Recycling Phosphorus (P) from urban wastewater can secure part of domestic agricultural P supply and contribute to a circular P supply chain. In this paper, we use literature review, stakeholder interviews and analysis, and systems dynamics for the capital cities of Stockholm and Budapest as case studies. We find that political support is a prerequisite for developing the P recycling sector, and policy makers are the most influential stakeholders. P criticality is the main driver for political support. P externalities from mining to sludge disposal should be considered when evaluating P criticality and recycling profitability. We conclude with policy recommendations for the development of the P recycling sector, arguing for legally binding P recycling targets and prioritization of the safest technological solutions available. The impacts of climate change are of primary importance for economic sectors whose proper operation greatly depends on climatic conditions; this is particularly true for beach tourism. Knowledge on climate preferences of tourists is essential for estimating the effects of changes in future climate to the climatic comfort of tourists, and consequently on their willingness to travel to specific destinations. In Southern Europe, changes of future temperature and precipitation are expected to be prominent but empirical studies on tourists' climate preferences are still limited. The paper presents the results of a recent survey carried out on 13 Greek islands among beach tourists during high season (summer), conducted through questionnaires completed mainly at the beach but also at airports and hotels. Findings reveal that precipitation is a crucial climatic parameter for beach tourism, while climate preferences of tourists differ to some extent according to demographic and other characteristics. Based on the statistical analysis of responses, a utility function was built for ambient temperature, rain, cloudiness, and wind, and the weights of these parameters were estimated. The International Forum, established by the European Society of Radiology (ESR), aims to discuss important topics in the field of radiology with radiological partner societies from outside Europe. Value-based healthcare is currently a hot topic around the world and has been addressed in many papers. The ESR chose the topic "value-based radiology" for the ESR International Forum at ECR 2018 to discuss the trend within radiology to move from volume-based to value-based practice. The value-based healthcare (VBH) concept defined "value" as health outcomes achieved for patients relative to the costs of achieving them (European Society of Radiology (ESR) 2017, Insights Imaging 8: 566). Value should increase the health outcome and decrease the cost of delivering the outcomes. Radiology is simply counted as a cost and therefore, it is important that the radiologists themselves have an active role in the transition to be recognised as clinicians taking care of the patients. This introductory paper presents 20 river restoration cases throughout Europe that were investigated in the EU-funded research project REFORM. In the following, this special issue provides seven specific papers that highlight and discuss the effects of restoration on the investigated river-floodplain systems. Additionally, restoration success was estimated from a socio-economic perspective. The first part of this paper presents the overall study concept and the general sampling design of the field investigations. Each study site was examined with the same array of methods, covering habitat composition in the river and its floodplain, three aquatic and two floodplain-related organism groups, as well as food web composition and 'aquatic terrestrial' interactions as reflected by stable isotopes. An overview of the rivers and the study sites summarizes main attributes of all investigated sites, with emphasis on the large-scale restoration projects. Some of the projects represent the 'state of the art' restoration approaches for two major European river types: gravel-bed mountain rivers and sand-bed lowland rivers. Concluding, restoration efforts had positive effects even in the small restoration projects investigated but did not increase with project size. No 'single best' measure could be identified, but river widening generally had a larger effect compared to other restoration measures. [ABSTRACT FROM AUTHOR]

This paper assesses how various types of financial risk such as credit risk, market risk, and liquidity risk affect banking stability in emerging Europe. It also examines how the quality of supervisory standards may have mitigated the vulnerabilities arising from these risk factors. Using panel data, the paper finds that (1) credit quality is of general concern especially in circumstances where credit growth is accelerating; (2) although higher provisioning could adversely affect profits and returns volatility, good supervisory policies on provisioning mitigate such adverse effects; and (3) highly liquid banks are not necessarily more stable because they might be pursuing activities with more volatile returns, but a well-functioning payments system helps to lower the adverse impact on stability. Road authorities, freight, and logistic industries face a multitude of challenges in a world changing at an ever growing pace. While globalization, changes in technology, demography, and traffic, for instance, have received much attention over the bygone decades, climate change has not been treated with equal care until recently. However, since it has been recognized that climate change jeopardizes many business areas in transport, freight, and logistics, research programs investigating future threats have been initiated. One of these programs is the Conference of European Directors of Roads’ (CEDR) Transnational Research Programme (TRP), which emerged about a decade ago from a cooperation between European National Road Authorities and the EU. This paper presents findings of a CEDR project called CliPDaR, which has been designed to answer questions from road authorities concerning climate-driven future threats to transport infrastructure. Pertaining results are based on two potential future socio-economic pathways of mankind (one strongly economically oriented “A2” and one more balanced scenario “A1B”), which are used to drive global climate models (GCMs) producing global and continental scale climate change projections. In order to achieve climate change projections, which are valid on regional scales, GCM projections are downscaled by regional climate models. Results shown here originate from research questions raised by European Road Authorities. They refer to future occurrence frequencies of severely cold winter seasons in Fennoscandia, to particularly hot summer seasons in the Iberian Peninsula and to changes in extreme weather phenomena triggering landslides and rutting in Central Europe. Future occurrence frequencies of extreme winter and summer conditions are investigated by empirical orthogonal function analyses of GCM projections driven with by A2 and A1B pathways. The analysis of future weather phenomena triggering landslides and rutting events requires downscaled climate change projections. Hence, corresponding results are based on an ensemble of RCM projections, which was available for the A1B scenario. All analyzed risks to transport infrastructure are found to increase over the decades ahead with accelerating pace towards the end of this century. Mean Fennoscandian winter temperatures by the end of this century may match conditions of rather warm winter season experienced in the past and particularly warm future winter temperatures have not been observed so far. This applies in an even more pronounced manner to summer seasons in the Iberian Peninsula. Occurrence frequencies of extreme climate phenomena triggering landslides and rutting events in Central Europe are also projected to rise. In March 2005, a group of experts from the European Society of Human Genetics and European Society of Human Reproduction and Embryology met to discuss the interface between genetics and assisted reproductive technology (ART), and published an extended background paper, recommendations and two Editorials. Seven years later, in March 2012, a follow-up interdisciplinary workshop was held, involving representatives of both professional societies, including experts from the European Union Eurogentest2 Coordination Action Project. The main goal of this meeting was to discuss developments at the interface between clinical genetics and ARTs. As more genetic causes of reproductive failure are now recognised and an increasing number of patients undergo testing of their genome before conception, either in regular health care or in the context of direct-to-consumer testing, the need for genetic counselling and preimplantation genetic diagnosis (PGD) may increase. Preimplantation genetic screening (PGS) thus far does not have evidence from randomised clinical trials to substantiate that the technique is both effective and efficient. Whole-genome sequencing may create greater challenges both in the technological and interpretational domains, and requires further reflection about the ethics of genetic testing in ART and PGD/PGS. Diagnostic laboratories should be reporting their results according to internationally accepted accreditation standards (International Standards Organisation - ISO 15189). Further studies are needed in order to address issues related to the impact of ART on epigenetic reprogramming of the early embryo. The legal landscape regarding assisted reproduction is evolving but still remains very heterogeneous and often contradictory. The lack of legal harmonisation and uneven access to infertility treatment and PGD/PGS fosters considerable cross-border reproductive care in Europe and beyond. This paper originates from the current political debate on the vulnerability and lack of opportunities of the young people in Italy that may stand in the way of enjoying a 'good quality of life'. In particular, we refer to three basic life outcomes, namely 'having enough money', 'enjoying an adequate life standard' and 'enjoying good health' that summarize the aspirations of many young people. The paper is intended not only to stress the particular features for the Italian case but also to present a comparative analysis across the European Countries. Moreover, the discussion on the above issues is referred to the group of individuals between 26 and 40 years-old since this group includes different generations of young people facing different opportunities to achieve independent adult life in the presence of a wide range of educational, employment, housing or social-welfare policies that might support or hinder the autonomisation process. In detail, we use a life-course causal model in order to study how, for every individual, the current outcomes may be even strongly related to past outcomes and we highlight that the understanding of the causes of 'succeeding in life' in a comparative perspective across Europe can be an useful tool for Italian policy makers in order to pursue the goal of planning a future for Italian younger generations. The purpose of this paper is to develop a conceptual framework for a comparative analysis of Higher Education policies that enables us to investigate the explanatory power of structural characteristics of politico-administrative systems. The policies that are studied aim at improving the efficiency and quality of institutional performance. The paper focuses on policy trends in higher education in the eight countries in the study. It discusses how the literature on comparative political and administrative systems can help formulate assumptions about public policy making and policy change. The ideas that are developed are then applied to public reform policies in general and in the area of higher education in particular, followed by a test of the assumptions on available data on reform outcomes in the countries involved. The data indicate that a comparative politico-administrative perspective is potentially useful with regard to explaining cross national variation in higher education reform policies in Europe. This paper primarily deals with the relationships between academics and their university in European countries. The aim of this paper is therefore not to produce new results but provide a synthesis of the main trends that can be identified from the literature and then suggest what can be borrowed from sociological theories to highlight the on-going evolutions. The first section of the paper reviews the main results to be drawn from previous research on this issue and focuses on the management of academic careers and the management of academic activities at the university level. The second section suggests alternative interpretative frameworks to be borrowed from sociological theory in order to complete the already existing research and develop new perspectives to explain and interpret these changes in the relationships between academics and their institutions. Four perspectives are successively explored particularly useful here: a sociology of work; a labor market perspective; an analysis in terms of careers and trajectories and finally considerations about the traditional tension between organizations and professions. Coupled atmosphere-ocean general circulation models (GCMs) simulate different realizations of possible future climates at global scale under contrasting scenarios of land-use and greenhouse gas emissions. Such data require several additional processing steps before it can be used to drive impact models. Spatial downscaling, typically by regional climate models (RCM), and bias-correction are two such steps that have already been addressed for Europe. Yet, the errors in resulting daily meteorological variables may be too large for specific model applications. Crop simulation models are particularly sensitive to these inconsistencies and thus require further processing of GCM-RCM outputs. Moreover, crop models are often run in a stochastic manner by using various plausible weather time series (often generated using stochastic weather generators) to represent climate time scale for a period of interest (e.g. 2000 ± 15 years), while GCM simulations typically provide a single time series for a given emission scenario. To inform agricultural policy-making, data on near- and medium-term decadal time scale is mostly requested, e.g. 2020 or 2030. Taking a sample of multiple years from these unique time series to represent time horizons in the near future is particularly problematic because selecting overlapping years may lead to spurious trends, creating artefacts in the results of the impact model simulations. This paper presents a database of consolidated and coherent future daily weather data for Europe that addresses these problems. Input data consist of daily temperature and precipitation from three dynamically downscaled and bias-corrected regional climate simulations of the IPCC A1B emission scenario created within the ENSEMBLES project. Solar radiation is estimated from temperature based on an auto-calibration procedure. Wind speed and relative air humidity are collected from historical series. From these variables, reference evapotranspiration and vapour pressure deficit are estimated ensuring consistency within daily records. The weather generator ClimGen is then used to create 30 synthetic years of all variables to characterize the time horizons of 2000, 2020 and 2030, which can readily be used for crop modelling studies. Innovation has become a very popular concept over the twentieth century. However, few have stopped to study the origins of the category and to critically examine the studies produced on innovation. This paper conducts such an analysis on one type of innovation, namely technological innovation. The study of technological innovation is over one hundred years old. From the early 1900s onward, anthropologists, sociologists, historians, and economists began theorizing about technological innovation, each from his own respective disciplinary framework. However, in the last forty years an economic and 'dominant' understanding of technological innovation has developed: technological innovation defined as commercialized invention. This paper documents the origins of this representation and the tradition of research to which it gave rise: 'innovation studies.' More specifically, it analyzes what distinguishes this tradition from that concerned with technological change as the use of inventions in industrial production, and looks at why such a tradition originated in Europe. The arrival of new genetic technologies that allow efficient examination of the whole human genome (microarray, next-generation sequencing) will impact upon both laboratories (cytogenetic and molecular genetics in the first instance) and clinical/medical genetic services. The interpretation of analytical results in terms of their clinical relevance and the predicted health status poses a challenge to both laboratory and clinical geneticists, due to the wealth and complexity of the information obtained. There is a need to discuss how to best restructure the genetic services logistically and to determine the clinical utility of genetic testing so that patients can receive appropriate advice and genetic testing. To weigh up the questions and challenges of the new genetic technologies, the European Society of Human Genetics (ESHG) held a series of workshops on 10 June 2010 in Gothenburg. This was part of an ESHG satellite symposium on the 'Changing landscape of genetic testing', co-organized by the ESHG Genetic Services Quality and Public and Professional Policy Committees. The audience consisted of a mix of geneticists, ethicists, social scientists and lawyers. In this paper, we summarize the discussions during the workshops and present some of the identified ways forward to improve and adapt the genetic services so that patients receive accurate and relevant information. In the view of many students, business and engineering education in Europe today do not sufficiently take into account complex problems, tendencies of chaos and uncontrollable business behaviour, and the lack of mutual trust in business transactions. Additionally, universities seem to fail in creating leaders, instead focusing on educating future managers. Therefore, the student-run international organisation the European Students of Industrial Engineering and Management (ESTIEM) offers a whole series of educational activities and programmes in parallel to their own university courses. It is based on the concept of experiential learning. Through ESTIEM, we, students of Industrial Engineering Management, learn and practise working in teams with shared and rotating leadership among ourselves. These experiences are to be described in the paper in some more detail, as a model for university education in industrial engineering and management. Furthermore, the following questions will be tackled: What does leadership mean today? How are problems handled by leaders and managers in industry nowadays? How can leadership to solve complex problems be taught in the university? As a consequence, it is suggested to develop out of the ESTIEM programmes, a series of university-equivalent ESTIEM courses. In the long term, the goal might be to realise the vision of a genuine Europe-wide 'ESTIEM University' in its own right, similar to normal universities which will help in shaping new leadership generation in Europe. Whilst spatial planning has evolved as a tool to manage the development and use of the terrestrial environment over decades, the development of spatial planning systems for the marine environment are in their infancy. This paper focuses on the integration of land and marine based spatial planning systems. This is informed by a brief overview of the regional development of the lands and seas of Europe which underlie spatial planning systems and by a discussion of respective spatial planning systems in terms of economic sectors, land use, and sea use. The integration of spatial planning systems is then considered, followed by evaluation of relationships between spatial planning, and the wider field of environmental management. This includes consideration of organisational and geographical scales, technical management including legal aspects, policy, strategic planning and time scales of decision-making. In several respects, the EU represents both a novel system of quasi-supranational governance and a novel form of political community or polity. But it is also a fragile construction for it remains a community still in the making with an ambiguous sense of identity and within which powerful forces are at work. This paper has three main aims: first, to stress the shifting nature of Europe's geographical frontiers and assess whether cultural frontiers have remained more stable throughout time. In particular, it examines the main criteria, which have traditionally been employed when having to decide who should be included and excluded from Europe. A different question concerns the requirements for EU membership and the monopoly of the adjective 'European' by the EU, which somehow has become to be identified with Europe. Second, to explore the prospects for the emergence of a European identity. Here, I argue that European identity stands as a 'non-emotional identity' in sharp contrast with traditional forms of national identity associated with intense nationalist feelings. Third, through the analysis of the most recent Eurobarometer (annual survey of EU's public opinion) to examine the views of Europeans regarding the EU at a time of a major global economic crisis. The Belém Framework for Action underlines, among many other issues, that quality in adult learning and education must be holistic and multidimensional both as a concept and in practice, using various tools such as partnerships with higher education institutions. Bridging adult and higher education is difficult, but the lifelong learning paradigm may help European universities to meet the challenge. This paper argues that European higher education institutions should, on the one hand, educate adults to qualify them for their complex roles in society and economy either through academic programmes or in other, non-formal ways. On the other hand, higher education institutions should promote quality research on adult learning and education and develop active citizenship too. Emphasis was clearly given to the former task in the Budapest Statement in December 2008 as part of the European preparatory process for CONFINTEA VI, and the latter has been articulated by UNESCO for more than a decade. The aim of the paper is to assess the construct validation of a multidimensional measure of social cohesion which is well theoretically grounded and has an equivalent/comparable interpretation across all European countries. Up-to-now published research on social cohesion is deficient in either one or both of these important aspects. This paper attempts to cover this gap. The task is accomplished in two steps. In the first step, we conceptualize social cohesion, flowing mainly from Bernard and Chan’s definitions of social cohesion. Based on this theoretical framework we operationalize social cohesion and derive a set of intermediate indicators in the data. By return we verify whether these indicators empirically reflect/corroborate the multidimensional structure of the concept proposed by the theory. In the second step, we examine whether the obtained intermediate indicators of social cohesion form the same constructs across countries and whether they can yield a cross country equivalent measure of social cohesion. To test the validity of the theory we use multidimensional scaling and confirmatory factor analysis. Both models are able to verify the equivalence of the structural results between groups (i.e. countries). Confirmatory factor analysis produces further meaningful measures of these constructs. The analyses are based on the data from the 1999 European Values Study (EVS). The outcomes of the analyses reveal that, firstly, the existence of the multifaceted construct of social cohesion suggested by the theory has been corroborated by empirical analysis of the EVS data (i.e. social cohesion consists of components of formal and substantial relationships and political and socio-cultural domains). Secondly, the proposed constructs measuring social cohesion are equivalent across all analysed countries and thus allow the calculation of internationally comparable national scores of social cohesion. The European Association of Urology guidelines on prostate cancer state that cryotherapy is a true therapeutic alternative for patients with clinically localized prostate cancer. The aim of this paper is to establish a uniform practice for performing prostate cryoablation. A collaboration has been set up among five European centres with experience in almost 1000 prostate cancer patients on the use of cryotherapy. The present recommendations were developed through sharing of experience and thorough discussions within the group. In Europe, ponds are an exceptionally numerous and widely distributed landscape feature forming a major part of the continental freshwater resource and contributing significantly to freshwater biodiversity conservation. This has been reflected by a growing scientific concern over the first few years of the twenty-first century and is evidenced by an increasing number of academic publications on pond related topics, particularly those relating to biodiversity. It is essential, however, that this expanding scientific knowledge is widely disseminated to those involved with pond management and is then rapidly translated into action. Inevitably, the task of transferring science to practice remains a significant challenge. As a first step towards meeting this challenge the European Pond Conservation Network (EPCN), at its biennial meeting in 2008 in Valencia (Spain), made this the main theme of the conference together with two special workshops further encouraging exchanges between scientists, practitioners and policy makers. The papers selected for this special issue of Hydrobiologia (from over 120 communications presented) are all from the conference. They represent a diverse collection of themes from across the continent and North Africa and present new and original insights into topics as wide ranging as: pond biodiversity; human disturbance; landscape ecology; ecological assessment and monitoring; practical management measures; ecological restoration; hydrology and climate change; invasive species and threatened species. In all cases, the papers demonstrate an overriding need for the development of a tight link between scientific knowledge and management. Furthermore, scientific advances have to be beneficial for on the ground management and, vitally, have to be disseminated, communicated and implemented into local, national and international policy. As such, national and international networks (such as the EPCN) have a central role to play and have to develop a robust information and communication strategy which will enable the dissemination of best practice materials and advice across the continent and beyond. The work contained in this volume represents a step in the right direction and will help to ensure that ponds remain a characteristic and highly visible feature of the European landscape in the twenty-first century. Study design:Literature review.Objectives:To review the main published current neuroprotection research trends and results in spinal cord injury (SCI).Setting:This paper is the result of a collaboration between a group of European scientists.Methods:Recent studies, especially in genetic, immune, histochemical and bio (nano)-technological fields, have provided new insight into the cellular and molecular mechanisms occurring within the central nervous system (NS), including SCIs. As a consequence, a new spectrum of therapies aiming to antagonize the ‘secondary injury’ pathways (that is, to provide neuroprotection) and also to repair such classically irreparable structures is emerging. We reviewed the most significant published works related to such novel, but not yet entirely validated, clinical practice therapies.Results:There have been identified many molecules, primarily expressed by heterogenous glial and neural subpopulations of cells, which are directly or indirectly critical for tissue damaging/sparing/re-growth inhibiting, angiogenesis and neural plasticity, and also various substances/energy vectors with regenerative properties, such as MAG (myelin-associated glycoprotein), Omgp (oligodendrocyte myelin glycoprotein), KDI (synthetic: Lysine–Asparagine–Isoleucine ‘γ-1 of Laminin Kainat Domain’), Nogo (Neurite outgrowth inhibitor), NgR (Nogo protein Receptor), the Rho signaling pathway (superfamily of 'Rho-dopsin gene—including neurotransmitter—receptors'), EphA4 (Ephrine), GFAP (Glial Fibrillary Acidic Protein), different subtypes of serotonergic and glutamatergic receptors, antigens, antibodies, immune modulators, adhesion molecules, scavengers, neurotrophic factors, enzymes, hormones, collagen scar inhibitors, remyelinating agents and neurogenetic/plasticity inducers, all aiming to preserve/re-establish the morphology and functional connections across the lesion site. Accordingly, modern research and experimental SCI therapies focus on several intricate, rather overlapping, therapeutic objectives and means, such as neuroprotective, neurotrophic, neurorestorative, neuroreparative, neuroregenerative, neuro(re)constructive and neurogenetic interventions.Conclusion:The first three of these therapeutical directions are generically assimilated as neuroprotective, and are synthetically presented and commented in this paper in an attempt to conceptually systematize them; thus, the aim of this article is, by emphasizing the state-of-the art in the domain, to optimize theoretical support in selecting the most effective pharmacological and physical interventions for preventing, as much as possible, paralysis, and for maximizing recovery chances after SCI. This paper explores the strategies for reconciling family and work in different union types. The focus here is on investigating how cohabiting and married individuals perceive the work-life conflict in different European countries. To test the union type impact on work-life balance in the context of different societal conditions, this paper draws on 2004 ESS data from Sweden, Germany, United Kingdom, Slovenia and Estonia (European Social Survey 2004). The pooled country data are examined to analyze the association between work-life conflict and socio-demographic, as well as family-level characteristics of individuals. The findings did not demonstrate uniform differences in the work-life conflict of married and cohabiting couples. However, a higher degree of work-life conflict among Swedish cohabiting women was still significant when controlling for individual characteristics, household composition and working conditions. This paper examines the extent of and the mechanisms behind the penalty to motherhood in six European countries. Each country provides different levels of support for maternal employment allowing us to determine institutional effects on labour market outcome. While mothers tend to earn less than non-mothers, the penalty to motherhood is considerably lower in countries with policy support for working mothers. The paper establishes the United Kingdom and West Germany to have the least policy support for working mothers as well as the largest penalties to motherhood. [ABSTRACT FROM AUTHOR]

The supra-national level has become increasingly important in educational policy formulation. This paper describes and compares two settings in which growth in these supra-national policies is evident—in Europe and in Africa. Key themes arising in policy documents in each context are examined. A distinction is drawn in analysis between themes classified as ‘global means’, such as qualification frameworks and quality assurance mechanisms, which are becoming international norms and which show close similarity across contexts, and regional goals or ‘themes’ in supra-national policy. The paper argues that although there are apparent similarities between the policy goals espoused in ‘regional themes’, context plays an important part in understanding the meanings of these policy goals. In closer analysis, there are differences both in the underlying problems which the policy goals are intended to address, and in the prioritisation given to these goals. This paper reports on the LEADER+ programme and on the work carried out supporting rural communities in EU countries under the LEADER+ programme. This is a programme that supports development in particularly vulnerable rural regions of the European countries that are members of the EU. It supports creative and innovative projects that can contribute to long-term and sustainable development in these regions. In this paper, we will focus on three specific areas: networking, facilitation of groups, and information and communication technologies. Some case studies are shortly described. The paper analyzes best-seller lists in seven major European book markets between April 2008 and March 2009. The paper's authors introduce the concept of an impact factor for best-selling authors that shows how influential an author is in a given market and across the analyzed markets overall. The paper's authors discovered that a new generation of European best-selling authors appeared in major book markets of Europe such that those not writing in English have an impact of almost twice that of the English writers. Furthermore, the authors have discovered that only veteran English or American best-selling authors tend to be published by big media conglomerates; the majority of the European best-selling authors were published by a surprising mix of big and small, independent and international publishing houses. It is striking that English as the most popular second language in the world did not play a stronger role as an intermediary language in the transmission of books from one European culture to another, as European publishers in major markets still employ editors who read a variety of languages and thus play the role of intermediaries in how books travel from one culture to another. This paper tests the impact of various determinants of the preference for two key elements of the European social models: redistribution and trade unions, using individual data from the first round of the European Social Survey. The basic hypothesis is that the main determinant of an individual’s support for these elements of the European models is the social position of the individual in terms of income, status and risks attached to their labour market insertion. The paper also considers the relative importance of less ‘materialist’ influences such as religion or other cultural determinants. The estimations show that ‘materialist’ determinants are by far the most important influences on individual preferences, contrary to what most social theories of modernisation contend. We analyze the propensity to approve a random proposal of a large committee that makes decisions by weighted voting. The approach is a generalized version of James Coleman’s “power of a collectivity to act”. Throughout the paper it is assumed that the voters are of two kinds: a fixed (possibly empty) set of “major” (big) voters with fixed weights, and an ever-increasing number of “minor” (small) voters, whose total weight is also fixed, but where each individual’s weight becomes negligible. As our main result, we obtain that asymptotically many minor voters act like a modification of the quota for the vote among major voters. The paper estimates the rate of convergence which turns out to be very high if the weight distribution among the small voters is not too skewed. The results obtained are illustrated by evaluating the decision rules for the Council of Ministers of the EU for various scenarios of EU enlargement. [ABSTRACT FROM AUTHOR]

The paper provides a descriptive account of recent changes in Italian higher education policy, focusing in particular on the impact that recent reforms have had on the internal governance of the nation’s universities. The paper shows how the government’s policy of reform (which is currently moving away from the traditional “command and control” approach to a “steering from a distance” policy) risks being either ineffective or attaining its goals too slowly due to the persistence of deeply rooted, previous institutional governance practices. The greater autonomy currently enjoyed by universities is managed in a corporatistic-oligarchic decision-making style, which leads to sluggish distributive outputs and institutional adaptation to external changes. The paper provides empirical evidence of this institutional inconsistency. In an attempt to deal with this problem, there have been discussions and debate in recent years about re-designing the institutional arrangement of universities, even though it is unlikely that any coherent decisions will be taken on this matter, due to the intractability of the problem resulting from a series of political, cultural and social factors. An increase in the number of identified therapeutic cancer targets achieved through recent biomedical research has resulted in the generation of a large number of molecules that need to be tested further. Current development of (anticancer) drugs is a rather inefficient process that for an average new molecule takes around 10–15 years. It is also a challenging process as it is associated with high costs and a low rate of approval. It is known that less than 10% of new molecular entities entering clinical Phase I testing progress beyond the investigational programme and reach the market; this probability is even lower for anticancer agents. In 2003, the US Food and Drug Administration (US FDA) declared the urgent need for new toolkits to improve the critical development path that leads from scientific discovery to the patient. In this scenario, Phase 0 (zero) trials should allow an early evaluation in humans of pharmacokinetic and pharmacodynamic profiles of test compounds through administration of sub-pharmacological doses and for a short time period to a low number of humans. Typically, Phase 0 studies have no therapeutic or diagnostic intent. Owing to the low doses administered and the low risk of toxicity, shorter preclinical packages to support these studies are required. Phase 0 trials have been proposed to help in making an early selection of promising candidates for further evaluation in Phase I–III trials, providing a potentially useful instrument for drug discovery, particularly in the field of oncology. Phase 0 studies are expected to reduce costs of drug development, and to limit the preclinical in vitro and in vivo testing and the time period of drug development. However, there are also concerns about the utility and feasibility of Phase 0 studies. In January 2006, guidelines on exploratory investigational new drug studies in humans have been published by the US FDA, and currently a Phase 0 programme is ongoing at the National Cancer Institute to evaluate the impact (feasibility and utility) of Phase 0 studies on drug development. In Europe, a Position Paper produced by the Evaluation of Medicinal Products (EMEA) in 2004 raised the possibility of a reduced preclinical safety package to support early microdose clinical studies, and, as announced by a recent Concept Paper on medicinal products published by the committee for medicinal products for human use of the EMEA, EMEA's guidelines on Phase 0 studies are expected shortly. This study analyses the relationship between subjective and objective measures of well-being in selected European countries using the data of the European Community Household Panel (ECHP). In the first part of the paper, we develop a random-effect ordered probit model, separately for each country, relating the subjective measure of income satisfaction to actual income, and controlling for some individual and household socio-demographic fixed effects. In the second part of the paper, we fit a Bayesian cross-classified multilevel model, in order to control for intra-family correlation in subjective well-being, which actually appears to be present. Exchange rate pass-through in a set of euro area prices along the pricing chain is examined in this paper. First, a vector autoregression (VAR) approach is used to analyze the joint time-series behavior of the euro exchange rate and a system of area-wide prices in response to an exchange rate shock. Second, the impulse-response functions from the VAR estimates are used to identify—in a ‘new open-economy macroeconomics model’—the key behavioral parameters that best replicate the pattern of exchange rate pass-through in the euro area. A key finding is that traded goods—both extra-area exports and imports—behave as though they are predominately priced in euros. AIM:This paper deals with some methodological aspects of data collection in the context of measuring dietary intake in individuals in their adolescence life stage.METHOD:Experiences from three partners of the HELENA project in dietary intake measurement in children and adolescents are presented in this paper with emphasis on characteristics of under-reporting, long-term diet measurement and food patterns (Dortmund DONALD group), influences of survey duration on under-reporting (Ghent group) and meal habits (Spanish AVENA group).RESULTS:Under-reporters in the DONALD Study, particularly female adolescents, had a significantly higher body mass index (BMI) than non-under-reporters; BMI could not be explained by different long-term dietary patterns during childhood and adolescence clustered according to fat consumption; consumers of fast food had higher BMI values than nonconsumers. In the Ghent experience, the decline in population mean energy intake as calculated over selected clusters of days is 184 kcal (6.5%) in boys and 116 (5.6%) in girls; the cluster of 1 recording day and the cluster of 3 recording days were not significantly different but they were both significantly different from the 7-day cluster; no significant interaction was observed between the effect of time and BMI. In the AVENA Study, the percentage of adolescents skipping breakfast was higher in females (8.6%) than in males (3.5%, P<0.001); higher BMI values were observed in those skipping breakfast than in those notskipping breakfast, but differences were statistically significant in males at 15 y and in females at 14 and 17 y; adolescents avoiding some food groups for breakfast had higher BMI values (carbohydrates, fruits and pastries in males and milk, fruits and pastries in females).CONCLUSION:Dietary and nutrient intake data in the HELENA project will be obtained by means of repeated 24-h dietary recalls. At the crossroads of current innovation policies towards a European Research Area (ERA) and a European Higher Education Area (EHEA) lies an important province of higher learning and research: doctoral training and the further careers of PhD graduates. A considerable number of higher education systems across Europe shift their paradigms for doctoral training away from the traditional so-called Humboldtian model towards the so-called professional model. On this background, the paper discusses (1) the German pattern of a strong link of the PhD to the labor market outside academe that is based on a traditional academic-disciplinary mode of apprenticeship training, and (2) approaches that argue for a new mode of knowledge production replacing an academic-disciplinary model of research training by a hybrid model that crosses disciplinary and organizational borders. The paper argues that a diversity of organisational and structural forms as well as different validation criteria and procedures will probably determine the future face of research training. OBJECTIVE:: To investigate the methods and results used and conclusions found in available published papers on childhood overweight and obesity in Europe. SURVEYS:: This paper compares the two available published papers on the prevalence of child and adolescent overweight and obesity in Europe. The first paper was published in November 2003 and was based on 20 previously conducted surveys performed from 1992 to 2001. The other paper was published in January 2004 and was based on data from the WHO collaborative survey‘Health Behaviour in School Children’, which collected the data in 1997-1998 within a period of 9 months. Height and weight were included as optional questions and 13 European countries, Israel and United States participated. METHODS:: In both papers, body mass index (BMI) was used. In the first paper, measured BMI was used and prevalence of overweight was calculated using IOTF cutoff points. In the other paper, overweight and obesity prevalences were calculated from self-reported height and weight using an internal study reference standard. RESULTS:: The first paper found a north-south trend in overweight in Europe, whereas the second found a more equal distribution of overweight in European children. Thus, overweight was significantly increased among 13?y olds of both sexes in Finland, Ireland, and Greece, and in Portuguese girls. Among 15?y olds, the prevalence of overweight was significantly increased in Greek boys, and in Danish and Portuguese girls. On the contrary, in Lithuania, there was a significantly low prevalence of overweight among both ages and both sexes. In a previous paper in this journal (Headey et al., 2000) a comparison was made between three so-called ‘best cases’ of welfare regime types, the ‘Liberal’ US, 'the ‘Corporatist’ Germany and the ‘Social-Democratic’ Netherlands. The main conclusion was that the Social-Democratic welfare state performed best on nearly all social and economic indicators that were applied. That paper was based on the ten-year datasets drawn from the national socio-economic panel studies. For this paper we use the unique comparative panel dataset of the European Community Household Panel. At the time of research, only three waves of data covering the 1994–96 period were available. Instead of three countries representing three different welfare state types as in the earlier paper we cover twelve countries allowing us to distinguish a fourth Southern or Mediterranean welfare regime type and to compare the performance of the four regimes. Compared to the Headey's et al. paper we focus on the comparative analysis of the level of deprivation and pay less attention to income poverty and inequality. Because we consider deprivation to be part of the concept of social exclusion (see also Atkinson et al., 2002) our results also provide evidence on how welfare regimes across the EU cope with social exclusion. We conclude that the Social-Democratic welfare state does a good job of preventing income poverty but performs less well in equalising levels of deprivation. Our results also show that the immature Southern welfare states perform worse with respect to preventing deprivation. Trying to explain levels of deprivation by estimating Tobit panel regressions it turned out that the impact of regime type remains significant though limited. Common, ‘structural’ disparities between the countries and regimes in terms of economic welfare, the demographic structure, and the employment situation explain most of the variance across countries. The paper outlines the history of the European Fibres Group (EFG) and includes its aims and achievements from the time of its formation in 1993 to the present day. The main emphasis is on the subject of "the evidential value of fibres", how the EFG have provided the data and where to locate it. Additionally the paper provides a look into what the group has accomplished in the recognition of the "lack of data" and the research being conducted to correct this problem. Europe is home to a vast array of indigenous languages, not to mention numerous immigrant languages. European Union (EU) acknowledgement of ``national'' languages as official languages results in a privileged status for these languages vis-à-vis the minority languages with which they cohabit. This support prevents hegemony by a single language such as English, yet the EU simultaneously undermines these national languages domestically by promoting their minority language competitors. This paradox can only be understood by examining the developing model for European identity whereby identity is viewed as variable and multi-faceted, rooted in multilingual facility and the absence of a single, monolithic source of identity. If the project of creating a European identity is viewed as nation-building, it is central to consider how the issue of language diversity is addressed at the European level. The paper begins by discussing the concept of national identity and the central role that language plays in its determination, as well as what modern conceptions of language planning bring to this process. After exploring the European language terrain, the paper considers whether the EU can even be said to have a language policy. The discussion focuses on multilingual education programs, the treatment of minority languages, and the issue of languages spoken by immigrant populations. Having presented these conceptual tools and policy surveys, an analytical framework is introduced that situates the nation-building process in relation to the creation of a common European identity. This paper explores the manner in which the east of Europe has been theorized in the post cold war environment, and the implications for our understanding of the relationship between east and west. It argues that hegemonic discourses of neoliberalism lend a quality of inevitability to the integration of east into west, which in turn leads to a singular conception of Europe at the end of a trajectory of development. The paper argues that the relationship of western Europe to eastern Europe is more fruitfully explored through the conceptual framework of a center to its margins, which allows for a broader range of analysis on the issues – conceptual and implementational – at stake in transition processes, and which will allow for a theoretical exploration of where power is located and exercised. Because eastern Europe is understood in scholarly and policy communities as politically and geographically European, the study of postcommunist transition in Europe falls outside the purview of a development studies community that is increasingly focused on the emerging north/south divide. In a scholarly environment where the East/West divide no longer constitutes a salient focus of study, there is a need for the development of a framework that will provide a richer understanding of the reconstituted relationships being formed in Europe in the post-cold war environment. This paper argues that the social, economic, and political impact of disciplinary neoliberalism in eastern Europe can benefit from an analysis that takes into consideration the Eurocentric, disciplinary power that lies at the core of the transition process. Toward this end, it is necessary to query the discursive foundations of what constitutes the `properly European' in order to develop a framework for a more fruitful course of analysis with respect to the relationship between Europe and its fluctuating eastern margins. The politics of identity is a controversial and ardent topic in contemporary constitutional theory. As this paper is intended to show, East-European minority politics may provide an interesting angle to the study of this sensitive and complicated issue. The dilemma is the following: It is the Murphy-law of prejudice that when it comes to the maltreatment of members of various ethnic groups no serious definitional or recognition-difficulties arise. It is because when it comes to discrimination or ethnic hostility, it is always the daily practice of the majority that will define membership in the discrete and insular minority group. Defining qualification requirements therefore to minority groups seems to pose difficulties only in the context of minority-identity based preferences. This anomaly is however more then of theoretical jurisprudential interest, as in some cases the entire effectiveness of the aimed minority protection schemes may depend thereon. It is fearful that having a post-communist mentality towards state policies with an ethnicized system of preferences, due to the lack of political cultural and public moral restraints, these preferences will simply be seen as services provided by the (alienated, thus for no sympathy or co-operation eligible) state. What seems to be in the centerfold of East European minority politics is thus ``ethnocorruption '', that is the utilizing and misusing of remedial measures for private and from the legislator's intentions independent means. In this paper, following a constitutional semantical analysis of the minority identity, the demons of ethnocorrpution will be demonstrated through a comparative assessment of a case study of a Hungarian legislation and its possible progeny. This paper examines some implications for cultural policy in the context of globalisation of trade and convergence of technologies. Issues are specifically examined in the aftermath of the inconclusive World Trade Organization (WTO) meeting in Seattle in 1999. The paper argues for the relevance of Australian experiences in the formulation of a cultural response and cites examples which may be relevant to Europe and elsewhere. It asserts that the concepts of ‘creative infrastructure’ and ‘communications platform’ offer a particularly effective formulation of the necessary resource base. [ABSTRACT FROM AUTHOR]

Quality assessment has been part of the feedback mechanisms of European higher education systems since around 1980. Due to internal dynamics, `erosion' of the effectiveness of first-generation quality assessment systems has led to loss of credibility (legitimacy) of these systems in the late 1990s. External dynamics also necessitate designing a next generation of quality assurance systems. They include notably a loss of transparency (hence, legitimacy) of the European higher education system through increased internationalisation (most notably through the Bologna process) which puts new, increased demands on institutional arrangements for quality assurance. In this paper, we first intend to schematise the developments of quality assurance in higher education by introducing a phase model of the effects of internal and external dynamics. Next, we will analyse this phase model from the perspective of argumentative policy inquiry. Finally, we will contrast policy developments in higher education with one other example, viz. environmental policy in the Netherlands. The conclusions of this comparison, as well as the new challenges set for quality assurance in higher education by the Bologna process, are the subject matter for the final section of our paper. This paper initially discusses recent changes in mathematics education and assessment in England and Wales against the background of research on mathematics performance and assessment. It then reports findings from qualitative research with 10–11 year olds undertaken with the object of exploring the validity of the pilot pencil and paper tests in mathematics developed as part of the assessment programme for the English and Welsh National Curriculum in 1993 and 1994. Fifteen children from across the ’ability‘ range were asked to work through a selection of items in the situation of an individual clinical interview. This enabled in-depth data to be collected about their interpretation of and performance on the items. This paper focuses in particular on items where the ambiguity of the boundary between everyday knowledge and mathematics might be expected to lead to problems for children in interpreting the tasks required of them by the test items. The results show that the nature of the items might well have prevented some of these children, in the context of a paper and pencil testing situation, from demonstrating mathematical capacities and understandings they seem to have possessed. Their initial performance does not always seem to have reflected their underlying competence as demonstrated in the extended interview. [ABSTRACT FROM AUTHOR]

Translations from the English language domain are reportedly declining, thus suggesting that there is a counter trend in publishing where Anglophone markets are coexisting more favourably alongside small-nation book trades. This article, however, argues that the threat of globalization is growing, with readers bypassing translations of fiction titles and consuming English language editions in their original form. This paper focuses on the relationship European fiction markets have with English language fiction. Initially, a summary of the debate surrounding the prevalence of English language texts in Europe will be presented. Discussion then moves on to consider three book market perspectives on the role of English language fiction in Europe: the UK, Sweden and France. Empirical research includes a range of original interviews with publishing experts from each of the three book markets and seeks to determine whether translations from English are diminishing while consumption of English language export editions is increasing. Background/Objectives:The research question addressed in this paper is how different reference amounts utilised in front of package nutrition labelling influence evaluation of product healthfulness.Subjects/Methods:A total of 13 117 participants from six European countries (Germany, UK, Spain, France, Poland and Sweden) were recruited via online panels. A mixed between/within-subject factorial design was employed with food (biscuits, sandwiches, yogurts), healthfulness and presence of Guideline Daily Amounts as within-subjects factors and reference amount ('per 100 g', 'typical portion', 'half portion') and country as between-subjects factors.Results:Overall, people correctly ranked foods according to their objective healthfulness as defined by risk nutrients alone, and could distinguish between more and less healthful variants of foods. General healthfulness associations with the three product categories do not appear to have had a strong influence on product ratings. This study shows that where the reference amount of 'per 100 g' is very different from the 'typical' portion size, as was the case for biscuits, products with a 'per 100 g' label are rated significantly less healthful than the 'typical' or 'half typical' portions.Conclusion:The results indicate that across the three food categories, consumers do factor the reference amount, that is, the quantity of food for which the nutritional information is being presented, into their judgements of healthfulness. This study develops a tool to assess livability in European cities covering two components of livability: human wellbeing and environmental impact. First, we propose a conceptual model to assess cities' livability, that extends the concept of urban livability to include a component related to environmental sustainability. Second, we address the measurement of cities' livability. For this purpose, a new composite indicator was constructed based on a data envelopment analysis model specified using a directional distance function. In addition to assigning a summary measure of performance for each city, the composite indicator can be used to guide improvements concerning different livability objectives. One of the innovative features of the model proposed is to enable, by the specification of different directional vectors, focusing separately on each component of livability (e.g., human wellbeing and environmental impact) or alternatively considering cities' potential for improvement in all indicators simultaneously. In addition, it is possible to incorporate a new type of weight restrictions, specified as assurance regions type I, that reflect the relative importance of both desirable and undesirable outputs in percentage terms. Average levels of exposure to radiofrequency (RF) electromagnetic fields (EMFs) of the general public in Europe are difficult to summarize, as exposure levels have been reported differently in those studies in which they have been measured, and a large proportion of reported measurements were very low, sometimes falling below detection limits of the equipment used. The goal of this paper is to present an overview of the scientific literature on RF EMF exposure in Europe and to characterize exposure within the European population. A comparative analysis of the results of spot or long-term RF EMF measurements in the EU indicated that mean electric field strengths were between 0.08 V/m and 1.8 V/m. The overwhelming majority of measured mean electric field strengths were <1 V/m. It is estimated that <1% were above 6 V/m and <0.1% were above 20 V/m. No exposure levels exceeding European Council recommendations were identified in these surveys. Most population exposures from signals of radio and television broadcast towers were observed to be weak because these transmitters are usually far away from exposed individuals and are spatially sparsely distributed. On the other hand, the contribution made to RF exposure from wireless telecommunications technology is continuously increasing and its contribution was above 60% of the total exposure. According to the European exposure assessment studies identified, three population exposure categories (intermittent variable partial body exposure, intermittent variable low-level whole-body (WB) exposure and continuous low-level WB exposure) were recognized by the authors as informative for possible future risk assessment.
