Since 2017, four provincial legislatures have introduced bills invoking the controversial notwithstanding clause. We present an original dataset of news articles from 10 different outlets that discussed the clause while these bills were being debated in Saskatchewan and Ontario. Empirically, although the clause is typically portrayed accurately, we find over one-fifth of articles about the clause did not indicate that it must be included in legislation. Normatively, the clause was twice as likely to be portrayed negatively as it was positively, and the type of portrayal was strongly associated with the ideological orientation of the news outlet. The rate of negative portrayals was similar across the two provinces, which suggests that attitudes toward the clause may endure beyond the policy issue itself or the level of media visibility. The unprecedented participation by two Ojibwe-speaking Anishinabek lay delegates in the 1866 meeting of the Electoral Synod of the Anglican Diocese of Toronto garnered a brief flurry of contemporary journalistic coverage across a networked imperial and colonial press. In the most vivid reportage, the two delegates were dehumanized, reduced to the status of 'Indian nags ... becoming inoculated with the ways of Anglicans'. In another more distantly circulated representation, an Indigenous presence at the incipience of Canadian synodality was invested with different rhetorical significance, the unsettling scandal of their voting membership justifying the struggle for self-government in the nascent Anglican Churches of other colonies, thus laying bare anxieties about the precarious situation of colonial Anglicanism. Rather than presuming to interpret the experience and discourse of Indigenous Anglicans, nor simply documenting the first local episode of formal Indigenous involvement in the counsels of Anglicans in Canada, this paper introduces the Electoral Synod, the neglected texts that covered the event, along with the lives of the exoticized churchmen featured in their coverage. Independent mobility is an important component of healthy ageing. Public transit may be an affordable way to achieve independent mobility, and yet little is known about older adults' transition to public transit. This paper addresses this research gap by providing an exploration of older adults' experiences transitioning to public transit use, and by comparing these experiences to those of older people who have always travelled using transit. Twenty-four older adults (65+) living in Hamilton, Canada, who use public transit completed semi-structured interviews during which they discussed their experiences when they first began to use transit. These experiences are framed herein with the concept self-efficacy, i.e. how one's belief in their ability to complete a task shapes their ability to complete said task. Results indicate that most older adults acquire skills to transition to public transit, such as trip planning, boarding, knowing where to sit and exiting the bus. These skills are developed through practice. As one gains experience, one becomes more confident in their ability to meet their daily travel needs using transit. Therefore, the transition to public transit as an older adult can be more challenging for those with little experience using public transit. Wheat market integration between the US and the UK before the "first era of globalization" (in the second half of the nineteenth century) was frequently interrupted by policy and "exogenous" events such as wars. This paper adds Canada to this story by looking at trade and price data, as well as contemporary debates. This allows us to triangulate the role of policy and wars, since Canada as a small open economy was part of the British Empire. We find that, despite its privileged access to British markets, Canada faced similar barriers to the US, suggesting that membership of the British Empire provided only a modest benefit to trade. When governments acquire third-party social welfare services (SWS), they create institutions of acquisition. The rules and practices that governments adopt define who is able to participate, on what basis, and how prices are determined. This paper conceptualizes the institutions of SWS acquisition, their variations, and implications, in order to contribute to a deeper understanding of the link between contracting and nonprofit commercialisation. Institutions of SWS acquisition include rules of entry, participation, and assessment. Resulting acquisition regimes can be marketised to a greater or lesser extent, and this is influential through its effect on nonprofit competition. Drawing on interviews with public servants and nonprofit staff, the paper compares acquisition regimes for homelessness services in England, a regime that closely resembles a market, and Canada, a regime which is not marketised. In contrast to their non-marketised counterparts, this paper finds that marketised SWS acquisition regimes create incentives for participants to reduce prices by loss-leading or ratcheting down service quality. As our understanding of the process of resilience has become more culturally and contextually grounded, researchers have had to seek innovative ways to account for the complex, reciprocal relationship between the many systems that influence young people's capacity to thrive. This paper briefly traces the history of a more contextualized understanding of resilience and then reviews a social–ecological model to explain multisystemic resilience. A case study is then used to show how a multisystemic understanding of resilience can influence the design and implementation of resilience research. The Resilient Youth in Stressed Environments study is a longitudinal mixed methods investigation of adolescents and emerging adults in communities that depend on oil and gas industries in Canada and South Africa. These communities routinely experience stress at individual, family, and institutional levels from macroeconomic factors related to boom-and-bust economic cycles. Building on the project's methods and findings, we discuss how to create better studies of resilience which are able to capture both emic and etic accounts of positive developmental processes in ways that avoid the tendency to homogenize children's experience. In settler colonial states such as Canada, tax is central to political ideas that circulate about Indigenous nations and people. The stories that are told about Indigenous peoples by 'taxpayers' often involve complaints about budgets, welfare, and 'unfair' tax arrangements. The paper theorizes how informal 'tax imaginaries' and 'taxpayer' subjectivities are forged through state policy and how ostensibly fiscal concerns are imbricated with white political entitlement that erodes Indigenous legal and political sovereignty. By tracing the construction of taxpayer concerns and tax myths as forms of fiscalized racism, the paper demonstrates the importance of tax to settler colonialism and the shape of Indigenous‐settler relations. Taxpayer subjects are not just legal or material positionings in relation to tax and the state, but powerful subjects that refigure political problems as 'fiscal' and construct Indigenous people and nations through racialized repertoires of property and possession. Evidence that immigrants tend to be underserved by the health-care system in the hosting country is well documented. While the impacts of im/migration on health-care utilisation patterns have been addressed to some extent in the existing literature, the conventional approach tends to homogenise the experience of racialised and White immigrants, and the intersecting power axes of racialisation, immigration and old age have been largely overlooked. This paper aims to consolidate three macro theories of health/behaviours, including Bronfenbrenner's ecological theory, the World Health Organization's paradigm of social determinants of health and Andersen's Behavioral Model of Health Service Use, to develop and validate an integrated multilevel framework of health-care access tailored for racialised older immigrants. Guided by this framework, a narrative review of 35 Canadian studies was conducted. Findings reveal that racial minority immigrants' vulnerability in accessing health services are intrinsically linked to a complex interplay between racial-nativity status with numerous markers of power differences. These multilevel parameters range from socio-economic challenges, cross-cultural differences, labour and capital adequacy in the health sector, organisational accessibility and sensitivity, inter-sectoral policies, to societal values and ideology as forms of oppression. This review suggests that, counteracting a prevailing discourse of personal and cultural barriers to care, the multilevel framework is useful to inform upstream structural solutions to address power imbalances and to empower racialised immigrants in later life. The majority of refugees are children and youth and their integration and life-course transitions are a research priority. This paper examines the timing of refugee children and youths' entrance into the labour market and family formation (marriage/common law union and parenthood). It does so by examining how admission category, knowledge of a host country's official languages, and age at arrival shape their transition to adulthood. Using data from the Canadian Longitudinal Immigration Database and Heckman selection estimation, the paper finds minimal variation in refugee children and youths' entry into the labour market compared to children of other immigrant streams. It also finds that refugee children and youth start forming families at a younger age than children of economic class immigrants, but at an older age than family class children. The analysis also shows limited effects of knowledge of official language prior to arrival while age at arrival has a robust impact on their adulthood transitions. These findings shed light on the unique patterns of life-course transition among refugee children and youth and contribute to a better conceptualization of their experiences relative to children and youth of other immigrants. Climate changes over the past two millennia in the central part of the Gulf of St. Lawrence are documented in this paper with the aim of determining and understanding the natural climate variability and the impact of anthropogenic forcing at a regional scale. The palynological content (dinocysts, pollen, and spores) of the composite marine sediment core MSM46-03 collected in the Laurentian Channel was used to reconstruct oceanographic and climatic changes with a multidecadal temporal resolution. Sea-surface conditions, including summer salinity and temperature, sea-ice cover, and primary productivity, were reconstructed from dinocyst assemblages. Results revealed a remarkable cooling trend of about 4°C after 1230 cal yr BP (720 CE) and a culmination with a cold pulse dated to 170-40 cal yr BP (1780-1910 CE), which likely corresponds to the regional signal of the Little Ice Age. This cold interval was followed by a rapid warming of about 3°C. In the pollen assemblages, the decrease of Pinus abundance over the past 1700 yr suggests changes in wind regimes, likely resulting from increased southerly incursions of cold and dry Arctic air masses into southeastern Canada. The unique challenges of the correctional healthcare environment are well-documented. Access to community-equivalent care, voluntary informed consent of offenders with mental disorder, violence risk, suicide risk, medication misuse, and clinical seclusion, confinement and segregation are just a few of the challenges faced by correctional psychiatric services. This paper shares experiences for dealing with the ongoing challenges for psychiatrists working in the field. It provides an overview of the current state of mental healthcare in the federal correctional system in Canada, the legislative framework and initiatives aimed at addressing the healthcare needs of federal inmates. Discourses on later-life housing and care are polarised. Ageing in place – typically in one's long-term dwelling – is often presented as the most desirable living arrangement, while moving to a congregate environment tends to be regarded as a last resort. Such polarised discourses obscure older people's experiences as they contemplate needs for housing, health and social care. To expand current understandings of mobility intentions, this paper examines 'time work' – or actions undertaken to exert some agency over time – as older people with chronic health conditions and disabilities navigate present and future support arrangements. Based on an interpretive analysis of qualitative interviews with 22 older persons receiving home care in Ontario, Canada, I identify three themes that highlight the temporal aspects of mobility intentions: (a) maintaining continuity with the past and present, (b) constructing alternative futures and (c) facing precarity. Focusing on time work shows how people make sense of ageing in place and/or relocating not only in relation to their physical, social and psychological capacities, but also in relation to perceptions of the past, present and future. Time work, moreover, has implications for feelings of security in the present and a sense of control over the future. Based on these findings, I make suggestions for developing a comprehensive continuum of supports, so all older people can make meaningful choices concerning housing and care. [ABSTRACT FROM AUTHOR]

Supply-side interventions such as prescription drug monitoring programs, "pill mill" laws, and dispensing limits have done little to quell the burgeoning opioid crisis. An increasingly popular demand-side alternative to these measures – now adopted by 38 jurisdictions in the USA and 7 provinces in Canada — is court-mandated involuntary commitment and treatment. In Massachusetts, for example, Part I, Chapter 123, Section 35 of the state's General Laws allows physicians, spouses, relatives, and police officers to petition a court to involuntarily commit and treat a person whose alcohol or drug abuse poses a likelihood of serious harm. This paper explores the ethical underpinnings of this law as a case study for others. First, we highlight the procedural and substantive standards of Section 35 and evaluate the application of the law in practice, including the frequency with which it has been invoked and outcomes. We then use this background to inform an ethical critique of the law. Specifically, we argue that the infringement of autonomy and privacy associated with involuntary intervention under Section 35 is not currently justified on the grounds of a lack of evidenced benefits and a risk of significant of harm. Further ethical concerns also arise from a lack of standard of care provided under the Section 35 pathway. This paper evaluates the sociocultural integration of newcomers, paying special attention to language proficiency while taking into account the importance of the assimilation, cultural fit, and social network perspectives. Analyses are based on administrative data collected by the YMCA of South Western Ontario regarding 2,493 of their clients. Results reveal that newcomers' length of residency, ethnic origin, and social networks play a significant role in the sociocultural integration of newcomers. The longer the newcomers have resided in Canada, the higher their level of sociocultural integration. Non-Europeans displayed a lower level of sociocultural integration than Europeans. However, the most important predictor of sociocultural integration was language proficiency. Not only did language proficiency have a strong and independent effect, but it also tended to level out differences in sociocultural integration of those who had resided in Canada for a short period compared to those living in Canada for a longer period. Similarly, language proficiency decreased sociocultural integration differences between Europeans and ethnic minority newcomers. The policy implications of the results are discussed. This paper studies the prevalence of ballot order effects in two different types of Canadian elections which differ greatly by the strength of party cues they provide to voters. Provincial elections are best described as a typical competition between well established and institutionalized parties, hence providing voters with strong party cues. Alternatively, municipal politics provide voters with much weaker party cues. We use electoral results from recent provincial and municipal elections in Québec and find ballot order effects in municipal elections but not in provincial ones. Although ballot order effects may also be the product of alphabetic preference bias, we argue that in any case these are cognitive biases that are ultimately the product of insufficient cues that voters need in order to cast well-informed votes. We start by laying out the general framework in which this project took place and then present the structure of the database and provide guidelines to prospective users. Situated within the larger context of Canadian pipeline decisions, it is argued that pipeline proposals in a geography without pre-existing pipelines are unsuccessful in contrast to proposals repurposing and expanding existing pipelines. The Chippewas of the Thames (the 'Chippewas') unsuccessfully opposed Enbridge's expansion, reversal and repurposing to crude oil of the Line 9 pipeline in Ontario, Canada. Analysing the Chippewas' case within the context of recent oil- and gas-pipeline developments, using a lens of intersectionality focused on identity markers of indigeneity, socio-economic status and geographical location, exposes the naturalised power structures of Canadian law. These structures include the legal institutions of real-property law, Crown ownership of wildlife and fish, implicit 'standing' of the economy and assimilation of indigenous rights. Exposing this dichotomy of indigenous rights on paper vs. in practice deepens the consideration of indigenous rights, potentially allowing intersecting oppressions to be addressed. Aim: To describe activities and outcomes of a cross-team capacity building strategy that took place over a five-year funding period within the broader context of 12 community-based primary health care (CBPHC) teams. Background: In 2013, the Canadian Institutes of Health Research funded 12 CBPHC Teams (12-Teams) to conduct innovative cross-jurisdictional research to improve the delivery of high-quality CBPHC to Canadians. This signature initiative also aimed to enhance CBPHC research capacity among an interdisciplinary group of trainees, facilitated by a collaboration between a capacity building committee led by senior researchers and a trainee-led working group. Methods: After the committee and working group were established, capacity building activities were organized based on needs and interests identified by trainees of the CBPHC Teams. This paper presents a summary of the activities accomplished, as well as the outcomes reported through an online semistructured survey completed by the trainees toward the end of the five-year funding period. This survey was designed to capture the capacity building and mentorship activities that trainees either had experienced or would like to experience in the future. Descriptive and thematic analyses were conducted based on survey responses, and these findings were compared with the existing core competencies in the literature. Findings: Since 2013, nine webinars and three online workshops were hosted by trainees and senior researchers, respectively. Many of the CBPHC Teams provided exposure for trainees to innovative methods, CBPHC content, and showcased trainee research. A total of 27 trainees from 10 of the 12-Teams responded to the survey (41.5%). Trainees identified key areas of benefit from their involvement in this initiative: skills training, networking opportunities, and academic productivity. Trainees identified gaps in research and professional skill development, indicating areas for further improvement in capacity building programs, particularly for trainees to play a more active role in their education and preparation. Positive ageing discourses have proliferated in Western nations, forming key aspects of structured mandates for how to think about, and act towards, ageing bodies. As interpretive resources, positive ageing discourses shape how adults growing older think about themselves, their bodies and the bodies of others in relation to the process of ageing and the imperative to 'age well'. Informed by governmentality, this paper considers how positive ageing discourses function as technologies of government to inform and direct conduct. Drawing on in-depth narrative data, this analysis traces how ageing citizens take up and negotiate positive ageing discourses in their everyday lives, drawing attention to the intensive work, inexorable focus on the body and numerous resources that the enactment of positive ageing requires. Specifically, this analysis illuminates the interplay between the lived experiences of ageing and the socio-culturally structured mandates that shape how ageing and ageing bodies are conceptualised and approached, and draws attention to the moments of tension that arise out of such interplay. We suggest that these moments of tension highlight how the bodywork practices that older adults rigorously and continuously engage in are not so much directed towards the pursuit of ageless ageing, but rather are a response to the inescapable threat of dependency, decline and loss of agency, and thus operate to affirm ageist underpinnings of positive ageing discourses. This paper explores a grey area of psychiatric practice and, as with other challenging practices, the law is called upon to navigate conflicting legal issues. In particular, this paper explores the covert administration of medication: the concealment of medication in food or drink so that it will be consumed undetected. Rights-based approaches support nuanced understanding of the practices. Few policies, protocols or guidelines govern the practice in Ontario's psychiatric settings. While covert medication is understood to have "something to do" with rights, there is confusion about how those rights play out on the ground. Institutional silences underlie and reinforce the practice. Most pressing, the covert administration of medication warrants an overt discussion, including of its impact on the rights-experience of persons in psychiatric settings. [ABSTRACT FROM AUTHOR]

The article makes three contributions to our knowledge of the Canadian political science literature. First, it offers a historical survey of the methodologies and techniques used in the discipline. Second, the findings of this paper constitute a reference for future work interested in commenting the methods and techniques used in CJPS and provide scholars with data they can use to better situate their work within the broader literature. Finally, the paper answers three questions that permeate discussions of the Canadian political science literature. It investigates whether the proportion of qualitative works has declined over time, whether Canadian scholarship is more qualitative than quantitative today and whether there are important differences in the methodologies and techniques used in Canada and in the United States. Similar to their younger counterparts, older adults (age 60+) are increasingly turning to online dating sites to find potential romantic and sexual partners. In this paper, we draw upon qualitative data from a thematic analysis of 320 randomly selected online dating profiles posted by Canadian heterosexual older adults who self-identified as Asian, Black, Caucasian or Native American. In particular, we examined how the older adults' self-presentations varied according to race/ethnicity, age and gender, and how the language they used to describe themselves and their preferred potential partners reflected and reinforced idealised images of ageing. Our analysis identified five primary ways in which the older adults portrayed themselves. They depicted themselves as active and busy with cultural/artistic, social and adventurous activities; and also as physically healthy and intellectually engaged. Third, they emphasised the ways in which they were productive through work and volunteer activities. Fourth, they accentuated their positive approach to life, identifying themselves as happy, fun-loving and humorous individuals. Finally, they highlighted their personable characteristics, portraying themselves as trustworthy and caring. We discuss our findings with a particular focus on gender differences, drawing on literature on masculinity and femininity, and also look at capital and power relations by considering the online dating setting as a field in the Bourdieusian sense. This paper examines the practice of five music educators in Canada and Australia who, despite the pervasiveness of ingrained Western-based pedagogy in these countries, are forging ahead with culturally diverse music programmes. Their work is presented as five 'snapshots of practice' which provide inspiration and conceptual ideas for other teachers aiming to diversify their practice in music education. While willingness and enthusiasm are paramount, it is these exemplars of innovative and resourceful practice which are crucial in assisting teachers to recognize that alternative forms of musicianship are both legitimate and essential to a well-rounded education in sonic exploration. The scholarship on state-building has devoted a significant amount of attention to the role of taxation in building state institutions and capacities. It has also emphasised the crucial role of taxation in driving state-society relations. Scholars have argued that the linkage between taxation and state building also applies to the area of social policy. In this paper, we draw on a fiscal-centred perspective on welfare state development that highlights the fiscal policy role of social insurance as a revenue raising institution to study the fiscal relationship between social insurance and state-building in Israel and Canada – two 'most dissimilar cases' that nonetheless feature strikingly similar patterns with regard to this relationship. As our findings show, in both cases, social insurance programmes were introduced, designed, and utilized to advance fiscal and economic policy capacity and thereby promote state building. Using these programmes and the commitments they created, political actors could legitimize the generation of revenues, build institutional infrastructure for tax collection, and create capital reserves for investing in the economy. Increasingly, jurisdictions are adopting "apology legislation" that allow medical professionals to apologize to patients and family members when an adverse event occurs while disallowing the introduction of the apology in a liability case as evidence of fault or liability. While apology legislation itself is fairly straightforward, its potential meaning and impact is much more complex. This paper conceptualizes apology legislation from an accountability and ethics of care perspective. These two concepts—accountability and care—are distinct but interrelated concepts and this dual theoretical approach offers a rich analysis on the potential impact(s) of apology legislation. We argue that apology legislation is a mechanism added to the existing accountability regime that can offer important opportunities to express and practise care. As an accountability mechanism, apology legislation creates space for an accountability relationship to emerge between medical professionals and their patients. Apology legislation also addresses long-standing gaps in how we as a society think about health care and respond to patients and families in ways that challenge the dominant "consumer of services" role. It is in this sense that apology legislation has the potential to destabilize traditional notions of social citizenship. Last, we argue that empirical research is urgently needed to know to what degree apologies contribute to accountability and the transformation of health care. [ABSTRACT FROM AUTHOR]

In this paper, we investigate the phenomenon of party switchers in the Canadian House of Commons. With the most extensive dataset on party-switching MPs (1867–2015), we answer the following questions: What are the electoral trajectories of party switchers? Have their prospects changed over time? We assess whether the historical dynamics of the Canadian party system explain changes in the incidence and fate of party switchers since 1867, hypothesizing that both the rate of party switching and the electoral fortunes of floor crossers decline over time. The evidence accords with our second hypothesis more strongly than our first. Party switching has become slightly less common, but the electoral consequence has become much more severe. The effects of Canadian mining companies on local communities abroad is an increasingly contentious topic as activists and academics, citing case studies, have drawn attention to alleged problems. Despite the policy relevance of this issue, there have been no generalizable analyses of whether mining companies headquartered in Canada behave differently from mining firms headquartered in other countries. This paper conducts the first rigorous statistical analysis of the effect of country of origin, or more specifically, "being Canadian," on the occurrence of known social conflicts in Latin America. We use an original database of 634 mining properties in five Latin American countries, which allows us to differentiate between a country-of-origin effect and other probable determinants of social conflict in communities near mining properties. This paper explores the biography of a wagon road located in the First Nations (indigenous) territory of the Stl'atl'imx of the lower Lillooet River Valley in southern British Columbia, Canada. While the road is best known as a route to the Fraser Canyon during the Fraser River Gold Rush of 1858, here I investigate its multiple lives. Adopting themes from symmetrical archaeology, I show that the wagon road was not a passive outcome of colonial action but instead shifted in form and meaning as it interacted with the human and non-human world. I draw on archival documents from the Royal Engineers and oral accounts from the Stl'atl'imx of the lower Lillooet River Valley to illustrate how people, places and things were woven into the landscape through bodily engagement with the road. This paper thus highlights the complexity of the colonial encounter and the importance of movement and the materiality of movement (roads) in understanding the diversity of interaction in tensioned landscapes. The majority of Canada's women premiers were selected to that office while their parties held government. This is uncommon, both in the comparative literature and among premiers who are men. What explains this gendered selection pattern to Canada's provincial premiers’ offices? This paper explores the most common explanation found in the comparative literature for women's emergence as leaders of electorally competitive parties and as chief political executives: women are more likely to be selected when that party is in crisis or decline. Using the population of women provincial premiers in Canada as case studies, evidence suggests three of eight women premiers were selected to lead parties in government that were in crisis or decline; a fourth was selected to lead a small, left-leaning party as predicted by the literature. However, for half of the women premiers, evidence of their party's decline is partial or inconclusive. Several recent reports seek to evaluate the impact of former Prime Minister Stephen Harper on Canadian democracy by documenting his government's efforts to curtail established democratic processes and mechanisms for public debate. However, this article uses examples of the Harper government's changes to legislative and parliamentary norms to demonstrate that this government's efforts to curtail multi-directional public debate were importantly accompanied by efforts to amplify unidirectional communication of the government's partisan messages. The paper finds that this corresponding emphasis on communication exemplified a “photo-op” approach to democracy, which highlights points of compatibility between the seemingly contradictory authoritarian-populist “publicity state” and neoliberal democratic ideals. This research demonstrates the necessity of attention to government communication in analysis of the Harper government's impact on the Canadian public sphere. It also illustrates the pragmatic rather than doctrinaire nature of New Right politics in Canada and the affinity between neoliberal and authoritarian-populist approaches to governance. This paper examines how Canadian constituency campaigns perceive and use data in elections. We apply a conceptual framework for data-driven campaigning, developed from existing literature, to participant observations and interview responses from the Conservative, Liberal and NDP campaigns in a single riding during the general election of 2015. The rhetoric of “big data” notwithstanding, we find significant variation in the extent and nature of the use of data at the constituency level, and that the increasing use of data in electioneering may have a centralizing effect on traditionally stratarchical political party organization. Applying the regime politics approach to the study of judicial behaviour, which regards the Supreme Court as largely operating to preserve the policy agenda of the existing lawmaking majority, this paper evaluates the Court's behaviour during the Conservative government's tenure. There is evidence to support the basic core of the regime politics thesis. The Court rarely invalidates laws passed by the sitting government. Nonetheless, the Court's behaviour during the Conservative government's tenure was distinctive. Incorporating a measure of issue salience—the relative importance of the policies affected—into the analysis demonstrates the Court's impact on the Conservatives' policy agenda stands in sharp contrast to previous governments. It is the only government of the Charter period to have policies in its election platforms blocked by judicial review and the only government in Canadian history to effectively lose all of the constitutional reference cases it posed to the Court. The paper uses the concept of path dependence to explain the challenges and complexities of institutional adaptation at the subnational level. The notion of path dependence is rooted in the well-established research tradition of historical institutionalism, one of the variants of neoinstitutionalism. The academic literature on the new institutionalism, however, has tended to focus on the national level of analysis. But there is a growing recognition of cities and regions as the main engines of socioeconomic change in the current age of seismic global economic perturbation. Their historic and current significance has thus made them arguably more organic units of governance than modern states or supranational regimes. The discussion focuses on the Niagara region in Canada to illustrate the institutional infrastructure of governance underpinning the economic landscape of city-regions and the challenges of reform that such local regions face in an age of unprecedented global socioeconomic change. Election studies must optimize on sample size, cost and data quality. The 2015 Canadian Election Study was the first CES to employ a full mixed-mode design, aiming to take advantage of the opportunities of each mode while preserving enough commonality to compare them. This paper examines the phone interviews conducted by ISR-York and the online questionnaires from panellists purchased from a sample provider. We compare data quality and representativeness. We conduct a comprehensive comparison of the distributions of responses across modes and a comparative analysis of inferences about voting. Do Canadians’ preferences for Canada’s role in the world depend on who Canada acts with and not just what Canada does? This question is particularly important in the context of overseas military intervention, which Canada never undertakes on its own. This paper presents a survey experiment measuring how support for a hypothetical peace operation changes with the leader of the mission. Missions led by the United Nations and by Canada’s European allies receive more support than American-led missions do, especially among respondents who also favour peace operations for substantive reasons. The finding suggests that the UN and the European connection are alternative ways for a mission to benefit from a preference for multilateralism. While the results confirm some tension between American-led missions and internationalism, European partnerships may offer a way of reconciling an interest in alliances with the internationalist Canadian public. The practice of covertly administering medications to patients without their consent is often discussed in the framework of legal questions around the right of patients to consent and refuse medical treatment. However, this practice also raises significant questions surrounding the professional duties and obligations of health care professionals as it relates to the decision-making process of whether to engage in the covert administration of medications. In this paper, I present an overview of the origin of those duties and obligations, and discuss how those duties and obligations when seen from different perspectives may either justify or prohibit the practice. Further, I discuss whether the duties and obligations of health care professionals as they are currently framed are suited to address the complexities of this issue both from the health care professional and patient perspectives. This analysis is conducted in the context of duties and obligations that arise from not only legal framework but also from the ethical requirements from professional codes of ethics. How “historical” is Canadian political science? This paper sets out to answer this question through an analysis of historically oriented articles that have appeared in this journal from its first volume, in 1968, to 2015. We suggest that historical research in this journal is at once enduring and uneven, a pattern that we then explore in more detail in a case study, spanning forty years, of historical articles that focus on the interconnected themes of the constitution, courts, and federalism. The unevenness of this pattern suggests that the intellectual and methodological foundation of “historical” Canadian political science may not be as firm as it appears. We therefore conclude with a description of some methodological and conceptual tools, originally fashioned within the historically oriented subfield of American political development in the United States, that Canadian political scientists might deploy to probe important and enduring questions of Canadian politics. Mechanism-based explanations are gaining in popularity in the social sciences. Canadian political science has somewhat embraced these debates. Recent work has explicitly identified with mechanismic explanation and, at the same time, there is a point to be made about the compatibility of CPS's cannons with a mechanism-based understanding of causation. In this paper, we survey past and recent work aligned with this ontological approach. We demonstrate a heterogeneous engagement with the methodological literature regarding mechanisms and different understandings as well as uses of mechanisms in political analysis. In this paper, we initiate a discussion within the Canadian political science community about research openness and its implications for our discipline. This discussion is important because the Tri-Agency has recently released guidelines on data management and because a number of political science journals, from several subfields, have signed the Journal Editors’ Transparency Statement requiring data access and research transparency (DA-RT). As norms regarding research openness develop, an increasing number and range of journals and funding agencies may begin to implement DA-RT-type requirements. If Canadian political scientists wish to continue to participate in the global political science community, we must take careful note of and be proactive participants in the ongoing developments concerning research openness. This paper examines how older men perceive, experience and internalise ageist prejudice in the context of their everyday lives. We draw on in-depth interviews with 29 community-dwelling Canadian men aged 65–89. Although one-third of our participants were unfamiliar with the term ageism, the majority felt that age-based discrimination was prevalent in Canadian society. Indicating that they themselves had not been personally subjected to ageism, the men considered age-based discrimination to be a socially distant problem. The men explained their perceived immunity to ageism in terms of their youthful attitudes and active lifestyles. The men identified three groups who they considered to be particularly vulnerable to age-based discrimination, namely women, older workers and frail elders residing in institutions. At the same time, the majority of our participants had internalised a variety of ageist and sexist stereotypes. Indeed, the men assumed that later life was inevitably a time of physical decline and dependence, and accepted as fact that older adults were grumpy, poor drivers, unable to learn new technologies and, in the case of older women, sexually unattractive. In this way, a tension existed between the men's assertion that ageism did not affect their lives and their own internalisation of ageist stereotypes. The Zero Tolerance for Barbaric Cultural Practices Act (2015) targets immigrants suspected of engaging in polygamy. While polygamy is already illegal in Canada and non-immigrant polygamous arrangements exist within Canadian borders, the framing of polygamy as a foreign practice portrays this familial arrangement as a threat to Canadian national values. Effects on women and children have traditionally provided a convincing argument for state regulation of polygamy; however, the combination of state under—and over—enforcement suggests that relying solely on a harm framework inadequately captures the complexities of state treatment. In this paper, I argue that the state's primary motivations for defending monogamy are not necessarily rooted in the avoidance of harm but in the preservation of a particular type of citizenship. A database of difficult-to-forecast natural persistent deep slab avalanches was analyzed to determine thresholds for parameters that contribute to their release in western Canada. The database included avalanche observations and weather station data. The avalanches were grouped based on their primary cause-of-release, either precipitation loading, wind loading, solar warming or air temperature warming using a multivariate classification tree, which first split using a solar warming parameter. The precipitation group had a median 24 h snowfall of 15 cm and 3 d snowfall of 38 cm at weather stations, mostly at or below treeline. These amounts were likely closer between 20-30 and 50-80 cm at alpine start zones. The wind loading group experienced the most wind-transported snow potential. The solar warming group had predicted solar warming of 5.2°C, 10 cm into the snowpack, on the days of release. The air temperature warming group experienced the highest median maximum air temperature (5°C) on the days of release. These thresholds may be useful to forecast the likelihood of similar avalanches with experienced-based forecasting or with decision aids, although many false alarms are possible. Satisfaction with the workings of democracy seems to have declined in Canada, as it has in other established democracies. Political scandals are one frequently invoked explanation for that shift. But there is substantial scholarly disagreement about whether political scandals undermine democratic satisfaction. This paper uses evidence from a conveniently timed round of the CES (Canadian Election Study) from 2004, as well as the CES panel from 2004 and 2006, to explore this relationship more definitively than is usually possible. Recent media accounts suggest certain faith-based interest groups are increasingly pressuring provincial governments across Canada to ensure their views on education policy are acted upon. This paper offers a qualitative assessment of the policy influence possessed by faithbased groups active on the education file in Alberta and the factors responsible for this level of influence. Overall, such influence is not directly attributable to the group's size or resources nor can it be explained by the assumption that Alberta is overrun with religious citizens demanding socially conservative policies. Rather, the explanation is found in a more nuanced appreciation of the self-interested electoral calculations made by the long-governing Progressive Conservative party, on the one hand, as well as well as the party's long-running commitment to "school choice" on the other. This sentiment is intimately related to both the province's populist political culture as well as a broader ideological convergence around the principle of "free choice" in general, and the benefits of marketization in particular. The origins and implications of partisan identification are well-studied, but negative partisan attitudes--dislike for a particular party--have escaped such scrutiny, even as the politics of negativity enjoys sustained popularity, especially come election time. In this paper we build upon the comparatively modest negative partisanship literature to consider the effects of negative partisan attitudes on a range of political behaviours. There are reasons to suspect that negative and positive partisanship may have different effects; thus, accounting for the unique influence of negative attitudes is important for understanding the full effect of partisanship on political behaviour. Our results, based upon Canadian Election Study data from 2008 and 2011, reveal that, in addition to vote choice, negative partisanship influences voter turnout and a range of political activities, both related and unrelated to parties. There is no unifying theory to guide the study of partisan political staff. The literature suggests staffers may be variously mechanisms for resolving principal-agent problems, extensions of centralized political control or spoils given as rewards inside the core executive. Annual Public Accounts data, available only since 2007, offer a promising new addition to the debate over federal exempt staffs. This paper presents descriptive and linear regression results on staffing expenditures for five years of federal data in Canada. Using the construct of "revealed preference," predictors of variance in ministerial spending on staffing may provide new, objective information on their function in Canadian government. Results of this study demonstrate that quantitative methods can be applied to the study of political staff and may be a helpful addition as the field continues to develop, test and refine theory. We describe three approaches to identify novel product affordances: affordance of absence; insights from lead users, specifically do-it-yourselfers (DIYers); and natural-language searches. While these approaches were separately pursued, we show their connection to each other in this paper. We begin by describing the affordance of absence, inspired by insights on affordances arising from a lack of resources. For example, in the absence of specialized tools, more general tools are used to accomplish similar tasks. Such absence clarifies how other tools could be modified to add relevant features and identifies critical features of the absent tool. In addition, the temporary removal of physical features and objects enables user interaction in ways that may not emerge in their presence. Affordance of absence has the potential to more fully specify affordances for a given object and to help overcome functional fixedness. For the second approach, we describe insights from DIYers obtained from the "IKEA hackers" online community. We consider DIYers lead users for seeking out and exploiting product affordances, often transforming product functions dramatically. We also discuss their projects through the lens of affordance of absence. For the third approach, we outline our natural-language approach to affordance extraction, beginning with consumer product reviews provided for Canadian Tire, a major Canadian retailer. We describe efforts toward automatically identifying less common affordances, and the use of cue phrases to highlight insightful DIY transformations from the IKEA hackers community. This paper examines the relationships between self-reported loneliness and living arrangements. A structured questionnaire with some open-ended questions was administered face-to-face in English, Hindi or Punjabi to a sample of 161 elderly South Asian immigrants 60 or more years of age living in Edmonton, Alberta, Canada in 2003. The majority of respondents said that they never felt lonely. More than one in three (37.3%) respondents indicated that they felt lonely occasionally, frequently or all of the time. Those living alone were significantly more likely to report feeling lonely at least occasionally than were those living with others, especially those living with their spouse in an extended family. The fact that South Asian immigrant seniors typically lived with others, often in an extended family with or without their spouse, and rarely lived alone protected them to some extent from loneliness. However, our findings showed that among those living with others, it was the amount of waking time spent alone at home and the quality of family relationships rather than living arrangement per se that significantly predicted self-reported loneliness. Nevertheless, living in a larger household was associated with spending less time alone. We discuss plausible influences of culture on expectations regarding family and social relationships and on the meaning of being alone, as well as practical implications for addressing loneliness in a multi-cultural society. The truth and reconciliation commissions of Latin America and Africa are paradigms of transitional justice, often regarded as part of the process of transitioning from authoritarian to democratic rule. But truth commissions are also common in first-world settler states, which raises the question of what "transition" such commissions effectuate in Canada, Australia, and the United States. This paper examines the efforts of Canada' s Royal Commission on Aboriginal Peoples to resolve a controversy over a government relocation of Inuit families in the 1950s for which the relocatees were demanding compensation. Concurrent with historical controversies in the Canadian courts concerning Aboriginal rights and title, the historical controversy over the relocation raised questions about the Canadian state' s ability to "hear the voices" of First Nations people, who objected that their accounts of the past had been disregarded by government-contracted historians and courts alike. I argue that the Royal Commission' s efforts to hear the voices of Inuit relocatees, showcased in nationally televised hearings, was a phatic ritual in which communicative contact between marginalized citizens and the state was ritually established. The ritual was presented as a remedy for failures to achieve phatic communion among citizens and state--a condition of communicative contact held up as essential to the realization of liberal democratic ideals. The work of the Royal Commission and other truth commissions highlights the growing prominence of communication, particularly liberal communicative events construed as "open," "equal," and "free," as a concern of both theory and practice in liberal democratic polities. Personalisation has now become centre-stage in adult social care and continues to have an enduring level of political commitment and on-going appeal for many disabled people. And yet its roll-out has taken place during a time of austerity where central governments in many neo-liberal countries are re-imagining (read: shrinking) their role in social care provision. This paper reports on findings from an empirical study of relevant government officials from different countries which have advanced personalisation: Canada, England and the US. It reports on their views on personalisation and the remaking of adult social care, and managing expectations for change. Despite the relative success of personalisation, the findings reveal a tempered, cautious account, with respondents aware of the pitfalls and risks inherent in self-led support, government limitations in changing systems and an end to the primary involvement by the state in the creation of a social care market. With this in mind, the study's findings make a strong case for forms of ‘progressive localism’, as imagined by Featherstone et al. (2012), in galvanising local community resources alongside more radical politics in order to make self-led support achieve its desired outcomes on the ground. [ABSTRACT FROM PUBLISHER]
