This paper introduces the acceptance evaluation, and performance evaluation and star-level certification of Shanghai opening practice and training centers of vocational education. From four aspects that are designing of evaluation items, establishment of evaluation index systems, carrying processes of the evaluation, and application of the evaluation results, this paper presents the integrated design of the evaluation for opening practice and training centers of vocational education, studies the significance of education evaluation in the construction of these centers, and deals with theory exploration based on the evaluation practice. Under the influence of haze, the concentration of fine particles (PM2. 5) in the atmosphere is higher, which makes the direct radiation of solar energy lower and the scattered radiation increases. Therefore, the irradiance received by the surface of the photovoltaic module is reduced. The existing power generation estimation formula should be revised, hence a new formula for estimating power generation is proposed with the error range ± 5% from the actual power generation. Moreover, this paper explores the effect of PM2. 5 concentration on irradiance, irradiation and power generation. Through a photovoltaic roof test in a household in Shanghai, the irradiance control variable method and similar day principle are used to analyze the irradiance loss and power generation loss caused by PM2. 5, and to fit the relationship between them. At the same time, the concept of photovoltaic power generation loss index is proposed, which provides reference for the installed capacity of photovoltaic system and the reliability of photovoltaic system in the future . Technological innovation is a strategic support to improving productivity and overall national strength. As a main source of the technology and knowledge innovation, colleges have duty to promote the deep integration of technology and economy through the creative scientific management and the transformation of scientific and technological achievements. Although the state promulgated the newly revised law of promoting the transformation of scientific and technological achievements in 2015, colleges still face some difficulties and problems in the transformation of scientific and technological achievements. Taking a college in Shanghai as an example, this paper analyzes the current situation of the transformation of scientific and technological achievements in universities and the main problems in the transformation work, and puts forward that through changing the research management systems, reforming evaluation and incentive mechanisms, constructing the special transformation facilitating agency, strengthening the market collaborative and interdisciplinary talents cultivation to open up the transformation channel and improve transformation efficiency.
