The concept of sustainability involves the integration of economic, environmental, and social aspects and this also applies in the field of wastewater treatment. Economic feasibility studies are a key tool for selecting the most appropriate option from a set of technological proposals. Moreover, these studies are needed to assess the viability of transferring new technologies from pilot-scale to fullscale. In traditional economic feasibility studies, the benefits that have no market price, such as environmental benefits, are not considered and are therefore underestimated. To overcome this limitation, we propose a new methodology to assess the economic viability of wastewater treatment technologies that considers internal and external impacts. The estimation of the costs is based on the use of cost functions. To quantify the environmental benefits from wastewater treatment, the distance function methodology is proposed to estimate the shadow price of each pollutant removed in the wastewater treatment. The application of this methodological approach by decision makers enables the calculation of the true costs and benefits associated with each alternative technology. The decision on technologies used for reclaiming wastewater appears as important as a consequence of the implications on the economic, environmental and health conditions of societies. The problem arises when deciding how to deal with wastewater in small communities, because the costs of implementing and operating small, intensive wastewater treatment plants are unacceptable and can lead to financing and operation problems. Extensive treatment systems can be a good solution, where space is available. This paper presents the combination of two soft technologies (infiltration-percolation and constructed wetlands) to treat and reclaim wastewater. The obtained results show that the infiltration-percolation effluent presents a quality enough to be reused for irrigation of industrial crops, nurseries, fodder, cereals and oleaginous seeds, ornamental flower production; industrial cooling; impoundments, water bodies, and streams for recreational use in which the public's contact with the water is not permitted; and irrigation of forested areas, landscape areas and restricted access areas. Moreover, the combination of infiltration-percolation and constructed wetlands increases the list of final reclamation to the following: irrigation of pasture for milk or meat animals, crops for canning industry, crops not raw-consumed, fruit trees except by sprinkling, aquaculture; and aquifer recharge by localised percolation through the soil. Previous work through the 1990s in the Thames Water region in the UK has demonstrated the ability of the trickling filter process to produce fully nitrified effluents, reliably throughout the year. The original data used for the nitrification model derivations have been reanalysed, to investigate the degree of nitrogen removal across the process. Removals of total nitrogen ranging from 0% to over 50% were observed across the trickling filter process and calculated total nitrogen removals of 26-63% were obtained when primary treatment was included. The degree of nitrogen removal and biological denitrification (excluding cellular assimilation) was found to be strongly influenced by BOD load, irrigation velocity and media size. Regression models were produced which gave good predictive relationships for the data ranges used. The models produced worked for filters used with and without a recirculation of effluent nitrate which suggests that a significant degree of nitrification occurred in areas of high heterotroph activity (BOD removal). The simplicity and energy efficiency of the trickling filter process, combined with its capacity for full nitrification and partial denitrification, make the process attractive as a combined process used with pond systems in developing countries where nitrogen removal may be required. Upflow anaerobic sludge blanket reactors may offer a number of advantages over conventional mixed-tank, SBR, and biofilm reactors, including high space-loading, low footprint, and resistance to shocks and toxins. In this study, we assessed the use of upflow anaerobic sludge blanket (UASB) reactor technology as applied to anaerobic ammonia removal, or Anammox. Four 200 ml UASB reactors were inoculated with 50% (by volume) anaerobic granular sludge and 50% flocular sludge from different sources (all with the potential for containing Anammox organisms). Tools used to assess the reactors included basic analyses, fluorescent in-situ hybridisation, and mathematical modelling, with statistical non-linear parameter estimation. Two of the reactors showed statistically identical Anammox activity (i.e., identical kinetic parameters), with good ammonia and nitrite removal (0.14 kgNHx m-3 reactor day-1, with 99% ammonia removal). The third reactor also demonstrated significant Anammox activity, but with poor identifiability of parameters. The fourth reactor had no statistical Anammox activity. Modelling indicated that poor identifiability and performance in the third and fourth reactors were related to an excess of reduced carbon, probably originating in the inoculum. Accumulation of Anammox organisms was confirmed both by a volume loading much lower than the growth rate, and response to a probe specific for organisms previously reported to mediate Anammox processes. Overall, the UASB reactors were effective as Anammox systems, and identifiability of the systems was good, and repeatable (even compared to a previous study in a rotating biological contactor). This indicates that operation, design, and analysis of Anammox UASB reactors specifically, and Anammox systems in general, are reliable and portable, and that UASB systems are an appropriate technology for this process. This paper presents the existing philosophy, approach, criteria and delivery of environmental engineering education (E3) for developing countries. In general, environmental engineering is being taught in almost all major universities in developing countries, mostly under civil engineering degree programmes. There is an urgent need to address specific inputs that are particularly important for developing countries with respect to the reality of urbanisation and industrialisation. The main component of E3 in the near future will remain on basic sanitation in most developing countries, with special emphasis on the consumer-demand approach. In order to substantially overcome environmental problems in developing countries, E3 should include integrated urban water management, sustainable sanitation, appropriate technology, cleaner production, wastewater minimisation and financial framework. The second generation of our originally proposed sewage treatment system, which consists of a UASB reactor as an anaerobic pre-treatment unit and curtain-type DHS (downflow hanging sponge) reactor as an aerobic post-treatment unit, was installed at a municipal sewage treatment site. A 550-day continuous experiment demonstrated that the whole combined system successfully achieved 94-97% of unfiltered-BOD removal, 81-84% of unfiltered-COD removal, and 63-79% of SS removal, at an overall HRT of 8 h (6 h for UASB and 2 h for DHS units). The combined system performed an excellent organic removal as well as a fairly efficient nitrification, i.e. 52-61% of ammonia-nitrogen removal. During the last two decades the multiple functions and values of wetlands have been recognized not only by the scientists and managers working with wetlands, but also by the public. The ability of wetlands to transform and store organic matter has been exploited in constructed wetlands. This paper summarizes the state-of-the-art of the uses of constructed wetlands in water pollution control by reviewing the basics of the technology, the historical development, and the performance expectations with focus on the use of free water surface and subsurface flow constructed wetlands for municipal wastewater treatment. Performance data from a total of 104 subsurface flow systems and 70 free water surface flow systems are reviewed. The present state of knowledge is sufficient to apply constructed wetlands as a tool for improving water quality. The potential applications range from secondary treatment of municipal and various types of industrial wastewaters to polishing of tertiary treated waters and diffuse pollution. In many situations constructed wetlands is the only appropriate technology available. The treatment capacity of subsurface flow systems can be improved by selecting vertical flow systems with intermittent loading, by proper media selection, and by recycling of the wastewater. The paper describes the upgrading of an existing conventional two-stage municipal wastewater treatment plant for 200,000 PE to meet the EEC and Slovenian high effluent quality demands for nitrogen. The incoming wastewater is highly loaded with industrial waste and specifically with effluent from anaerobic pretreatment of piggery sludge. The low-cost concept of extensive wastewater treatment is based on integrating appropriate technologies into an existing treatment facility, preserving as much of the technical infrastructure as possible. A novel sewage treatment system was proposed, which consists of a UASB anaerobic pretreatment unit and the following DHS (downflow hanging sponge-cubes) aerobic posttreatment unit, as a low-cost and easy-maintenance process for developing countries. Over six months experiment by feeding sewage our proposed system achieved 94% of total-COD removal, 81% of soluble-COD removal. and nearly perfect SS removal and total-BOD removal at the overall HRT of 8.3 hr (7 hr in UASB and 1.3 hr in DHS unit). This paper describes a pilot plant study on the performance of a hybrid small municipal wastewater treatment system consisting of a jet mixed separator(JMS) and upgraded RBC. The JMS was used as a pre-treatment of the RBC instead of the primary clarifier. The treatment capacity of the system was fixed at 100 m3/d, corresponding to the hydraulic loading to the RBC of 117 L/m2/d. The effluent from the grid chamber at a municipal wastewater treatment plant was fed into the hybrid system. The RBC was operated using the electricpower produced by a solar electric generation panel with a surface area of 8 m2 under enough sunlight. In order to reduce the organic loading to the RBC, polyaluminium chloride(PAC) was added to the JMS influent to remove the colloidal and suspended organic particles. At the operational condition where the Al dosage and hydraulic retention time of the JMS were fixed at 5 g/m3 and 45 min.,respectively, the average effluent water quality of hybrid system was as follows: TOC = 8 g/m3, Total BOD = 8 g/m3,SS = 8 g/m3, Turbidity = 6 TU, NH4-N = 7 g/m3, T-P = 0.5 g/m3. Three conferences on 'Small Wastewater Treatment Plants' organized by the IAWQ Specialist Group demonstrate worldwide interest and activities in this matter and the need to exchange experience concerning planning, design, construction, operation, maintenance and control of small treatment plants. In near future, the number of small treatment works will increase tremendously and will be accompanied by a strong demand for information on appropriate procedures and technologies. Pollution problems caused by small wastewater flows are usually restricted to small areas, however, in view of the high per capita costs, treatment requirements and alternatives have to be studied carefully. In comparison to larger plants, more pronounced and different boundaryconditions such as load fluctuations, operation and maintenance problems, per capita costs, and a large variety of feasible treatment anddisposal systems ask for experienced engineers with a broad and sound knowledge in rural water quality management. The technical alternatives reaching from mechanical and simple biological low rate systems such as ponds, sand filters and reed beds to complex high rate suspended and fixed biomass reactors have to be evaluated regarding plant size, operation safety, reliability, demand for skilled personnel, investment and operation costs. In this respect, water engineers are increasingly challenged, not only to deal with a broad range of present and future treatment technologies, but also to integrate economical and social aspects into their evaluations.
