This paper draws on Deborah Britzman's conceptualisation of 'difficult knowledge' and Michael Rothberg's figure of 'the implicated subject' to advance a Social Ecology of Responsibility Framework (SERF) in relation to the climate crisis.This framework demonstrates the impossibility of disarticulating individual, private actions that contribute to the ecological crisis from state-corporate climate-related harms. While not discounting differences of scale between individual actions and state-corporate crimes, the article highlights difficulties with binaristic approaches to climate responsibility which privilege either personal actions or macro-level norms, practices and ideologies. Foregrounding self-implication, the model serves as a basis for establishing transnational and transgenerational solidarity with human and other-than-human lifeforms who inhabit the Earth. The paper concludes with some examples of visual images and accompanying activities that can be used to prompt critical reflection on one's own positioning as an implicated subject and as a change agent who can contribute to the amelioration of global warming. Although there is increasing public awareness of global warming, there is a gap between such perception and relevant actions to combat the problem. In order to develop effective strategies for facilitating public actions, in this paper we draw upon framing theory and a dual processing model. Based on an experiment involving 261 participants from a large public university in Taiwan, this study found that by framing global warming as a local issue, communication messages can trigger both analytic (issue relevance) and affective (negative emotions) appraisals, which, in turn, will increase people's intentions to take actions. Wind energy has experienced a very rapid growth in the last few years and the majority of predictions speculate a similar scenario also for the near future. Despite the fact that wind energy is carbon free, and thus does not contribute to global warming, wind farms are not free from impacting the environment in which they are built, particularly bird and bat populations – impacts that, at least in some cases, could be remarkable and thus need to be studied and monitored. In this paper, we present the results after the first year of monitoring, aiming to understand impacts of a wind farm on birds, particularly on raptors, both residents and migrators. The study area, located in central Tuscany, hosts a very rich raptor community with some species of conservation concern. Comparing data gathered before and after the wind farm construction, we note a dramatic decrease in the number of raptor observations, even though no species have definitely left the area. Significant differences arise also considering habitat use and bird behaviour, with raptors flying higher and away from turbines, stressing an avoidance effect. [ABSTRACT FROM PUBLISHER]

To halt global warming, the emission of carbon dioxide into the atmosphere by human activities such as fossil fuel burning, cement production, and deforestation needs to be brought all the way to zero. The longer it takes to do so, the hotter the world will get. Lack of progress towards decarbonization has created justifiable panic about the climate crisis. This has led to an intensified interest in technological climate interventions that involve increasing the reflection of sunlight to space by injecting substances into the stratosphere which lead to the formation of highly reflective particles. When first suggested, such albedo modification schemes were introduced as a "Plan B," in case the world economy fails to decarbonize, and this scenario has dominated much of the public perception of albedo modification as a savior waiting in the wings to protect the world against massive climate change arising from a failure to decarbonize. But because of the mismatch between the millennial persistence time of carbon dioxide and the sub-decadal persistence of stratospheric particles, albedo modification can never safely play more than a very minor role in the portfolio of solutions. This Special Editorial on the Climate Emergency makes the case that although we are living in the time of Global Climate Emergency we are not yet acting as if we are in an imminent crisis. The authors review key aspects of the institutional response and climate science over the past several decades and the role of the economic system in perpetuating inertia on reduction of greenhouse gas emissions. Humanity is now the primary influence on the planet, and events in and around COP24 are the latest reminder that we live in a pathological system. A political economy has rendered the UNFCCC process as yet a successful failure. Fundamental change is urgently required. The conclusions contain recommendations and a call to action now. The Green New Deal, an attractive agenda of increased investment in energy efficiency and renewable energy sources, is not remotely sufficient to stabilize global warming at a non-catastrophic level. Introduction: Leishmaniasis represents one of the most dangerous neglected tropical diseases. The parasite used to show a well-defined geographical distribution; however, during the last decade the parasite has spread into new areas. This change in the worldwide distribution of the parasite and in leishmaniasis epidemiology is the result of man's ill-considered interventions in the environment and of the consequent global warming.Areas covered: The present review focuses on Leishmaniasis incidence in the Mediterranean basin and underlines the pressing need to raise awareness toward the real burden of the disease in the European region. The research was undertaken using Pubmed and including all studies up to January 2020.Expert opinion: Environmental and climatic transformations have allowed the shifting northward of sand fly European geographical distribution, affecting areas traditionally considered as Leishmania-free, including Northern Italy, Germany, and even Belgium. The large-scale migration from the Middle East and Africa to Europe, and particularly to Italy for its central position in the Mediterranean basin, represents an additional and critical risk factor for the spread not only of leishmaniasis but also of other potentially life-threatening diseases. The article presents the author's response to the article "Beyond Counting Climate Consensus." Topics include a number of points raised regarding the relation of expert knowledge, consensus, and public engagement on controversial issues, the scientific views on climate change, and the significance of anthropogenic climate change.

This article reflects on the merits and shortfalls of bilateral research programmes aimed at strengthening climate change research capabilities, using the experience from two programmes, the PACC and IHCAP in Peru and India, respectively. The study highlights key aspects of these types of bilateral programmes, namely: capacity; performance, salary and appreciation; funding; bureaucracy and hierarchy; publishing; and data sharing. Furthermore, it emerged that these programmes would benefit from a more extensive consolidation phase of the research activities and partnership rather than rapidly transferring into out- and up-scaling phases. Technologies for Solar Radiation Management (SRM) could limit global warming by manipulating the Earth's radiation balance. A major objection to SRM is the termination problem: the catastrophic consequences that are likely to result from its sudden discontinuation. The termination problem limits the reversibility of policy choices and poses the risk of inadvertent or enforced program collapse. It is often considered a major impediment to the governability of SRM. In a first attempt to systematically engage with the question of institutional design for resolving the termination problem, the scenarios in which the termination problem arises as well as their respective drivers are identified. Scenarios and drivers are then used to derive institutional solutions in the form of excludable benefits, scientific oversight and phase-out mechanisms. While other objections to SRM may remain valid, it is concluded that the termination problem raises fewer challenges for international governance than is usually assumed. [ABSTRACT FROM AUTHOR]

We report the results of an exploratory study that examines the judgments of climate scientists, climate policy experts, astrophysicists, and non-experts (N = 3367) about the factors that contribute to the creation and persistence of disagreement within climate science and astrophysics and about how one should respond to expert disagreement. We found that, as compared to non-experts, climate experts believe that within climate science (i) there is less disagreement about climate change, (ii) methodological factors play less of a role in generating disagreements, (iii) fewer personal or institutional biases influence climate research, and (iv) there is more agreement about which methods should be used to examine relevant phenomena we also observed that the uniquely American political context predicted experts' judgments about some of these factors. We also found that, in regard to disagreements concerning cosmic ray physics, and commensurate with the greater inherent uncertainty and data lacunae in their field, astrophysicists working on cosmic rays were generally more willing to acknowledge expert disagreement, more open to the idea that a set of data can have multiple valid interpretations, and generally less quick to dismiss someone articulating a non-standard view as non-expert, than climate scientists were in regard to climate science. This article explores the potential for farmers to become climate citizens. Drawing on in-depth interviews, we analyse how Norwegian farmers relate to climate change in their everyday farming practises. After discussing the concepts of environmental and ecological citizenship, we propose the climate citizen approach to meet the challenges that climate change poses to agriculture. Until now, Norwegian farmers' response to climate change has been limited. Major changes in farming practises seem unlikely without incentives from the state. A climate citizen approach can help balance a response to institutional regulations and policies with the individual moral obligation to take personal and non-reciprocal responsibility for the planet. In order to influence how farmers might incorporate climate change awareness into their everyday practises, policy makers should take existing norms and values in the agricultural community into account and adopt clear and manageable instruments to reward farmers for taking adaptive measures. A common claim is that emerging and future climate change is rendering traditional conceptions of uncertainty and risk obsolete. This is because a changing climate makes it quite a challenge to calculate uncertainties, establishing the measurable uncertainty as the basis for quantifying risk. Approaches that are capable of accommodating and possibly countering the wickedness caused by increasing uncertainty are necessary, the argument holds. Following up on previous studies of learning-knowledge and adapting to a changing climate, this article provides an analysis of how differences in the understanding of uncertainty and risk inform and determine governmental adaptation policies and actions of the local and central government in Norway, also discussing governance implications. The study finds that the understanding of uncertainty and risk generally is poor at the local level, but better at the state level, especially among highly educated staff with a background in, for example, natural sciences and engineering. On the other hand, a traditional understanding of uncertainty and risk is dominating: seeking to establish measurable uncertainty as a basis for quantifying risk. The article discusses combining different approaches of uncertainty and risk, thereby introducing a broader basis for governance, also implying multi-level network governance. On the one hand, this may help the local-central government in handling wicked problems of adapting to a changing climate but on other hand, it also possibly nurture struggles between different knowledge bases and stakeholder interest, thereby fuelling the wickedness of adaptation policies. The article presents the authors' response to comments on climate science consensus messaging. The authors stress the need to think beyond public belief when deliberating and mobilizing policy responses to climate change, public opinion on the importance of consensus messaging, and the need to understand scientific consensus in developing effective climate policies.

Several studies have been using quantified consensus within climate science as an argument to foster climate policy. Recent efforts to communicate such scientific consensus attained a high public profile but it is doubtful if they can be regarded successful. We argue that repeated efforts to shore up the scientific consensus on minimalist claims such as “humans cause global warming” are distractions from more urgent matters of knowledge, values, policy framing and public engagement. Such efforts to force policy progress through communicating scientific consensus misunderstand the relationship between scientific knowledge, publics and policymakers. More important is to focus on genuinely controversial issues within climate policy debates where expertise might play a facilitating role. Mobilizing expertise in policy debates calls for judgment, context and attention to diversity, rather than deferring to formal quantifications of narrowly scientific claims. [ABSTRACT FROM PUBLISHER]
