As highly social animals, Indo-Pacific humpback dolphins (Sousa chinensis) exhibit community differentiation. Nevertheless, our understanding of the external and internal factors influencing these dynamics, as well as their spatiotemporal variations, is still limited. In the present study, variations in the social structure of an endangered Indo-Pacific humpback dolphin population in Xiamen Bay, China, were monitored over two distinct periods (2007–2010 and 2017–2019) to analyze the effects of habitat utilization and the composition of individuals within the population. In both periods, the population demonstrated a strikingly similar pattern of social differentiation, characterized by the division of individuals into two main clusters and one small cluster. Spatially, the two primary clusters occupied the eastern and western waters, respectively, although the core distribution area of the eastern cluster shifted further eastward between the two periods. Despite this distribution shift, the temporal stability of the social structure and inter-associations within the eastern cluster remained unaffected. A subset of 16 individuals observed in both periods, comprising 51.6% and 43.2% of the population in each respective period, emerged as a foundational element of the social structure and may be responsible for sustaining social structure stability, especially during the 2007–2010 period. These observations suggest that the composition of dominant individuals, an internal factor, had a more substantial influence on the formation of the social network than changes in habitat use, an external factor. Objective: The purpose of this study was to develop and validate the Transcendent Beliefs Scale (TBS). We defined transcendent experiences as an experience of unity with others and the whole of existence, which is associated with behavioural, cognitive, emotional, and transcendental factors. Our aim was to develop a very brief instrument that accurately reflected the phenomenology of transcendent states. Method: The factor structure, validity, and reliability of the TBS were assessed across a sample of university students and energy therapy practitioners (N = 305). Results: With respect to convergent validity, we found that transcendent experiences were positively correlated with daily spiritual experiences, trait hope, and meaning in life. Discriminant validity was demonstrated through a negative weak relationship to narcissistic personality traits. Exploratory factor analysis reduced the scale to 12 items and a two-factor model was found to fit the data. Conclusion: The results indicate that the TBS is a valid and reliable scale to measure transcendent beliefs in the general population. There is a mystery surrounding the disappearance of short-finned pilot whales (Globicephala macrorhynchus) from southern California. This species was very common in these waters through the early 1980s, with an apparently seasonally-resident population centered around Santa Catalina Island in the Southern California Bight. From 1980-1985, pilot whale numbers off Catalina Island declined dramatically, and they eventually disappeared. One theory has been proposed for this phenomenon, suggesting that a strong El Nino event in 1982/83 resulted in a failure of their main prey, market squid (Doryteuthis opalescens), which lead to their departure. However, we argue that previously underestimated impacts from fishery by-catch and other anthropogenic effects may have actually been the primary driver. Information from diverse sources show that from the 1950s to 1980s, pilot whales were subject to extensive by-catches in purse-seine nets, lampara nets, and oceanic driftnets, as well as intentional shooting by fishermen, and live-captures for the aquarium industry. As a result, dozens of animals may have been removed in some years. From 1952 to 2014, we have documented no less than 232 individuals removed from southern California, with >52% through known anthropogenic factors. If these removals primarily affected the Catalina Island 'residents', they would have had a severe impact on that population. Describing feeding habits of cetaceans is crucial to understanding their feeding strategies and conservation status. Here, both morphological and molecular techniques were employed to identify the stomach contents of 122 finless porpoises (Neophocaena spp.) in the East China Sea for insight into their short-term feeding habits, and stable isotopes of [delta][sup.13]C and [delta][sup.15]N were used to analyze prey resource use and trophic position as a manifestation of their long-term feeding habits. In total, 33 prey species consisting of 19 teleosts, seven crustaceans, five cephalopods, and two gastropods were identified. In both short- and long-term analyses, teleosts represented primary prey, cephalopods and crustaceans were secondary prey, and gastropods were occasional prey; but the primary prey species composition differs between the short- and long-term diets. The composition of stomach contents showed sexual and age-related variation. This finding is supported by stable isotopic analyses, which indicated the separation of trophic position of adult males, adult females, and young males. In general, finless porpoises prey on species that are primarily caught by fisheries. Two species of sea lions occur in the inland waters of Washington State: the California sea lion (Zalophus californianus) and the Steller sea lion (Eumetopias jubatus). Both species breed elsewhere, but they typically move into Puget Sound and adjacent waters of the Salish Sea from autumn through spring. There is a need for information on their current abundance and seasonal use patterns as both species prey heavily on threatened/ endangered stocks of salmon and steelhead trout (Oncorhynchus spp.), and empirical abundance estimates of these species are lacking for inland Washington waters. From 2013 to 2016, we conducted 39,399 km of aerial surveys for marine mammals in this area, sighting 255 groups of sea lions. We used a subset of 7,841 km of effort and 165 sea lion sightings made during surveys in good sighting conditions to estimate in-water abundance using line-transect methods. Historical tagging data collected in Pacific Northwest waters were used to evaluate the proportions of time that each species spent on land and conducting dives, and then to develop correction factors to derive total abundance for both sea lion species, providing the first empirical abundance estimates for these waters. We estimated that between 33 and 442 California sea lions were found in Puget Sound/ Hood Canal in different seasons, with nearly 3,000 being found in the broader inland Washington waters in the peak season (spring). Steller sea lions occurred in much smaller numbers, with a peak of 219 animals in Puget Sound/Hood Canal/Strait of Juan de Fuca in autumn (and possibly as many as 600 to 700 in the entire study area). While some estimates suffer from low precision, this study demonstrates that substantial numbers of sea lions use waters of the study area throughout much of the year. Our results provide an important step toward a better understanding of these two species in the inland waters of Washington, as well as their potential effects on protected salmonid prey species. The United States Exploring Expedition of 1838–1842, in some ways, represents the beginning of American marine mammal biology. The expedition returned home with information on at least twelve marine mammal specimens (mostly small cetaceans or pinnipeds), seven of which were considered new species at the time. Commanded by Lieutenant Charles Wilkes, the expedition covered over 80,000 miles, surveyed new waters and lands, and brought back thousands of scientific specimens. Official publications of the expedition by Titian Peale and John Cassin cover the birds and mammals collected. The squadron's publications, and the journals of its officers and scientists also contain a good deal of information about sightings of marine mammals. Of particular interest were whaling operations and grounds, and the expedition did much to help expand the whaling prospects of the United States around the globe, with a focus on the South Pacific islands. The title of Perrin's presentation was, "The problem of porpoise [= dolphin] mortality in the U. S. tropical tuna fishery" (Perrin, [5]). Bill invited Louella the following year to attend the IWC gill net meeting in La Jolla in 1991 (Perrin et al., [15]) where she presented the bycatch data she gathered from gill net fisheries in the Philippines. Besides being the first person to alert the world to the massive kills of dolphins that were happening in the eastern tropical Pacific tuna fishery in the 1960s, decades later Bill created a compilation of the thousands of documents related to the controversy, along with a searchable bibliography (Perrin, [9]). Bill's critical early research on oceanic dolphins brought world attention to the longstanding and growing problem of incidental mortality of cetaceans in fisheries, but it was also transformative given the huge and enduring impact it had on cetacean science. Despite the fact that cetaceans provide significant ecological contributions to the health and stability of aquatic ecosystems, many are highly endangered with nearly one‐third of species assessed as threatened with extinction. Nevertheless, to date, few studies have explicitly examined the patterns and processes of extinction risk and threats for this taxon, and even less between the two subclades (Mysticeti and Odontoceti). To fill this gap, we compiled a dataset of six intrinsic traits (active region, geographic range size, body weight, diving depth, school size, and reproductive cycle), six environmental factors relating to sea surface temperature and chlorophyll concentration, and two human‐related threat indices that are commonly recognized for cetaceans. We then employed phylogenetic generalized least squares models and model selection to identify the key predictors of extinction risk in all cetaceans, as well as in the two subclades. We found that geographic range size, sea surface temperature, and human threat index were the most important predictors of extinction risk in all cetaceans and in odontocetes. Interestingly, maximum body weight was positively associated with the extinction risk in mysticetes, but negatively related to that for odontocetes. By linking seven major threat types to extinction risk, we further revealed that fisheries bycatch was the most common threat, yet the impacts of certain threats could be overestimated when considering all species rather than just threatened ones. Overall, we suggest that conservation efforts should focus on small‐ranged cetaceans and species living in warmer waters or under strong anthropogenic pressures. Moreover, further studies should consider the threatened status of species when superimposing risk maps and quantifying risk severity. Finally, we emphasize that mysticetes and odontocetes should be conserved with different strategies, because their extinction risk patterns and major threat types are considerably different. For threatened marine megafauna, such as the Indo‐Pacific humpback dolphin (Sousa chinensis), sound conservation planning should aim to ensure demographic and ecological persistence of populations. One method to address this challenge is through ecosystem‐based conservation planning (ECP) based on threatened marine megafauna distribution, biodiversity richness, and ecosystem functionality.ECP exercises for the Indo‐Pacific humpback dolphin in Chinese and adjacent northern Vietnamese waters were conducted based on the Indo‐Pacific humpback dolphin distribution, Hill‐2 biodiversity index, and marine net primary productivity. Habitat protection priorities were scored using the program MARXAN and were used to identify special areas for conservation (SACs) for the Indo‐Pacific humpback dolphin.To ensure the minimal risk of local extinction, the SACs enclosed a total of 26,858 km2 of waters, accounting for 49.9% of core habitats of the Indo‐Pacific humpback dolphin and 24.3% of the IUCN Red List species in the study region. To enclose 30% of biodiversity richness and ecosystem functionality, a total of 40,179 km2 SACs was required.In the context of threatened marine megafauna conservation, megafauna distribution can be used to highlight focal areas, while information on biodiversity richness and ecosystem functionality should be factored in. Using surrogates with different ecological niches would be a better tactic to ensure sufficient protection coverage by minimizing the omission bias.The conservation of threatened marine megafauna in coastal and estuarine waters shares similar objectives with global marine biodiversity conservation. The challenges to conduct ECP exercises come from data scarcity and poor data quality in representing distributions of biodiversity features. A certified open‐access database that shares survey effort, occurrence, population density, and habitat mapping at national and local scales is recommended. The inland waters of Washington State are inhabited regularly by 10 species of marine mammals. Updated and comprehensive information regarding marine mammal occurrence, distribution, and behavior in the area is critical when addressing local anthropogenic impact, management, and conservation concerns. We conducted a total of 16,198 km of observation effort during systematic line-transect surveys from a high-wing, twin-engine airplane throughout Puget Sound in all 4 seasons during 2013 to 2016, and in the Strait of Juan de Fuca and San Juan Islands area during summer 2014 and spring 2015. Ten marine mammal species were confirmed across 5772 groups of an estimated 10,673 individuals sighted, including some seasonal patterns of occurrence. The most commonly sighted species in terms of individuals were Harbor Seals (n = 8012), Harbor Porpoises (n = 2168), California Sea Lions (n = 238) and Steller Sea Lions (n = 77). The most common behavior states documented across species among the total 5670 groups were rest (73%) and medium travel (16%); probable foraging was observed among 13 groups (0.2%) and included Gray Whale foraging pits in tidal mudflats. Potential behavioral reactions to the aircraft were rare (0.3% of total individuals), primarily by Harbor Seals and Harbor Porpoises. Results of these surveys represent the most comprehensive up-to-date information available on marine mammal occurrence, distribution, and behavior across seasons in the Puget Sound region. In Chinese and South‐east Asian waters, the coastal and estuarine environments are important habitats for the Indo‐Pacific humpback dolphin (Sousa chinensis). Coastal and estuarine maritime engineering (CEME), including land reclamation, embankment or shoreline armouring, harbour construction and marine farming, permanently changes coastal environments and threatens the long‐term persistence of marine biota and ecosystems. Such impacts on humpback dolphin viability, however, are rarely discussed.Likely core habitat of the humpback dolphin was extrapolated based on present understanding of habitat characteristics, which is much narrower than present data describing the species' range. Some uninvestigated habitats near densely populated landscapes may be prone to intense CEME impacts.CEME impacts compromise humpback dolphin survival through habitat loss, population fragmentation, alteration of ecological regimes and deterioration of ecosystem functionality. A 30% loss of core habitat can catastrophically reduce the population viability of this species. The best strategy to avoid CEME impacts on humpback dolphin viability is to adopt a conservative planning regime from the outset.To inform habitat protection planning, current and past habitat configuration and habitat characteristics of the humpback dolphin can be clarified by systematically designed surveys, local ecological knowledge investigation, long‐term satellite remote‐sensing data and species distribution modelling exercises. Sound habitat protection planning includes mapping hierarchical marine protected area (MPA) networks using spatial planning algorithms and carefully examining CEME impacts from an ecosystem perspective.To prevent inappropriate CEME planning, the inclusion of citizen science, local community participation, marine environmental education and effective information delivery is proposed. Questions relating to the proposed areas of habitat loss, the extent of environmental change and the status of population–habitat viability under the scenario of CEME impacts are proposed in order to examine and re‐examine the environmental impacts of any CEME project. South Asian river dolphins (Platanista gangetica) are among the most endangered of the world's cetaceans. The two subspecies in the family Platanistidae, Indus, and Ganges river dolphins (P. g. minor and P. g. gangetica), are both threatened by dams and barrages, declining river flows, fisheries bycatch, and pollution. We examine differences in external and skull morphology between dolphins in each river system to clarify their taxonomic status. Skulls from each river system could easily be differentiated using diagnostic differences in the shape of the frontal bones behind the nasals. This feature was present in all individuals irrespective of size, age, and sex. Ganges river dolphins are sexually dimorphic with females larger than males, but there was no evidence of dimorphism in the small sample of Indus river dolphins. There were no mitochondrial DNA haplotypes shared between the two river systems, and five fixed differences suggested a long‐term (approximately 0.55 million years) absence of gene flow. Diagnosable differences in morphological and genetic characteristics indicate long‐term reproductive as well as geographic isolation of Indus and Ganges river dolphins. We conclude that Indus and Ganges river dolphins should each be recognized as distinct species, and elevate the Indus subspecies, Platanista gangetica minor, to species level, Platanista minor Owen, 1853. Harbor seals (Phoca vitulina richardii) in the inland waters of Washington were reduced by predator control programs in the twentieth century, but stocks have rebounded since being protected in the 1970s. Three management stocks are recognized, but there is little information on their current abundance. We conducted 38,431 km of aerial line-transect surveys throughout the range of these stocks in 2013–2016, sighting a total of 4,678 groups of harbor seals. Line-transect analysis with Beaufort sea state as a covariate provided estimates of the number of seals in the water. We then incorporated tagging data from 15 instrumented seals to develop correction factors, both for seals missed in the water while diving, and those that were on shore. Tagging data were modeled with generalized linear mixed models to provide estimates of the proportions diving and hauled out. After applying these correction factors, we estimated that the Hood Canal stock contained 1,368 seals (CV = 16.8%), the Southern Puget Sound stock contained 1,976 seals (CV = 20.5%), and the Washington Northern Inland Waters stock contained 7,513 seals (CV = 11.5%). This study presents a non-traditional approach to estimating the size of Washington inland waters harbor seal stocks, which may also be applicable to other species for which survey and tagging data are available. The purpose of this note is to retain five names of small cetaceans--Delphinapterus leucas (Pallas, 1776) for the beluga whale, Tursiops truncatus (Montagu, 1821) for the common bottlenose dolphin, Lissodelphis borealis (Peale, 1849) for the northern right whale dolphin, Cephalorhynchus eutropia (Gray, 1846) for the Chilean dolphin, and Inia geoffrensis (Blainville in Desmarest, 1817) for the Amazon river dolphin--that are each threatened by synonyms that antedate their currently used names. In each case, the earlier name has rarely or never been used in the past 120 years, and its resurrection as the valid name for these species would threaten stability. Prevailing usage must be maintained to favor stability over priority in accordance with Article 23.9 of the International Code of Zoological Nomenclature. I request that in each case listed, the designated junior synonym be henceforth considered a nomen protectum (and thereby continue to be used as the valid name for the relevant taxon) and that each of the indicated senior synonyms be treated as a nomen oblitum (i.e., forgotten name). The most important determinant of whether I T. cymodoce i has nomenclatural priority over I T. gephyreus i is whether the former's holotype specimen is a member of the accepted coastal subspecies ( I T. t. gephyreus i ). If the I T. cymodoce i holotype belongs to the nominate subspecies ( I T. t. truncatus i ), then it can be rejected and I T. t. gephyreus i would be maintained as the senior name for the coastal subspecies. An important component of describing or resurrecting species or subspecies is correct nomenclature. Speciation is a fundamental process in evolution and crucial to the formation of biodiversity. It is a continuous and complex process, which can involve multiple interacting barriers leading to heterogeneous genomic landscapes with various peaks of divergence among populations. In this study, we used a population genomics approach to gain insights on the speciation process and to understand the population structure within the genus Sousa across its distribution in the Indo-Pacific region. We found 5 distinct clusters, corresponding to S. plumbea along the eastern African coast and the Arabian Sea, the Bangladesh population, S. chinensis off Thailand and S. sahulensis off Australian waters. We suggest that the high level of differentiation found, even across geographically close areas, is likely determined by different oceanographic features such as sea surface temperature and primary productivity. To date in Sri Lankan waters, there has been limited research on Killer Whales. These animals have been recorded almost all around the island, except in the northernmost waters and in Palk Bay. The highest observed concentrations are from the northeastern, south/southwestern and northwestern coastal waters of Sri Lanka. These have come from both opportunistic observations and dedicated scientific surveys. Seasonal trends in sightings in some locations suggest fairly consistent occupancy. Transient Killer Whales have been documented attacking/killing Sperm Whales from many geographic locations around the world. To date, there is only one published account of Killer Whales feeding in Sri Lankan waters. Our paper presents, for the first time, field observations of Killer Whales preying upon superpods of Sperm Whales in the waters off the Kalpitiya Peninsula (eastern half of the Gulf of Mannar), northwestern Sri Lanka. Robust population size estimates are essential for informing population conservation status. Residency dynamics show population habitat use through time. Population size of Indo‐Pacific humpback dolphins (Sousa chinensis) has been extensively investigated in Chinese waters, but their residency dynamics are rarely known. Mark‐recapture analysis based on photo‐identification records was applied to humpback dolphins in the Dafengjiang River Estuary habitat, one of the key habitats in the northern Beibu Gulf, China. Movement analyses based on lagged identification rate indicated the humpback dolphins spent, on average, 78.5 days inside and 46.9 days outside the survey area. Within the study area, the humpback dolphin abundance was 83 identifiable dolphins. A total of 353–430 humpback dolphins, estimated by POPAN modeling, were involved in this fluid habitat‐use dynamic. Robust Design analysis showed strong seasonality in humpback dolphin abundance and emigration probability, implying a movement‐ and habitat‐use pattern likely associated with spatiotemporal distribution of oceanographic characteristics and prey occurrences. Population surveys and conservation measures currently conducted in Chinese waters seldom consider seasonality in movements between habitat patches, which can be addressed by genetic analyses across habitats and cross‐matching photo‐identification records among neighboring habitats. From October 2011 to May 2012, we conducted the first marine mammal surveys of Okinawan waters, using line-transect vessel surveys and passive acoustic monitoring (PAM). We obtained 913 km of visual survey effort, and 1,039 cumulative hours of PAM data from around the island. Only a single on-effort sighting was made (of two common bottlenose dolphins [Tursiops truncatus]) during visual surveys, and acoustic detection rates were generally low, with the exception of humpback whale (Megaptera novaeangliae) observations during their winter/spring breeding season. The apparent low density of at least some marine mammals observed in Okinawan waters may be due to the depletion of coastal populations. We believe this could result from many decades of heavy and largely-uncontrolled hunting of small cetaceans in waters around the island. [ABSTRACT FROM AUTHOR]

Habitat configuration is an important baseline to delineate protected area design, refine impact mitigation measures and define habitat protection plans for threatened species. For coastal delphinids, outlining their habitat configuration becomes a real challenge when faced with large distribution ranges that straddle international borders, leaving broad information gaps in uninvestigated areas.This study projected likely habitats of Indo‐Pacific humpback dolphins, Sousa chinensis, in the Beibu Gulf (Gulf of Tonkin) based on occurrence data and remotely sensed oceanographic characteristics. Net primary productivity was derived to measure the ecosystem service of humpback dolphin habitats.Bathymetry and chlorophyll‐a concentration are major variables contributing to humpback dolphin habitat configuration, which is characterized by shallow water depth and high primary productivity. Three major, likely habitats were identified in the northern Beibu Gulf from western Leizhou Peninsula to the China–Vietnam border, western Gulf of Tonkin from the Red River estuary to the central coast of Vietnam, and south‐western Hainan Island. Less than 9% of likely habitats are currently protected by marine protected areas.Affinity to high primary productivity and shallow depths implies that prey abundance and foraging efficiency influence habitat selection by Indo‐Pacific humpback dolphins. Anthropogenic activities potentially altering oceanographic characteristics may impact regional marine ecosystem functions, and hence habitat configuration.Habitat protection actions for Indo‐Pacific humpback dolphins include implementing coordinated and systematic surveys in major habitats, associating core habitat protection with protected area networks and maritime function zoning, ensuring ecosystem function integrity within major habitats, and reducing both explicit lethal impacts and implicit anthropogenic impacts from activities that change oceanographic features. The habitat protection plan should not only consider marine habitats, but also adjacent coastal landscapes and river catchments. This requires coordination, collaboration and information sharing between scientific research teams, government policy representatives, non‐governmental organizations, local communities and other interested stakeholders. Within the past several decades, Indo-Pacific humpback dolphins (Sousa chinensis) in Hong Kong have gone from being virtually unknown to being probably the best-studied dolphin population in Southeast Asia. Essentially nothing was known of their status prior to 1993, but they are now understood to be part of a large population (> 2,000 individuals) that inhabits the Pearl River Estuary of southern China. Approximately 130 to 200 dolphins occurred within Hong Kong's boundary in the late 1990 and early 2000s, but the numbers have declined since then, with currently only about 65 to 70 dolphins found within the region at any one time. Despite an ambitious management scheme by the Hong Kong Agriculture, Fisheries, and Conservation Department, mostly involving Hong Kong's Environmental Impact Assessment (EIA) legislation, the dolphins appear to be at risk locally. A series of recommendations are hereby made to encourage improved management of these animals and include (1) management at the population level; (2) better assessment of cumulative impacts; (3) protection of critical habitat, especially along the west coast 01 Lantau Island; and (4) management with "teeth." If these suggested approaches are vigorously followed, I remain optimistic about the future of humpback dolphins in Hong Kong. Historical data show us that these animals can indeed recover from anthropogenic impacts but only if important habitat areas receive better protection than they are getting at present. The survival rate and population size of Indo‐Pacific humpback dolphins (Sousa chinensis) in Xiamen, China, were estimated from vessel‐based surveys during 2007–2010. Over the course of 202 d (881.1 observation hours), 76 groups were observed, and 52 dolphins were successfully identified. The Cormack‐Jolly‐Seber model estimated a constant apparent survival of 0.948 (95% CI: 0.922–0.966). Based on the open/POPAN model, the population size was estimated at 70 individuals (95% CI: 63–88). To explore the effect of uneven yearly survey effort, we pooled the data with seven sampling occasions with similar effort. This data set generated similar results of a constant survival of 0.957 (95% CI: 0.918–0.978) and population size of 72 (95% CI: 65–88). The small population size of the Xiamen humpback dolphins satisfies the Critically Endangered criterion of IUCN (D), and emphasizes urgency of the need for protection of the population. Improved monitoring efforts should be focused on enhancing our understanding of current status and evaluating impacts of all anthropogenic activities. 1. Coastal and estuarine waters are important ecosystems with high primary and secondary productivity, but they are prone to the impacts of habitat loss caused by anthropogenic activities. For species exclusively inhabiting coastal and estuarine waters, such as the Indo-Pacific humpback dolphin, Sousa chinensis, irreversible habitat loss can have dramatic implications for population viability. 2. A Landsat image database was used to determine the extent of coastal changes along the northern Beibu Gulf, where a large humpback dolphin population is found. The results were compared with the standardized sighting gradient (SPUF) determined from a questionnaire survey of fishermen and likely core habitats identified by application of a global digital elevation model. 3. Both SPUF and likely core habitat results indicated a continuous distribution of the humpback dolphin along the northern Beibu Gulf. Landsat images revealed that 129.6 km² of coastal waters were permanently lost in the past 40 years, 60 km² within the likely core habitats. Although this may be considered small, the impact of such habitat loss could be substantial in some local habitats. 4. The humpback dolphin population in the northern Beibu Gulf should be regarded as one management unit, with two or more social subunits. Immediate systematic surveys are needed to fill information gaps on true distribution range and habitat-use patterns. 5. Habitat protection actions for dolphins in the northern Beibu Gulf should include both core and linking habitats, including enacting protected areas in core habitats, mitigating anthropogenic impacts in likely habitats, restoring both coastal waters and surrounding landscape quality, effective treatment of industrial sewage discharge, and comprehensive environmental impact assessments for the planning of coastal development projects.
