains a degree of confusion among water professionals in the terminology adopted for on-site and decentralised systems. Based on a literature review, consultation with water industry professionals and examination of decentralised urban developments in Australia, this paper has developed a generalised definition of decentralised systems for adoption across the water sector. The definition encompasses the various development scales in which decentralised systems are implemented, and reflects the new functions and characteristics inherent to those systems. This paper highlights and discusses ten characteristic attributes of emergent leaders (also known as 'champions') who worked as influential change agents within publicly managed, Australian water agencies to encourage more sustainable forms of urban water management. These attributes relate to: the 'openness to experience' personality characteristic; career mobility and work history demographics; personal and position power; strategic social networks; the culture of their organisations; and five distinguishing leadership behaviours (e.g. persisting under adversity). Guided by the findings of an international literature review, the author conducted a multiple case study involving six water agencies. This research identified attributes of these leaders that were typically strong and/or distinguishing compared to relevant control groups, as well as influential contextual factors. While it is widely acknowledged that these leaders play a critical role in the delivery of sustainable urban water management, there has been a paucity of context-sensitive research involving them. The research project highlighted in this paper is a response to this situation and has led to the development of a suite of 39 practical, evidence-based strategies to build leadership capacity throughout water agencies. Urban water recycling is now becoming an important issue where water resources are becoming scarce. This paper looks at reusing grey water; the preference is treatment processes based on biological systems to remove the dissolved organic content. Here, an alternative process, photocatalysis is discussed as it is an attractive technology that could be well-suited for treating the recalcitrant organic compounds found in grey water. The photocatalytic process oxidises organic reactants at a catalyst surface in the presence of ultraviolet light. Given enough exposure time, organic compounds will be oxidized into CO2 and water. The best contact is achieved in a slurry reactor but a second step to separate and recover the catalyst is need. The current human use of global natural resources exceeds the long-term sustainable capacity of the planet. New and more sustainable ways of building cities and providing urban water services are needed. The Australian city of Sydney is expected to grow by more than 1 million people over the next 30 years. Water use from the Hawkesbury-Nepean River system already exceeds system capacity. Current proposals to allocate a greater proportion of low flows to meet environmental flow needs will limit urban water allocations and require the development of more efficient water and sewerage systems for new and existing urban development. This paper presents a hypothetical case study of how water supply and sewerage services might be provided for an additional 1 million people over a 25-year period. It compares traditional service provision with alternative scenarios incorporating water conservation measures, rainwater harvesting and water reuse. The paper presents both economic and environmental comparisons. The economic comparisons include valuations of environmental externalities in the form of environmental levies. It shows that the extra capital costs of water conservation, alternative water sources and water reuse scenarios are offset by operating savings and environmental benefits. Ecological footprints are reduced because of lower water diversions, discharges, energy use and CO2 emissions. The paper also discusses the implication of alternative infrastructure ownership and water pricing arrangements, and the opportunities to create incentives for additional investment in water conservation and reuse projects. The steady increase of urban population and the possible effects of climate change that may adversely affect the amount of water available in current water supply systems, makes the study of stormwater and rainwater harvesting and wastewater recycling a high priority. The basic proposition is that any system of water supply that can reduce the amount of water drawn from main reservoirs will be of benefit to the whole supply region especially in terms of drought security. This paper describes a versatile modelling framework which can simulate a wide variety of combinations of centralised and decentralised Integrated Urban Water Management schemes from the allotment to the whole suburb scale. The framework combines two modelling approaches. The first, called urbanCycle, simulates water supply and demand, stormwater and wastewater using allotments as the basic building block. Although urbanCycle can simulate processes in great detail, it assumes that the network forms a directed acyclic graph. This simplifies the connectivity logic but precludes investigation of systems with decentralised storage, feedbacks and multiple supply paths. To overcome this, a second model, called urbanNet, based on network linear programming, is embedded in the urbanCycle framework to enable the modelling of recycling and harvesting options, as well as on-the-fly supply and demand decision making, based on objectives rather than pre-set operating rules. With the widespread realisation of the significance of climate change, urban communities are increasingly seeking to ensure resilience to future uncertainties in urban water supplies, yet change seems slow with many cities facing ongoing investment in the conventional approach. This is because transforming cities to more sustainable urban water cities, or to Water Sensitive Cities, requires a major overhaul of the hydro-social contract that underpins conventional approaches. This paper provides an overview of the emerging research and practice focused on system resilience and principles of sustainable urban water management Three key pillars that need to underpin the development and practice of a Water Sensitive City are proposed: (i) access to a diversity of water sources underpinned by a diversity of centralised and decentralised infrastructure; (ii) provision of ecosystem services for the built and natural environment; and (iii) socio-political capital for sustainability and water sensitive behaviours. While there is not one example in the world of a Water Sensitive City, there are cities that lead on distinct and varying attributes of the water sensitive approach and examples from Australia and Singapore are presented. In this paper, two approaches to data mining of time series have been tested and compared. Both methods are based on the wavelet decomposition of data series and allow the localization of important characteristics of a time series in both the time and frequency domain. The first method is a common method based on the analysis of wavelet power spectra. The second approach is new to the applied field of urban water networks and provides a qualitative description of the data series based on the cubic spline wavelet decomposition of the data. It is shown that wavelet power spectra indicate important and basic characteristics of the data but fail to provide detailed information of the underlying phenomena. In contrast, the second method allows the extraction of more and more detailed information that is important in a context of process monitoring and diagnosis. [ABSTRACT FROM AUTHOR]

Waternet supplies clean and safe drinking water to the homes of almost one million Amsterdam citizens, and also collects and treats the resulting wastewater, ensuring its safe discharge back into the water system. Climate change poses a growing challenge. Firstly Waternet is affected by the consequences of climate change, such as longer periods of drought and heavier bursts of rainfall. Secondly, the company also plays a role in causing climate change, as emissions from the Amsterdam water chain contribute to global warming. This paper aims to focus attention on mitigation as an inseparable part of adaptation-programmes. The Climate Footprint methodology is applied to the integrated Amsterdam water chain: from the point of withdrawing water from the surface/groundwater water system for drinking water production, to the point of returning the purified wastewater to the surface water/groundwater system. In-between, the water is pre-treated with chemicals, transported, purified by dune-filtration, again treated for drinking water quality, distributed over the area of Amsterdam, used in households and industries, collected from there by sewers and pumps, transported to purification plants and finally again treated with chemicals and purified to end with acceptable surface water quality. The whole process generates CO2-emissions in three different ways: • Sewage treatment transforms the remains of human food consumption into CO2. These emissions do not originate from fossil fuels, but from food. They remain in a short carbon cycle and do not contribute to global warming. In fact, the sludge remaining from the purification plant is an important energy source. • Transport and purification processes require energy; this results in direct emissions e.g. in the case of fuel or natural gas use, and indirect emissions in the case of electricity. • The use of chemicals and materials for construction, transport systems, and all other facilities and services to keep the system running does require suppliers of these goods and services to consume energy and thus causes indirect emission. An inventory of these three different types of emissions is made for the (about) 1990 situation, the 2004 situation, and prognosticated for the 2007 situation. The 2004 situation reveals a 0.16 ton CO2 equivalent emission per person. Compared to the worldwide 4 ton emission per person, this would mean a 4% contribution from the urban water system. With all the improvements scheduled, a 50% elimination of greenhouse gas emissions looks attainable for the 2007 situation. The management of urban groundwater resources is directly linked to urban water supply and drainage concepts. A proper integration of groundwater into urban water management plans is recommended for long-term planning. The paper describes the development of a new modelling suite which addresses the urban water and solute balance in a holistic way. Special focus has been placed on the assessment of the impact of sewer leakage on groundwater in four case study cities. Tools for the prediction of sewer leakage including the assessment of uncertainties are now available. Field investigations in four European case study cities were able to trace the influence of sewer leakage on urban groundwater using microbiological indicators and pharmaceutical residues. Integrated urban drainage modelling and environmental impact assessment require sewer emission models to be linked with submodels for treatment infrastructure and receiving rivers. The uncertainty in current water quality modelling is, however, huge, and environmental impact assessment looses more and more credibility. Based on an integrated modelling case for a combined sewer—WWTP—river system, it is shown in the paper that the integrated model does not produce more accurate results in comparison with the random simulation of emission concentrations from a frequency distribution. This should, however, not pose a serious problem as in most applications of impact assessment, model results are not needed in real time but in statistical terms. Further investigation makes clear that detail/sophistication in water quality modelling is not so important, but that more focus has to be given to long-term simulations, the use of parsimonious models and model validation based on concentration frequencies. Climate change raises many concerns for urban water management because of the effects on all aspects of the hydrological cycle. Urban water infrastructure has traditionally been designed using historical observations and assuming stationary climatic conditions. The capability of this infrastructure, whether for storm-water drainage, or water supply, may be over- or under-designed for future climatic conditions. In particular, changes in the frequency and intensity of extreme rainfall events will have the most acute effect on storm-water drainage systems. Therefore, it is necessary to take future climatic conditions into consideration in engineering designs in order to enhance water infrastructure investment planning practices in a long time horizon. This paper provides the initial results of a study that is examining ways to enhance urban infrastructure investment planning practices against changes in hydrologic regimes for s changing climate. Design storms and intensity - duration -frequency curves that are used in the engineering design of storm-water drainage systems are developed under future climatic conditions by empirically adjusting the general circulation model output, and using the Gumbel distribution and the Chicago method. Simulations are then performed on an existing storm-water drainage system from NE Calgary to investigate the resiliency of the system under climate change. [ABSTRACT FROM AUTHOR]

The paper reports on the methodology and findings of a recent project on behalf of the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management. The Ministry is seeking procedures for combining ecological and economic criteria to assess which technical urban water alternatives shall receive funding. To this end the current decision making process (DMP) for implementing urban water alternatives in Austria has been analyzed and compared with the situation elsewhere, e.g. in Sweden. The DMP entails specific requirements on assessment, whence the most common decision aid methodologies, ranging from LCA-based to multi-criteria methods, have been described and evaluated from an environmental, economic, legal and practical point of view, turning out recommendations to the Ministry. Their main points are: First the DMP should be kept as simple as possible in order to make it transparent. Second the aggregation of different criteria groups should and can be avoided. Integrated Urban Water Management (IUWM) seeks to extend Water Sensitive Urban Design to a total water cycle approach that includes reuse of wastewaters. This paper investigates the appropriateness of environmental technologies for application at a cluster scale in IUWM. Many environmental technologies are economically or physically unsuited to use on a municipal or unit scale. Cluster scale is a middle ground that will allow such environmental technologies to achieve full potential. The concept of cluster scale and the application of environmental technologies at this scale are discussed along with some examples of suitable technologies. [ABSTRACT FROM AUTHOR]

Information about several papers discussed at workshops held during the 2004 Stockholm Water Symposium is presented. Among the workshops, one featured Piers Cross presenting "Pro-Poor Strategies for Urban Water Supply and Sanitation Services Delivery in Africa," another speaker was Dr. Annette Huber-Lee presenting "Sustainable water supply planning for three U.S. Cities: contrast in climates and stakeholder issues," and Dennis Mwanza delivered a presentation entitled "Case study synthesis--Africa service strategies for the poor."

Information about the more than 50 papers posted and discussed at workshops during the 2004 Stockholm Water Symposium is presented. The symposium's winning poster was entitled "Characteristics of household wastewater in Hammarby Sjöstad--hazardous substances and their possible sources," by Joel Magnusson, Helena Palmquist, and Daniel Hellström. The workshop topics included maintenance of urban water supplies, water recycling, groundwater management, water for fisheries and aquaculture, and solutions for agricultural water use.

The objective of this paper is to review the global trends in urbanization with respect to availability of adequate sanitation and water supply services. Urbanization is unrelenting and rapid increase in the urban population in the less developed countries is of major global concern regarding this topic of sustainable sanitation and water. Most global urban growth is in the smaller cities and in the developing world. Half the urban developing world lacks adequate water and sanitation. Global urban access to waterborne sanitation is not affordable and thus is not a realistic option so alternative approaches are necessary. The treatment of drinking water cannot be a substitute for sanitation. In order to achieve sustainable sanitation, a change in attitude about human excreta and use of water is required. Essential features of a sustainable sanitation system are: containment, sanitisation and recycling. To improve water supply, we need to improve management practices, use full-cost pricing, introduce watershed approaches to protection and provide improved sanitation. Small urban initiatives need to go beyond the traditional sectors and new initiatives are required like on-site urban ecostations, source-separation of urine and faeces, decentralised greywater treatment and integration of sanitation into the cost of housing. This paper describes a probability-based method for assessing the potential impact of climate change on urban water supply systems. Specifically, the assessment method uses probability distributions to place a confidence level on the plausible values of response variables. The Benalla water supply system has been used to demonstrate applicability of the proposed assessment method. For the application, the impact of the 2030 climate change scenarios on streamflows and system yield has been examined. The preliminary results have demonstrated that the proposed assessment method can provide valuable insights into the impact of climate change on water supply systems, allowing it to be incorporated into planning decisions.
