Groundwater sustainability is challenged by the difference between legal and scientific understanding of groundwater, as well as the lack of focused attention to regulatory design in the literature on groundwater institutions, governance and management. The purpose of this paper is to use the scientific characteristics of groundwater to direct the necessary elements of regulatory design for this unique element. Developing interdisciplinary language that could be applied in any jurisdiction or region, the article describes seven groundwater characteristics as processes, functions, qualities, physical sustainability, scale, information and data, and physical state. Using these characteristics of groundwater embeds the scientific understanding of groundwater into regulatory design and enables the expression of new values such as Indigenous rights to water. Applying these scientific characteristics to a case study of new groundwater regulation in a subnational jurisdiction in the Global North—British Columbia (BC), Canada—highlights the failure of regulatory design even in a well-resourced jurisdiction where environmental regulation is the norm. Groundwater in BC is extremely heterogeneous in process and function, with low observation density and undefined sustainability goals where regulations are applied uniformly. Looking forward, three recommendations can be drawn using the scientific characteristics of groundwater to improve regulatory design in BC: defining sustainability goals and ecological thresholds; regionalizing and prioritizing; and long-term planning. This science-forward and interdisciplinary approach has implications for states with customary water entitlements and multiple legal orders. Analysing sexual harassment law in British Columbia, this paper argues that in highly sexualised work environments, in which practices including sexual 'jokes' or innuendo may be common, law embodies and (re)creates the gendered subtext of the workplace. When a complaint of sexual harassment from a sexualised workplace is raised in a legal forum, a complainant has an obligation to clearly object to the sexual remarks, 'jokes,' banter, etc.-which may be the 'norm'-to show the conduct in question was unwelcome. At the same time, however, a workplace may be structured, in part by law, in a way that restricts employee resistance to uncomfortable sexual experiences. This is the case, I argue, for women working in full-service restaurants when it comes to sexual interactions with customers. This paper explores how restaurant work, in the Canadian context with a focus on the province of British Columbia, is organised in a manner that makes women vulnerable to enduring sexually harassing practices as a routine part of their jobs. While injuries are a leading health concern for Aboriginal populations, injury rates and types vary substantially across bands. The uniqueness of Aboriginal communities highlights the importance of collecting community-level injury surveillance data to assist with identifying local injury patterns, setting priorities for action and evaluating programs. Secwepemc First Nations communities in British Columbia, Canada, implemented the Injury Surveillance Project using the Aboriginal Community-Centered Injury Surveillance System. This paper presents findings from a community-based participatory process evaluation of the Injury Surveillance Project. Qualitative data collection methods were informed by OCAP (Ownership, Control, Access, and Possession) principles and included focus groups, interviews and document review. Results focused on lessons learned through the planning, implementation and management of the Injury Surveillance Project identifying lessons related to: project leadership and staff, training, project funding, initial project outcomes, and community readiness. Key findings included the central importance of a community-based and paced approach guided by OCAP principles, the key role of leadership and project champions, and the strongly collaborative relationships between the project communities. Findings may assist with successful implementation of community-based health surveillance in other settings and with other health issues and illustrate another path to self-determination for Aboriginal communities. Over the past few decades there has been increasing attention paid to 'shared' forms of governance and to the creation of new protected areas (PAs) that are designed to address 'non-biological' goals and values. The rationale for these initiatives has, in part, been based on the belief that well-designed systems of protected area governance will help to deliver desired outcomes and meet linked sociocultural, economic and environmental objectives. Addressing these questions has become increasingly important in British Columbia, where a number of First Nations are asserting increasing control over existing state-run protected areas, as well as establishing new protected areas and designing governance systems for them that deliver outcomes consonant with cultural beliefs, values and goals. This paper reports on an in-depth case study of the Tla-o-qui-aht Tribal Parks and the Pacific Rim National Park Reserve, with a focus on comparing how these physically adjacent protected areas with different objectives each attempt to meaningfully engage the Tla-o-qui-aht First Nation in PA governance. Engineered (structural) debris-flow mitigation for all creeks with elements at risk and subject to debris flows is often outside of the financial capability of the regulating government, and heavy task-specific taxation may be politically undesirable. Structural debris-flow mitigation may only be achieved over long (decadal scale) time periods. Where immediate structural mitigation is cost-prohibitive, an interim solution can be identified to manage residual risk. This can be achieved by implementing a debris-flow warning system that enables residents to reduce their personal risk for loss of life through timely evacuation. This paper describes Canada's first real-time debris-flow warning system which has been operated for 2 years for the District of North Vancouver. The system was developed based on discriminant function analyses of 20 hydrometric input variables consisting of antecedent rainfall and storm rainfall intensities for a total of 63 storms. Of these 27 resulted in shallow landslides and subsequent debris flows, while 36 storms were sampled that did not reportedly result in debris flows. The discriminant function analysis identified as the three most significant variables: the 4-week antecedent rainfall, the 2-day antecedent rainfall, and the 48-h rainfall intensity during the landslide-triggering storm. Discriminant functions were developed and tested for robustness against a nearby rain gauge dataset. The resulting classification functions provide a measure for the likelihood of debris-flow initiation. Several system complexities were added to render the classification functions into a usable and defensible warning system. This involved the addition of various functionality criteria such as not skipping warning levels, providing sufficient warning time before debris flows would occur, and hourly adjustment of actual rainfall vs. predicted rainfall since predicted rainfall is not error-free. After numerous iterations that involved warning threshold and cancelation refinements and further model calibrations, an optimal solution was found that best matches the actual debris-flow data record. Back-calculation of the model's 21-year record confirmed that 76% of all debris flows would have occurred during warning or severe warning levels. Adding the past 2 years of system operation, this percentage increases marginally to 77%. With respect to the District of North Vancouver boundaries, all debris flows occur during Warning and Severe Warnings emphasizing the validity of the system to the area for which it was intended. To operate the system, real-time rainfall data are obtained from a rain gauge in the District of North Vancouver. Antecedent rainfall is automatically calculated as a sliding time window for the 4-week and 2-day periods every hour. The predicted 48-h storm rainfall data are provided by the Geophysical Disaster Computational Fluid Dynamics Centre at the Earth and Ocean Science Department at the University of British Columbia and is updated every hour as rainfall is recorded during a given storm. The warning system differentiates five different stages: no watch, watch level 1 (the warning level is unlikely to be reached), watch level 2 (the warning level is likely to be reached), warning, and severe warning. The debris-flow warning system has operated from October 1, 2009 to April 30, 2010 and October 1, 2010 and April 30, 2011. Fortunately, we were able to evaluate model performance because the exact times of debris flows during November 2009 and January 2010 were recorded. In both cases, the debris flows did not only occur during the warning level but coincided with peaks in the warning graphs. Furthermore, four debris flows occurred during a warning period in November 2009 in the Metro Vancouver watershed though their exact time of day is unknown. The warning level was reached 13 times, and in four of these cases, debris flows were recorded in the study area. One debris flow was recorded during watch II level. There was no severe warning during the 2 years of operation. Abstract  Research conducted in 2003/2004 documented and validated (in a non-experimental way) ethnoveterinary medicines used by small-scale, organic livestock farmers in British Columbia (BC), Canada. Interviews were conducted with 60 participants who were organic farmers or holistic medicinal/veterinary practitioners. A workshop was held with selected participants to discuss the plant-based treatments. This paper reports on the medicinal plants used for fleas in cats and dogs. Fleas and flies are treated with Artemisia vulgaris L. (Asteraceae), Citrus × limon (L.), Juniperus communis L. var. depressa Pursh. (Cupressaceae), Lavandula officinalis L. (Labiatae), Melissa officinalis L. (Lamiaceae), and Thuja plicata Donn ex D. Don (Cupressaceae). All of the plants used have insecticidal activity. Ear problems are treated with Achillea millefolium L., Calendula officinalis L., and Helichrysum angustifolium (Roth.) G. Don. (Asteraceae), Allium sativum L. (Alliaceae), Berberis aquifolium Pursh./Mahonia aquifolium (Berberidaceae), Glycyrrhiza glabra L. (Fabaceae), Lobelia inflata L. (Campanulaceae), Matricaria recutita L., Melaleuca alternifolia L. Analysis of casual work in British Columbia is an important issue given that the increase in casual work has been greater in this province than in other provinces in Canada and given that the labour market has been substantially deregulated since 2001. In this paper, we analyse how individuals’ casual employment status affects their economic security based on a specially designed survey undertaken by the authors. We follow the ILO’s classification of the dimensions of economic security but, based on our findings, add a further dimension—Time security—As being of particular importance to casual workers. On the basis of these results, we analyse the policy interventions that might be necessary to increase the economic security of casual workers, policies which we suggest can best be conceptualized as providing a “security quilt”. The research activity described in this report is a comprehensive regional assessment of the impacts of climate change on water resources and options for adaptation in the Okanagan Basin. The ultimate goal of the project is to develop integrated climate change and water resource scenarios to stimulate a multistakeholder discussion on the implications of climate change for water management in the region. The paper describes two main objectives: (a) providing a set of research products that will be of relevance to regional interests in the Okanagan, and (b) establishing a methodology for participatory integrated assessment of regional climate change impacts and adaptation that could be applied to climate-related concerns in Canada and other countries. This collaborative study has relied on field research, computer-based models, and dialogue exercises to generate an assessment of future implications, and to learn about regional views on the prospects for adaptation. Along the way, it has benefited from strong partnerships with governments, researchers, local water practitioners, and user groups. Building on the scenario-based study components, and a series of interviews and surveys undertaken for the water management and adaptation case study components, a set of stakeholder dialogue sessions were organized which focused on identifying preferred adaptation options and processes for their implementation. Rather than seeking consensus on the "best" option or process, regional interests were asked to consider a range of available options as part of an adaptation portfolio that could address both supply side and demand side aspects of water resources management in the Okanagan. This paper analyzes the mortuary practices of the Kimsquit people of the central coast of British Columbia as seen at a cemetery dating approximately A.D. 1850-1927. The cemetery gives the outward appearance of rapid change in burial mode, grave goods, and grave monuments, coincident with increasing acculturative pressures. When considered within the context of written records of the Kimsquit people's attitude to Euro-Canadian culture, the use of manufactured goods evident at associated domestic sites, and the ideology behind mortuary practices, it can be argued that there was a continuance of attitudes towards death, wealth, and descent in the mortuary complex. The patterns observed here support the position that creative changes may occur under conditions of intense colonial pressure, and they are directed by underlying structures of long-term history, such that change can be a more effective strategy towards cultural survival than extreme conservatism. This paper describes the nature and comorbidity of substance use and other psychiatric disorders in 157 impaired practitioners notified to the Medical Practitioners Board of Victoria from 1983 to 1997. Diagnoses were reduced to three diagnostic categories, viz, substance use disorder (n = 62), other psychiatric disorder (n = 62), and combined substance use and other psychiatric disorder (n = 33). Sixty nine percent of those with other psychiatric disorders suffered either bipolar disorder (n = 27), schizophrenia (n = 22), or depression (n = 17). Psychiatric comorbidity in drug-related diagnoses was 26% and in alcohol-related diagnoses 64%. Sixty five percent of substance use disorders were notified more than 12 months after onset of impairment, and 49% of all practitioners (71% with substance use disorder) did not receive treatment prior to notification. This combined with a high relapse rate (41%) makes some impaired practitioners a risk to their patients. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to test the ability of two quite different models to simulate the combined spatial and temporal variability of the internal boundary layer in an area of complex terrain and coastline during one day. The simple applied slab model of Gryning and Batchvarova, and the Colorado State University Regional Atmospheric Modelling System (CSU-RAMS) are tested by comparison with data gathered during a field study (called Pacific ‘93) of photochemical pollution in the Lower Fraser Valley of British Columbia, Canada. The data utilised here are drawn from tethered balloon flights, free flying balloon ascents, and downlooking lidar operated from an aircraft flown at roughly 3500 m above sea level. Both models are found to represent the temporal and spatial development of the internal boundary-layer depth over the Lower Fraser Valley very well, and reproduce many of the finer details revealed by the measurements. Riverview Hospital, B.C.'s only and Canada's largest remaining provincial psychiatric hospital began a formal planned “downsizing” process in 1992. This initiative was an important element in the Province's strategic plan to shift to a more community-focused mental health system and to bring tertiary psychiatric services “closer to home” by redeveloping Riverview Hospital on three sites. The paper summarizes the literature pertaining to the “downsizing” of psychiatric hospital services in relation both to clinical and human resource planning. It describes the mental health system in B.C. and the service system context in which this exercise is occurring. It is based on the first three years of experience in identifying the major challenges and the strategies developed to meet these challenges. It draws some conclusions about the effectiveness of these strategies and it speculates about the likely future challenges as the “downsizing” process continues. [ABSTRACT FROM AUTHOR]
