As the core technology of 5G communication, D2D plays a vital role in meeting user communication needs and increasing the number of users connected. In view of the high system outage probability of traditional reuse algorithm and the large consumption of user resources, this paper proposed a D2D resource allocation algorithm based on exhaustive search method. The algorithm used the exhaustive search method to preliminarily determine the user's transmission power, at the same time, it referenced cellular and D2D user's status to determine the reuse combination. It applied the power adjustment step to reduce the outage probability. The simulation results show that the D2D resource allocation algorithm based on the exhaustive search method compares to the traditional algorithm when the number of cellular users is small, the connectivity probability average increases 15. 7 % in the case of more D2D users, and the user 's energy consumption average decreases 10. 5 %.
