This article advocates the transgression of incumbent theoretical divisions between rural and urban abodes of production and draws on new analyses of contemporary spaces of capital and labour antagonisms in Brazil. It does so to articulate a broadening of the definition of class and class struggle towards an emancipatory praxis that does not necessarily prioritise industrialised workers. The study has a particular focus on the reconfiguration of socio-spatial arrangements linked to 21st century commodity cultivation, extraction and trade and subsequent class tensions on the material and epistemological frontier between (hydro, agro and mineral) mega projects and the autonomous territories of rural subjects. The renewed degradation of conditions for a labour force that has always been precarious, the dissolving dichotomy between proletarianised and peasant labour, and the ongoing resistance to corporate capture by communities is evoked to contrast distinct metabolic relations within rural territories with the objectification of labour and nature under capitalism. The analysis reveals new configurations of class domination, tension and counter movements. Many critical scholars, particularly those in the Global South, have been attentive to alternate readings of the world by indigenous, African descendent, peasant and agro-extractivist communities that may be unfamiliar yet underpin vociferous, and often fatal, resistance to capital accumulation. The task to effectively situate these struggles within a theory of broader, heterogeneous class struggle and integrate this 'wealth' of collective struggle and knowledge towards societal transformation remains important work in progress. In this spirit, the paper offers some possibilities for making new conceptual and material connections between rural and urban productive spaces and across currently fragmented class formations and identities. Most governments around the world are fostering innovation and entrepreneurial systems with a prominent role for venture capital (VC) support policies. However, the debate about the role and impact of VC support policies is still focused on the countries of the Global North. In this context, this paper seeks to describe and analyse the role that the state has played in the emergence and development of the VC industry in India and Brazil, two of the biggest economies of the Global South. We adopt a systemic and evolutionary perspective under the general context of a renewed role for the state in financing innovation. We offer interesting questions and implications to discuss the challenges, scale and impact that could be expected from VC industry support policies in the Global South countries. International broadcasting services are typically designed to serve public diplomacy and soft power objectives. Traditionally, Western powers have explored and benefited from this state-sponsored media category. However, countries in the Global South, like Brazil, have endeavoured to establish cross-border television services to bolster their international presence. This paper scrutinizes TV Brasil Internacional as a case study, examining its designated functions, management, and funding models. The research illuminates through document surveys and semi-structured interviews that while the channel initially reflected Brazil's external policies and public service ideals, structural alterations enabling increased governmental intervention alongside budget cuts rendered the international service dormant. The global comparison of planning systems faces several theoretical and normative challenges. Against the background of ongoing debates on the comparability of emerging and existing ideas and practices of planning in the Global North and South, we propose a comparative approach based on field theory. Comparisons of planning systems often focus on the institutional dimension or are mere juxtapositions of cases studies. A comparison based on field theory is more appropriate for the comparative study of planning cultures as the approach allows to interpret planning as an emerging practice influenced (or not) by globalized or European knowledge communities. The two planning systems under scrutiny in this paper are Germany and Brazil. Germany presents a mature field of planning while Brazil's field of planning is emergent. Peacekeepers are seen as a UN tool for promoting domestic changes in host countries, but little is known about the political consequences when officers return home. During the last 10 years, Brazilian presidents appointed a significant number of former peacekeepers to key political functions. How and why do former peacekeepers end up so involved in government affairs? To answer this question, this paper focuses on the array of skills acquired by peacekeepers in domestic missions and reinforced abroad. Drawing on a set of semi-structured interviews and questionnaires to military, former political decision-makers, and researchers, as well as other primary and secondary sources, this paper details how political articulation, experience in conflict management, and prestige empowered Brazilian military officers to resume their tradition of intervention in politics. At the beginning of 2020, the world was left in an unprecedented state of shock by the COVID-19 pandemic. Brazil quickly became the epicenter of new cases of contamination, where the propagation of the virus was unrestrained, despite boasting one of the strongest Universal health coverage systems in Latin America. This paper has at least three empirical contributions to the literature about economic resilience and the COVID-19 pandemic. Firstly it is a critical issue regarding the "economics versus life" trade-off, which is an essential question for developing countries, given that policymakers must decide between policies to reduce the number of COVID-19 infections without damaging the economy. Secondly, our findings suggest that the early adoption of isolation measures applied in 2020, such as the financial aid and the vaccination have been effective in controlling the effects of the pandemic, especially in vulnerable microregions. Furthermore, it was verified that the Emergency financial aid was a fundamental policy in minimizing the economic impacts of the pandemic and allowing people to practice social distancing, contributing positively to the Employment Resilience Index and negatively related to the growth rate of deaths due to COVID-19. The contribution of our study is to measure an inverted U-shaped curve to demonstrate that policymakers must achieve a minimum of families to decrease the COVID-19 deaths. These contributions are essential and straightforward findings to lead policymakers' decisions in developing countries facing financial constraints in the public budget and population reticence about physical distancing, self-quarantine and vaccination. Article Type: Research paper Purpose--Special attention is given to the political dimension of the bilateral relationship, including Brazilian perceptions regarding the DPRK's standing on multilateral issues such as human rights and nuclear proliferation. The article provides an additional contribution to the understanding of the DPRK's diplomatic engagement in Latin America. Design, methodology, approach--This paper is based on access to recently declassified documentation produced by the Brazilian Ministry of Foreign Affairs (MFA). Access to the documentation was made available via requests based on Brazil's 2011 Access to Information Law. The analysis discusses the evolution of Brazil's engagement with the DPRK since 2001. Findings--The analysis illustrates how Brazil's decision to provide diplomatic recognition to the DPRK in 2001 was part of a broader effort to engage with different Asian states. Bilateral relations expanded in the 2003-2016 period due to a foreign policy orientation that encouraged the expansion of Brazilian relations with the Global South. Practical implications--The research helps to understand the Brazilian decision to grant diplomatic recognition to the DPRK as well as the consolidation of bilateral relations in the two decades that followed, including the influence of multilateral issues on bilateral relations. Originality/Value: The article brings to attention primary sources that were previously unexplored. Several episodes of market-oriented reforms in developing countries have been accompanied by a significant rise in work outside of the formal economy. This paper investigates whether the impact of trade on formal employment is mediated by the strength of labour regulations. We rely on data from the Brazilian Census that provides information on workers' demographics and employment, including job formality status. Our estimation strategy exploits quasi-exogenous changes in industry-level real exchange rates to explore the likelihood of informality across employers exposed to varying degrees of de facto labour regulations. We further utilize two key features of Brazilian labour institutions – budgetary decisions about the availability of resources occur at the federal level, while decisions about where to inspect occur at the local level – to instrument for labour enforcement. Our results suggest that strict labour regulations may lead to a precarization of employment, rather than offering protection for workers. [ABSTRACT FROM AUTHOR]

Purpose: This paper aims to identify the antecedents' factors that positively and negatively influence the intention to use big data analytics (BDA) by future managers of companies. Design/methodology/approach: The sample comprised 364 business students from a public university in Brazil. The methodology had a quantitative approach, with the use of structural equation modeling. Findings: This paper presented a robust model with a high explanatory factor for the intention to use BDA, in which the elements of positive influence on the intention to use are expected performance, social influence and cost–benefit, and the negative influence factor is resistance to use. Research limitations/implications: Research on BDA has improved the understanding of the phenomenon, mostly emphasizing the technical dimensions of BDA and underestimating organizational and human dimensions. This research contributed to the literature by presenting new insights into these organizational and human aspects by presenting influencing factors for future managers. User resistance is a variable that can incorporate technology adoption theories in BDA. Practical implications: The results present a positive perception of future managers in the decision on financial resources in the acquisition of new technologies and enable managers to improve planning, investment and choice of technologies while presenting insights from the next generation. Issues regarding privacy, security and ethical aspects are key to minimizing user resistance. Originality/value: This paper fills a significant research gap on the adoption of BDA, presenting the perception of future managers on fundamental aspects of adoption in a developing country. Perspectives on the Environmental Implications of Sustainable Hydropower gathers scientific papers from three of the worlds most important hydropower producers to discuss aspects of sustainable hydropower and the means by which it can be studied and achieved. The papers examine the application and use of new technologies and protocols for studying hydropower, adaptive management and the implications and use of long-term data sets for minimizing hydropower impacts on fish populations. The papers include a cross section of biological and hydrological experts. The implicit among country comparisons highlight a number of common hydropower themes, particularly the need to expand from single species studies to include broader consideration of the ecosystem, the importance of maintaining habitat, trait and species diversity and the need for consistently collected long-term data sets. Therapeutic monoclonal antibodies (MAbs) are biopharmaceuticals prescribed in oncology, rheumatology, and for other chronic and autoimmune diseases. Over the last decade, the demand for MAbs grew significantly in developing countries like Brazil, concomitant to the restructuring of the global biopharmaceutical industry, opening windows of opportunities for catching-up economies. This paper aims to analyze the capacity of a public policy, the so-called Production Development Partnership Program (PDPP), to encourage the generation of national capabilities to the local biopharmaceutical industry and technological upgrading in the biopharmaceutical sector in Brazil. It is a case study supported by qualitative data from twenty-three interviews. By focusing on technology transfer processes rather than on more complex strategies of technological learning and upgrading in domestic agents, the impact of PDPP has been marginal. We draw insights from this empirical appraisal to outline some lessons and challenges involved in the implementation of technology-upgrading policies in developing countries. [ABSTRACT FROM AUTHOR]

The paper develops and applies a multidimensional counting approach to rank order wellbeing and deprivation distributions among a panel of older people in Brazil and South Africa. Using data collected in 2002 and 2008 among low-income households in urban and rural locations in Brazil and South Africa, the analysis in the paper throws light upon (i) changes in multidimensional deprivation associated with individual ageing and (ii) the effects of differential access to pension provision on wellbeing and deprivation. The paper finds that individual ageing is not necessarily associated with a decline in multidimensional wellbeing. The findings also lend support to the view that social policy, and especially inclusive pension provision, has an important role in addressing the effects of rapid population ageing in developing countries. Over the last decade India and Brazil implemented waste policy reforms to tackle the constraints of their waste management. This study compares those reforms using the methodological framework proposed by Wilson where waste policy evolves through a series of subsequent stages, depending on two aspects: local circumstances; and stakeholders' groups. The current research is exploratory in its scope, adopting this method to describe, compare and evaluate both Indian and Brazilian cases, and also verifying how the model performs when applied to developing countries. The paper confirms Wilson's conclusions, and adds a perception that in developing economies a special local circumstance is to be considered the point of departure, that is, the particular starting point of Wilson's evolution. In addition, the research concludes that participation of diverse stakeholder groups throughout the political process is fundamental, and could be key to overcoming the risks of policy setbacks. The purpose of this study is to illustrate how industrial policy can support health policy through the construction of technological and innovation capabilities. This paper provides insights on this topic by examining the Brazilian ability to make patented antiretroviral (ARV) drugs universally accessible to people living with HIV/AIDS in the country. The Brazilian case study demonstrates the crucial role of industrial policy in making the use of compulsory licensing in price negotiations with pharmaceutical multinational corporations to improve the access to patented ARV drugs. The evidence presented in this paper supports that it is indeed possible to achieve synergies between industrial and health policy in order to improve the access to medicines and promote accumulation of technological capabilities in pharmaceuticals. Several policy instruments and initiatives, both horizontal and vertical, were implemented to support the industrial dimension of the successful Brazilian health strategy. These initiatives include direct support to capacity building, public procurement, and institutional changes. Furthermore, industrial policy initiatives can contribute to success of health programmes either immediately or with a time lag. Finally, the lessons learned from the Brazilian experience are re-specified and its relevance to other less developed countries, particularly those deprived of industrial capabilities, is discussed. This paper presents findings from a study exploring children's participation and protection rights. The research was conducted by the International and Canadian Child Rights Partnership (ICCRP) – a multi-sectoral partnership, involving academic institutions, non-government organisations, and young people in five countries. Although funding came from a Canadian federal agency, partners adopted a decolonial approach to break down inequitable power dynamics. This approach ensured the usage of contextually relevant methods and that children's voices were heard. This paper reports on findings in Brazil, China, and South Africa, where participatory methodologies were used, to explore how young people and adults conceptualise the experience of 'participating together.' Our findings show that there is no single conceptualisation of participation that fits the different contexts where the ICCRP worked. In China, the emphasis is on education and respect for parents' decisions about their lives; in South Africa, it is on respect and duty to elders and community; while in Brazil, participation relates to 'protagonism' where there is a rhetoric of young people's autonomy in public policy. However, in all cases, intergenerational relations are dynamic and evolve over time. The purpose of this paper is to present considerations about the use of music as a critical and radical pedagogy in an International Relations class in the Global South. How can music help students understand the processes of marginalization, resistance, and struggle? Can it be understood as a tool to be used in the classroom to transcend traditional and marginalizing pedagogies? The contribution of our proposal derives from the possibility of a symbiosis between the teaching of critical, decolonial, and postcolonial perspectives and the language used to communicate these concepts and ideas to a young audience with different backgrounds. In this sense, we bring perceptions of the engagement with music as a pedagogical tool in an undergraduate course entitled " Decolonizing International Relations: epistemic violence and emancipation in Global South." By playing songs, not only the learning process became deeper and more meaningful to students, but it also opened margins to a dialogical interaction. Effective mitigation of greenhouse gas (GHG) emissions in the buildings sector requires a full understanding of the factors influencing emissions over the life-cycle of buildings, particularly in places where large additions to the building stock are expected. Currently, little is known about what affects the GHG emissions of buildings located in warmer climates, a typical situation for many emerging economies. This paper presents a study of emissions from Brazilian office buildings using building archetypes. A sensitivity analysis explores possible parameter ranges, various contributions to life-cycle impacts and their key drivers. For each of the 1000 building variations in the sample, the emissions were calculated using a life-cycle assessment. Multivariate regression analysis enabled the study of the results' sensitivity to 10 parameters, influencing building operation, design and others. The emissions ranged from 20 to 106 kg CO2-eq/m² gross floor area and year. Electricity mix, climate and cooling efficiency were the most impactful parameters, but building component service time was also significant. [ABSTRACT FROM AUTHOR]

Precision medicine (PM) is emerging as a scientific bandwagon within the contemporary biomedical sciences in the United States. PM brings together concepts and tools from genomics and bioinformatics to develop better diagnostics and therapies based on individualized information. Developing countries like China and Brazil have also begun pursuing PM projects, motivated by a desire to claim genomic sovereignty over its population. In spite of commonalities, institutional arrangements produced by the history of genomics research in China and Brazil are ushering PM along different trajectories. In the Chinese case, we identify a strong state-backed push for PM combined with a dynamic network of international academic and private actors along the lines of networked technonationalism that has made large-scale, speculative PM projects possible. The Brazilian case is characterized by an institutional void at the federal level in which PM is driven by domestic academic actors in universities in the regional level, resulting in smaller scale, needs-driven PM projects. Through these cases, this paper shows how a scientific bandwagon adapts to national histories and institutions. Through this peripheral translation of the scientific bandwagon, the global infrastructure of biomedical knowledge has the potential to be transformed. [ABSTRACT FROM AUTHOR]

High e‐waste production has become a growing worldwide challenge in waste management. Several studies show negative consequences for the environment and public health from improper e‐waste management. In this context, this paper presents a characterization of e‐waste sent to recyclable waste picker cooperatives in a Brazilian city. E‐waste is mistakenly disposed of by the population as common recyclable waste and collected through special selective collection programs. The research also evaluated aspects related to the risks and opportunities inherent to e‐waste handling by cooperatives. The results showed that i) the population very often discards e‐waste along with common recyclable waste; ii) cooperative members unsafely dismantle e‐waste for resale, because the profitability of these materials is much higher than that of ordinary recyclables; and iii) the municipality must make the population aware of the separation and disposal of e‐waste. More than just a challenge for managers, proper e‐waste management is a market with high environmental and economic potential, both negative and positive, and complete knowledge and mastery of it will show what will prevail. The results of this research may support a proposal for continuous monitoring and analysis of the flow of e‐waste to better manage this type of waste. [ABSTRACT FROM AUTHOR]

This paper aims to examine the design and implementation of industrial policy in Brazil based on their capacity to affect the prevailing institutions. We argue that the main reason for the failure of policies in Brazil, and in Latin America, is their inability to induce persistent changes in firms' innovative behavior. Based on the analysis of national innovation indicators, and on previous empirical studies, we demonstrate that the Brazilian industrial policy was not able to change the prevailing conventions. The main problems related to this fragility are: institutional problems and related to industrial policy development conventions; serious coordination problems; maintaining a macroeconomic policy that is not convergent toward industrial policy efforts; policy instruments that were not able to change prevailing conventions, such as low R&D and innovative expenditures; a set of strategic choices that are inconsistent with innovation, technological catch-up and structural change. Throughout the 1970s in South Asia and Latin America, there was a surge of experiences of offering small loans through innovative practices. Following these successes, the dissemination of microfinance institutions is seen all over the globe. Brazil stands out for being a pioneer in this field, having developed a microcredit program even before Grameen Bank, from Bangladesh, the main institution responsible for the spread of microfinance worldwide. This paper aims to understand the social practices, power relations and institutional infrastructure surrounding microfinance, taking the Global South as a starting point and focusing on Brazil. In so doing, it looks at the policy mobility of microfinance, shining light on how policy diffusion and transfer are entangled in the practices and processes of different institutions, actors and networks. It identifies two approaches within the formulation and practice of microfinance historically. Four illustrative cases are discussed in order to present the mobility of microfinance policies in Brazil drawing from the international scenario. The paper's point of departure for the analysis of the mobility of microfinance is that policy trajectories are fraught with ambivalence and contradiction. All over the world, there is a pressing need to better understand how climate change has been incorporated into governmental agendas, and evaluate the status of adaptation planning and interventions at the local level. In this paper, we seek to contribute towards bridging this gap by identifying local practices connected to climate adaptation in six large Brazilian cities, and presenting a framework, based on the existing literature, for assessing constraints to adaptation across the municipal level. Although local governments are not the only actors who can take the lead through their actions, the employed framework considers that effective adaptation planning in urban areas is highly dependent on municipal efforts. Our findings indicate that six aspects have the highest levels of impact on adaptation in the Brazilian cities studied: administrative practices, political will, level of commitment, mismatch between the scale of urban issues and the extent of local government authority, pressures from private sectors, and inspection. Although these barriers are not specific only to climate issues and can be identified in other environmental arenas, when combined, they cause and worsen constraints to advancing urban adaptation at the local level. Specifically concerning the local dynamics of urban planning, the combination of pressures from private sectors and insufficient inspection negatively affects the ability of these cities to consolidate adaptation interventions. Our results are helpful in the context of large cities, particularly in Global South, where, as in Brazil, competitive urbanism and specific interest groups confront municipal efforts, and make achieving adaptation more difficult. Purpose: The purpose of this paper is to indicate how place making and belonging are still largely governed by race in Brazil and South Africa. As such, it engages with debates about the postracial informed by the study of two urban settings that are discernible by their relationship with race issues: Rio de Janeiro's favelas and Johannesburg's townships. Design/methodology/approach: The study provides a brief account of post-racial discourses in each country: Brazilian racial democracy and South Africa's self-imagination as rainbow nation. Subsequently, these two major national self-understandings are probed using data gathered in the fieldwork (participant observation and in-depth interviews) carried out in Rio de Janeiro's favelas and Johannesburg's townships between 2013 and 2015. Findings: The main accomplishment of the study is to approach debates about senses of place, understood here as place making and belonging, from the everyday experiences of favela and township inhabitants. The study suggests discrepancies between the racialized senses of place in Brazilian and South African urban milieus and any sort of post-racial rhetoric. Despite the existence of norms and institutions promoting equal rights of citizenship in Brazil and South Africa, place making is still largely encumbered by the legacy of racial domination in both countries. Originality/value: By adding new evidence to the research on everyday racism, the study explores the mutual influences between senses of place and the persistent patterns of racial segregation in two urban contexts of the global South. During the last years, the new science of cities has been established as a fertile quantitative approach to systematically understand the urban phenomena. One of its main pillars is the proposition that urban systems display universal scaling behavior regarding socioeconomic, infrastructural and individual basic services variables. This paper discusses the extension of the universality proposition by testing it against a broad range of urban metrics in a developing country urban system. We present an exploration of the scaling exponents for over 60 variables for the Brazilian urban system. Estimating those exponents is challenging from the technical point of view because the Brazilian municipalities’ definition follows local political criteria and does not regard characteristics of the landscape, density, and basic utilities. As Brazilian municipalities can deviate significantly from urban settlements, urban-like municipalities were selected based on a systematic density cut-off procedure and the scaling exponents were estimated for this new subset of municipalities. To validate our findings we compared the results for overlaying variables with other studies based on alternative methods. It was found that the analyzed socioeconomic variables follow a superlinear scaling relationship with the population size, and most of the infrastructure and individual basic services variables follow expected sublinear and linear scaling, respectively. However, some infrastructural and individual basic services variables deviated from their expected regimes, challenging the universality hypothesis of urban scaling. We propose that these deviations are a product of top-down decisions/policies. Our analysis spreads over a time-range of 10 years, what is not enough to draw conclusive observations, nevertheless we found hints that the scaling exponent of these variables are evolving towards the expected scaling regime, indicating that the deviations might be temporally constrained and that the urban systems might eventually reach the expected scaling regime. Open innovation is the systematic integration of collaborative, sourcing and revealing practices into a firm's business strategy. Its implementation does not happen at once, but through a journey. This paper investigates this subject in an emergent economy context, the Brazilian aerospace industry, presenting the critical analysis of a questionnaire-based survey performed by means of personal in-company interviews in 22 firms. It comprises a wide range of practices associated with open innovation, connected to a conceptual model. We find open innovation elements in the sample, with no open business strategy behind them, though. Deficiencies regarding funding, R&D maturity and intellectual property protection prevent the cluster from being fully open innovator. Nevertheless, the culture company in the sample is very prone towards openness. From that, we conclude that open innovation in the cluster is still "unfreezing", but with great potential to emerge, once these problems are solved. [ABSTRACT FROM AUTHOR]

The Green Revolution is often seen as epitomising the dawn of scientific and technological advancement and modernity in the agricultural sector across developing countries, a process that unfolded from the 1940s through to the 1980s. Despite the time that has elapsed, this episode of the past continues to resonate today, and still shapes the institutions and practices of agricultural science and technology. In Brazil, China, and India, narratives of science-led agricultural transformations portray that period in glorifying terms—entailing pressing national imperatives, unprecedented achievements, and heroic individuals or organizations. These "epic narratives" draw on the past to produce meaning and empower the actors that deploy them. Epic narratives are reproduced over time and perpetuate a conviction about the heroic power of science and technology in agricultural development. By crafting history and cultivating a sense of scientific nationalism, exceptionalism, and heritage, these epic narratives sustain power-knowledge relations in agricultural science and technology, which are underpinned by a hegemonic modernization paradigm. Unravelling the processes of assemblage and reproduction of epic narratives helps us make sense of how science and technology actors draw on their subjective representations of the past to assert their position in the field at present. Purpose The purpose of this paper is to investigate the relationship between educational mismatch and labor earnings in Brazil, taking into account individual fixed effects.Design/methodology/approach The empirical analysis employs longitudinal data and information provided by job analysts about the schooling required for each occupation. The latter of which is used to classify workers as undereducated, overeducated, or adequately matched. Estimates include individual fixed effects to control for time-invariant unobserved heterogeneity.Findings Evidence indicates that one more year of overeducation increases labor earnings, but only half as strong as one more year of required schooling. The estimated effects on years of undereducation are negative, but undereducated workers earn more than adequately matched workers with the same level of education. Although, in particular, the incidence of undereducation in Brazil is much higher than reported for developed countries, the impact of over- and undereducation does not differ.Research limitations/implications The fixed effects approach only controls for unobservable factors that are time-invariant. Also, much lower impacts using fixed effects may be due in part to attenuation bias as a consequence of measurement errors.Originality/value This study contributes to the scarce literature on the consequences of overeducation and undereducation for labor earnings in developing countries, providing estimates that take into account individual fixed effects. Many factors drive land desertification, especially in arid and semi-arid regions. However, the sheer number of these driving factors of desertification makes analyses computer-intensive. Cloud computing offers a solution to address this problem, especially in developing countries. The objective of this work was to assess the sensitivity of the East Atlantic Basin, Brazil, to desertification using the Mediterranean Desertification and Land Use (MEDALUS) model and Google Earth Engine (GEE). The model is composed of four environmental Quality Indices (QIs) associated with soil (SQI), vegetation (VQI), climate (CQI), and management (MQI), each encompassing factors that influence the desertification process. Digital databases corresponding to these factors were pre-processed and uploaded to GEE for analysis. We report Environmentally Sensitive Areas (ESAs) and Environmentally Critical Factors (ECF) maps of the East Atlantic Basin, which show that most of the basin is in either a critical (49.4%) or fragile (35.7%) state of sensitivity. In contrast, only a smaller portion of the area is unaffected (5%) or potentially affected (10.1%). The analysis also revealed an inverse correlation between desertification sensitivity and the presence of vigorous vegetation. A joint evaluation of ESAs and ECF shed light on the importance of each factor in the sensitivity to desertification. The East Atlantic Basin shows a high degree of sensitivity to desertification, thereby demanding more attention and the establishment of measures to mitigate the negative impacts of the desertification process. Innovation plays a crucial role in the economy of nations worldwide. In Latin America, countries foster competitiveness through public and private incentives to support innovation. Moreover, entrepreneurship incentives seek to improve countries' performance, although factors such as low business growth rates and informality can compromise it. Despite the efforts, there are several difficulties in achieving competitiveness, and few studies in developing countries. Therefore, the article explores the relationship between the factors that influence competitiveness, especially the role of innovation and entrepreneurship in Brazil and Peru. The research uses quantitative-qualitative methodology through modeling and simulation and a case study. The authors use the Affinities Theory to verify the relationship between the indicators that make up the competitiveness landscape and its most significant and attractive factors, adapting the methodology established by the International Institute for Management Development (IMD) World Competitiveness ranking. As a result, this algorithm allows us to know the relationships between five factors of economic attractiveness and four competitiveness indicators. As its main contributions, the study advances the frontier of knowledge about innovation and entrepreneurship, as few studies explore competitiveness in developing countries. Also, it offers a detailed explanation of the application of this algorithm, allowing researchers to reproduce this methodology in other scenarios. Practically, it might support policymakers in formulating development strategies and stimuli for business competitiveness. In addition, academic and business leaders can strengthen university-business collaboration with applied research in innovation and entrepreneurship. The recent history shows that computers have a significant effect in society. The benefits from Information Technology (IT) reach both enterprises and people. When small firms use IT resources to create unique capabilities, even indirectly they improve their conditions to meet Corporate Social Responsibilities (CSR). Considering this scenario, the aim of this paper is to analyze the effect of IT use on the CSR of small firms. We tested the relationships between the constructs using confirmatory factor analysis and structural equation modeling, with a database comprised of 173 Brazilian small firms. Our results showed a positive and significant relationship between IT use and the four categories of CSR. In this way, we observed that IT contributes to companies, and also affects people that work in these enterprises. Corporate social obligations of firms and IT investments should be combined to generate unique capabilities, improving competitive advantage through the interaction of technology and people. 'New Public Management' (NPM) ideas gained widespread acceptance all over the world in the 1980s and 1990s. In developing countries, notable examples of its influence include the Brazilian 'Master Plan for Reforming Public Administration', launched in 1995 by president Cardoso, and the Mexican 'Federal Public Administration Modernisation Programme' created in the same year by president Zedillo. Both reflected NPM doctrine and advanced changes for the organisation of the Executive. This article explores the evolution of these two countries' managerial reforms and the extent to which they eventually continued converging (or not) around similar principles, such as those often referred to as 'Post‐New Public Management' (Post‐NPM). By applying quantitative textual analysis of official documents and an analysis of self‐reported institutional changes, the article concludes that despite their governing parties' strong political differences Mexico and Brazil did converge during the 2000s, improving controls from the centre, and prioritising the adoption of transparency and participation tools. The comparison of the trajectories of the administrative reforms of these countries between 1995 and 2016 contributes to international debates on policy convergence and Post‐NPM reforms. • Very few transdisciplinary approaches are found in nexus research in the Brazilian context. • Quantitative methods are predominantly used over qualitative and hybrid methods. • Natural scientific, engineering and economic fields prevail in Brazilian research on the nexus. • The technocratic water-energy nexus in the hydropower and biofuels sectors is dominant. • The Brazilian research agenda overlooks the effect of rapid urbanization and poverty on the nexus. The water-energy-food nexus has gained particular momentum in the fields of sustainable development and resource security in the last years. However, some scholars critically question the nexus by arguing that research is strongly shaped by western knowledge with a bias towards natural scientific, engineering and economic perspectives; whereas there is a lack of attention on local socio-political aspects and little contribution from social sciences. This paper provides a critical analysis of studies focused on the nexus in the Brazilian context or by Brazilian institutions. The main objectives are to assess whether research on the nexus in the Brazilian context shares common features with the international research; to identify the main nexus topics in this geographic context; and to examine if socio-economic challenges are considered, specifically regarding urbanization and poverty. Through a quantitative and qualitative analysis, the results show that Brazilian institutions lead research on the nexus in the Brazilian context, however the contribution from the social sciences remains marginal. Furthermore, quantitative methods are predominantly used over qualitative and hybrid methods. The research largely focuses on connections between water and energy in the hydropower and biofuels sectors, and it is based on discourses of efficiency, optimization, modelling and technological innovation. This comparative case study examines community self-governance in informal settlements in São Paulo, Brazil, through the Policy Arrangement Approach. Drawing on participant observation and semi-structured interviews, I highlight the importance of context in shaping self-governance and outcomes. Self-governance embodies power and politics, often not contained to the spatial boundaries of the informal settlements, and developed through intersecting nodes of people, organizations, institutions, resources, spaces. Ultimately, this study questions the notion of self-governance as a simplistic binary to propose self-governance as a dialectical continuum of self/non-self, recognizing the realities of governing communities as multiple, complex, and fluid. Foreign infrastructure investment (FII) is essential to the economic growth of developing countries. However, developing countries are prone to higher levels of political risk, which act as detractors to such investment. The nature of political risk has been well documented and includes such factors as corruption, inadequate legal protections, opaque regulatory processes, and unstable governments prone to volatile shifts in project support. Even so, the impact of political risk on FII does not arise from environmental factors alone, but also emanates from the internal attributes of the infrastructure delivery system; which is to say not all projects are impacted to the same extent by a given political climate. Although the external political risk environment has been extensively explored, the internal vulnerabilities are not well understood. This study identifies the impacts of foreign infrastructure vulnerability on FII and its mediating capacity in offsetting the adverse effects of political risk on FII in developing countries. It draws on a database of China and Brazil from 2006 to 2019, as exemplars of developing nations. A partial least-square structural equation model (PLS-SEM) method is employed in analyzing the database against existing system vulnerability factors as identified: political risk exposure of the system, system's capability of dealing with political risk, and the relationship between host and home countries. The findings confirm that, ceteris paribus, FII flows are hindered when infrastructure projects carry higher risk exposure. Moreover, where systems possess the capacity to mediate political risk, FII participation is facilitated, while also diluting the negative impacts of that risk on the delivery system. Urban stormwater management is one of the key challenges concerning sustainability in urban areas. Sustainable urban stormwater management (SUSM) has been increasingly adopted around the world and proved its effectiveness in enhancing sustainability and quality of life in cities. Nevertheless, these strategies are yet to be widely adopted in developing countries. This paper presents barriers to the widespread adoption of SUSM in Brazil, as a developing country case study with severe urban stormwater management problems. To achieve this objective, a thorough review of literature on the barriers has been conducted. An online survey has been designed and disseminated to different Brazilian participant stakeholder groups (i.e. public professionals, private professionals, teachers, and population) to identify the SUSM-related barriers in Brazil. The reviews recognized 31 potential barriers in literature which were categorized into six barrier types. Five of the evaluated barriers have been recognized by at least 80% of the respondents as the most important, namely: "Lack of design and maintenance standards", "Lack of long-term planning", "Lack of dissemination and knowledge", "Lack of incentives", and "Reluctance to change". The barriers identified by this research are coherent with the SUSM adoption context in Brazil. These barriers are mainly related to knowledge about SUSM and similar to those diagnosed in previous studies in literature. Overcoming the common barriers is the prelude to effective SUSM solutions to increase urban stormwater sustainability in Brazil and in other developing countries. This paper also presents some initiatives adopted around the world to overcome these barriers, which could be used as reference to an effective public policy proposition. • Twenty barriers were found in Brazil, five of which are considered very important. • The main barriers are related to strategic vision, knowledge, and incentives. • Overcoming the common barriers is a prelude to effective urban stormwater solutions. • The obstacles facing Brazil are similar to those facing in other countries. This article aims to understand how anti-environmentalism connects with the conservative, authoritarian and populist discourse of Brazilian far-right President Jair Bolsonaro. Indeed, we argue that anti-environmentalism is one of the critical factors for understanding the postures and practices of Bolsonarism. We analyse 852 speech acts, drawn from all statements involving environmental issues made by Bolsonaro and three Brazilian ministers over a 14 month period between 2018 and 2019. Our analysis offers two major contributions: a) we situate the contours of authoritarian populism in the Global South (Brazil), shifting the gaze that has hitherto been focused on Europe and the USA, and, above all; b) through focus on the texts of the leader we develop a discursive approach to the understanding of populism and anti-environmentalism. Our results show that Bolsonaro adopts authoritarian measures to defend global agribusiness, in addition to denying or minimising environmental problems.. [ABSTRACT FROM AUTHOR]

While sustainability standards promise better labor and environmental conditions, changes in actual practice occur inconsistently. Existing literature has explained this mainly through focusing on structures and mechanisms that originate from outside producers' organizations. This paper instead examines the intraorganizational process by which rules turn into practices on the ground. It offers an inside-out approach that draws on data from an eight-month participant observation study of certified agricultural commodity producers in Brazil. The key finding of this paper is that rules get turned into practices through discovering and cultivating a practice ecosystem in which certified producers in the Global South learn to implement new practices through a self-guided, two-step discovery process. First, they must discover how to build and integrate the elements of a practice; second, they must discover how to support the internalization of this practice. Further, adjacent practices—those alongside the ones that need to be integrated—are pivotal in determing whether producers succeed in building new practices. This paper contributes to the literature on sustainable commodity governance and to organizational theories of practice adaptation. It shows that sustainable commodity governance depends not only on external structures and mechanisms, but also, equally importantly, on the internal organizational mechanisms for new practices to take hold. Understanding the causes of growing carbon transfers between developing countries is likely to be the first step in their mitigation. With this in mind, the current paper uses multi-regional input-output analysis to investigate CO 2 emissions and value-added embodied in China-Brazil trade. We propose the use of value-added exports, rather than gross exports, to more accurately estimate the economic benefits of trade. We find enormous increases in both CO 2 emissions and value-added embodied in exports for China and Brazil between 2000 and 2014. During this period, China's position as a net CO 2 emissions and net value-added exporter vis-à-vis Brazil deepens. Major sources of increasing embodied CO 2 exports for China were the basic materials and electricity industries and for Brazil were the basic materials, agriculture and mining industries. Estimates of net carbon intensities reveal advantages for China in electronics and for Brazil in agriculture and mining. Structural decomposition analysis shows that the changing consumption in China and Brazil as well as the changing structure of intermediate exports from China to Brazil were important sources of increasing embodied CO 2 emissions. This latter finding was possible due to the method proposed in this paper of decomposing the production structure into the domestic, export and import production structures. This article brings to fore long-standing intricacies and dilemmas in Brazil's and China's international positioning. It reveals the complex discursive repertoires shaping the Brazilian and Chinese sense of Self in the world, in the Global South, and, more particularly, in relation to Africa. It engages with the concept of "liminality" to highlight how constructing South–South relationships and invoking Southern identities have been ambiguous, indeterminate—thus liminal—endeavors in these countries' international affairs. By dissecting their diplomatic and corporate narratives towards Africa, our analysis demonstrates, notwithstanding tensions and contradictions, how Brazilian and Chinese actors have creatively acted upon this liminality to pursue foreign policy goals and economic projects. In doing so, the article stresses the floating, ambiguous nature of powerful constructs such as "South" (and "West"), and binary oppositions between them. It concludes by discussing how a liminality perspective allows us to understand the unfixed and multifaceted nature of roles and identities in international relations. [ABSTRACT FROM AUTHOR]

It is increasingly recognized that various competencies are needed for education systems in the developing world to succeed in fulfilling SDG4. However, reform efforts are often hampered by a lack of conceptual clarity regarding what these competencies are and how they matter. This article fills the gap by developing a comprehensive conception of policy capacity to explain the educational outcomes in two states in Brazil. The comparative case analysis reveals how variations in analytical, operational and political capacity are the differentiating factor behind their variegated reform effectiveness. While these findings put a cautionary note over the viability of copying policy interventions without considering their capacity underpinnings, they also show how a synergized combination of these three dimensions of capacity can lead to remarkable improvement of educational outcomes despite unfavorable socioeconomic conditions. Problems related to gravitational mass movements at the margins of watercourses are present in different parts of the world, but in the Amazon, whose hydrological regime has unique characteristics, and whose socioeconomic situation may be considered underdeveloped, such problems come into sharp focus. Rotational landslides and creeps on the ground are present with high frequency and magnitude in several municipalities in the Western Amazon. Such processes act in association and annually cause significant losses and material damage. In this context, this study proposes the structuring of a decision-making process that aims to assist in the indication of critical areas, as well as proposing possible actions to mitigate risks. The criteria and procedures adopted for risk mapping in a portion of the urban center of Rio Branco-AC are described. Risk was measured, based on the multicriteria analysis of attributes related to the physical, anthropic environment and the characteristics of the processes considered. The hierarchical analysis method was the technique adopted to structure the risk assessment model, which was later integrated into the GIS environment, to allow spatial analysis. Aim To identify and synthesize the national and international literature on forensic nursing in Brazil. Background Forensic nursing is a new specialty to the nursing practice in Brazil, being recognized by the Federal Nursing Council of Brazil in 2011. In 2016, the first forensic nursing specialization programme was authorized in the country. Introduction The implementation of forensic nursing specialty in Brazil marks new possibilities for the nursing practice, making it possible for nurses to develop additional skills to intervene in various situations under the Brazilian Unified Healthcare System. Methods A systematic search of the literature was conducted using the keyword 'Forensic nursing' in combination with 'Brazil'. LILACS, MEDLINE, EMBASE, Scopus and Web of Science databases were searched. Studies were also retrieved from the grey literature. Once literature had been identified, a thematic analysis was undertaken in order to extract themes, which were: establishment of the forensic nursing specialty and its contributions to Brazil and its practical implications. Results Eight manuscripts and 20 studies from the grey literature were included in the final review. Most studies (54%) were literature reviews that indicated forensic nursing as an emerging specialty in Brazil, addressing educational, instructional, communicative or contextual aspects of the specialty in the country. Discussion In the nursing profession in Brazil, few studies exist on forensic nursing and those are limited to short communications. Although most studies address the definition of forensic nursing, others present its implications in various situations such as intimate partner violence, domestic violence, sexual abuse and elder mistreatment. Conclusion and implications for nursing and health policy Despite the study limitations, it provides evidence that forensic nursing has been silently implemented in the country with the need for more evidence-based studies to support its constitution as a specialty in Brazil. Global South perspective rarely reaches the academic vanguard. While they represent over 80% of the world population, the voices from less developed regions often are ignored in academic debate. This fact produces an important disequilibrium in relation to the dissemination of knowledge, sharing of experiences and exchange of thoughts and, consequently, undermines and hinders the development of scientific disciplines. Forensic anthropology is no exception in this trend. The present article brings up the subject of the context of forensic anthropology in Brazil to demonstrate the interconnection of the professional situation of this discipline, its structural and bureaucratic limitations and their effect on the perpetuation of human rights violation. Various aspects of daily practice of forensic anthropology in a context devoid of basic resources generate a setting that affects both the victims and their families. Despite an outstanding performance and dedication of professionals, structural limitations often substantially affect the effectiveness of their service. The present article discusses these aspects in a conceptual framework of the relation between the practice of forensic anthropology and human rights violation. In this research, Brazil serves as a case-study, an intensively studied subject that brings interpretations that can be applied in a broader context. The article aims at opening a broader, international debate that would increase the visibility of the relationship between the practice of forensic anthropology and the structure generating and/or maintaining violence in a specific economic and legislative context especially present in the countries of the so-called global South. The percentage of women who reach the end of their reproductive years without children increased by 40% in Brazil among birth cohorts from 1941–1945 to 1966–1970. This growing trend was accompanied by changes in the composition and association of variables such as education level and conjugal status. This study seeks to analyze the contribution of changes in the composition and rate components (reproductive behavior) to the percentage increase in permanent childlessness in Brazil. The data used was obtained from six birth cohorts (1941–1970) of women aged between 40 and 49 years from the 1991, 2000, and 2010 Brazilian Censuses. The methods used included binary logistic models and a decomposition technique based on logistic regression. Composition and rate components contributed to the percentage increase in permanent childlessness in Brazil, with composition changes having a slightly greater effect. Specifically, more significant effects were due to changes in the composition of women with incomplete primary education and in the reproductive behavior of women who were living or had lived with a spouse. The results of this study indicate a weakening/disconnection of the association between conjugal status and reproduction in Brazil, and an increase in permanent childlessness associated with socioeconomic advantage and women's choices. This is the first study to decompose the associated (rate) and compositional factors to explain the increase in permanent childlessness in a Latin American country. Comparative policy analysis is at the heart of research that attempts to understand how policies travel. Most of the literature on policy transfer had been developed using the empirical background of policies migrating within the Global North or from there to developing countries. Studying policies that migrate within the Global South is relevant from a theoretical perspective, insofar as it allows us to identify new dynamics, agents and mechanisms involved in policy transfers. This article analyzes two Brazilian policies that have been diffused around the globe: The Family Allowance Program and the Food Purchase Program. This research explores how these policies have been internationalized and what conditions have facilitated this process. To explain this movement, we combine the study of individuals, domestic and international organizations, political structures and change. We argue that individuals have been fundamental to internationalizing Brazilian policies. They have benefitted from both national and international structures and organizations that have facilitated the diffusion of policies that they have promoted abroad. Although the recent advancements in critical constructivist IR on political rhetoric has greatly improved our understanding of linguistic mechanisms of political action, we need a sharp understanding of how rhetoric explains foreign policy change. Here we conceptualize a link between rhetoric and foreign policy change by foregrounding distinct dynamics at the regional and domestic institutional environments. Analytically, at the regional level, we suggest examining whether norms of foreign policy engagement are explicitly coded in treaties and agreements or implicit in conventions and practices of actors. And at the domestic level, we suggest examining whether a particular foreign policy issue area is concurrent or contested among interlocutors. In this constellation, we clarify how four different rhetorical strategies underwrites foreign policy change – persuasion, mediation, explication and reconstruction – how it operates, and the processes through which it unfolds in relation to multiple audiences. Our principal argument is that grand foreign policy change requires continuous rhetorical deployments with varieties of politics to preserve and stabilize the boundaries in the ongoing fluid relations of states. We illustrate our argument with an analysis of Brazil's South-South grand strategy under the Lula administration and contrast it against the rhetoric of subsequent administrations. Our study has implications for advancing critical foreign policy analysis on foreign policy change and generally for exploring new ways of studying foreign policies of nonwestern postcolonial states in international relations.
