This paper examines the temporalities of planned relocation in response to climatic and environmental changes in Fiji. It is based on fieldwork among seven low-lying coastal villages under threat from sea- level rise and where planned relocation has been implemented, initiated or anticipated. The paper highlights how residents of these villages make sense of different temporalities and timescale: climate impacts and adaptation are understood to disrupt personal and intergenerational histories of attachment to place; climatic and environmental changes – such as sea-level rise, coastal erosion and flooding – and relocation planning and implementation are central to contemporary everyday experience; and climate impacts and relocation extend into the future in uncertain ways, albeit informed by future-oriented scientific estimates and local experience and observation. This paper argues that these temporalities are experienced as 'thick time' in which the past, present and future of climate change and relocation are palpable in the everyday. [ABSTRACT FROM AUTHOR]

• We present a multi-disciplinary collaborative approach for developing a regional scale climate adaptation plan with the health and wellbeing sector. • This includes an innovative engagement and policy mapping strategy. • We demonstrate the application of this approach for developing climate change adaptation plan for health and wellbeing sector in Queensland, Australia. • We find that direct engagement between various key stakeholders is a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The science of climate change and its impacts on health makes it clear that human health and wellbeing will be increasingly negatively impacted as a result of climate change. The health and wellbeing sector must respond to these growing pressures in order to continue to provide safe, quality care. Adaptation and mitigation policies need to be developed at different scales, including at a regional government level. Numerous challenges exist; for example, the necessity for collaboration between multiple agencies across scales, the tailoring of policies to the health issues specific to regions, and constraints on existing regional and local resources and adaptive capacities, to name a few. This paper presents a multi-disciplinary collaborative approach used to develop a regional scale climate adaptation plan with the health sector. Starting from a scientific understanding of climate change impact on the health sector in Queensland, Australia, the approach used an innovative engagement strategy to a) better understand awareness of relevant stakeholders about current and future climate change impact on the health of the population and on service provision, b) identify on-ground barriers to effective adaptation faced by the sector stakeholders, c) identify opportunities and benefits which would arise from adaptation, and d) identify what conditions or support stakeholders required to overcome those barriers, take advantage of opportunities, and achieve benefits from adaptation. Analysis of these findings guided the development of specific policy directions for the sector. We found direct engagement between various key stakeholders such as health service providers (e.g. hospitals), critical infrastructure providers, academics, local government authorities, and sub-sectors such as aged care and early childhood care facilities, was a critical element of translating scientific evidence of climate change impacts on human health into a regional adaptation policy for the health and wellbeing sector. The resulting policy, grounded in the reality and experience of health and wellbeing sector stakeholders, reflects their insights and concerns, and served to develop a level of sectoral 'ownership' (not 'top-down' imposition) which will be important for its successful ongoing development and implementation. • Air conditioning is expected to be a major adaptation option for households. • Thermal insulation requires dedicated, well-designed, properly enforced policies. • More frequent hot days and urbanization will shape adaptive behaviours in OECD countries. • Demographic, household characteristics, income, and wealth also play a major role. • Well-designed and communicated climate policies reduce reliance on air conditioning. Adjustments in the final use of energy are a critical margin of adaptation for maintaining indoor thermal comfort. This paper explores how households have been adopting air conditioning and thermal insulation to cope with different climatic conditions, and how climatic factors interact with socio-economic, demographic, and household characteristics across eight OECD countries. Changes in the cumulative number of hot and cold days over the year, urbanization, demographics and household characteristics, including attitudes towards energy efficiency, strongly affect those two margins of adaptation, along with income. If the historically-observed adaptation behaviour is maintained also under future socio-economic pathways and climate scenarios, the impact of global warming and income on air conditioning adoption will be reinforced by urbanization trends, which on the contrary will make it more difficult to improve building thermal insulation. Cities are gaining prominence committing to respond to the threat of climate change, e.g., by developing local climate plans or strategies. However, little is known regarding the approaches and processes of plan development and implementation, or the success and effectiveness of proposed measures. Mainstreaming is regarded as one approach associated with (implementation) success, but the extent of integration of local climate policies and plans in ongoing sectoral and/or development planning is unclear. This paper analyses 885 cities across the 28 European countries to create a first reference baseline on the degree of climate mainstreaming in local climate plans. This will help to compare the benefits of mainstreaming versus dedicated climate plans, looking at policy effectiveness and ultimately delivery of much needed climate change efforts at the city level. All core cities of the European Urban Audit sample were analyzed, and their local climate plans classified as dedicated or mainstreamed in other local policy initiatives. It was found that the degree of mainstreaming is low for mitigation (9% of reviewed cities; 12% of the identified plans) and somewhat higher for adaptation (10% of cities; 29% of plans). In particular horizontal mainstreaming is a major effort for local authorities; an effort that does not necessarily pay off in terms of success of action implementation. This study concludes that climate change issues in local municipalities are best tackled by either, developing a dedicated local climate plan in parallel to a mainstreamed plan or by subsequently developing first the dedicated and later a mainstreaming plan (joint or subsequent "dual track approach"). Cities that currently provide dedicated local climate plans (66% of cities for mitigation; 26% of cities for adaptation) may follow-up with a mainstreaming approach. This promises effective implementation of tangible climate actions as well as subsequent diffusion of climate issues into other local sector policies. In order to adapt civil infrastructure to changing climate conditions, quantifiable and deep uncertainties must be integrated into the decision-making process. The quantifiable uncertainties, i.e. variability for which a likelihood can be defined, are typically integrated into the management process by considering the reliability or risk level of a structure. The deep uncertainties, i.e. the variability for which a likelihood cannot be defined, are beginning to be integrated in the decision making process as a few robust decision making procedures have been proposed. However, the deep uncertainty associated with the multiple feasible future climate scenarios also provokes a “wait and see” mentality for some decision makers, causing the flexibility of a strategy to be valued. This paper introduces the Gain-Loss Ratio (GLR) as a metric that systematically quantifies what may be gained by postponing adaptation while also considering what is lost with the delay. Additionally, bi-objective optimization models for optimizing bridge adaptation strategies under deep uncertainties are proposed; the advantages and disadvantages of each are highlighted as they pertain to the management of a typical riverine bridge. Two rivers are considered that have comparable climate change trends as those predicted for the Columbia and Mississippi Rivers. Abstract: The present paper describes a frame-based approach to situated-decision-making on climate change. Building on the multidisciplinary literature on the relationship between frames and decision-making, it argues that decision-makers may gain from making frames more explicit and using them for generating different visions about the central issues. Frames act as organizing principles that shape in a “hidden” and taken-for-granted way how people conceptualize an issue. Science-related issues, such as climate change, are often linked to only a few frames, which consistently appear across different policy areas. Indeed, it appears that there are some very contrasting ways in which climate change may be framed. These frames can be characterized in terms of a simple framework that highlights specific interpretations of climate issues. A second framework clarifies the built-in frames of decision tools. Using Thompson''s two basic dimensions of decision, it identifies the main uncertainties that should be considered in developing a decision strategy. The paper characterizes four types of decision strategy, focusing on (1) computation, (2) compromise, (3) judgment, or (4) inspiration, and links each strategy to the appropriate methods and tools, as well as the appropriate social structures. Our experiences show that the frame-based guide can work as an eye-opener for decision-makers, particularly where it demonstrates how to add more perspectives to the decision. Abstract: For the last two decades, European climate policy has focused almost exclusively on mitigation of climate change. It was only well after the turn of the century, with impacts of climate change increasingly being observed, that adaptation was added to the policy agenda and EU Member States started to develop National Adaptation Strategies (NASs). This paper reviews seven National Adaptation Strategies that were either formally adopted or under development by Member States at the end of 2008. The strategies are analysed under the following six themes. Firstly, the factors motivating and facilitating the development of a national adaptation strategy. Secondly, the scientific and technical support needed for the development and implementation of such a strategy. Thirdly, the role of the strategy in information, communication and awareness-raising of the adaptation issue. Fourthly, new or existing forms of multi-level governance to implement the proposed actions. Fifthly, how the strategy addresses integration and coordination with other policy domains. Finally, how the strategy suggests the implementation and how the strategy is evaluated. The paper notes that the role of National Adaptation Strategies in the wider governance of adaptation differs between countries but clearly benchmarks a new political commitment to adaptation at national policy levels. However, we also find that in most cases approaches for implementing and evaluating the strategies are yet to be defined. The paper concludes that even though the strategies show great resemblance in terms of topics, methods and approaches, there are many institutional challenges, including multi-level governance and policy integration issues, which can act as considerable barriers in future policy implementation. • Climate concern at all identity levels but rather masked at social identity level. • Expression of concern varies depending on appraised severity and identity salience. • Contradictory statements reveal tension between avoiding and facing climate concern. • Qualitative approaches more likely to uncover hidden concern than quantitative ones. • Quantitative approach likely to falsely assume no climate concern exists. There is growing acknowledgement of the need for both quantitative and qualitative methods to unravel complex human-environment interactions and inform a more advanced move towards global sustainability. Nonetheless, qualitative methods still play an understated role in climate and ocean change research. One important reason for this are continuing tendencies in the natural sciences to value 'hard' and value-free quantitative approaches over 'soft' and value-laden qualitative approaches. This paper argues that to overcome such methodological reservations, it is necessary to inform not only about the key characteristics of qualitative research but also – and this has received little attention – about the concrete empirical insights that can be gained from qualitative as opposed to quantitative data, despite sharing the same research focus. The environmental literature still lacks relevant examples from fieldwork that explain in detail how exactly decisive information is elicited from specific qualitative datasets, thereby illustrating how qualitative approaches matter. This paper seeks to help fill this gap by demonstrating to sceptical quantitative researchers the necessity and added value of integrating qualitative data in global environmental change research and highlighting impeding factors. This is done by presenting empirical findings about climate and ocean change adaptation in Norwegian coastal fisheries and elucidating how different qualitative interview techniques reveal that fishers who initially state that they do not worry about climate change actually do worry, and vice versa. Self-categorisation theory from social psychology is used to better explain such contradictory statements. Detecting salient but masked climate concern and understanding the reasons behind it are crucial for avoiding misleading conclusions and effectively tailoring adaptation strategies to the requirements of specific audiences. Abstract: This paper examines contemporary national scale responses to tropical storm risk in a small island in the Caribbean to derive lessons for adapting to climate change. There is little empirical evidence to guide national planners on how to adapt to climate change, and less still on how to build on past adaptation experiences. The paper investigates the construction of institutional resilience and the process of adaptation to tropical storm risk by the Cayman Islands’ Government from 1988 to 2002. It explains the roles of persuasion, exposure and collective action as key components in developing the ability to buffer external disturbance using models of institutional economics and social resilience concepts. The study finds that self-efficacy, strong local and international support networks, combined with a willingness to act collectively and to learn from mistakes appear to have increased the resilience of the Cayman Islands’ Government to tropical storm risk. The lessons learned from building resilience to storm risk can contribute to the creation of national level adaptive capacity to climate change, but climate change has to be prioritised before these lessons can be transferred. Climate change adaptation now occupies central stage on the agenda of most environmental initiatives in Africa. Our current understanding on the state of adaptation is limited, however, both globally and in Africa in particular. This study examines the status of adaptation in the Sahel by reviewing the primary peer review literature that reports concrete climate change adaptation actions. Based on an analysis of 70 peer review papers that document 414 discrete adaptations, we create a snap shot of adaptations developed between 1975 and 2015, and also calculate the percentages of adaptation. The results show that from a country to country perspective, Kenya has the highest number of reported adaptation actions (75 or 18.1%). The percentages indicate that the adaptive capacity of the entire study area is generally low for all the countries being that the highest country-level percentage is recorded in Kenya and it is 18%. Regionally, West Africa has more adaptation actions (261 or 63%) when compared to other regions of the Sahel. Regional level percentages suggest a higher level of adaptation at the regional level being that the percentage falls within the high scale range. The most commonly used adaptation actions reported are income diversification and water harnessing respectively. When categorized, technically related adaptation actions dominate the adaptation charts. The decade 2008–2016 recorded the highest number of adaptations (65.2%). Adaptation actions are also reported to be triggered by climatic and non-climatic drivers which both record high frequencies but the climatic drivers (98%) of adaptation are slightly dominant relative to the non-climatic drivers (95%). These results should be viewed as proxies of climate change adaptation as much information may be found in grey literature and non-peer review national communications which are left out here because of their relative low standardization and acceptability due to the absence of peer review. Abstract: Agro-meteorological metrics are indicators of weather determined environmental conditions on which agricultural management decisions are made. Metrics derived from an estimated future climate provide an opportunity to characterise the impacts of climate change on a wide range of agricultural systems, land use practices and ecosystem services. Such indications are vital for determining how changes in the biophysical environment can lead to land management and policy adaptations to achieve multiple objectives of financial viability, food security, biodiversity conservation and environmental sustainability. They provide valuable links between probable management adaptation responses and capacity for mitigating greenhouse gas emissions. However, there are large uncertainties associated with projected future climates, including the climate models’ spatial scale of representation and those at which agro-meteorological metrics are applied. This paper describes the estimation of agro-meteorological metrics derived from observed weather and downscaled Regional Climate Model projection data for 12 sites in Scotland. Results show that projected changes to seasonal rainfall distribution, growing season length, soil moisture deficits and accessibility will be substantially different from the present climate. Fundamentally, the metrics indicate a substantial shift in land management requirements and potential need for substantial changes in agricultural systems and land use that will have implications across a wide range of research disciplines. Abstract: Scenarios are used to explore the consequences of different adaptation and mitigation strategies under uncertainty. In this paper, two scenarios are used to explore developments with (1) no mitigation leading to an increase of global mean temperature of 4°C by 2100 and (2) an ambitious mitigation strategy leading to 2°C increase by 2100. For the second scenario, uncertainties in the climate system imply that a global mean temperature increase of 3°C or more cannot be ruled out. Our analysis shows that, in many cases, adaptation and mitigation are not trade-offs but supplements. For example, the number of people exposed to increased water resource stress due to climate change can be substantially reduced in the mitigation scenario, but adaptation will still be required for the remaining large numbers of people exposed to increased stress. Another example is sea level rise, for which, from a global and purely monetary perspective, adaptation (up to 2100) seems more effective than mitigation. From the perspective of poorer and small island countries, however, stringent mitigation is necessary to keep risks at manageable levels. Abstract: Spatial planning is considered to be one of the main instruments available to govern adaptation to climate change and climate change impacts in spatial contexts. To meet this challenge spatial planning authorities require information concerning climate change impacts on a regional and local scale level. This paper presents an assessment framework for exploring the impacts of climate change in the context of spatial planning. The framework employs indicators for exposure to climate stimuli and sensitivity to climate change induced impacts. A particular focus was put on producing a comparable classification method with regard to the set of indicators. The application of the framework allows a comprehensive evaluation and comparison of the results for the impacts addressed. The framework was applied at a regional level for the whole of Germany. An indicator based model was developed assessing 11 potential impacts with relevance for the German spatial planning system. Relevant indicators of sensitivity and exposure were compared for a common assessment and spatial analysis of climate change induced potential impacts related to NUTS 3 districts. The impact analysis is applied for three different IPCC greenhouse gas emission scenarios (A2, B1, A1B) and three future periods (2011–2040, 2041–2070, 2071–2100). The assessment provides new information on the spatial distribution of different potential impacts of climate changes in Germany. Regions with cumulative impacts of climate change are identified as hot spot areas which need urgent adaptation activities by spatial planning. [ABSTRACT FROM AUTHOR]

Abstract: This paper investigates whether and to what extent a wide range of actors in the UK are adapting to climate change, and whether this is evidence of a social transition. We document evidence of over 300 examples of early adopters of adaptation practice to climate change in the UK. These examples span a range of activities from small adjustments (or coping), to building adaptive capacity, to implementing actions and to creating deeper systemic change in public and private organisations in a range of sectors. We find that adaptation in the UK has been dominated by government initiatives and has principally occurred in the form of research into climate change impacts. These government initiatives have stimulated a further set of actions at other scales in public agencies, regulatory agencies and regional government (and the devolved administrations), though with little real evidence of climate change adaptation initiatives trickling down to local government level. The sectors requiring significant investment in large scale infrastructure have invested more heavily than those that do not in identifying potential impacts and adaptations. Thus we find a higher level of adaptation activity by the water supply and flood defence sectors. Sectors that are not dependent on large scale infrastructure appear to be investing far less effort and resources in preparing for climate change. We conclude that the UK government-driven top-down targeted adaptation approach has generated anticipatory action at low cost in some areas. We also conclude that these actions may have created enough niche activities to allow for diffusion of new adaptation practices in response to real or perceived climate change. Abstract: As investment and policy decision-makers grapple with the implications of climate change, benefits are seen in making available to them climate information at spatial and temporal scales that match the realms within which those decision-makers operate. For such an endeavour to have lasting economic and social benefits, however, the information must be carefully placed within the broader environmental, economic, social and institutional context within which decisions are made. This paper illustrates the challenges and opportunities of doing so, and uses information on the cost of inaction to illustrate the contributions that may come from advancements in climate modelling and information delivery. Abstract: Most research linking global environmental change and food security focuses solely on agriculture: either the impact of climate change on agricultural production, or the impact of agriculture on the environment, e.g. on land use, greenhouse gas emissions, pollution and/or biodiversity. Important though food production is, many other factors also need to be considered to understand food security. A recent international conference on “Environmental Change and Food Security: Bridging Science, Policy and Development for Adaptation” included a range of papers that embraced the multiple dimensions of the food systems that underpin food security. The major conclusion from the conference was that technical fixes alone will not solve the food security challenge. Adapting to the additional threats to food security arising from major environmental changes requires an integrated food system approach, not just a focus on agricultural practices. Six key issues emerged for future research: (i) adapting food systems to global environmental change requires more than just technological solutions to increase agricultural yields; (ii) tradeoffs across multiple scales among food system outcomes are a pervasive feature of globalized food systems; (iii) within food systems, there are some key underexplored areas that are both sensitive to environmental change but also crucial to understanding its implications for food security and adaptation strategies; (iv) scenarios specifically designed to investigate the wider issues that underpin food security and the environmental consequences of different adaptation options are lacking; (v) price variability and volatility often threaten food security; and (vi) more attention needs to be paid to the governance of food systems. Abstract: The idea of climate has both statistical and social foundations. Both of these dimensions of climate change over time: climate, as defined by meteorological statistics, changes for both natural and anthropogenic reasons; and our expectations of future climate also change, as cultures, societies and knowledge evolves. This paper explores the interactions between these different expressions of climate change by focusing on the idea of ‘normal’ climates defined by statistics. We show how this idea came into being in meteorological circles and then review how this idea of climatic normality gets entangled with cultural and psychological processes. Using data from historical and predicted climates in the UK, we illustrate the significance of choosing different baseline ‘normals’ for retrospective and prospective interpretations of climate change. Since the choice of these statistical ‘normals’ reflects cultural, political and psychological preferences and practices as much as scientific ones, we argue that expectations of the climatic future are influenced by social as well as statistical norms. Seeing climate as co-constructed between the psycho-cultural constraints of society and the physical constraints of the material world offers a different way of thinking about the instabilities of climate and the ways we adapt to them. Abstract: This paper assesses the vulnerability of grape growers and winery operators in the Okanagan Valley, British Columbia to climate variability and change, in the context of other sources of risk. Through interviews and focus groups, producers identified the climatic and non-climatic risks relevant to them and the strategies employed to manage these risks. The results show that the presence of multiple exposures affects the way in which producers are vulnerable to climate change. Producers are vulnerable to conditions that not only affect crop yield, but also affect their ability to compete in or sell to the market. Their sensitivity to these conditions is influenced in part by institutional factors such as trade liberalization and a “markup-free delivery” policy. Producers’ ability to adapt or cope with these risks varies depending on such factors as the availability of resources and technology, and access to government programmes. Producers will likely face challenges associated with the supply of water for irrigation due to a combination of climatic changes and changing demographics in the Okanagan Valley, which in turn affect their ability to adapt to climatic conditions. Finally, adaptations made by producers can change the nature of the operation and its vulnerability, demonstrating the dynamic nature of vulnerability. [Copyright &y& Elsevier]

Abstract: This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs. Abstract: As policymakers and stakeholders increasingly consider relative merits and complementarities of climate change mitigation and adaptation strategies, it is important to improve analytical capacities to support this process. Because a single analytical approach is unlikely to fit all needs, this paper explores potentials for an integrated analytical framework that incorporates both top–down and bottom–up approaches. Abstract: The typical categories for measuring national adaptive capacity to climate change include a nation''s wealth, technology, education, information, skills, infrastructure, access to resources, and management capabilities. Resulting rankings predictably mirror more general rankings of economic development, such as the Human Development Index. This approach is incomplete since it does not consider the normative or motivational context of adaptation. For what purpose or toward what goal does a nation aspire, and in that context, what is its adaptive capacity? This paper posits 11 possible national socio-political goals that fall into the three categories of teleological legitimacy, procedural legitimacy, and norm-based decision rules. A model that sorts nations in terms of adaptive capacity based on national socio-political aspirations is presented. While the aspiration of maximizing summed utility matches typical existing rankings, alternative aspirations, including contractarian liberalism, technocratic management, and dictatorial/religious rule alter the rankings. Abstract: Climate scenarios have been widely used in impact, vulnerability and adaptation assessments of climate change. However, few studies have actually looked at the role played by climate scenarios in adaptation planning. This paper examines how climate scenarios fit in three broad adaptation frameworks: the IPCC approach, risk approaches, and human development approaches. The use (or not) of climate scenarios in three real projects, corresponding to each adaptation approach, is investigated. It is shown that the role played by climate scenarios is dependant on the adaptation assessment approach, availability of technical and financial capacity to handle scenario information, and the type of adaptation being considered. Abstract: Drawing on results of a 2003 survey of environmental officers in every Local Authority (LA) in England and Wales, this paper assesses the reception and response of local government to the information being provided through the UK Climate Change Programme. Over three quarters of respondents () felt they did not have access to the best information about the impacts of climate change on their areas. Although up-to-date information is freely available from a number of official Government sources, those official sources are not consulted as consistently as the media or as intensively as the internet, despite being consistently regarded as much more accurate, credible, and appropriate to LA needs. We interpret this apparent contradiction between LA officer confidence in official sources and their relatively infrequent use as a consequence, first, of technical–cognitive and practical–temporal difficulties accessing and understanding official sources of climate change information and, second, of concerns about the practical relevance of that information for the administrative functions of local government and thus for any meaningful response by LAs to climate change. Our survey recorded considerable levels of stress, cynicism, and futility among LA officials that not only complicate communication efforts but also call into question the central assumption of the UK Climate Change Programme that simply making more locally specific information about climate change impacts available will motivate appropriate action. Analysis of the response to climate change and sea-level rise requires a link from climate change science to the resulting impacts and their policy implications. This paper explores the impacts of sea-level rise, particularly increased coastal flooding due to storm surges. In particular, it asks the simple question “how much will projected global sea-level rise exacerbate coastal flood problems, if ignored?” This is an important question to the intergovernmental process considering climate change. Further many countries presently ignore sea-level rise in long-term coastal planning, even though global sea levels are presently slowly rising.Using the model of Nicholls et al. [Global Environmental Change 9 (1999) S69], the analysis considers the flood impacts of sea-level rise on an “IS92a world” based on a consistent set of scenarios of global-mean sea-level rise, subsidence (where appropriate), coastal population change (usually increase), and flood defence standards (derived from GDP/capita). Two of the protection scenarios consider the possible upgrade of flood defences, but no allowance for global-mean sea-level rise is allowed to ensure consistency with the question being investigated. This model has been validated against national- and regional-scale assessments indicating that the relative results are reasonable, and the absolute results are of the right order of magnitude.The model estimates that 10 million people experienced flooding annually in 1990. It also predicts that the incidence of flooding will change without sea-level rise due to changes to the other three factors. Taking the full range of scenarios considered by 2100 the number of people flooded could be from 0.4 to 39 million/year. All the sea-level rise scenarios would cause an increase in flooding during the 21st century if measures to adapt to sea-level rise are not taken. However, there are significant uncertainties and the number of people who are estimated to experience flooding in 2100 is 16–388 million for the mid (55-cm) global-mean sea-level rise scenarios, and up to 510 million people/year for the high (96-cm) scenario. These results suggest that sea-level rise could be a significant problem if it is ignored, and hence it needs to be considered within the policy process considering climate change in terms of mitigation (reducing greenhouse gas emissions) and adaptation (improved coastal management and planning) needs. The frequency and intensity of extreme climate events are increasing all around the world, due to climate change. Climate adaptation strategies are therefore needed, since mitigation strategies alone are not sufficient to avoid serious impacts of climate change. However, adaptation to climate change is not straightforward, as it is highly influenced by diverse and conflicting interests as well as epistemological (or scientific) uncertainties. Therefore, a minimum requirement for its success is the active participation of stakeholders and citizens in the adaptation policy cycle. This paper presents a case study on a participatory process involving civil servants from different municipalities in Malaysia, in Southeast Asia, with a view to considering the optimal level of engagement that is required for climate adaptation planning. The exercise consisted of a Focus Group session, where participants were asked to discuss the level of stakeholder and citizen participation that should be adopted within the Global Covenant of Mayors for Climate and Energy initiative. Contrary to authors' expectations, the participants tended to suggest medium to high levels of participation in the planning process. During the dialogues, a walking activity through the city, aimed at identifying hotspots of climate risks and defined as "safety walks", was one of the ideas proposed as a high-potential participatory method, spreading in the adaptation framework.
