Sydney Waterlow (1878-1944), Minister Plenipotentiary of Great Britain in Bulgaria (1929-1933) can be defined as one of the most active in the diplomatic activities of the Foreign Office in resolving the Macedonian issue in between the two world wars. Waterlow mediates for the conclusion of the Convention on the Elimination of double owned estates and Regulations to maintain good order and security at the border , signed by Bulgaria and Yugoslavia in Pirot and Sofia in 1929 and 1930. He undertook thе settlement of the Exclusive issue between Greece and Bulgaria concerning Greek- Bulgarian demands and counter-claims. London is aware that the Bulgarian government cannot destroy the VMRO at once that is why London wants it gradually subsided. Waterlow indicates that this will happen when Macedonia introduces a liberal regime. The British diplomat offers his bold decision of returning the three counties - Tsaribrod, Tran and Bosilegrad to Bulgaria. Waterlow's letters show political and diplomatic thinking with a vision over time, which were not understood in the Central. British foreign policy in the Balkans in the interwar period could be defined as postactive rather than proactive. British government policy on the Macedonian issue in the spring of 1930 was characterized by several focuses: 1. Refusal to recognize a separate Macedonian nationality, which would require both independence and integration in Bulgaria. 2. Non-acceptance of autonomy to the extent that Yugoslavia would not have approved. 3. Discourage the bringing of the Macedonian issue in the League of Nations, except in extreme necessity. 4. Exercising pressure to Sofia to make the Bulgarian government weakening the VMRO power in Bulgaria. 5. Urge the Yugoslav government to refrain from supporting the Bulgarian political emigrants and convincing it of the necessity of improving the material condition of Bulgarian speaking population in Macedonia.
