Patient scheduling is a difficult task involving stochastic factors, such as the unknown arrival times of patients. Similarly, the scheduling of radiotherapy for cancer treatments needs to handle patients with different urgency levels when allocating resources. High-priority patients may arrive at any time, and there must be resources available to accommodate them. A common solution is to reserve a flat percentage of treatment capacity for emergency patients. However, this solution can result in overdue treatments for urgent patients, a failure to fully exploit treatment capacity, and delayed treatments for low-priority patients. This problem is especially severe in large and crowded hospitals. In this paper, we propose a prediction-based approach for online dynamic radiotherapy scheduling that dynamically adapts the present scheduling decision based on each incoming patient and the current allocation of resources. Our approach is based on a regression model trained to recognize the links between patients' arrival patterns and their ideal waiting time in optimal off-line solutions when all future arrivals are known in advance. When our prediction-based approach is compared with flat-reservation policies, it does a better job of preventing overdue treatments for emergency patients and also maintains comparable waiting times for the other patients. We also demonstrate how our proposed approach supports explainability and interpretability in scheduling decisions using Shapley additive explanation values. Risk prediction models hold great promise to reduce the impact of cancer in society through advanced warning of risk and improved preventative modalities. These models are evolving and becoming more complex, increasingly integrating genetic screening data and polygenic risk scores as well as calculating risk for multiple types of a disease. However, unclear regulatory compliance requirements applicable to these models raise significant legal uncertainty and new questions about the regulation of medical devices. This paper aims to address these novel regulatory questions by presenting an initial assessment of the legal status likely applicable to risk prediction models in Canada, using the CanRisk tool for breast and ovarian cancer as an exemplar. Legal analysis is supplemented with qualitative perspectives from expert stakeholders regarding the accessibility and compliance challenges of the Canadian regulatory framework. While the paper focuses on the Canadian context, it also refers to European and U.S. regulations in this domain to contrast them. Legal analysis and stakeholder perspectives highlight the need to clarify and update the Canadian regulatory framework for Software as a Medical Device as it applies to risk prediction models. Findings demonstrate how normative guidance perceived as convoluted, contradictory or overly burdensome can discourage innovation, compliance, and ultimately, implementation. This contribution aims to initiate discussion about a more optimal legal framework for risk prediction models as they continue to evolve and are increasingly integrated into landscape for public health. Purpose: Due to ongoing inequities in the social determinants of health and systemic barriers, homelessness continues to be a significant concern that disproportionately impacts racialized communities. Despite constituting a small proportion of the population, Black individuals are over-represented among people experiencing homelessness in many Canadian cities. However, although Black homelessness in Canada is a pressing issue, it has received limited attention in the academic literature. The purpose of this paper is to examine the reported prevalence of Black homelessness across Canada. Design/methodology/approach: By consulting enumerations from 61 designated communities that participated in the 2018 Nationally Coordinated Point-in-Time Count and two regional repositories – one for homeless counts supported by the government of British Columbia and another from the Rural Development Network – this paper reports on the scale and scope of Black homelessness across Canada. Findings: Significantly, these reports demonstrate that Black people are over-represented among those experiencing homelessness compared to local and national populations. These enumerations also demonstrate significant gaps in the reporting of Black homelessness and inadequate nuance in data collection methods, which limit the ability of respondents to describe their identity beyond "Black." Originality/value: This research provides an unprecedented examination of Black homelessness across Canada and concludes with recommendations to expand knowledge on this important and under-researched issue, provide suggestions for future iterations of homeless enumerations and facilitate the development of inclusive housing policy. Background: Discourse analysis has recently received much attention in the aphasia literature. Even if post‐stroke language recovery occurs throughout the longitudinal continuum of recovery, very few studies have documented discourse changes from the hyperacute to the chronic phases of recovery. Aims: To document a multilevel analysis of discourse changes from the hyperacute phase to the chronic phase of post‐stroke recovery using a series of single cases study designs. Methods & Procedures: Four people with mild to moderate post‐stroke aphasia underwent four assessments (hyperacute: 0–24 h; acute: 24–72 h; subacute: 7–14 days; and chronic: 6–12 months post‐onset). Three discourse tasks were performed at each time point: a picture description, a personal narrative and a story retelling. Multilevel changes in terms of macro‐ and microstructural aspects were analysed. The results of each discourse task were combined for each time point. Individual effect sizes were computed to evaluate the relative strength of changes in an early and a late recovery time frame. Outcomes & Results: Macrostructural results revealed improvements throughout the recovery continuum in terms of coherence and thematic efficiency. Also, the microstructural results demonstrated linguistic output improvement for three out of four participants. Namely, lexical diversity and the number of correct information units/min showed a greater gain in the early compared with the late recovery phase. Conclusions & Implications: This study highlights the importance of investigating all discourse processing levels as the longitudinal changes in discourse operate differently at each phase of recovery. Overall results support future longitudinal discourse investigation in people with post‐stroke aphasia. What This Paper Adds: What is already known on the subject: Multi‐level discourse analysis allows for in‐depth analysis of underlying discourse processes. To date, very little is known on the longitudinal discourse changes from aphasia onset through to the chronic stage of recovery. This study documents multi‐level discourse features in four people with mild to moderate aphasia in the hyperacute, acute, subacute and chronic stage of post‐stroke aphasia recovery. What this paper adds to existing knowledge: The study found that most discourse variables demonstrated improvement throughout time. Macrostructural variables of coherence and thematic units improved throughout the continuum whereas microstructural variables demonstrated greater gains in the early compared to the late period of recovery. What are the potential or actual clinical implications of this work?: This study suggests that multilevel discourse analysis will allow a better understanding of post‐stroke aphasia recovery, although more research is needed to determine the clinical utility of these findings. How aggregators reconcile repositories' user-supplied subject keywords is a growing challenge in the metadata profession. While aggregators allow users to search across multiple databases to find information, the search capability is only as good as the supplied metadata. This paper is a case study of a project to reconcile harvested metadata keywords within a research data discovery service. The Federated Research Data Repository (FRDR) Discovery Service is a national, bilingual platform for discovering Canadian research data that harvests metadata from over 90 repositories. This paper outlines the work of a cross-Canada, volunteer group of experts who attempted to develop a semi-automated workflow to map the FRDR subject keywords to Faceted Application of Subject Terminology (FAST) to improve discoverability. The authors, who were members of the working group, discuss why the project failed, the problems encountered, and their thoughts on the future of automated metadata reconciliation. COVID‐19 has had deep impacts on a wide range of vulnerable communities in Canada. Migrant agricultural workers in the southwestern region of Ontario were particularly impacted. Fearing the threat of the 'racialized foreign other', the Canadian state produced myriad securitization responses with heightened surveillance. This paper will examine both state and non‐state forms of securitization and the response from both workers and activists such as the advocacy group Justicia for Migrant Workers (J4MW). While there has been ample discussion of how vulnerable migrant agricultural workers were affected during the pandemic, there has been less attention paid to how state policies have heightened and targeted specific groups such as migrant agricultural workers through modes of securitization. Central to this was to ensure that labour needs would be met to ensure the viability of Canada's multi‐billion agricultural industry. The paper describes load and resistance factor design (LRFD) calibration for the resistance factor used in the Stiffness Method internal stability soil failure limit state for geogrid mechanically stabilized earth (MSE) walls. The Stiffness Method was recently adopted in the current American Association of State Highway and Transportation Officials LRFD Bridge Design Specifications in the US, and will appear in the next edition of the Canadian Highway Bridge Design Code. The paper describes the details of the calibration of the soil failure limit state which is unique to the Stiffness Method. Calibration outcomes include consideration of the concept of level of understanding in the selection of nominal load and resistance values which is unique to LRFD foundation engineering practice in Canada. A practical conclusion from these calculations is that if product line-specific creep test data are available to estimate the reinforcement secant creep stiffness used for design, then a resistance factor of 1.0 is reasonable for US practice. If only minimum average roll value tensile strength data are available, then a value of 0.95 is recommended for US practice. Recently, convolutional neural networks (CNNs) have been widely used in image denoising, and their performance has been enhanced through residual learning. However, previous research mostly focused on optimizing the network architecture of CNNs, ignoring the limitations of the commonly used residual learning. This paper identifies two of its limitations, which are the neglect of image information and the lack of effective consideration of image self-similarity. To solve these limitations, this paper proposes a compositional denoising network (CDN), which contains two sub-paths, the image information path (IIP) and the noise estimation path (NEP), respectively. IIP is trained via an image-to-image method to extract image information. For NEP, it utilizes image self-similarity from the perspective of training. This similarity-based training method constrains NEP to output similar estimated noise distributions for different image patches with a specific kind of noise. Finally, image information and noise distribution information are comprehensively considered for image denoising. Experimental results indicate that CDN outperforms other CNN-based methods in both synthetic and real-world image denoising, achieving state-of-the-art performance. [ABSTRACT FROM AUTHOR]

Canada has recently emerged as a hotspot in a burgeoning global surrogacy bio‐economy. On the grounds that any commercial trade in reproductive capabilities would result in the exploitation of marginalised women willing to sell their eggs and wombs, Canada's Assisted Human Reproduction Act (AHRA) bans commercial surrogacy, allowing only for altruistic arrangements. Drawing together analysis of the AHRA and related legal, regulatory, and policy documents, feminist political economic theory, and a growing body of critical social scientific scholarship on surrogacy, this paper troubles altruism as a means of insulating surrogacy from market‐based exploitation. It contributes to the extant literature an explicit focus on the law as a key site in the reproduction of the gendered division of labour. Acknowledging the serious concerns that dog commercial markets in reproductive biology, it argues that the legal constitution of gestational work as altruistic is part of a broader juridico‐economic apparatus that has systematically devalued reproductive labour under capitalism. Efforts to insulate surrogacy from the market by legally designating it as a gift freely given facilitate the ongoing appropriation of reproductive labour, which is assigned, once again, to the realm of non‐value. A feminist political‐economic critique of altruism, this paper does not forward an argument in favour of commercialisation. Rather, its aim is to upend the commercial/altruistic binary that has circumscribed so much of the thinking and legislating around surrogacy. This paper explores the role of the law in devaluing reproductive labour under capitalism. This paper explores how different types of reform can be used to progress short-, medium-, and long-term abolitionist goals. I begin by examining liberal reform – or reformist reforms – and how they often end up reifying imprisonment. I juxtapose liberal reform to the proposed abolitionist reform typology, consisting of imaginable, semi-imaginable, and unimaginable reforms. Drawing on the community organizing of the Criminalization and Punishment Education Project (CPEP) – a volunteer-based activist group working in Ottawa, Ontario, Canada – I demonstrate how different types of reforms can be pursued by abolitionists simultaneously: imaginable reforms that reduce the harms and use of carceral spaces and practices; semi-imaginable reforms that work to divert and decarcerate people from custody; and unimaginable reforms that replace oppressive structures with caring and compassionate ones. I also explore the pitfalls, possibilities, and tensions within each approach to reform within revolutionary struggles. Building upon two previously published research papers exploring Canadian media reporting of childhood in the first wave of the pandemic, this paper investigates how constructions of childhood evolved from the first wave to the fourth wave of the pandemic. This qualitative research is guided by the central research question: Over the span of 2 years, from 2020 to 2022, what changes are evident in discourses reported within media focused on the impact of the COVID-19 global pandemic on Canadians under the age of 18 years? Findings from this study suggest that in the fourth wave young people were constructed as innocent victims of pandemic restrictions framed through an adult-centric lens; noticeably absent were representations of young people under the age of 18 in their voices. A key recommendation emerged from this study: any future research investigating the impact of the pandemic on young people under aged 18 years must include their full participation. This paper reviews major structural drivers of place-based health disparities in the context of Canada, an industrialized nation with a strong public health system. Likelihood that the COVID-19 pandemic will facilitate rejuvenation of Canada's northern and remote areas through remote working, advances in online teaching and learning, and the increased use of telemedicine are also examined. Prior to the COVID–19 outbreak, food insecurity was already a serious public health problem in Canada, impacting 12.7 percent of households. In recent years, activists, practitioners and researchers from a range of health–related disciplines, have debated the legitimacy of food banks and other charitable food programs, contending that policy and programs at the federal level must be prioritized to address the underlying root causes of poverty. This paper challenges the discourse that charitable food programs prevent or distract from Canada's social equity goals. Alternatively, this paper argues that programs and initiatives at the local level can emerge to bring short–term stability and self–sufficiency to local communities while also advocating for longer–term structural change. Drawing upon structuration theory and critical ecologies of anti–Black racism, we examine the work of BlackFoodToronto, a food sovereignty initiative, to illustrate the negotiation of power and agency, and how groups and networks react to and reshape confining and enabling structures through collaborative practice. In addressing Canada's food security crisis, this paper offers an alternative perspective of community–based, nonprofit and charitable programs, which in practice, can help inform future food security policy and related health equity and community development strategies. Background: The gender disparity in surgical disciplines, specifically in speakers across North American medical and surgical specialty conferences, has been highlighted in recent literature. Improving gender diversity at society meetings and panels may provide many benefits. Our aim was to determine the state of gender diversity amongst presenters and speakers at the annual Canadian Society of Otolaryngology-Head and Neck Surgery (CSO) meetings. Methods: Scientific programs for the CSO annual meetings from 2008 to 2020 were obtained from the national society website. Participant name, role, gender, location, and subspecialty topic were recorded for all roles other than poster presenter. Gender (male or female) was determined using an online search. The total number of opportunity spots and proportion of women was then calculated. Gender differences were analyzed using chi-square test and logistic regression with odds ratios. Four categories were analyzed: Society Leadership, Invited Speaker Opportunities, Workshop Composition (male-only panels or "manels", female-only panels, or with at least one female speaker), and Oral Paper Presenters (first authors). Results: There were 1874 leadership opportunity spots from 2008 to 2020, of which 18.6% were filled by women. Among elected leadership positions in the society, only 92 unique women filled 738 leadership opportunity spots. 13.2% of workshop chairs, 20.8% of panelists and 22.7% of paper session chairs were female. There was an overall increase in the proportion of leadership positions held by women, from 13.9% of leadership spots in 2008 to 30.1% in 2020. Of the 368 workshops, 61.1% were led by men only, 36.4% by at least 1 female surgeon, and 2.5% by women only. "Manels" have comprised at least 37.5% of workshops each year. Conclusions: The proportion of women in speaking roles at the annual CSO meetings has generally increased over time, particularly among panelists, leading to fewer male-only speaking panels. However, there has been a slower rate of growth in the proportion of unique women in speaker roles. Canada has just enacted legislation to give the broadcast regulator, the Canadian Radiotelevision and Telecommunications Commission (CRTC), authority to regulate online streaming platforms, both domestic and international. This legislation, known as Bill C-11 as it passed through an extensive parliamentary review process, was highly controversial. The bill empowers the CRTC to review and possibly amend the definition of “Canadian content.” It will also require that streaming services contribute financially to the production of Canadian content and will impose “discoverability” requirements on digital streaming platforms (like YouTube, Spotify, Netflix and others) to ensure that Canadian content is promoted. The CRTC will have broad leeway to issue and enforce regulations to achieve these ends. The U.S. high-tech and streaming industry does not like this legislation and has used various tactics to oppose it. Among these are arguments that C-11 violates commitments that Canada made to the United States in the Canada-U.S.-Mexico Agreement (CUSMA), the replacement for NAFTA, and that implementation of C-11 will result in U.S. trade retaliation. This paper analyzes the arguments to this effect put forth by the U.S. tech industry’s trade association, the Computer & Communications Industry Association (CCIA), and refutes them, particularly the argument that Canada will need to invoke CUSMA Article 32.6 (the cultural exception clause) to justify its actions. At the same time, the paper cautions that the CRTC needs to be careful with respect to imposing a requirement on foreign streamers to contribute to Canadian production if at the same time it denies them the ability to acquire and exploit the production they have helped finance when no such limitation is imposed on equivalent Canadian streaming services. Aims and objectives: This review aimed to demonstrate the self‐care behaviours of first‐generation Chinese immigrants with cardiovascular disease in western countries and identify related cultural factors. Background: Self‐care is the cornerstone to mitigate disease symptoms and maintain health status. Chinese immigrants to western countries, operating within a cross‐cultural context, may find self‐care to manage their cardiovascular disease challenging. Design: An integrative review was conducted. Methods: Seven databases were searched Scopus, ProQuest Health & Medicine, Medline (Ovid), Embase (Ovid), AMED (Ovid), PsycINFO and CINAHL, with output limited to peer‐reviewed studies published from 2000 to 2020 in English or Chinese. Initially, 2037 papers were screened. Six papers were retained and critiqued using the Joanna Briggs Institute critical appraisal tools. Deductive and inductive approaches were utilised to analyse the findings. The PRISMA 2020 checklist informed review reportage. Result: In general, Chinese immigrants with cardiovascular disease took an active role in management of their cardiovascular disease, including through diet and activity adaptation and adherence to western medication. Families also played a significant role in disease decision‐making and management. However, language and cultural barriers impeded their access to health information and resources in host countries. Relevance to clinical practice: Understanding self‐care behaviours and associated cultural factors among Chinese immigrants with cardiovascular disease is important to improve nurses' culturally sensitive practices and provide tailored health education interventions to promote self‐care behaviours among immigrant populations. The scarcity of literature on self‐care behaviours among Chinese first‐generation immigrants with cardiovascular disease indicates the need for further research in this area. Compared to research conducted with nondisabled samples, little is known about the relation between mental health and physical activity (PA) in individuals with a spinal cord injury (SCI). Despite this population being more at risk of experiencing anxiety and depression and less likely to engage in PA, few studies have investigated other factors that may impact this association in this population such as anxiety sensitivity (AS). AS is a fear of physiological arousal sensations, and importantly has been shown to be negatively associated with PA in people without disabilities. It is unknown if the changes to how one experiences physiological sensations after a SCI impacts the relation between AS and PA. Objective: This study investigated which forms of PA are predicted by anxiety and depression and whether AS is predictive of PA in this population. Research Method: 98 participants with a SCI (both paraplegia and tetraplegia) completed an online questionnaire that had measures of PA, AS, and anxiety and depression. Results: It was found that symptoms of anxiety were significantly associated with mild-intensity PA. Interestingly AS was positively associated with moderate-intensity PA. Conclusions: The results of this study show that the relation between mental health and PA in this sample may not mirror what has been found in people without disabilities. More research is needed to replicate these findings as well as to investigate other potential mechanisms that may be relevant for people with a SCI. Impact and Implications: The results of this paper provide important insights into the association between physical activity and mental health for people with a spinal cord injury (SCI). This paper was inspired by the incomplete story of Englishwoman Isabel 'Jack' May (1875–1970), a media sensation from 1905 to 1912 because she was a 'lady farmer', wore 'male attire' and adopted the name 'Jack'. Already well-known in England, May's celebrity was enhanced when she purchased land in Alberta, Canada in 1911, where she farmed with a female companion. In late 1912 however, May sailed to England, never to return, and disappeared from public view. In Sarah Carter's 2016 book Imperial Plots, May's fate was a mystery, but Carter surmised May did not feel welcome in the Canadian West where gender transgressors were shunned. The authors, inspired by Laite's 'small history in a digital age' methodological approach, discovered a deeper, richer and more complex life history. This paper reconstructs May's life and analyses the intense media scrutiny which positioned her as an aberration against traditional femininity to understand more about the lives of other non-conforming women of this period. While we argue that May was not transgender, rather living openly as a cross-dressing woman, her self-identification as 'farmer' and decision to spend her adult life with same-sex companions, offers an alternative view of trans and queer 'spaces of possibility'. Indigenous-led impact assessment (ILIA) is a project review process designed and conducted with meaningful input and an adequate degree of control by Indigenous peoples. Using a case-based approach, this paper examines ILIAs conducted in Canada. The research – tools for ILIA – provides examples of options for the design and implementation of ILIA processes which have been utilized by Indigenous Nations while making their own determinations regarding if and how development should occur according to their unique locations, histories, natural resource issues, and governance. We have identified five tools: framework agreements; customized review panels; land use and consultation policy; impact and benefit agreements; and land use planning. Each tool is described along with a case study example of how the tool was applied within ILIA. Although our work focuses on Canada, the examples and tools can be valuable for Indigenous peoples and EIA practitioners in jurisdictions elsewhere who are looking to understand how ILIA might be operationalized to reflect their settings, values, and priorities. The results are helpful to Indigenous governments and groups looking to develop their own approaches to assessment, and for understanding the relative strengths and experiences of options they may consider or adapt for their own needs. There exist ongoing calls among social work scholars and practitioners to cultivate applied knowledge of critical and emancipatory practice. In this paper, I explore the utility of text-based vignettes as instruments that can be used to elicit insight from marginalized service users on critical social work practice. To do this work, I draw on data from interviews with 20 transgender and gender diverse (TGD) social service users, along with 10 social workers, whose responses to a text-based vignette were originally used to build an understanding of the constituents of equitable social work practice with TGD people. Incorporating critical pragmatism as a conceptual framework and constructivist grounded theory as a methodological orientation, I analyze data from this study as an exemplar that substantiates the promise of using text-based vignettes in qualitative social work research to generate knowledge of critical social work practice. Specifically, I demonstrate how text-based vignettes in this study (1) contextualized the meaning, significance, and impact of oppression for service users, (2) built insight on practice that reflects solidarity and allyship, and (3) identified opportunities for social workers' reflexive use of professional power to effect change. Accounting for the tensions between empiricism and critical praxis in social work, I consider the promise of incorporating text-based vignettes to develop empirical social work literature that is rooted in the voices of marginalized service users. From November 2015 to October 2020, Canada had welcomed 44,620 Syrian refugees to more than 350 communities across the country. In 2019, it further surpassed the United States and Australia in the number of refugees settled. Lacking the necessary language skills for living and working in a new country is one of the most critical barriers refugees face. This paper aims to inform language-teaching professionals about pertinent linguistic and nonlinguistic issues as well as pedagogical implications associated with supporting adult Syrian refugee learners, drawing both on the literature more broadly and on the author's research in the Canadian context. Serious games (i.e., digital games designed for educational purposes) can foster positive learning attitudes and are increasingly used as educational tools. Foodbot Factory is a serious game application (app) that helps children learn about healthy eating based on Canada's Food Guide principles and has demonstrated to increase nutrition knowledge among this group. This paper describes the process followed to expand Foodbot Factory's educational content and integrate immersive technologies and innovative features into the app. The revision process, which was guided by the Obesity-Related Behavioral Intervention Trials model, included the following phases: first, an interdisciplinary team of nutrition scientists, education experts, and computer scientists analyzed data from the original pilot study, recently published literature, and feedback from stakeholders to define areas to improve Foodbot Factory. The five original Foodbot Factory modules were evaluated by the team during weekly meetings, where the educational content, interactive features, and other elements that required updates (e.g., aesthetics and accessibility) were identified. Second, prototypes were created and refined until a final version of Foodbot Factory was approved. Nineteen children tested the updated Foodbot Factory and found it "easy to use" (89%) and "fun" (95%). The new version of Foodbot Factory contains 19 learning objectives, including 13 original and six new objectives. Interactive engagement features in the updated Foodbot Factory included augmented reality incorporated into two learning modules; new mini-games were created, including a memory game; an overhaul of the aesthetics; (e.g., new food images); and accessibility features were included to support users with cognitive and vision disabilities. Background: In many countries, sexually active gay, bisexual and other men who have sex with men (gbMSM) continue to be screened based on their sex or gender and the sex or gender of their sexual partner. However, there is growing support that screening based on specific sexual behaviors that pose risk of transfusion transmissible infection is a better approach to donor screening. Study Design and Methods: This paper reports results from Phase 1 (qualitative) of a mixed‐methods study on Canadian blood and plasma donors' views on expanding eligibility for gbMSM by changing to sexual behavior‐based screening. Semistructured interview data with 40 donors (whole blood = 20, plasma = 20; male = 21, female = 18, nonbinary = 1; mean age = 46.2; 10% participation rate) in Canada were analyzed using a thematic approach. Results: All participants, except one, supported the change as they anticipated that at least one of three outcomes would be achieved: increasing blood supply, enhancing equity, and improving or maintaining the safety of blood supply. One donor who was more skeptical of the change questioned the scientific evidence for the change and indicated mistrust of state institutions. The discussion considers implications for blood operators' communication strategies that can be used to reduce donor discomfort with the changes to donor screening. Conclusion: In a nonrandom, purposive sample of 40 Canadian blood and plasma donors, most participants held favorable views regarding expanding the eligibility of gbMSM donors based on sexual risk behavior. Summary: Drawing on historical constructions of Indigenous peoples, this paper analyses the continued impact of settler discourses of Indigenous families, parenting, and children on child welfare policy in Canada today. Findings: In this work, two provincial children's Advocate reports on the deaths of Indigenous children in care, Tina Fontaine and Alex Gervais, are critically assessed in order to explore the processes through which these colonial constructions operate to create adverse outcomes for Indigenous people. Through this analysis, a number of contemporary colonial narratives are made visible, including the belief that Indigenous parents are inherently incapable of caring for their children, and the gendered construction of Indigenous men and boys as criminal and deviant and Indigenous girls as sexually exploitable. Application: These findings suggest that greater critical reflection is needed when working with Indigenous peoples, including greater awareness of the ongoing impact of settler colonialism and the necessity of engaging in anti-colonial work. Background: Low‐Risk Alcohol Drinking Guidelines (LRDGs) aim to reduce the harms caused by alcohol. However, considerable discrepancies exist in the 'low‐risk' thresholds employed by different countries. Argument/analysis: Drawing upon Canada's LRDGs update process, the current paper offers the following propositions for debate regarding the establishment of 'low‐risk' thresholds in national guidelines: (1) as an indicator of health loss, years of life lost (YLL) has several advantages that could make it more suitable for setting guidelines than deaths, premature deaths or disability adjusted years of life (DALYs) lost. (2) Presenting age‐specific guidelines may not be the most appropriate way of providing LRDGs. (3) Given past overemphasis on the so‐called protective effects of alcohol on health, presenting cause‐specific guidelines may not be appropriate compared with a 'whole health' effect derived from a weighted composite risk function comprising conditions that are causally related to alcohol consumption. (4) To help people reduce their alcohol use, presenting different risk zones associated with alcohol consumption instead of a single low risk threshold may be advantageous. Conclusions: National LRDGs should be based on years of life lost and should be neither age‐specific nor cause‐specific. We recommend using risk zones rather than a single drinking threshold to help people assess their own risk and encourage the adoption of behaviours with positive health impacts across the alcohol use spectrum. In the health professions, altruism is a foundational value upon which professional privilege is built. This imperative towards self-sacrifice for the benefit of others is a key component of what it means to be professional. This paper explores how altruism operates as a coded mechanism of exclusion and oppression for disabled health professionals. Analysis is based on interviews with fifteen Canadian disabled healthcare professionals in medicine, nursing, occupational therapy, and social work about their experiences of inclusion and exclusion. Themes including the disproportionate sacrifice of time, resources, and income emerged, as did the need to manage political disclosure, often embodying the role of the 'super-crip' with patients/clients and colleagues so as to maintain others' faith in their professional competence and their professional privilege. Further discussion includes questions of how to 'crip' altruism as a professional value and the role of altruism as an ableist force within the health professions. Altruism, the idea of helping others even at cost to oneself, is an important value for health professionals. Disabled health professionals sacrifice more than non-disabled healthcare professionals to meet this obligation. Disabled healthcare professionals may work without accommodations, putting in extra time and effort to prove their altruism. Climate change has facilitated the introduction, establishment, and movement of invasive species in northern regions, enabling the colonization of previously unsuitable areas. While the responses of insects to these changes have been increasingly studied, our understanding of how such alterations impact trophic interactions still requires further research to make reliable predictions about the spread of diseases in a warming world. Phytoplasmas, a group of obligate parasitic unculturable Mollicutes, primarily rely on leafhoppers (Hemiptera: Cicadellidae) for transmission, spread, and survival. Phytoplasmas are associated with over 600 diseases affecting more than 1,000 plant species, including berries, grapevines, and other small fruits. In North America, diseases such as grapevine yellows, blueberry stunt, and strawberry green petal diseases have been linked to phytoplasma strains transmitted by known leafhopper species. However, the number of phytoplasma diseases has significantly increased in North America over the past decade, suggesting the presence of unidentified vectors or an abundance of leafhopper vectors. This short review provides an overview of the current knowledge on leafhoppers as vectors of phytoplasmas to berries, focusing on the last decade's research in Canada. This paper also explores the potential implications of climate change on this pathosystem, including the anticipated range expansion of leafhopper species, changes in phytoplasma acquisition and transmission, and the risk of new leafhopper-transmitted plant-pathogen introductions through the arrival of new leafhopper species. Purpose: Oil price shocks greatly impact the global economy, but the effects vary among countries. While higher oil prices benefit oil-exporting countries, they harm the economic performance of oil-importing nations, and vice versa for lower oil prices. However, economic relations, such as trade, can mitigate the impacts of oil price shocks on both groups. In this paper, the authors aim at estimating the effects of oil price shocks on the major net oil-exporting and net oil-importing countries while accounting for international trade. Design/methodology/approach: The authors derive a reduced form of a macro model and set up a Panel VAR model to estimate the direct and indirect impacts of oil price shocks on economic growth. The sample includes data on macroeconomic variables from 30 oil-exporting and oil-importing countries that comprise more than 73 percent of the world's economy. The authors construct the spillover variables using bilateral trade matrix. To control for institutional and structural variations across the countries, they are divided into four groups of developed and developing oil-exporting and oil-importing countries. Findings: The results reveal that all oil-exporting countries have significantly benefited from oil price shocks, although trade has dampened the effect. The positive growth effect has been more pronounced in oil-exporting developing countries. The impact of oil price shocks on oil-importing countries has been negative with a one-year delay, but not statistically significant, and trade has only had a small effect. The effect has been more substantial in oil-importing developing countries. Research limitations/implications: One of the limitations of this study is the focus on trade as the main spillover channel. Given the data availability, other channels such as foreign investment and financial markets can also be included in future studies. Practical implications: Removing trade restrictions would help both oil-exporting and oil-importing countries to mitigate the negative impacts of the oil price shocks. However, the asymmetric oil-macroeconomy relationship across oil-exporting and oil-importing countries puts oil-exporting countries in a more vulnerable position as they cannot rely on trade with oil-importing countries to reduce the negative impacts of lower oil prices on their growth. Therefore, it is crucial for oil-exporting countries to reassess their oil-dependent development plans and invest their oil revenues in non-oil sectors to diversity their economies and prepare for a future with reduced dependence on oil. Social implications: The recent technological advances, structural changes, and increasing energy efficiency suggest that major oil-importing countries will become less dependent on oil in near future. As a result, oil-exporting countries will also need to undergo structural changes in order to sustain their income level. These significant changes will have important social implications, particularly in the labor market, during the transition, for which preparation will be necessary. Originality/value: While the literature on the total impact of oil price shocks on either oil-exporting or oil-importing countries is rich, studies on their spillover impacts are limited. Recent research has shown that trade and migration can affect the impact of oil price shock on the economy in federated countries such as Canada. However, the trade effect on oil price shocks in the international level, where countries are subject to different regulations/restrictions and institutional variations, remains scarce. By considering the trade relationship between different groups of oil-exporting and oil-importing countries, the authors aim to contribute to the literature of the global impacts of oil price shocks on the world economy. International student migration (ISM) is one of the fastest growing categories of migrants in Canada. Drawing on the narratives of 30 international students at a Canadian university, this paper investigates international students' decisions to study overseas and the roles of social networks in shaping mobility. We find that international students negotiate information while embedded in multiple social networks consisting of family, friends, ethnocultural and religious communities, and professional relations in origin and settlement countries. These social networks exceed typical knowledge and connection functions; they act as informal migration agents, providing transnational care and guidance, and 'do' family in ways that shape mobility decisions and settlement. The information provided through these networks, however, can be inaccurate or incomplete, requiring the strategic mobilization of new networks to support migration. We conclude that international student mobility relies on building transnational networks to support knowledge transfer, provide care and offer tangible supports. Furthermore, we argue that these fluctuating local and transnational social networks should be more fully recognized in the theorizing of ISM and in strategies implemented for supporting international students. The package PbIso is a free and open R toolbox for commonly used calculations and plots of Pb–Pb isotope data and for generating Pb evolution models. In this paper, we review Pb isotope systematics and the calculations that are commonly used, such as model age, model source μ (238U/204Pb), time-integrated κ (232Th/238U), and initial Pb isotope ratios. These equations are implemented into R functions in the package PbIso. In addition, functions are provided for generating Pb evolution models, paleoisochrons, and isochrons. This allows users to apply calculations to their data in a straightforward way while providing transparency and flexibility of the calculations used. We have implemented some basic features of the PbIso package into an online shiny R application (see https://shereearmistead.github.io/software/pbiso), which makes it easy for users without any R experience to use these calculations with their own data and to generate plots. The adoption of the Global Compacts on Migration and Refugees in 2018 marked a turning point in international migration governance. According to objective 13 of the Global Compact for Migration, States Parties have committed to use immigration detention as a measure of last resort and work towards alternatives. As for the Global Compact on Refugees, States Parties and relevant stakeholders also pledged to contribute to the development of non-custodial and community-based alternatives to detention, particularly with respect to children. Five years later, the enhancement of human rights protection for migrants, refugees, and asylum seekers within national territories remains a challenge. We argue that two states of the Global North – Canada and France – are actually using the Global Compacts to push forward their own agenda on the international scene, as a tool to influence other states. Even if Canada and France have engaged in multilateral discussions on the regulation of migration and the protection of refugees through soft law instruments, we find that national practices have not been altered since 2018. As such, this paper will demonstrate that the implementation of the Global Compacts is, in fact, used to advance foreign national policy for both states. [ABSTRACT FROM AUTHOR]

The benefits of employment in resource extraction figure prominently in state rationales for resource extraction. However, in Canada, the site of study, while the worker is a key figure in rationales for extraction, this same worker disappears in state attention to extractive/mine closure. The paper's focus on Indigenous mining labour is driven by a community–university research partnership with Dene communities in the Northwest Territories facing forthcoming closure of diamond mines on their land. Approaching mine closure as a juncture that can both reproduce or resist the settler extractive economy, we argue that the Canadian state responses to the labour implications of mine closure, and its lack of coherence, express the settler‐colonial tension between the reproduction of the (Canadian) settler state and its requisite labour force, and the social reproduction of Indigenous communities. Family members are essential contributors to the quality of life (QoL) of persons living in residential long-term care (RLTC). This paper analyzes how the system enables or inhibits family involvement with residents in RLTC. Our analysis of 21 policies that regulate long-term care in four Canadian Provinces reveal differences in their portrayal of residents' families. Family roles are characterized procedurally (task-oriented) or relationally (interactive). Operational standards linked to licensing of RLTC homes employ more formal terminology, while RLTC program guidelines, use facilitative language to engage families and build relationships. Examples of orientation procedures, care protocols, living at risk, and end-of-life care reveal inter-provincial variations. We argue that there are opportunities to further engage families within the current regulatory framework and improve their continued contributions in the post-pandemic era. [ABSTRACT FROM AUTHOR]

The COVID-19 pandemic has significantly impacted families across Canada; however, rural low-income mothers and their families have experienced significant challenges due to historical and current social, economic, cultural, and health inequities. These inequities complicated mothers' ability to navigate the pandemic. This paper is based on a study that used a grounded theory framework to explore the implications of the COVID-19 pandemic on rural, low-income mothers in Nova Scotia, Canada, while supporting their families' wellbeing during the pandemic. Through 29 interviews with rural low-income mothers, and three focus groups with community organizations serving these mothers, this study found that mothers and their families were deeply impacted by the first and second waves of the COVID-19 pandemic. Factors such as inadequate internet and internet access, limited and unaffordable transportation options, food insecurity, social isolation, and mental health challenges emerged from these interviews. Three focus groups with service providers to low-income rural mothers also informed the final results. The inequities faced by rural mothers created additional barriers to accessing services and resources to support their families' wellbeing during the pandemic. The results of the study connect to the importance of addressing inequities through a holistic social determinants of heath model. As a result, the findings of this study have implications on the actions of service providers, policymakers, and researchers, as little has been written about this demographic in relation to social determinants of health and in the context of the COVID-19 pandemic. Direct air capture of carbon dioxide (CO 2) is technically a feasible solution for reducing atmospheric CO 2 concentrations at scale, building on decades of global research. However, powering such systems even partially with CO 2 -intensive fossil fuels results in more CO 2 emissions. This paper presents a novel energy management strategy (EMS) to further explore modular offshore wind energy off Canada's West Coast via power-to-direct air capture and power-to-gas systems. The system architecture includes a 15 MW wind turbine paired with a hydrogen energy storage system, i.e. hydrogen production and storage, and direct air capture (DAC) units. Hydrogen production from wind generation is stored and used to offer two key benefits: to deliver the thermal loads of the DAC system, and to meet hydrogen demand for external consumers. The proposed EMS offers an extra degree of freedom to operate the designed system by setting the priority either to maximize the amount of CO 2 capture or to maximize the amount of H 2 production for external consumers. In particular, the study incorporates dynamic mathematical modeling and constraints formulation for the aforementioned scenarios; DAC priority for CO 2 capture and H 2 for external hydrogen demand satisfaction. Many road agencies worldwide still use the empirical AASHTO 1993 pavement design method. Since the release of the AASHTO 1993 design guide, many aspects of pavement design have changed, including asphalt material properties, traffic, environmental factors, etc. However, many agencies use a single layer coefficient for asphalt mixtures and pavements are currently designed with inaccurate values, as proved by many. This paper presents a four-step procedure (called AASHTO 93 Plus method) to determine structural layer coefficients of asphalt mixtures. The AASHTO 93 Plus method considers viscoelasticity and temperature-dependency of asphalt mixtures to estimate the layer coefficient. Five-hundred-eighteen (518) flexible pavements from USA and Canada roads and 1599 HMAs from the Long-Term Pavement Performance (LTPP) database were analyzed. The results showed that the new material-specific layer coefficients were well above the typical value of 0.44. The total number of 3,726 IRI data records of these 518 pavements were converted to PSI and then compared to those obtained from the traditional AASHTO 93 and AASHTO 93 Plus methods for validation. Results confirmed that the conventional AASHTO 93 method predicts faster deterioration of pavement conditions over time, while the results of AASHTO 93 Plus method better aligned with the field data. The COVID-19 pandemic disproportionately affected those who face historical and ongoing marginalization. In centering pandemic experience of recent immigrant women in the accommodation and food services sector in Canada, we examine how their precarious work translated to experiences of work precarity and wellbeing. This paper illuminates how pre-existing and ongoing marginalization are reproduced during a health crisis for those at the intersection of gender, race, migration, and labour inequities. Using semi-structured interviews and systematic analysis using the Work Precarity Framework, we found that the pandemic exacerbated pre-existing socio-economic marginalization and resulted in unique experiences of work precarity. The latter was experienced as precarity of work (unpredictable work hours and job or employment insecurity), precarity from work (inadequate incomes), and precarity at work (physical, psychological, and relational unsafety). Work precarity stood out as a social determinant of health in relation to its outcome of degraded mental health and wellbeing. Recognizing the role of policies in producing, reproducing, and distributing precarity, we recommend policy directions to reduce social inequities in pandemic recovery. [ABSTRACT FROM AUTHOR]

Opened to traffic on 1 July 2019, the new Samuel De Champlain Bridge represents one of the largest infrastructure projects in North America. The rapidly deteriorating condition of the original Champlain Bridge in Montréal led the Government of Canada to accelerate its replacement and ultimately awarded a contract to the Signature on the Saint Lawrence Group, in 2015, to deliver a new replacement crossing. The project was fast-tracked, with a schedule of only 48 months from design to bridge opening. Due to its geographical location, this lifeline structure faces unique hazards including extreme cold temperatures, ice abrasion, de-icing salt attacks, wind, vessel collision, scour and seismic, while meeting its design life of 125 years. Sustainability and durability are also important project requirements. The 3.4 km long bridge is comprised of three independent structures: the 529 m long, asymmetric cable-stayed bridge (which features a single 169 m high tower), the 762 m long east approach and the 2044 m long west approach. The owner used a public–private partnership procurement model and the project was delivered using the design–build delivery method. An overview of this Can$2.4 billion mega project is provided in this paper, and the design and build solutions to overcome the suite of technical and schedule challenges are discussed. This study examines through a systematic review, the reference services rendered in academic libraries using artificial intelligence (AI) and by collecting data through environmental scanning. The objective of this systematic literature review is to provide a synthesis of empirical studies exploring the application of artificial intelligence for reference services in academic libraries. Data were collected from Web of Science, Scopus, and LISA databases. Following the rigorous/established selection process, a total of thirty five articles were finally selected, reviewed and analyzed. Thirty five papers were identified, analyzed and summarized on the subject relating to the application of AI and the methods which are most often used. The findings demonstrate that university libraries in Canada and China are leading in the deployment of AI for reference services. The AI techniques used mostly in the scanned university libraries are self-directed learning and natural language processing techniques; while the challenges of using AI for reference services are the problem of quality intelligence, linguistic style, privacy, a threat to intellectual freedom, bias, and cost; inadequate experts, poor network, poor training and lack of innovation, and limited knowledge about the technology. The American eel (Anguilla rostrata) has long been regarded as a panmictic fish and has been confirmed as such in the northern part of its range. In this paper, we tested for the first time whether panmixia extends to the tropical range of the species. To do so, we first assembled a reference genome (975 Mbp, 19 chromosomes) combining long (PacBio and Nanopore and short (Illumina paired‐end) reads technologies to support both this study and future research. To test for population structure, we estimated genotype likelihoods from low‐coverage whole‐genome sequencing of 460 American eels, collected at 21 sampling sites (in seven geographic regions) ranging from Canada to Trinidad and Tobago. We estimated genetic distance between regions, performed ADMIXTURE‐like clustering analysis and multivariate analysis, and found no evidence of population structure, thus confirming that panmixia extends to the tropical range of the species. In addition, two genomic regions with putative inversions were observed, both geographically widespread and present at similar frequencies in all regions. We discuss the implications of lack of genetic population structure for the species. Our results are key for the future genomic research in the American eel and the implementation of conservation measures throughout its geographic range. Purpose: This research examines the implementation of the Icelandic Prevention Model (IPM) in Canada to identify opportunities revealed by the COVID-19 pandemic to re-design our social eco-system to promote wellbeing. This paper has two objectives: 1) to provide a conceptual review of research that applies the bioecological model to youth substance use prevention with a focus on the concepts of time and physical space use and 2) to describe a case study that examines the implementation of the IPM in Canada within the context of the COVID-19 pandemic. Method: Study data were collected through semistructured qualitative interviews with key stakeholders involved in implementing the IPM. Results: Findings are organized within three over-arching themes derived from a thematic analysis: 1) Issues that influence time and space use patterns and youth substance use, 2) Family and community cohesion and influences on developmental context and time use and 3) Opportunities presented by the pandemic that can promote youth wellbeing. Conclusion: We apply the findings to research on the IPM as well as the pandemic to examine opportunities that may support primary prevention and overall youth wellbeing. This paper utilizes a conceptual analysis and targeted literature review to explore public administrative collaboration models in the context of Canadian fire department interagency relationships. It proposes that effective emergency planning and response links are formed and maintained by the use of thoughtful and tailored communication. Numerous working examples of stakeholder relationships for fire departments are explored including other first responding organizations, various government levels, non-governmental organizations (NGOs), media and the public — including special considerations for specific subsets of the population. Operational recommendations are made based on the review of numerous public management and administration research for the creation of effective interagency relationships. Rates of mental health problems and disorders in children and youth have been increasing for at least three decades, and these have escalated due to the pandemic and multiple other societal stressors. It is increasingly recognized that students and families frequently struggle to receive needed care through traditional locations such as specialty mental health centers. Upstream mental health promotion and prevention strategies are gaining support as a public health approach to supporting overall population well-being, better utilizing a limited specialty workforce, and reducing illness. Based on these recognitions, there has been a progressive and escalating movement toward the delivery of mental health support to children and youth "where they are," with a prominent and more ecologically valid environment being schools. This paper will provide a brief review of the escalating mental health needs of children and youth, advantages of school mental health (SMH) programs in better meeting these needs, example model SMH programs from the United States and Canada, and national and international SMH centers/networks. Researchers, community organizations, and Inuit leaders increasingly question the suitability of methods to assess the prevalence of food insecurity in Inuit Nunangat (the Inuit homeland in Canada). Particularly contentious is the US Department of Agriculture's (USDA) Household Food Security Survey Module (HFSSM). The HFSSM is applied in modified form as part of Health Canada's nationwide Canadian Community Health (CCHS) and Aboriginal Peoples Surveys. The 18-question HFSSM is the primary survey tool used by the Government of Canada to assess food security prevalence. Yet the HFSSM asks only about the affordability of store-bought foods (also termed "market foods" elsewhere in the literature) when collecting data to designate food security status. This is despite communities in Inuit Nunangat having complex dual or mixed food systems, that is, they rely on foods harvested from ancestral lands (country foods) in combination with store-bought foods to sustain mixed cash-subsistence economies and diets. Sourcing country foods requires money for the purchase of equipment and machinery. However, country foods also have numerous access and availability criteria dictated by non-financial factors. In this paper, we explore the problem of the monetary bias (the focus on an individual or household's ability to purchase foods) in the HFSSM and discuss the knock-on effects of using monetary metrics as the sole means of measuring and monitoring food security in dual food environments. We contend that relying on monetary access as a measure presents an incomplete picture of the reality of food insecurity in Inuit Nunangat. Presently, there is little consideration of the nuance of social norms and cultural values that govern dual food systems or the importance of less tangible, non-financial factors that might affect food access (e.g., knowledge of where and how to harvest and of machine maintenance, suitable environmental conditions for travel, conducive harvest regulations, social relationships, ecological stability). Ultimately, this contributes to restricted policy-level understandings of what it means to ensure stable, culturally adequate, and just food systems, and limits self-determination in northern food environments. As our understanding of the process of resilience has become more culturally and contextually grounded, researchers have had to seek innovative ways to account for the complex, reciprocal relationship between the many systems that influence young people's capacity to thrive. This paper briefly traces the history of a more contextualized understanding of resilience and then reviews a social–ecological model to explain multisystemic resilience. A case study is then used to show how a multisystemic understanding of resilience can influence the design and implementation of resilience research. The Resilient Youth in Stressed Environments study is a longitudinal mixed methods investigation of adolescents and emerging adults in communities that depend on oil and gas industries in Canada and South Africa. These communities routinely experience stress at individual, family, and institutional levels from macroeconomic factors related to boom-and-bust economic cycles. Building on the project's methods and findings, we discuss how to create better studies of resilience which are able to capture both emic and etic accounts of positive developmental processes in ways that avoid the tendency to homogenize children's experience. Introduction: There is evidence to support migration as a significant risk factor for psychiatric disorders in immigrants. Unfortunately, as an immigrant group, little is known about the mental health of Afro‐Caribbean immigrants and the factors that threaten their mental health. Aim: To explore the perceived effects of migration on the mental health of Afro‐Caribbean immigrants. Methods: A qualitative narrative synthesis was employed to interpretively integrate 13 primary qualitative research findings. Eleven of the primary studies were conducted in the U.K., one in the U.S. and one in Canada. Results: The themes gleaned: (1) experiences of racism, (2) generational conflicts, (3) feelings of powerlessness, (4) limited socioeconomic resources, (5) unfulfilled expectations, (6) fragmented family and community and (7) ignoring cultural/ethnic identity. Discussion: The findings broadened the understanding and experiences of Afro‐Caribbean immigrants and their mental health vulnerabilities as they navigate through migration and acculturation. Implications for Practice: Addressing the mental health of Afro‐Caribbeans will require health care providers to: (1) be cognizant of their immigrant status; (2) understand how migration and acculturation influence the mental health of immigrants; (3) be aware of the ethnocultural differences among Black subgroups. Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre‐existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts. Key messages: In 2018, Canada's federal government implemented the Supercluster policy. Five regionally focussed clusters were selected for support for business‐led innovation initiatives.Superclusters were presented as a means both to develop regional economies and to enhance Canada's global innovation impact, in a manner similar to Europe's smart specialization.Despite the initial regional dimension, Superclusters are geared towards national, not regional, objectives and do not focus upon regional development processes. Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid‐sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid‐sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid‐sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system. Since the shift to legalizing recreational cannabis use in Canada in 2018, there has been increased attention on the consequences of cannabis use on women's reproductive and maternal health, with particular attention to the impact of cannabis in utero and through breastfeeding. This has resulted in an intense focus on the behaviors of individuals who consume cannabis during the perinatal period, which raises questions about the impact this has on women and mothers who have historically been under the surveillance of the Canadian public health, health and social care, and legal systems. Grounded in an intersectional feminist framework that acknowledges how race, ability, class, and other social positions impact and differentiate women's experience, this paper presents findings emerging from a participatory arts-based research approach called Photovoice with 23 mothers living throughout Canada. All participants consumed cannabis during pregnancy and breastfeeding and illustrated through photographs and individual and group discussion how their experiences of intersectional stigma and surveillance by health and social care providers resulted in barriers to accessing cannabis-related information and support. Implications arising from our inquiry suggest there is a dire need for public health, perinatal care, and social care responses that run counter to the current context where stigma and fear prevent parents from accessing cannabis information and support. The legalization of recreational cannabis consumption in Canada created a cultural conflict for international students from China, where the use of cannabis is heavily criminalized and deemed immoral. This conceptual paper theorizes this cultural conflict experienced by Chinese international students in Canada by applying three theories from macro to micro levels. Neoliberalism is first used to understand how this cultural conflict exposes collisions between the neoliberal West and the rising economic power of China as illustrated through Chinese students studying in Canada. Next, acculturation theory focuses on these students' cultural transition and provides further insight into potential strategies for their handling of specific cultural conflicts such as cannabis use. Lastly, Cloninger's theory of substance use is adopted to explore Chinese international students' individual reasoning about cannabis use, particularly how they make decisions based on evaluations of various conditions. Building upon the above analyses, an integrated conceptual model is further formed to help us understand Chinese students' potential perception of cannabis use in Canada. This conceptual framework provides an important theoretical and conceptual base for future research and practice, from which to further explore cannabis use in the context of cultural transition of different immigrant and migrant groups.
