Abstract

The objective of the COMPASS project was to provide an authoritative comparative report on changes in territorial governance and spatial planning systems in Europe from 2000 to 2016. This Final Report presents the main findings, conclusions and policy recommendations. The COMPASS project compares territorial governance and spatial planning in 32 European countries (the 28 EU member states plus four ESPON partner countries). COMPASS differs from previous studies in that the accent is not on a snapshot comparison of national systems, but on identifying trends in reforms from 2000 to 2016. It also seeks to give reasons for these changes with particular reference to EU directives and policies, and to identify good practices for the cross-fertilisation of spatial development policies with EU Cohesion Policy. The research is based on expert knowledge with reference wherever possible to authoritative sources. Experts with in-depth experience of each national system were appointed to contribute to the study. The research design involved primarily collection of data from the 32 countries through questionnaires and five in-depth case studies of the interaction of EU Cohesion Policy and other sectoral policies with spatial planning and territorial governance. Abstract

The European Union identifies the regional level as the ideal spatial scale for resources' redistribution, in so doing turning European regions into key spatial development players. This raises challenges due to the heterogeneity of the EU in terms of administrative configurations, and spatial governance and planning systems. The contribution of this article draws on the results of three interlinked ESPON research projects to shed light on the matter. Building on an overview of the institutional variables that may influence successful regional development, it proposes a typology of multi-level regional development governance in the EU and reflects upon the potentials for delivering economic, social, and territorial cohesion. 3. How Sustainable Are Land Use Tools? A Europe-Wide Typological Investigation.

Abstract

Sustainable land use depends on both the socio-economic processes that trigger spatial development and the effectiveness of spatial governance tools that aim to regulate these processes. The ESPON Sustainable Urbanization and land-use Practices in European Regions (SUPER) research project aims to analyze the main land-use dynamics in Europe, looking at and comparing the interventions implemented in the various countries in order to promote sustainability. In particular, a sample of 227 interventions was chosen from a total of 39 European countries. This paper analyzes them on the basis of four different variables: (i) the scale at which the interventions are conceived; (ii) the type of territories subject to them; (iii) the type of interventions; (iv) the type of instruments behind these interventions. On this basis, it develops a number of considerations concerning the effectiveness of the interventions implemented in Europe to promote more sustainable use of land. [ABSTRACT FROM AUTHOR]
