Facing the dual background of risk society and the fourth scientific and technological revolution, digital emergency management (DEM) research has attracted wide attention worldwide. Based on the comparative analysis of data from Web of Science (WOS) and China National Knowledge Infrastructure (CNKI) databases, the research draws the knowledge map by CiteSpace, in order to analyse the spatiotemporal distribution, hotspots, and trends of DEM research. The following are the results: (1) DEM research shows a spiral growth, with a significant increase in the number of papers. Existing highly cited references are mainly carried out from the perspective of management or technology. (2) The complex countries' cooperation network has been formed from the USA, China, and other countries; the complexity of the institutions' cooperation network must be strengthened, and the density of the authors' cooperation network is low; DEM research has significant interdisciplinary attributes. (3) The hotspots of DEM research can be divided into three categories: means, processes, and objects, but the research emphases between international and China are different. (4) The evolution of DEM research can be divided into three stages between international and China: embryonic, development, and deepening stages, and research contents in each stage show some differences. (5) The trends of DEM research between international and China are different. Train station delay prediction is always one of the core research issues in high-speed railway dispatching. Reliable prediction of station delay can help dispatchers to accurately estimate the train operation status and make reasonable dispatching decisions to improve the operation and service quality of rail transit. The delay of one station is affected by many factors, such as spatiotemporal factor, speed limitation or suspension caused by strong wind or bad weather, and high passenger flow caused by major holiday. But previous studies have not fully combined the spatiotemporal characteristics of station delay and the impact of external factors. This paper makes good use of the train operation data, proposes the multiattention mechanism to capture the spatiotemporal characteristics of train operation data and process the external factors, and establishes a Multiattention Train Station Delay Graph Convolution Network (MATGCN) model to predict the train delay at high-speed railway stations, so as to provide references for train dispatching and emergency plan. This paper uses real train operation data coming from China high-speed railway network to prove that our model is superior to ANN, SVR, LSTM, RF, and TSTGCN models in the prediction effect of MAE, RMSE, and MAPE. With the development of The Times, social events are increasing, and emergency management has gradually become the main helper to solve the crisis in the public domain. By observing the current situation of many countries and regions, we can find that various types of public crises often occur in many countries and regions in the world, which have severely affected people's daily life, lives, and property. Through long-term research and analysis, it can be known that the emergency management mechanism currently established in China has certain shortcomings. The communication problem of emergency information is likely to cause the emergency work to not proceed smoothly. In addition, problems in the communication channels of emergency information are likely to cause problems in the cooperation of various departments when people carry out emergency management work, and the efficiency of the government in dealing with problems will also be reduced in real scenarios. In order to improve the efficiency of emergency information management, this paper aims at the various problems existing and facing in the construction of emergency management system. On this basis, the integration of various relevant emergency information management plan models is analyzed and sorted out, and based on the research and integration of the development of artificial intelligence algorithms. The main research results of emergency information management at home and abroad are comprehensively studied and evaluated. Finally, a QG algorithm based on more model fusion is developed. In the process of analysis, this article uses artificial intelligence algorithms to build a prediction model of multiple modes and collects the data needed to build the model by random extraction. Through the analysis of different data sets, it is used as the basic training data for prediction. Meteorological disasters have brought a great negative impact on people's lives. With the rapid development of modern science and technology, the detection technology of meteorological disasters has been continuously improved. At present, satellite remote sensing detection technology has made gratifying achievements, and it has a good application in meteorological disaster prediction. In this paper, the application of satellite remote sensing technology in the process of meteorological disaster monitoring is discussed in depth. In traditional work, the accuracy and timeliness of meteorological disaster monitoring is the key and difficult point of meteorological disaster prevention. Using satellite telemetry to monitor meteorological disasters can effectively improve the accuracy and timeliness of meteorological disaster monitoring, provide reasonable solutions and decision-making basis for meteorological disaster prevention, and achieve the purpose of disaster prevention and mitigation. This paper introduces the basic principle, technical system, and important role of satellite remote sensing technology, expounds on the application of satellite remote sensing technology in the monitoring of agricultural meteorological disasters such as water, drought, freezing, and hail, and provides a scientific reference for farmers, agricultural sustainability, and agricultural decision-making. The continuous development of our country's modern social economy has put forward higher requirements for agricultural production. With the progress of the industrial revolution and the development of modern science and technology, China's urbanization process has been promoted. Urban and rural economic and social construction has greatly improved the local appearance and social structure. Human activities and natural ecology have affected the whole geological-ecological process, further aggravated the geological-ecological damage, and caused more serious geological disasters, especially in some places (especially in mountainous areas). In recent years, strong geological disasters have occurred in Wenchuan, Yushu, and Lushan regions of China, which not only seriously endanger the life safety and social life of the affected people, but also damage the geological-ecological structure and social functions of the region, especially in the geographically sensitive Alpine urban areas. It also produced many secondary disasters, such as landslides and land collapses. Mountainous cities and towns have special requirements for construction land, which is difficult to construct. Industrial land resources are in short supply, urban and rural comprehensive construction land is not active, and cultivated land area resources are tight. Compared with plain towns with superior geological conditions, mountain towns are more vulnerable to adverse geological environment such as geological ecology, landform, ecological vegetation, and hydrology. The geographical natural environment, as an organic whole that combines and interacts with the geomorphic natural environment, the biological-ecological environment, and the human social management environment, is the main reason that affects the development of mountain towns. Once the mountain geological ecology is destroyed, a series of geological disasters will often be induced, which will seriously restrict the healthy development of mountain towns. Scientific management of the geological environment plays an important role in the assessment of the geological environment restoration of mountain towns after disasters. Therefore, taking the most beautiful counties in China, Baoxing City, and Tianquan County as examples, on the basis of studying the complex geological-ecological theory of geological disasters, this paper further improves the traditional ecological footprint model in China, and using the interval direct fuzzy information constructs the metric index of ecological restoration scheme of mountain towns, and determines the evaluation index and optimal scheme of ecological restoration. From the aspects of landscape layout construction, disaster prevention and mitigation planning and improvement, and environmental restoration project, the future geoecological restoration and response strategy of Lushan County are pointed out, which provide guidance for the postdisaster geoecological safety layout construction. In order to study the law and mechanism of fault activation induced by deep continuous mining, this paper takes the fault activation caused by underground mining of Shizishan Copper Mine as the research object. On the basis of field investigation and theoretical analysis of fault activation, the law and mechanism of fault group activation induced by deep continuous mining in the Shizishan mining area are analyzed in detail based on the three-dimensional discrete element method software 3DEC. The results show that the fault effect of rock movement in the footwall of the main orebody in the mine area is obvious. The en echelon steep dipping fault group in the footwall of the goaf will move each fault block in the direction of the goaf and slip along the fault plane when the balance between mining and gravity is disrupted. The fault activation has a domino effect in time and space, and the mechanism of this effect is revealed. The research results have great significance for the deep mining area development, mining alignment arrangement, and disaster prevention and control caused by fault activation. In recent years, with the continuous expansion and development of cities, urban population has become more and more dense. At present, there are few researches on community emergency evacuation management system in China. Therefore, the establishment of community emergency evacuation management system based on mobile big data can not only meet the efficient, fast, smooth, and orderly evacuation and settlement needs of the masses but also minimize emergencies. All kinds of losses and influences caused by accidents have very important practical significance. In this paper, an emergency evacuation management system is developed and designed on smart community platform based on mobile big data technology. In the process of development, it is found that the service integration method of mobile big data and application model is the best combination of this system. The construction process of community emergency evacuation management system framework is introduced in detail. Through the research and design of the system, and then test and analysis of the experiment, the sixth grade teachers and students of a primary school group experiment, there are 50 people in each group. The experimental group is familiar with the system operation in advance, and the knowledge of emergency evacuation management is previewed in advance. It is concluded that the class with emergency evacuation management system has much faster response time and decision-making time to emergencies than the class without emergency evacuation management system, and the injury situation of the class is much better. The study shows that the emergency evacuation management system plays an important role in dealing with emergencies, improving the escape rate and reducing the number of injured. The intensity and depth of China's coal mining are increasing, and the risk of coal-gas compound dynamic disaster is prominent, which seriously restricts the green, safe, and efficient mining of China's coal resources. How to accurately predict the risk of disasters is an important basis for disaster prevention and control. In this paper, the Pingdingshan No. 8 coal mine is taken as the research object, and the grey relational analysis (GRA), principal component analysis (PCA), and BP neural network are combined to predict the coal-gas compound dynamic disaster. First, the weights of 13 influencing factors are sorted and screened by grey relational analysis. Next, principal component analysis is carried out on the influencing factors with high weight value to extract common factors. Then, the common factor is used as the input parameter of BP neural network to train the previous data. Finally, the coal-gas compound dynamic disaster prediction model based on GRA-PCA-BP neural network is established. After verification, the model can effectively predict the occurrence of coal-gas compound dynamic disaster. The prediction results are consistent with the actual situation of the coal mine with high accuracy and practicality. Through field observation and theoretical study, we found that the Hanxing mining area has a typical ternary structure in coal mining under high water pressure of the aquifer. This ternary structure is the Ordovician limestone aquifer-aquiclude including thin limestones-coal seam. Although the aquiclude is considerably thick, there is still a great risk of water burst during mining under water pressure in the deep burial environment. Multidimensional characteristics of floor water inrush in deep mining are summarized in the paper, including water migration upwardly driven by the Ordovician confined water, the planar dispersion of the water inrush channel, the stepped increase of the water inrush intensity, the hysteretic effluent of the water inrush time and the exchange, and adsorption of the water quality. The water inrush mechanism is clarified that the permeability, dilatancy, fracturing, and ascending of the water from the Ordovician limestone aquifer form a planar and divergent flow through the transfer, storage, and transportation of thin limestone aquifers. The corresponding water inrush risk evaluation equation is also proposed. Based on the thickness of the aquiclude, the thickness of the failure zones, and the water inrush coefficient, the floor aquiclude is classified into five categories. While water inrush cannot be completely controlled by the traditional underground floor reinforcement with ultra-thick aquiclude or even zonal grouting, a comprehensive prevention and control concept of the four-dimensional floor water hazard in full time-space domain are proposed. A tridimensional prevention and control model of three-dimensional reticulated exploration, treatment, verification, and supplementation is presented. A full time domain technological quality control process of condition assessment, exploration, remediation, inspection, evaluation, monitoring, and reassurance is formed, and a water disaster prevention method with full time-space tridimensional network in deep coal mining is established. The establishment of an emergency management system has obvious complexity, and the establishment of an enterprise's emergency management system is influenced by external factors such as assessment agencies and regulatory departments as well as by the internal influence of various factors within the enterprise itself, such as profits and personnel quality. In order to study the impact of different factors on the construction of emergency management systems of enterprises under the current regulatory environment and under the existing reward-penalty mechanism, this study introduces factors such as rent-seeking behavior and economic level to build an evolutionary game model composed of enterprises, third-party safety assessment agencies, and government regulators. Based on the official statistics published in China and the field evidence of enterprises, third-party agencies, and emergency management departments in Nanjing, Jiangsu Province, China. The evolution path of the game system and the influence of the reward-penalty mechanism, rent-seeking behavior, and economic level on the strategy evolution process of the game model were analyzed by numerical simulation. The results show that there is a mechanism of mutual promotion in the strategy evolution of the game subjects, and the strategy choice of each subject shows the following characteristics: (1) reasonable subsidies and penalties play a positive role in promoting the construction of emergency management systems by enterprises. (2) Increasing the rent-seeking costs of enterprises and the reputational impact of regulators can promote the positive evolution of enterprises' and regulators' strategies. (3) Reducing the cost of the establishment can help enterprises establish emergency management systems, but it will reduce the probability of strict supervision by the regulators. Therefore, the government should develop a reasonable reward-penalty mechanism to replace fixed payments to enterprises and third-party agencies with tax reductions. Deep, highly pressurized aquifers seriously threaten the exploitation of resources of North China coalfield. At present, there is no particular guidance system to evaluate the prevention and control effect of water inrush disaster in deep coal seam mining. Therefore, this research focuses on the evaluation of the method for confined water disaster prevention and control effect of deep coal seam mining. Based upon various methods, such as effective thickness and water resistance capacity of aquifuge, water inrush coefficient, GIS (Geographic Information System) analysis of grouting data, dense drilling verification, and professional analysis system based on integrated sequence evaluation, the evaluation of the method for confined water disaster prevention and control effect of deep coal seam mining was put forward for the first time. The proposed method was called the "sequence verification evaluation (SVE)" method. The prevention and control of the effects of Ordovician water inrush disaster in deep mining of Huanghebei coalfield was evaluated using the proposed SVE method. The results show that the SVE method can effectively reflect the prevention and control of the effects of water inrush from confined water and provide scientific basis for the safe production of deep coal seam mining. Microseismic monitoring is a rock breakdown monitoring technology, and it has become a major technical tool for underground disaster warning and prevention. However, the massive amount of data involved in multipoint monitoring raises the difficulty for microseismic research when the research object involves underground large-scale complex engineering on time and space scales. The risk predictions of rockburst based on microseismic parameters rely only on the experience of researchers and subjective factors by the human factor. The dependent variable cannot be related to the acoustic and energy signals in the form of a functional equation. Therefore, we collected a large amount of microseismic data obtained from the working faces of Shoushan Mine of Pingdingshan Coal Group in China and filtered the data, then we constructed a prediction model of microseismic data based on underground spatial three-dimensional coordinates using genetic programming (GP), which can realize real-time monitoring and disaster warning of microseismic signals. We established the magnitude and energy prediction formulas by GP and obtained the real-time evolution of each parameter of the optimal individual. The results showed that the actual seismic and energy data of the working faces exhibited good agreement with those predicted by the prediction formulas. The high energy and seismic distribution were caused by the mining stress at the edge of working faces due to the excavation and unloading effect of the surface, and the energy and seismic evolution predicted by GP could also show this phenomenon well. Although the ability to manage public health emergencies in China has improved significantly, there are still many challenges to the existing information transmission mechanism in pandemic early warning systems. In this context, a tripartite evolutionary game model composed of the local government, the whistleblower, and the public is formulated. By using Matlab, the dynamic evolution path of the game model is stimulated under different conditions. Stable strategies for an early warning system for public health emergencies are also explored. The results indicate that the cost of whistleblowing, the cost of response, and the benefit of attention significantly influence strategic decisions among three parties. This study highlights the importance of whistleblowing in managing public health emergencies. Emergency management of coal mines requires enhanced synergy among departments, institutions, and enterprises, which means overall efficiency in management. In this study, a regional coal mine emergency (CME) management synergy system was established; the synergy theory was adopted to construct the order parameter index system of the regional CME management synergy subsystems. Moreover, the order degrees and synergistic degrees of the regional CME management synergy subsystems in Henan Province, China, in the period 2015-2019 were quantitatively measured and analyzed using the composite system synergy model. The results show that the order degrees of regional CME management synergy subsystems and the synergistic degree of the composite system increase overall during the inspection period. With the gradual formation of the regional CME management synergy mechanism, this period has witnessed a steady improvement in both the synergy value and the considerable synergistic effect. Since the outbreak of COVID-19, the rapid construction and operation of Wuhan Vulcan Mountain Hospital and Raytheon Hospital have attracted positive responses from local and international observers. At the same time, it has also highlighted the urgency for the construction of emergency medical facilities for public health emergencies. Before construction, the practical location of medical facilities is the basis for improving the city's emergency management ability. Based on the classic susceptible, exposed, infected, and recovered (SEIR) epidemic model and epidemic data in Guangzhou, we established a multi-stage time-delay SEIR epidemic model that is suitable for epidemic research in Guangzhou. According to the results of the model, the five areas with the highest number of infected patients were identified, which included Baiyun District, Panyu District, Haizhu District, Tianhe District, and Zengcheng District. We then centralized infected individuals at five demand points. Based on the distribution of these points and by combining the characteristics of the emergency medical facilities, we built and solved the set covering location decision model, and considered the economy, society, and environment as the starting points to optimize the site location. Finally, based on simulations, we concluded that appropriate site selection can increase the time required to reach the maximum number of patients and reduce the proportion of infected and exposed people by 11.3% and 1.11%, respectively. This is indicative of the effectiveness of the site selection model and the rational selection of facility points in this study. It solves the optimization problem of the location decision of emergency medical facilities for public health emergencies in China, and also provides some valuable references for site selection decisions of emergency medical facilities in other areas. The occurrence of various floods and natural disasters not only affects the local economic and social development but also relates to the production and life of the local people, and the stability of the local society and national unity. How to effectively deal with flood disaster is also an important index system to test the execution and management ability of the Party and the government. Therefore, it is necessary to deeply study flood disaster from the theoretical height, hoping to provide reference theoretical support and practical guidance for local county-level government flood disaster emergency management. At the beginning of the urban flood disaster, how to choose an appropriate response plan and implement it in time is an important way to effectively reduce disaster losses.
