2. Sources and Development of Germany's Position towards NATO Enlargement, 1990-97

- Abstract
This thesis strives to explain formation of German government's attitude towards NATO enlargement within the years of 1990-97. The approach presented is embedded in social constructivist theories of foreign policy and international relations, which emphasize the importance of values, norms and language and downplay the influence of material factors. A theoretical model for analysis of German foreign policy making is proposed, comprising of three essential steps: First, it is the identity that determines limits of states' behaviour. Second, different foreign policy roles arise and engage in a role conflict within discourse. Third, the actual decision is constituted under the influence of external factors. Further, key concepts of understanding the normative background of German foreign policy are put under examination, including the ideas of civilian power and strategic culture. The essence of this background in terms of norms and values is examined consequently. Evolution of different variants of Germany's position towards the enlargement issue is explained and key actors involved in the debate are identified, including their interpretations of German identity and the clash they involved themselves in. - Abstract
The paper responds to Jan Daniel and Dagmar Rychnovská's article from Mezinárodní vztahy 1/2015, whose aim was to establish International Political Sociology (IPS) as a specific strand within critical security studies. This project is criticised in the paper for three reasons. First, the definition of IPS through common features is so general that most critical research could fit in the IPS category. Second, the attempt to define IPS by negation is grounded in a distorted image of discursive approaches to international politics. Third, the label is deployed in a way that excludes a range of related authors not only from IPS, but even from the 'main currents' of critical security studies. Rather than being an analytical category, IPS is thus more like a political tool through which a distorted and exclusionary image of the discipline is being constructed. [ABSTRACT FROM AUTHOR]

The master thesis addresses the social network Twitter and the spread of disinformation in the last weeks before 2019 European Parliament elections in Germany. The target of the research is to analyze the spread of disinformation immediately before the elections and determine the specifics of the German Twitter landscape. The theory of information disorder by Wardle and Derakhshan enabled a deep study of disinformation. The thesis explains the basic theory of disinformation and its connection to the right-wing populist movements. In Germany, this phenomenon is connected to AfD - Alternative für Deutschland party, that follows the topics of migration, alleged censorship, and climate skepticism, which are also the defined topics of disinformation in Germany. Through a content analysis of quantitative data from 1st to 25th May 2019 explains the types of disinformation according to the information disorder theory and the spread of disinformation in German landscape, interpretates the topics and is trying to link the spread of disinformation directly to the AfD party. This diploma thesis deals with the phenomenon of paradiplomacy in the context of the comparison of two substate units - Bavaria and Saxony. The growth of paradiplomatic activities is a natural reaction of non-state actors to the increase of globalization, regionalization and in the selected territory also European integration. Both Bavaria and Saxony, as representatives of the substate level of government in German federalism, do not have the full range of their own, exclusive competences. Although they cannot act as fully sovereign international entities, they actively use means and tools available to them to engage in foreign relations. Paradiplomatic activities are illustrated in this thesis with emphasis on their current form and outside the level of channels regulated by the EU. The main differences between Bavaria and Saxony lie in their historical development, economic potential and identification with regional parties that influence both Munich and Dresden in their international appeal and self-confidence. Bavarian state players act as de facto equal partners in regional relations with Central European countries, and their attractiveness is evident on the global scale. The Bachelor Thesis "Development of relations between the Czech Republic and the Sudeten German Homeland Association (Sudeten German Landsmannschaft) after 2004" deals with the transformation of relations of these parties after 2004, respectively the accession of the Czech Republic to the European Union. The chosen method of elaboration of this bachelor thesis is a case study with diachronic and synchronous comparison. The first part describes the position of the Association within the Federal Republic of Germany, respectively Bavaria and its development. This part includes description of the main requirements, its course and important persons of the Association and analysis of its negotiating position. The second chapter deals with the development of relations between the Association and the Czech Republic at the presidential level in the context of selected important events. The central part of this chapter is the approach of the Czech Presidents to the Sudeten German question represented by Bernd Posselt. The last chapter, on the contrary, deals with the level of government relations in the context of these events. This bachelor thesis deals with the motives of individual participants in the operation of escape routes called Ratlines, especially during and after the Second World War. Ratlines were escape routes that used to escape mainly Nazi war criminals from justice. The work first deals with the thirties and the period of war, which is associated with the creation of the first Ratlines in Spain. Furthermore, the work is devoted to the Red Cross and the process of issuing travel, so as to understand how the Nazis managed to gain a new identity. The last part of the thesis is devoted to the Italian Ratlines, where the functioning of the Refugee Assistance Commission and two of the most famous Italian Ratlines are examined. The main research question is the motivation of individual participants, which are mainly found anti-Semitic and national motives, which led to the participation of Alois Hudal or Krunoslav Draganovič in the issue of Ratlines. Another issue that the work dealt with was the participation of parts of the Roman Catholic Church, where the work came to the conclusion that it was primarily individuals or groups, as was the case of the two above-mentioned priests. This thesis concerns the support for the AfD in the federal states Bremen, Saxony-Anhalt, and Baden-Württemberg. In particular, the goal is to explain the support for the AfD among the eligible voters of Bremen, Saxony-Anhalt, and Baden-Württemberg at the most recently elections held in Bremen on 10 May 2015 and in Baden-Württemberg and Saxony-Anhalt on 13 March 2016. This is a disciplined, interpretive case study, which uses the existing models of voting behaviour to explain the voting for the AfD in Bremen, Saxony-Anhalt, and Baden- Württemberg. It employs a sociological model of voting behaviour and a model of rational choice. The goal is to determine whether the support for the AfD in the three selected federal states can be explained using these models of voting behaviour, and if so, which model of voting behaviour best explains the support for the AfD. First, the thesis presents the models of voting behaviour that are used in the study for analysis of the support for the AfD. The next portion of the thesis deals with the party Alternative for Germany. This diploma thesis titled "Developments of the Foreign Policy of FRG in Relation to the Palestinian Question 1967-1974" aims to bring closer look at the dynamics of development of the foreign policy of the Federal Republic of Germany in the time when the Palestinian question began to resonate with international community. This empirical study, inspired in its' structure by the Two-Level Game concept by Robert D. Putnam, examines the effects that the Bonn Republic had to deal with in the context of today's unresolved and often polarizing issues and identify factors that were decisive for shaping of the policy. The thesis operates with hypothesis that the pro-Palestinian speech of the representative of West Germany at the United Nations in 1974 was the natural outcome of the transformation that foreign policy has undergone in the years leading to it. After the historical part, which describes the relationship between Germany and the South Levant region until 1945, the second and third chapters deal with the external and internal influences that influenced the FRG in the chosen period. This thesis deals with German foreign policy on example of negotiations of Association Agreement between the EU and Ukraine in years 2007-2013. The purpose of this paper was to analyse German interests in these negotiations and to answer the question, if Germany acted more as a civilian or geoeconomic power. Moreover, I focused on the mistakes of German politicians during this process and how it could influence the negative outcome. Firstly, the thesis follows up main basis of German foreign policy and European Neighbourhood Policy, mainly Eastern Partnership, and the role of Germany in these. The main chapter studies chronologically the process of the treaty negotiations and focuses particularly on press releases and statements of key German politicians. These are compared with chosen criteria to assign the actions to one of the concepts. This thesis comes to a conclusion that Germany acted as a civilian power because it tried to multilateralize the relations, stressed the principles and values and avoided conflicts. Germany's mistake was that it did not pay enough attention to the negotiations and had no clear strategy for this area. With its passivity and lack of interest in Ukraine itself it contributed to the failure of the negotiations.

This diploma thesis examines changes, which the Czech-German Future Fund went through during its almost 20 years of functioning. The first part the author dedicated to theoretical concepts, which shed light on study of the Czech-German Future Fund. These theoretical concepts are reconciliation and public diplomacy. Thereafter are in tis thesis described efforts to compensate victims of National Socialism in Czechoslovakia and in the Czech Republic. This part of thesis is followed by description of the Czech-German Future Fund and its history. Based on this German-Czech Declaration of Mutual Relations and their Future Development of 1997 was the fund's mission to compensate victims of National Socialism, who didn't receive a compensation until then. The fund fulfilled this mission after 10 years of its function and also went through by many changes during almost 10 years of its functioning. The author describes these changes on which is based description of the project policy development of Czech-German Future Fund. After that the diploma thesis concentrates on changes in individual fund project groups, which are supported by the fund. Pavla Ksiazkiewiczová Německo-ruské vztahy na pozadí ukrajinské krize a rusko- gruzínské války Abstract The thesis examines the German response to the Ukrainian Crisis in 2008 and the Russo- Georgian War in 2014. On the background of these two conflicts, I would like to demonstrate the German-Russian relations and their deterioration in the past years. My main research question was why did Germany decide to support and advocate the EU sanctions against Russia during the Ukrainian Crisis in 2014, when they did not promote such a solution in the 2008 during the Russo-Georgian War. My hypothesis is that German foreign policy shifted from the economic interests-oriented approach towards norm-oriented one. I am working with the theory Foreign policy analysis, which studies the management of international relations and state's activities. This theory can be understood as a critique towards dominant structural approach in international relations because it says that foreign policy is determined by the domestic policy. I constructed the German response to the Ukrainian Crisis and the Russo- Georgian War using qualitative discourse analysis. With this method I am analyzing the statements of those actors, who influence German foreign policy.

This bachelor thesis deals with the internal problems of the German political party "The Greens" with the focus on the inner party dispute concerning the combat deployment of the GFR in the Kosovo war. The author chose the method of the one case study taking into consideration the wide context of that problem. In the first two chapters the thesis illustrates the development of the Greens in the political system. It is going to demonstrate how those inner party problems became decisive when anchoring the Greens into the political system. Then, in the third chapter, it makes it concrete on the example of the war in Kosovo during which the army of the FRG participated in the combat deployment within the NATO group. The party was at that time a member of the German government due to which the conflict potential was strengthened. In respect of the escalated situation it had to decide if it was going to support the governmental course and thus it would act in contradiction to its traditional radical pacifism or if it was going to stay on the governmental course in order not to jeopardize the functioning of the party in the government. The bachelor thesis discusses the German development policy in Latin America between years 1990 and 2011. The region is not considered to be a part of German key strategic interests. However, the Federal republic plays a role of a "global donor" and supports the countries of Latin America significantly and carries out major development projects there. The thesis will firstly present the basic political context, describe the mutual relationships between Germany and Latin America and analyse key interests that are the base for the development cooperation. In the following part, the concept of a civilian power will be applied to the German development policy in the region to observe to which amount the character of the cooperation corresponds with the basic attributes of foreign policy of a normative-oriented civilian power as an ideal type. Statements of the executive representatives, government policy papers, statistical data and opinions of the academic sectors undergo the analysis.The aim of this paper is to present the development policy with the monitored region in its complexity and analyse which meanings do the German actors assign to the examined reality.
