Real epidemic of tobacco consumption worldwide, led to significant increase in incidence of chronic, non-contagious (non-communicable) diseases, and every year about five million diseased people die around the globe. The number of young people among dead and diseased of illnesses caused by smoking is increasing every day. Besides, two thirds of Montenegrin population lives in smoking households, and more than half of them are exposed to tobacco smoke in their working environment. The facts that even children are constantly exposed to effect of tobacco smoke in their homes, but also in schools as well as in other places are alarming. Consciousness of diffusion of smoking as addictive disease, its devastating effect on health, unfavorable economic and social aspects of tobacco consumption, all those things represent general human legacy. At the end of 20th century this led to rejection of smoking as outdated, primitive and undesirable behavior. Wide range of activities taken to limit consumption of tobacco, such as reducing offer, making it harder to supply market, and emphasizing harmful effects of tobacco consumption formed a variety of effective measures known as "Tobacco Control". Those measures could be classified as: a. Measures taken to reduce tobacco consumption: 1. Information campaign, realized by means of: - Dissemination of information about effects of smoking on health; - Health warning on the packaging of cigarettes and other tobacco products; - General educational programs, especially for particularly vulnerable groups 2. Limited promotion and advertising; 3. Forbidden smoking in public places and in working environment; 4. Tobacco addiction treatment and organized actions to help people stop smoking; 5.
