The evaluation system of water ecological civilization in Xi’an was established with 25 indexes from five layers, including water ecological environment, water quality safety, water resources saving, water resources management and water culture. The standardized scores of indexes were calculatedby using the interpolation method and the weight values were calculated by using the Analytic Hierarchy Process. The water ecological civilization comprehensive indexes before and after the construction of pilot city, which were obtained with the standardized score and the weight value were compared to evaluate the effect of pilot construction. The outcomes show that the comprehensive index, which was 0.579 before the construction of pilot city, has achieved 0.831 after the construction. It shows that the degree of water ecological civilization in Xi’an has reached to the excellent level from medium level. Among the five aspects of construction work, the effects in water ecological environment, water culture and water resources management are better than that of water resources saving and water quality safety construction. The restoration of groundwater environment, the construction of sewage treatment facilities and the industrial water efficiency need to be improved. [ABSTRACT FROM AUTHOR]
