The efficient use of market-based policy instruments is an area of increasing importance as scholars and policymakers work to balance effective climate policy with economic growth. Carbon allowances and carbon offsets, despite being statutorily substitutable, behave in practice like imperfect substitutes. This paper provides a synthesis of extant work, market data and the regulatory frameworks of the world’s major carbon markets, and provides a comprehensive assessment of the drivers of demand for carbon offsets. It also provides a detailed assessment of the process through which international carbon offsets are produced, the UN’s Clean Development Mechanism. Demand for carbon offsets is heavily influenced by key programme design parameters that are specific to carbon market design and its implementation. These design parameters heavily influence the degree to which transaction costs, regulatory uncertainty and risk factor into the decisions of firms operating within the carbon trading programme. This paper also identifies key extra-statutory drivers that are outside of the policymaker’s control, which should be considered in both the policy design and the implementation process. This paper presents an analysis of contradictions in urban low carbon transitions as engines of change. Following Kojève's reading of contradiction in Hegel's oeuvre, I argue that contradiction is a constitutive feature of low carbon interventions. This is an alternative to conventional readings of contradiction as a provisional encounter of opposites in which one will eventually cancel out the other. I unpack the concept of contra diction in three ways: first, by displaying a Hegelian-inspired understanding of contradiction in relation to change, time, and desire; second, by explaining how inherent contradictions can also be read in relation to the excesses that characterize the deployment of methods of calculation in low carbon interventions; and third, by situating these contradictions within the overall dynamics of carbon governance and purposive attempts to bring about a low carbon transition. The paper explores the practical implications of this analysis in a case of low carbon interventions in social housing in Ljubljana, Slovenia. The case study shows that, if contradictions are at the heart of low carbon interventions, contradiction analysis may provide a direction towards broader reconfigurations of social and technological practices and generate a desire to change. In this paper, we present a climate-policy game with international emissions trading, where governments first select their amounts of emissions permits. These permits are transferred to firms, and then traded competitively on an international market. Compared with a game without trading, we find that the potential efficiency gains from permit trading, which have been identified in other studies, are totally undone if governments also employ a tax or subsidy on domestic emissions. This paper investigates how climate change is positioned within the wider field of sustainable development. Analysis of theory and policy reveals an array of initiatives stemming from different interpretations of sustainable development. Most climate change policy is currently in less radical, reformist approaches to sustainable development that are market based and utilitarian, exemplified by a focus on energy efficiency and international political agreements. Some climate change discourse and policy is related to more radical interpretations of sustainable development, principally concerning equity, resource and consumption limits. Whilst coalitions of some approaches to sustainable development are constructed through the practice of creating initiatives on climate change, other perspectives are fundamentally irreconcilable. The paper argues that a greater awareness of underlying worldviews and perspectives behind the range of climate initiatives is necessary if the goal of global carbon emissions reduction is to be achieved. This paper investigates how piloting programmes in China can promote local policy innovations. By using one of the piloting emission trading schemes (ETS) in Guangdong province as a case study, it is argued that the main features of the piloting experiments, particularly in the climate change domain, are largely different from previous local marketization experiments that dominate the reform period of China. Whereas previous experiments are often characterized as bottom-up or indigenous initiatives with strong patronage relations to the pro-reform politicians at central level, the current piloting programmes are often crafted in a top-down fashion that is often misaligned with local market or corporate interests. Hence, local policy innovations are designed, developed and brokered by the local state officers, in order to bridge this central–local interest gap. As a result, successful implementation of these policy innovations largely depends on local political traditions, bureaucratic culture and perceptions of distinctive development needs. Recent debates have drawn attention to the legitimacy challenges faced by new forms of global governance. Privatised governance in particular has come under considerable scrutiny. This paper attempts to contribute to this debate through an analysis of the widespread critiques of climate governance that focus on its 'marketized' or 'privatized' character. Such critiques fundamentally attempt to delegitimise dominant governance mechanisms which can be collectively known as the 'global carbon market'. The paper argues that to understand the political dynamics of legitimacy surrounding these forms of governance we need to take into account the recurrent tension within capitalism between accumulation and legitimation. This focus enables us to understand the legitimacy problems surrounding climate governance. First, it draws attention to the character of the discourses which are critical of marketized climate governance, which attack it precisely because of the forms of accumulation it enables. Second, many of these governance projects have themselves been developed in part precisely in order to overcome legitimacy crises inherent in capital accumulation, and specifically in the current context in relation to the dominance of finance within contemporary capitalism. Finally, it suggests that one of the strategies of firms involved in such governance is to attempt to overcome this legitimacy-accumulation tension in the way that automobility did in the Fordist era. Climate governance practices should be understood as a pursuit of this sort of coherence which might give rise to an 'ecological regime of accumulation' that aims to forestall more radical critiques that argue that capitalism and sustainability are inimical. Because China has emerged as the largest greenhouse gas (GHG) emitter in total annual emissions, to accelerate the pace of GHG emission reduction in China is important to the success of global efforts in addressing climate change. Carbon trading is a market mechanism and key instrument in the mitigation of climate change. This paper explores the policy process and development state to date of China׳s carbon-trade market to understand the emergence and development of that market and to understand what barriers are hampering China׳s carbon-trade market development. To achieve this goal, this paper introduces and analyzes China׳s status in the international market, examines the factors driving carbon-market launching by the Chinese government, and traces the development of mandatory carbon-emission trading and voluntary emission trading. It is argued that China׳s carbon-trading market is confronted with challenges such as the absence of a functional carbon-trading market, inaccuracy of the quota allocation, an imperfect trading mechanism, and lagging legislation. At the present stage, shortcomings such as having no real-time carbon price and dominated spot transactions differentiate China׳s trade market substantially from a functional system. A quick market integration of China׳s carbon market appears remote. It is suggested that specific measures be taken to promote the development of the Chinese carbon-trading market. Almost two decades since the Kyoto Protocol was adopted, global greenhouse gas emissions are still rising rapidly. We argue that the global climate policy focus on carbon markets has played a significant role in the failure to reduce emissions. There are 16 compliance carbon markets in operation across the world. Many more are planned, although there have been numerous problems with carbon trading, including ineffectiveness, weak regulation and implementation, instances of fraud, little to no emissions reduction and major legitimacy issues for governments and the private sector. In this paper we take a “strong” position, arguing that carbon markets do not have a role to play in a policy scenario that requires radical emissions reductions in order to avoid dangerous greenhouse gas concentrations. We put forward 10 reasons why carbon markets should not be the preferred climate policy choice, which we have collated from positions taken by grassroots social movement organizations, think tanks, NGOs and other political advocacy groups as well as individual scientists and scholars. Abstract: Carbon accounting has evolved rapidly over the past twenty years and now encompasses a wide range of activities with significant financial implications. This paper examines how competence in carbon accounting is being defined and claimed by different actors and communities. Specifically, it focuses on the role of the accountancy profession in carbon accounting, charting its engagement over time and its relationship with other communities involved in carbon accounting. The paper builds on recent work showing that multiple framings and activities are associated with carbon accounting, leading to conflicting views on what it means, how it should be done, and who should be involved. It draws on the concepts of epistemic communities and boundary-work to help explain the role of professions and the emergence of new institutions that mediate between different communities to achieve policy change. We find that, while accountants have undisputed authority in the field of financial reporting of rights and liabilities created under emissions trading schemes (’financial carbon accounting’), their claims to competence in other aspects of organisational carbon accounting overlap with those made by several other communities. Although the accountancy profession’s interest in organisational carbon accounting can be traced back at least as far as 2001, the introduction of emissions trading in Europe in 2005 coincided with the start of a new, as yet largely un-scrutinised, initiative to extend its claims of relevant expertise, through a variety of methods including the promotion of standards for disclosure of physical and strategic climate-related information. The Climate Disclosure Standards Board provides an example of a boundary organisation that has been established by different communities with an interest in carbon accounting, with mutually beneficial results, which has nevertheless resulted in the production of a new Climate Change Reporting Framework that is heavily aligned towards the existing competence of accountancy professionals. This article explores whether emissions trading is morally defensible To do so it examines three different kinds of moral consideration Which might be used to judge emissions trading. The first kind makes what I term an 'ethical' objection, and holds that utilising market instruments to combat climate change is inherently objectionable. I examine three versions if this 'ethical' argument but find none persuasive. The remainder of the article considers two additional moral considerations, both of which appeal to principles of justice. Drawing on these it argues that emissions trading can be morally defensible but only it it meets these two demanding moral criteria. First, the costs of emissions trading should be shared equitably. The paper examines what this might mean and criticises the leading account of what constitutes a just distribution of emissions Second, emissions trading must make an appropriate contribution to climate mitigation. A number of ways in which current emissions trading schemes signally fail to meet this second criterion are then noted. The article concludes that emissions trading schemes could in principle be morally defensible but only if new schemes are introduced or existing schemes are radically redesigned in line with the principles outlined in the article. Global climate change caused by carbon emissions has brought severe challenges to the sustainable development of global economy. In this context, this study constructs a weighted and directed carbon emission network for the European Union (EU). We use social network analysis to measure the indicators of the structural characteristics of the EU carbon emission network, and employ cluster analysis to investigate the role of countries in the carbon emission network. Furthermore, we use linear regression to explore the impacts of structural characteristics of carbon emission network on carbon emissions. The results show that, first the carbon emissions ties among the EU countries show a typical network structure during the sample period. Countries such as Germany, France, and Belgium are at the center of the carbon emission network, while Malta, Cyprus, and Croatia are at the edge. Second, different countries play the roles of "net spillover," "broker," "two‐way spillover," and "net receiver" in the EU carbon emission network. Last, the increase of network density, the decrease of network hierarchy and the decrease of network efficiency all significantly reduce the carbon emission intensity of the EU, and narrow the spatial difference of carbon emissions among countries. Improving the weighted centrality indicators of nodes in the carbon emission network is helpful to reduce the carbon emission intensity of the EU countries. The transport sector is one of the main sources of greenhouse gases, adding in Spain near a quarter of the total national emissions, the majority in road transport. Therefore, road contribution to climate change should be mitigated to achieve the proposed goals in the fight against climate change. Policies and strategies suggest several preventive mitigation options, but have paid little attention to compensatory mitigation. We have conducted a theoretical case study in a Spanish province, Segovia, estimating the carbon dioxide emissions in the road network between 2015 and 2050, and analysing different compensation possibilities through conservation agriculture, agroforestry, afforestation and hedgerow plantation. We have calculated carbon sequestration in the reference period and costs per tonne for each option, estimating the budget range of offsetting road carbon emission, and funding possibilities, especially through fuel taxes. The paper demonstrates that offsetting carbon emissions produced by roads in this area is technically possible and highly desirable, unifying carbon sequestration, biodiversity improvement and rural development. Bahrain has set a national target of achieving carbon neutrality by 2060, with an interim goal of a 30% reduction in CO2e emissions by 2035. The aim of this policy brief is to provide insights on how carbon neutrality in Bahrain can be achieved. A review of literature related to climate change mitigation in general, and that related to Bahrain in particular, was carried out. Given that the carbon intensity of Bahrain’s economy is relatively high, achieving carbon neutrality requires not only technologies for reducing CO2e emissions at the source and enhanced carbon sinks, but it also requires the introduction of a circular economy culture and efforts to foster pro-environmental behavior within the population. The involvement of different stakeholders in the journey toward carbon neutrality is critical, along with the formulation of requisite policies regulating the roles of technology, behavior and research. Although forest carbon offsets can play an important role in the implementation of comprehensive climate policy, they also face an inherent risk of reversal. If such risks are positively correlated across projects, it can affect the integrity of larger project portfolios and potentially the entire offsets program. Here, we discuss three types of risks that could affect forest offsets-fat tails, micro-correlation, and tail dependence-and provide examples of how they could present themselves in a forest offset context. Given these potential dependencies, we suggest several new risk management approaches that take into account dependencies in reversal risk across projects and which could help guard the climate integrity of an offsets program. We also argue that data collection be included as an integral part of any offsets program so that disturbance-related dependencies may be identified and managed as early and to the greatest extent possible. Emissions trading has created new forms of exchangeable property which become commodities when traded in markets designed to reduce greenhouse-gas emissions and mitigate climate change. This paper analyzes a set of social processes which influence who benefits from reductions in emissions generated by primary production from forest ecosystems. Informed by commodification literature, and property and access theory, we suggest that farmers and rural communities cannot derive full benefits from carbon sequestration because they lack key structural and relational mechanisms, such as capital, knowledge, expertise, technology, and, in some cases, even labour. We illustrate this argument by examining three ongoing carbon-forestry projects in China, Ecuador, and Mexico and we highlight its implications for future forestry mitigation projects and programmes. Abstract: When included as part of a larger greenhouse gas (GHG) emissions reduction program, forest offsets may provide low-cost opportunities for GHG mitigation. One barrier to including forest offsets in climate policy is the risk of reversal, the intentional or unintentional release of carbon back to the atmosphere due to storms, fire, pests, land use decisions, and many other factors. To address this shortcoming, a variety of different strategies have emerged to minimize either the risk or the financial and environmental implications of reversal. These strategies range from management decisions made at the individual stand level to buffers and set-asides that function across entire trading programs. For such strategies to work, the actual risk and magnitude of potential reversals need to be clearly understood. In this paper we examine three factors that are likely to influence reversal risk: natural disturbances (such as storms, fire, and insect outbreaks), climate change, and landowner behavior. Although increases in atmospheric CO2 and to a lesser extent warming will likely bring benefits to some forest ecosystems, temperature stress may result in others. Furthermore, optimism based on experimental results of physiology and growth must be tempered with knowledge that future large-scale disturbances and extreme weather events are also likely to increase. At the individual project level, management strategies such as manipulation of forest structure, age, and composition can be used to influence carbon sequestration and reversal risk. Because some management strategies have the potential to maximize risk or carbon objectives at the expense of the other, policymakers should ensure that forest offset policies and programs do not provide the singular incentive to maximize carbon storage. Given the scale and magnitude of potential disturbance events in the future, however, management decisions at the individual project level may be insufficient to adequately address reversal risk; other, non-silvicultural strategies and policy mechanisms may be necessary. We conclude with a brief review of policy mechanisms that have been developed or proposed to help manage or mitigate reversal risk at both individual project and policy-wide scales. Climate change mitigation poses significant challenges for South Africa and its energy development, historically highly energy intensive. At the same time, the country faces a host of daunting development challenges, exacerbated by the legacy of apartheid. Examining both challenges, this paper considers how alternative conceptions of a development path can be achieved. In the short term, energy efficiency provides large potential for mitigation - and energy savings at the same time. Changing South Africa's fuel mix, dependent to three-quarters on coal, is at least a medium-term challenge. The minerals-energy complex is so central to the economy that it is likely to take decades to change dramatically. The most transformative change is to an alteration in economic structure, likely to take long to achieve. The article examines specific policy instruments that might be implemented to achieve such a transformation. A transition to a low-carbon economy will require a paradigm shift in industrial policy. It will require considered provision for sectors sensitive to changes in energy prices. Building up new, climate-friendly industries will be needed to sustain employment and investment. To enable a just transition, provision will have to be made for emissions-intensive sectors, if they are to be phased out over time. South African government has adopted a vision, strategic direction and framework for climate policy. Policymakers have begun to understand that the future will be carbon constrained and that South Africa's emission will have to stop growing, stabilize and decline before mid-century. The challenge of climate change is a long-term challenge, requiring immediate action. This article examines actions at near-, medium- and long-term timescales. Despite concerns on their effectiveness and legitimacy, carbon markets are often presented as the main tool of climate policy. Developing countries are particularly eager to establish and interlink their carbon markets to benefit from global climate investment flows. Turkey is a belated but willing player in this endeavor. In tracing the ambivalent politics of establishing a carbon market in Turkey, we focus on the perceptions of different actors vis-à-vis carbon marketization attempts. Using policy documents, 22 expert interviews, and process tracing, we question the underlying assumptions on carbon markets in a country with unambitious climate targets. Our findings suggest that the making of carbon market in Turkey is not necessarily a rational, national interest-driven process but instead one promoted by the international organizations including World Bank and the EU. We conclude that this preference for market-based instruments defer public interest, favor more incremental policies, and ignore distributive justice concerns. [ABSTRACT FROM AUTHOR]

Is it possible to combat global climate change through North-to-South technology transfer even without a global climate treaty? Or do carbon leakage and the rebound effect imply that it is possible to take advantage of technological improvements under the umbrella of a global arrangement only? For answering these questions two possible states of the world are discussed: one, where more energy efficient technologies are transferred unconditionally from the North to the South, and where regions do not cooperate in the solution of the global climate problem but unilaterally decide on climate policies and technology transfers; one, where the North-to-South technology transfer is tied to the requirement that the South in some way contributes to the solution of the global climate problem. It provides an overview of the three heads of Canada's federal power such as the criminal law, trade and commerce, and the national concern branch of the peace, order, and good governance power. Information about the government's explicit policy about greenhouse gas reduction is presented.

Carbon markets are substantial and they are expanding. There are many lessons from market experiences over the past eight years: there should be fewer free allowances, better management of market-sensitive information, and a recognition that trading systems require adjustments that have consequences for market participants and market confidence. Moreover, the emerging market architecture features separate emissions trading systems serving distinct jurisdictions and a variety of other types of policies exist alongside the carbon markets. This situation is in sharp contrast to the top-down, integrated global trading architecture envisioned 15 years ago by the designers of the Kyoto Protocol and raises a suite of new questions. In this new architecture, jurisdictions with emissions trading have to decide how, whether, and when to link with one another. Stakeholders and policymakers must confront how to measure the comparability of efforts among markets as well as relative to a variety of other policy approaches. International negotiators must in turn work out a global agreement that can accommodate and support increasingly bottom-up approaches to carbon markets and climate change mitigation. The aim of carbon trading is to encourage reduction in greenhouse gas emissions by rewarding the production of power through green sources and penalising power produced by the higher-emitting sources. This article investigates the long-term interaction between carbon permit prices of the two most heavily traded Australian carbon trading schemes with electricity prices using a structural cointegrated vector autoregression model. This is analysed over two consecutive periods to determine if the scheme effectiveness changes over time. The analysis indicates that only in the second, or most recent, period do carbon prices relate to electricity prices. Our results indicate that some problems with the design of the current schemes, however, do provide some promise of an improvement more recently. [ABSTRACT FROM AUTHOR]

This article discusses the developing interaction and cross-scale effects between the company-focused EU emissions trading (ETS) and the country-focused international climate regime, in particular the Kyoto Protocol. Key questions discussed are first, what has been the character of selected interactions so far—synergistic or disruptive? Second, what kinds of interaction mechanisms have been driving the interactions; normative, cognitive, or utilitarian? Third, with regard to cross-scale effects, has significant learning taken place between institutions at different levels? Four sub-cases of interaction are analysed: first, the interaction between the Kyoto Protocol as source and the ETS as target which started after the adoption of the Protocol in late 1997. Second, a next phase of interaction started in 2004 when the EU states started to develop national allocation plans (NAPs) where bringing in credits/allowances developed under the Clean Development Mechanism (CDM) became one compliance strategy. Third, the opposite relationship is examined, i.e., with the ETS as the source and the Kyoto Protocol institutions as targets. The first phase started after the adoption of the 2003 ET Directive and with the developing ETS possibly leading to a more rapid and extensive CDM development than would otherwise have been the case. Fourth and finally, a separate case of interaction deals with the possible role the ETS plays and could play for an emerging global carbon market. Key findings are that these cases are mainly of a synergistic nature. Furthermore, in order to understand the driving forces, it is necessary to draw upon several interaction mechanisms, particularly cognitive and utilitarian ones. Finally, as to cross-scale learning, the post-2012 global regime may avoid pitfalls related to the allocation process experienced by the ETS. This article examines the governance of international carbon offsets, analyzing the political economy of the origins and governance of offsets. We examine how the governance structures of the Kyoto Protocol's Clean Development Mechanism and unregulated voluntary carbon offsets differ in regulation and in complexity of the chain that links consumers and reducers of carbon, with specific consequences for carbon reductions, development, and the ability to provide "accumulation by decarbonization." The three Kyoto flexible mechanisms-emissions trading, the clean development mechanism (CDM), and Joint Implementation (JI)-have always been controversial. Proponents saw the mechanisms as clever tools to ensure environmental outcomes were achieved at least cost. Reducing the costs of compliance, they argued, would make righter environmental targets possible, and certainly more politically feasible. Detractors have argued that the flexible mechanisms commoditize Earth's atmosphere in a manner that will allow dubious projects and the exchange of ‘hot air’ to substitute for serious engagement on climate change. This chapter reviews the Kyoto flexible mechanisms, which will become fully operative during the period 2008 to 2012. This report describes the Integrated Assessment Model TIAM-MACRO, which is a Ramsey-type macroeconomic growth model linked with a technology-rich engineering model of the energy-system and with a stylized sub-model of climate change. TIAM-MACRO contributes to coherent and consistent policy analyses at both the world and regional level and correlates demand for energy services to macro-economic developments across regions and time until the end of the 21st century. With the help of this model, two contrasting scenarios are defined related to the reference development (BASE) case and the 2 °C (2DS) case that follow long-term policies on climatic change mitigation in the spirit of the Paris agreement. Finally, we define ex-post market and non-market damages together with the damages related to Local Atmospheric Pollutants (LAP). The stringency of the 2DS case requires the complete restructuring of the energy and transport systems to be relying on carbon-free technologies and fuels together with technologies of negative emissions, at high costs. The study concludes that carbon policies not only consist of an insurance against the risk of climate change but also improve the ambient air quality, as they have secondary benefits that compensate for part of the cost of carbon control.
