This paper aims to understand the national-level policy change that occurred in Brazilian drought management, whereby the policy shifted from reactive crisis management to a drought preparedness approach. We found that a combination of factors supported the policy change, such as the interplay of multiple drought events in different regions of the country, the length and timing of these events, attention paid to the issue, and the role of policy entrepreneurs and political entrepreneurs in connecting solutions to the problem. The analysis is based on the multiple streams framework (MSF), which includes two windows of opportunity: an agenda window, to account for the juncture at which the drought issue appeared on the political and public agenda; and the decision window, when a drought preparedness instrument was designed and adopted. We contribute to the literature on policy change in the wake of a disaster by showing how a long-duration event sparked policy change and by shedding light on the role of creeping crises as focusing events; and we contribute to the MSF literature by analytically distinguishing the features of the agenda and the decision window and by applying the theory to a Latin American context. Strategic water management on a river basin scale requires the inclusion of stakeholders from different sectors and the use of methodologies based on scientifically sound models and techniques, keeping in mind that the power of smaller and larger subgroups of stakeholders should be equal. In this paper, we present an approach to tackle this problem based on two Social Choice Theory (SCT) methods: preferential Borda Count and no-preferential Approval voting method. Two different scenarios of grouping members of the water committee of the San Francisco River Basin in Brazil are simulated, by interested sectors and by interested delegates from the states where the river passes through, five long-term management plans are evaluated and voted in either scenario. Results indicated that if members of the committee demonstrate reasonable competency and consistency while setting their judgments on management plans, the final group decision is the same or similar, regardless the method used. One of the conclusions is also that the voting of small subgroups may have the same power as the voting of a large subgroup in the social choice-based decision-making processes. This paper proposes an adaptation of the Rural Water Sustainability Index (RWSI) to the Brazilian Amazon region. Policymakers can use this tool to identify areas of water stress and develop actions to guarantee water access to rural communities. Multicriteria analysis and a geographical information system were integrated to incorporate various indicators and produce maps displaying spatial water sustainability levels in rural communities. The RWSI was employed on a case study at 16 rural communities in Santa Luzia do Pará, Pará, Brazil. In total, 380 closed and structured interviews were conducted with people living in the area to collect local information for the model application. The results showed a varied spatial behavior between rural communities of Santa Luzia do Pará, with similarities and differences based on the overall condition of water resources (final index values). Half of the locations had ‘Poor’ or ‘Poor-Medium’ water quality. The remaining sample obtained scores ranging from ‘Medium-Good’ to ‘Good’ water sustainability. Objective. To evaluate, using semiparametric methodologies of survival analysis, the relationship between covariates and time to death of patients with breast cancer, as well as the determination discriminatory power in the conditional inference tree of patients who had cancer. Methods. A retrospective cohort study was conducted using data collected from medical records of women who had breast cancer and underwent treatment between 2005 and 2015 at the Hospital da Fundação de Assistencial da Paraíba in Campina Grande, State of Paraiba, Brazil. Survival curves were estimated using the Kaplan-Meier method, Cox regression, and conditional decision tree. Results. Women with triple-negative molecular subtypes had a shorter survival time compared to women with positive hormone receptors. The addition of hormone therapy reduced the risk of a patient dying by 5.5%, and the risk of a HER2-positive patient dying was 34.5% lower compared to those who were negative for this gene. Patients undergoing hormone therapy had a median survival time of 4 753 days. Conclusions. This paper shows a favorable scenario for the use of immunotherapy for patients with HER2 overexpression. Further studies could assess the effectiveness of immunotherapy in patients with other conditions, to favor the prognosis and better quality of life for the patient. [ABSTRACT FROM AUTHOR]

The integration of wind power with traditional electricity grids is challenging because of the volatile and intermittent nature of wind speed. Consequently, wind speed forecasting is an essential tool in the energy system because it supports economic, regulation, and operational efficiency issues decisions. The development of systems for accurate wind speed forecasting is a difficult task because it presents linear and nonlinear temporal patterns, and is differently influenced by climate and environmental variables. In this paper, we propose a method to search for the best combination of linear, nonlinear forecasts, and exogenous variables, aiming to increase the accuracy of wind speed forecasting. The proposed method performs: (i) the choice of the linear statistical model to forecast the time series; (ii) the error series modeling using a Long Short-Term Memory model; and (iii) the evolutionary search for the most suitable nonlinear combination of linear and nonlinear forecasts with exogenous variables. The proposed method is assessed using hourly and monthly time series of three stations located in northeast Brazil. The evaluation of the results using two traditional measures shows that the proposed method has a better performance than statistical techniques, Machine Learning models, and state-of-the-art hybrid systems in most series. Toxoplasma gondii infections are common in humans and animals worldwide. Domestic free-range chickens (Gallus domesticus) are excellent sentinels of environmental contamination with T. gondii oocysts because they feed on the ground. Chickens can be easily infected with T. gondii; however, clinical toxoplasmosis is rare in these hosts. Chickens are comparatively inexpensive and thus are good sentinel animals for T. gondii infections on the farms. Here, the authors reviewed prevalence, the persistence of infection, clinical disease, epidemiology and genetic diversity of T. gondii strains isolated from chickens worldwide for the past decade. Data on phenotypic and molecular characteristics of 794 viable T. gondii strains from chickens are discussed, including new data on T. gondii isolates from chickens in Brazil. Objectives. To determine clusters of individuals who present similar health behaviors in terms of diet, physical activity, and sedentarism, in four countries of the Americas: Brazil (2013), Chile (2009), Mexico (2012), and the United States of America (2013). This makes it possible to determine which of these behaviors occur simultaneously, as well as the demographic and sociodemographic characteristics associated with each cluster. Methods. The individual-level data analyzed were drawn from national health interviews and health examination surveys in Brazil, Chile, Mexico, and the United States, for different time periods. Using international physical activity guidelines and national dietary guidelines, the health behaviors of each individual were assessed. A latent class analysis was conducted to classify individuals into clusters based on these behaviors, and was followed by multinomial regressions to determine the characteristics of those in each class. Results. Overall, most individuals belonged to the classes characterized by average or unhealthy diets but sufficient amounts of physical activity. However, large differences exist across countries and population groups. Men with higher socioeconomic characteristics were globally more likely to belong to the least healthy class in each country. Conclusions. Findings from this analysis support the implementation of more refined policy actions to target specific unhealthy behaviors in different population groups, defined by gender, age group, socioeconomic status, and, to some extent, place of residence. A trio of papers revealed the spillovers of enforcing conditionality for the public welfare scheme which covers the country's 14 million households. The papers examined the behavior of recipients of the scheme and the impact of penalties imposed on parents who failed to meet the scheme's requirements.
