How did the Treaty of Sèvres (1920) and its clauses offering the Kurds an opportunity for self-determination influence the Turkish nationalism and the worldview of the founding fathers of the Republic? In the light of these questions, this article seeks to understand and explain the inter-dependent relationship between the Kurdish aspirations for self-determination and the making of the modern Turkish state and the Republican mindset in the early twentieth century. In doing so, the global market of ideas and the transnational historical context (e.g. debates over Wilsonian self-determination and nationhood, centralization vs. decentralization) will be taken into account as well as the ruptures and continuities in the Ottoman-Turkish state tradition against the state-seeking nationalisms. Understanding this historical context influenced by the transnational and local societal and political forces would shed light to unpacking the state-minority relations in Turkey in general and the modern Kurdish question in the Middle East in particular.

Under what conditions and why do the state elites change their policies toward nationhood? In this research, I intend to develop a nuanced analytical framework with an aspiration toward a theoretical proposition on the institutional change of state policies toward nationhood. The dissertation takes the cases of imperial citizenship reform in the Ottoman Empire in the mid-nineteenth century, the shift from Ottoman identity to Turkish identity in the first quarter of the twentieth century, and the state promotion of minority languages in Turkey after the 2000s. Methodologically, I carry out a comparative historical research through the analysis of official documents such as constitutions, parliamentary proceedings, and speeches by political leaders. I explore the patterns of change within my proposition of the four ideal-type nationhood structures that states can adopt: hierarchical, asymmetrical, hyphenated, and monolithic. While the dissertation emphasizes the notion of ontological security in terms of the logic of the state elites in revisiting state policies toward nationhood, it explains the conditions under which the policy changes occur by looking at the contingencies of the international context, domestic elite competition, and domestic nonstate actors.

Bu çalışmada, Oslo Barış Anlaşmalarının başarısız olma nedenleri neoklasik gerçekçilik bağlamında incelenmiştir. 5 Haziran 1967'de patlak veren ve İsrail'in zaferi ile sonuçlanan Arap-İsrail savaşı, bölgedeki güç dengesinde köktenci bir değişime neden olmuştur. Değişen statüko ve tehdit algısı nedeniyle bağımsız bir Filistin Otoritesi ortaya çıkmış ve bölgedeki çatışma dinamiğini yeniden şekillendirmiştir. Bunun yanında, 1980'lerde patlak veren uluslararası sistem krizi nedeniyle tehditlerin belirsiz bir hal alması sonucunda, maddi güç kapasitesi bakımından zayıf olan asimetrik tehditler kaynaklarını en üst düzeye çıkarma fırsatı bulmuşlardır. Sonuç itibariyle, 1987'de İntifada patlak vermiştir. Israil içinde ekonomik ve güvenlik krizleri ortaya çıkmıştır. Bunun yanında, Ortadoğu'da yükselişe geçen radikal devletler ve onların devlet-dışı çevre aktörleri, Israil'in güvenliğine doğrudan tehdit oluşturmuşlardır. En önemlisi, Soğuk Savaş'ın sona ermesi ile birlikte değişen dünya düzeni, İsrail'in işgal ettiği toprakları yönetemeyeceği gerçeğini ortaya çıkarmıştır. Tehdidin dengelenmesini sağlamak veya çeşitlenmesini engellemek adına başta sistemsel olarak ve sonrasında iç dinamikler yolu ile İsrail barış görüşmelerine teşvik edilmiştir. 1993'de Prensiplerin Deklarasyonu ve 1995' de Oslo II Anlaşması Israil ve Filistin arasında imzalanmıştır. Filistin Otoritesi, İsrail tarafından meşru bir aktör olarak kabul edilmiş ve barışa olan inanç güçlenmiştir. Lakin, 1995' de Yitzhak Rabin' in suikasta uğraması süreci dondurmuştur ve Likud partisinin iktidara gelmesi ile birlikte süreç çıkmaza girmiştir. The purpose of this study is to examine the reasons for the failure of the Oslo peace process (1993-1995) through the neoclassical realist framework. After the 1967 war, Israel's triumph manufactured substantial turmoil in the balance of power and threat perceptions. A separate Palestinian Authority emerged due to the changing status quo, and new-born identity reshaped the dynamics of Arab-Israeli conflict. In the 1980s, the international system crises erupted in which threats became murky, and relatively weaker —non-states— actors found great opportunity to maximize their material capabilities. Subsequently, the intifada erupted in 1987, and the Palestinians threatened Israeli existence in the occupied territories as well as inside the green line. The transition period in the international system and the escalation in radical threats revealed the fact that Israel could no longer rule the occupied territories. At the end of the cold war, the US launched a `new world order` based on her hegemony in world politics. With the broad support of the US, the Declaration of Principles in 1993 and the Oslo II Agreement in 1995 were signed between Israel and Palestine. However, the assassination of Yitzhak Rabin caused a deadlock in the Oslo Accords. In the light of evidence, the limited international pressures, and unbalanced relative material power of the parties resulted in the fragmentation of the Oslo peace process. Temporarily, the peace process persevered due to explicit intervention by leaders, yet permanently, systemic factors became the foremost determinant of the process and ultimately led to its collapse. 155

İslami silahlı grupların Ortadoğu'da 2000'li yıllardan sonra yükselişi, özellikle Irak ve Suriye'de zorlu bir mesele haline gelmiştir. Amerika'nın 2003'de Irak'ı işgali ve Arap Baharı süreci bu gruplar tarafından doldurulan benzeri görülmemiş bir güç boşluğuna yol açmıştır. The rise of the Islamic armed groups in the Middle East after the 2000s has become a challenging issue, especially in Iraq and Syria. The American invasion of Iraq and the Arab Spring process led to an unprecedented power vacuum that was filled by those groups. These significant turning points could provide opportunities for those groups, however, the problematic role of nationalism in Iraq and Syria which stemmed from the era of Hafez Assad and Saddam Hussein was critical at that point due to the failure of creating an inclusive national identity based on citizenship.On the other hand, different from the old organizations, the new tactics which were adopted by the Islamic armed groups that rose in Iraq and Syria, caused the increase of their power. The incorporation of social services on a broader scale and use of strategic violence rather than an all-out-war led to the advance of their mobilization power among their supporters.This thesis analyses the current rise of Islamic extremism by comparing it with nationalism in the period Hafez, Hussein and subsequent. Findings show that because of the failure of inclusive national politics and new methods of the Islamic armed groups have been caused the rise of extremism. 89

Son yıllarda ve özellikle Ahmedinecad (2005-2013) döneminde Türkiye-İran ilişkilerinde önemli gelişmeler kaydedildi. Her iki ülkenin birbirine karşı sergilediği tutumlardaki bu değişim nasıl açıklanabilir? Bu tez, Ahmedinecad döneminde Türkiye-İran ilişkilerindeki genişleme nedenlerini analiz etmekte ve Türkiye ile İran arasındaki etkileşimleri ve Ahmedinecad başkanlığı sırasında politik ilişkilere etki eden faktörleri araştırmaktadır. Bu tezde, Suriye ve Irak'taki kriz dahil önemli jeopolitik faktörler, bölgesel ve bölgelerarası etkileşim ve anlaşmazlık, ekonomik etkileşim ile dini meseleler ve bunların ülkeler arasındaki ilişkilerdeki rolü tartışılmaktadır.Genel olarak bu tez, Türkiye ile İran arasındaki yakınlaşma konusuna değinmenin gerekliliğini ve her iki ülkenin çıkarlarını açıklama yollarını incelemektedir. Ekonomik ve kültürel ilişkilerin yakınlaşma üzerindeki etkisi, bu faktörleri inceleyerek ikili ilişkileri etkileyen olumlu ve olumsuz noktaları açıklamaktadır. In recent years and especially during the presidency of Ahmadinejad (2005-2013) significant developments have been established in Turkish-Iranian relations. How can such a change in the attitude of both countries toward each other be explained? This thesis analyzes the reason for the expansion of Turkish-Iranian relations during the Ahmadinejad era and investigates the interactions between Turkey and Iran, and the factors affecting their political relations during the presidency of Ahmadinejad. Within this thesis; important geopolitical factors, including the crisis in Syria and Iraq, interaction and conflict between regional and trans-regional influences, economic interaction and religious issues and their role in relations between the two countries are being examined.Generally, this thesis examines with recognizing the necessity of addressing the issue of convergence between Turkey and Iran and ways of explaining the interests of both countries. The impact of economic and cultural relations on convergence explains positive and negative points affecting bilateral relations by examining these factors. The thesis through the lens of economics to diplomacy and international relations and examination of the history of bilateral relations and competition between the two countries argues that the best and most effective strategy to achieve convergence between Turkey and Iran has been an economic solution. 94
