This paper measures the performance and efficiency dynamics of provincial water use by differentiating the long-run persistent efficiency from the short-run transient efficiency. We combine the econometric frontier approach with panel Markov-switching and Tobit estimations to investigate the macro level data over the period 2002–2016. The results reveal evidence of significant provincial and regional disparities, with a mean efficiency of 0.42 in terms of water use. We find that a large share of inefficiency is attributed to the long-term structural component, with persistency inefficiency estimated as 55%. We also find that the probability of maintaining efficient is less sustainable (about 48.5% by the sixth year) compared with 54.3% for staying inefficient. Thus, it is relatively difficult to transition out of the less efficient state. We thus suggest policy directions for sustainable and efficient management of water resource use. A constrained total water-use policy has been implemented to maintain sustainable water supply in some water shortage areas. Managing a constrained water-use quota (T) in water allocation is a challenging goal. This paper proposes a new framework for water allocation under total water-use constraint by utilizing the concept of the Newsboy model, commonly used in operations management and applied economics, and applying it to the Dongjiang River Basin, South China. This framework considersTas a state variable of the objective function, rather than simply dealing with it as a constraint of multi-objective analysis. Using this framework, it is revealed how different schemes ofTplay out in water allocation, and water-use warning is provided for each sector and water governor in water resources management. With economic development, as well as population growth, the conflict between water supply and demand has become more and more acute in China, and it has been aggravated further by the irrational utilization of water resources: As a result, the deterioration and destruction of the eco-environment have become increasingly serious. In order to effectively protect ecosystems and improve their ecological conditions, many studies on ecological and environmental water requirements (EEWR) have been carried out in China. In this paper, the concept and characteristics of EEWR are addressed, and the main advances of EEWR research and applications in China are summarized in four types of systems including studies on rivers, vegetation, lakes and .wetlands, and groundwater. This paper provides a systematic analysis of spatial and sectoral characteristics and changes in virtual water flows associated with China’s interregional and international trade based on the China interregional input–output tables of 2002 and 2007. The results show significant improvement in water use efficiency between 2002 and 2007. However, the general spatial patterns and sectoral components of virtual water flows have more or less remained during the period. Almost all Chinese provinces are net exporters of virtual water in international trade. In interregional trade, the dominant direction of virtual water flow is from peripheral provinces to eastern coastal provinces. The agricultural sector plays an important role in shaping this direction and has significant impacts on water uses in exporting provinces, some of which are water scarce. The results of this study clarify some confusions concerning mismatches between regional water endowments and virtual water trade within China and with other countries. [ABSTRACT FROM AUTHOR]

China is developing a complicated three-aspect water use control system. Spatially, the system includes river basin, province, prefecture, county, permit, and individual users; temporally, it consists of annual average and annual/seasonal frameworks; and in terms of management objectives, it combines abstraction, consumption and use. Technical consistency is required in volume, space, timing, management and reliability. Application in the Yellow River basin reveals consistency problems in targets, indicators, timings and control periods. We suggest improving the system by addressing temporal and spatial inconsistencies, reforming management systems and procedures, strengthening research, and developing a water accounting system. What hurdles lie in the path of the Chinese government's plan to introduce water trading? This question is addressed by reviewing lessons from establishing water markets in Australia, and then assessing an early scheme to create them in China. In Australia, markets in water opened up over several decades, with gradual recognition of what was needed to avoid negative third-party effects. Trading there is now crucial: in drought years nearly half the water used by farmers is traded. Australia's experience throws light on the key requirements for a water market – though markets in China will, naturally, be fashioned to suit its own conditions. The pilot work by Tsinghua University in Gansu Province has led the way in having trading at the local level in China. Compared with Australia, however, rights are not as tradeable, metering is poor, and plots are tiny. Trading has mostly been by water user associations, made up of several hundred farmers, but this dampens the incentives that make markets effective – and can upset individual farmers. This study investigates the impacts of China's international trade on its water resources and uses between 2002 and 2007. The results show a significant increase in water use efficiency in most sectors, especially the manufacturing sectors. However, the total net virtual water exported increased by about 75%, from 39.0 × 109 m3 to 68.2 × 109 m3. The ratio of net virtual water exports to the total water resources of the country increased from 1.8% to 3.1%. In water-scarce North China, the ratio increased from 3.6% to 5.1%, which indicates a growing water resources pressure. The share of the net virtual water exports in the total water use in China increased from 7% to 12%. The results suggest that China's economic gains from intensifying international trade came with high costs regarding its water resources. [ABSTRACT FROM PUBLISHER]

In view of the declining groundwater table in the North China Plain, this article explores whether, under current farmer groups' irrigation rules and their enforcement, control on irrigation water use can be high. This article first explores whether the sample's rule designs enable potentially excessive irrigation water use to be monitored and sanctioned. It then examines whether this potential to monitor and sanction is exploited under the given stakeholder constellation. The results of the study show that excessive water use and delays in irrigation handover could only be monitored and sanctioned in one case. In many cases, the rule design leads to a low potential to back monitoring with sanctioning, which is why monitoring becomes less effective. Furthermore, in these cases, the stakeholder constellation and group size have a major effect on the effort required to monitor excessive water use. [ABSTRACT FROM AUTHOR]
