The work of catchment management groups throughout Australia represents a significant economic and social investment in natural resource management. Institutional structures and policies, the role of on-ground coordinators, facilitation processes, citizen participation and social capital are critical factors influencing the success of catchment management groups. From a participant-researcher viewpoint, this paper signposts research directions and themes that are being pursued from the participant/coordinator, catchment group, and lead government/non-government agency perspective on the influence of these factors on the success of a catchment management group in the Pumicestone Region of Southeast Queensland, Australia. Research directions, themes and discussion/reflection points for practitioners include - the importance of understanding milieu; motivation; success; having fun; "networking networks"; involvement of "non-traditional" stakeholders; development of stakeholder/participant partnerships; learning from other practitioners; methods of stakeholder/participant representation; evaluation; the need for guiding principles or philosophy; the equivalence of planning, implementation, evaluation, and resourcing; catchments as fundamental units of Nature; continuity of support for groups; recognising a new role for government; working with existing networks; and the need for an eclectic approach to natural resource management. This paper discusses a urine diversion (UD) trial implemented within the institutional setting of the University of Technology Sydney that sought to identify key issues for public UD and reuse systems at scale in the Australian urban context. The trial was novel in its transdisciplinary action research approach, that included consideration of urine diverting toilets (UDTs) as socio-technical systems where interactions between users' practices and perceptions and the performance of the technology were explored. While the study explored a broad range of issues that included urine transport, reuse, and regulations, amongst others, the boundary of the work presented in this paper is the practicalities of UD practice within public urban buildings. Urine volume per urinal use, an important metric for sizing tanks for collecting urine from waterless urinal systems in commercial buildings, was also estimated. This paper explores the current context for decentralised approaches in the provision of urban water services. It examines the recent history of decentralised systems' implementation in Australia and identifies its drivers. The drivers included addressing capacity constraints of centralised systems, mitigating the environmental impact of urban development, and increasing the resilience of urban water systems to episodic droughts and the projected impacts of climate change. The concepts of integrated urban water management and water sensitive urban design were prevalent in many of the innovative approaches used for the provision of decentralised urban water services. However, there remains a degree of confusion among water professionals in the terminology adopted for on-site and decentralised systems. Based on a literature review, consultation with water industry professionals and examination of decentralised urban developments in Australia, this paper has developed a generalised definition of decentralised systems for adoption across the water sector. The definition encompasses the various development scales in which decentralised systems are implemented, and reflects the new functions and characteristics inherent to those systems. We have only rudimentary understanding of the complex and pervasive connections between water and energy in cities. As water security now threatens energy and economic security, this is a major omission. Understanding the water-energy nexus is necessary if we want to contribute to solving water and energy issues simultaneously; if we want to stop moving problems from one resource dimension to another. This is particularly relevant in the Australian context where energy use for water supplies is forecast to rapidly escalate, growing around 300% from 2007 levels, by 2030. This paper presents a literature review with an aim of characterising the research to date with a particular focus on cities, the major centres of consumption and growth. It systematically analyses a wide range of papers and summarises the diverse objectives, dimensions, and scale of the research to-date together with knowledge gaps. There are many major gaps. These include energy use associated with water in industrial and commercial operations as well as socio-political perspectives. A major gap is the lack of a unifying theoretical framework and consistent methodology for analysis. This is considered a prerequisite for quantitative trans-city comparisons. [ABSTRACT FROM AUTHOR]

A Water Sensitive City is now commonly acknowledged best practice for designing the cities of the future. In Australia, the National Water Initiative has allocated high priority towards offering insight into successful water sensitive urban development projects, to facilitate capacity building within the industry. This paper shares innovative water sensitive projects implemented at Kogarah City Council, in Sydney. Four key projects are discussed, demonstrating how stormwater, rainwater and wastewater can be incorporated into decentralised water systems to offer sustainable water management of the future. This paper presents the sensitivity analysis of a newly developed model which predicts microorganism concentrations in urban stormwater (MOPUS-MicroOrganism Prediction in Urban Stormwater). The analysis used Escherichia coli data collected from four urban catchments in Melbourne, Australia. The MICA program (Model Independent Markov Chain Monte Carlo Analysis), used to conduct this analysis, applies a carefully constructed Markov Chain Monte Carlo procedure, based on the Metropolis-Hastings algorithm, to explore the model's posterior parameter distribution. It was determined that the majority of parameters in the MOPUS model were well defined, with the data from the MCMC procedure indicating that the parameters were largely independent. However, a sporadic correlation found between two parameters indicates that some improvements may be possible in the MOPUS model. This paper identifies the parameters which are the most important during model calibration; it was shown, for example, that parameters associated with the deposition of microorganisms in the catchment were more influential than those related to microorganism survival processes. These findings will help users calibrate the MOPUS model, and will help the model developer to improve the model, with efforts currently being made to reduce the number of model parameters, whilst also reducing the slight interaction identified. Australia is facing serious challenges in the management of water in various urban and regional locations. Two popular responses to these challenges are increasing supply through alternative water sources such as recycled and desalinated water. However, significant gaps exist in our knowledge of community attitudes to these alternative sources of water, particularly for potable use. This paper reports results from an Australian study of community attitudes to alternative water sources. Sixty six qualitative interviews were held at eight locations with distinctly different water situations. This paper explores all three antecedents to the behaviour of drinking recycled water and desalinated water as postulated by the Theory of Planned Behaviour: attitudes, social norms and factors of perceived behavioural control. Key results indicate that while people hold both positive and negative beliefs (mostly cost, health and environmental concerns) about water from alternative sources, nearly all of them are willing to drink it if the water crisis were to deteriorate further. People also feel they lack knowledge and state that information from scientists would influence their decision to drink recycled and desalinated water most. Friends and relatives are most influential in preventing people from drinking recycled water. The findings reported in this paper have major implications for water policy, and will be of particular interest to water engineers. This paper highlights and discusses ten characteristic attributes of emergent leaders (also known as 'champions') who worked as influential change agents within publicly managed, Australian water agencies to encourage more sustainable forms of urban water management. These attributes relate to: the 'openness to experience' personality characteristic; career mobility and work history demographics; personal and position power; strategic social networks; the culture of their organisations; and five distinguishing leadership behaviours (e.g. persisting under adversity). Guided by the findings of an international literature review, the author conducted a multiple case study involving six water agencies. This research identified attributes of these leaders that were typically strong and/or distinguishing compared to relevant control groups, as well as influential contextual factors. While it is widely acknowledged that these leaders play a critical role in the delivery of sustainable urban water management, there has been a paucity of context-sensitive research involving them. The research project highlighted in this paper is a response to this situation and has led to the development of a suite of 39 practical, evidence-based strategies to build leadership capacity throughout water agencies. This paper addresses uncertainty in socio-economic and sediment-nutrient models that are being developed for the assessment of change in the Great Barrier Reef (GBR) area. The catchments draining into the GBR lagoon are sources of pollutants. The Reef Water Quality Management Plan of the Queensland Government identified sediments and nutrients transported to the GBR lagoon as the major long-term threats to the reef and inshore ecosystems and the wellbeing of the human communities. The plan clearly indicates that changes in land management are required by 2013 to reduce pollutant inputs and, at the same time, maintain or enhance the benefits from using the inland waters. Science that provides decision tools for natural resource management and improves socio-economic and biophysical understanding is required to enable managers to make better decisions. A major research activity (the Water for a Healthy Country Flagship) aims to address social, economic and biophysical outcomes of land management change in the GBR. It contains research activities that provide information for integrated model development. Currently, however, these models lack the ability to estimate the uncertainty associated with prediction. This project aims to provide statistical methods for assessing uncertainty in models of sediment transportation to the GBR. Furthermore, it provides a link between the models and the decision-making process that allows assessment of uncertainty, a step pertinent to the risk analysis of policy options. This paper describes current and ongoing approaches for assessing uncertainty using a sediment modelling example and provides a way forward for the integration of applied socio-economic and biophysical models used in the decision-making process. Innovative Water Sensitive Urban Design (WSUD) systems are being investigated at three locations to the north and south of Sydney, Australia, These systems contain porous concrete pipes that are designed so that stormwater exfiltrates through the permeable walls of the pipes into the surrounding substrate media material. The porous pipes and media material treat the passing stormwater. The primary aim of the overall project is to develop a model to describe the treatment effectiveness of confined WSUD systems. This paper focuses on the system located at the Weathertex Industrial Site, Heatherbrae. Due to wood processing operations that occur at this site, it is recognised that the surface runoff will carry a heavy organics loading. Granulated Activated Carbon (GAC) is recognised for its ability to reduce the concentration of dissolved organics present in both wastewater and stormwater. GAG was therefore chosen as a filtration medium to be investigated at this site. To maximise the effectiveness of the GAC, extensive laboratory batch studies were undertaken prior to the field system being constructed to determine the optimum GAC/sand ratio. The purpose of the experimental work was to assess the dissolved organic removal potential through sorption of various concentrations of GAC. The aim of this paper is to describe these laboratory experiments and discuss how they related to the field system. Through these experiments it was determined that a sand/GAC ratio of 25:1 was ideal for the media material at the Heatherbrae site. [ABSTRACT FROM AUTHOR]

New guidelines have been developed and trialled in Australia to assist urban stormwater managers to assess options for projects that aim to improve urban waterway health. These guidelines help users to examine the financial, ecological and social dimensions of projects (i.e. the so-called ‘triple-bottom- line’). Features of the assessment process described in the guidelines include use of multi criteria analysis, input from technical experts as well as non-technical stakeholders, and provision of three alternative levels of assessment to suit stormwater managers with differing needs and resources. This paper firstly provides a background to the new guidelines and triple-bottom-line assessment. The assessment methodology promoted in the new guidelines is then briefly summarised. This methodology is compared and contrasted with European guidelines from the ‘SWARD’ project that have been primarily developed for assessing the relative sustainability of options involving urban water supply and sewerage assets. Finally, the paper discusses how assessment methodologies that evaluate the financial, ecological and social dimensions of projects can, under some circumstances, be used to evaluate the relative progress of options for urban water management on a journey towards the widely pursued, but vaguely defined goal of ‘sustainable development’. Most public utilities in Africa are operating at very low efficiency levels. This is mainly a result of poor governance leading to a downward spiral in terms of service to customers. Nearly in every case, studies have shown that the root cause of these problems is not necessarily lack of investment but poor choices with regard to sector policies, institutional and regulatory frameworks. The paper will seek to show the need for effective regulatory framework that promotes Good Governance of public utilities leading to their efficient performance. The paper will draw lessons from the Australian water services regulatory framework and apply it to the African water situation. The Australian regulatory framework has been instrumental in promoting Good Governance in the public utilities hence being run efficiently. It is recognised that the African Water and Sanitation Sector where most public utilities are not operating under a clearly defined regulatory framework can learn a lot from the Australian experience. This paper identifies and describes a number of global trends in regulatory theory and legal scholarship. It points out the huge level of complexity demanded by globalisation and the unfortunate complication of this is that there is legal indeterminacy. The legal indeterminacy springs from the desire to amend and alter existing models. That has been the thrust of the Council of Australian Governments changes to adapt and add huge amounts of complexity to a flawed system. This paper argues that an effective water regulatory model requires a fundamental re-examination of the concept of water ownership and a capturing by the State of the right to allocate rainfall. This foundation is effective and the way forward to deal with the key issues in this transition phase. The second key element to an effective regulatory model is the concept of performance-based assessment. This requires information and schemes to be set up to work out ways to monitor and evaluate the performance of the utility on selected criteria. For Australia at present there is a dire lack of agreed criteria on these key issues and these have the potential to pull apart the whole process. Environmental water allocation is a critical issue in Australia and internationally. It has been prominent in Australia for a little over ten years during which time major policy and scientific advances have been made, but little implementation. This paper examines current understanding of environmental water allocation across a broad range of disciplines including the biophysical sciences, social sciences, economics, law, and policy. Development of practical methods for assessing environmental water requirements and experience with implementation in Australia are discussed. The paper concludes with thoughts on future needs. This paper reports on work in progress on the new Wet Tropics Regional Natural Resource Management Plan and its potential to deliver river management and water quality outcomes. The plan is being prepared in accordance with the guidelines of the Nation Action Plan for Salinity and Water Quality/Natural Heritage Trust (NAP/NHT2). In particular the paper discusses the technical basis for priorities, target setting and implementation and the most effective instruments for achieving river improvement and water quality outcomes in the region. Connection to centralised regional sewage systems has been too expensive for small-dispersed communities, and these townships have traditionally been serviced by on-site septic tank systems. The conventional on-site system in Australia has consisted of an anaerobic holding tank followed by adsorption trenches. This technique relies heavily on the uptake of nutrients by plants for effective removal of nitrogen and phosphorus from the effluent, and is very seasonal in its efficiency. Hence, as these small communities have grown in size, the environmental effects of the septic tank discharges have become a problem. In locations throughout Australia, such as rural Victoria and along the Hawkesbury-Nepean River, septic tanks are being replaced with the transport of sewage to regional treatment plants. For some isolated communities, this can mean spending $20,000-$40,000/household, as opposed to more common connection prices of $7,000/household. This paper explores some alternative options that might be suitable for these small communities, and attempts to identify solutions that provide acceptable environmental outcomes at lower cost. The types of alternative systems that are assessed in the paper include local treatment systems, separate blackwater and greywater collection and treatment systems both with and without non-potable water recycling, a small township scale treatment plant compared to either existing septic tank systems or pumping to a remote regional treatment facility.The work demonstrated the benefits of a scenario analysis approach for the assessment of a range of alternative systems. It demonstrated that some of the alternatives systems can achieve better than 90% reductions in the discharge of nutrients to the environment at significantly lower cost than removing the wastewater to a remote regional treatment plant. This paper projects a positive outcome for large-scale algal biofuel and energy production when wastewater treatment is the primary goal. Such a view arises partly from a recent change in emphasis in wastewater treatment technology, from simply oxidising the organic matter in the waste (i.e. removing the biological oxygen demand) to removing the nutrients - specifically nitrogen and phosphorus - which are the root cause of eutrophication of inland waterways and coastal zones. A growing need for nutrient removal greatly improves the prospects for using new algal ponds in wastewater treatment, since microalgae are particularly efficient in capturing and removing such nutrients. Using a spreadsheet model, four scenarios combining algae biomass production with the making of biodiesel, biogas and other products were assessed for two of Australia's largest wastewater treatment plants. The results showed that super critical water reactors and anaerobic digesters could be attractive pathway options, the latter providing significant savings in greenhouse gas emissions, combining anaerobic digestion with oil extraction and the internal economies derived from cheap land and recycling of water and nutrients on-site could allow algal oil to be produced for less than US$1 per litre. Increases in the impervious area due to urbanisation have been shown to have negative impacts on the physical and ecological condition of streams, primarily through increased volume and frequency of runoff. The harvesting and detention of runoff has a potential to decrease this impact. This paper describes the effects of urbanisation on catchment flow and of stormwater harvesting on reducing those adverse impacts on a stream in South East Queensland (SEQ), Australia. A largely undeveloped catchment located southeast of Brisbane city was calibrated and validated using the Stormwater Management Model (SWMM). This model was used to investigate the effect of a range of future increases in urbanisation (represented by impervious area) on stream hydrology as well as the potential of stormwater harvesting to return the catchments to predevelopment flow conditions. Stormwater harvesting was modelled according to flow frequency measures specified in current SEQ development guidelines. These guidelines stipulate the capture of the first 10 mm of runoff from impervious areas of 0-40% and the first 15mm from impervious areas of 40% or greater for urban developments, we found that increases in the impervious area resulted in increases in the mean, frequency and duration of high flows, and an increase in the mean rate of rise and fall for storm events in the catchment. However, the predevelopment (non-urbanised) flow distribution was very flashy in comparison with all urbanised scenarios; i.e. it had the quickest response to rainfall indicated by a high rate of rise to and fall from peak flow volume, followed by a return to zero flow conditions, Capturing the runoff according to the development guidelines resulted in a reduction in flow towards the flow distribution of a lower impervious area, however this was insufficient to meet predevelopment conditions. It has been acknowledged, in Australia and beyond, that existing urban water systems and management lead to unsustainable outcomes. Therefore, our current socio-technical systems, consisting of institutions, structures and rules, which guide traditional urban water practices, need to change. If a change towards sustainable urban water management (SUWM) practices is to occur, a transformation of our established social-technical configuration that shapes the behaviour and decision making of actors is needed. While some constructive innovations that support this transformation have occurred, most innovations remain of a technical nature. These innovative projects do not manage to achieve the widespread social and institutional change needed for further diffusion and uptake of SUWM practices. Social theory, and its research, is increasingly being recognised as important in responding to the challenges associated with evolving to a more sustainable form of urban water management. This paper integrates three areas of social theories around change in order to provide a conceptual framework that can assist with socio-technical system change. The unprecedented water scarcity in Australia coincides with the adoption of a new urban water rhetoric. The 'Security through Diversity' strategy has been adopted in a number of Australian cities as a new and innovative approach to urban water management. Although this strategy offers a more holistic approach to urban water management, in practice, the Security through Diversity strategy is largely being interpreted and implemented in a way that maintains the historical dependence on large scale, centralised water infrastructure and therefore perpetuates existing urban water vulnerabilities. This research explores the implementation of Security through Diversity as the new water scarcity response strategy in the cities of Perth and Melbourne. Through a qualitative study with over sixty-five urban water practitioners, the results reveal that the practitioners have absorbed the new Security through Diversity language whilst maintaining the existing problem and solution framework for urban water management. This can be explained in terms of an entrenched technological path dependency and cognitive lock-in that is preventing practitioners from more comprehensively engaging with the complexities of the Security through Diversity strategy, which is ultimately perpetuating the existing vulnerability of our cities. This paper suggests that greater engagement with the underlying purpose of the security though diversity strategy is a necessary first step to overcome the constraints of the traditional technological paradigm and more effectively reduce the continued vulnerability of Australian cities. In response to a range of contemporary urban water challenges, there is an increasingly urgent need to change the way water is used in our cities. In Australia, the 'Security through Diversity' policy has been introduced in a number of cities to help facilitate a shift towards sustainable urban water management. This qualitative case study research investigated the interpretation and implementation of this radically different urban water policy approach across the case study cities of Perth and Melbourne. To focus the research and allow for more reliable comparative analysis across the cities, the introduction of desalination and permanent water saving rules as new initiatives in these cities were of particular interest. The research results are drawn from a synthesis of over 65 semi-structured interviews with senior urban water practitioners in the case study cities, and a content analysis of key policy and guidance documents, as well as organizational literature where available. The key finding of this research was that because of an entrenched technological paradigm, and the difficulty in breaking this pattern of lock-in, practitioners are currently interpreting and implementing Security through Diversity in a way that does not fully realise the potential of this strategy. More specifically the interview results revealed that the urban water practitioner community believed that the introduction of seawater desalination would discharge their city's responsibility for achieving Security through Diversity and that demand management initiatives, while nice, are not essential to this policy position. Interestingly, despite context evidence to the contrary, the practitioners believed supply and demand planning to be an integrated practice within their city. The paper concludes by offering some recommendations to facilitate a more comprehensive implementation of Security through Diversity and outlines areas for possible future research. The 'end use' of water is a breakdown of the total household water usage such as water used for toilets, showers, washing machines, taps, lawn watering, etc. Understanding end uses of water will enable water planners, water authorities and household owners determine where water is used/wasted, how much and how often. This paper describes the end uses of water from a number of single-family homes in Greater Melbourne, Australia. The study involves the analysis of water consumption data recorded at 5-s intervals from logged households collected by Yarra Valley Water in Melbourne in 2004. The study determines how much water is used for outdoor and indoor purposes in a single-family home in Melbourne and compares the water usage during winter and summer. Hourly patterns of major end uses of water are also developed. The aim of this study is to improve the understanding of the end uses of water and to assist where to focus water conservation efforts that would be most effective financially and environmentally, and be acceptable to everyone. Australian Guidelines for Water Recycling: Managing Health and Environmental Risks (Phase 1) (AGWR) were published in 2006 and present a risk management framework. A major component is the validation of a treatment process for log removal of microorganisms. A National Water Commission (NWC) Fellowship looked at the adoption of the AGRW and the validation requirements of the individual jurisdictions within Australia. To enhance the uptake of recycled water, reduce the technical burden on jurisdictions and promote consistence between jurisdictions, three recommendations were proposed: 1. Agree that treatment systems for low exposure schemes be exempt from individual validation; 2. Develop a national database for log removal values for use with low exposure schemes; and 3. Australia is a large exporter of agricultural products, with producers responsible for a range of quality assurance programs to ensure that food crops are free from various contaminants of detriment to human health. Large volumes of treated sewage sludge (biosolids), although low by world standards, are increasingly being recycled to land, primarily to replace plant nutrients and to improve soil properties; they are used in agriculture, forestry, and composted. The Australian National Biosolids Research Program (NBRP) has linked researchers to a collective goal to investigate nutrients and benchmark safe concentrations of metals nationally using a common methodology, with various other research programs conducted in a number of states specific to regional problems and priorities. The use of biosolids in Australia is strictly regulated by state guidelines, some of which are under review following recent research outcomes. Communication and research between the water industry, regulators and researchers specific to the regulation of biosolids is further enhanced by the Australian and New Zealand Biosolids Partnership (ANZBP). This paper summarises the major issues and constraints related to biosolids use in Australia using specific case examples from Western Australia, a member of the Australian NBRP, and highlights several research projects conducted over the last decade to ensure that biosolids are used beneficially and safely in the environment. Attention is given to research relating to plant nutrient uptake, particularly nitrogen and phosphorus (including that of reduced phosphorus uptake in alum sludge-amended soil); the risk of heavy metal uptake by plants, specifically cadmium, copper and zinc; the risk of pathogen contamination in soil and grain products; change to soil pH (particularly following lime-amended biosolids); and the monitoring of faecal contamination by biosolids in waterbodies using DNA techniques. Examples of products that are currently produced in Western Australia from sewage sludge include mesophilic anaerobically digested and dewatered biosolids cake, lime-amended biosolids, alum sludge and compost. This paper describes a customised, six-month, leadership development program (LDP) that was designed for emerging leaders in the Australian water industry who were promoting sustainable urban water management (SUWM). It also presents results from an evaluation of the program's benefits, costs and overall 'return on investment' (ROI). The program was designed to help build emergent leadership capacity in the water industry, given strong evidence that this form of leadership plays an important role in advancing SUWM. It involved '360-degree feedback' processes, training, individual leadership development plans, and coaching sessions. Its design was informed by a review of the literature, and its content was informed by local empirical research involving effective SUWM leaders. The evaluation used a seven-tier assessment framework that examined different dimensions of the program's performance using source and methodological triangulation. The results indicate that such LDPs can produce a range of positive outcomes, such as promoting desired leadership behaviours and generating a positive ROI estimate. Specifically, the program's estimated ROI was approximately 190% after only one year. The primary conclusion is that evidence-based LDPs which are highly customised for specific types of leaders in the water industry represent a promising type of intervention to build forms of leadership capacity which are needed to successfully promote SUWM. Transitioning to more sustainable urban water management is widely accepted as an essential societal objective. While there has been significant progress in developing technical solutions to the challenges faced, numerous barriers remain at the regime level, indicating that further investigation into the regime is required. This paper reports on a social research project aimed at identifying capacity attributes of a more sustainable urban water management regime. Attributes were identified for the administrative and regulatory framework, inter- and intraorganisational and individual regime spheres. Over 125 urban water practitioners specialising in sustainability in Sydney and Melbourne were interviewed to identify the attributes of a more sustainable regime. The attributes reveal that a sustainable urban water management regime emphasises learning, diverse policy tools and institutional arrangements, together with interaction among stakeholders and professional disciplines. The interaction is characterised by respect, trust and mutual understanding. The sustainable regime attributes are compared to the traditional regime and reveal that while progress has been made towards a sustainable regime, additional improvement is required. Attributes identified across multiple regime spheres indicate potential focus areas for capacity building programs or reform efforts to more effectively enable regime change towards sustainable urban water management. The water sectors of many countries are faced with the need to address simultaneously two overarching challenges; the need to undertake effective asset management coupled with the broader need to evolve business processes so as to embrace sustainability principles. Research has thus been undertaken into the role sustainability principles play in asset management. As part of this research, a series of 25 in-depth interviews were undertaken with water sector professionals from around Australia. Drawing on the results of these interviews, this paper outlines the conceptual relationship between asset management and sustainability along with a synthesis of the relevant opinions voiced in the interviews. The interviews indicated that the participating water authorities have made a strong commitment to sustainability, but there is a need to facilitate change processes to embed sustainability principles into business as usual practices. Interviewees also noted that asset management and sustainability are interlinked from a number of perspectives, especially in the way decision making is undertaken with respect to assets and service provision. Although most Australians receive their domestic supply from reticulated mains or town water, there are vast areas with very low population densities and few reticulated supplies. In many of these areas rainwater collected in tanks is the primary source of drinking water. Heavy metals have recently become a concern as their concentration in rain water tanks was found to exceed recommended levels suitable for human consumption. Rainwater storage tanks also accumulate contaminants and sediments that settle to the bottom. Although not widely acknowledged, small amounts of contaminants such as lead found in rain water (used as drinking water) may have a cumulative and poisonous effect on human health over a life time. This is true for certain factors that underlie many of the chronic illnesses that are becoming increasingly common in contemporary society. The paper reports on a study which is part of a project that aims to develop a cost effective in-line filtration system to improve water quality in rainwater tanks. To enable this, the characteristics of rainwater need to be known. One component of this characterization is to observe the effects of the first flush on a rainwater tank. Samples of the roof runoff collected from an urban residential roof located in the Sydney Metropolitan Area in the initial first few millimetres of rain were analysed. The results show that bypassing the first 2mm of rainfall gives water with most water quality parameters compliant with the Australian Drinking Water Guidelines (ADWG) standards. The parameters that did not comply were lead and turbidity, which required bypassing approximately the first 5mm of rainfall to meet ADWG standards. Molecular weight distribution (MWD) analysis showed that the concentration of rainwater organic matter (RWOM) decreased with increasing amount of roof runoff. [ABSTRACT FROM AUTHOR]

Reliance upon advanced water treatment processes to provide safe drinking water from relatively compromised sources is rapidly increasing in Australia and other parts of the world. Advanced treatment processes such as reverse osmosis have the ability to provide very effective treatment for a wide range of chemicals when operated under optimal conditions. However, techniques are required to comprehensively validate the performance of these treatment processes in the field. This paper provides a discussion and demonstration of some effective statistical techniques for the assessment and description of advanced water treatment plant performance. New data is provided, focusing on disinfection byproducts including trihalomethanes and N-nitrosamines from a recent comprehensive quantitative exposure assessment for an advanced water recycling scheme in Australia. With the widespread realisation of the significance of climate change, urban communities are increasingly seeking to ensure resilience to future uncertainties in urban water supplies, yet change seems slow with many cities facing ongoing investment in the conventional approach. This is because transforming cities to more sustainable urban water cities, or to Water Sensitive Cities, requires a major overhaul of the hydro-social contract that underpins conventional approaches. This paper provides an overview of the emerging research and practice focused on system resilience and principles of sustainable urban water management Three key pillars that need to underpin the development and practice of a Water Sensitive City are proposed: (i) access to a diversity of water sources underpinned by a diversity of centralised and decentralised infrastructure; (ii) provision of ecosystem services for the built and natural environment; and (iii) socio-political capital for sustainability and water sensitive behaviours. While there is not one example in the world of a Water Sensitive City, there are cities that lead on distinct and varying attributes of the water sensitive approach and examples from Australia and Singapore are presented. Uncertainty is intrinsic to all monitoring programs and all models. It cannot realistically be eliminated, but it is necessary to understand the sources of uncertainty, and their consequences on models and decisions. The aim of this paper is to evaluate uncertainty in a flow and water quality stormwater model, due to the model parameters and the availability of data for calibration and validation of the flow model. The MUSIC model, widely used in Australian stormwater practice, has been investigated. Frequentist and Bayesian methods were used for calibration and sensitivity analysis, respectively. It was found that out of 13 calibration parameters of the rainfall/runoff model, only two matter (the model results were not sensitive to the other 11). This suggests that the model can be simplified without losing its accuracy. The evaluation of the water quality models proved to be much more difficult. For the specific catchment and model tested, we argue that for rainfall/runoff, 6 months of data for calibration and 6 months of data for validation are required to produce reliable predictions. The community of Tenganan in eastern Bali, Indonesia, has requested technical assistance from Engineers Without Borders Australia (EWB) to improve the quantity and quality of water delivered through their water supply system. This is a unique development project in which the Tenganan people have identified their own needs and developed their own conceptual solution to the problem. For the first time, EWB is undertaking the design phase for the water system by an offshore design team and project assistance team (PAT) based in Australia. This allows EWB to draw on resources and experience of EWB members and their employing companies in Australia. It also enables young engineers to develop skills and experience in development work without having to leave the country. However, the innovative approach also presented significant challenges to the project members, particularly in establishing appropriate design criteria and the co-ordination of simultaneous activities across Australia. This paper describes the approach taken by EWB and makes a preliminary assessment of the benefits and limitations inherent in this approach. Drawing from three phases of a social research programme between 2002 and 2008, this paper proposes a framework for underpinning the development of urban water transitions policy and city-scale benchmarking at the macro scale. Through detailed historical, contemporary and futures research involving Australian cities, a transitions framework is proposed, presenting a typology of six city states, namely the 'Water Supply City', the 'Sewered City', the 'Drained City', the 'Waterways City', the 'Water Cycle City', and the 'Water Sensitive City'. This framework recognises the temporal, ideological and technological contexts that cities transition through when moving towards sustainable urban water conditions. The aim of this research is to assist urban water managers with understanding the scope of the hydro-social contracts currently operating across cities in order to determine the capacity development and cultural reform initiatives needed to effectively expedite the transition to more sustainable water management and ultimately to Water Sensitive Cities. One of the values of this framework is that it can be used by strategists and policy makers as a heuristic device and/or the basis for a future city state benchmarking tool. The development and implementation of alternative wastewater servicing approaches in rural communities in Australia appears more feasible than in larger urban developments as many rural centres rely on septic tanks and surface discharge of greywater. This method of disposal creates many environmental, social and economic issues and is seen to limit potential for growth in many towns. This paper describes a generic methodology for the selection of innovative sewerage options for six regional towns in Victoria, Australia. The method includes consultation with stakeholders, multi-criteria assessment and concept design of the most favourable option. Despite the broad range of initial wastewater servicing options presented which included cluster-scale systems, upgrade of existing systems, greywater reuse and alternative collection, the outcome for five of the six towns was a modified centralised collection system as the preferred option. Lack of robust and reliable data on the human health risks and environmental impacts of alternative systems were identified as the primary data gaps in the sustainability assessment. Perceptions of the quality of roof harvested rainwater remain an impediment to widespread implementation of rainwater tanks on urban allotments. Previous literature reports on roof water quality have given little consideration to the relative significance of airborne environmental micro-organisms to roof catchment contamination and the issue of tank water quality. This paper outlines the findings of a recent study into the influence of weather on roof water contamination conducted at an urban housing development in Newcastle, on the east coast of Australia. Samples of direct roof run-off were collected during a number of separate rainfall events, and microbial counts were matched to climatic data corresponding to each of the monitored events. Roof run-off contamination was found to be under the strong influence of both wind speed and direction. The preliminary findings of an investigation currently under way into the microbial diversity of rainwater harvesting systems have also been presented. The results indicate that the composition of organisms present varied considerably from source to source and throughout the collection system. In all eases, evidence of faecal contamination was found to be negligible. The implications of these findings to the issues of tank water quality, health risk analysis and monitoring protocols have been discussed. [ABSTRACT FROM AUTHOR]

Stormwater reuse is increasing in popularity as a technique for overcoming water shortages in urban Australia. However, technology for the reliable treatment of stormwater for reuse is still not fully developed. This paper presents the first steps in refining biofilters for stormwater reuse, Six different filter media were selected, to target specific stormwater pollutants, as well as support plant growth. They were tested in the laboratory, where the filters were dosed three times per week with semi-synthetic stormwater for five weeks. Pollutant removal performance was monitored, and revealed that all soil-based filters performed similarly (while sand filters behaved somewhat differently). All filters removed more than 80% of solids and greater than 90% of lead, copper, and zinc. Three filter types were able to remove some phosphorus (particularly in the top 30 cm of the media). Apart from sand, all filter media were net producers of nitrogen, leading to an important conclusion that non-vegetated, soil-based filters are not suitable for targeting nutrients. However, since heavy metals are the primary pollutant of concern with respect to stormwater reuse for irrigation (the most popular end-use), it was concluded that biofilters may be promising technologies for treatment of stormwater for reuse. This paper makes use of Non-Coarse Particle (NCP) data collected from three different impervious surfaces in Toowoomba, Australia. NCP is defined as suspended solids less than 500 µm in size NCP loads (in mg/m²) were derived for 24 storms from a galvanized iron roof, a concrete car park and a bitumen road pavement. A scatter plot analysis was used to identify potential correlations between NCP loads and basic rainfall parameters such as rainfall depth and intensity. An exponential-type trend, consistent with many washoff models, was evident between load and average rainfall intensity for all surfaces. However, load data for some storms did not fit this general trend. Various indices, comprising different combinations of basic rainfall parameters, were evaluated as an alternative to rainfall intensity. A composite index, referred to as the Rainfall Detachment Index, was found to be better than average rainfall intensity in explaining a relationship between NCP load and storm rainfall characteristics. The selected rainfall index utilizes 6-minute rainfall intensities and is a variant of the well known Rainfall Erosivity Index (El30) used for soil erosion estimation. [ABSTRACT FROM AUTHOR]

This paper investigates a Spatial Neyman-Scott Rectangular Pulse (SNSRP) model, which is one of only a few models capable of continuous simulation of rainfall in both space and time. The SNSRP is a spatial extension of the Neyman-Scott Rectangular Pulse model at a single point. The model is highly idealized having six parameters: storm arrival, cell arrival, cell radius, cell lifetime and two cell intensity parameters. A spatial interpolation of the scale parameter is used so that the model can be simulated continuously in space, rather than as a multi-site model. The parameters are calibrated using least-squares fits to statistical moments based on data aggregated to hourly and daily totals. The SNSRP model is calibrated to a very large network of 85 gauges over metropolitan Sydney and shows a good agreement to calibrated statistics. A simulation of 50 replicates over the region compares favourably to several observed temporal statistics, with an example given for one site. A qualitative discussion of the simulated spatial images demonstrates the underlying structure of non-advecting cylindrical cells. [ABSTRACT FROM AUTHOR]

Improved urban water management in Australia is of national importance. Water resources are stretched and urban runoff is a recognized leading cause of degradation of urban waterways. Stormwater recycling is an option that can contribute to easing these problems. Biofilters are effective structural stormwater pollution control measures with the potential for integration into stormwater treatment and recycling systems. However, premature clogging of biofilters is a major problem, with resulting decreased infiltration capacity (and hence the volume of stormwater the system can detain) and increased detention time. This paper presents preliminary findings with respect to the effect of clogging on pollutant removal efficiency in conventional stormwater filter media. A one-dimensional laboratory rig was used to investigate the impact of clogging on pollutant removal efficiency in a conventional biofiltration filter media (gravel over sand). Both the individual gravel layer and the overall multi-filter were highly efficient at removing suspended solids and particulate-associated pollutants. This removal efficiency was consistent, even as the filters became clogged. Removal of dissolved nutrients was more variable, with little reduction in concentrations overall. Although preliminary, these results challenge the concept that increased detention time improves the treatment performance of stormwater filtration systems. [ABSTRACT FROM AUTHOR]

Wastewater pipeline leakage is an emerging concern in Europe, especially with regards to the potential effect of leaking effluent on groundwater contamination and the effects infiltration has on the management of sewer reticulation systems. This paper describes efforts by Australia, in association with several European partners, towards the development of decision support tools to prioritize proactive rehabilitation of wastewater pipe networks to account for leakage. In the fundamental models for the decision support system, leakage is viewed as a function of pipeline system deterioration. The models rely on soil type identification across the service area to determine the aggressiveness of the pipe environment and for division of the area into zones based on pipe properties and operational conditions. By understanding the interaction between pipe materials, operating conditions, and the pipe environment in the mechanisms leading to pipe deterioration, the models allow the prediction of leakage rates in different zones across a network. The decision support system utilizes these models to predict the condition of pipes in individual zones, and to optimize the utilization of rehabilitation resources by targeting the areas with the highest leakage rates. This paper describes the development and testing of a mathematical model as a tool to quantify pathogen loads in Sydney's drinking water catchments. It has been used to identify, quantify and prioritise sources of Cryptosporidium, Giardia and E. coli in the Wingecarribee catchment. The pathogen model promotes understanding of the relative significance of different sources of pathogen risks as well as their fate and transport as they move through the subcatchments. This pathogen model not only enables water utility managers to identify those catchment segments that may contribute the highest load of pathogens, but also where management options will be most effective. This paper describes changes in effluent quality occurring before and after an upgrade to the Bolivar Wastewater Treatment Plant in South Australia. Trickling filters (TF) were replaced with an activated sludge (AS) plant, prior to tertiary treatment using waste stabilisation ponds (WSPs). The water quality in the WSPs following the upgrade was significantly improved. Reductions in total and soluble BOD, COD, TKN, suspended solids and organic nitrogen were recorded and the predominant form of inorganic nitrogen changed from NH4-N to NO2/NO3-N. The reduction in ammonium and potentially toxic free ammonia removed a control upon the growth of zooplankton, which may have contributed to decreases in algal biomass in the final ponds and consequently lower dissolved oxygen. Additionally, changes in inorganic nitrogen speciation contributed to a slightly elevated pH which reduced numbers of faecal coliforms in WSPs. The AS pretreated influent recorded significantly lower inorganic molar N:P ratio (10-4:1) compared to those fed with TF effluent (17-13:1). Algae within the WSPs may now be nitrogen limited, a condition which may favour the growth of nitrogen-fixing cyanobacteria. The decrease in algal biomass and in dissolved oxygen levels may enhance sedimentary denitrification, further driving the system towards nitrogen limitation. [ABSTRACT FROM AUTHOR]

Reed beds (horizontal subsurface flow constructed wetlands) have been employed as secondary treatment devices in on-site and decentralised wastewater management systems in the northeast of the Australian state of New South Wales (NSW) for over a decade. This paper summarises some of the practical and research findings that have come to light in that time. Experience with various aspects of reed bed structure is discussed. A study of the evaporative performance of four small beds planted with Phragmites australis yielded an annual crop factor of 2.6. A total of 28 studies on reed beds treating a variety of commonly encountered wastewater streams yielded the following mean pollutant removal efficiencies: total suspended solids (TSS) 83%, biochemical oxygen demand (BOD) 81%, total nitrogen (TN) 57%, total phosphorus (TP) 35% and faecal coliforms (FC) 1.9 logs. The reed bed is becoming the preferred on-site technology for removing TN and BOD and polishing TSS from primary settled domestic wastewater. Sizing beds for a residence time of approximately five days has become standard practice. A study of six reed beds found six different species of earthworm present, mainly Perionyx excavatus (Indian Blue). A mesocosm experiment subsequently showed that the worms were translocating clogging material from the substrate interstices to the surface of the bed thereby indicating a possible method for prolonging reed bed life. On-site wastewater management system design and performance is significant in assessing landslide risk in areas with potential for slope instability. Much of the development in Pittwater, NSW, local government area is on steep coastal land which has a history of slope instability. Concern over cases of poorly performing or failing on-site wastewater systems and the recognition that these and newly designed systems could be contributory to slope instability has been a factor in Pittwater Council, NSW, requiring that landslide risk assessment be undertaken for new and amended on-site wastewater management systems in potentially unstable areas. This paper describes the wastewater management system design and landslide risk assessment undertaken at Pittwater Youth Hostel in accordance with the Australian Geomechanics Society's Geotechnical Risk Management procedure to comply with the Pittwater Policy. The work completed illustrates both necessary and effective interaction of the wastewater and geotechnical professions to achieve a successful outcome for the client. Alcoa World Alumina Australia has undertaken comprehensive air emissions monitoring aimed at characterising and quantifying the complete range of emissions to the atmosphere from Bayer refining of alumina at its Western Australian refineries. To the best of our knowledge, this project represents the most complete air emissions inventory of a Bayer refinery conducted in the worldwide alumina industry. It adds considerably to knowledge of air emission factors available for use in emissions estimation required under national pollutant release and transfer registers (NPRTs), such as the Toxic Releases Inventory, USA, and the National Pollutant Inventory, Australia. It also allows the preliminary identification of the key chemical components responsible for characteristic alumina refinery odours and the contribution of these components to the quality, or hedonic tone, of the odours. The strength and acceptability of refinery odours to employees and neighbours appears to be dependent upon where and in what proportion the odorous gases have been emitted from the refineries. Drawing on experiences in New South Wales from 1950 to 1980 in modeling and re-use techniques in the development of desalination technology and its application in fresh water production for potable use, the paper describes how Australia realized its responsibilities in developing participative and sustainable approaches to land use and water resources management. An analysis of the lessons from the operation of the Bayswater zero-discharge power station significantly contributed to the debate on sustainable approaches, highlighting that no management policy of a water basin can be implemented without a model based on reliable data from all sectors (including the environment), and no management model can be implemented without the participation of all stakeholders. These ideals were reflected in the conception and establishment of the Murray-Darling Basin Commission. The Commission succeeded in bringing together all major stakeholders in this huge basin, though it took more than 15 years to do so. While widely recognized as one of the most advanced and successful experiences in integrated management of a drainage basin, it has still not achieved the reversal of many unsustainable agricultural practices, giving a clear indication of the difficulties and time required for producing sustainable solutions. This paper has been motivated by a desire to put some numbers beside the label of sustainability as is currently applied to water related issues. Of particular interest is a general estimate of the water balance and environmental flows during the time intervals before Aboriginal arrival, when the land was being managed in an environmentally sustainable manner by the Aboriginals, and most recently following European settlement. This will be considered in an Australia-wide context, because the continent is geographically diverse, being mostly arid desert, with limited areas of fertile soils. Climate variation ranging from a hot tropical north to a cool temperate south will also be discussed. Attention will be given to the major factors that have influenced the water balance, including the extinction of Australian megafauna, the effects of "firestick" farming and the clearance of land for European agriculture with its consequences. It is hoped that the findings will increase our understanding of Australian water resources, and promote a greater appreciation of the fragility of this ancient landscape on which we dwell. The water balance allows the calculation of deep drainage from other components of the hydrological cycle. Deep drainage has been linked to outbreaks of dryland and irrigated salinity. Until recently, deep drainage was not considered to be an issue on the alluvial plains of the Northern Murray-Darling Basin. Recent simulation studies and calculations using the water balance suggest that substantial deep drainage occurs under irrigated agriculture. However, these estimates have large uncertainties due to possible errors in measurement, calculation and due to spatial variability. On a catchment scale the relative area under a certain land use as well as the connection to local groundwater and the influence of anomalies such as prior streams needs to be considered. This paper discusses the current state of knowledge on the water balance in the Northern Murray-Darling Basin and highlights the need for a concentrated effort to measure all the components of the water balance in this area, as well as the effect on shallow groundwater quality and levels. The Cotton and Grains Adoption Program of the Queensland Rural Water Use Efficiency Initiative is targeting five major irrigation regions in the state with the objective to develop better irrigation water use efficiency (WUE) through the adoption of best management practices in irrigation. The major beneficiaries of the program will be industries, irrigators and local communities. The benefits will flow via two avenues: increased production and profit resulting from improved WUE and improved environmental health as a consequence of greatly reduced runoff of irrigation tailwater into rivers and streams. This in turn will reduce the risk of nutrient and pesticide contamination of waterways. As a side effect, the work is likely to contribute to an improved public image of the cotton and grain industries. In each of the five regions, WUE officers have established grower groups to assist in providing local input into the specific objectives of extension and demonstration activities. The groups also assist in developing growers' perceptions of ownership of the work. Activities are based around four on-farm demonstration sites in each region where irrigation management techniques and hardware are showcased. A key theme of the program is monitoring water use. This is applied both to on-farm storage and distribution as well as to application methods and in-field management. This paper describes the project, its activities and successes. The management of water resources across Australia is undergoing fundamental reform in line with the priorities identified by the Council of Australian Governments (COAG) in 1994. This includes reforms to the specification of property rights, the way the resource is shared between the environment, irrigators and other users, charges for water use and the operational management of the river systems. In New South Wales (NSW), a series of water sharing plans (WSPs) is being developed for each water source in the State including regulated rivers, unregulated rivers and groundwater aquifers. These plans, which are the mechanisms by which COAG reforms are being implemented, are being developed by community-based water management committees (WMCs). The role of the WMCs is to develop a plan that achieves a balance between environmental, economic and social outcomes. NSW Agriculture has assisted a number of WMCs by quantifying the economic impact of proposed WSP options on the irrigation community. This paper outlines the approach taken by NSW Agriculture to quantifying economic impacts on irrigators in regulated catchments and provides results of case studies in the Lachlan River Catchment which is heavily developed for irrigation.
