Using a qualitative historical research approach, this paper examines the contextual influences, including the formulation motive and their possible impact on policy implementation, of the South African (SA) e-Education White Paper 7 (WP7). A critical discourse analysis (CDA) was conducted on the policy and data was collected through semi-structured interviews (SSI) with purposefully selected participants. Findings of the study reveal tacit contradictions and tensions depicting a policy in contradiction with itself, carrying the hallmark of a symbolic policy. That is, a policy characterised by lack of direction, contradictions in its motive of formulation, no dedicated resources for its implementation, distorted communication resulting from the validity tests, and lack of "material consequences" (Rivzi and Lingard, 2009, p.8). The circumstantial context (socioeconomic and political) of its formulation, dictated to by the prescripts of the negotiated political settlement (NPS), that ushered in the new democratic South Africa (SA), is found to have taken precedence. It further overshadowed critical analysis on the educational needs, which would have informed a better strategic integration of Information and Communication Technology (ICTs) in education. The circumstantial context resulted in a lack of a common goal between policy actors and interest groups. This, to the extent that the former thought of capitalising on the donations of the latter for their own political interests, while the latter saw in the formulation of such policy a way of imposing Government spending in favour of their businesses. These circumstances may have contributed to the policy's failure to reach its set textual objectives and goal by 2013.

Universities can play a key role in contributing to a sustainable future for our planet and its inhabitants. In times of constant changes, there is a growing urgency to reflect on the vision of universities as well as their respective practices and projects that can promote the creation of sustainable societies. As is evident in scholarly literature, there is a need to empower universities and enhance their ability to prepare individuals who can confront global sustainability challenges and pursue sustainable development. The United Nations' adoption of the 2030 Agenda for Sustainable Development in 2015 recognised that societal problems were territorially blind, meaning that no country has sufficient knowledge or research capacity to solve all challenges on its own. To that end, this qualitative, comparative research study represents the unified effort of two very different countries to explore the topic of education for sustainable development (SD) at universities. The study employed a document analysis of selected publicly funded universities in Canada and South Africa. Gathered documents are from the past seven years and include the universities' mission and vision statements, annual reports, and strategic plans. The three main questions addressed in this work are: (a) What is the status and role of higher education for SD in Canada and South Africa? (b) What areas of SD are on the agenda of universities under investigation in Canada and South Africa? (c) What are the main similarities and differences between the two contexts under investigation? Findings indicate that universities focus on several aspects of SD, namely sustainable education, sustainable relationships, and sustainable initiatives. The paper discusses these areas for each country in connection to their contextual setting. Although the study's findings cannot be generalised, they can be informative for other universities and contexts and thus contribute to the body of knowledge about education for SD in higher education.

This paper analyses Sol Plaatje University's (SPU) progress on increased research activities. The paper employs bibliometric analysis review method to demonstrate the university's transition from being a predominantly teaching-focused to a more research-oriented institution. A novel, data-driven methodology is also adopted in this paper, to identify and examine SPU's research niche through publications. This paper's data were collected from the Scopus and Web of Science databases. The paper's findings reveal that there was an overall significant increase in research outputs, observable on yearly basis for a decade (2014 to 2023). The yearly increase in research output is recorded from diverse research fields, including machine learning, cryptography, environmental research, and public health. Findings further reveal that SPU has built its international research collaborations within the African and European continents. This paper's findings contribute to literature on higher education development by offering insights into how newly established universities can transition from a teaching-centric focus to becoming research-active. This paper revealed the importance of strategic planning, interdisciplinary research, and international collaboration in the development of a vibrant research environment.

This paper explored the factors influencing the leadership strategies of school principals in rural primary schools regarding the integration of information and communication technologies (ICTs) in the process of teaching and learning in their schools. School principals are responsible for ensuring that there is ICTs integration in their schools' teaching and learning processes. Embedded within the theory of learning-centred leadership (LCL), school principals have a responsibility to lead, foster, manage, and support the learning process for teachers and learners in their schools. Thus, school principals need to be well acquainted with innovative technologies for teaching and learning amidst the Fourth Industrial Revolution (4IR), which is global, complex, and fast-paced, to lead learning through ICT integration. Underpinned by the interpretive qualitative approach and using a multiple case study as a research design, this study generated data from three selected South African rural primary schools through face-to-face interviews with the three school principals. Data were analysed thematically. Findings revealed that school principals' leadership strategies are influenced by their attitudes towards ICT integration into teaching and learning, their exposure to ICT workshops, and their own judgements of their abilities in using ICT. The paper recommends customised in-service training for school principals and teachers to alter and improve their exposure to, attitudes, perceptions toward ICT integration in teaching and learning.

Departmental writing retreats for academics in higher education are one of the strategies used to enhance publication outputs and information sharing as well as the development of research discourse. Using a collaborative autoethnographic reflexivity approach, the aims of this consolidative analysis were to identify the attributes that the participants (seven Mathematics Education researchers) regarded as effective in the online writing retreat and examine the components of the writing retreat that facilitated publication output. This paper employs Wenger's Community of Practice as the theoretical frame to critically evaluate reflective experiences from the online writing retreats. Fairclough's Critical Discourse Analysis was used to analyse reflective experiences. The analysis unearthed many personal research needs and some of the key elements of the writing retreat that were regarded as conducive to fast tracking and advancing publication outputs. The elements I focus on in this paper are protected quality time and space to write; formation of a community of practice and attending to reviewers' post-review comments. The contention is that researchers can achieve greater publication outputs for their departments and organisations during the writing retreats, particularly when provided with critical and formative feedback on their writing. Further research should be conducted to explore and examine researchers' experiences of attending the writing retreats, especially using online platforms, as well as understanding the elements of writing retreats that advance the publication outcomes.

Academic advising is a proven high-impact practice, shown to have the potential to help increase students' prospects of academic success, increase their sense of belonging and integration at their institution of higher learning, and provide unique insights into the lived realities and experiences of higher education students. For this reason, advising can be seen as a transformative activity within the student support space in South African higher education institutions. As a practice and profession, advising has existed in the Global North (GN) for decades. However, in South Africa -- a developing country in the Global South (GS) -- academic advising remains a nascent field. Consequently, the overarching ideas that inform academic advising in the South African context (both theoretically and practically), tend to be drawn predominantly from the GN and more developed countries. The unchallenged acceptance and tacit dominance of theoretical perspectives and practices from these countries can be considered problematic. This is largely due to differences in the socioeconomic, cultural, and historical contexts of students attending university in GS countries like South Africa. This paper works towards developing a conceptual framework, informed by social realism, for analysing academic advising in GS contexts. It is the anticipated value of a GS framework for analysing the emergence of academic advising in South African and similar contexts that is the core contribution of the paper.

The purpose of this paper is to describe and reflect on the position of what are called second additional languages in the language teaching landscape of South African schools. This landscape is crowded, with different South African languages vying for attention. Amidst efforts to increase the number of learners who offer an African language as one of the subjects in the school exit examination, initiatives to introduce languages like Mandarin and Swahili put additional pressure on an already over-burdened system. The paper considers this crowded landscape and the implications for the teaching of German, French and Mandarin at secondary school level. These are only three of at least fifteen languages offered as second additional languages. This paper focuses on these three because they are most widely taught in mainstream schools. The policies and practices as well as the problems with teaching these languages are described, focusing on the types of learner who will choose these languages, the approach to teaching them and possible actions that could ensure the continued offering of second additional languages at primary and secondary schools.

While there is a substantial body of leaving care research, the theorization of care leaving has been more limited. Only a few studies have incorporated a life course perspective, mainly in Global North contexts where life course perspectives may differ significantly from those in the Global South, including Africa. Drawing on findings from a feasibility research study, this paper contributes to the emerging international literature on theorizing care leaving by applying a life course perspective to the experiences of youth leaving care in four African countries. The paper highlights how life course can be a useful conceptual framework for understanding the experiences of care leavers with an emphasis on four core concepts: biography, linked lives, waithood, and agency. Implications for policy and practice are outlined with a focus on interdependence, participatory practice, biography, and cultural transition planning alongside efforts to redress systemic, oppressive barriers facing care leavers in society.

Recent advancements in generative artificial intelligence (GAI) have sparked debates and research on its transformative potential in education. This study explored how a specific group of educators partner with GAI tools, particularly ChatGPT, to complement and enhance their teaching. Within an interpretative paradigm, the study used an exploratory case study design to investigate how 13 educators enrolled as students in a structured master's programme at an open distance learning university in South Africa use GAI tools in their teaching. Their posts on a discussion forum were used to collect data. Findings reveal that they actively employ GAI to streamline their teaching practices, specifically to personalized tutors, simplifying English texts and translations, assessments, lesson planning, and critical thinking tasks. The study also highlights the need to understand the limitations and boundaries of GAI, including concerns about accuracy, biases and reliability. Importantly, the absence of institutional guidelines on GAI raises questions about the necessity for clear guidelines and policies to ensure responsible and ethical integration in educational contexts. The paper concludes by emphasizing the transformative potential of GAI and the fact that it will increasingly act as a partner in teaching and influence modern teaching practices. Ultimately, GAI's foothold in education is undeniable, challenging educators and policymakers to navigate its implications while maximizing its potential to support effective teaching.

The academic success of first-year students' learning in science faculties is by no means assured, especially in an Open Distance Learning setting with its limited number of face-to-face encounters between students and lecturers or tutors. Therefore, such encounters should be highly efficient in view of the considerable amount of knowledge transfer to students. The University of South Africa (Unisa) makes provision for contact sessions of 15 hours per semester for selected modules in an attempt to elevate the pedagogical efficiency of these sessions by focusing on the threshold concepts as an innovative way of learning. This paper shows that tutorials adopting the threshold concepts approach have the potential to make students academically more successful. The focus of this study is an introductory information systems module that teaches the Python programming language. Our statistical analysis demonstrated that the year marks and final exam scores of the participating students were frequently higher than those of the students in the control group.

Purpose: The purpose of this paper is to bring to light the present civil and criminal asset forfeiture procedures within the South African context and to make suggestions for reform thereof. While there exists and is a need for constant change and reform of the law to ensure that it remains transparent, up-to-date and applicable to all means through which economic crime can be committed, South Africa lacks the necessary resources and attitudes to accomplish this essential goal. Design/methodology/approach: The approach used in this paper is purely qualitative using journal articles, textbooks, reports, periodicals, speeches and legislation as its basis. It is through a consolidation of this literature that this paper was formed. Findings: While South Africa's present system of asset forfeiture is producing some impressive results, the process still has vast room for improvement. There are key areas which this paper outlines for reform. However, the probability of improvement is relatively low owing to the levels of corruption, illicit activities and attitudes of mistrust within the South African society at large. Originality/value: The concept of asset forfeiture is not new to any international jurisdiction, let alone South Africa itself. However, this paper aims to give insight into the specific South African experience of this procedure and how it can possibly be improved within the specific context. [ABSTRACT FROM AUTHOR]

For teachers to contribute to the development of the environmentally sustainable and wholesome society envisioned in South Africa's Constitution, it was the goal of this paper to evaluate the effectiveness of teacher development workshops designed to equip teachers with environmental and sustainability knowledge and skills in the curriculum. In gathering and analyzing data for the study, a qualitative technique and a case study design were used. Face to face interviews of six teachers was used as the only data collection method. Results revealed that, in addition to encouraging positive changes in teachers' knowledge and skill acquisition, the program, as previously mentioned, also provided teachers with strategies for teaching about sustainable development by incorporating socio-cultural and environmental factors into the learning process. The training for Fundisa for Change should be made available to more teachers from a variety of schools, according to the paper, so that knowledge about the instruction of environmental topics can be spread throughout the province of Mpumalanga rather than being concentrated in a few schools. This paper draws from a broad study that explored mathematics teachers' engagement with textbooks within the Lesson Study context. In the current paper, we report on teachers' use of mathematics textbook activities to inform their instructional decisions during collaborative lesson planning of numeric and geometric patterns. The study took place within the Lesson Study (LS) context -- a teacher development practice that emphasises, inter alia, collaborative lesson planning. Data was collected by observing teachers during collaborative lesson planning and through interviews. Data analysis was informed by the Mathematics Knowledge for Teaching (MKT) framework and Modes of teacher engagement with the textbook. Findings suggest that teachers' instructional decisions are mainly stimulated by the textbooks, teachers use textbook activities with fidelity, and they seldom adapt the activities drawn from the textbooks. However, where adaptation occurs teachers do it superficially. We contend that the capacity to conduct in-depth interrogation of the text is a derivative of mathematics subject matter knowledge (SMK) as well as pedagogical content knowledge (PCK). Therefore, the widespread adoption of text without interrogation could be indicative of the lack of requisite content knowledge and pedagogical skills.

The concepts of 'graduateness' and graduate attributes became contested terrain before COVID-19 destabilised even the most assured of shared learning constructions. Indeed, for those of us immersed in the delivery of work-based learning (WBL), this has long been the case. Promotion of reductive notions of 'skills' acquisition to comply neatly with an employability agenda holds little relevance for those students already engaged in full time careers, and with a wealth of professional experience. What can hold influence and interest, however, is the opportunity to engage in meaningful, agentic, professionally-aligned reflective practices as a scaffolded route to promoting self-awareness and developing confidence in mapping competences from the professional domain to the academic (and vice versa). This paper shares an account of taking an embedded approach to supporting the development of academic literacies amongst work-based learners in one UK HEI. In particular, it will consider the use of reflective pedagogical tools and values in supporting work-based learners to become confident and adaptable writers. Discussion considers how work-based pedagogies and approaches may have far-reaching relevance in a post-pandemic landscape, where reskilling and professional agility are likely to become more prolific aspects of education and work. Writing itself is framed as an integrated communication practice that encompasses literature retrieval, reading, evaluation, synthesis and articulation of argument. The paper will describe pre-pandemic academic support activities and share qualitative survey data in which students consider their confidence as both professional and academic writers. It concludes with consideration of how some of the approaches outlined may have relevance for the wider academic community.

This paper explored the experiences of geography subject advisors (GSAs) in the implementation of Geographic Information Systems (GIS) in South African schools. This was done to determine how they assist in the implementation of GIS. National senior certificate diagnostic reports for matric results indicate every year that learners are performing poorly in the GIS section of geography subject. The current literature shows that there is a lack of pedagogical content knowledge in geography teachers in the teaching and learning of GIS. Several scholars have written about learners and educators in the implementation of GIS in schools, but there is a lack of literature on GSAs' experiences in the implementation of GIS in schools. This paper is underpinned by instructional leadership theory, which argues for leadership to focus their efforts on implementing of practices that positively impact students' learning. Qualitative research approach, and semi-structured interviews were used to generate data to answer the research questions. Two GSAs from two selected districts were purposively chosen to participate in this study. The findings showed that GSAs organise workshops for educators. However, certain educators do not attend workshops and other workshops which are planned, do not materialise. GSAs rely on geography educators that are knowledgeable about GIS to assist in workshops by teaching others. GIS teaching in schools was alleged to be focused on a theoretical aspect without integrating the practical part. The study proposes that the DBE in collaboration with higher education institutions, should provide GIS teacher training opportunities for teachers. The objective of this paper is to explore the professional development needs of novice lecturers in three selected Technical Vocational Education and Training (TVET) colleges in South Africa as they transition from different industries into the higher education sector. The methodology of collecting data was individual face-to-face interviews. The study participants were six novice lecturers and three TVET college managers, who were selected purposefully. The study is underpinned by an adult learning theory, which argues that adult learners have accumulated life experiences and knowledge and require structured programs that have clearly defined outputs. The paper responded to two research questions: What are the professional development needs of novice lecturers in a TVET college, and how does college management respond to the professional development needs of novice lecturers? Data were analyzed using thematic content analysis. The findings indicate that pedagogic and classroom management skills were the basic needs of novice lecturers through professional development programs. In light of the findings, the study suggests capacity-building for college management to respond appropriately to the induction and mentoring needs of novice lecturers as well as the provision of internally conducted and structured professional development programs.

The consumption of technical and vocational education and training has increased exponentially over the past two decades. In terms of inclusion, it is without a doubt that today's TVET sector is a far cry from what it was before the democratic government took over the baton from the apartheid government. TVET has become a refuge to many hopefuls from the historically disadvantaged sectors of society who, due to a range of apparent reasons, would ordinarily not have managed to partake in tertiary education. To many South African youth, TVET presents an avenue for the acquisition of a skill that will give them a fighting chance at escaping the harsh recurrence of poverty, economic inactivity and resource deprivation they are subjected to almost on a daily basis. However, beneath this silver lining lies a growing public disgruntlement over the TVET system's ability to steadfastly deliver quality education and transform the lives of students, by instilling in them agency for self-regulated and collaborative innovation that will turn them into formidable and assertive role players in the knowledge societies, come the fourth industrial revolution (4IR). To understand the crux of public mistrust in TVET college education in South Africa, an extensive body of literature was reviewed. The findings of the paper point to strategic factors (which in the main are attributed to a lack of effective leadership and managerial skills) and contextual factors that occur at a campus level, as major causes of public mistrust in TVET education. The paper concludes by tabling a manifesto for changing the status quo ahead of the advent of 4IR.

This paper investigated factors affecting the teaching of practical assessment tasks in the Senior Phase Technology classroom at Ehlanzeni District in Mpumalanga Province, South Africa. The study follows the case study design. Three teachers were purposively sampled from three different schools based on their experience in teaching Technology in the Senior Phase. This paper is grounded on the Cognitive Apprenticeship theory. Qualitative data were collected using interviews. The data was analysed thematically. The emerging themes from the study were teachers' knowledge and skills, resources and class size as contributing factors affecting the execution of practical assessment tasks in the Senior Phase Technology classroom. The study findings have adverse effects on learners' achievements in practical assessment tasks, especially in design process skills.

This paper report on first-year student teachers' reflections on the difficulty levels of mathematics concepts in the senior phase baseline assessments. This paper emanated after first year student teachers completed the baseline assessments for each of the three grades in the senior phase, Grades 7, 8, and 9. One hundred and sixteen (116) first year mathematics student teachers were included in this study. Data were collected using purposive and convenience sampling methods. This qualitative research adopted a case-study design, using an interpretivist paradigm. Data was collected using an open-ended questionnaire as the research instrument. The questionnaire was designed to determine student teachers' thoughts about the difficulty levels of concepts of the mathematical content in the baseline assessments. The results of the study revealed that Algebra; Number Pattern; Statistics; Shapes; Geometry; Simplification; Sequences and Series; and Addition and Subtraction of numbers as easy topics to answer, Fractions, Mixed fractions, Factorisation, Probability, and Measurement were topics that were very difficult. The study recommended that teacher educators design instructions that will assist student teachers in constructing senior phase mathematical concepts to improve their understanding of these complex topics in higher education institutions.

This paper is an analysis of Francophone immigrant parents' experiences of child language brokering in the Western Cape province of South Africa. Using a qualitative research design, data was collected by means of semi-structured interviews from nine immigrant parents who were selected through a convenience and snowball sampling technique. Through the lens of sociocultural theory and acculturation, the key findings indicate that the Francophone immigrant parents displayed positive feelings and had optimistic expectations concerning their children's language brokering skills in English and their future prospects in South Africa. The paper concludes that Francophone immigrant parents' experiences of child language brokering are complex and dynamic and are influenced by the context and purpose of communication.

Although international school teachers have always been hired on short-term contracts (usually from two to three years in duration), there has been relatively little research examining this aspect of international schooling. Whilst short-term contracts may appear to be a positive feature of international schooling, particularly for younger teachers who are keen to be mobile, recent studies have begun to examine the short-term as a feature of precarity and the precaritisation of international schooling. This paper adds to this small but growing body of scholarship by focusing on contract non-renewal as a form of international school precarity. In order to explore this issue, this paper utilises autoethnography, drawing on the author's experiences of contract renewal in an internationalised school in Shanghai, as well as interviews with two participants. Whilst the author's experiences of precarity as a foreign teacher in China were characterised by vulnerability and discrimination, his positionality as a white, British male teacher enabled him to negotiate contract non-renewal relatively easily, something that women teachers or minority groups might be unable to do due to the differential nature of precarity. Despite being privileged, white male international school teachers must still negotiate contractual employment and diminished white-skin privilege. This paper goes some way to bringing into focus white male teachers' "precarious privilege".

The value of internationalization within the limits of mobility has become more pronounced during the COVID-19 pandemic. As reflection occurs on our own history, navigating a period of reset and renewal, this paper examines how to advance our thinking, and explore and transverse essential differences within the digital space. Hence, recalibrating the global north and south agenda to create inclusionary principles through virtual exchange. First, this ethnographic paper explores the sympoeitic relationship of creating opportunities and a sense of agency toward morphogenesis. Second, it focuses on the contextual rationale for Collaborative Online International Learning (COIL) within higher education. Third, it explores equity in the digital space through multiple engagements in COIL. The paper offers associated conclusions for critical virtual exchange to advance equity, inclusion, and social justice and suggests responsible pluralistic internationalization.

The paper contributes to current debates about decolonising curriculum and advancing corresponding 'humanness pedagogies' in South Africa by developing a capabilitarian approach and foregrounding epistemic justice capabilities. This is aligned with and to fostering a shared African ethic for individual transformation-in-context and for building universities which benefit communities and societies. It is proposed that epistemic justice capabilities are foundational to decolonising curriculum and foundational for pedagogies which mediate disciplinary content and the dismantling of comparative inequalities among students in order to foster humanness. The capabilitarian framework seeks to secure the expanded wellbeing, co-flourishing and agency of all, in this case in and through higher education and a quality, decolonising curriculum oriented to an ecology of knowledges and a generous, inclusive humanity. The paper concludes with suggestions regarding a way forward to dismantle an exclusionary 'epistemic line' and associated oppressions.

Access to education for undocumented migrant children in South Africa remains a significant challenge. While the difficulties related to their inability to access education within the country have been highlighted elsewhere, there remains a lack of clarity on an approach to how this basic human right can be achieved. In this conceptual paper, we draw on the distinction between equality and equity, and describe the various ways in which education has been conceptualised in the South African Constitution -- which in part contributes to the existing confusion on education for various groups, including undocumented migrant children. In this paper, we critically reflect on the need to develop an integrated approach for creating a platform that allows all undocumented migrant children access to education in South Africa. We argue that an integrated approach -- which entails ways through which access to education can be delivered through the lens of equity -- will enhance the right to education for undocumented migrant children in South Africa. We conclude that the South African government must urgently consider this integrated approach to enable access to education for undocumented migrant children, so that they can achieve their full educational potential.

Purpose: Microteaching is a teacher training method based on microclasses (groups of four or five students) and microlessons lasting no more than 5-20 min. Since it was first explored in the late 20th century in experiments at Stanford University, microteaching has evolved at the interdisciplinary level. The purpose of this paper is to examine the networks found via an analytical bibliometric study of the scientific output related with microteaching in teacher training, through a study and examination of the Web of Science database. Design/methodology/approach: This research was conducted with the VOSviewer tool for content analysis through data mining and scientific network structure mapping by means of the normalisation technique. This technique is based on the association strength indicator, which is interpreted as a measurement of the similarity of the units of analysis. Findings: Two hundred and nine articles were thus obtained from the Web of Science database. The networks generated and the connections among the various items, co-authorship and co-citation are presented in the results, which clearly indicates that there are significant authors and institutions in the field of microteaching. The largest cluster is made up of institutions such as Australian Catholic University. The most often-cited document is by Rich and Hannafin. Allen (1968), who defines microteaching as a technique based on microclasses and microlessons, is the author most often cited and has the largest number of connections. Research limitations/implications: This research's limitations concern either aspects that lie beyond the study's possibilities or goals that have proved unattainable. The second perspective, which focuses on skill transfer, contains a lower percentage of documents and therefore has a weaker central documentary structure. Lastly, the authors have also had to bear in mind the fact that the scientific output hinges upon a highly specific realm, the appearance and/or liberalisation of digital technologies and access to those technologies in the late 20th century. Originality/value: This research shows that microteaching is a promising area of research that opens up vast possibilities in higher education teacher training for application in the realm of technologies. This paper could lead to several lines of future research, such as access to and the universal design of learning from the standpoint of different communication and pedagogical models based on microteaching.

The sudden eruption of the COVID-19 pandemic disrupted the performance of employees and had an impact on their psychological wellness. Its gravity and forceful nature disrupted and activated emotions of demotivation in employees which requires managers to use motivation as a tool for stimulating the high performance of employees in any organisation. This paper explores how motivation can be used as a strategy to improve rural secondary teachers' work performance and wellness for their job satisfaction in Amathole East Education District of South Africa. Herzberg's Two-Factor theory was adopted for the study. The current study was grounded on a qualitative approach with a case study research design. A purposive sampling technique was adopted to choose three schools and twenty-eight participants used in the study. Focus group discussions and one-on-one interviews were used to gather data from the participants. The study discovered that recognition for teacher performance and offering psychological support stood out as sources of motivation that could be used to improve their work performance and wellness. The study recommends that schools design rewarding models and form community of practice groups post-COVID-19 to improve teachers' morale to perform satisfactorily at work.

The fourth industrial revolution has brought about plenty of changes in the educational landscape. As a result, the implementation of online education is now a necessity for any higher education institution that seeks recognition in the 21st century. Furthermore, online education has become a well-established global practice that enables active, individual, and flexible learning. While online education is growing at a tremendous rate in higher education, in South Africa, its use in Nursing Education is a relatively new phenomenon. This explorative, descriptive, qualitative research design paper aimed to report the results of a whole study whose purpose was to explore and describe the perceptions nurse educators have towards online education at the Nursing Education Institution in the province of KwaZulu-Natal, South Africa. Three themes emerged: the perceived advantages of online education, the perceived disadvantages of online education, and the perceived measures that can be used to promote the use of online education. The study concludes that online education has both advantages and disadvantages.

Emergent scholarly studies on the use of social network sites (SNSs) in higher education have focused mainly on how SNSs could enhance effective teaching and learning. However, very few studies have explored how social relationships between teachers and learners could serve as a learner-centered approach to promote teaching and learning through SNSs. To address this gap, the current study gathered and analyzed qualitative data from 27 teachers and 51 students in a public university in South Africa. The findings show how the outcomes of the use of SNSs in the university are also linked to learner-centered approaches which include: the development of the knowledge, skills, and attributes of students required for the twenty-first century; students' demonstration of good social skills, teamwork, individual self-esteem, and confidence; and empowering students through their scholarly voices in the social network environment. To the teachers, the use of SNSs enhances their relational skills, enables them to be innovative in the use of digital technology, and allows them to create new pedagogical approaches. The study also reveals that when teachers interact and share knowledge with students in the social network environment, they serve the learning needs of all students, including those from low socio-economic backgrounds and first-generation students, through leaner-centered approaches. This paper adds to the literature on social constructivism by highlighting how the development of good social relationships between teachers and learners through what the authors term as digital relational pedagogies could serve as a learner-centered approach to effective teaching and learning, especially when facilitated by SNSs.

This conceptual paper explores the integration of "Ubuntu" philosophy in the school social work practice in South Africa, suggesting a transformative framework to enhance social work practice in a school setting based on the principles of interconnectedness, compassion and community. Drawing from critical social work theories, cultural humility, and restorative justice, the study explores the potential benefits of incorporating "Ubuntu" in addressing the diverse needs of students. Using a narrative literature review methodology, EBSCOhost and Google Scholar search engines were utilised to retrieve scientific literature. The study underscores the importance of cultural competence, community engagement, and restorative practices in shaping interventions. Significantly, the study contributes to a growing body of literature on culturally responsive social work practices, providing insights that can inform transformative approaches to school social work in South Africa and potentially beyond.

In recent years, there has been an increasing amount of literature on online teaching and learning. Teaching mathematics in the fourth industrial revolution offers entry-level mathematics teachers formidable challenges. Despite using various teaching aids in explaining the learning area, entry-level mathematics teachers, those with zero to three years of teaching experience, have experienced challenges in blended teaching during the COVID-19 pandemic. Such challenges could support the preconceived notion identified by others that the field of learning (mathematics) is difficult. This paper hinged on constructivist epistemology and investigated the challenges that entry-level mathematics teachers face in conducting blended teaching in the Sedibeng West District of Gauteng Province in the Republic of South Africa. Eight entry-level mathematics teachers were purposely sampled from four selected schools that participated in the article. This article adopted a case study design and responses were analysed thematically. The focus group interviews were used as tools to collect data in this study. The study revealed a variety of perceptions that entry-level mathematics teachers shared about the impact of blended teaching in mathematics learning. These included, but were not limited to, the use of teaching programs or software, the effects of load shedding and blended teaching challenges related to learners' performance and behaviour. The results of this study could provide program developers, subject advisors, school principals with other members of the management team, and mathematics teachers to support the entry-level mathematics teacher's confidence, sense of future and communication skills, as well as foster multigenerational connections in blended teaching.

This conceptual paper presents a decolonial critique of Eurocentric epistemic hegemony in South Africa and its impact on the curriculum. We argue that the propagation of knowledge from the Global North as 'universal' through conceptually vague framings of curriculum internationalization is contributing to the maintenance of Eurocentric hegemony. We explore how to think otherwise about the world, knowledge and curriculum, framing this around a critical understanding of historical and contemporary politics, geopolitics and coloniality of knowledge. This includes an interrogation of historical workings of power and domination, hegemonic and ideological assumptions, and how all this continues to shape knowledge and curriculum. We offer a set of critical questions that can assist academics and curriculum developers in assessing what is amplified and what is silenced in the curriculum. This can contribute to a genuine engagement with diverse global perspectives and promotion of epistemic plurality in higher education.

Background: A lack of student 'buy-in' and engagement are often major obstacles in academic literacy courses. To create a dialogic learning environment which encourages student investment and challenges traditional student-lecturer hierarchies of power, the curriculum of a first-year academic literacy course at a South African university was reconceptualised around an action-learning project. Objectives: The aim is to determine whether the reconceptualised course enabled dialogic learning that fostered a sense of investment in students. Method: An interpretivist paradigm was followed, drawing on a qualitative research approach. To explore the nature of student investment, discourse analysis was used to analyse group reflections submitted at the end of the 21-week course. Student reflections were coded thematically using an inductive approach. Results: These reflections indicate that specific mechanisms need to be in place for effective dialogic engagement. If in place, findings suggest that the dialogic approach could encourage critical thinking, help students to develop problem-solving skills, lead to cognisance of multiple perspectives, deepen understanding of course material and expectations, promote inclusivity, and encourage reflection on the learning process. Conclusion: This study indicates that purposefully embedding a dialogic approach into a curriculum through purpose-driven group activities, can lead to more engaged learning. Contribution: The paper contributes to the field of academic literacy studies by showing how academic literacy practitioners may use the now-established pedagogies of action-learning and dialogic teaching and learning to design courses that create an enabling environment for students to draw on deep approaches to learning.

Background: A global move towards inclusivity has made inclusive education (IE) a necessity. The education of the learner with hearing loss (HL) in an IE setting remains challenging and scarcely researched. Despite government's clear position on IE, the extent to which the recommendations in the Education White Paper 6 (2001) (EWP6) are implemented, and the educator's related experiences, remains limited, which inspired this study. Aim: To explore the educators' experiences of teaching learners with HL and the extent to which their current teaching practices incorporate the inclusive education model (IEM) and the EWP6. Setting: Public primary schools, practicing IE in KwaZulu-Natal (KZN), South Africa. Method: An explorative descriptive, qualitative approach within a phenomenology design was utilised. An interview schedule guided the semi-structured interviews, conducted with six purposively sampled educators. Post thematic analysis, data were organised within four organising themes, adopted from the IEM. Results: The experienced practical implementation of IE comprised the adaptation of curriculum, teaching practices and assessment procedures to accommodate learners with HL. Educators experienced support from relevant stakeholders and policies. Facilitators included the availability of some resources and the learner's access to an appropriate school. Challenges included insufficient guidance from policies and guidelines. Conclusion: Educators experience difficulties in practically implementing IE with learners with HL. They incorporate the EWP6 and the IEM to a limited extent. Contribution: The study contributed to the limited information regarding the experiences of educators in an IE context, with learners with HL, at least within the studied or similar context.

Many South African municipalities suffer servicedelivery problems that can usually be ascribed to inadequate management, skills, and budgets. The reasons for these, in turn, invariably include weak economic base, unwise spending of available funds, and difficulty in recruiting and retaining skilled staff. The White Paper on Local Government of 1998, to which Valli Moosa, the then Minister for Provincial Affairs and Constitutional Development, referred as "almost [being] regarded as a 'mini- Constitution' for local government", together with the Municipal Demarcation Act of the same year, spelled out the framework in terms of which the local government system would be transformed. Municipalities, covering the entire country "wall-towall", were thereafter established and powers and functions were assigned to them. After more than two decades, there can no longer be any doubt that many municipalities are, to a significant extent, failing in their primary duty of delivering services. The author sought to investigate to what extent this failing is due to flaws in the 'mini-Constitution'. By examining aspects of the performance of municipalities, the article assesses key assumptions made by the drafters of the White Paper in respect of a number of key attributes for service delivery. These attributes include sufficient skills and funding, prudent budgeting and effective spending, good leadership, adequate systems and data, stability of the senior leadership, and the presence of trust and credibility. The article finds that many of the assumptions were flawed, with severe consequences for service delivery. [ABSTRACT FROM AUTHOR]

Courses and training in public decision-making have often disappeared from Public Administration curricula. This paper argues that this is unfortunate as skills therein are severely needed to steer developments towards the Fourth Industrial Revolution. Whereas some see this as a macro development that befalls countries, this paper argues otherwise. Decision-making by individual and corporate actors is judged to be central in the 4IR. This makes the steering thereof possible and desirable. Without being trained in the needed skills in decision-making our graduates will not be prepared to do so and will not become the responsible public officials able to direct 4IR developments.

Medical training has become a global phenomenon, and the Physician's Charter (PC), as a missionary document, is key to training those outside the Global North. Undergraduate and postgraduate students in the medical profession are sometimes trained in contexts foreign to their social and ontological backgrounds. This might lead to confusion and blunders, creating an impression of what might look and feel unprofessional to those unfamiliar with the local context. Understanding the cultural backgrounds of the trainees is crucial, and the reverse is also as important. It is essential for clinicians and trainees to understand the cultural backgrounds of their patients to avoid miscommunication. In this phenomenological study, we recruited participants in 2020 who were in their first to fourth year of study of medical training during the #FeesMustFall protests. We used data from this extensive study looking at students' experiences during their training amidst protest and social upheavals in a South African tertiary institution. For this paper, we examined what professionalism means to the student participants using an African Ubuntu lens. Ubuntu and the Collective Finger theory were used to investigate what professionalism means to participants. The Ubuntu philosophy was compared to the PC. In the findings, the clinical space is hierarchical, silencing and the opposite of what Ubuntu means. In comparison to the PC, respect is overarching while compassion and responsibility are the most comparable to the Charter. This study adds an African voice to the professionalism discourse while showing African elements that could be aligned to the PC to challenge the current global discourses.

When calamity hits humanity in the form of natural disasters, they appear unannounced. The same applies to the recent destructive and disruptive COVID-19 pandemic. During the early days of this pandemic, life activities were halted abruptly. Global education systems were not spared - most institutions were caught napping and forced to close. The educational development of children was adversely affected by the hard lockdown and stringent restrictions that followed the outbreak of the pandemic. The role that parents had to play in the education of their children needed to evolve to meet the new demands. The researchers approached this study from a qualitative interpretivist philosophical stance to interview principals, teachers, and parents. In addition, this paper was located within Coleman's social capital theory. Amongst the key findings that emerged from the study were serious challenges regarding parents' cooperation during the COVID-19 pandemic, namely, communication challenges between the school and home, increased learner absenteeism, and failure by learners to do schoolwork. Finally, the study also found that some parents were disinterested and disengaged from the schools. This study is significant because it provides epistemological insights and understanding of the challenges schools experienced during the COVID-19 pandemic. Without exception, all participants felt strongly that the involvement of parents in a child's education during a pandemic such as COVID-19 is significant. According to Durisic and Bunijevac (2017), the more actively parents are involved in their children's learning, the more benefits are achieved. In contrast, there often seems to be little to no collaboration between the school and the home in ensuring that their common goal of seeing the child succeed is achieved. This is in harmony with the findings of Porumbu and Necsoi (2013) who intimate that, sometimes, parents may feel like they are doing everything to help their children, but due to lack of communication between the parents and the school, the school may feel as though involvement is lacking. The study was limited to only three schools and only nine participants were subjected to semi-structured interviews. The study provided epistemological insights regarding the cooperation and involvement of parents during the trying circumstances of the COVID-19 pandemic. This study provided the findings which are critical for theory, practice and policy to the education systems regarding future disasters.

Neoliberal practices such as managerialism and academic casualisation impact higher education systems globally. While these practices can constrain any curriculum aimed at enabling transformative learning, this paper shows that they place particular limitations on arts and humanities curricula intent on cultivating criticality and a sense of social responsibility. I draw on data from an English literature curriculum study at a mega distance education institution in South Africa and use Legitimation Code Theory to take a close-up look at how two neoliberal practices: managerialism and academic casualisation cause misalignments between the underpinning values of the curriculum and the kinds of pedagogic and formative assessment practices that are employed. I conclude that decisions regarding administration, enrolments and staffing based on neoliberal values can frustrate students' epistemological and ontological access to humanities disciplines and limit the potential of humanities curricula to offer a higher education in service of the social good.

Over the past few years, we have witnessed immense advancements of technology which challenge conventional teaching methodologies. This paper analyses an open and distance learning university from two culturally distinct continents --Africa and Asia-- through an international staff exchange program that was attended over a two-week period. This essay examines both distance learning institutions and data that was collected through interviews and observations to benefit students through quality assurance. According to the research presented in this paper, it is necessary to create an atmosphere that makes it possible for quality assurance activities to be carried out consistently. Distance learning institutions need to move towards a culture of quality and by doing this they need to tailor their student support not just to produce graduates at the end of a cohort but to produce quality graduates needed for the ever evolving and rapidly transforming information and communication technologies. The recommendations made in this paper are intended to help distance education institutions develop a culture of quality. It is argued that to successfully develop a quality culture, a supportive environment should be created for pedagogical activities linked to quality assurance.

There is an increased demand to empower pre-service teachers (PSTs) with knowledge and skills regarding the use of information and communication technologies (ICTs) for teaching science. Using the technology acceptance model as theoretical lens, this paper explores the self-concept and views of PSTs in their final year of study regarding their competences to teach science with ICTs. A mixed methods design was used to collect data from 506 PSTs in two phases. In the first phase, all participants responded to a technological pedagogical and content knowledge questionnaire. In the second phase, semi-structured interviews were used to collect data from a subsample of 28 participants. Results showed that PSTs still underestimate their competences to teach science with ICTs and the majority believe that different school situations and lack of use of ICTs by mentor teachers contribute to failure to build on their competences. Findings also revealed that PSTs have the highest perceived knowledge in technological pedagogical knowledge (TPK) and lowest in technological knowledge. We suggest that PSTs have opportunities to develop their technological content knowledge (TCK) through self-directed learning for it to be on par with their TPK. A linear relationship in the development of PSTs' TCK and TPK would ensure improved instructional quality in science classrooms. This paper suggests different strategies to build PSTs' independency in the use of ICTs to teach sciences.

The current paper reports on a study that was conducted at the University of South Africa (UNISA) in 2021. The study involved three cohorts of undergraduate students (n = 20, n = 12 and n = 18), where each cohort participated in one of the virtual sessions offered on MS Teams as part of their modules' virtual classes. Employing a case study research design, the study used the interactions students had on MS Teams through messages in each session to determine how such messages served as indicators of student engagement. Four student engagement dimensions, namely emotional, behavioral, cognitive and academic engagement, were the focus of this study. Two of the findings of this study are: (a) only few students dominated the messages posted during the three live virtual sessions; and (b) cognitive and emotional engagement dimensions were the two predominant dimensions of student engagement. The paper ends with the implications and recommendations.

The study aims to understand the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic. The study adopts the PRISMA approach to screening the selection of journal articles and review papers according to the research aims and the inclusion criteria. The journal articles and review papers were extracted and stored in Microsoft Excel and Google Scholar, Academic. Microsoft, Semantic Scholar, Elsevier, and Emerald Insight databases searched relevant documents using formulated keywords. A statistical technique was applied using the M.S. Excel analysis tool (PivotTable and an independent t-Test) to analyze data and determine the differences between teachers and students. The review revealed the evidence that the majority of the studies were primarily focused on the individual developing countries and results from other developing countries were not considered. In addition, the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic were inadequate skills and training, inadequate Internet/Infrastructure, lack of supporting resources and lack of online student engagement and feedback. Finally, the independent t-test reveals there is no statistically significant difference in challenges in the transition to online teaching and learning during the COVID-19 pandemic. Both teachers and students encounter similar challenges. The systematic review raised concerns that higher learning needs to effectively implement long term strategies and support teachers and students in getting into online teaching and learning.

Few high schools offer Information Technology (IT)) as a subject in South Africa. This paper used Bourdieu's conception of cultural capital to investigate the reasons why many public schools are shunning away from including IT in their curriculum. Data were collected using a questionnaire and analysed using ANOVA, to determine whether cultural capital influences choosing IT as one of the subjects in the school curriculum. The results showed that public high school principals view IT as a subject that should be done in schools where there is medium-to-high cultural capital status. It is a challenge for schools with low cultural capital to offer IT among their subjects as it is not practiced by the community or society in which the schools exist. The paper concludes by recommending that there is room for the so-called 'low cultural capital' schools to offer IT among their subjects despite the challenges they are facing. Cultural capital does not hinder students' performance. Students from low cultural capital communities can achieve good grades even though they learn under difficult circumstances of inadequate educational resources.

The paper focuses on assessing and identifying the factors that affect the morale of employees in the institution of higher learning in South Africa. Employee morale is a drive to keep the organisation growing and achieve its objectives. In the worldwide ranking there are two institutions of higher learning that are featured in the top 250 of the universities which could be the result that employees are engaged in their institutions. However, it is imperative to maintain or improve more by understanding and dealing with the factors that may contribute negatively in the institutions of higher learning in SA. A quantitative approach was utilised for the paper and a questionnaire was constructed to collect data from 108 academics and support staff. A stratified approach method wad used and divide participant into groups academics and support employees. All data collected was analysed using SPSS version 22 and the findings of the paper reveals that the level of employee morale was very low and further reveals that management support and feedback, conditions of work, remuneration packages, benefits, promotion processes and recognition, communication and understanding of policies as well as treatment and workload were the crucial factors affect the morale of employees. The paper recommends that all institutions of higher learning to review their own policies and ensure that all stakeholders of their institutions understand them effectively. Similar research should be conducted in other institutions of higher learning as well in order to generalise or enrich the findings of the present paper which serve as a wake-up call.

This paper presents an autoethnographic, narrative analysis through self-reflection of my own personal transition from doctoral student to doctoral supervisor. An evaluation of the importance of the PhD in South Africa, the role of doctoral supervisors, and characteristics of good supervisors was undertaken; against which my personal experience was assessed. This paper was important in challenging whether institutions of higher learning in the country are adequately preparing young academics to become independent, effective doctoral supervisors. Some of my recommendations include the need for universities to come up with PhD supervision development programmes, as well as to consider alternative supervision models so as to facilitate mentorship of new doctoral supervisors, to ensure the attainment of PhD standards. The limitations of this paper are that, the researcher and subject, are one and the same person, hence there may be concerns of objectivity.

This paper is based on an argument that the disruption of school spaces can demerit the myth that Mathematics is difficult and a struggle for learners in some contexts. Combining spatial theories and the phenomenon of disruption, the paper reports from a qualitative research project that analyzed the dynamics of space and place in South African schools. From a sample of two secondary schools and three primary schools in Tshwane South, the paper reports on the data from one school where the theme of disruption of school spaces for the teaching of mathematics was drawn. Two Mathematics teachers and one Head of Department (HoD) were interviewed in the school and one classroom was observed. The findings indicate that the disruption of school spaces leads to collaboration across post levels in terms of teaching, management, and personal professional development. Such collaboration disrupts the representations of space and improves teachers' spatial practices and a potential for better learning. The paper concludes by recommending research that will explore the applicability of the conclusions it makes to the enhancement of Mathematics learners' results.

This article aims to understand how access, equity and redress challenges are addressed at South Africa's public universities based on their current funding frameworks. Relying on a pragmatic research approach combining desk-research literature review and secondary data analysis, government funding and tuition fees were found to be the primary sources of funding in most universities, while third stream income from universities' own commercial activities lagged far behind. Secondary data from the public universities' audited annual financial statements for the period 2015 to 2020 further revealed that investment source income superseded third-stream income in most universities. There is consensus in literature on the pivotal role of equity-based funding mechanisms such as the National Student Financial Aid Scheme (NSFAS) in providing tuition cover and living expenses for students from poor households. Based on the agency theory, government funding is used to influence public universities to pursue transformation goals. The general trends observed in various countries is the inclusion of equity-based indicators in a funding model to ensure that students are not denied the opportunity for university education solely based on their poor backgrounds. It is argued in this paper that the NSFAS remains an appropriate vehicle to achieve South Africa's transformational goals in its public universities.

This paper explores the thesis of de-globalisation in relation to international education. Through interrogating accounts of international school leadership during the COVID-19 crisis, the tension between international expectations and localised realities is charted, with four central tenets of internationalism undermined by the pandemic experience. It is argued that the COVID-19 crisis, ostensibly a single global event, resulted in the fractalisation of international education; the conceptualisation of unified internationalism was undermined by the inherently localised material effects of the pandemic. In place of an internationalism that is unified, transcendent, inclusive and connected, international school leaders' accounts of leading through the pandemic focused on their sense that their schools were fractured, rooted, privileged and isolated. It is suggested that this international crisis demonstrates the precarious nature of the respatialising of the global that is intrinsic to international schooling.

Teacher education has gathered interest globally and nationally among teachers, educators, researchers and policy makers. Madalinska-Michalak, O 'Doherty and Assuno Flores (2018) observe that regional/ national, social, economic, political and historical factors impact upon teacher education and 'it is also impacted by global problems and tendencies' (pp. 567). This paper builds on these debates and examines the effects of global discourses of teacher education in the national contexts of developed and developing countries, for example, Guyana, Japan, South Africa, United States of America (USA) and the United Kingdom (UK). This includes consideration of teacher education and training before and during the current global COVID-19 pandemic (UNESCO, 2020). The paper concludes that teacher education continues to be under scrutiny due to global and national expectations, the demand of and how they are positioned in preparing teachers for the 21st century. Notwithstanding, as globalisation becomes more integrated in societies globally teacher education curricula not only has to retain its emphasis on standards, but equally its agility to ensure that the needs of all learners are met.

The COVID-19 pandemic continues to disrupt the teaching and learning in international higher education. Those of us in the global South have particularly been hard hit, struggling to balance working/ functioning economies, a struggling healthcare system, education, commerce, trade, transport, and the community spread of what was later found to be a very infectious disease (Porter et al., 2021; Rogerson & Rogerson, 2020; Shamasunder et al., 2020). In this paper, we explored and theorised the experiences of academics who taught large classes at a research-intensive university in South Africa. We purposely recruited and interviewed eight academics for this case study. We drew on Chela Sandoval's (2013) philosophical notion of "decolonial love" to theorise what an inclusive, democratic and ubuntu-orientated teaching of large classes could look like for us in the global South, beyond the pandemic. The findings revealed that academics continue to be frustrated/challenged/made anxious with teaching large classes due to inadequate infrastructure (digital), lack of resources, and general unpreparedness with the virtual/online teaching and learning. The findings also revealed that large classes were problematic as academics struggled to provide critical engagements and discussions during the hard COVID-19 lockdown, and with some lamenting the frustrations of "teaching to themselves" due to the lack of student engagement. We conclude this paper by proposing a decolonial love approach to the online teaching and learning of large classes, underpinned by the ethics of care, compassion and understanding in curriculum imaginations.
