3. On the Use of Composition To Enhance the Study of Chinese Characters.

- Abstract
The ability to write in Chinese often takes longer to develop than the ability to speak among overseas Chinese. Due to the difficulties involved, many foreigners learning Chinese also stay away from writing. A method is presented here that suggests that students should be free to write in a manner based on what they are able to speak. The approach to "learning characters for the sake of learning" and "memorizing every character" should be avoided. Explained in this paper are the principles of curriculum design, what to teach and how to teach, evaluation of teaching results, and places that need special attention. A model lesson plan with "picture-based composition" and "writing a description" are also provided. (WW)

4. Technological and Vocational Teacher Education in Taiwan, R.O.C.

- Abstract
According to Taiwan's Teacher Preparation Law, anyone who has met the following requirements must pass certification examinations and internship to become a qualified vocational school teacher: graduation from a normal university or teacher college or other college or university with a major in a program designed to train vocational school teachers. A transcript evaluation approach is also in use. The preservice teacher preparation curriculum has three principal components: general/liberal coursework, technical/specialty coursework, and pedagogical/professional coursework. To help inservice vocational teachers develop their competencies, educational authorities offer many inservice professional training and development opportunities. In recent years, vocational teachers have been encouraged to make industry visits during summer breaks and take skill tests. Some problems confronting technical/technological and vocational education (TVE) teachers and vocational teacher education have been identified. The problem of an overabundance of qualified teachers in public vocational schools but a shortage in private vocational schools must be solved. More rational accreditation or evaluation of teacher preparation programs should be sought to ensure the high vocational teacher quality. TVE teachers must be required to have work experience in their specialization area to reflect industry and business needs effectively. (A Chinese version is attached.) (Contains six references.) 5. Curriculum Standards of Technological and Vocational Education in Taiwan, R.O.C.

- Abstract
In Taiwan, curriculum standards for senior vocational schools and junior colleges are administered and promulgated by the Ministry of Education approximately every 10 years. Curricula for institutes of technology are principally school based. As a result of critiques of the current top-down or administration-based approach system of curriculum standard revision, five technological/technical and vocational education (TVE) curriculum development centers have been established. Senior vocational curriculum standards are under revision to reflect the need to strengthen students' basic academic skills by expanding the provision of basic skills courses; relieve students' study load by lessening the number of required courses; and encourage school-based curriculum development by allowing schools to design a part of their curricula to meet local needs. Current junior college curriculum standards have been in effect since the 1995 school year. The main ways in which relevance of the TVE curriculum and its development can be ensured areas follows: critical exploring or planning processes must be completed before every curriculum standard revision; performance standards should be developed to guide TVE curriculum development; criteria must be set and evaluated conducted to guarantee effective curriculum development; a school-based curriculum should be implemented; and greater involvement of industry and inclusion of work-based learning should be pursued. 6. The Application of Contrastive Analysis to Chinese Language Teaching.

- Abstract
This includes a contrastive study of English and Chinese noun phrases, verbal phrases, and word order and discusses common mistakes made by English speakers learning Chinese. Mistakes often made by English speakers due to differences between the two languages are divided into three categories: the first is mistakes in word order where the English speaker transliterates English word order directly into Chinese (e.g., "Thank you very much" becomes "syeh syeh ni fei chang" whereas the correct Chinese word order is: "fei chang syeh syeh ni"); the second, errors in grammatical structure, showing: (1) influence of English in noun phrases, verbal phrases, conjunctions, and others; (2) the difficulty points in Chinese; (3) complications due to prepositional phrases; (4) adjectives used as predicates; and (5) misuse of adverbs; and the third category is inappropriate use of words in various forms: noun, adjective, verb, auxiliary, adverb and "other," which is a "catch-all" category for problems that are hard to classify. Changes in climate and global warming trends impact the ecological balance as well as human health. The recent development of geospatial information technologies such as Geographic Information Systems (GIS) and remote sensing provides useful tools to assess the impacts of climate changes on human health over large areas. This article aimed to conduct a literature review related to the application of geospatial information technologies in order to assess climate-change-related health risks in Taiwan, with primary outcomes of interest including physiological and mental health and infectious diseases. Three environmental factors, including temperature, precipitation, and air pollution, and their impacts on human health were considered. Comments were raised for future studies in Taiwan on this subject area. Among the hundred papers reviewed, 28 were related to the target topic, and air pollution and fine particle studies were the focus of most of these 28 papers. Studies related to extreme temperature indicted growing concern with this issue. However, limited research was found related to precipitation and environmental greenness. Therefore, future studies should pay greater attention to these two environmental issues. 13. Staying Tightly with Cultural China: Half-mainlander Wan-chu Lee's Politics of Identification.

It is widely recognized that Taiwanese democrat Wan-chu Lee, a so-called half-mainlander who spent a good part of his career in China, was in general in favor of democracy in his coping with the national issue. However, this paper argues that his understanding of the Chinese nation is primarily a cultural nation and he gave this cultural identity an authentic reading that is not to be transcended by his promotion of democracy. Despite that the prospect for democracy was aborted by the actual development in China, his identification with cultural China never faded away. In recent years, more universities are establishing translation departments or centers and the Taiwan government is also paying more attention to translation work and internationalization, such as setting up Chinese-English bilingual websites, road signs and floor plans for public buildings, translating documents, publishing translated books, and launching standard certification examinations for professional translators and interpreters. Some common problems in Taiwan translation development have been frequently discussed. For example, what is the current translation situation and what are the problems? What is the national translation policy? How should government resources for translation be allocated? How can the resources be integrated to achieve better performance? How should professional translators be qualified? These issues will eventually affect the knowledge power and competitive edge of the nation. The purpose of this paper is to examine the current translation work done by different government divisions in order to explore issues in Taiwan translation development. Some possible proposals for Taiwan translation development include: developing a national translation policy, translation databases, and translation quality assurance mechanisms, differentiation of translation professions, a credit system for academic translators, the promotion of academic and cultural achievements, the use of technology, and conducting fundamental research on translation development. How to satisfy tourists to Taiwan has become the new challenge facing Taiwan tourism industry in its development, with increasing number of residents from mainland to travel to Taiwan. The paper tries to introduce "means-end" chain model to the study of tourist satisfaction factors. Taking Liaoning tourists to Taiwan as an example and based on the data from laddering interviews survey, we construct a factor of tourist satisfaction Matrix and the Hierarchical Value Map and gain the five most dominant clusters of "means-end" meaning chains. Based on this, we put forward countermeasures and suggestions regarding the deepening development of future tourism products of Taiwan from the aspects of pricing tactics, visiting themes, product design and promotion, tourism environment, infrastructure, service level and so on. 20. Sino-American Scholarly Relations As Seen From Taiwan, 1949-1979.

In 1957, the late well-known economist Alexander Eckstein who was sent from the United States to Taiwan to investigate academic conditions there, reported that Taiwan was a "cultural desert". Eckstein's view was shared by many Chinese scholars. But Eckstein's report was made 27 years ago. Taiwan is no longer a cultural desert. The United States and the Republic of China have had a history of more than 20 years of fruitful academic cooperation. In this paper we treat a number of themes which contributed to Taiwan's evolving from that cultural desert: 1) The establishment of the Chinese National Science Council under the support of the American Agency for International Development. 2) The financial assistance of U. S. private foundations to R.O.C. academic circles. 3) Sino-American cooperation which helped scientific and technological development in Taiwan. 4)The returned students who helped to build up academic standard in Taiwan; and. 5) Finally, an overview of American academic influence in Taiwan. This paper compares media relations in Japan, South Korea, Taiwan, and the United States. There are several significant findings. First, the media-public relations practitioner relationship is more informal and closer in Asia than it is in the U.S. Second, media ethics, such as gift giving and informal gatherings, are different in these Asian cultures and in the U.S. Finally, the U.S. journalists and public relations practitioners have more positive attitudes toward on-line types of source-reporter relations than Asian journalists and practitioners do. Being single is a rapidly growing social phenomenon in Taiwan. As a result of various life courses and experiences between traditional and contemporary society facing social change, the single are presently developing more diversified and flexible perspectives than before, whether they are voluntarily single or not. This paper describes the phenomenon of being single in Taiwan by looking at marital attitudes, related factors resulting in being single, and the challenges of being single in order to comprehend other perspectives toward marriage in Chinese society. In the book "Science and Civilisation in China," Joseph Needham made some comparisons between western science and Chinese science without focusing on the encounter between them. In fact, the transmission of western learning by Jesuits missionaries brought about the encounter of two traditions of natural knowledge, and left lots of topics concerning the conflict, competition and comparison between them. In view of the encounter and mutual impact between modern civilizations of East and West, this paper aims to analyze several topics on history of science and technology in the last 20 years in Taiwan. This paper analyzes a group of metaphoric and symbolic images (the "boundless sea" ..., "Ch'iu-jan" ..., "Wei-t'o" ..., "Ts'ang-hai Chun" ... and "Cheng Yen-p'ing" ...) that occurs repeatedly (69, 27, 34, 5, and 5 times, respectively) in poems written by Ch'iu Feng-chia ... after he left Taiwan for mainland China. Through this analysis, we find that the image of the "boundless sea" is a metaphor for Taiwan that is indicative of Ch'iu's profoundly tragic mood. At the same time, the frequent appearance of these images symbolizes his ideal of establishing Taiwan as an independent island nation. Even though the fact that he never actually attempted to carry out armed revolt meant that his ideals never progressed beyond utopian fantasy, the repeated imagery reveals his strong memories of and feeling of responsibility towards Taiwan and his protest against the lack of concern for Taiwan's fate shown by the Ch'ing court. The ongoing COVID-19 pandemic has currently spread to over 100 countries, infecting over thirty million people and causing nearly one million deaths. The COVID-19 pandemic is the most serious pandemic crisis faced by the world medical system for at least a century. To address the impacts pandemic prevention and control measures and of societal concerns regarding risks of contraction healthcare environments, related policies and management must be adopted to provide effective and future prevention. The author introduces the prevention policies implemented during the pandemic under coordinated medical systems, the National Health Insurance program, pandemic management, and national and international governmental organizations to provide readers with a reference for current situation of the pandemic in Taiwan and the world.
