The Monitoring the Future (MTF) study monitors historical and developmental changes in substance use prevalence among key subgroups of the general U.S. adolescent and adult population. The current study first devised and evaluated a cohort-specific pooled analysis weighing procedure for the MTF panel study that weighted back to the initial 12th grade samples. Following this, the cohort-specific weights were updated to age-specific weights in order to provide increased flexibility for a wide range of model specifications and to avoid the need to re-calculate a first half-sample respondent's final weight at a particular wave after the full cohort had completed that wave. The cohort-specific pooled analysis weights appear to result in an overall improvement in the degree to which the sociodemographic distributions of the initial 12th grade samples are retained, as well as likely producing slightly improved substance use estimates due to accounting for historical variation in panel sample selection and attrition over time. The updated age-specific pooled analysis weights continued to provide the benefits associated with the cohort-specific weights, but also brought increased flexibility for modeling both cohort- and age-specific research questions, and allowed all respondents' weights at each specific age to remain fixed across time.

This report summarises the outcomes of the first (micro) phase of the thematic country reviews (TCRs) on upskilling pathways in France, which reflect the points of view of both the beneficiaries of the outreach and guidance schemes and services under investigation, and the professionals involved in their implementation. The TCR on upskilling pathways for France highlights outreach and guidance for low-skilled adults, and the crosscutting dimensions of governance and financial and non-financial support in relation to the two areas of focus. Cedefop's work on the thematic country reviews on upskilling pathways aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the upskilling pathways Recommendation, with the support of key national stakeholders. France and Italy were the first two countries that undertook this TCR exercise in 2021; implementation is expected to last until the end of 2023. The purpose of this occasional paper is to compare point estimates and trends included in the Monitoring the Future (MTF) Panel Study annual report: "National Data on Substance Use among Adults Ages 19 to 60, 1976-2021" prepared using historical post-stratification weights, with the same point estimates and trends obtained when using MTF age-specific panel analysis weights. The current report is organized into four sections: (1) Part 1: Overview of Old and New Weighting Methods; (2) Comparison Approach and Summary; (3) Differences Observed Between Old and New Weighting Approaches, by Substance; and (4) Updated Panel Report Figures and Tables. Evaluating the impact of the new MTF panel analysis weights on point estimates and trends reported in the MTF panel annual report for 1976-2021 indicates that, overall, 63.1% of all point estimate comparisons exhibited less than a |5%| mean change between weighting approaches. Further, no trend comparisons indicated a sign flip, and 87.1% were substantively unchanged in regards to trend significance. The TCR focuses on outreach, guidance, tailored learning and on the crosscutting dimension of governance in relation to these three areas. Cedefop's work on the "Thematic country reviews (TCRs) on upskilling pathways" aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the Upskilling pathways Recommendation, with the support of key national stakeholders. In 2021, Italy and France were the first two countries to undertake this TCR exercise; implementation is expected to last until the end of 2023.

Calls are intensifying for workforce reskilling and a re-engineering of education and training to meet the demands of the future. Current policy in England focuses on technical, digital and green economy skills, underpinned by strong literacy and numeracy and a knowledge-rich school curriculum. National Foundation for Educational Research's Nuffield-funded research study, "The Skills Imperative 2035: Essential skills for tomorrow's workforce" investigates: (1) which essential employment skills will be most needed in 2035; (2) what will their likely supply be and where will the gaps be; (3) which occupations and workers are most at risk of not having these skills; (4) which skills will affected workers need to develop to transition into new employment opportunities; and (5) the role of educators and employers in helping to prepare young people and workers for the future labour market. This first report, a review drawing on a wide-ranging and growing evidence base, sets the scene for the wider research study by bringing together what the literature suggests about: (1) what the world of work will look like in 2035; and (2) which essential employment skills will be in demand and how what should be done to prepare.

This occasional paper presents subgroup findings from the Monitoring the Future (MTF) study on levels of, and trends in, the use of a number of substances for nationally representative samples of high school graduates ages 19-30, "Monitoring the Future National Survey Results on Drug Use, 1975-2018. Volume II, College Students & Adults Ages 19-60" (see ED599071). The data have been gathered in a series of follow-up surveys of representative subsamples of high school seniors who were first surveyed in 12th grade as part of the MTF study. Data were first available for the 19-22 age group in 1980 and for the older age groups in subsequent years as the early cohorts progressed in age, as the tables and figures in this occasional paper indicate. The subgroup trends shown in the current occasional paper complement the last section of Chapter 5 (Trends in Drug Use in Early and Middle Adulthood) of that monograph by presenting the trend data for young adult subgroups in both graphic and tabular form. The results are described and discussed in Chapter 5, but the extensive set of tables and figures is provided here for the reader who wishes to view the figures and the underlying numerical values in tabular form. Three demographic dimensions are differentiated: gender, region of the country, and population density. Gender includes trends for males and females; region describes trends for each of the four major regions defined by the U.S. Census; and population density differentiates trends for five levels of community size. The Table of Contents and List of Figures in this occasional paper contain links to the content and figures. The main focus of the paper is on youth unemployment and wider transitions into work, but it also has some thoughts on adult unemployment and re-training. This paper is founded upon a basic assumption -- namely that if the public money available across the United Kingdom to support measures around skills and unemployment is finite, then targeting those most at risk and defining which kinds of measures are the most cost-effective will be important. The information already available (Wilson et al, 2020) suggests that it is known which sectors, occupations, localities and kinds of people will most likely be hardest hit by the coming recession. The main issues will be deciding: (1) What groups to prioritise, which interventions will work best and most cost-effectively, and also which can be delivered to swiftly address the immediate problems liable to emerge as the furlough scheme is wound down and school, college and university leavers hit a disrupted labour market; and (2) what additional measures will be needed in the longer term as some groups experience extended periods of unemployment.

STEP Forward was a voluntary program in San Francisco that aimed to connect low-income job seekers to the labor market by using public funds to temporarily subsidize individuals' wages, known as subsidized employment, with the goal of ultimately increasing permanent unsubsidized employment among this population. STEP Forward offered job seekers opportunities to interview for jobs with private sector employers at weekly job fairs and offered employers temporary wage subsidies if they hired disadvantaged job seekers whom they might not otherwise hire. To test the effectiveness of this strategy and to learn about its costs, the Administration for Children and Families (ACF) in the U.S. Department of Health and Human Services funded a random assignment evaluation of STEP Forward, in which individuals were randomly assigned to a program group that had access to STEP Forward services or to a control group that did not have access to STEP Forward services but could receive other services in the community. A total of 837 adults were enrolled into the STEP Forward study between November 2012 and March 2015. In the first year after random assignment when program group members who were placed in subsidized employment were still receiving subsidized wages, program group members were more likely than control group members to have been employed and had higher average earnings. Impacts on earnings continued into the fourth year, well after the subsidies had ended. This paper presents the one-year costs of STEP Forward, including program services such as job-readiness services and the subsidized portion of wages provided to program group members. It also presents the costs of non-STEP Forward services available to both program group and control group members, which included education, training, and job skills services. This evaluation is part of a larger demonstration called the Subsidized and Transitional Employment Demonstration (STED). In addition to STEP Forward, STED includes random assignment evaluations of six other subsidized employment strategies around the country.

Education is considered one of the great equalizers of economic opportunity. However, pre-existing differences in educational access may generate differences in educational investment, which may perpetuate the economic inequalities that education is supposed to mitigate. In this paper, we examine the role of reduced educational investment as a mechanism for the intergenerational transmission of food insecurity. Specifically, we examine how food insecurity during childhood may reduce educational investments, which, in turn, may increase food insecurity during adulthood. Identifying the mechanism(s) for the intergenerational transmission of food insecurity is essential for designing effective policies to address food insecurity and improve national nutrition and health. Furthermore, understanding the extent to which improvements in food security create positive spillovers in future educational attainment and food security will provide a clearer assessment of the value of programs designed to improve food security. We use longitudinal data from the Panel Study of Income Dynamics to examine education as a potential mechanism (mediator) in the intergenerational transmission of food insecurity. We follow a sample of children almost two decades as they transition from childhood to adulthood. We use an estimator developed by Flores and Flores-Lagunes (2009) to estimate the share of the intergenerational transmission of food insecurity that can be attributed to compromised educational investments. In our preliminary analysis, we find only a small amount of evidence for reduced educational investment as a mechanism for the intergenerational transmission of food insecurity. However, the estimates vary widely across specifications such that large effects are not ruled out.

"The student journey: skilling for life" is the theme for the 28th National Vocational Education and Training Research Conference 'No Frills'. In this discussion paper, we look at how vocational education and training (VET) supports lifelong learners. We explore VET's role in assisting lifelong learning and seek to understand how VET will need to transform in the future to enable it to confront the challenges of an increasingly complex and changing world. We also profile the various lifelong learner types.

The American Recovery and Reinvestment Act waived work requirements nationally in 2010 and broadened waiver eligibility in subsequent years for Able-Bodied Adults without Dependents (ABAWDs) receiving Supplemental Nutrition Assistance Program (SNAP) benefits. From 2011 to 2017, many states voluntarily imposed work requirements, while other areas became ineligible for waivers because of improved economic conditions. Using data from the American Community Survey from 2010 to 2017, I analyze the influence of work requirements on employment and SNAP participation for ABAWDs. I find that work requirements increased employment for ABAWDs and also significantly decreased SNAP participation.

The aim of the OECD Career Readiness project is to identify patterns of teenage attitudes and activities that are associated with better transitions into employment by analysing multiple national longitudinal datasets. This paper looks for further evidence of the link between teenage activities, experiences and career-related thinking and adult career outcomes by analysing 10 new datasets from eight countries. Overall, the results of this paper find further evidence that secondary school students who explore, experience and think about their futures in work frequently encounter lower levels of unemployment, receive higher wages and are happier in their careers as adults. The findings of this paper are analysed together with the evidence from the two previous working papers of the Career Readiness project, concluding that there is international evidence to support 11 out of the 14 potential indicators that were explored as indicators of career readiness.

In the early 90's, the United States reformed its welfare system through state waivers and the Temporary Assistance for Needy Families program. These changes altered family resources and potential investments for childhood human capital, which in turn could affect later adult outcomes. Using data from the Panel Study of Income Dynamics, I examine the long-run impact of growing up under welfare reform on adult education and family structure through age 28. I find that as children, these individuals have higher reading test scores by an average of 6% of a standard deviation. As adults, I find robust evidence that these treated individuals are on average 9% more like to graduate college. I find some evidence that they are more likely to be married and less likely to have a child out of wedlock. The effects for women are larger than men for college completion, marriage rates, and out of wedlock births.

Economic information may close aspiration disparities for postsecondary education across socio-economic, ethnic and partisan divides. In 2017, we estimated impacts of information on such disparities by means of a survey experiment administered to a nationally representative sample of 4,214 adults. A baseline group was asked whether they preferred a four-year degree, a two-year degree, or no further education for their oldest child under the age of eighteen (or on the option they would prefer if they had one). Before three other randomly selected segments of our sample were asked the same question, they were given either information about (1) both net costs and returns; (2) net costs; or (3) returns to a two-year and four-year degree. Information about both costs and returns did not reduce SES disparities but did affect ethnic and partisan divides. The findings suggest that reductions in socioeconomic inequalities in educational opportunity will require more than simple changes in the dissemination of information aimed at altering economic cost-benefit calculations. Sustained effort that mitigates deeper-seated cultural and social barriers seems necessary.

School choice lotteries are an important tool for allocating access to high-quality and oversubscribed public schools. While prior evidence suggests that winning a school lottery decreases adult criminality, there is little evidence for how school choice lotteries impact non-lottery students who are left behind at their neighborhood school. We leverage variation in actual lottery winners conditional on expected lottery winners to link the displacement of middle school peers to adult criminal outcomes. We find that non-applicant boys are more likely to be arrested as adults when applicants from their neighborhood win the school choice lottery. These effects are concentrated among boys who are at low risk of being arrested based on observables. Finally, we confirm evidence in the literature that students who win the lottery decrease adult criminality but show that after accounting for the negative impact on the students who forego the lottery, lotteries increase overall arrests and days incarcerated for young men.

This study assesses the changing lifestyles, values, and preferences of American youth on a continuing basis. Each year since 1975, at least 13,000 seniors have participated in the annual survey, which is conducted in some 130 high schools nationwide. Since 1991, the study's annual surveys also have included surveys of similar nationally representative samples of eighth- and tenth-grade students. In addition, subsamples of high school seniors from previously participating classes receive follow-up questionnaires by mail each year. This paper illustrates similarities and differences between two international surveys that assess adults' skills: the Programme for the International Assessment of Adult Competencies (PIAAC) and the Skills Towards Employment and Productivity (STEP) survey. In particular, the paper highlights the issues that can arise for researchers interested to jointly analyse the data from the two surveys and to compare their results. The paper finds that, in spite of the many similarities, important differences exist between PIAAC and STEP, both in the way the data are collected, and in the way the proficiency of respondents is estimated. These issues can indeed affect the cross-country comparability of results from the two surveys. There is instead little evidence that the literacy assessment used in the two surveys is not adequate to form a basis for a valid assessment of adults' proficiency on a global scale.

We conduct an empirical simulation exercise that gauges the plausible impact of increased rates of college attainment on a variety of measures of income inequality and economic insecurity. Using two different methodological approaches--a distributional approach and a causal parameter approach--we find that increased rates of bachelor's and associate degree attainment would meaningfully increase economic security for lower-income individuals, reduce poverty and near-poverty, and shrink gaps between the 90th and lower percentiles of the earnings distribution. However, increases in college attainment would not significantly reduce inequality at the very top of the distribution. We know that responsive relationships and language-rich experiences for young children help build a strong foundation for later success in school. The rapidly advancing frontiers of 21st-century biological sciences now provide compelling evidence that the foundations of lifelong health are also built early, with increasing evidence of the importance of the prenatal period and first few years after birth. This Working Paper examines how developing biological systems in the body interact with each other and adapt to the contexts in which a child is developing--for better or for worse--with lifelong consequences for physical and mental health. It explains in clear language how these systems are affected by adversity early in life, and shows how those adaptations can result in costly, common chronic illnesses. The paper encourages us to think beyond early learning in policy and practice. It explores how policymakers, leaders of human services systems, intervention developers, and practitioners can also reduce disparities in preventable diseases and premature deaths and lower the high costs of health care for chronic illnesses that have their origins in early childhood adversity. Lack of information and advising prior to college matriculation may contribute to poor post-secondary outcomes among non-traditional students. We conducted a large-scale, multi-arm field experiment with the U.S. Army to investigate whether a package of research-based personalized information and access to advising affects postsecondary choices and attainment among a large non-traditional adult population. We find no impact of the intervention on whether veterans enroll in college, on the quality of their college enrollment, or on their persistence in college. Our results suggest that influencing non-traditional populations' educational decisions and outcomes will require substantially more intensive programs.

Student loans are a crucial aspect of financing a college education for millions of Americans, yet we have surprisingly little empirical evidence concerning individuals' unwillingness to borrow money for educational purposes. This study provides the first large-scale quantitative evidence of levels of loan aversion in the United States. Using survey data collected on more than 6,000 individuals, we examine the frequency of loan aversion in three distinct populations. Depending on the measure, between 20 to 40 percent of high school seniors exhibit loan aversion with lower rates among community college students and adults not in college. Women are less likely to express loan averse attitudes than men, and Hispanic respondents are more likely to be loan averse than white respondents.

Faced with job loss, displaced workers may choose to return to school to help them reintegrate into the labour force. Job losses in a given local labour market may also induce workers who have not yet been laid off to pre-emptively enrol in postsecondary (PS) institutions, as a precautionary measure. Combining microdata and grouped data, this study examines these two dimensions of the relationship between layoffs and PS enrolment over the 2001-to-2011 period. Using individual-level longitudinal microdata and controlling for the unobserved heterogeneity of workers in a flexible way, the study finds that laid-off male and female workers are 2 to 4 percentage points more likely than other men and women to transition to PS education in the year of the layoff or the following year (from a baseline rate of about 3%). For both sexes, fulltime PS enrolment accounts for most of the increase in enrolment. Statistically significant correlations between layoffs and full-time PS attendance are detected between two years before job loss and two years after job loss. The study also takes advantage of the fact that the 2008-2009 recession increased layoff rates in a differentiated way across Canada and, thus, generated exogenous variation in layoff rates at the regional level. Using grouped data models that allow economic regions to display distinct trends in their rates of transition to PS institutions, the study finds that for every additional 100 adult men laid off in an economic region in a given year, there is an additional 2 to 6 men who enrol in PS education institutions on a full-time basis in the following year. The study also detects a positive relationship between regional layoff rates and regional PS transitions for unmarried women. In line with the notion that some non-laid-off workers may pre-emptively enrol in PS institutions, the study finds evidence that movements in regional layoff rates are positively correlated with short-term transitions to PS institutions for adult male workers aged 35 to 44 who have not been laid off yet.

This paper examines whether a rise in house prices that occurs immediately prior to children entering college has an impact on their earnings as adults. Higher house prices provide homeowners with additional funds to invest in their children's human capital. The results show that a 1 percentage point increase in house prices, when children are 17 years-old, results in roughly 0.9 percent "higher" annual income for the children of homeowners, and a 1.5 percent "lower" annual income for the children of renters. House price appreciation at age 17 also leads to higher college enrollment rates at age 19 and an increased likelihood of attendance at higher-ranked post-secondary institutions for the children of homeowners, as well as lower college enrollment rates for the children of renters. This paper explores the impact of test-taking conditions on the quality of the Programme for the International Assessment of Adult Competencies (PIAAC) assessment. Interviewers record information about the room of assessment and interruptions that occurred during each interview. These observations, along with information on interviewer assignment size and a careful look at interviewer effects, provide insights into the quality of the assessment. This working paper first describes the variations in test-taking conditions among participating countries. Second, it examines interviewer assignment sizes and the frequency of interruptions, finding that both vary markedly among countries (contrary to the room of assessment). The paper then looks at the relationship between these variations and response rates and engagement measures. While neither the room of assessment nor the recorded interruptions impact quality differences among countries, interviewer assignment size and interviewer effects may have a mild impact on results.

This paper presents the first analysis of the life course outcomes through late midlife (around age 55) for the participants of the iconic Perry Preschool Project, an experimental high-quality preschool program for disadvantaged African-American children in the 1960s. We discuss the design of the experiment, compromises in and adjustments to the randomization protocol, and the extent of knowledge about departures from the initial random assignment. We account for these factors in developing conservative small-sample hypothesis tests that use approximate worst-case (least favorable) randomization null distributions. We examine how our new methods compare with standard inferential methods, which ignore essential features of the experimental setup. Widely used procedures produce misleading inferences about treatment effects. Our design-specific inferential approach can be applied to analyze a variety of compromised social and economic experiments, including those using re-randomization designs. Despite the conservative nature of our statistical tests, we find long-term treatment effects on crime, employment, health, cognitive and non-cognitive skills, and other outcomes of the Perry participants. Treatment effects are especially strong for males. Improvements in childhood home environments and parental attachment appear to be an important source of the long-term benefits of the program. This paper examines the impact of the iconic Perry Preschool Project on the children and siblings of the original participants. The children of treated participants have fewer school suspensions, higher levels of education and employment, and lower levels of participation in crime, compared with the children of untreated participants. Impacts are especially pronounced for the children of male participants. These treatment effects are associated with improved childhood home environments. The intergenerational effects arise despite the fact that families of treated subjects live in similar or worse neighborhoods than the control families. We also find substantial positive effects of the Perry program on the siblings of participants who did not directly participate in the program, especially for male siblings. This paper investigates whether education weakens the relationship between early-life disadvantages and later-life SES. We use three proxies for advantage that we show are independently associated with SES in middle-age. Besides early, favorable family and neighborhood conditions, we argue that the genes a child inherits also represent a source of advantages. Using a regression discontinuity design and data for over 110,000 individuals, we study a compulsory schooling reform in the UK that generated exogenous variation in schooling. While the reform succeeded in reducing educational disparities, it did not weaken the relationship between early-life disadvantages and wages. This implies that advantaged children had higher returns to schooling. We exploit family-based random genetic variation and find no evidence that these higher returns were driven by genetically-influenced individual characteristics such as innate ability or skills. The paper examines between-country differences in the mechanisms through which education could promote generalised trust using data from 29 countries participating in the OECD's Survey of Adult Skills (PIAAC). Results indicate that education is strongly associated with generalised trust and that a large part of this association is mediated by individuals' literacy skills, income and occupational prestige. However, education gradients in levels of generalised trust and in the extent to which they are due to social stratification mechanisms or cognitive skills mechanisms vary across countries. Differences across countries in birthplace diversity and income inequality are correlated with how strongly education is associated with trust in different countries, as well as in the relative magnitude of direct and indirect associations. In particular, the relationship between literacy skills and generalised trust is stronger in the presence of greater birthplace diversity but is weaker in the presence of greater income inequality.

Numeracy and literacy skills have become increasingly important in modern labour markets. The large gender differences that several studies have identified have therefore sparked considerable attention among researchers and policy makers. Little is known about the moment in which such gaps emerge, how they evolve and if their evolution differs across countries. We use data from large-scale international assessments to follow representative samples of birth-cohorts over time, and analyse how gender gaps in numeracy and literacy evolve from age 10 to age 27. Our results suggest that, across the countries examined, males' advantage in numeracy is smallest at age 10 and largest at age 27. The growth in magnitude of the gender gap is particularly pronounced between the age of 15 and 27. Such evolution stands in sharp contrast with the evolution of the gender gap in literacy, which is small at age 10, large and in favour of females at age 15, and negligible by age 27.

It is well-known that there are large disparities in academic achievement between children of different socio-economic status (SES) backgrounds. This study examines the evolution of disparities in literacy skills between adults of different SES backgrounds. It compares countries' patterns in the evolution of disparities in literacy by SES background as cohorts age and asks which patterns of educational and labour force participation predict a narrowing rather than a widening of these disparities. Since there is no international longitudinal study of skills across the entire adult life span, this study uses three cross-sectional international adult studies (International Adult Literacy Survey, Adult Literacy and Lifeskills and Programme for the International Assessment of Adult Competencies) and matches birth years to create synthetic cohorts. Results indicate that there is large cross-national variation in the evolution of skills disparities associated with SES background. Disparities in literacy proficiency tend to widen when SES disparities in high school completion, professional and blue-collar employment increase. Disparities narrow when workers exit the labour force, a finding that is explained by the large inequalities in the employment experiences of individuals from different SES backgrounds, measured by differences in use of literacy skills at work. These results help to explain cross-national variation in the evolution of skills disparities by SES background, which has implications for policies aimed at closing skills gaps over the life course. We assess the relationship between general literacy skills and health status by analysing data from the Programme for the International Assessment of Adult Competencies (PIAAC), an international survey of about 250,000 adults aged 16-65 years conducted by the Organisation for Economic Co-operation and Development (OECD) from 2011-15 in 33 countries/national sub-regions. Across countries, there seems to be a strong and consistent association between general literacy proficiency and self-rated poor health, independent of prior socio-economic status and income. General literacy proficiency also appears to be a mediator of the association between self-education and self-rated poor health. While the literacy-health association is robust over time, it varies in magnitude across countries. It is strongest for those with a tertiary or higher degree and does not appear to exist among young adults (ages 25 to 34 years). Future studies are required to understand the contextual factors that modify the general literacy proficiency-health association.

This paper examines the effect of fall 2020 school reopenings in Texas on county-level COVID-19 cases and fatalities. Previous evidence suggests that schools can be reopened safely if community spread is low and public health guidelines are followed. However, in Texas, reopenings often occurred alongside high community spread and at near capacity, making it difficult to meet social distancing recommendations. Using event-study models and hand-collected instruction modality and start dates for all school districts, we find robust evidence that reopening Texas schools gradually but substantially accelerated the community spread of COVID-19. Results from our preferred specification imply that school reopenings led to at least 43,000 additional COVID-19 cases and 800 additional fatalities within the first two months. We then use SafeGraph mobility data to provide evidence that spillovers to adults' behaviors contributed to these large effects. Median time spent outside the home on a typical weekday increased substantially in neighborhoods with large numbers of school-age children, suggesting a return to in-person work or increased outside-of-home leisure activities among parents.

Personality characteristics shape human behaviour and influence a wide range of life events and outcomes. They do so not only through their direct effects on life outcomes, but also through their indirect effects on other important personal factors and intermediate life events, such as the development of cognitive capacities, the attainment of educational qualifications and the formation of a family. As such, personality characteristics have a demonstrable relevance for a wide range of policy issues and represent an important, although often neglected, subject of policy interest. This paper reviews the scientific literature covering a wide range of personality characteristics, discussing their conceptualisations and main features, their relevance for important outcomes in life and work, and the chief ways they are measured. It aims to provide a comprehensive overview of various attributes of personality from the perspective of their potential importance for the Survey of Adult Skills (PIAAC), taking into account their analytical potential and policy relevance. The paper also outlines and evaluates the most important measurement instruments for each personality characteristic, with a focus on short self-report scales as the most appropriate form for inclusion in large-scale international surveys. Finally, it presents some considerations related to the evaluation and promotion of personality characteristics and introduces the substantive and measurement criteria that could be used to select the personality attributes, and related measurement scales, to include in large-scale surveys. This paper offers a comprehensive analysis of the information from the Survey of Adult Skills (PIAAC) regarding adults with low literacy and numeracy proficiency. The paper first describes the demographic and socio-economic characteristics of these populations. Although, they are more likely than the rest of the population to exhibit certain characteristics, such as lower levels of educational attainment, lower rates of unemployment or more disadvantaged backgrounds, adults with low literacy are found in among all socio-demographic groups and in all walks of life. The paper then explores the frequency with which adults with low proficiency engage in the reading, writing and numeracy practices and the relationship between these practices and a range of social and economic outcomes. For most outcomes, levels of engagement in literacy practices appear to be as strong predictors as proficiency, indicating the importance of encouraging more intense use of these skills both in and outside of work. The unique data from the Survey of Adult Skills regarding performance on the simple reading tasks (the so called "reading components") is also analysed. Adults with low proficiency are found to be able to easily recognise commonly used words in printed form but often have difficulty with processing the logic of sentences and reading extended passages for basic meaning. Adults with low proficiency are considerably less likely than their more proficient peers to participate in formal or non-formal adult education or training programmes, which is mostly due to the socio-demographic and employment characteristics of this population. However, the lower participation rates among the low proficient adults does not appear to be a consequence of their lack of motivation as much as of the presence of various obstacles to participation, such as lack of time and the cost of training. We investigate the relationship between college openings, college attainment, and health behaviors and outcomes later in life. Though a large prior literature attempts to isolate the causal effect of education on health via instrumental variables (IV), most studies use instruments that affect schooling behavior in childhood or adolescence, i.e. before the college enrollment decision. Our paper examines whether an increase in 2- and 4-year institutions per capita ("college accessibility") in a state contributes to higher college attainment and better health later in life. Using 1980-2015 Census and American Community Survey data, we find consistent evidence that accessibility of public 2-year institutions positively affects schooling attainment and subsequent employment and earnings levels, particularly among whites and Hispanics. With restricted-use 1984-2000 National Health Interview Survey data, we again find that public 2-year accessibility increases schooling and benefits a host of health behaviors and outcomes in adulthood: it deters smoking, raises exercise levels, and improves self-reported health. However, most long-term health conditions are unaffected, which may be partially due to the age of our sample.

This paper presents a comprehensive analysis of the link between age and proficiency in information-processing skills, based on information drawn from the Survey of Adult Skills (PIAAC). The data reveal significant age-related differences in proficiencies, strongly suggesting that proficiency tends to "naturally" decline with age. Age differences in proficiency are, at first sight, substantial. On average across the OECD countries participating in PIAAC, adults aged 55 to 65 score some 30 points less than adults aged 25 to 34 on the PIAAC literacy scale, which is only slightly smaller than the score point difference between tertiary educated and less-than-upper-secondary educated individuals. However, despite their lower levels of proficiency, older individuals do not seem to suffer in terms of labour market outcomes. In particular, they generally earn higher wages, and much of the available empirical evidence suggests that they are not less productive than younger workers. Older and more experienced individuals seem therefore able to compensate the decline in information processing skills with the development of other skills, generally much more difficult to measure. On the other hand, proficiency in information-processing skills remain a strong determinant of important outcomes at all ages: this makes it important to better understand which factors are the most effective in preventing such age-related decline in proficiency, which does not occur to the same extent in all countries and for all individuals. Two broad interventions seem to be particularly promising in this respect. First, it is important to ensure that there is adequate and effective investment in skills development early in the life-cycle: as skills beget skills, starting off with a higher stock of human capital seems also to ensure smaller rates of proficiency decline. Second, it is equally important that policies are in place that provide incentives to individuals (and firms) to invest in skills across the entire working life. In this respect, changes in retirement policies can not only have the short-term effect of providing some reliefs to public finance, but have the potential to radically reshape incentives to stay active, to practice their skills and to invest more in training, thus helping to maintain high levels of proficiency. The multi-decade growth and spatial dispersion of immigrant families in the United States has shifted the composition of US schools, reshaping the group of peers with whom students age through adolescence. US-born students are more likely to have foreign-born peers and foreign-born students are more likely to be educated outside of enclaves. This study examines the short-term and long-term impact of being educated with immigrant peers, for both US-born and foreign-born students. We leverage a quasi-experimental research design that uses across-grade, within-school variation in cohort composition for students in the Add Health study. We describe effects on a broad set of education, social, and health outcomes. For US-born students, we find little evidence that having immigrant peers affects a wide array of outcomes, either in adolescence or in adulthood. For foreign-born students, attending school with other immigrant students is protective against risky health behaviors and social isolation, relative to native born students. However, foreign-born students' language skills measured with Picture-Vocabulary Test scores are negatively affected by attending school with a larger share of other immigrant students. The negative effect on vocabulary scores persists through young adulthood but does not translate into reductions in most longer-run socioeconomic outcomes, including earnings or the economic status of their residential neighborhoods.

How important is mastering information and communication technologies (ICT) in modern labour markets? We present the first evidence on this question, drawing on unique data that provide internationally comparable information on ICT skills in 19 countries from the OECD Programme for the International Assessment of Adult Competencies (PIAAC). Our identification strategy relies on the idea that Internet access is important in the formation of ICT skills, and we implement instrumental-variable models that leverage exogenous variation in Internet availability across countries and across German municipalities. ICT skills are substantially rewarded in the labour market: returns are at 8% for a one standard-deviation increase in ICT skills in the international analysis and are almost twice as large in Germany. Placebo estimations show that exogenous Internet availability cannot explain numeracy or literacy skills, suggesting that our identifying variation is independent of a person's general ability. Our results further suggest that the proliferation of computers complements workers in executing abstract tasks that require ICT skills. Supplemental tables and figures are appended.

In this study, we investigated how empirical indicators of test-taking engagement can be defined, empirically validated, and used to describe group differences in the context of the Programme of International Assessment of Adult Competences (PIAAC). The approach was to distinguish between disengaged and engaged response behavior by means of response time thresholds. Constant thresholds of 3000 ms and 5000 ms were considered, as well as item-specific thresholds based on the visual inspection of (bimodal) response time distributions (VI method) and the proportion correct conditional on response time (P+>0% method). Overall, the validity checks comparing the proportion correct of engaged and disengaged response behavior by domain and by item showed that the P+>0% method performed slightly better than the VI method and the methods assuming constant thresholds. The results for Literacy and Numeracy by module revealed that there was an increase from Module 1 to Module 2 in the proportion of disengaged responses, suggesting a drop in test-taking engagement. The investigation of country differences in test-taking engagement by domain using the P+>0% method showed that the proportion of responses classified as disengaged was quite low. For Literacy, the proportion was well below 5% for the majority of countries; in Numeracy, the proportion was even smaller than 1% for almost all countries; while for Problem solving, the proportion of disengaged responses was more than 5% but usually well below 10%. There were significant differences in test-taking engagement between countries; the obtained effect sizes were small to medium. Population differences in test-taking engagement were highly correlated between the three domains, suggesting that test-taking engagement can be conceived as a consistent characteristic. Furthermore, there was a clear negative association between test-taking disengagement and proficiency in Literacy, Numeracy and Problem solving, respectively. Finally, subgroup differences for gender, age, educational attainment, and language proved to be insignificant or very small. Results suggest that males tend to be more disengaged, that disengagement increases with age in Problem solving, with lower educational attainment and when the test language is not the same as a testee's native language. Schools face important policy tradeoffs in monitoring and managing student behavior. Strict discipline policies may stigmatize suspended students and expose them to the criminal justice system at a young age. On the other hand, strict discipline acts as a deterrent and limits harmful spillovers of misbehavior onto other students. This paper estimates the net impact of school discipline on student achievement, educational attainment and adult criminal activity. Using exogenous variation in school assignment caused by a large and sudden boundary change and a supplementary design based on principal switches, we show that schools with higher suspension rates have substantial negative long-run impacts. Students assigned to a school that has a one standard deviation higher suspension rate are 15 to 20 percent more likely to be arrested and incarcerated as adults. We also find negative impacts on educational attainment. The negative impacts of attending a high suspension school are largest for males and minorities.

High school vocational education has a controversial history in the United States, largely due to a perceived tradeoff between teaching readily deployable occupational skills versus shunting mostly disadvantaged students away from the educational and career flexibility afforded by general academic courses. We study the effects of a nationwide high school reform in Norway that aimed to move beyond this tradeoff. Reform 94, implemented in one step in the fall of 1994, integrated more general education into the vocational track, offered vocational students a pathway to college through a supplementary semester of academic courses, and sought to improve the quality of the vocational track through greater access to apprenticeships. We identify the impacts of the reform through a difference-in-discontinuity research design, comparing students born just before and after the reform's birthdate eligibility cutoff to students born around the same cutoff in placebo years. Linking multiple administrative registries covering the entire Norwegian population, we find that the reform substantially increased initial enrollment in the vocational track, but with different subsequent outcomes for different groups. More men complete the vocational track at the expense of academic diplomas, but this has no detectable impact on college-going and leads to reduced criminal activity and higher earnings in adulthood, especially among disadvantaged men. For disadvantaged women, the initial surge in vocational enrollment leads to fewer high school dropouts and more vocational degrees with the college-prep supplement, and hence an increase in the share of college-eligible women; however, this translates into only small and insignificant increases in college completion and adult earnings. We show that men overwhelmingly pursue vocational education in higher-paying skilled trade fields, while women almost exclusively pursue vocational education in lower-paying service-based fields, which helps in interpreting some of these results. Overall, the reform succeeded at improving social mobility, particularly among men, but it somewhat exacerbated the gender gap in adult earnings.
