The interaction and diversification of different behavior patterns of individual communication sources in cyberspace make the crisis evolution increasingly complex. Based on the activity and attitude of individual communication sources, a nonlinear dynamic system is obtained, and numerical simulation is carried out in combination with model threshold, and a co performance model of strong relationship and weak relationship social platform is constructed. The theoretical analysis is verified by numerical simulation on scale-free networks, and the propagation and evolution characteristics of strong and weak social platforms under different settings are discussed from the aspects of the heterogeneity of positive information dissemination sources' propagation ability, information dissemination sources' enthusiasm, information dissemination sources' heterogeneity and inter layer activity heterogeneity. Based on the long-time series of wind observation data and blueberry growth period data of 9 national meteorological stations in Liaoning province during 1991-2020, the optimal machine learning model was selected to extend the maximum wind speed time series, using the maximum wind speed and disaster information data of the corresponding stations, considering the frequency and duration comprehensively, the meteorological index thresholds of disaster risk caused by wind of different grades during the ripening period of blueberries were determined, and the risk levels of mild, moderate and severe wind disaster were formulated, and the time-space distribution characteristics of blueberry gale-induced disaster risk were analyzed by the frequency of disasters and the ratio of stations. Based on the information diffusion theory, the risk probability of gale disaster is evaluated. The results show that the random forest model had higher simulation accuracy and could better extend the time series of extreme wind speed. The risk threshold of gale disaster in the mature period of blueberry with different maturity was maximum wind speed ≥13.9m·s-1, and different grades of gale disaster were further divided, and the verification results were more in line with the actual situation. There were differences in the trend of the climatic tendency rate of the average maximum wind speed in the study area. The early and middle maturity periods showed an upward trend, while the late maturity period showed a downward trend, and the risk of gale disaster also decreases. The change trend of the number of gale days in the mature period of blueberry with different maturity was not completely consistent. Among them, Kuandian and Benxi station kept the increasing trend unchanged, and Xiuyan, Qingyuan and Xifeng stations kept the decreasing trend unchanged. The high wind disaster risk index experienced by different maturity blueberry maturity was not much different, ranging from 14 to 17 days, but the high wind disaster risk index between stations was quite different. Among them, Xifeng station had the most days in each maturity period, ranging from 22 to 31 days, while Kuandian station had less days in each maturity period, ranging from 4 to 6 days. The exceeding probability of gale disaster risk in different blueberry varieties at maturity stage in the study area was 42.6%, 40.4% and 32.3% from high to low, respectively. The greater the probability, the higher the risk of gale disaster. In general, the northwest region of Liaodong Green Economic Zone was a high-risk area for gale-induced disasters, with a wide range of disasters, high frequency and heavy degree. The return period of gale-induced disaster risk was more than 3 years. Among them, Xifeng and Qingyuan stations had the highest probability of gale risk in each mature period, followed by Fushun station and Benxi station. The whole study area is more suitable for planting late-maturing varieties of blueberry, planting early-maturing varieties and medium-maturing varieties of blueberry area, need to do a good job of gale prevention measures. [Purpose/Significance] With the rapid development of new media technology, social media platform has become the main carrier of information dissemination. Social network analysis (SNA) is used to study the information dissemination structure and mode of emergencies in microblog, which provides theoretical support for the government to effectively deal with emergencies and crises. [Methods/Process] Taking "Tangshan barbecue restaurant beating incident" as an example, Weibo data were collected to build an information dissemination network with strength relationship between nodes. Social network analysis has been used to analyze the user attributes, node attributes, network attributes and dissemination attributes of the information dissemination network, in order to explore the role of the strength relationship between nodes in emergency information transmission. [Results/Conclusions] 1) The factors of user gender, activity, and region affect their dissemination power. In particular, female users, users with high activity or influence and those in developed provinces have a stronger power of information transmission. 2) The core nodes that plays the role of "bridge" in the dissemination chain is particularly critical. Nodes with strong relationships generally occupy central positions in the information dissemination network and may mainly consist of opinion leaders and mainstream media with greater influence. The pathways of weak and authority relationships are mainly concentrated around a few core nodes, while the pathways of strong relationships are dispersed. 3) Emergency information transmission network has high efficiency and sparse characteristics. 4) The whole process of information transmission is still dominated by weak relationships. Authority relations play an important role in all stages of information transmission, while the role of strong relationships is mainly concentrated in the initial stage. The results of this paper help to deepen the understanding of the patterns and rules of emergency information dissemination, and provide some insights for more effective management and guidance of emergency information dissemination in a particular field such as agriculture. However, our research still has shortcomings, such as insufficient crawling of user attributes and insufficient research methods. In the future study, we will obtain more abundant characteristics of users involved in the dissemination such as age, occupation and education level through interviews or questionnaires, and introduce new methods such as machine learning and graph neural network to predict and analyze the transmission path and node relationship of emergency information, so as to cover these shortcomings, improve the comprehensiveness and effectiveness of the study and deeply explore the information dissemination rules of emergencies. [Purpose/Significance] With the popularity and development of social media, Weibo has become an important information transmission platform. Understanding the law of emergency information transmission based on the characteristics of Weibo users is of great significance for grasping the development trend of events, evaluating the influence of information, and formulating effective response strategies. [Methods/Process] Selecting typical cases of four types of emergencies (natural disasters, accidents, public health events, and social security events) as the research objects, this paper crawled the user data of the information transmission on the Weibo platform and analyzed the distributions of user gender, user geographical distribution, user attention and fan number and user type of the information transmission for these events, in order to reveal the differences and similarities of the user characteristics and transmission laws for the four types of emergencies. [Results/Conclusions] As for the similarities of the user characteristics and transmission laws, first, the audiences of the four types of emergencies have obvious regional characteristics, and the users in economically developed provinces generally have a higher attention rate. Second, the transmission users of all types of emergencies are generally concentrated on active users and grassroot users with strong and weak propagation power respectively, accompanied by a small number of authoritative users with strong influence. However, there are differences in the broadness and gender distribution of the audiences for different types of emergencies. First, natural disasters have a wider spread of the audiences and relatively higher attentiveness; accidents and public health events tend to be local events with relatively low attentiveness, whose audiences may be more concentrated in and around the affected areas; the audience spread of social security events is scattered depending on the nature of the event, the scope of influence as well as the communication channels. Second, female users pay more attention to natural disasters, public health events and social security events, while male users pay more attention to accidents, which can be attributed to the different emotional orientations and psychological characteristics associated with users of different genders. These results provide insights for the formulation of targeted guidance strategies for information dissemination. In future studies, we will collect data on other social media platforms, obtain more information on user characteristics through different channels, and introduce more in-depth analysis methods and indicators to comprehensively reveal the dynamic mechanisms of emergency information dissemination, thus improving the accuracy and effectiveness of the research. Aiming at the lack of global dependency mining of users in traditional information prediction models research, this paper proposed an information diffusion prediction model based on hypergraph attention mechanism and graph convolution network (HGACN）. Firstly, it constructed the subgraph of user social relationship, and obtained the subcascade sequence by sampling, and learnt the structural features of user social relationship by graph convolutional neural network. Secondly, considering the global dependence between users and cascades, it used the hypergraph attention mechanism (HGAT) to learn the interaction characteristics of users at different time intervals. Finally, it captured the learned user representation into the embedded module, and used the gating mechanism to fuse it to obtain a more expressive user representation, and used the multi-head attention mechanism with mask for information prediction. The experimental results on Twitter and other five datasets show that the proposed HGACN model is improved by 4.4% in hits@N and 2.2% in map@N, which are significantly better than the existing diffusion prediction models such as MS-HGAT, proving that the proposed HGACN model is reasonable and effective. To effectively monitor online public opinion and assist managers in making decisions, the research on microblog information dissemination prediction methods has important application value. To solve the problems of single index and poor prediction effect of traditional microblog information dissemination prediction methods, a prediction method of microblog information dissemination based on XGBoost model and multi-feature fusion was proposed. Firstly, by analyzing the characteristics of microblog dissemination network and user nodes, and three kinds of features, including blogger feature, microblog content feature and propagation feature, were extracted and a data set was constructed. Then, XGBoost model was used to construct the cumulative forwarding prediction model and the maximum forwarding depth prediction model respectively. Finally, the prediction effects of the models were verified by the mean absolute error (MAE) of the model on the test data set. In the era of mobile Internet, it has become an irreversible trend that the social relationship chain goes online.The appearance of WeChat official account not only improves the convenience of information acquisition, but also increases the difficulty of system information governance.The research about the dissemination process of official account information on the WeChat social network and curbing the spread of rumors on social networks become the focus of WeChat operators and social regulator authorities.Based on the SEIR infectious disease model, this paper uses the real operating data provided by Beijing Sootoo Company to calculate and simulate the mutual conversion probability of the S-state, E-state, I-state and R-state users, and restores the whole link process of official account information dissemination on WeChat social network.In addition, this paper also quantitatively analyzes the influence of the number of official account fans, the influence of fans, the infection probability P1 of susceptible users into exposed users, and the dissemination probability P2 of exposed users into infected users on the process of information dissemination, which proves the effectiveness of the key opinion leader's forced immunization strategy in suppressing information dissemination.

Background--As a new and government-driven environmental trading system, the market trading system of forestry carbon sink is not yet perfect, and the advantages of the e-commerce platform in integrating resources and regulating the trading process determine the necessity of combining forestry carbon sink trading with ecommerce. However, while the addition of e-commerce platforms brings convenience in information collection, it will make the buyers and sellers of forestry carbon sinks incur additional costs in platform registration and information dissemination during the trading process, which will also have certain impact on enterprise decision-making. (2) Methods--By modeling through game theory and combining with the visualization of the mathematical relationship model, the two cases with or without the participation of forestry carbon sink e-commerce platform are respectively modeled, solved and then compared, so as to put forward some suggestions for forest enterprises, manufacturing enterprises and carbon sink trading e-commerce platform. Conclusions and Discussions--The participation of e-commerce platform will lower the carbon sink price, which will help to improve the enthusiasm of manufacturing enterprises to participate in the investment and purchase of forestry carbon sink. However, the revenue of forestry enterprises will be reduced because they need to pay certain fees for e-commerce platform. In addition, the carbon emission per unit product of manufacturing enterprises will have a great impact on their profits - Reducing the carbon emission per unit product will increase the profits of manufacturing enterprises, but at the same time, it will also reduce the profits of forestry enterprises to a certain extent. On the premise of ensuring its own operation, the e-commerce platform of forestry carbon sink trading should try to reduce the platform fees charged by forestry enterprises so as to improve the enthusiasm of forestry enterprises to sell carbon sinks on e-commerce platform. In order to protect the environment, manufacturing enterprises can not only purchase forest carbon sinks from forestry enterprises that sell forest carbon sinks, but also reduce the carbon emission per unit product. Under the new media environment, while enjoying the convenient information interaction channels provided by different forms of online social networks, it is necessary to strengthen the management and guidance of information dissemination to prevent it from developing into a medium for the wanton dissemination of negative public opinion information. Combining traditional evolutionary game theory and complex network theory, this paper proposed a network dissemination game model of competitive public opinion information, and theoretically analyzed the profit conditions and the group size of positive public opinion information dissemination. Then, combined with actual cases, this paper compared and analyzed the evolution characteristics of network public opinion under three game environments through simulation experiments. In the three game environments, the dominant conditions of the positive public opinion information communication strategy were all related to the income, and the weak selection scenario h ad the most stringent requirements for the return parameters ;the conditions for the dominant strategy in the strong and weak selection scenarios were also related to the group size, the strong selection scenario had stricter requirements on the size of the group. Aiming at the problem of simultaneous dissemination of competitive public opinion information in online social networks, this paper introduced group structure on the basis of scale-free network, constructed a competitive public opinion information dissemination model, taken into account the content of public opinion information, intimacy of friends, and social strengthening effects to conduct simulation research. The simulation results show that the introduction of group structure of scale-free network fully fits the complex nature of online social networks. The number of groups, group size, intimacy of friends, and social strengthening effects have different promoting effects on the dissemination of competitive public opinion information. Controlling the importance and ambiguity of the content of public opinion information can effectively control the dissemination and diffusion of competitive public opinion information. Accurately measuring the importance of nodes in complex networks has important guiding significance for the study of network structure and functions. Most existing node importance evaluation algorithms consider the relevant information of the node and its neighbor nodes, but ignore the influence of the topological structure between nodes on the importance of the node. To solve this problem, this paper proposed a node importance evaluation algorithm based on gravity model and relative path number. The algorithm firstly analyzed the effect of the relative shortest path number on the information dissemination between nodes, and considered the influence of factors such as non-shortest path and path distance, then defined the node importance by the sum of the interaction force between the neighbor node and the center node in the third-order range, and finally simulated it in six real networks. Experimental results show that the proposed algorithm can not only effectively distinguish the importance of different nodes in the network, but also accurately measure the importance of network nodes. Influence maximization is to study how to find a small number of the most influential nodes in the social network as the source of information diffusion, so as to maximize the scope of information dissemination in the network. Most of the existing researches only focus on homogeneous information networks, but in reality, social networks are heterogeneous networks with multiple object types and multiple relationship types between objects. This paper proposed a meta path based adjacency information entropy（MPAIE） model and a meta graph based adjacency information entropy（MGAIE） model to simulate the social impact in heterogeneous information networks. By setting meta path or meta graph, the proposed method can flexibly integrate the structural and semantic information in heterogeneous networks, and measured the influence of nodes. In order to explore how women' s clothing brands build their own private domain traffic through shopping guide information communication, the information dissemination of women's clothing shopping guide was taken as the research object, the methods of theoretical research, in-depth interview and questionnaire survey were adopted in this paper. Finally, a theoretical model was constructed, which takes shopping guide store service, shopping guide personality matching, information acquisition through moments, information acquisition through chat, and emotional interaction on WeChat platform as independent variables, shopping guide trust as mediating variable, brand loyalty as moderating variable, and psychological effect and behavioral intention effect as dependent variables. The results of data analysis show that the influence degree and scope of information acquisition in the circle of friends are the largest, and it positively affects the trust, psychological effect and behavioral intention effect of shopping guide. In order to provide theoretical explanations for the belief propagation ( BP) algorithm often appear as non-convergence in the propositional formulas with more complex structure, this paper proposed the community discovery algorithm (WPLPA) based on warning propagation. It used the WPLPA algorithm to divide the community structure of the factor graph corresponding to the proposition formula by the message iteration strategy on the graph in BP algorithm, and established twodimensional structure entropy measurement model of the proposition formula with the help of the related theory and technology of two-dimensional structure entropy. It analyzed the relationship between the convergence of the BP algorithm and the two-dimensional structure entropy through this model, and gave the convergence judgment of the BP algorithm. It systematically analyzed the convergence of BP algorithm. Experimental analysis proves that the method is effective and feasible, and it can provide theoretical support for the follow-up research of information dissemination algorithm. In order to promote advertising information and control rumors more effectively in the network, this paper studied the mechanism of information dissemination according to the characteristics of real social network information dissemination. Firstly, it divided nodes into four states based on the traditional SIR model, included unknown, known, infected and recovered state. Then, considering the difference of nodes' attributes and the value of different information in different communities, this paper defined an adaptive node state transition probability function and established a V-UKIR model. It was more in line with the real propagation characteristics of social networks. Finally, this paper compared different information dissemination processes and the actual propagation under different models. Considering that the credibility difference of users of publishing information has certain influence on the information dissemination process, this paper proposed a new IBU model for the breadth and effect of true and false information dissemination, and it studied the effects of the authenticity of information content and the credibility of users who forward information on the dynamic process of information dissemination. It tested the propagation effect of the model by MATLAB simulation. The experimental results show that no matter the credibility of the user who publishes the information, it has nothing to do with the credibility of the information itself, only related to whether the information content itself is credible; the larger the credibility of the information publisher, the longer the information transmission time; on the contrary, the lower the credibility of the information publisher, the shorter the propagation time, but it does not change the true and false nature of the information content. Edge importance measurement is a very important issue in information dissemination. Edge is the carrier of information dissemination, and edges at different locations have different information loads and propagation capabilities. Removing some edges that have a significant impact on communication is of great importance in curbing the spread of rumors and maximizing the dissemination of public information. Information dissemination is susceptible to factors such as communicators, communication channels and communication environment. Based on these observations, by comprehensively considering various factors affecting information dissemination, this paper proposes an edge importance measurement method based on information dissemination characteristics： ISM (Information Spreading Model). On nine real network datasets, ISM is compared with four classical edge importance methods such as Jaccard coefficient, Bridgeness index, Betweenness centrality, and Reachability index. Intelligent syndromic surveillance is an important part of multi-point triggering and multi-channel surveillance system of intelligent early warning of infectious diseases in China, and an inevitable development process of traditional syndromic surveillance as the constant emergence of new technologies. Intelligent syndromic surveillance collects not only the medical data of patients seeking medical care in hospitals but also massive non-medical information. However, along with its rapid development, challenges in intelligent syndromic surveillance have emerged, such as information explosion, cost-effective balance, information sharing, data security and privacy. This paper summarizes the concept and development of intelligent syndromic surveillance to provide references for the method and technique development of intelligent early warning of infectious diseases and new thought for the prevention and control of infectious diseases in China and in the world.

Objectives: Outdoor air pollution has been proved hazardous to health. It is notably important to elevate civil awareness and thorough dissemination of health information. This study tried to elucidate the associations between public awareness of air pollution, confidence in government strategies for dealing with air pollution, obtainment of air pollution information from different channels, trust in the information source, and personal health status. Methods: The data were obtained from the fifth survey of the first phase of the Taiwan Communication Survey, funded by the Ministry of Science and Technology, 2016. Personal factors, information dissemination approaches, trust in the information source, and spatial differences were explored with logistic regression to understand respondents’ perception of outdoor air pollution risks and related health behavior. Results: 58.1% of respondentss thought air pollution may affect their own health. About 1/3 (36.7%) of people lacked confidence in strategies for improving air pollution led by the government. Residence, education, personal health status or happiness, information channel, and trust in the information source had significant association with risk awareness and confidence in government air-pollution measures. Conclusions: Our results suggested the importance of enhancing the reliability of health information provided from TV and internet and boosting confidence in government actions to combat air pollution. The common data model (CDM) is an important tool to facilitate the standardized integration of multi-source heterogeneous healthcare big data, enhance the consistency of data semantic understanding, and promote multi-party collaborative analysis. The data collections standardized by CDM can provide powerful support for observational studies, such as large-scale population cohort study. This paper provides an in-depth comparative analysis of the data storage structure, term mapping pattern, and auxiliary tools development of the three international typical CDMs, then analyzes the advantages and limitations of each CDM and summarizes the challenges and opportunities faced in the CDM application in China. It is expected that exploring the advanced technical concepts and practical patterns of foreign countries in data management and sharing will provide references for promoting FAIR (findable, accessible, interoperable, reusable) construction of healthcare big data in China and solving the current practical problems, such as the poor quality of data resources, the low degree of semantization, and the inabilities of data sharing and reuse.

Due to the rapid development and widespread application of the internet, emergency management is facing a lot of new challenges. In cyber space, the dissemination of emergency information is often accompanied by a propagation of strong emotions, which can easily trigger the netizens' group emotions, and therefore possibly leads to the extreme and hostile behaviors as well as secondary serious social problems such as mass incidents. Based on the insights into the emotion propagation and netizens' group behaviors caused by the information disseminations of emergencies, this paper studied the propagation mechanism of netizens' group emotions in the process of emergency information dissemination, put forward a model which can describe the emotion propagation among netizens' groups upon the occurrence of emergencies, and conducted the simulation analysis by taking a famous heavy social emergency event as the example. Microblogs widen the dissemination channels of tourism information, and provide advanced platform and convenient path for Tourism Administrations to market their destinations. Whether a microblog message is forwarded reflects the degree of information dissemission, and is also one of the standards to test the operation value of Tourism Administration Official Microblogs. This paper focuses on official microblogs of provincial tourism administrations in China. In order to make the study sample representative, data were collected from April 20th to May 6th in 2012, a period before and after May Day holiday, which is a peak period that provincial tourism administrations post official microblogs. During this period, 1657 pieces of original official microblogs were posted by 19 provincial tourism administrations. Based on pertinent literature and a long time observation experience, this paper confirmed three types of characteristic variables, including the characteristic of user, text and content, and 15 influential factors. User characteristics include geographical zone, and the number of followers, followees, and average daily microblogs; text characteristics include the microblogging date and time, mention, URL, emoticon, topic, micro-column, picture, video and audio; content characteristics are divided into 14 content types according to tourism six elements theory, pertinent literatures and the analysis of study sample. The premised hypothesis of this study is that different "forwarding" level is affected by different influential factors. Therefore, we used Multinomial Logistic Regression Model to study the influence of these factors in terms of its direction and degree on microblog "forwarding" level. The study results indicate that there are different factors affecting the "forwarding" level of officials microblogs of tourism administrations. The "forwarding" level here is divided into senior, ordinary and none forwarding. The premised hypothesis of this study is proven to be true. For official microblogs of provincial tourism administrations, combining different factors will make different propagation effect. As a result, it is necessary to design tailored messages for marketing purposes. Second, the characteristics of user, text and content have impact on microblog "forwarding", but there are differences in the significance and influence direction of each factor. The reasons causing different results are related to the identities of factors and preferences of information receivers. Third, the factors influencing the "forwarding" level are mainly microblog activity information, pictures, and number of followers. Fourth, there is no significant relationship between the "forwarding" level and other factors (i.e., geographical location, URLs, emoticon, micro-column and videos). It is a new and effective method for management organizations of tourism destinations to promote destinations using microblogs, which deserves deep research. This research enriched the theory of microblog marketing and played an important role in tourism microblog operation and tourism destination marketing. However, it is not a long time for the provincial tourism administrations to use official microblogs for information dissemination, and the application of official microblogs and such studies are still in their infancy; therefore, less research can be used for reference. Additionally, the number of study samples used in this paper is also limited. For these reasons, the research results need to be tested in practice and improved in future studies. Objective: To identify the status and determinants of sharing personal HIV information with sexual partners among men who have sex with men (MSM) meeting their casual sexual partners on the internet. Methods: A cross-sectional study was conducted in five cities (Hangzhou, Ningbo, Wenzhou, Taizhou and Shaoxing) in Zhejiang province. The recruitment was enrolled by MSM social organization and in voluntary counseling and testing clinics, with a sample size of 793. A self-designed network questionnaire collected essential characteristics, HIV knowledge, sexual behavior, and sharing personal HIV status. SPSS 20.0 software was used for statistical analysis. Results: Among 767 MSM enrolled 302 MSM who reported finding casual sexual partners on the internet were enrolled in the analysis. MSM reported finding casual partners on the internet only, finding sexual partners online and in places were 62.6% (189/302) and 37.4% (113/302), respectively. Among those reporting web-based sexual behavior in the last six months, 54.6% (165/302) informed their partners of their HIV status, 49.2% (146/297) inquired about HIV status, and 42.9% (82/191) knew HIV status before sex intercourse, 75.8% (113/149) reported consistent condom use with HIV negative partners. The multivariable logistic regression analysis showed that related factors of inconsistent inquired HIV status of partners included 25-34 years old (a OR =2.17, 95% CI : 1.20-3.91), >2 partners on the internet in the last six months (a OR =2.13, 95% CI : 1.27-3.57), low-risk perception of HIV infection with online partners (a OR =1.96, 95% CI :1.14-3.35), numbers of HIV testing >1 times (a OR =0.38, 95% CI : 0.22-0.66). Conclusions: The willingness to know the HIV status of partners among MSM who met sexual partners on the internet was high but with a low rate of knowing their sex partner's HIV status in Zhejiang province. However, the successful implementation proportion was low. Therefore, it is necessary to pay attention to people who are elderly, with less conscience about the risk of the sex partners on the internet, have more sex partners, and have received few HIV tests. In addition, peer education was needed to promote related intervention programs.

As a new social network platform, microblog played a very important role in the information distribution and public opinion propagation, with its convenient usage, rapid propagation and strong interaction. This paper briefly introduced the mechanisms in microblog, analysed the characteristics and three influential factors of information dissemination. And then, it primarily summarized three kinds of information diffusion models mostly used in microblog networks, including the process-based diffusion model, the influence-based diffusion model and the factors of retweet-based diffusion model, and made a comparison of the advantages, disadvantages of these models. From a global perspective, although the protection of freedom of expression will still be a problem in many countries, the new challenge of freedom of expression in the age of Internet is that people with ability and freedom to communicate freely tend to communicate only with people they agree with. This kind of ineffective communication leads to not only some negative consequences as 'debates and communication cannot help people get close to the truth, but also to some serious negative ramifications as political division and social contradiction. In 2004, Ronald Dworkin delivered his concern in his writings on political division in American democracy. He also put forward his theoretical solution -- "return to the common background." However, Dworkin's solution is more like an ideal one lack of practical strategy and workable operation. This article proposes a principle of "New Public Forum" and expects to solve the problem on a systematic, strategic and operational level. The principle of traditional public forum considers its main goal as solving the dilemma between the valuable role of mass media and the right of individuals to express freely and effectively. Today we have to deal with another dilemma because whereas the internet improves people's capability of sending and receiving information and expressing their opinions, the effectiveness of communication itself is still being threatened. Cyberkans, a phenomenon of worldwide network Balkanization, is the linchpin in this dilemma. Cyberkans results from complex factors such as political and legal policies, business strategies of Internet product manufacturers and a more crucial one that ordinary people as consumers tend to choose the internet product to help them filter for favorable information and opinions. In the Internet era, people not only rely on information filtration, but also prefer and actively choose filtering tools. They are fond of "personalized' products, which inevitably lead to information "cocoon" and "Daily Me." That is why people with different values, different preferences and different interests are easily separated and divided into different groups. Furthermore, opinions and beliefs in divided groups tend to become extreme in the process of Group Polarization, which intensifies social contradictions and affects social stability because of the lack of effective debate and communication. Malfunction of the marketplace of opinions, group polarization and tagging tendency all manifest certain kind of ineffective communication resulting from Cyberkans. There are at least two solutions for these problems. The first one is to remove all separation institutes and integrate all information into one platform. This proposal fundamentally denies the network users' choices and overthrows market mechanism in the Network Economy, that's why it can only be applied to some web sites of government and other public service departments. The second solution is to establish a new kind of " Public Forum" for effective communication meanwhile keeping commodity market of internet working by itself. This new Public Forum Doctrine includes the test of extensity, compatibility and, the most important, efficiency. Extensity Test requires the forum to reach as many opinion groups as possible. Compatibility Test requires the forum to contain as many different opinions as possible. Efficiency Test requires political debaters to follow certain kind of regulations to make sure debates are reasonable and yield reasonable results. In order to solve above problems, the Ninth People's Hospital Affiliated to Shanghai Jiao Tong University of Medicine aims to use the Internet of Things to build a medical equipment management information platform, realize the whole hospital area, whole subject and whole process management of medical materials, and achieve the objectives of business linkage, information connectivity and data sharing between management departments and clinical departments.

Tourism Information dissemination is the core process of tourist activities as well as the key area of tourism studies. Based on the review of relevant study results, the paper comparatively analyses five representative tourism dissemination models, sums up its disciplinary attributes, conceptual connotation, mode structure and types of expression. Based on this, from the perspective of system science, social psychology and social ethics, the authors integrate and reconstruct the process of tourism information dissemination and its structural elements. Furthermore, the authors put forward a kind of 3D dissemination mode with four elements disseminator, information, media and tourist as subjects and with mass dissemination, interpersonal dissemination, organizational dissemination and group dissemination as dissemination mode.
