Due to the COVID-19 pandemic, all Rwandan schools were closed in March 2020; they started to reopen in November 2020. To understand the Rwandan schools' level of preparedness to teach remotely during this unprecedented emergency, and for the eventual return to school, we conducted phone surveys with school leaders and teachers in 298 secondary schools in August 2020. Drawing from knowledge mobilization theory and quantitative data, our results indicate that there were gaps in school leaders' and teachers' access to technology and training, and a lack of preparedness that could inform policy and practice in future emergencies. Our findings reveal that, before the pandemic, the male teachers in Rwanda had more access than the female teachers to both technological devices and online experience, and that the teachers from well-resourced schools were more likely than teachers from regular schools to own some kind of device to use for teaching. We found that the teachers whose school leaders had received guidance on how to continue education during the school closures were more likely to receive their support. Two additional findings were that younger teachers were more likely than the older ones to support their students during the school closures, and that the school leaders and teachers we surveyed believed that students from low-income families and rural areas benefitted the least from remote learning. These findings indicate that, in Rwanda, the level of preparedness to support schooling during the COVID-19 emergency was negatively affected by preexisting and ongoing inequalities in access to both material and nonmaterial resources.

In many low- and lower-middle-income countries, key barriers to girls' secondary school access and learning include poverty, school inaccessibility, poor school quality, and lack of gender-sensitive practices in the classroom. The nongovernmental organization, Campaign for Female Education (CAMFED), provides a range of financial, pedagogical, and community-supported interventions aimed at removing these barriers in government secondary schools in Tanzania and Zimbabwe. Using longitudinal data, we adopt quasi-experimental methods to examine the impact of the CAMFED program on reducing secondary school dropout and improving test scores in English and mathematics. Results suggest that the CAMFED program has a significant effect on both improving access and learning for the most disadvantaged adolescent girls. However, low-performing learners remain particularly at risk of dropout, necessitating further consideration and support for these girls.

This article assesses the extent to which children's language preference and their home environment matter for literacy retention. Using data from the Complementary Basic Education (CBE) program in Ghana, the authors found that large numbers of disadvantaged students reverted to not even being able to read a single word following school closures over a four-month holiday period. Widening literacy gaps were found for girls who reported they did not receive instruction in a language that they understood or did not have the resources, support, or activities at home to enable them to continue to learn while schools were closed. For boys, widening literacy gaps were only influenced by resources, support, or activities at home, but not by language preferences. The article findings suggest that schools and teachers must pay closer attention to language preference, particularly for girls, in order to ensure that language of instruction is not a barrier to literacy retention. The article also provides further evidence to support the growing claims that home supports are essential for reducing inequities in learning outcomes during school closures.

Invisibility of children with disabilities in data on educational access and learning is a key policy challenge for tracking progress towards the Sustainable Development Goals. In this article, we report findings from a household survey undertaken in rural Punjab, Pakistan. These data enable us to identify the extent to which children with disabilities are in school and learning the basics in literacy and numeracy. We find that, perhaps contrary to expectations, many of these children in this context are in mainstream (government and private) schools, although their chances of being in school are lower than their peers. We further find that overall levels of literacy and numeracy are low, even more so for children with disabilities. Our findings corroborate recent research from other countries. The paper highlights important lessons for the policy which are of relevance to other low-income contexts.

This article explores equity with respect to South-North partnerships in the context of education research involving scholars based in sub-Saharan Africa. Drawing on large-scale bibliometric analysis of over 1,000 publications published in English between 2010 and 2018, it finds that participation in such partnerships favours a relatively small number of countries in sub-Saharan Africa. These collaborations appear to be reproducing gender imbalances in authorship. Complemented by interviews with 31 researchers based in the region, it further identifies examples of asymmetrical relationships alongside more positive partnerships and practices. Scholars based in sub-Saharan Africa were more likely to view partnerships initiated by researchers based in the region as equitable.

A contentious debate in academic as well as policy circles relates to the growth in private schooling in the Global South. While proponents highlight the superior learning outcomes of pupils in private schools, others have argued that this is merely a reflection of the more advantaged family background of private school pupils, rather than an effect of private schooling itself. We contribute to this debate by providing estimates derived from household fixed-effect models, which control for any observed or unobserved differences between government and private school pupils at the household level. We argue that these can be interpreted as an upper bound estimate of the effect of private schooling on learning. We rely on large-scale, comparable household survey data from Kenya, Uganda, India, and Pakistan, focusing on children enrolled in grades 2-6 of primary school. Private school attendance ranges from 12 percent in Kenya to 33 percent in rural India, with substantial within-household variation. The findings show that controlling for family background almost eliminates the positive effect of private schooling in rural Pakistan and reduces it by around half in rural India, Kenya, and Uganda, to about a quarter of a standard deviation. Subgroup analyses show that the effect of private schooling is similar for children from poor and wealthier families. We argue that the benefits of private schooling are unlikely to outweigh its social costs.

Globally, access to higher education has increased, but inequalities by socio-economic background remain. This article explores the relationship between early schooling opportunities (and learning) and progression into higher education in four low and middle-income countries. We analyse data from the Young Lives longitudinal study, following cohorts of young people from age 5 to 22 in four country settings: Ethiopia, Peru, Vietnam and India. We reveal wide variability in higher education participation between the four countries, with a common pattern of a very strong association between early learning and later higher education participation, even after allowing for a range of demographic characteristics. Whilst early learning is important in predicting later higher education participation, we also find that significant barriers to higher education participation remain for low socio-economic status groups, even if they initially show good levels of learning. We track the trajectories of children who have initial good levels of learning, and hence arguably the potential to progress to higher education, and assess the extent to which socio-economic background plays a mediating role in these trajectories. Pupils with initially good levels of learning at primary school age, but who are from poor backgrounds, fall back in terms of their relative attainment during secondary schooling years. This implies that socio-economic status continues to be a barrier to educational attainment throughout these children's lives. We discuss the implications of these findings for policy initiatives aimed at narrowing inequalities in higher education access in poorer countries.

Recent research on the effects of COVID-19 on school closures has mainly focused on primary and secondary education, with extremely limited attention to early childhood education (ECE). To address this gap, we identify the extent to which parents and caregivers with pre-primary school-aged children were engaged in their children's learning during school closures in Ethiopia. Our focus on Ethiopia is of particular relevance given that ECE provision has expanded dramatically in recent years, aimed at ensuring children are prepared for primary school. Using data collected through a phone survey with 480 parents and caregivers, the results revealed that learning disruption due to COVID-19 school closures is likely to be substantial and will probably widen existing inequalities further. Many poorer households and those where parents or caregivers are not literate, are less likely to have child-oriented learning resources, and home learning activities between parents and children in these households are limited. The study highlights that greater attention needs to be paid to mitigate the threats of COVID-19 on Ethiopia's recent gains in ECE, to prevent the pandemic from further reinforcing inequalities between children from advantaged and disadvantaged households.

This article focuses on early childhood education (ECE) in low- and lower-middle-income countries, where millions of children lack access to pre-primary school. The article highlights the importance of ECE for future education and life outcomes and discusses the impact of the COVID-19 pandemic on ECE in the Global South. It presents evidence from various countries on the effects of the pandemic on ECE outcomes, the role of parents and caregivers in supporting children's learning during school closures, and the relationship between ECE and school readiness. This article investigates to what extent disrupted schooling due to the COVID-19 pandemic has affected pre-primary-age children's school readiness in Ethiopia. We use data on early numeracy of 2,640 children collected before and after the eight-month school closure to assess their learning progress in the context of COVID-19. We find that children who attended pre-primary school prior to the school closures performed better than those who did not after schools re-opened, and made greater gains in early numeracy at primary school entry. For children who attended pre-primary education, boys, children with literate caregivers, and those from wealthier families show significantly greater learning gains than their peers, which raised concerns about widening learning inequality as a result of the pandemic. Given that pre-primary education was the most neglected part of the government's COVID-19 education response, these findings point to an urgent need for political leadership to prioritize pre-primary education in responding to the current and future crises. This article provides insights into a decade long process of evidence production and use in support of the Government of Ghana's adoption of the Complementary Basic Education (CBE) program for out-of-school children. A review of existing evidence on the program and our semi-structured interviews with key stakeholders revealed the centrality of the government's culture of evidence-informed policy making. Our findings also highlight the importance of both formal and informal relationships between key stakeholders and the often-neglected significance of civil society in evidence production and uptake, leading to a modification of Hinton et al.'s policy impact framework. Juxtaposed against literature that views mothers' role for their daughters' education as a human capital this paper reimagines their role by foregrounding Pakistani mothers' agency in contexts with limited opportunities. This is achieved by theorising negative capability (NC) as an analytical framework drawing on available theorisations of the concept and define it as an agentive passive refusal to be intellectually paralysed by disadvantage. We demonstrate how the concept can be applied for empirical analysis. The paper takes an ethical stance that researchers should acknowledge that regardless of contextual difficulties people's agentive and intellectual faculties remain intact. Structural inequalities need to be challenged but their agentive potential also recognised. With a firm commitment that opportunities need to be made equal this paper builds on the second point to argue that even in the face of extreme disadvantage mothers' intellectual capacities to progress towards goals remain functional. We challenge the objectification of the marginalised and propose an analytical approach to understand difficulties faced as well as agency exercised by mothers facing socio-economic constraints. Summary: Motivation: The Government of Ethiopia has a long‐standing commitment to improving the quality of education. In recent years, this has shifted to include a more explicit focus on equity in learning outcomes. In this paper, we examine the education reform design process in the context of Ethiopia's political environment which is widely recognised as a strong developmental state. Purpose: The article examines how federal, regional, and international donor actors negotiate their interests in relation to Ethiopia's national quality education reform programme, the General Education Quality Improvement Programme for Equity (GEQIP‐E). Methods and approach: We conducted 81 semi‐structured, key informant interviews with federal and regional government officials and international donors who were involved in the design of GEQIP‐E. Findings We find that federal government was able to leverage considerable political influence over high‐level priorities and the framing of GEQIP‐E. Large donors leveraged financial influence to exclude some specific priorities, while smaller donors were able to draw on social influence and technical expertise to include priorities aligned with their interests. Regional governments—which are responsible for policy implementation—were largely excluded from the reform design process. Policy implications: Our analysis highlights the importance of recognizing and understanding different forms of influence in the dynamic process of negotiating reform between government and donors. It identifies that both government and donor voices counted in the process of negotiations, but in different ways and to varying degrees. Understanding how different actors draw on their relative political, financial, and social influence is vital for ensuring successful implementation and sustainability. Introduction In 2022 the Radiation Oncology Nurses (RON) Specialist Practice Network of the Cancer Nursing Society of Australia completed the first national workforce study of RONs in Australia. Objectives The qualitative component of the study describes responses by the RONs on a range of issues. This data aimed to provide information and personal reflection on topics such as satisfaction with their work, role components, work practices, departmental tasks, education, career progression, and opportunities for advancement. Methodology Researcher-initiated questions sought responses to aspects of the RON role in six distinct categories, plus further comments could be added. The questions explored consistencies, insight, and reflection from the attitudes and perspectives of RONs. Content analysis of the data resulted in seven groups of responses condensed into meaning units and further into codes and themes. Results A total of 140 RONs from both the public and private sectors provided 416 responses. The resultant themes included perceiving the RON role as personally rewarding and satisfying, being able to spend time with patients, providing holistic care, and making a positive difference to patients. RONs reported enjoyment of working with colleagues, autonomy in their work, and satisfaction with the outcomes of their nursing interventions. Conversely, many RONs felt that the role was often undervalued and misunderstood by nursing management and other health professionals. They perceived that many administrative, cleaning, and stock management tasks could be undertaken by other staff. The lack of formal RON education nationally was also considered an issue by many respondents, and career progression was further limited by the lack of opportunities. Conclusion This important study provided valuable insights into the RON role, and perceptions were generally positive. However, many responded that it was a waste of scarce nursing resources to undertake tasks that could be done by other staff. Across many low- and lower middle-income countries, aid donors are promoting results-based financing approaches as a means to link their funding directly with development outcomes. In this paper, we explore one such approach, the Programme for Results (PforR) financing approach in support of Ethiopia's large-scale education quality reform. We assess whether the PforR approach is fit for purpose, drawing on interviews with 72 key donor and government stakeholders. Our findings suggest that the ability of the approach to achieve its stated goals of building capacity and strengthening the system for equitable learning is limited in this context. While the approach is helping to reorient attention from inputs to results, questions remain as to whether the focus is on the right results. Our findings highlight the need for the careful design of such approaches that take account of the context including with respect to ensuring that necessary preconditions are in place prior to implementation. This paper presents the findings of longitudinal research conducted in Ethiopia exploring the effects of COVID-19 school closures on children's holistic learning, including their socio-emotional and academic learning. It draws on data from over 2,000 pupils captured in 2019 and 2021 to compare primary school children's dropout and learning before and after school closures. The study adapts self-reporting scales used in similar contexts to measure grade 4-6 pupils' social skills and numeracy. Findings highlight the risk of widening inequality regarding educational access and outcomes, related to pupils' gender, age, wealth and location. They also highlight a decline in social skills following school closures and identify a positive and significant relationship between pupils' social skills and numeracy over time. In conclusion, we recommend a need for education systems to promote children's holistic learning, which is even more vital in the aftermath of the pandemic.
