Quad or Quadrilateral Security Dialogue, a group of four democracies, the US, India, Japan, and Australia, was first proposed in 2007 by Japanese Prime Minister Shinzo Abe in his 'confluence of two seas' speech that subsequently embarked on the path to the foundation of the group. Quad perceives China's economic growth, which enables her to transform the world order as a threat and aims at containing the growing Chinese assertiveness in the Indo-Pacific region. The Malabar naval exercises in the Indian Ocean by the Quad members were one such exercise. This paper, aims to analyze the formation of Quad and will contemplate whether the group is causing confrontation or stability in the Asia-Pacific and Indo-Pacific regions. The paper will also assess that the Quad is designed to counter China's growing influence in the Asia-pacific and Indo-pacific regions. The evolving relationship between India and Japan is a development of great strategic significance for the Asia-Pacific region. Both India and Japan are militarily strong nations that are opposed to notions of hegemony, yet face numerous security challenges. Each has territorial problems with China, whose maritime conflicts in the South China Sea have made nations in Southeast Asia extremely anxious. The emerging Sino-Indian competition along with eroding US influence in the Indian Ocean Region makes the situation more complex. The author argues that India must restructure its foreign and security policies within the framework of a multipolar world, in which China has become the second largest economy, while the economies of U.S., Europe and Japan have stagnated. The key factors to a new Indian foreign policy are hinged on the presence of an unstable neighborhood, an assertive China and a divided domestic politics. The author also believes that India must use its economic, cultural, military and diplomatic profiles to highlights its place in the international arena.

In 2008, India and Japan made a joint security declaration while asserting that a strategic partnership between the two countries would become an essential pillar for the future architecture of the region. This article examines whether the security declaration is a step toward building an enduring security partnership. It will consider perceptions in Japan and India of the bilateral security relationship, proposals for how to give it substance, and key issues that may impede the deepening of the relationship. This article will conclude that although there is no clear consensus as to the substance of the relationship, the relationship between India and Japan is likely to grow in coming years.
