Main problems about application of existing coal mine safety monitoring and control system were pointed out, such as unstable sensor performance and power supply, poor anti-interference performance of transmission lines, different system technology level, incomplete standards and so on. Technology requirements of Technology schemes of upgrading of coal mine safety monitoring and control system(exposure draft) were analyzed about system functions, performances and communication interfaces. A design scheme of new coal mine safety monitoring and control system was proposed according to requirements of Technology schemes of upgrading of coal mine safety monitoring and control system(exposure draft). Key technologies of the new system were introduced in details including new digital sensing, multi-system data fusion, distributed/local event/remote control, electromagnetic compatibility, fault diagnosis, plug and play, resuming from broken point, etc.

In order to study the reliability of plug and play mode of line protection localization applied in the alpine area，the functions and design features of plug and play relay protection in the construction，commissioning and maintenance are expounded and sets of schemes of plug and play localized line protection device access to pilot substation voltage，current circuit and grounding mode are proposed. Based on the results of field test and trial operation， the influence of the electromagnetic compatibility，the material and the insulation is analyzed on the reliability of the protection action in alpine areas in low temperature. The results show that the failure rate of the protection system will increase in alpine area and the delay phenomenon of some protective devices occurs which affects the correctness and reliability of the protection action. There are needs to improve test level on the surge，RF magnetic field and other testing items，improve the operation reliability of relay contact action and calculation logic and establish a sound on - site specific procedures of plug and play relay protection localization to meet the requirements of protection system in low - temperature and stable operation.
