A fundamental assumption in addressing real-world problems is acknowledging the presence of uncertainty and dynamism. Dismissing these factors can lead to the formulation of an optimal solution for an entirely different problem. This paper presents a novel variant of the capacitated dispersion problem (CDP) referred to as the stochastic and non-static CDP. The main objective of this problem is to strategically position facilities to achieve maximum dispersion while meeting the capacity demand constraint. The proposed approach combines stochastic and non-static elements, introducing a new paradigm to address the problem. This innovation allows us to consider more realistic and flexible environments. To solve this challenging problem, a novel sim-learnheuristic algorithm is proposed. This algorithm combines a biased-randomized metaheuristic (optimization component) with a simulation component (to model the uncertainty) and a machine learning component (to model non-static behavior). The non-static part works by using black box and white box mechanisms to learn the uncertainty with some related facilities’ variables. Based on an extended set of traditional benchmarks for the CDP, a series of computational experiments were carried out. In numerous scientific disciplines and practical applications, addressing optimization challenges is a common imperative. Nature-inspired optimization algorithms represent a highly valuable and pragmatic approach to tackling these complexities. This paper introduces Dendritic Growth Optimization (DGO), a novel algorithm inspired by natural branching patterns. DGO offers a novel solution for intricate optimization problems and demonstrates its efficiency in exploring diverse solution spaces. The algorithm has been extensively tested with a suite of machine learning algorithms, deep learning algorithms, and metaheuristic algorithms, and the results, both before and after optimization, unequivocally support the proposed algorithm's feasibility, effectiveness, and generalizability. Through empirical validation using established datasets like diabetes and breast cancer, the algorithm consistently enhances model performance across various domains. Beyond its working and experimental analysis, DGO's wide-ranging applications in machine learning, logistics, and engineering for solving real-world problems have been highlighted. The study also considers the challenges and practical implications of implementing DGO in multiple scenarios. One of the useful knowledge representation tools, which can describe the joint probability distribution between some random variables with a graphical model and can be trained by a dataset, is the Bayesian network (BN). A BN is composed of a network structure and a conditional probability distribution table for each node. Discovering an optimal BN structure is an NP‐hard optimization problem that various meta‐heuristic algorithms are applied to solve this problem by researchers. The genetic algorithms, ant colony optimization, evolutionary programming, artificial bee colony, and bacterial foraging optimization are some of the meta‐heuristic methods to solve this problem using a dataset. Most of these methods are applying a scoring metric to generate the best network structure from a set of candidates. A Fixed Structure Learning Automata‐Based (FSLA‐B) algorithm is presented in this paper to solve the structure learning problem of BNs. There is a fixed structure learning automaton for each pair of vertices in the BN's graph structure in the proposed algorithm. The action of this automaton determines the presence and direction of an edge between the vertices. The proposed algorithm performs a guided search procedure using the FSLA and escapes from local optimums. Several datasets are utilised in this paper to evaluate the performance of the proposed algorithm. By performing various experiments, multiple meta‐heuristic algorithms are compared with the introduced new one. Machine learning research has been able to solve problems in multiple domains. Machine learning represents an open area of research for solving optimisation problems. The optimisation problems can be solved using a metaheuristic algorithm, which can find a solution in a reasonable amount of time. However, the time required to find an appropriate metaheuristic algorithm, that would have the convenient configurations to solve a set of optimisation problems properly presents a problem. The proposal described in this article contemplates an approach that automatically creates metaheuristic algorithms given a set of optimisation problems. These metaheuristic algorithms are created by modifying their logical structure via the execution of an evolutionary process. This process employs an extension of the reinforcement learning approach that considers multi-agents in their environment, and a learning agent composed of an analysis process and a process of modification of the algorithms. The approach succeeded in creating a metaheuristic algorithm that managed to solve different continuous domain optimisation problems from the experiments performed. Currently, industry is undergoing an exponential increase in binary-based combinatorial problems. In this regard, metaheuristics have been a common trend in the field in order to design approaches to successfully solve them. Thus, a well-known strategy includes the employment of continuous swarm-based algorithms transformed to perform in binary environments. In this work, we propose a hybrid approach that contains discrete smartly adapted population-based strategies to efficiently tackle binary-based problems. The proposed approach employs a reinforcement learning technique, known as SARSA (State–Action–Reward–State–Action), in order to utilize knowledge based on the run time. In order to test the viability and competitiveness of our proposal, we compare discrete state-of-the-art algorithms smartly assisted by SARSA. Finally, we illustrate interesting results where the proposed hybrid outperforms other approaches, thus, providing a novel option to tackle these types of problems in industry. [ABSTRACT FROM AUTHOR]
