بعد ملاحظة تراجع الهياكل التنظيمية في الإدارات الحكومية وتراجع مواردها البشرية، ارتبطت هذه الظاهرة بفتح فرص التعيين لمواجهة البطالة المستمرة في العراق، ورغم أهمية هذا الدافع، فإن النظرة الاستراتيجية تستدعي تحديد هذه الهياكل وجهود تحسينها وتطويرها لتتناسب مع الأدوار الجديدة للمؤسسات الحكومية. يهدف هذا البحث إلى فهم أفضل لتحقيق الموازنة بين الحياة الشخصية والعملية الذي يتطلع إليه جيل الثمانينات والتسعينات من القرن العشرين عندما يتولون مواقع العمل. تُعرف الموازنة بين الحياة والعمل بأنها النسبة المثلى بين الوقت الذي يقضيه الفرد في العمل والوقت الذي يقضيه في غير موقع العمل. لقد استخدم الباحث عينة تضم 300 مشاركاً من مواليد الأعوام 1980 و 1993 استقصاءً تناول جوانب مختلفة من توقعاتهم الحالية والمستقبلية المتعلقة بتحقيق الموازنة بين الحياة والعمل، وقد وُجد أن هذا الجيل يتوقع أن يحصل على ساعات عمل مرنة، وهو على إستعداد للمشاركة في العمل عن بعد، وعموماً، تبين أن هذا الجيل يركز تركيزاً كبيراً في الحصول على الموازنة المثالية بين الحياة والعمل.

Reliability is one of the main metrics of transport system efficiency and quality of service. For both travelers and transport management organizations, the high variance of road travel times has become a problem. Reliability has been identified as one of the main areas of interest of the Strategic Highway Research Plan II. In order to evaluate congestion and unexpected changes in travel time, reliability metrics are increasingly used. GPS devices provide for exact assessment of travel time for each connection along the routes used for this research. (14 Ramadan arterial street, Al-Karada arterial street and Damascus arterial street). A GPS-equipped instrumented car was used to gather 50 test runs at peak and off peak times. At peak and off peak hours, 50 test runs were obtained using a GPS-equipped instrumented car. Raising the buffer time index results in inferior conditions for reliability. A buffer index of AL- Karada street was created about 53% and 30% for Damascus street and finally for 14 Ramadan street which present a 29% buffer index for north direction. As for its southern direction 14 Ramadan street created a buffer index of about 65% and 33% for AL- Karada street and finally for Damascus street which present a 29% buffer index. In addition, travel time index for (14 Ramadan street, AL- Karada street and Damascus street) respectively is about 2.8 %, 3.3% and 2.6% for north direction, as for its southern direction the travel time index is obtained for (14 Ramadan street, AL- Karada street and Damascus street) respectively were a 3%,3.7%, and 2.5%. Finally, the 95% percentile travel time for observed three selected routes in this study, the extra delay was felt on each route (1627, 2212, and 1192) sec. for (14 Ramadan street, AL- Karada street and Damascus street) for north direction, as for its southern direction the extra delay that perceived on each route (2221, 2132, and 975) sec. for (14 Ramadan street, AL- Karada street and Damascus street) respectively.

The cold events and Precipitation conditions having special attention in the last years due to their impact on human health, ecosystems, and other aspects such as agriculture, hydrology. The ECMWF ERA-Interim 12-hourly (03 and 15 UTC) total precipitations and Tmin in a 1º x 1º grid covering Iraq, from 29° N to 38° N and from 39° W to 48° E, with a total of 10 by 10 cells, was used. At each grid point, extremes were defined as those events in which total precipitations were above 99th percentile for the 25 years period 1994-2018. For more investigation, the Hybrid Single-Particle Lagrangian Integrated The trajectory (HYSPLIT) model was used to study the dynamical mechanism that led to producing the cold events in Iraq. The number of extreme precipitations patterns shows an increasing behavior in the number of extreme events especially in the last decade, farther more there is a significant increase in the number of extreme precipitations in the last three years ago. No correlations were found with NAO, EA index, in contrast, there is a significant negative correlation with winter Arctic oscillations index. The aim of this work is studying the precipitation and cold extreme events in Iraq and their relations of most hemispheric pattern which influence in the Middle East region such as North Atlantic Oscillation (NAO), East Atlantic index (EA), Artic oscillation index (AO) and Mediterranean index (MOi). Consumer buying decisions (CBD) are affected by many factors, and pricing is among them. However, to understand how pricing affects the buying decision of consumers, researchers found that it is necessary to clarify pricing categories. The objective of this study is to see how each pricing category affects CBD. Since there are few studies regarding the impact of pricing categories on CBD especially in Iraq. Researchers investigated the impact of fair price, fixed price, and relative price on CBD. A questionnaire was distributed randomly on consumers who were willing to respond, 132 valid questionnaire were gathered and analyzed by SMART PLS3 to arrive at the study's findings. Moreover, the results showed that the fixed price and fair price had a positive effect on the CBD.

Deviations are the difference between the planning budget and the actual for financial periods and specific financial accounts, and it is the tool that management uses it to control and to know the reality of achieving pre-set plans. The success of the budget and its positive deviation is evidence of achieving the institution’s financial goals, and the negative deviation of the budget is evidence of the failure to achieve the budget, and then the administration must identify the causes of the deviation and address it. The research aims to analyze the results of the balance sheet budget and comparing them with the actual results, and determine the deviations if they are negative or positive for a sample of Iraqi private banks that are Consisting of (Islamic banks and commercial banks). In addition, the study sample consisted of Baghdad Bank, the Middle East Bank, Iraqi Islamic Bank, and National Islamic Bank for the fiscal years 2016 and 2017, as these institutions were chosen because they published discretionary budgets in their financial statements. Furthermore, the SPSS statistical tool was used in the study to analyze the deviation data. Islamic banks are better than commercial banks in terms of the rate of implementation of planning budgets since the majority of their statistical results are positive, which was one of the researchers’ most important findings.

In this study, the properties of thermal and dielectric Constant and electrophoresis of polyvinyl alcohol (PVA) membranes with different concentrations (0, 3, 5, 7 and 10 wt%) of CuCl powder were investigated. A mixture was prepared using ultrasound technique for the distribution and homogeneity of the powder in the comparator polymer. The thermal conductivity (k / w / m.c) of the casting membrane was examined. The thermal conductivity of this polymeric system was increased by increasing the concentration of copper chloride. At 5% concentration, high thermal conductivity was observed, followed by a decrease in the values that followed. The electrical insulation and the electric permittivity were measured as a function of the percentage of the material. The results showed a gradual improvement in the durability of the electrical insulation by increasing the copper chloride material.

This paper present a mathematical study on drag reduction by polymer additive such as poly isobutylene (PIB) with kerosene in turbulent pipe flow by using computational fluid dynamic commercial package program (COMSOL 4.4) solution. Theoretically the computational study was used to calculate the pressure drop in two dimensions geometric model with 6m length and 80 mm width as a diameter of the pipe, Geometric shape has been drawing by tools of the program windows, and to simulated the flow region mathematically the flow region is divide into very small parts (mesh generation). The model that used in the mathematical modelling method was (k-ɛ( mathematical turbulent model to study the internal pipe flow properties. The continuity and momentum equations and two k-ɛ model equations have been solved by the program to obtain the theoretical results. There variables that used in the theoretical study were effective density, effective viscosity, inlet velocity, and outlet pressure. The boundary condition was inlet and outlet velocity, temperature, and pressure of flow, and the velocity (u=0) at the pipe wall. The theoretical calculations show that the velocity and drag reduction percentage increases with polymer concentration and volume flow rate increasing where maximum DR% is 15.8% at volume flow rate 500 ℓ⁄min with polymer concentration 100 ppm, pressure drop decreases with polymer concentration increasing. Friction factor decreases with polymer concentration increased, also shear stress decrease with polymer concentration increasing.

Numerous low- to medium volume roads constructed on gypseous soils, especially in the west and north parts in Iraq such as Al-Anbar & Salah-Al-din, encounter severe pavement cracking and premature loss of serviceability. The roads built on problematic Gypsum soils often become distressed due to volume changes associated with seasonal moisture content fluctuations. The objective of this paper is to study the effect of cut-back asphalt (MC-30) on the geotechnical properties of gypseous soil as stabilizing agent and investigate the ability of construct the road on this type of soil and obtain some mathematical models using SPSS program. The soil used in this study has been brought from Tikrit City at Salah-Al-din Governorate in Iraq with (34%) average gypsum content and classified as (SP) according to (USCS). A series of laboratory tests included physical, chemical, shear strength, collapsibility and stability tests are conducted on both untreated and treated soil samples with cut-back asphalt. Compacted soil samples with specification are prepared and five different percentage of cut-back asphalt are added to the soil samples and named as a binder content as (2, 4, 6, 8, and10) % and then tested. The results showed that using cut-back asphalt represents good solution and suitable alternative to improve the properties of gypseous soils by elimination the dissolving of gypsum when become in touch with water as well as increase in strength .....

The railway network is considered one of the major stone in the economic skeleton in most countries. Herein, the user benefit was investigated when a new railway track is to be installed between Kirkuk and Sulymaniya cities in the north of Iraq. The operating costs of the new railway line are compared with the existing transportation modes that depend only on multilane highway between the two cities. The analysis was done using the related parameters that involved in the cost benefit procedures, beside that this project have the ability of joining Iran with Iraq and consequently joining the Iraqi railways. The results show that when the construction and other initial costs are added the economic evaluation is negative and results no user benefit, while in the real world there are impacts on the development of the society when such transportation projects are installed. This paper concluded that there is a great user benefit in the proposed project when the operating, accidents, time saving costs and the ecological effects are considered, with the excluding of the initial costs as in the case of the roadway construction.

This study aims to analyzing the delay – cost for a section of Baghdad - Kirkuk highway; this section (16 km length) has a lane width of 10 ft and shoulder width of 4 ft in each direction. The study results show that the average traffic delay for the studied section is (3 minute). The cost resulting from this delay for passengers and freights which had a negative effect on the Gross National Product [G.N.P] is (390,003,982 I.D./year).

Potassium genotype of cross cattle slaughter at Basra slaughter house. The study used a data of 240 cattle (180 cows and 60 bulls. The animals aged more than three years. Two genotypes were in regard to potassium level in their blood. Potassium level was more than 45-60 melq/l (HK) in first group (High potassium). Its value was less than that in the other group (Low Potassium, LK). Potassium level in red blood cell of LK and HK were 29.32±6.22 melq/l and 54.35±8.92 melq/l respectively. Gene frequency of HK and Lk was 0.28 and 0.72 respectively. Cows with low potassium level exceeded the blood HK group by glucose level (3.94 ml/l) and total protein (71.6 gm/l). However, it showed less urea (1.67 mmol/l) and cholesterol (3.94 mmol/l) level. On the other hand, the group of low potassium level showed higher PCV (29.74%) and Hb (10.87 gm/100 ml) in comparison to the other group (HK). [ABSTRACT FROM AUTHOR]
