The paper tries to trace practical mechanisms of empowering the Arabic language in its surroundings, and its impact on the construction of knowledge: culturally, intellectually and economically, while showing the effectiveness of modern curricula in the teaching of Arabic to non-native speakers. This is done by tracing issues and new analytical models to understand how to characterize language skills for non- Arabic speakers. Based on the integrated approach that integrate a number of disciplines and cognitive fields to the approach of teaching / learning Arabic language such as: computer linguistics, cognitive linguistics, applied linguistics, cognitive psychology; the study would attempt to construct a theoretical conception based on linguistic, educational and educational engineering to develop Arabic language teaching / learning mechanisms for non-Arabic speakers, and to propose an Arabic computer model for teaching / learning Arabic.
