Urban drainage systems are in general failing in their functions mainly due to non-stationary climate and rapid urbanization. As these systems are becoming less efficient, issues such as sewer overflows and increase in urban flooding leading to surge in pollutant loads to receiving water bodies are becoming pervasive rapidly. A comprehensive investigation is required to understand these factors impacting the functioning of urban drainage, which vary spatially and temporally and are more complex when weaving together. It is necessary to establish a cost-effective, integrated planning and design framework for every local area by incorporating fit for purpose alternatives. Carefully selected adaptive measures are required for the provision of sustainable drainage systems to meet combined challenges of climate change and urbanization. This paper reviews challenges associated with urban drainage systems and explores limitations and potentials of different adaptation alternatives. It is hoped that the paper would provide drainage engineers, water planners, and decision makers with the state of the art information and technologies regarding adaptation options to increase drainage systems efficiency under changing climate and urbanization. Many scientists feel that scientific outcomes are not sufficiently taken into account in policy-making. The research reported in this paper shows what happens with scientific information during such a process. In 2001 the Dutch Ministry of Transport, Public Works and Water Management commissioned their regional office in Limburg to assess how flood management objectives could be achieved in future in the Dutch Meuse valley, assuming climate change will increase peak discharges. To ensure political support, regional discussion rounds were to help assess the measures previously identified. This paper discusses the ways in which hydrological and hydraulic expertise was input, understood and used in this assessment process. Project participants as a group had no trouble contesting assumptions and outcomes. Nevertheless, water expertise was generally accepted as providing facts, once basic choices such as starting situation had been discussed and agreed. The technical constraints determined that politically unacceptable measures would have to be selected to achieve the legally binding flood management objective. As a result, no additional space will be set aside for future flood management beyond the already reserved floodplain. This paper analyses the present condition of the water shortage in north China where annual rainfall is low and per capita water resource is below the line of regular water stress, or even the line of absolute water scarcity. Of the available water resources, the percentge of water withdrawal in all the north basins is high - the Yellow River and Huai River basins being greater than 80% and the Hai River basin mainly depending on interbasin water transfer. Over-withdrawal of water also results in serious water environmental problems including ‘flow cut-off’ of the Yellow River main channel and water pollution of many rivers. The paper also analyses the potential of wastewater as a resource and the demand for treated wastewater re-use. In north China, due to low rainfall and high potential evaporation environmental re-use, gardening, afforestation, etc. is considered as the main usage of the treated wastewater. In the context of climate change, salinity intrusion into rivers has been, and will be, one of the most important issues for coastal water resources management. A combination of changes, including increased temperature, change in regional rainfall, especially sea level rise (SLR) related to climate change, will have significant impacts on this phenomenon. This paper presents the outcomes of a study conducted in the Mekong Delta of Vietnam (MKD) for evaluating the effect of sea water intrusion under a new SLR scenario. Salinity intrusion was simulated by one-dimensional (1D) modeling. The relative sea level projection was constructed corresponding to the RCP 6.0 emission scenario for MKD based on the statistical downscaling method. The sea level in 2050 is projected to increase from 25 cm to 30 cm compared to the baseline period (in 2000). Furthermore, the simulated results suggested that salinity greater than 4 g/l, which affects rice yield, will intrude up to 50-60 km into the river. As the central product of the BMBF-KLIMZUG-funded Joint Network and Research Project (JNRP) 'dynaklim - Dynamic adaptation of regional planning and development processes to the effects of climate change in the Emscher-Lippe region (North Rhine Westphalia, Germany)', the Roadmap 2020 'Regional Climate Adaptation' has been developed by the various regional stakeholders and institutions containing specific regional scenarios, strategies and adaptation measures applicable throughout the region. This paper presents the method, elements and main results of this regional roadmap process by using the example of the thematic sub-roadmap 'Water Sensitive Urban Design 2020'. With a focus on the process support tool 'KlimaFLEX', one of the main adaptation measures of the WSUD 2020 roadmap, typical challenges for integrated climate change adaptation like scattered knowledge, knowledge gaps and divided responsibilities but also potential solutions and promising chances for urban development and urban water management are discussed. With the roadmap and the related tool, the relevant stakeholders of the Emscher-Lippe region have jointly developed important prerequisites to integrate their knowledge, to clarify vulnerabilities, adaptation goals, responsibilities and interests, and to foresightedly coordinate measures, resources, priorities and schedules for an efficient joint urban planning, well-grounded decision-making in times of continued uncertainties and step-by-step implementation of adaptation measures from now on. The ad hoc management of natural environmental features and inappropriate social interventions could cause vulnerability of thriving urban ecosystems. For instance sub-aerial exposure, water-related hazards, urban intrinsic sensitivity, urban adaptation ability or flexibility and urban transformability factors could contribute a potential danger. In spite of seasonal climatic changes, the exposure indicates a significant geographical determinism whereas the other factors express its antithesis. The present paper aims to adapt a vulnerability–resilience indicators' multicriteria analysis to show the variability and contribution rate with regard to local water-related risks. The municipality of al-Harrash from Algiers has been selected as a case study. The urban vulnerability–resilience closely tied up with a sum of relevant indicators confirmed by the diagnosis items, which are relevant to the local urban and hydro systems. The cumulative sums are obtained from a classification process referring to several criteria implied in the water-related risks. These were formulated here for the purpose of a multicriteria analysis with the objective of assessing the urban vulnerability–resilience index and subsequently orientating the preventive strategy towards different levels of sustainable measures. Water and resource availability in sufficient quantity and quality for anthropogenic needs represents one of the main challenges in the coming decades. To prepare for upcoming challenges such as increased urbanization and climate change related consequences, innovative and improved resource management concepts are indispensable. In recent years we have developed and applied the urban harvest approach (UHA). The UHA aims to model and quantify the urban water cycle on different temporal and spatial scales. This approach allowed us to quantify the impact of the implementation of water saving measures and new water treatment concepts in cities. In this paper we will introduce the UHA and its application for urban water cycles. The principles and degrees to which land use change and climate change affect direct runoff generation are distinctive. In this paper, based on the MODIS data of land use in 1992 and 2003, the impacts of land use and climate change are explored using the Soil Conservation Service Curve Number (SCS-CN) method under two defined scenarios. In the first scenario, the precipitation is assumed to be constant, and thus the consequence of land use change could be evaluated. In the second scenario, the condition of land use is assumed to be constant, so the influence only induced by climate change could be assessed. Combining the conclusions of two scenarios, the effects of land use and climate change on direct runoff volume can be separated. At last, it is concluded: for the study basin, the land use types which have the greatest effect on direct runoff generation are agricultural land and water body. For the big sub basins, the effect of land use change is generally larger than that of climate change; for middle and small sub basins, most of them suffer more from land use change than from climate change. The urban water structure is aging and in need of rehabilitation. Further, the need to address future challenges (climate change, urban development) also arise lines. This study investigates if it is possible to combine rehabilitation and adaptation measures. To do so, we combined an urban development model, an urban drainage model and a rehabilitation model. A case study of a mediumsized alpine city with a sewer length of 228 km and a population of 125,431 was used to develop and apply this method. A priority model to pinpoint the structures in need of replacement was used. This model considered a deterioration model, vulnerability estimation and other influences. Further different rehabilitation rates and methods were examined. The urban development model used is a simplistic approach specifically tailored for the field of urban infrastructure management. Climate change is considered in terms of climate change factors. All these different influences together create scenarios for which the construction costs and the flooding volume are estimated and compared. Consequently the aim of this paper was to test to which degree it is possible to reduce urban flooding by adapting those parts of the network which require rehabilitation anyway. Urbanization and climate change trends put strong pressures on urban water systems. Temporal variations in rainfall, runoff and water availability increase, and need to be compensated for by innovative adaptation strategies. One of these is stormwater retention and infiltration in open and/or green spaces in the city (blue-green water integration). This study evaluated the efficiency of three adaptation strategies for the city of Turnhout in Belgium, namely source control as a result of blue-green water integration, retention basins located downstream of the stormwater sewers, and end-of-pipe solutions based on river flood control reservoirs. The efficiency of these options is quantified by the reduction in sewer and river flood frequencies and volumes, and sewer overflow volumes. This is done by means of long-term simulations (100-year rainfall simulations) using an integrated conceptual sewer-river model calibrated to full hydrodynamic sewer and river models. Results show that combining open, green zones in the city with stormwater retention and infiltration for only 1% of the total city runoff area would lead to a 30 to 50% reduction in sewer flood volumes for return periods in the range 10-100 years. This is due to the additional surface storage and infiltration and consequent reduction in urban runoff. However, the impact of this source control option on downstream river floods is limited. Stormwater retention downstream of the sewer system gives a strong reduction in peak discharges to the receiving river. However due to the difference in response time between the sewer and river systems, this does not lead to a strong reduction in river flood frequency. Recent changes in cities and their environments, caused by rapid urbanisation and climate change, have increased both flood probability and the severity of flooding. Consequently, there is a need for all cities to adapt to climate and socio-economic changes by developing new strategies for flood risk management. Following a risk paradigm shift from traditional to more integrated approaches, and considering the uncertainties of future urban development, one of the main emerging tasks for city managers becomes the development of resilient cities. However, the meaning of the resilience concept and its operability is still not clear. The goal of this research is to study how urban engineering and design disciplines can improve resilience to floods in urban neighbourhoods. This paper presents the conceptual Spatial Decision Support System (DS3) model which we consider a relevant tool to analyse and then implement resilience into neighbourhood design. Using this model, we analyse and discuss alternative stormwater management options at the neighbourhood scale in two specific areas: Rotterdam and New Orleans. The results obtained demonstrate that the DS3 model confirmed in its framework analysis that stormwater management systems can positively contribute to the improved flood resilience of a neighbourhood. Climate change and modification of the urban environment increase the frequency and the negative effects of flooding, increasing the interest of researchers and practitioners in this topic. Usually, flood frequency analysis in urban areas is indirectly carried out by adopting advanced hydraulic models to simulate long historical rainfall series or design storms. However, their results are affected by a level of uncertainty which has been extensively investigated in recent years. A major source of uncertainty inherent to hydraulic model results is linked to the imperfect knowledge of the rainfall input data both in time and space. Several studies show that hydrological modelling in urban areas requires rainfall data with fine resolution in time and space. The present paper analyses the effect of rainfall knowledge on urban flood modelling results. A mathematical model of urban flooding propagation was applied to a real case study and the maximum efficiency conditions for the model and the uncertainty affecting the results were evaluated by means of generalised likelihood uncertainty estimation (GLUE) analysis. Over the last few years, the frequency and intensity of floods has become more marked due to the influence of climate change. The engendered problems are related to the safety of goods and persons. These considerations require predictive management that will limit water height downstream. In the literature, numerous works have described flow modeling and management. The work presented in this paper is interested in quantitative management by means of flood expansion areas placed along the river and for which we have size and location. The performance of the management system depends on the time and height of gate opening, which will influence wave mitigation. The Hamburg Water Group owns and operates a sewer network with a total length of more than 5,700 km. There has been increasing attention paid to the possible impacts of predicted changes in precipitation patterns on the sewer network infrastructure. The primary objective of the work presented in this paper is an estimation of the hydraulic impacts of climate change on the Hamburg drainage system. As a first step, simulated rainfalls based on the regional climate model REMO were compared and validated with long-term precipitation measurements. In the second step, the hydraulic effects on the sewer network of Hamburg have been analyzed based on simulated long-term rainfall series for the period of 2000-2100. Simulation results show a significant increase in combined sewer overflows by 50% as well as an increase in surcharges of storm sewer manholes. However, there is still a substantial amount of uncertainty resulting from model uncertainty and unknown development of future greenhouse gas emissions. So far, there seems to be no sound basis for the implementation of an overall climate factor for sewer dimensioning for the Hamburg region. Hundreds of years ago, the ancient Chinese implemented several outstanding projects to cope with the changing climate and violent floods. Some of these projects are still in use today. These projects evolved from the experience and knowledge accumulated through the long coexistence of people with nature. The concepts behind these ancient stormwater management practices, such as low-impact development and sustainable drainage systems, are similar to the technology applied in modern stormwater management. This paper presents the cases of the Hani Terrace in Yunnan and the Fushou drainage system of Ganzhou in Jiangxi. The ancient Chinese knowledge behind these cases is seen in the design concepts and the features of these projects. These features help us to understand better their applications in the contemporary environment. In today's more complex environment, integrating traditional and advanced philosophy with modern technologies is extremely useful in building urban and rural stormwater management systems in China. To achieve a successful and sustainable adaptation to climate change we need to transform the way we think about change. Much water management research has focused on technical innovation with a range of new solutions developed to achieve a 'more sustainable and integrated urban water management cycle'. But Danish municipalities and utility companies are struggling to bring such solutions into practice. 'Green infrastructure', for example, requires the consideration of a larger range of aspects related to the urban context than the traditional urban water system optimization. There is the need for standardized methods and guidelines to organize transdisciplinary processes where different types of knowledge and perspectives are taken into account. On the basis of the macro-meso-micro pattern inspired by complexity science and transition theory, we developed a conceptual framework to organize processes addressing the complexity characterizing urban water management in the context of climate change. In this paper the framework is used to organize a research process aiming at understanding and unfolding urban dynamics for sustainable transition. The final goal is to enable local authorities and utilities to create the basis for managing and catalysing the technical and organizational innovation necessary for a sustainable transition towards climate change adaptation in urban areas. Climate change is likely to influence the water cycle by changing the precipitation patterns, in some cases leading to increased occurrences of precipitation extremes. Urban landscapes are vulnerable to such changes due to the concentrated population and socio-economic values in cities. Feasible adaptation requires better flood risk quantification and assessment of appropriate adaptation actions in term of costs and benefits. This paper presents an economic assessment of three prevailing climate adaptation options for urban drainage design in a Danish case study, Odense. A risk-based evaluation framework is used to give detailed insights of the physical and economic feasibilities of each option. Estimation of marginal benefits of adaptation options are carried out through a step-by-step cost-benefit analysis. South Africa's water resources are unequally distributed over space and time and an already stressed water resource situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems, national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of Integrated Water Resource Management (IWRM). However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. The Orange-Senqu River is used as a case study. This paper goes on to consider the implications of this for catchment management in South Africa. No study known to the authors has explored the effect of the river itself, and its topographic setting, on the drivers that foster either conflict or cooperation, and allow for participatory management. This study presents evidence that the topography of a catchment has the ability to aggravate or reduce the impact of the variables considered by water managers and thereby influence the role of a river as a dividing or uniting feature. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. Cities worldwide are challenged by a number of urban water issues associated with climate change, population growth and the associated water scarcity, wastewater flows and stormwater run-off. To address these problems decentralised solutions are increasingly being considered by water authorities, and integrated urban water management (IUWM) has emerged as a potential solution to most of these urban water challenges, and as the key to providing solutions incorporating decentralised concepts at a city wide scale. To incorporate decentralised options, there is a need to understand their performance and their impact on a city's total water cycle under alternative water and land management options. This includes changes to flow, nutrient and sediment regimes, energy use, greenhouse gas emissions, and the impacts on rivers, aquifers and estuaries. Application of the IUWM approach to large cities demands revisiting the fundamental role of water system design in sustainable city development. This paper uses the extended urban metabolism model (EUMM) to expand a logical definition for the aims of IUWM, and discusses the role of decentralised systems in IUWM and how IUWM principles can be incorporated into urban water planning. The Star City rainwater harvesting system (RWHS) was featured in the December, 2008, issue of Water 21. The article highlighted that the RWHS has a 3,000 m3 rainwater tank used in water saving, flood mitigation, and emergency response. Since then, many news media, public officials, and people from both South Korea and abroad have visited the RWHS. In this paper, two years of the system's operational data are presented and its role in short- and long-term climate change adaptation is investigated. The downstream sewer system has become safe for a 50-year rainfall without upgrading the existing sewer system, which was designed for a 10-year period. The 26,000 m3 of water saved has reduced the energy requirement of transferring water from a distant area. The success of the Star City RWHS has influenced 47 cities across South Korea, including Seoul, to enact regulations on rainwater management. It has shown that decentralized rainwater management can supplement the existing centralized system to ensure its safety. [ABSTRACT FROM AUTHOR]

The steady increase of urban population and the possible effects of climate change that may adversely affect the amount of water available in current water supply systems, makes the study of stormwater and rainwater harvesting and wastewater recycling a high priority. The basic proposition is that any system of water supply that can reduce the amount of water drawn from main reservoirs will be of benefit to the whole supply region especially in terms of drought security. This paper describes a versatile modelling framework which can simulate a wide variety of combinations of centralised and decentralised Integrated Urban Water Management schemes from the allotment to the whole suburb scale. The framework combines two modelling approaches. The first, called urbanCycle, simulates water supply and demand, stormwater and wastewater using allotments as the basic building block. Although urbanCycle can simulate processes in great detail, it assumes that the network forms a directed acyclic graph. This simplifies the connectivity logic but precludes investigation of systems with decentralised storage, feedbacks and multiple supply paths. To overcome this, a second model, called urbanNet, based on network linear programming, is embedded in the urbanCycle framework to enable the modelling of recycling and harvesting options, as well as on-the-fly supply and demand decision making, based on objectives rather than pre-set operating rules. Design and construction of urban drainage systems has to be done in a predictive way, as the average lifespan of such investments is several decades. The design engineer has to predict many influencing factors and scenarios for future development of a system (e.g. change in land use, population, water consumption and infiltration measures). Furthermore, climate change can cause increased rain intensities which leads to an additional impact on drainage systems. In this paper we compare the behaviour of different performance indicators of combined sewer systems when taking into account long-term environmental change effects (change in rainfall characteristics, change in impervious area and change in dry weather flow). By using 250 virtual case studies this approach is-in principle-a Monte Carlo Simulation in which not only parameter values are varied but the entire system structure and layout is changed in each run. Hence, results are more general and case-independent. For example the consideration of an increase of rainfall intensities by 20% has the same effect as an increase of impervious area of + 40%. Such an increase of rainfall intensities could be compensated by infiltration measures in current systems which lead to a reduction of impervious area by 30%. [ABSTRACT FROM AUTHOR]

With the widespread realisation of the significance of climate change, urban communities are increasingly seeking to ensure resilience to future uncertainties in urban water supplies, yet change seems slow with many cities facing ongoing investment in the conventional approach. This is because transforming cities to more sustainable urban water cities, or to Water Sensitive Cities, requires a major overhaul of the hydro-social contract that underpins conventional approaches. This paper provides an overview of the emerging research and practice focused on system resilience and principles of sustainable urban water management Three key pillars that need to underpin the development and practice of a Water Sensitive City are proposed: (i) access to a diversity of water sources underpinned by a diversity of centralised and decentralised infrastructure; (ii) provision of ecosystem services for the built and natural environment; and (iii) socio-political capital for sustainability and water sensitive behaviours. While there is not one example in the world of a Water Sensitive City, there are cities that lead on distinct and varying attributes of the water sensitive approach and examples from Australia and Singapore are presented. Owing to less natural snow reliability as a result of climate change on the one hand, and the demand of higher standards by winter tourists on the other hand, the production of artificial snow in ski resorts has increased substantially during the last 20 years and is likely to increase further in future. Little research has been conducted on the impact of snowmaking as a water demand stakeholder on a regional water balance. In this paper, a regional water balance (water demand-water resources) is analysed for the greater Kitzbueheler Region in the Austrian Alps, for the current situation and a future climate change scenario (28C warming). For this temperature rise a significant reduction in natural snow cover duration and snow accumulation is predicted, an effect that increases with lower altitudes and differs between the winter months. Due to the shortening of the winter season, a change in seasonality of river flows and available water resources (ground and surface water) occurs. Both increase in winter, and decrease in spring. The water demand for improvement snowmaking increases, especially in the month of March. However, December proved to be the critical month due to the large amounts of water required for base snowmaking both now and in future. These results stress the necessity of reservoir storage for base snowmaking on a regional level. Water availability during other months but winter is sufficient to fill these reservoirs. In the UK, the Highways Agency is responsible for operating, maintaining and improving the strategic road network in England. One focus of the Highways Agency's ongoing research into the nature and impact of highway runoff is aimed at ensuring that the Highways Agency will meet the requirements of the EU Water Framework Directive. A research programme, undertaken in partnership with the Environment Agency, is in progress to develop a better understanding of pollutants in highway runoff and their ecological impact. The paper presents the outcome of a study to: (1) monitor pollutants in highway runoff under different climate and traffic conditions; (2) develop standards to assess potential ecological risks from soluble pollutants in highway runoff; and (3) develop a model to predict pollutant concentrations in highway runoff. The model has been embedded in a design tool incorporating risk assessment procedures and receiving water standards for soluble and insoluble pollutants—the latter has been developed elsewhere in another project within the research programme. The design tool will be used to support improved guidance on where, and to what level, treatment of runoff is required for highway designers to manage the risk of ecological impact from highway runoff. Climate change will induce an increasing drought risk in western and southern Europe and a resulting increase in water stress. This paper investigates the impact of both the extreme hot and dry summer of 2003 and the PRUDENCE CHRM climate change scenario summer for 2071-2100 on the monthly water balance (available water resources versus water demand) within the Kitzbueheler Region in the Austrian Alps. As a baseline period the climate normal period from 1961 to 1990 was chosen. In both summer scenarios total flow and ground water recharge decrease substantially, due to the decrease in precipitation and increase in evapotranspiration However, regional water availability is still sufficient to serve all water demand stakeholders. As a result of decreased snow cover duration, flow seasonality changes within the CHRM scenario. Especially springs are very vulnerable to these climatological conditions; average local groundwater recharge is reduced by 20% up to 70% within both scenarios. Due to the hydrogeological characteristics of the case study area and the typical small structured alpine water supply infrastructure, local deficits can occur. But also groundwater aquifers in the valleys show a decrease in water availability. These results are supported by observations made in 2003 throughout Austria and Switzerland. In response to a rapidly changing and highly variable climate, engineers are being asked to perform climate-change impact assessments on existing water industry systems. There is currently no single method of best practice for engineers to interpret output from global climate models (GCMs) and calculate probabilistic distributions of future climate changes as required for risk-based impact assessments. The simplified climate change impact assessment tool (SCIAT) has been developed to address the specific needs of the water industry and provides a tool to translate climate change projections into 'real world' impacts or for detailed statistical analysis. Through the use of SCIAT, water system operators are provided with knowledge of potential impacts and an associated probability of occurrence, enabling them to make informed, risk-based adaptation and planning decisions. The paper outlines a multi-component assessment of the impacts of the climate change on runoff and total phosphorus loads to the large shallow Lake Balaton in Hungary. Present hydrological cycle of the lake catchment has been examined using the rainfall-runoff model WetSpa. Particular phosphorus concentration in runoff was estimated on the basis of the simulated streamflow using an empirical power equation. Dissolved phosphorus concentrations were determined as a function of landuse and soil type of the corresponding sub-catchment. The model was calibrated and validated against daily observations manually at monitoring sites of sixteen inflowing streams around the lake. Runoff stemming from shoreline urban developments was calculated by the urban runoff simulation model SWMM. Phosphorus concentrations in urban runoff were calculated by an empirical relationship derived from field measurements. The model was henceforward run for climate change scenario analysis. Present weather data were modified by the climate change scenarios imported from the results of the CLIME project. The results indicate that the impact of the climate change on runoff and phosphorus load appears in the change of the distribution within a time period rather than in the total volume. Wetlands occur where the watertable which underlies much of Perth intersects the land surface. Regional groundwater levels have been falling since the 1970s as a result of lower rainfall and increased extraction causing a loss of environmental and social values. This paper examines a scheme to add almost 2 GL/yr of treated wastewater to infiltration galleries immediately down-gradient of Perry Lakes so that the wetlands may be restored. Modelling suggest that groundwater levels would be raised up-gradient of the galleries, increasing both lake levels and groundwater supplies in the vicinity. It is not envisaged that wastewater will enter the lakes. Adding treated wastewater to nearby trial galleries has shown that phosphorus, pathogens and organic carbon are greatly reduced within 5 to 50m. Nitrogen levels are less reduced but are similar to those in the lakes and nearby aquifer. It is estimated that the wetlands add about $54m to land prices near the lakes and would add more than $24M to the sale price of proposed nearby land if they contain water. If successful, the proposal could be a test case for the use of treated wastewater to create hydraulic barriers against salt water intrusion into coastal areas. [ABSTRACT FROM AUTHOR]

With the growth of urban areas and climate change, decisions need to be taken to improve water management. This paper reports an assessment of the impact of greywater recycling systems on catchment scale hydrological flows. A simulation model developed in InfoWorks CS (Wallingford Software Ltd) was used to evaluate how river flows, sewer flows, surface runoff and flooding events may be influenced when grey water recycling systems of different number and scale are implemented in a representative catchment. The simulations show the effectiveness of greywater recycling systems in reducing total wastewater volume and flood volume. This paper describes a study of the potential effects of climate change on the design and performance of sewer storage tanks. A long-term synthetic rainfall time-series has been derived based on the IPPC medium-high emission scenario for a case study in London. Results indicate a 35% increase in the number of storm events that cause filling of the tank and a 57% increase in the average volume of storage required. A method to estimate the required future storage volume for any given return period has been developed and described. During the last century, much of the United States experienced warming temperatures and changes in amount and intensity of precipitation. Changes in future climate conditions present additional risk to water and watershed managers. The most recent release of U.S. EPA's BASINS watershed modeling system includes a Climate Assessment Tool (CAT) that provides new capabilities for assessing impacts of climate change on water resources. The BASINS CAT provides users with the ability to modify historical climate and conduct systematic sensitivity analyses of specific hydrologic and water quality endpoints to changes in climate using the BASINS models (Hydrologic Simulation Program -- FORTRAN (HSPF)). These capabilities are well suited for addressing questions about the potential impacts of climate change on key hydrologic and water quality goals using the watershed scale at which most important planning decisions are made. This paper discusses the concepts that motivated the CAT development effort; the resulting capabilities incorporated into BASINS CAT; and the opportunities that result from integrating climate assessment capabilities into a comprehensive watershed water quality modeling system. Urbanization, land subsidence and sea level rise will increase vulnerability to droughts in the urbanized low-lying areas in the western part of the Netherlands. In this paper a possibility is explored to decrease vulnerability of urban areas by implementing an alternative water supply option. A four component vulnerability framework is presented that includes threshold capacity, coping capacity, recovery capacity and adaptive capacity. By using the vulnerability framework it is elaborated that current water supply strategies in the Netherlands mainly focus on increasing threshold capacity by constructing improved water storage and delivery infrastructure. A complete vulnerability decreasing strategy requires measures that include all four components. Adaptive capacity can be developed by starting experiments with new modes of water supply. A concept which is symbolically called 'the closed city' uses local urban rainfall as the only source of water supply. The 'closed city' can decrease the water dependence of urban areas on (1) the surrounding rural areas that are diminishing in size and that are increasingly under strain and (2) river water resources that will probably be less constant and reliable as a result of climate change. Waternet supplies clean and safe drinking water to the homes of almost one million Amsterdam citizens, and also collects and treats the resulting wastewater, ensuring its safe discharge back into the water system. Climate change poses a growing challenge. Firstly Waternet is affected by the consequences of climate change, such as longer periods of drought and heavier bursts of rainfall. Secondly, the company also plays a role in causing climate change, as emissions from the Amsterdam water chain contribute to global warming. This paper aims to focus attention on mitigation as an inseparable part of adaptation-programmes. The Climate Footprint methodology is applied to the integrated Amsterdam water chain: from the point of withdrawing water from the surface/groundwater water system for drinking water production, to the point of returning the purified wastewater to the surface water/groundwater system. In-between, the water is pre-treated with chemicals, transported, purified by dune-filtration, again treated for drinking water quality, distributed over the area of Amsterdam, used in households and industries, collected from there by sewers and pumps, transported to purification plants and finally again treated with chemicals and purified to end with acceptable surface water quality. The whole process generates CO2-emissions in three different ways: • Sewage treatment transforms the remains of human food consumption into CO2. These emissions do not originate from fossil fuels, but from food. They remain in a short carbon cycle and do not contribute to global warming. In fact, the sludge remaining from the purification plant is an important energy source. • Transport and purification processes require energy; this results in direct emissions e.g. in the case of fuel or natural gas use, and indirect emissions in the case of electricity. • The use of chemicals and materials for construction, transport systems, and all other facilities and services to keep the system running does require suppliers of these goods and services to consume energy and thus causes indirect emission. An inventory of these three different types of emissions is made for the (about) 1990 situation, the 2004 situation, and prognosticated for the 2007 situation. The 2004 situation reveals a 0.16 ton CO2 equivalent emission per person. Compared to the worldwide 4 ton emission per person, this would mean a 4% contribution from the urban water system. With all the improvements scheduled, a 50% elimination of greenhouse gas emissions looks attainable for the 2007 situation. Taking the role of frames into account may significantly add to the tools that have been developed for communication and learning on complex risks and benefits. As part of a larger multidisciplinary study into climate-related forms of sense-making this paper explores which frames are used by the citizens of Western European countries and, in particular, the Netherlands. Three recent multi-national public opinion surveys were analysed to examine beliefs about climate change in the context of beliefs about energy technology and concerns about other environmental issues, such as natural disasters. It appeared that many citizens had only vague ideas about the energy situation and that these do not constitute an unequivocal frame for climate issues. In contrast, the results suggest that the long-lasting rainfall and severe floods in Central Europe have had a significant impact. Climate change was often framed in a way that articulates its associations with rain- and river-based problems. Up until today extreme rainfall properties are frequently applied in sewer design guidelines. Uncertainty in the estimation of such properties will hence directly influence the dimensions of sewers, structures and pumps. In this paper the issue of potential trend and noise in the estimation is investigated for 6 rain series ranging from to 55 years in duration. Different to recent research that predicts a—climate induced—increase in heavy precipitation no clear indication for such trend was found in the investigated historical rain series. Another important aspect is the length of the rain series that is required for the estimation of extreme rainfall properties and the associated uncertainty. The analysis indicates that at least a period of 10 years should be used for the estimation. But even so the possible deviation expressed in terms of the go percentile is in the order of 5 to 10% of the ‘true value’, defined as the value derived when the whole given series is used for the estimation. Climate change raises many concerns for urban water management because of the effects on all aspects of the hydrological cycle. Urban water infrastructure has traditionally been designed using historical observations and assuming stationary climatic conditions. The capability of this infrastructure, whether for storm-water drainage, or water supply, may be over- or under-designed for future climatic conditions. In particular, changes in the frequency and intensity of extreme rainfall events will have the most acute effect on storm-water drainage systems. Therefore, it is necessary to take future climatic conditions into consideration in engineering designs in order to enhance water infrastructure investment planning practices in a long time horizon. This paper provides the initial results of a study that is examining ways to enhance urban infrastructure investment planning practices against changes in hydrologic regimes for s changing climate. Design storms and intensity - duration -frequency curves that are used in the engineering design of storm-water drainage systems are developed under future climatic conditions by empirically adjusting the general circulation model output, and using the Gumbel distribution and the Chicago method. Engineering infrastructure is provided at high cost and is expected to have a useful operational life of decades. However, it is clear that the future is uncertain. Traditional approaches to designing and operating urban storm drainage assets have relied on past performance of natural systems and the ability to extrapolate this performance, together with that of the assets across the usable lifetime. Whether or not climate change is going to significantly alter future weather patterns in Europe, it is clear that it is now incumbent on designers and operators of storm drainage systems to prepare for greater uncertainty in the effectiveness of storm drainage systems. A recent UK Government study considered the potential effects of climate and socio-economic change in the UK in terms of four future scenarios and what the implications are for the performance of existing storm drainage facilities. In this paper the modelling that was undertaken to try to quantify the changes in risk, together with the effectiveness of responses in managing that risk, are described. Devastating magnitudes of flood disasters have been occurring in various areas of Japan, and their impact has been increasing in recent years. Looking ahead, it is foreseen that rainfall and its patterns will be altered due to the climate change accompanied by global warming, and there is concern that the intensity and frequency of flood disasters might be exacerbated. This paper aims to introduce flood characteristics and management policies in Japan that have been undertaken for a long time in order to mitigate these recurrent flood disasters. It also highlights extremely devastating floods in some areas that occurred under recent climate variability, and to address the progress in the assessment of hydro-meteorological tendencies and in the promotion of dialogue among climatologists and hydrologists. Worldwide the water management sector is about to review the design standards for water systems, as expected climate changes may possibly increase the frequency of flood events. This paper reviews new flood standards for surface water systems in The Netherlands, also presenting a cost-benefit analysis. Flood standards were formulated after several serious incidents in 1998 and 2001 to inform residents about the level of protection that they may expect to receive. At this moment all water boards are about to evaluate their water systems using these standards. The cost-benefit approach has been applied to determine whether the necessary measures to comply with such standards were cost-effective. We found that the standards make too much a simplification of the variety of water systems, and lead to costly measures without being beneficial while many small-scale floods in The Netherlands do not cause any significant damage. There is evidence of the increasing economic losses from extreme natural events during the last decades. These facts, thought to be triggered by environmental changes coupled with inefficient management and policies, highlight particularly exposed and vulnerable regions worldwide. Argentina faces several challenges associated with global environmental change and climate variability, especially related to water resources management including extreme floods and droughts. At the same time, the country's production capacity (i.e. natural resource-based commodities) and future development opportunities are closely tied to the sustainable development of its natural resource endowments. Given that vulnerability is registered not only by exposure to hazards (perturbations and stresses), but also resides in the sensitivity and resilience of the system experiencing such hazards, Argentina will need to improve its water management capacities to reduce its vulnerability to climate variability and change. Current climate variability and anticipated climate change challenge our water systems and our financial resources. The sharing of economic losses due to weather related hazards and the sharing of costs that result from protecting lives and property take place in different forms, but are currently insufficient. In this paper we discuss three different rationales for financing disaster losses through public and private arrangements, as well as options for financing adaptation, with a special focus on water management. We propose that financial arrangements for risk sharing and climate change adaptation should be reconsidered, in a more structured approach, to be able to deal with both disaster losses and the costs that arise because of climate change adaptation, e.g. for water management, in both developing and developed countries. This paper focuses on a methodology called 'generic adaptation methodology for river basins' (AMR) that provides guidance to water managers seeking: (1) potential adaptation measures to climate change and climate variability, (2) measuring impacts, and (3) evaluating adaptations. The methodology uses basic elements addressed in existing adaptation research and is designed for a participatory setting involving various stakeholders. In AMR, the water resources system is seen as an economic asset that provides 'goods and services' for both humans and ecosystems. The innovative aspect of AMR is that it distinguishes impacts to water management objectives and impacts to the physical state of water resources in a river basin in a relatively simple iterative approach. Both impact types are quantified using indicators. The framework and results are demonstrated for a case study in the Walawe basin (Sri Lanka). It is explained that actually implementing adaptations in policy making can be difficult in trans-boundary river basins as each riparian country has its own policy objectives and hence ways of dealing with adaptation. Water management is surrounded by uncertainties. Water management thus has to answer the question: given the uncertainties, what is the best management strategy? This paper describes the application of the perspectives method on water management in the Rhine and Meuse basins. In the perspectives method, a structured framework to analyse water management strategies under uncertainty is provided. Various strategies are clustered in perspectives according to their underlying assumptions. This framework allows for an analysis of current water management strategies, but also allows for evaluation of the robustness of proposed future water strategies. It becomes clear that no water management strategy is superior to the others, but that inherent choices on risk acceptance and costs make a real political dilemma which will not be solved by further optimisation. It is known that climate impacts can have significant effects on the environment, societies and economies. For human populations, climate change impacts can be devastating, giving rise to economic disruption and mass migration as agricultural systems fail, either through drought or floods. Such events impact significantly, not only where they happen, but also in the neighbouring areas. Vulnerability to the impacts of climate change needs to be assessed, so that adaptation strategies can be developed and populations can be protected. In this paper, we address the issue of vulnerability assessment through the use of an indicator approach, the climate vulnerability index (CVI). We show how this can overcome some of the difficulties of incommensurability associated with the combination of different types of data, and how the approach can be applied at a variety of scales. Through the development of nested index values, more reliable and robust coverage of large areas can be achieved, and we provide an indication of how this could be done. While further work is required to improve the methodology through wider application and component refinement, it seems likely that this approach will have useful application in the assessment of climate vulnerability. Through its application at sub-national and community scales, the CVI can help to identify those human populations most at risk from climate change impacts, and as a result, resources can be targeted towards those most in need. There has been a marked increase in recent years in the resources dedicated to investigating the problems arising from climate change with respect to hydrology and to some extent to water resource management. Many of these studies are concentrated on the river Rhine basin. In order to review the actual state of scientific findings a workshop, organised by the International Commission for the Hydrology of the Rhine (CHR), was held on 24 and 25 June 2003. The invited experts discussed the following topics: observed variability in climatic and hydrological data, the development and interpretation of climate scenarios, and assessment of changes in the discharge regimes and the occurrence of hydrological extremes. Based on the workshop the question of whether or not current knowledge and procedural strategies can be used as a basis for future water management was evaluated by an expert group of the CHR. In this paper the process of decision-making with regard to flood management is analysed. Hints are given to convince the decision-makers to take into account the impacts of climate change in water resources management. Coping with climatic variability for livelihood security is part of everyday life for rural communities in semi-arid and dry sub-humid savannas. Water scarcity caused by rainfall fluctuations is common, causing meteorological droughts and dry spells. However, this paper indicates, based on experiences in sub-Saharan Africa and India, that the social impact on rural societies of climatically induced droughts is exaggerated. Instead, water scarcity causing food deficits is more often caused by management induced droughts and dry spells. A conceptual framework to distinguish between manageable and unmanageable droughts is presented. It is suggested that climatic droughts require focus on social resilience building instead of land and water resource management. Focus is then set on the manageable part of climatic variability, namely the almost annual occurrence of dry spells, short 2-4 week periods of no rainfall, affecting farmer yields. On-farm experiences in savannas of sub-Saharan Africa of water harvesting systems for dry spell mitigation are presented. It is shown that bridging dry spells combined with soil fertility management can double and even triple on-farm yield levels. Combined with innovative systems to ensure maximum plant water availability and water uptake capacity, through adoption of soil fertility improvement and conservation tillage systems, there is a clear opportunity to upgrade rainfed farming systems in vulnerable savanna environments, through appropriate local management of climatic variability. Traditional hydrological risk estimation has treated the observations of hydro-climatological extremes as being independent and identically distributed, implying a static climate risk. However, recent research has highlighted the persistence of multi-decadal epochs of distinct climate states across New South Wales (NSW), Australia. Climatological studies have also revealed multi-decadal variability in the magnitude and frequency of El Niño/Southern Oscillation (ENSO) impacts. In this paper, examples of multidecadal variability are presented with regard to flood and drought risk. The causal mechanisms for the observed variability are then explored. Finally, it is argued that the insights into climate variability provide (a) useful lead time for forecasting seasonal hydrological risk, (b) a strong rationale for a new framework for hydrological design and (c) a strong example of natural climate variability for use in the testing of General Circulation Models of climate change. Assessment of the impacts of climate change in real-world water systems, such as urban drainage networks, is a research priority for IPCC (Intergovernmental Panel of Climate Change). The usual approach is to force a hydrological transformation model with a changed climate scenario. To tackle uncertainty, the model should be run with at least high, middle and low change scenarios. This paper shows the value of response surfaces for displaying multiple simulated responses to incremental changes in air temperature and precipitation. The example given is inflow, related to sewer infiltration, at the Lycksele waste water treatment plant. The range of plausible changes in inflow is displayed for a series of runs for eight GCMs (Global Circulation Model; ACACIA; Carter, 2002, pers. comm.). These runs are summarised by climate envelopes, one for each prediction time-slice (2020, 2050, 2080). Together, the climate envelopes and response surfaces allow uncertainty to be easily seen. Winter inflows are currently sensitive to temperature, but if average temperature rises to above zero, inflow will be most sensitive to precipitation. Spring inflows are sensitive to changes in winter snow accumulation and melt. Inflow responses are highly dependent on the greenhouse gas emission scenario and GCM chosen. [ABSTRACT FROM AUTHOR]
