In response to the COVID-19 pandemic, modular construction has been adopted for rapidly delivering healthcare facilities, but few have systematically explored the impacts of the pandemic and the contributions of modular construction. This paper aims to evaluate modular construction for delivering healthcare facilities in response to COVID-19, through the exploration of the challenges, strategies, and performance of using modular construction for emergency healthcare building project delivery. The study was conducted using 12 real-life healthcare building projects in Hong Kong with both within- and cross-case analyses. The results of the within-case study reveal critical challenges such as tight program but limited resources available and the corresponding strategies such as implementation of smart technologies. The results of the cross-case analysis indicate 106% improved time efficiency and 203% enhanced cost efficiency of using modular construction compared with conventional practices. Based on the multi-case studies, the paper develops an innovative framework which illustrates the roles of stakeholders, goals, engineering challenges, and management principles of using modular construction. Practically, the paper should assist both policymakers and industry stakeholders in addressing the critical challenges of delivering healthcare facilities under COVID-19 in an efficient and collaborative manner. Theoretically, it should set an exemplar of linking the building construction industry with emergency management and healthcare service systems to facilitate efficient response to pandemics. Background: The early weeks of the COVID-19 pandemic brought multiple concurrent threats-high patient volume and acuity and, simultaneously, increased risk to health workers. Healthcare managers and decision-makers needed to identify strategies to mitigate these adverse conditions. This paper reports on the health workforce strategies implemented in relation to past large-scale emergencies (including natural disasters, extreme weather events, and infectious disease outbreaks).Methods: We conducted a rapid scoping review of health workforce responses to natural disasters, extreme weather events, and infectious disease outbreaks reported in the literature between January 2000 and April 2020. The 3582 individual results were screened to include articles which described surge responses to past emergencies for which an evaluative component was included in the report. A total of 37 articles were included in our analysis.Results: The reviewed literature describes challenges related to increased demand for health services and a simultaneous decrease in the availability of the workforce. Many articles also described impacts on infrastructure that hindered emergency response. These challenges aligned well with those faced during the early days of the COVID-19 pandemic. In the published literature, the workforce strategies that were described aimed either to increase the numbers of health workers in a given area, to increase the flexibility of the health workforce to meet needs in new ways, or to support and sustain health workers in practice. Workforce responses addressed all types and cadres of health workers and were executed in a wide range of settings. We additionally report on the barriers and facilitators of workforce strategies reported in the literature reviewed. The strategies that were reported in the literature aligned closely with our COVID-specific conceptual framework of workforce capacity levers, suggesting that our framework may have heuristic value across many types of health disasters.Conclusions: This research highlights a key deficiency with the existing literature on workforce responses to emergencies: most papers lack substantive evaluation of the strategies implemented. Objective: Managing mental health patients during the COVID-19 pandemic has been a global challenge. Current workforce arrangements tend to separate those skilled in caring for highly infectious medical patients from those whose specialism is in managing co-morbid mental health, substance misuse and/or behaviours of concern, including potential non-compliance with community or health care directives. This paper reports an innovative service development through the emergency establishment of a temporary COVID-positive mental health ward in response to a local outbreak in Melbourne. Method: A case study of service reorientation is presented, examining barriers and enablers to effective care of co-morbid mental illness, addiction and COVID-19. Results: Establishing a skilled multidisciplinary workforce across mental health and infectious disease is the most important consideration in optimising care. Other issues included suitable physical space, security arrangements and inter-disciplinary communication. Taiwan was one of the places most affected by SARS in 2003—but one of the least affected by COVID-19 in the first year of the pandemic. Taiwan deployed a centralised approach and has been able to effectively eliminate the threat of the spread of COVID-19 through swift decisions and effective action. This paper compares and evaluates the Taiwanese government's emergency responses to two health crises: SARS in 2003 and COVID-19 in 2020. The policy responses to both are mapped out on easily comprehensible timelines. The study also explores how one crisis governance influences another—how the mishandling of the SARS outbreak influenced early governmental responses to COVID-19. The COVID-19 pandemic has brought chaos in education across the world, including developing countries like Nepal. To respond to this educational disruption in this South Asian country, different educational plans and policies were formulated by the Ministry of Education, Science and Technology, Government of Nepal. It is not known whether these policies were realistic and practicable, as there is no review of these documents to date. With this backdrop, this paper critically reviews the educational plans and policies that were developed to manage education during the crisis. It appraises the strengths of these policies in terms of their intent and practicalities of implementation in the given situation, and identifies gaps and challenges, and recommends some ways to realistically run the education system. The review reveals that these documents have several strengths, such as they plan to create data in terms of learners' access to resources, value self-learning and parent education, and suggest several alternative ways to resume school. Yet, there are some gaps and challenges, the identification of which can guide the effective delivery of education in Nepal in any kind of crisis period both at present and in future. This paper is expected to help policy makers to revisit the existing policies or guide them when they form future educational policies that are designed to manage education in any kinds of crisis. It is also deemed helpful for teacher educators, practitioners and other educational stakeholders to understand about the educational plans and policies formed to deal with crises. BACKGROUND: In the COVID-19 pandemic, coordination was certainly late, also due to the scarcity of information disseminated at the very beginning of the pandemic, when countries were inevitably taken by surprise. The lack of information, mainly attributable to the country from which everything seems to have started, has produced a huge delay and numerous uncertainties in the feedback of the WHO and international organizations. OBJECTIVE: The inevitably relevant issue, from a legal point of view, concerns the legitimacy, formal or in any case shared, of the authority in charge of coordinating reactions and policies. The paper analyses the current legislation, soft and hard law, and the undertaken policies concerning emergency responses. METHODS: International and EU legislation analysis. RESULTS: The G20 understood that sustainable, flexible and agile funding systems for health emergencies are essential elements of pandemic prevention, preparedness and response. In EU there are many regulations about coordination and response to emergencies in practice in the EU and the Regulation (EU) 2021/522 (EU4Health programme), broadly extends the Union's competence in the field of health and has the objective of strengthening the Union's capacity for prevention, preparedness and rapid response in the event of serious cross-border threats to health. CONCLUSIONS: It is essential to formalize, within international agreements, the institutionalization of relationships, procedures, and the possible recognition of the reference figure. If in the European Union, at least partially, the protocols are there (even if the COVID-19 emergency has blown them up in principle), certainly in relations with non-EU countries the story is complicated, requiring specific agreements. Community engagement is crucial for controlling disease outbreak and mitigating natural and industrial disasters. The COVID-19 pandemic has reconfirmed the need to elevate community engagement to build equity, trust and sustained action in future health promotion preparedness strategies. Using the health promotion strategy of strengthening community action enhances the opportunity for better outcomes. There is, therefore, a need to improve our understanding of community engagement practices during crises, scale-up good community engagement initiatives, and improve and sustain people-centered approaches to emergency responses. This paper presents five case studies from the United States, Singapore, Sierra Leone, Kenya and South Africa that demonstrate the potential strengths that can be nurtured to build resilience in local communities to help mitigate the impact of disasters and emergencies. The case studies highlight the importance of co-developing relevant education and communication strategies, amplifying the role of community leaders, empowering community members to achieve shared goals, assessing and adapting to changing contexts, pre-planning and readiness for future emergencies and acknowledgement of historic context. A volunteer effort by Artificial Intelligence (AI) researchers has shown it can deliver significant research outcomes rapidly to help tackle COVID-19. Within two months, CLAIRE's self-organising volunteers delivered the World's first comprehensive curated repository of COVID-19-related datasets useful for drug-repurposing, drafted review papers on the role CT/X-ray scan analysis and robotics could play, and progressed research in other areas. Given the pace required and nature of voluntary efforts, the teams faced a number of challenges. These offer insights in how better to prepare for future volunteer scientific efforts and large scale, data-dependent AI collaborations in general. The emergency response to the COVID-19 pandemic had an extreme exogenous impact on society and the economy. This paper aims to explore the impacts of the national emergency response and the subsequent emergency response termination on air quality and its policy implications through regression discontinuity design (RDD) estimation by employing panel data on daily air quality from January 1, 2019, to July 31, 2020, for 290 cities in China. The empirical results showed that the emergency response resulted in a significant decrease in most of the major pollutant concentrations within a short time frame, and the average air quality index (AQI) decreased by approximately 11.0%. The concentrations of PM 2.5 , PM 10 , SO 2 , NO 2 , and CO decreased by approximately 18.8%, 13.1%, 13.5%, 11.1% and 6.7%, respectively, while the O 3 concentration did not change significantly. Further causal analysis found that mandatory traffic restrictions and the shutdown of industries were two important factors that contributed greatly to air quality improvement. Moreover, since the process of returning to normal daily activities and promoting the economy were gradual, the results showed that air pollution did not rebound immediately after the government called for the "resumption of production and work" and announced the "termination of the emergency response". Our findings suggest that to achieve a substantial and sustainable improvement in air quality, it is necessary to continuously implement strict emission control routines and take co-control measures for various VOCs precursors of ozone. Background: The COVID-19 pandemic had a disproportionate impact on the health and wellbeing of people who use drugs (PWUD) in Canada. However less is known about jurisdictional commonalities and differences in COVID-19 exposure and impacts of pandemic-related restrictions on competing health and social risks among PWUD living in large urban centres. Methods: Between May 2020 and March 2021, leveraging infrastructure from ongoing cohorts of PWUD, we surveyed 1,025 participants from Vancouver (n = 640), Toronto (n = 158), and Montreal (n = 227), Canada to describe the impacts of pandemic-related restrictions on basic, health, and harm reduction needs. Results: Among participants, awareness of COVID-19 protective measures was high; however, between 10 and 24% of participants in each city-specific sample reported being unable to self-isolate. Overall, 3–19% of participants reported experiencing homelessness after the onset of the pandemic, while 20–41% reported that they went hungry more often than usual. Furthermore, 8–33% of participants reported experiencing an overdose during the pandemic, though most indicated no change in overdose frequency compared the pre-pandemic period. Most participants receiving opioid agonist therapy in the past six months reported treatment continuity during the pandemic (87–93%), however, 32% and 22% of participants in Toronto and Montreal reported missing doses due to service disruptions. There were some reports of difficulty accessing supervised consumption sites in all three sites, and drug checking services in Vancouver. Conclusion: Findings suggest PWUD in Canada experienced difficulties meeting essential needs and accessing some harm reduction services during the COVID-19 pandemic. Background: In April 2021, the province of Ontario, Canada, was at the peak of its third wave of the COVID-19 pandemic. Intensive Care Unit (ICU) capacity in the Toronto metropolitan area was insufficient to handle local COVID patients. As a result, some patients from the Toronto metropolitan area were transferred to other regions. Methods: A spreadsheet-based Monte Carlo simulation tool was built to help a large tertiary hospital plan and make informed decisions about the number of transfer patients it could accept from other hospitals. The model was implemented in Microsoft Excel to enable it to be widely distributed and easily used. The model estimates the probability that each ward will be overcapacity and percentiles of utilization daily for a one-week planning horizon. Results: The model was used from May 2021 to February 2022 to support decisions about the ability to accept transfers from other hospitals. The model was also used to ensure adequate inpatient bed capacity and human resources in response to various COVID-related scenarios, such as changes in hospital admission rates, managing the impact of intra-hospital outbreaks and balancing the COVID response with planned hospital activity. Conclusions: Coordination between hospitals was necessary due to the high stress on the health care system. A simple planning tool can help to understand the impact of patient transfers on capacity utilization and improve the confidence of hospital leaders when making transfer decisions. Time and again, many organizations and their staff members must respond to unexpected catastrophes like hurricanes (e.g., Katrina), virus pandemics (e.g., COVID-19), or other major emergencies. As a result, some organizations allow their employees to respond to external emergencies by engaging in response actions for a limited time, like in the case of emergency response teams. The latter teams consist of employees that act as emergency response officers who can respond to floods, train crashes, or other emergencies. Emergency response teams constitute an example of so-called latent organizing (LO) in the preparation for and response to any (unpredictable) future emergency. While latent organizing is ubiquitous in a societal and professional sense, it has hardly been studied in the organization design literature. In this paper, we develop a research agenda for studying LO. LO serves to prepare for and respond to emergencies, but otherwise remains largely dormant and inactive. When it is inactive, host organizations use the LO's human and other resources for their own gainful purposes. Resources for LO are thus organized in a quasi-permanent fashion, one that is rather latent until activated by an emergency. We further develop the construct of latency to explore how effective LO can be designed and facilitated. In addition, we develop a research agenda for future work in this area. A review of the disaster literature indicates that emergency responses to pandemics are often understudied; the current COVID-19 crisis provides an important opportunity to improve awareness and understanding about this and other contagious and disruptive diseases. With this in mind, this study examines Taiwan's response to COVID-19 because it was successful in spite of a high probability of contagion. The paper first explores the assertion that cognition, communication, collaboration, and control are vital for effective disaster response; it then indicates the need to consider two additional Cs: confidence (trust of government's competency) and coproduction (public participation in disaster transmission prevention). The paper also conducts a qualitative descriptive study of the Taiwan government's response timeline with examples of each of these concepts in action. To further illustrate the need for the two additional Cs, survey data illustrate how public confidence serves as a pivot between government's COVID-19 response and citizen coproduction in COVID-19 transmission prevention. Smart cities have become an influential concept in urban development. Smart cities and their applications aim to maintain a high quality of life by using smart technologies and enhancing economic productivity. Previous systematic literature reviews have considered the development of smart cities and highlighted their applications and services. However, no prior studies have comprehensively investigated smart cities in relation to emergencies. To this end, the current paper aims to provide a research agenda reviewing the relevant literature that touches on smart technologies during emergencies like the ongoing COVID-19 pandemic. Based on a systematic methodology centred on text mining analysis, our research identified the following three themes: (a) emergency response, which covers emergency management, traffic and unmanned aerial vehicles, waste disposal, and contact tracing; (b) motivation and outcome, which includes such sub-themes as smart urbanism, quality of life and the economy; and (c) technology and data, which covers social media, machine learning, Internet of Things, data-driven applications, and object detection. Background: Pharmacy has been recognized as a vital healthcare profession during the COVID-19 pandemic. The primary objective of the INSPIRE Worldwide survey was to determine the impact of COVID-19 on pharmacy practice and pharmacists' roles around the world. Methods: A cross-sectional online questionnaire with pharmacists who provided direct patient care during the pandemic. Participants were recruited through social media, with assistance from national and international pharmacy organizations between March 2021–May 2022. The questionnaire was divided into (1) demographics, (2) pharmacists' roles, (3) communication strategies, and (4) practice challenges. The data were analyzed using SPSS 28, and descriptive statistics were used to report frequencies and percentages. Results: A total of 505 pharmacists practicing in 25 countries participated. The most common role that pharmacists undertook was responding to drug information requests (90%), followed by allaying patients' fears and anxieties about COVID-19 (82.6%), and addressing misinformation about COVID-19 treatments and vaccinations (80.4%). The most common challenges were increased stress levels (84.7%), followed by medication shortages (73.8%), general supply shortages (71.8%), and inadequate staffing (69.2%). Conclusions: Pharmacists within this study were significantly impacted by the COVID-19 pandemic and took on new or adapted roles (e.g., providing COVID-specific information, managing patients' emotions, and educating on public health measures) to meet the needs of their communities. Despite, the significant challenges (e.g., increased stress, supply chain challenges, addressing misinformation, and staffing shortages) faced by pharmacists, they continued to put their patients' needs first and to provide pharmacy services. Water safety plans address both routine operations and incident responses to support risk management in drinking water utilities. Their use and relevance in facing the challenges of the Covid-19 crisis were investigated via a survey distributed to water utilities and health or environmental agencies across the globe. Responses from 86 respondents from 38 countries were analysed to identify the water safety challenges faced and responses. Water safety plans appear to provide some preparedness and organizational advantages to utilities in facing the Covid-19 crisis, including stronger communication links between utilities and governing agencies. With the COVID-19 epidemic disproportionately impacting older adults, cities across the United States (U.S.) and the world scrambled to meet the needs of their older residents. Members of the World Health Organization's Age-Friendly Communities (AFCs) network rely on cross-system community collaborations and resident voices to create age-friendly social, built, and service environments. These key elements of AFCs place them in a unique position to quickly identify needs of older residents, launch short-term targeted interventions, and support integration of new programs into existing systems for post-crisis sustainability. This essay discusses how one age-friendly community applied key tenets of the Centers for Disease Control's rapid response team model to meet the immediate, short-term needs of older residents for social connection, food, personal protective equipment (PPE), emergency preparedness, and technology utilization. Sustainability of the rapid response interventions was supported through the relationships and structures created by the AFC. Guidelines to contain disease outbreaks are helpful when responding to outcomes of outbreaks. Age-friendly communities core values align with the tenants of disaster response. Background and Objective: The COVID-19 pandemic has accelerated digital health applications in multifaceted disease management dimensions. This study aims (1) to identify risk issues relating to the rapid development and redeployment of COVID-19 related e-health systems, in primary care, and in the health ecosystems interacting with it and (2) to suggest evidence-based evaluation directions under emergency response.Method: After initial brainstorming of digital health risks posed in this pandemic, a scoping review method was adopted to collect evidence across databases of PubMed, CINAHL, and EMBASE. Peer-review publications, reports, news sources, and websites that credibly identified the challenges relating digital health scaled for COVID-19 were scrutinized. Additional supporting materials were obtained through snowball sampling and the authors' global digital health networks. Studies satisfying the selection criteria were charted based on their study design, primary care focus, and coverage of e-health areas of risk.Results: Fifty-eight studies were mapped for qualitative synthesis. Five identified digital health risk areas associated with the pandemic were governance, system design and coordination, information access, service provision, and user (professional and public) reception. We observed that rapid digital health responses may embed challenges in health system thinking, the long-term development of digital health ecosystems, and interoperability of health IT infrastructure, with concomitant weaknesses in existing evaluation theories.Conclusion: Through identifying digital health risks posed during the pandemic, this paper discussed potential directions for next-generation informatics evaluation development, to better prepare for the post-COVID-19 era, a new future epidemic, or other unforeseen global health emergencies. In the absence of accessible and inclusive emergency communication provided by the government and public service providers, this article examines a self-initiated and volunteer-driven Disability Support Network. This Network emerged as a civil response during the COVID-19 outbreak in China. The study highlights the communication difficulties and multiple disadvantages experienced by people with disabilities in emergency situations. This reveals the gaps between policies and practices regarding the digital accessibility infrastructure in China. Adopting a WeChat ethnography research method, the researchers collect data from both participant-observation in the virtual field of online chat rooms and semi-structured interviews with Network participants. The study examines the empowering role of the Disability Support Network and the use of inclusive information and communication technologies. The mechanism and deliverables of Disability Support Network, along with important lessons and inclusive communication practices used by the Network, are presented in the article. We argue that comprehensive and inclusive communication strategies for people with disabilities should consider multiple dimensions including formats, content, and situations. We advocate that government and public service entities in China need to take more active measures providing inclusive communications and information in emergency situations for people with disabilities. This study examines the effects of civil society response and communication inequalities in public health disasters in China. The study identifies difficulties experienced by disabled people who are excluded from mainstream information channels. The study provides examples of the best practices in effective communication for disabled people during the COVID-19 outbreak. We especially study an unprecedented volunteer-driven disability support network that emerged in response to COVID-19. The study details how a disability support network is organized, what the network has achieved, and the role social media played in the network's activism and organization. The ongoing novel coronavirus (COVID‐19) epidemic has evolved into a full range of challenges that the world is facing. Health and economic threats caused governments to take preventive measures against the spread of the disease. This study aims to provide a correlation analysis of the response measures adopted by countries and epidemic trends since the COVID‐19 outbreak. This analysis picks 13 countries for quantitative assessment. We select a trusted model to fit the epidemic trend curves in segments and catch the characteristics based on which we explore the key factors of COVID‐19 spread. This review generates a score table of government response measures according to the Likert scale. We use the Delphi method to obtain expert judgments about the government response in the Likert scale. Furthermore, we find a significant negative correlation between the epidemic trend characteristics and the government response measure scores given by experts through correlation analysis. More stringent government response measures correlate with fewer infections and fewer waves in the infection curves. Stringent government response measures curb the spread of COVID‐19, limit the number of total infectious cases, and reduce the time to peak of total cases. The clusters of the results categorize the countries into two specific groups. This study will improve our understanding of the prevention of COVID‐19 spread and government response. Concerns about infectious disease in mega-shelters following hurricanes should be a top priority. The COVID-19 pandemic demonstrated the challenge of implementing standard evacuation and sheltering procedures for hurricanes during an outbreak of a respiratory disease and the lessons learned from the 2020 hurricane season must be applied to future response efforts. In this article, we examine the current risk framing for hurricane preparedness and response utilizing Prospect Theory. We also examine how the COVID-19 pandemic has complicated this traditional framing and offer a new framework for which to provide adequate sheltering following a hurricane, while minimizing the risk of respiratory disease to those seeking shelter. Background Monoclonal antibodies (mAbs) against severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) are a promising treatment for limiting the progression of coronavirus disease 2019 (COVID-19) and decreasing strain on hospitals. Their use, however, remains limited, particularly in disadvantaged populations. Methods Electronic health records were reviewed from SARS-CoV-2 patients at a single medical center in the United States that initiated mAb infusions in January 2021 with the support of the US Department of Health and Human Services' National Disaster Medical System. Patients who received mAbs were compared with untreated patients from the time period before mAb availability who met eligibility criteria for mAb treatment. We used logistic regression to measure the effect of mAb treatment on the risk of hospitalization or emergency department (ED) visit within 30 days of laboratory-confirmed COVID-19. Results Of 598 COVID-19 patients, 270 (45%) received bamlanivimab and 328 (55%) were untreated. Two hundred thirty-one patients (39%) were Hispanic. Among treated patients, 5/270 (1.9%) presented to the ED or required hospitalization within 30 days of a positive SARS-CoV-2 test, compared with 39/328 (12%) untreated patients (P  < .001). After adjusting for age, gender, and comorbidities, the risk of ED visit or hospitalization was 82% lower in mAb-treated patients compared with untreated patients (95% CI, 56%–94%). Conclusions In this diverse, real-world COVID-19 patient population, mAb treatment significantly decreased the risk of subsequent ED visit or hospitalization. Broader treatment with mAbs, including in disadvantaged patient populations, can decrease the burden on hospitals and should be facilitated in all populations in the United States to ensure health equity. Objective: The COVID‐19 epidemic has caused a significant global social and economic impact since December 2019. The objective of this study was to demonstrate the emergency response of a Chinese blood centre on maintaining both the safety and the sufficiency of blood supply during large, emerging, infectious epidemics. Materials and Methods: Early on in the outbreak of COVID‐19, the Chengdu Blood Center developed strategies and implemented a series of measures, including enhanced recruitment efforts, addition of new donation deferral criteria and notification after donation, optimisation of donor experience, development and implementation of a new coronavirus nucleic acid detection technology platform for blood screening and screening all donations for SARS‐CoV‐2 RNA to maximumly protect the safety of blood supply during a time of unclear risk. Results: Starting on February 20, the immediate satisfaction rate of blood product orders in Chengdu city's clinical settings reached 100%, and there was no case of blood transfusion infection. Conclusion: The recent experience during the outbreak of SARS‐CoV‐2 reminded us that improvement in the areas of national and international collaborative programmes for dealing with blood availability and safety concerns during early stages of a disaster and regional and national mechanisms for timely communication with the general public on behalf of blood services should help to better prepare us for future disasters. The COVID-19 pandemic may cause psychological distress, changes in numbers and distributions of patients in spine surgery patients, which all affect the strategies of spine surgery treatment. These changes may be related to the number of new COVID-19 cases per day since they are visual indicators of the changes in the epidemic and are of interest to the public. This descriptive research took the spine surgery department as an example in a Grade-A tertiary hospital in Anhui province, China. The number and distribution of patients from January 24 to April 2, 2020 was collected and compared with the past 5 years. A psychological scale was constructed to assess the psychological distress of patients and the number of new COVID-19 cases per day in Anhui, China was collected each day from January 24 to April 2, 2020. Also, this research compared these variables with the emergency response or the number of new COVID-19 cases per day. All distributions dropped dramatically during first-level emergency response and then back to normal. The psychological distress of patients was relatively higher at the beginning of the outbreak and then gradually returned to normal. The trends between the psychological distress of patients and the number of new COVID-19 cases per day were similar. The number of new COVID-19 cases per day could be used to predict psychological distress, changes in patient numbers and distributions, which was beneficial for the department of spine surgery to adjust its treatment strategy during the epidemic. Aims: To develop recommendations for strategies and interventions to reduce stigma and discrimination related to coronavirus disease 2019 (COVID-19), through reviewing and synthesising evidence in relation to COVID-19 and other disease outbreaks and infectious/stigmatised conditions from systematic reviews and primary studies and recommendations from additional materials. Methods: Rapid review, drawing on the World Health Organization's (WHO) methodology for developing interim guidelines during health emergencies. PubMed/MEDLINE, PsycINFO, Cochrane Central and Campbell Collaboration searched up to mid-April 2020. Searches were supplemented by reference-searching and expert recommendations. Searches were designed to identify: (1) systematic reviews (<10 years), or (2) primary intervention studies (no date limit) reporting evidence on anti-stigma interventions (in relation to COVID-19 or other infectious/stigmatised conditions) or (3) additional relevant materials. Data were extracted on population, intervention, outcome and results. These data were compiled into evidence summary tables and narrative overviews. Recommendations on strategies for COVID-19 stigma-reduction were developed using the WHO 'Evidence to Decision' framework approach. The review protocol was registered with PROSPERO (registration ID: CRD42020177677). Results: The searches identified a total of 4150 potentially relevant records, from which 12 systematic reviews and 29 additional articles were included. Overarching considerations and specific recommendations focus on: (1) language/words used in relation to COVID-19 and affected people; (2) media/journalistic practices; (3) public health interventions; (4) targeted public health interventions for key groups and (5) involving communities and key stakeholders. Conclusions: These recommendations represent the first consolidated evidence-based guidance on stigma and discrimination reduction in relation to COVID-19. Mitigating the impact of stigma is critical in reducing distress and negative experiences, and strengthening communities' resolve to work together during exceptional circumstances. Ultimately, reducing stigma helps addressing structural inequalities that drive marginalisation and exacerbate both health risks and the impact of stigma.
