1. Higher Education Collaboration in North America: A Review of the Past and a Potential Agenda for the Future. Working Paper. North America 2.0: Forging a Continental Future

Abstract

When the North American Free Trade Agreement (NAFTA) came into fruition in the early 1990s, there were high hopes and expectations on what this emerging economic block could achieve. Although the agreement involved extensive conversations that led to regulations that facilitated trade across the region--the main intent of NAFTA--the same was not true for the higher education environment. Critics have argued that NAFTA's heavy focus on trade left little room for similar harmonization on issues like higher education. From this perspective, it is evident that if efforts to improve higher education are to gain traction in the trilateral relationship, they must be linked with regional trade and competitiveness. Yet even though NAFTA was not the vehicle for further cooperation on higher education, colleges and universities across Canada, Mexico, and the United States did embrace the opportunity and enthusiastically engaged in conversations that prompted trilateral collaboration. This article follows the key agreements that influenced and guided the early stages of NAFTA collaboration among higher education institutions, as well as developments that kept engagement across the three countries active. It also provides an initial list of areas in which future collaboration might focus. [The report was published in partnership with the Belfer Center for Science and International Affairs. Abstract

The 23rd EUROCALL conference was held in Cyprus from the 24th to the 27th of August 2016. The theme of the conference this year was "CALL Communities and Culture." It offered a unique opportunity to hear from real-world CALL practitioners on how they practice CALL in their communities, and how the CALL culture has developed in local and global contexts. 3. A Half Century of Progress in U.S. Student Achievement: Ethnic and SES Differences; Agency and Flynn Effects. Program on Education Policy and Governance Working Papers Series. PEPG 21-01

Abstract

Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

4. Can Scholarships Increase High School Graduation Rates? Evidence from a Randomized Control Trial in Mexico. Policy Research Working Paper 8826

Abstract

This paper studies the impact of PROBEMS, a scholarship program in Mexico aimed at improving graduation rates and test scores among upper secondary school students from poor backgrounds. The identification strategy is the random allocation into the program, which took place in 2009. The strategy allows measurement of the effects of PROBEMS on test scores and graduation rates three years later in 2012. The paper finds that, on average, the program has no discernible impact on graduation rates or math or Spanish test scores. The size of the sample allows investigation of the reasons for this disappointing result. The paper finds that the program is substantially mis-targeted, with the majority of the recipients not coming from the most disadvantaged families. However, the most plausible explanation for the absence of positive impacts is that many eligible students do not seem to have the minimum learning level to face successfully the academic requirements of upper secondary school. An important policy implication is that a well-targeted scholarship program should be complemented with a remedial education intervention. [This paper is a product of the Education Global Practice.]

5. Equivalent Years of Schooling: A Metric to Communicate Learning Gains in Concrete Terms. Policy Research Working Paper 8752

Abstract

In the past decade, hundreds of impact evaluation studies have measured the learning outcomes of education interventions in developing countries. The impact magnitudes are often reported in terms of "standard deviations," making them difficult to communicate to policy makers beyond education specialists. This paper proposes two approaches to demonstrate the effectiveness of learning interventions, one in "equivalent years of schooling" and another in the net present value of potential increased lifetime earnings. The results show that in a sample of low- and middle-income countries, one standard deviation gain in literacy skill is associated with between 4.7 and 6.8 additional years of schooling, depending on the estimation method. In other words, over the course of a business-as-usual school year, students learn between 0.15 and 0.21 standard deviation of literacy ability. Using that metric to translate the impact of interventions, a median structured pedagogy intervention increases learning by the equivalent of between 0.6 and 0.9 year of business-as-usual schooling. The results further show that even modest gains in standard deviations of learning--if sustained over time--may have sizeable impacts on individual earnings and poverty reduction, and that conversion into a non-education metric should help policy makers and non-specialists better understand the potential benefits of increased learning. 6. Persistent Misallocation and the Returns to Education in Mexico. Policy Research Working Paper 8690

Abstract

Over the last two decades, Mexico has experienced macroeconomic stability, an open trade regime, and substantial progress in education. Yet average workers' earnings have stagnated, and earnings of those with higher schooling have fallen, compressing the earnings distribution and lowering the returns to education. This paper argues that distortions that misallocate resources toward less-productive firms explain these phenomena, because these firms are less intensive in well-educated workers compared with more-productive ones. It shows that while the relative supply of workers with more years of schooling has increased, misallocation of resources toward less productive firms has persisted. These two trends have generated a widening mismatch between the supply of, and the demand for, educated workers. The paper breaks down worker earnings into observable and unobservable firm and individual worker characteristics, and computes a counterfactual earnings distribution in the absence of misallocation. The main finding is that in the absence of misallocation average earnings would be higher, and that earnings differentials across schooling levels would widen, raising the returns to education. A no-misallocation path is constructed for the wage premium. Depending on parameter values, this path is found to be rising or constant, in contrast to the observed downward path. The paper concludes arguing that the persistence of misallocation impedes Mexico from taking full advantage of its investments in the education of its workforce. 7. Detection of Acetaminophen in Groundwater by Laccase-Based Amperometric Biosensors Using MoS 2 Modified Carbon Paper Electrodes.

Abstract

The use of enzyme-based biosensors for the detection and quantification of analytes of interest such as contaminants of emerging concern, including over-the-counter medication, provides an attractive alternative compared to more established techniques. However, their direct application to real environmental matrices is still under investigation due to the various drawbacks in their implementation. Here, we report the development of bioelectrodes using laccase enzymes immobilized onto carbon paper electrodes modified with nanostructured molybdenum disulfide (MoS2). The laccase enzymes were two isoforms (LacI and LacII) produced and purified from the fungus Pycnoporus sanguineus CS43 that is native to Mexico. A commercial purified enzyme from the fungus Trametes versicolor (TvL) was also evaluated to compare their performance. The developed bioelectrodes were used in the biosensing of acetaminophen, a drug widely used to relieve fever and pain, and of which there is recent concern about its effect on the environment after its final disposal. The use of MoS2 as a transducer modifier was evaluated, and it was found that the best detection was achieved using a concentration of 1 mg/mL. Moreover, it was found that the laccase with the best biosensing efficiency was LacII, which achieved an LOD of 0.2 µM and a sensitivity of 0.108 µA/µM cm2 in the buffer matrix. Moreover, the performance of the bioelectrodes in a composite groundwater sample from Northeast Mexico was analyzed, achieving an LOD of 0.5 µM and a sensitivity of 0.015 µA/µM cm2. The LOD values found are among the lowest reported for biosensors based on the use of oxidoreductase enzymes, while the sensitivity is the highest currently reported. [ABSTRACT FROM AUTHOR]

8. Hit and Run? Income Shocks and School Dropouts in Latin America. Policy Research Working Paper 8344

Abstract

How do labor income shocks affect household investment in upper secondary and tertiary schooling? Using longitudinal data from 2005-15 for Argentina, Brazil, and Mexico, this paper explores the effect of a negative household income shock on the enrollment status of youth ages 15 to 25. The findings suggest that negative income shocks significantly increase the likelihood that students in upper secondary and tertiary school exit school in Argentina and Brazil, but not in Mexico. For the three countries, the analysis finds evidence that youth who drop out due to a household income shock have worse employment outcomes than similar youth who exit school without a household income shock. Differences in labor markets and safety net programs likely play an important role in the decision to exit school as well as the employment outcomes of those who exit across these three countries.

10. The Heterogeneous Effect of Information on Student Performance: Evidence from a Randomized Control Trial in Mexico. Policy Research Working Paper 7422

Abstract

A randomized control trial was conducted to study whether providing 10th grade students with information about the returns to upper secondary and tertiary education, and a source of financial aid for tertiary education, can contribute to improve student performance. The study finds that the intervention had no effects on the probability of taking a 12th grade national standardized exam three years after, a proxy for on-time high school completion, but a positive and significant impact on learning outcomes and self-reported measures of effort. The effects are larger for girls and students from households with a relatively high income. These findings are consistent with a simple model where time discount determines the increase in effort and only students with adequate initial conditions are able to translate increased effort into better outcomes. 12. 'Los Papeles No Trabajan': The Papers Don't Do the Work

Abstract

Schools across the United States serve children from families that have crossed the U.S. border without documents. Some of these children have crossed the border themselves. For teachers and other educators, the Supreme Court decision of "Plyler v. Doe" (1982) has set the precedent that all children in the United States are entitled to a public education, regardless of their immigration status. Nevertheless, undocumented immigration remains a highly polarizing issue, and the struggles of immigrant children and their families often takes a back seat to political posturing. The authors of this article believe that it is an act of both courage and solidarity for teachers to provide support for undocumented children and their families. They also assert that it is a moral duty supported by international human rights agreements signed by the United States. The following research study raises questions about how the United States serves and supports the children and families who arrive in our schools and communities with or without "papeles" ("papers")--documentation of their legal entry into the country; about how much Americans will tolerate the abuse, neglect, and death of men, women, and children who attempt to cross our border with Mexico; and about men, women, and children who attempt to cross our border with Mexico. This study describes the involvement with a humanitarian organization on the Arizona border with Mexico, and what was learned from conversations with ranchers, border patrol agents, Mexican officials, and the migrants themselves.

14. Enhancing Academic Success: A Bilingual Freshman Year. AIR 1992 Annual Forum Paper.

Abstract

This paper provides an assessment of the Inter-American Science and Humanities Program, a program of the University of Texas, El Paso, which allowed students from northern Mexico to take their freshman level courses in Spanish while receiving instruction designed to rapidly enhance English language skills. The paper assesses the effectiveness of this effort in successfully preparing 886 participants who entered the program between fall 1984 and spring 1991 to move into the regular university curriculum, complete their academic programs, and earn a baccalaureate degree. Outcomes examined included participants' retention and graduation rates, credit hours earned over time, grade point averages at each level, and grades in selected English and bilingual courses. These outcomes were measured against those for a comparison group of international students. As a result of the data analysis and interview, several program weaknesses surfaced. These included the finding that the program was no longer addressing the needs of more recent students compared to when the program was first implemented in 1968, and results which pointed to four main problems: low level of English language proficiency; bilingual courses at cross purposes; lack of a program structure and organization; and inadequate acculturation to the American university. In addition, it was found that overcrowding in the course strained the university's budget and shortchanged students. Recommendations for improvement are suggested. (GLR)

15. Job Satisfaction in Mexican Faculty: An Analysis of its Predictor Variables. ASHE Annual Meeting Paper.

Abstract

This study examined overall job satisfaction among college faculty in Mexico. The study used data from a 1992-93 Carnegie International Faculty Survey. Secondary multiple regression analysis identified predictor variables for several faculty subgroups. Results were interpreted by differentiating between work-related and intrinsic factors, as well as by relating particular predictors to conditions affecting the Mexican academic profession. The strongest predictor variables were work-related (management, job security, academic salary); academic climate (academic collaboration, intellectual atmosphere); and other intrinsic variables (teaching and governance issues) played a secondary role. The study found that while Mexican faculty were generally dissatisfied with the job situations in which they work on a day-to-day basis, on a long-term basis they hold the careers they have chosen in high regard. The results were strongest for full-time faculty and faculty holding doctorates; they were weaker for part-time faculty and full-time faculty with no graduate degrees. The 2008 Central States Conference on the Teaching of Foreign Languages, a joint conference with the Michigan World Language Association, focused on learning about the diverse backgrounds and needs of today's students and discovering new ways to help them succeed in reaching the goal of language proficiency. A wide variety of workshops and sessions offered practical advice on how to deal with reluctant learners on a variety of levels. Immersion-type workshops and sessions were offered to help participants brush up on their language skills, and participants were brought up-to-date on topics such as foreign language advocacy, advanced placement, technology, assessment, culture, brain-based learning, and much more. In addition to "Best of" presentations from 15 states, the program included several encore presentations from last year's "All-Star" presenters. This volume offers the reader a wealth of research based approaches and strategies to language teaching and learning designed to assist the language educator in creating a learning environment that will motivate and engage all students in the language classroom. These articles focus on best practices representing theory-based instruction designed to optimize language communication skills and cultural knowledge for all learners.

17. What Is Changing in Mexican Public Universities in the Face of Recent Policy Initiatives for Higher Education? ASHE Annual Meeting Paper.

Abstract

This paper examines the changes that are emerging in Mexican higher education, focusing especially on the shifting nature of government-university relationships and some of the consequences for management and governance at the establishment level. It provides a brief outline of trends in the recent past, discusses the changes that have developed in government policy toward higher education in the 1990s, and explores how the universities are responding. The most important policies are listed and discussed in reference to the following basic issues pertaining to regulatory relationships: (1) diversification/homogenization of higher education institutions; (2) academic roles and values- teaching and research; (3) institutional autonomy; (4) selection and assessment of students; (5) institutional governance; (6) funding; and (7) evaluation. The report also lists the changes in the dominant relationships and values among basic actors in higher education from the 1970s into the 1990s, including how different types of institutional leadership structures and strengths respond to government policy. 18. School Subsidies for the Poor: Evaluating the Mexican Progresa Poverty Program. Center Discussion Paper.

Abstract

In rural Mexico, the Progresa program provided educational grants to poor mothers of children enrolled in grades 3-9 and attending 85 percent of the school days. Payments were increased at the higher grades, a premium was paid for girls enrolled in grades 7-9, and every 6 months the grants were adjusted upward to compensate for inflation. The grants were substantial; a family with a ninth-grade daughter received an amount equal to 44 percent of a typical day-laborer's wage. This paper evaluates the program's effect on enrollment in 1998-2000, during which the program was implemented randomly in 314 of the 495 poorest rural villages in central and southern Mexico. Analysis focused on a panel sample of 19,716 children who could be followed and matched in five household surveys conducted between October 1997 and November 1999. Before the program started, Progresa villages and control villages did not differ significantly in enrollment rates of poor children. In the 3 survey rounds collected after September 1998, Progresa had a significant impact on the enrollment of each group of children who had completed grades 1-6 the previous year, with differences often greater for girls than boys. The cumulative cohort effect on schooling attainment was estimated to be 0.66 years. Progresa also significantly reduced the poor-nonpoor inequality in enrollment rates for grades 4-6. This paper discusses an innovative paradigm for looking at computer mediated/networked teaching, learning, and research known as BESTNET (Binational English and Spanish Telecommunications Network). BESTNET is functionally defined as an international community of universities and institutions linked by common educational goals and processes, computers, and telecommunications. BESTNET is conceptually designed as a virtual integrated educational system for learning and teaching across geographic spaces, i.e., from one campus to another, nationally/globally. Currently, the project involves over 7,000 culturally and linguistically diverse groups of students from over a dozen institutions in the United States, Mexico, and other globally specific regions. Following an overview and description of the BESTNET design, the paper discusses the growing need for multimedia computer global network communications, related developments with translation technologies, and the adaptive infrastructure of BESTNET. 21. Education and Earnings Inequality in Mexico. Policy Research Working Papers.

Abstract

Educational attainment levels increased dramatically for Mexico's labor force in the 1980s and early 1990s. In parallel, the country experienced a pronounced increase in earnings inequality from 1984 to 1994, reflected in a higher dispersion of wages and an absolute decline in the real incomes of less educated, poorer Mexicans. This situation presents policymakers with a tradeoff between efficiency considerations (favoring increased spending on higher education) and equity considerations (favoring a more equal distribution of per student spending) in the allocation of fiscal resources to education. This analysis concludes that the accumulation of human capital, as proxied by educational attainment, does not appear to be among the factors responsible for Mexico's disappointing growth performance since the early 1980s. The most persuasive hypothesis explaining this increased earnings inequality is that it is caused by an increased rate of skill-biased technological change, the transmission of which to developing countries may have been facilitated by the increased openness of those economies. The increased earning inequality is associated with a higher dispersion of the average wages received by workers with different schooling attainment. This raised the private rates of return to higher levels of education, in effect reversing the traditional pattern of rates of return, where the highest rates are reported for the primary level. The social rates of return also show this reversal in the relative magnitude of rates of return. The solution the paper recommends is for the government progressively to pass on a greater share of the costs of higher education to its direct beneficiaries, while facilitating the private absorption of those costs through student loan programs designed to correct market failures in the financial sector. 23. Assessing the Impact of a Faculty Development Program on Teaching Quality in a Mexican University. AIR 1991 Annual Forum Paper.

Abstract

Responding to enormous enrollment increases, Mexican universities were forced to hire faculty without a Licenciatura degree (corresponds to a United States bachelors degree) and so initiated faculty development activities (FDA) to enhance the performance of underqualified and new teachers. This study assessed the impact of one of these FDAs at the Autonomous University of Aguascalientes, a public university established in 1973. A theoretical model was constructed, and a sample of 302 faculty members was selected. Quantitative information was collected and field work, i.e., observing and interviewing selected cases, was carried out. Multiple regression analysis of data, supplemented by qualitative analysis, offered a basis for the conclusions, and controlled the influence of the other variables included in the model. Results suggested that FDAs were useful for teachers; that though student ratings favored teachers who did not participate in FDAs, this may be explained by the association of inferior ratings with inexperience or insecurity; and that younger, female, part-time teachers did benefit from FDAs though it is not clear whether that improvement is due to FDAs or the effect of maturation and increased security. In addition, the study found that FDAs should be tailored to teachers with different needs. Sixteen references are offered. (JB)

24. Migrants of the Information Age: Indian and Mexican Engineers and Regional Development in Silicon Valley. Working Paper No. 16.

Abstract

Immigration and domestic industrial policies have been powerful instruments in the creation of immigrant "niches" in labor markets. While Indians have clustered in the information technology industry, Mexicans have formed niches in low-skilled industries such as agriculture. A review of the relationship between immigration policy and the requirements of the information technology industry reveals two important conclusions. First, immigration policy changes of the mid-1960s facilitated the immigration of Indians with high levels of education. Asians and Africans could not use family reunification to enter the United States, so the only path open to them was the use of occupational skills. This explains why these immigrants are so highly educated and why they concentrate in high-tech industries. On the other hand, Mexican immigrants constitute the largest group of unskilled workers because economic and social costs of immigration are lessened by geographical propinquity. In addition, specific U.S. immigration policies, direct recruitment, and the development of social networks have encouraged the immigration of unskilled workers. The departure of IBM from India in 1978, and the failure of the country to develop a domestic viable computer industry forced most Indian users to rely on imports. Thus, during the 1970s and 1980s Indian programmers learned how to work on a variety of platforms. In contrast, Mexico has solidified its role as the preferred location for the electronics manufacturing industry. (Contains 33 references.) (TD)

27. Determining the Characteristics of Papers That Garner the Most Significant Impact: A Deep Dive into Mexican Engineering Publications.

Abstract

Engineers make things, make things work, and make things work better and easier. This kind of knowledge is crucial for innovation, and much of the explicit knowledge developed by engineers is embodied in scientific publications. In this paper, we analyze the evolution of publications and citations in engineering in a middle-income country such as Mexico. Using a database of all Mexican publications in Web of Science from 2004 to 2017, we explore the characteristics of publications that tend to have the greatest impact; this is the highest number of citations. Among the variables studied are the type of collaboration (no collaboration, domestic, bilateral, or multilateral), the number of coauthors and countries, controlling for a coauthor from the USA, and the affiliation institution of the Mexican author(s). Our results emphasize the overall importance of joint international efforts and suggest that publications with the highest number of citations are those with multinational collaboration (coauthors from three or more countries) and when one of the coauthors is from the USA. Another interesting result is that single-authored papers have had a higher impact than those written through domestic collaboration. [ABSTRACT FROM AUTHOR]

Abstract

This symposium addressed key findings of the Carnegie Council on Adolescent Development-sponsored book "Promoting the Health of Adolescents: New Directions for the Twenty-First Century." A panel of experts focused on science policy implications of critical issues in adolescent health promotion that have proven difficult to address such as the effects of poverty, adolescent sexuality, and violence. Included on the panel were experts from Canada and Mexico who provided an international perspective on adolescent health promotion. Following an introduction by Elena O. Nightingale, special advisor to the President, Carnegie Corporation of New York, the following chapters are presented: (1) "Historical Perspective on Adolescent Health Promotion"; (2) "Health-Enhancing and Health Compromising Behaviors during Adolescence" (Delbert S. Elliott); (3) "Poverty, Health, and Adolescent Health Promotion" (William Julius Wilson); (4) "Promoting Healthy Adolescent Sexuality" (Herant Katchadourian); (5) "Promoting Safety and Nonviolent Conflict Resolution in Adolescence" (Mark L. Rosenberg); and (6) "Cross-National Perspectives; Views of Adolescent Health Promotion from Canada and Mexico" (Ivan B. Pless--Canadian Perspective, Anameli Monroy--Mexican Perspective). In his concluding remarks, David A. Hamburg, President, Carnegie Corporation of New York, states that most risky behavior is still tentative and exploratory. There is, therefore, an opportunity for preventive interventions, provided that individual development, the social context of development, and the biological variability that makes different individuals more or less vulnerable to different kinds of environmental insults are understood. Abstract

The deposition of trace elements around a pulp and paper industry in Morelia, Mexico, was evaluated using two lichen species as biomonitors. Samples of the foliose lichen Flavopunctelia praesignis and the fruticose lichen Usnea ceratina were collected in two remote areas and transplanted at different distances and directions from the pollution source. Lichen samples were exposed for 4 months (1) around the industrial area and (2) in their native habitats (control sites). We investigated the bioaccumulation of 11 trace elements in lichen thalli, and we compared the response of the two lichen species. To identify possible common sources, we evaluated the relationships between trace elements by correlations and cluster analyses. Our results showed that Cd was a good tracer for air pollution from the pulp and paper mills. In samples of Usnea ceratina exposed around the industrial area, Cd was significantly higher than in the remote area. Within the study area, trace element contents increase with the distance from the source, and they showed high depositions in the direction of prevailing winds. Moreover, we were able to detect groups of elements with similar behavior and common origins. 31. Use of Dynamic Geometry as a Support to Paper and Pencil Activities for Comprehension of Ratio and Proportion Topics

Abstract

Introduction: The present paper shows the importance of a joint use of pencil and paper activities and of technology so that students may develop a complete understanding of ratio and proportion. A previous experience with strategy use when solving ratio and proportion problems provided background. Prompted by a recognition of the cognitive components in students, we decided to offer support through the observation and manipulation of representations made using dynamic geometry software. Method: Application of three activities to be solved by a group of 29 sixth-grade pupils public, primary education in Mexico City. The activities were solved with paper and pencil and using dynamic geometry. Results: Students built figures proportional to others they were given, using comparison by superimposing one figure over another, by dragging them, and by enlarging or reducing a figure by click-and-drag on one of its vertices. They also established numerically equivalent ratios by obtaining measurements for the figures given and making the comparison as a quotient. They also were able to recover data from the problems given and represent them using drawings, then they made use of these drawings to help them solve the assigned activity. Discussion and Conclusion: Most of the students could establish figures that were proportional to the ones given by using registers of representation, such as using drawings with the data that they were able to extract from the story problems, using a table which they filled in with both external and internal ratios, as well as equivalence relationships between the ratios and the operations used to get the numeric values. They also showed development in their qualitative proportional thinking as a support to quantitative proportional thinking. (Contains 11 figures, 1 table and 1 footnote.)

Abstract

Case studies and seminar reports are provided that were presented at an international seminar to examine field experiences in using a culture-based approach to nonformal education. Part I, containing an introductory paper and nine case studies, focuses on indigenous institutions and processes in health, family planning, agriculture, basic education, and conscientization. The introductory paper discusses indigenous sociocultural forms as a basis for nonformal education and development. Seven countries are represented in the case studies: Indonesia, Bolivia, Java (Indonesia), Upper Volta, Botswana, India, and Bali (Indonesia). Section II focuses on the performing arts in both mass campaigns and community nonformal education programs. An introductory paper overviews folk media, popular theater, and conflicting strategies for social change in the third world. The seven case studies consider the specific strategies used in Brazil, Sierra Leone, China, India, Mexico, Jamaica, and Africa. Section III contains the seminar reports developed from discussions of the four regional working groups: Latin America, Africa and the Caribbean, South Asia, and Southeast Asia. Abstract

The Millennium Development Goals (MDGs) provide clear targets and areas of focus for international organizations such as the World Bank. At a conceptual level, to reduce poverty and hunger, to improve education and health indicators, and to promote gender equality and sustainable development, countries can either increase the resources they allocate to these objectives, or increase the efficiency with which they use their available resources. The four papers presented in this study deal with the second option: increasing the efficiency of countries, and of decentralized entities within countries, in producing good outcomes with their available resources. The first two papers "Measuring and Explaining Country Efficiency in Improving Health and Education Indicators" and "Measuring and Explaining the Impact of Productive Efficiency on Economic Development" use country-level data to analyze the efficiency of countries for improving health, education, and GDP outcomes. The last two papers "Reaching Health and Education Targets in Argentina: A Provincial-Level Analysis" and "Development Targets and Efficiency in Improving Education and Health Outcomes in Mexico's Southern States" use within-country data on health and education from Argentina and Mexico to look at the same issues. Together, the four papers suggest that apart from increasing inputs, it is necessary to improve efficiency to reach the MDGs. Includes 18 notes and an extensive number of tables, figures, and boxes. Abstract

Between 1940 and 1980, Mexico and other Caribbean nations grew by an annual average of three percent, doubling in population every 21 years. Mexico's population will reach 109 million and the Caribbean nations will top 250 million by 2000. The projected U.S. population in 2000 is 266 million. This dynamic growth has serious implications for Mexico and the Caribbean states' stability, economic health, employment, urban quality of life, emigration, and for increased U.S. immigration, which since the 1960s has grown to 160,000 annually. For the next three decades, job seekers in Mexico and other Caribbean countries will crowd into the labor market faster than the region's developing economics can absorb them. There is a need for these countries to create together over two million new jobs each year, if they are to reduce unemployment and underemployment to the levels of most Western countries by 2000. Abstract

Paper recycling has increased in recent years. A principal consequence of this process is the problem of addressing some polymeric components known as stickies. A deep characterization of stickies sampled over one year in a recycled paper industry in México was performed. Based on their chemical structure, an enzymatic assay was performed using lipases. Compounds found in stickies by Fourier-transform infrared spectrometry were poly (butyl-acrylate), dioctyl phthalate, poly (vinyl-acetate), and poly (vinyl-acrylate). Pulp with 4% (w/w) consistency and pH = 6.2 was sampled directly from the mill once macrostickies were removed. Stickies were quantified by counting the tacky macrostructures in the liquid fraction of the pulp using a Neubauer chamber before the paper was made, and they were analyzed with rhodamine dye and a UV lamp. Of the two commercial enzymes evaluated, the best treatment condition used Lipase 30 G (Specialty Enzymes & Biotechnologies Co®, Chino, CA, USA) at a concentration of 0.44 g/L, which decreased 35.59% of stickies. SebOil DG (Specialty Enzymes & Biotechnologies®) showed a stickies reduction of 21.5% when used at a concentration of 0.33 g/L. Stickies in kraft paper processes were actively controlled by the action of lipases, and future research should focus on how this enzyme recognizes its substrate and should apply synthetic biology to improve lipase specificity. 37. Paper park performance: Mexico's natural protected areas in the 1990s.

Abstract

Although developing countries have established scores of new protected areas over the past three decades, they often amount to little more than “paper parks” that are chronically short of the financial, human, and technical resources needed for effective management. It is not clear whether and how severely under-resourced parks affect deforestation. In principle, they could either stem it by, for example, creating an expectation of future enforcement, or they could spur it by, for example, creating open access regimes. We examine the effect of Mexico's natural protected areas (NPAs) on deforestation from 1993 to 2000, a period when forest clearing was rampant and the vast majority of protected areas had negligible resources or management. We use high-resolution satellite data to measure deforestation and (covariate and propensity score) matching to control for NPAs’ nonrandom siting and for spillovers. Our broad finding is that Mexico's paper parks had heterogeneous effects both inside and outside their borders. More specifically, at the national-level, we cannot reject the null hypothesis that NPAs had zero average effect on clearing inside their borders, nor can we reject a similar hypothesis for spillover clearing outside their borders. However, we can detect statistically and economically significant inside- and outside-NPA effects for certain geographic regions. Moreover, these effects have different signs depending on the region. Finally, we find that NPAs with certain characteristics were more effective at stemming deforestation inside their borders, namely, those that were large, new, mixed use, and relatively well-funded. Taken together, these results suggest that paper parks have the potential to either reduce or exacerbate tropical deforestation and highlight the need for further research on the conditions that lead to each outcome. Abstract

Cysticercosis is an infestation of Cysticercus cellulosae. When it occurs in the brain, chronic neurological complications can ensue, most commonly seizures. Neurocysticercosis is usually diagnosed by neuroimaging, a technique not available in most endemic countries. Hence immunological tests are valuable for diagnosis and epidemiological surveys. We evaluated the suitability of paper for storing blood and cerebrospinal fluid (CSF) until subsequent testing by enzyme-linked immunosorbent assay (ELISA), by testing whole blood samples on filter paper from 305 patients and CSF samples from 117 patients stored on ordinary white typing paper and on filter paper. Optimal preservation of biological samples is achieved when whole blood is stored on filter paper, CSF on white paper, and when samples are frozen within 1 week after collection. Our results could improve diagnostic capabilities and facilitate epidemiological surveys in endemic countries where immunodiagnostic tests cannot be rapidly performed because of inadequate laboratory infrastructure.

Abstract

Radiofrequency (RF) power amplifiers (PAs) are important elements of modern communication systems. The most important components in PAs are the transistors, which are operated under large-signal regimes in such applications. Designing and optimizing PAs are challenging tasks that demand the highest accuracy on large-signal measurements at both device and circuit levels. Large-signal power transistor characterization demands the development and utilization of high-frequency and low-frequency load-pull systems. Furthermore, the static and dynamic characterization of two-input PAs requires the development of new measurement systems that consist of an nonlinear vector network analyzer (NVNA) and an arbitrary waveform generators (AWG). This paper reviews the research activities, achievements, and current research goals at CICESE Research Center in Mexico in the large-signal microwave metrology field. [ABSTRACT FROM AUTHOR]

This document contains three papers on human resource development (HRD) in Latin America. "Looking at the Literature on Workplace Democracy in Latin America: Factors in Favor and Against It" (Max U. Montesino) discusses selected issues related to workplace democracy in Latin America and identifies salient issues for further research, including the following: the magnitude of work democracy experiments in the region; the scope of workplace democracy; the process of learning self-direction in the context of Latin America's managerial culture; and the implications of the lack of evolution of Latin American managerial culture. "Toward a New HRD Organizational Model" (Jules K. Beck) argues that increased economic growth in Asian and European markets will one day place the Americas at a competitive disadvantage unless an new international model emerges that can better harness labor to strengthen the hemispheric economic engine. "Differences in Priority for Competencies Trained between U.S. and Mexican Trainers" (Larry M. Dooley; Kenneth E. Paprock, In-Sun Shim, Elsa Gonzalez Y Gonzalez) examines the differences in competencies for training programs between Mexican and U.S. companies and discusses the implications of these differences for implementation of the North American Free Trade Agreement. Abstract

Introduction: Interspecific interactions among tropical mesocarnivorous species and other mammalian trophic guilds have been poorly studied, despite their important implications in the survival, structure, demography, and distribution of these species. Objective: To analyze if sympatric mesocarnivores coexist or compete in the axis of the temporal and spatial niche. Methods: From January 2015 to December 2016 we recorded mammals with 26 stations of camera traps (in pairs, facing each other) along roads and animal trails, at Reserva de la Biosfera El Cielo, Tamaulipas, Mexico. We calculated temporal and spatial overlaps with the Czekanowski and Pianka indices. Results: We obtained 239 margay, 118 ocelot and 22 yaguarundi records. Margay and ocelot were nocturnal (75 % of their records) and had a high temporal overlap (0.85); whereas yaguarundi was fully diurnal, suggesting it may be able to coexist with the other two species. The three species used similar habitats: yaguarundi had 0.81 spatial overlap with margay and 0.72 with ocelot; spatial overlap between margay and ocelot was intermediate (0.53). Conclusions: There is no interspecific competition among these tropical mesocarnivores, probably due to antagonistic interactions leading to use of different parts of the temporal and spatial axes. Abstract

The Research Institute for Higher Education (RIHE) in Hiroshima University started a program of research on the Changing Academic Profession (CAP) in 2005. This research is funded by the Ministry of Education and Science as a grant-in-aid for scientific research headed by Professor Akira Arimoto, Director of the Research Institute for Higher Education, Hijiyama University and Professor-Emeritus of Hiroshima University. Before the conference in 2009, they had already held three international conferences in this topic. The fourth conference was held in Hiroshima in January 2009. This conference was organized by RIHE in cooperation with Hijiyama University, Japan. The conference addressed issues concerning the following three specific themes: (1) Internationalization of the profession; (2) Education and research activities of the profession; and (3) Personal characteristics or careers of the profession. Abstract

The report discusses the activities of the Instituto para la Promocion de la Culture Civica (ICC), a non-partisan, not-for-profit Mexican nongovernmental organization (NGO) that has as its mission: to promote the advancement of a civic culture understood as a system of values, ideas, traits of character, dispositions, inclinations, attitudes, habits, knowledge, and skills that make people think of themselves as members of a political and social community; to exercise and practice its citizens' status and develop their potential to get involved in an active, informed, committed, productive, responsible, and selected way in actions and processes aimed at promoting individual, group, or collective interests; and to build the common good inside the diverse communities to which they belong. The report states that, to achieve those goals, the ICC designs, promotes, implements, and evaluates formal and informal civic education processes; the promotion of democracy is the fundamental principle and foremost motivation of the ICC. The report also discusses the ICC's goals and objectives and its activities, and lists 10 recent publications, as well as 8 recent appearances by organization members on mass media outlets. (BT)
