The development of the criminal sanctioning track in the EU is a prominent policy issue. Studies of the actual use of criminal sanctions in the member states are very important since the gap between the law and practice can be very wide. Policy makers and law enforcers are confronted with a lack of empirical data on the actual use of criminal law to sanction environmental offenses. In this paper, we use information stored in the Environmental LawForce database, which is a database of environmental sanctioning by criminal courts in Flanders, Belgium. The study distinguishes three types of offenders: companies, individuals prosecuted for acts committed as part of their professional activities, and individuals prosecuted for acts committed as part of their private lives. Based on previous theoretical insights, we investigate when we expect the environmental sanctions to be similar or different across the three groups of offenders. In particular, we assess the differences and similarities across the sanctioning of environmental offenses committed by companies, professional individuals and private individuals in Flanders. In 2005, the European Commission funded the NORMAN project to promote a permanent network of reference laboratories and research centers, including academia, industry, standardization bodies, and NGOs. Since then, NORMAN has (i) facilitated a more rapid and wide-scope exchange of data on the occurrence and effects of contaminants of emerging concern (CECs), (ii) improved data quality and comparability via validation and harmonization of common sampling and measurement methods (chemical and biological), (iii) provided more transparent information and monitoring data on CECs, and (iv) established an independent and competent forum for the technical/scientific debate on issues related to emerging substances. NORMAN plays a significant role as an independent organization at the interface between science and policy, with the advantage of speaking to the European Commission and other public institutions with the "bigger voice" of more than 70 members from 20 countries. This article provides a summary of the first 10 years of the NORMAN network. It takes stock of the work done so far and outlines NORMAN's vision for a Europe-wide collaboration on CECs and sustainable links from research to policy-making. It contains an overview of the state of play in prioritizing and monitoring emerging substances with reference to several innovative technologies and monitoring approaches. It provides the point of view of the NORMAN network on a burning issue--the regulation of CECs--and presents the positions of various stakeholders in the field (DG ENV, EEA, ECHA, and national agencies) who participated in the NORMAN workshop in October 2016. The sustainable management of aquatic ecosystems requires better coordination between policies span-ning freshwater, coastal and marine environments. Ecosystem-based management (EBM) has been promoted as a holistic and integrative approach for the safekeeping and protection of aquatic biodiversity. The paper assesses the degree to which key European environmental policies for the aquatic environment, namely the Birds and Habitats Directives, Water Framework Directive and Marine Strategy Framework Directive, individually support EBM and can work synergistically to implement EBM. This assessment is based on a review of legal texts, EU guidance and implementation documents. The paper concludes that EBM can be made operational by implementing these key environmental directives. The present work examines the intertemporal causal relationship between environmental damage from carbon emissions released by agriculture per 1000 ha of utilized agriculture area and economic performance in the sector of agriculture as described by net value added per capita. The autoregressive distributed lag bounds testing approach is employed to examine this linkage, for three new entrant EU countries, namely, Bulgaria, Czech Republic, and Hungary. The environmental Kuznets hypothesis is confirmed in the long run for Bulgaria and Czech Republic while in the short run is validated only for the case of Czech Republic. The results indicate that the adoption of environment-friendly farming practices and crops' selection does not secure simultaneous high economic and environmental performance at least in the short run for our sample countries and also in the long run for Hungary necessitating the modification of the agro-environmental measures adopted to make those two targets complementary and not mutually exclusive for a farmer. European competition authorities consider environmental and competition policy to be complementary, as each has the objective of improving social welfare. Naturally, one would imagine that environmental considerations have already been accounted for in competition policy practice, but thus far, only in the case of voluntary environmental agreements. This paper analyzes the extent to which the two types of policy are complementary by examining the legal framework of competition policy, voluntary environmental agreements and three competition cases with equal relevance to the environment and then examines the basic theoretical economic observation that less competition implies lower pollution levels relative to more competition. This trade-off between the benefits of reduced emissions on the one side and increased competition on the other implies that disregarding environmental considerations in the implementation of competition policy entails a negative externality, which can be eliminated if environmental considerations are internalized in competition policy. The impact of the externality is found to depend on the emission level, the emission damage, and market size. Further, this implies that if competition authorities were to adopt a broad definition of the relevant market in competition cases, then environmental considerations would play a limited role in competition policy, whereas a narrow definition implies that environmental considerations should have a much more important place than competitive considerations in competition policy. In the scientific literature, few valuations of biodiversity and ecosystem services following the impacts of toxicity are available, hampered by the lack of ecotoxicological documentation. Here, tributyltin is used to conduct a contingent valuation study as well as cost-benefit analysis (CBA) of measures for improving the environmental status in Swedish coastal waters of the Baltic Sea. Benefits considering different dimensions when assessing environmental status are highlighted and a quantitative environmental assessment framework based on available technology, ecological conditions, and economic valuation methodology is developed. Two scenarios are used in the valuation study: (a) achieving good environmental status by 2020 in accordance with EU legislation (USD 119 household year) and (b) achieving visible improvements by 2100 due to natural degradation (USD 108 household year) during 8 years. This study investigates the influence of country-of-origin ecological image on the evaluation of ecolabelled products. Based on two experiments involving French consumers, the authors show that the mention of a country of origin with a favourable ecological image has no effect on the evaluation of an ecolabelled product (Studies 1 and 2). However, the mention of a country with an unfavourable ecological image negatively influences the product's evaluation, especially when there is no information about the brand (Study 1). This effect is moderated by the level of confidence towards the product's country-of-origin. The authors consequently draw some business and academic implications from their findings. Eco-innovation is an explicit aim of major EU policy strategies. Many environmental policies de facto require firms to eco-innovate to comply with policy requirements, while the overlap between policy-driven and market-driven eco-innovation strategies is increasingly important for many firms. Barriers to eco-innovation can then emerge as a critical factor in either preventing or stimulating EU strategies, policy implementation, and the green strategies of firms. In this paper we focus on EU-27 SMEs. We single out and explore different firm profiles, considering eco-innovation barriers and engagement. Our analysis is based on a particularly suitable dataset: the Eurobarometer survey on 'Attitudes of European entrepreneurs towards eco-innovation'. We identify six clusters of SMEs. These clusters include firms facing either 'Revealed barriers' or 'Deterring barriers', 'Cost deterred' firms, 'Market deterred' firms, 'Non eco-innovators', and 'Green champions'. The clusters display substantial differences in terms of eco-innovation adoption. We show that our taxonomy has little overlap with sector classifications. Beech forests previously covered substantial areas of the continental region of Europe, however, their current distribution is limited to a small percentage of their former yet still potential range. Many beech forests are now protected under the European Union-wide conservation approach of Natura 2000. We analyse the impact of Natura 2000 on the management of beech forests via social science data on management practices gathered from 73 interviews with local stakeholders within nine case study sites in Austria, France, and Germany, and via an ecological analysis of Natura 2000 management plans (MPs). Our data reveals that the Natura 2000 implementation has had little impact on forest management practices. We found that the Natura 2000 network is well known amongst stakeholders, yet the objectives and measures for beech forest protection are usually vaguely defined in the MPs. According to our interviewees, in many cases this vagueness results in a disregard for the MPs, which hence fail to guide the management of the forests protected under Natura 2000. In addition, when ecological thresholds are included in the MPs, they are often below recommendations based on conservation research. In the case of the structural bio-indicator deadwood, the thresholds given by MPs for a favourable site conservation status were significantly lower than those considered within conservation science to be necessary in order to conserve typical beech forest biodiversity. We conclude that while Natura 2000 has raised awareness of the importance of European beech forests for biodiversity conservation, it needs significant additional efforts to make it an effective policy for forest biodiversity conservation. The protection and management of protected areas must be adapted to the effects of climate change. An important question is if the law on protected areas is capable of dealing with the required changes. In general, both international nature conventions and European Union nature conservation law do not contain any specific provisions on climate change and protected areas. Attention has been paid to this link in non-binding decisions and policy documents. In order to adapt the law to increased dynamics from climate change, more flexibility is needed. This flexibility should not be understood as 'legal' flexibility, in the sense of the weakening nature conservation provisions. Scientific uncertainties on the effects of climate change might conflict with the need for legal certainties. In order to adapt to the effects of climate change, the two crucial elements are the strengthening of core protected areas and connectivity between the core areas. At the international level, both elements can be found in non-binding documents. International law enables the required adaptation; however, it often lacks concrete obligations. A stronger legal framework can be found at the level of the European Union. The Birds and Habitats Directives contain sufficient tools to deal with the effects of climate change. The Directives have been insufficiently implemented so far.
