This paper explores the link between the anomalous warming hole in the southeastern United States and a major land-use/land-cover (LULC) change in the region. Land surface and satellite observations were analyzed to estimate the net radiative forcing due to LULC change. Albedo and latent energy were specifically addressed for the dominant LULC change of agriculture to forests. It was assumed that in the energy-limited environment of the region, the partition of changes in available energy due to albedo will mostly impact the sensible heat. The results show that in the southeastern United States, for the period of 1920 to 1992, the changes in sensible (as a result of albedo) and latent energies are in direct competition with each other. In the spring and early summer months, the croplands are in peak production and the latent energy associated with their evapotranspiration (ET) is comparable to that of the forests so the decrease in radiation due to albedo dominates the signal. However, during the late summer and fall months, most major crops have matured, thus reducing their transpiration rate while forests (particularly evergreens) maintain their foliage and with their deep roots are able to continue to transpire as long as atmospheric conditions are favorable. This later influence of latent energy appears to more than offset the increased radiative forcing from the spring and early summer. Overall, a mean annual net radiative forcing resulting from a LULC change from cropland to forests was estimated to be −1.06 W m−2 and thus a probable contribution to the 'warming hole' over the Southeast during the majority of the twentieth century. Land use and land cover change (LULCC) significantly influences the climate system. Hence, to prepare the nation for future climate change and variability, a sustained assessment of LULCC and its climatic impacts needs to be undertaken. To address this objective, not only do we need to determine contemporary trends in land use and land cover that affect, or are affected by, weather and climate but also identify sectors and regions that are most affected by weather and climate variability. Moreover, it is critical that we recognize land cover and regions that are most vulnerable to climate change and how end-use practices are adapting to climate change. This paper identifies a series of steps that need to be undertaken to address these key items. In addition, national-scale institutional capabilities are identified and discussed. Included in the discussions are challenges and opportunities for collaboration among these institutions for a sustained assessment. [ABSTRACT FROM AUTHOR]

A new index of calculating the intensity of urban heat island effects (UHI) for a city using satellite skin temperature and land cover observations is recommended. UHI, the temperature difference between urban and rural regions, is traditionally identified from the 2-m surface air temperatures (i.e., the screen-level temperature T2m) measured at a pair of weather stations sited in urban and rural locations. However, such screen-level UHI is affected by the location, distance, and geographic conditions of the pair of weather stations. For example, choosing a different pair of rural and city sites leads to a different UHI intensity for the same city, due to the high heterogeneity of the urban surface temperature. To avoid such uncertainty, satellite-observed surface skin temperature measurements (i.e., skin level temperature Tskin) is recommended to record UHI, known as skin-level UHI or UHIskin. This new index has advantages of high spatial resolution and aerial coverage to better record UHI intensity than T2m. An assessment of skin-level UHI from 10 yr of the National Aeronautics and Space Administration (NASA)'s Moderate Resolution Imaging Spectroradiometer (MODIS) observations reveals that skin-level UHI has a strong UHI signal during the day and at night. In addition, there are significant diurnal and seasonal variations in skin-level UHI. Furthermore, the skin-level UHI is stronger during the day and summer (July) than during nighttime and winter. This new index is important for more uniformly assessing UHIs over cities around the globe. Nevertheless, whether the seasonality and diurnal variations revealed in this work using skin-level UHI index are valid over desert cities, such as Phoenix, Arizona, need to be examined.
