Abstract: This paper argues that it is time for ecological economists to bring the employment impacts of sustainable development policies to the forefront of the research agenda. Important conservation efforts continue to founder because of their perceived employment effects. The paper examines the evidence on the employment impacts of sustainable development policies and argues that maintaining or even increasing employment depends critically on appropriate policy design and attention to the political economy of implementation of policies. The paper concludes that a better understanding of these issues, fair labour market and structural adjustment programs, and especially forward planning to anticipate problem areas, must replace the piecemeal, ‘knee–jerk’ reactions to environmental issues, such as were evident in Australia during the last federal election. Coastal lakes are ecosystems of significant value generating many ecological, social and economic benefits. Increasing demands resulting from urban development and other human activities within coastal lake catchments have the potential to result in their degradation and can lead to conflicts, for example between lake users and upstream communities. There are many techniques that can be used to integrate the variables involved in such conflicts including system dynamics, meta-modelling, and coupled component models, but many of these techniques are too complex for catchment managers to employ on a routine basis. The overall result is the potential to compromise the sustainability of these important ecosystems. This paper describes research to address this problem. It presents the development of an integrated model framework based on a Bayesian network (Bn). Bns are used to assess the sustainability of eight coastal lake-catchment systems, located on the coast of New South Wales (NSW), Australia. The paper describes the potential advantages in the use of Bns and the methods used to develop their frameworks. A case study application for the Cudgen Lake of northern NSW is presented to illustrate the techniques. The case study includes a description of the relevant management issues being considered, the model framework and the techniques used to derive input data. Results for the case study application and their implications for management are presented and discussed. Finally, the directions for future research and a discussion of the applicability of Bn techniques to support management in similar situations are proffered. [Copyright &y& Elsevier]

Abstract: The Centre for Design at RMIT University in Melbourne, Australia has developed various quantitative and qualitative tools to support decision-making by industry and government partners in product design and policy development. The aim, in general, is to support development of attractive, functional, marketable products while enhancing their environmental performance. Depending on the product, the project scope and the client, the tools that are used can be anything from a half-day char-rette, environmental checklist, to a one-year life cycle assessment (LCA). In this paper we describe our approach and the various tools that have been developed by the research team at the Centre over recent years with the use of case studies. The paper argues that it is important for tool development to be based on solid research and information, but the key to influencing product design decisions is the translation of this information into a usable format for the users. Abstract: Metal finishing, as an industry, has had a vexed history with the environment and regulatory authorities over many decades throughout the world. Over the past 20years, this situation has been vastly improved in some developed countries. This paper will examine the industry''s recent progress in Australasia and highlight specific issues including new technologies adopted, research projects undertaken, responses to Government legislation and education. Many toxic chemicals have been replaced, recycled in closed loop scenarios and prevented from entering the environment via the atmosphere, water ways or landfilling. This paper is written as a qualitative industry summary rather than an academic study. It is meant to highlight the major changes that have occurred and the reasons why, rather than present documented and detailed evidence. The author has drawn on his 35years experience in the industry as well as many experienced colleagues from around the world. Although the geographic scope is Australasia, many comments emanate from the state of Victoria because it is still the manufacturing base, especially in relation to the auto industry that has affected the changes to a large degree. Abstract: This paper examines how two countries on opposite sides of the world, Australia and Slovenia, are addressing corporate social responsibility (CSR) reporting issues. The authors see reporting as an important communication tool or channel which can ensure greater corporate transparency and enable a better engagement with multiple stakeholders. The paper aims to provide a review and a comparison of the CSR guidelines and reporting standards in both countries by which this communication is guided. In both countries, reporting is largely voluntary and appears to be driven by market pressures. However, differences appear in national culture as a driver with product, management and financial considerations influencing Australian reporting whereas Slovenian reporting is shaped by employee, community and environmental concerns. From Australian and Slovenian perspectives it seems to be important to increase reporting incentives in both countries and to connect and compare them to global reporting requirements. The Western Australian Environmental Protection Authority (EPA) in 2002 released Position Statement, No. 3, Terrestrial Biological Surveys as an Element of Biodiversity Protection outlining how terrestrial fauna survey data are to be used and interpreted in the preparation of environmental impact assessments (EIA). In 2004, the EPA released its Guidance for the Assessment of Environmental Factors, Terrestrial Fauna Surveys for Environmental Impact Assessment in Western Australia, No. 56. This paper briefly assesses the adequacy of recent terrestrial fauna surveys undertaken to support publicly released EIAs and indicates that the EPA is not always adhering to its own position and guidance statements. This paper argues that the current fauna survey guidelines are in need of improvement. The approach and requirements of some other Australian states are briefly assessed to identify similarities and where improvements can be made to the Western Australian (WA) guidelines. This paper concludes with suggestions on how the process and the guidelines in WA can be revised to more adequately assess the impact of developments on terrestrial vertebrate biodiversity and ecosystem function. These suggestions may have relevance for other areas where fauna surveys are undertaken to support EIAs. [Copyright &y& Elsevier]

Abstract: A new approach to well-being measurement is presented in this paper based on multidimensional hierarchical human needs and motivation. This paper empirically applies this new measure of well-being to Australia for the period 1985–2000. This hierarchical approach is underpinned by a rigorous psychological theory of human motivation. Hierarchical human needs are classified into five categories. Eight indicators have been chosen to reflect these categories. A composite indicator of these eight indicators is calculated. This paper concludes that it is necessary to consider multidimensional human needs and motivation when analysing and seeking to improve well-being through economic and social development activities. Abstract: This paper presents the results of a detailed study of environmental impact monitoring (EIM) in South Australia by first establishing a context for EIM in the form of a literature review, and by then conducting a detailed content and practice analysis on EIA documents and on actual monitoring in practice. EIM in practice for specific projects was found to not correspond with either EIM proposals in the corresponding environmental impact statement, or EIM recommendations in the government''s assessment report. EIM programmes appeared to be carried out at the discretion of the proponent, and no projects were found to have environmental impact monitoring that directly corresponded to either proposals in the EIS or recommendations in the assessment report. Reasons for this lack of correlation have been postulated to be a combination of a serious lack of the following factors: clearly assigned monitoring responsibilities, public accountability, clearly outlined monitoring timeframes, clearly outlined aims and objectives, lack of human resources, and lack of any EIM legislation. It should be noted that the study, upon which this paper is predominantly based, was undertaken in 1998. This study looked at developments that were approved (and subsequently built) under the Planning Act 1982. This Act was later replaced by the South Australian Development Act 1993. Abstract: This paper reviews the development of ecological economics in Australia and New Zealand since its beginnings in the late 1970s. A historical account is presented that focuses particularly on the activities of the Australia New Zealand Society for Ecological Economics and key ecological economics research activities. Achievements of ecological economics in Australia and New Zealand are assessed, using a range of quantitative and qualitative data. The main areas of expertise developed by Australian and New Zealand ecological economists were found to be: theoretical foundations and visions for ecological economics; biodiversity and resilience; input–output analysis; heterodox valuation approaches; analysis of economy–environment interactions; sustainability indicators; sustainable agriculture, fisheries and oceans; and energy/thermodynamics. Both countries are ranked at the top (or near the top) of the world rankings in terms of per capita ISEE membership and publication rates in Ecological Economics. A defining feature of ecological economics in Australia and New Zealand has also been its practical and problem-solving focus and the level of end-user engagement. This paper demonstrates application of resource (material and energy) flow analysis combined with a product chain framework for profiling environmental burdens. The production of Australian wheat starch is used as an example. The primary objectives of the study were to determine benchmark information for assessing and improving environmental and economic operational performance, with particular reference to energy consumption and wastewater reduction. Data were collated on material and energy inputs, and emissions inventory data for the stages of wheat crop cultivation, grain storage and transportation, wheat flour milling, wheat starch production, product transportation, starch use and ultimate disposal were documented in this paper. A straightforward approach was then used to analyse environmental impacts in order to determine the key contributing stages in the demand and supply chain. The study helped focus cleaner production efforts to reduce overall environmental impacts in the product chain and improve economic returns. [Copyright &y& Elsevier]

Environmental weeds are plants that invade natural ecosystems and present a serious threat to conservation of nature. Environmental weeds have been implicated in the extinction of several indigenous plant species, and they also threaten ecosystem stability and functional complexity. Historically, emphasis in weed control in Australian national parks has been placed on chemicals, manual pulling of small plants, excluding tourists and feral animal control measures. Recently, biological control has been introduced to control weed infestations. These methods typically have been applied as funds have become available, with little opportunity to consider their long-term effectiveness. As the threat from environmental weeds is becoming more fully recognised, an integrated, strategic, ecological and economic approach to weed management is needed. A deterministic dynamic programming model is developed for this purpose in this paper. A case study for scotch broom is presented, to assess the ways in which this approach can address the policy issues that face the community in the management of an environmental weed in a national park. The model takes account of the weed population dynamics, the effectiveness and cost of control measures, and the value of the park outputs (biodiversity, recreation and grazing). The dynamic programming model includes weed density and seed bank as state variables and a budget constraint for the control variables. The model is used to derive optimal control rules for any given state of the weed population. An optimal decision rule provides a package of control measures that can be used to attack the problem each year, depending on the current weed density and seed bank. Optimal trajectories are developed for a planning horizon of 45 years, and the effect of the budget constraint is analysed. The marginal value of an extra dollar for weed control, in terms of discounted future benefits, is estimated. It is shown that a combination of controls that targets both weed density and the seed bank is important. It is also shown (given the assumed parameters) that biological control is worth undertaking, as it appears as part of most of the optimal strategies identified. Evidence is lacking on how inequality in homeowner uptake of solar panels has changed over time. This paper assesses changes in inequality over time using four Australian household surveys from 2012 to 2020. There is evidence of an intuitive transition where average uptake for homeowners with net-wealth just below the median (the fourth and fifth deciles) improved first, with subsequent gains for homeowners in the third net-wealth decile. However, there were still some significant shortfalls by 2020, especially for the first (i.e. lowest) net-wealth decile. In particular, the lowest net-wealth decile had lower uptake by 9.4 percentage points in 2012 and there was a similar gap below the highest decile of 10.6 percentage points in 2019–20. With control variables these corresponding gaps were 8.0 and 8.3 percentage points respectively. Inequality and changes have been less pronounced based on other aspects like education, income, and welfare status. A new policy implication is that Australian support should primarily target the bottom two net-wealth deciles among homeowners. Australia's experience can inform policies for other countries and clean energy technologies. This paper introduces this Special Issue by providing an overview of rock mechanics in Australia. It begins with an account of the establishment and development of rock mechanics as an identifiable engineering discipline in Australia, placing particular emphasis on the pioneering work carried out on the monumental Snowy Mountains Hydro-electric Scheme in the period 1949–1969. An outline is then given of the organisational frameworks within which research, professional practice and learned society activity in rock mechanics are carried out in Australia. Finally, summaries are given of the nine papers selected for inclusion in this Special Issue to represent the range of the best current Australian research and practice in rock mechanics. The paper presents a series of four-point bending tests investigating global buckling of cold-rolled aluminium alloy channel beam members. These types of sections have been commercially fabricated in Australia using a roll-forming process as distinct from the usual extrusion process. A total of twenty specimens of three commercially available channel sections with two thicknesses and various lengths were tested at the University of Sydney. Mechanical properties of aluminium alloy 5052 material were reported on the basis of tests of tensile and compression coupons cut longitudinally from both flat and corner parts of the cross-sections. Prior to the testing of beams, initial geometric imperfections of each specimen were measured using a laser scanning method. A dual-actuator test rig was specially designed to maintain the load vertically applied through the shear centre of the channel section throughout the test. Flexural-torsional and distortional buckling modes were observed including interaction of these modes. The paper also details finite element (FE) models developed using the commercial ABAQUS software package to simulate the behaviour and ultimate member buckling capacities of cold-rolled aluminium alloy channel beams. The FE models with the incorporation of measured properties and actual imperfections are verified against the experimental results indicating good agreements. The test results are then compared with the design strength predictions from current specifications. The calibrated model results are laying the foundation for undertaking parametric studies and proposing new design rules for the global and distortional buckling capacities of these types of cold-rolled aluminium alloy channel sections in the subsequent work. Major urban infrastructure projects are intended to alter the built, human ecology for the better. Even when they are not labelled as health projects, arguably they should produce public health benefits that are commensurate with their scale, particularly when they are publicly funded. Health impact assessment (HIA) is an established method of evaluating major infrastructure projects using a determinants of health equity lens. HIA explicitly puts health front and centre to ask, 'How should the proposed infrastructure project be altered to improve the determinants of health equity?' There are well-established HIA protocols, but few provide a framework for scoping possible impacts. Given interest in the concept of liveability we introduce an exhaustive, evidence-based framework of 11 liveability domains for HIA. We then test the framework by scoping the impacts of the Upfield Level Crossing Removal (LXR) project in Melbourne, Australia to hypothesise its impacts on health. Scoping this case study suggests that many domains will be affected in complex ways, some positively and some negatively, exemplifying the potential for the framework to detect major infrastructures' pervasive impacts on determinants of health. The paper includes a plan to validate the liveability framework with empirical research in the HIA assessment stage. Introduction: Defining drug-related mortality is complex as these deaths can include a wide range of diseases and circumstances. This paper outlines a method to identify deaths that are directly due to fatal opioid toxicity (i.e. overdose), utilising coronial data.Materials and Methods: The National Coronial Information System (NCIS), an online coronial database containing information on all deaths that are reported to a coroner in Australia, is used to develop methods to more accurately identify opioid overdose deaths. The NCIS contains demographic information, Medical Cause of Death, and associated documentation on toxicology, clinical and police investigations.Results: Identifying overdose deaths using the coroner determined Medical Cause of Death provided greater capture, and specificity, of opioid overdose deaths. Distinguishing morphine from heroin-related deaths presented challenges, requiring analysis of clinical and investigative information in addition to toxicology results. One-quarter of the deaths attributed to morphine were recorded to heroin as a result of further investigation. There was also some underestimation of codeine-related deaths. Access to clinical and investigative information also yields important information in relation to comorbid conditions among these decedents, such as history of chronic pain, substance use issues and mental health problems.Conclusions: Reliance on toxicology results alone leads to an underestimate of heroin-related deaths. Differentiating between heroin and pharmaceutical opioid (e.g. morphine) overdose deaths has important public health and policy implications, particularly in relation to prescribing practices and development of a strategic response. Understanding comorbidities among these decedents is also important in efforts to reduce preventable causes of death such as opioid overdose. [ABSTRACT FROM AUTHOR]

Background A heatwave can be a devastating natural disaster to human health, and elderly people are particularly vulnerable. With the continuing rise in earth's surface temperature alongside the world's aging population, research on the mortality burden of heatwave for the older population remains relatively sparse. The potential magnitude of benefits of averting such deaths may be considerable. Objectives This paper examined the short-term mortality displacement (or “harvesting”) of heatwave, characterized the heatwave-mortality relationship, and estimated death burden and health costs attributable to heatwave among the elderly in Australia. Methods We collected daily data on the temperature and deaths of people aged ≥75 years in the five largest cities of Australia (Sydney, Melbourne, Brisbane, Perth and Adelaide), totaling 368,767 deaths in different periods between 1988 and 2011. A total of 15-tiered heatwave definitions, based on intensity (95th to 99th percentiles of temperature distribution) and duration (two or more consecutive days), were used to quantify heatwave effects, using time-series regression and random-effects meta-analysis. We calculated attributable deaths for each city and by different types of heatwave. Potential economic benefits in monetary terms were also estimated, considering that heat-related deaths are avoidable. Results Among the Australian elderly population, we found significant associations between heatwave and deaths, with raised mortality immediately in the first few days followed by lower-than-expected mortality. In general, heatwave was associated with an average death increase of 28% (95% confidence interval: 15% to 42%), and greater increases were mostly observed for more intense heatwaves across multiple megacities. During the study period, there were dozens to hundreds of deaths attributable to heatwave for each city, equating to an economic loss of several million Australian dollars every year. Although the estimated attributable deaths varied by heatwave intensity and duration, the pattern was not consistent across cities. Conclusions Heatwave caused harvesting effects on mortality in the elderly population of Australia, and contributed to a substantial amount of death burden and indirect financial costs. To lessen the health impacts of heatwave in the affected regions, effective heatwave early warning systems and interventions targeted at the elderly population could be beneficial, both now and in the future. Bayesian networks (BNs) are increasingly being used to model complex coastal processes due to their ability to integrate non-linear systems, their transparent probabilistic framework, and low computational cost. A BN may be suited to descriptive or predictive application. Descriptive BNs are highly calibrated models that are useful for better understanding the physics and causal relationships driving a system. Predictive BNs are generalisations of a system that have skill at predicting outside of the training domain. The predictive and descriptive usefulness of a BN depends on its complexity and the amount of data available to train it, but there is often a trade-off; higher descriptive skill comes at the cost of reduced predictive skill. To demonstrate the differences between predictive and descriptive BNs in a coastal engineering context, a BN to predict shoreline recession caused by coastal storm events is developed and tested using an extensive 10-year dataset incorporating 137 individual storms events monitored at Narrabeen-Collaroy Beach, Australia. A parsimonious approach to BN development is used to separately determine the optimum predictive and descriptive BNs for this dataset. Results show that for this dataset two quite different BNs can be developed: one that is optimized to achieve the highest predictive skill, and a second network that is optimized to maximize descriptive skill. The optimum predictive BN is found to comprise 3 nodes (variables) and can predict the shoreline recession caused by unseen storm events with a skill of 65%. The optimum descriptive BN is composed of 5 nodes and can reproduce 88% of the training dataset, but with more limited predictive capabilities. The uses and limitations of these two different approaches to BN formulation are illustrated with example applications to coastal process modelling. It is commonly argued that cities face unprecedented pressures and therefore must transform. To guide transformations, it is important to develop guiding visions. This paper reports on a futures thinking exercise in the context of cities. It employs a methodology based on a series of community workshops with a diverse mix of experts using a “strategic conversation”. The conversation was framed around the question: ‘How might your city build and maintain resilience in a range of plausible futures?’ Results of the process help to identify risks and opportunities, as well as urban transformation archetypes. Furthermore, these narratives are interpreted as city reorganization patterns similar to those theorized in resilience thinking through the notion of adaptive cycles. Finally, the possibility of developing a more functional transformation narrative for cities is outlined, which would enable the development of a collective vision for a desired urban future and how to avoid the adverse consequences of drivers of change in cities. NATM (new Austrian tunneling method) tunnel construction is unable to proceed under instable states of working face, so the stability of working face has been regarded as a key scientific issue. In this paper, a horizontal slice method based on the limit equilibrium analysis theory is employed to establish a model for the tunnel face stability. This model can overcome the shortcomings of the intersections between the slices and the bolts. In particular, an equivalent pressure coefficient is proposed to analyze the reinforcement of tunnel face bolts. Furthermore, based on the model, the influence of soil parameters and reinforcing strength of tunnel face bolt on the limit support forces are investigated. Moreover, based on the limit analysis upper bound theorem, the tunnel face failure model is also established, and the factors such as the soil parameters, the length and support force for unsupported section, tunnel depth and reinforcing strength of tunnel face bolt, are studied in order to investigate the limit support forces for tunnel faces. It is found that the tunnel face bolts can effectively increase the shearing strength of the front core soil. However, the strength of surrounding rocks cannot be enhanced too much because such an enhancement is not economical and effective. Finally, based on the comparison analysis, it is demonstrated that the variation trends of support force with the above relevant factors are almost the same in the proposed stability models, indicating the promising and wide applications of the proposed method. The Australian federal fisheries policy identifies maximising net economic returns as the primary objective of fisheries management. This has largely been interpreted as maximising the net economic yield (MEY) in fisheries. More recently, the influence of reducing yields to achieve MEY on prices and the transfer of consumer surplus to producers has been raised as a potential issue. Achieving fishery MEY may result in a reduction in net economic returns in a broader sense if the loss to consumers exceeds the gain to the industry. The transfer of consumer surplus to producers is also potentially undesirable, and may result in a dead weight loss. Similarly, the disutility associated with bycatch in fisheries may also affect our interpretation of “optimal” yields if non-monetary values are considered. These externalities are generally not considered in determining MEY. In this paper, we develop a generic multispecies bioeconomic model that is used to estimate the impact of broadening the consideration of net economic returns to include changes in consumer surplus as well as the inclusion of non-market values associated with bycatch. This paper empirically examines through a single case study three theoretical models of science-policy interactions identified in the literature: science-push, policy-pull and co-production. Although the literature is clear that reliance on orderly linear models of knowledge transfer from science into policy is ineffective, more precise guidance is needed for those in the scientific community interested in effectively mediating the science-policy interface to inform policy and decision-making. We examine the case of urban water management in Melbourne, Australia, which is widely regarded as a frontrunner in sustainable urban water practices. We find the prominent (interlinked) features of Melbourne’s science-policy interface are actors, networks and relationships, and funding. Overall, science-policy interactions in Melbourne are highly complex and do not neatly fit into one specific theoretical model. Prominent framings of each model vary depending on context, history and time-scale. There are strong indications however that a collaborative approach is increasingly being embraced at Melbourne’s water-management interface. This could be attributed to Melbourne’s highly network-based science-policy culture, which facilitates strong collaboration between policy-makers and scientists. We explore how the three models of interaction identified in the literature combined with insights from Melbourne can be used to frame strategies to effectively mediate the science-policy interface. These insights increase our understandings of the science-policy interface and provide practical insights and strategies for researchers interested in effective engagement with policy communities. Active load shifting of the electricity demand unlocks a variety of benefits. Examples of such advantages include the increased stability of energy systems, reduced electricity costs and financial savings in the transmission as well as generation infrastructure. Although the technology necessary for demand response has been extensively studied for individual appliances or at the micro-grid level, evaluations of its nationwide impact are scarce. Yet governments and policy-makers require quantitative assessments in order to understand the underlying value and derive appropriate policies. For this purpose, this paper utilizes real-world data from the German-Austrian electricity market in order to calculate ex post the impact of demand response on electricity spot prices and load. As a result, we find that a 25% adoption rate of the available potential for load shifting could have decreased nationwide electricity expenses by approximately €500 million, or 6%, in 2014. At the same time, we observe that the price volatility rises under this scheme and thus impairs non-flexible electricity customers. There is currently a limited use of timber products in residential development in Australia due to the dominance of heavy materials such as concrete, steel and brick. This dominant use of heavy materials is a reversal of the traditional material choice that was based predominantly on timber products. Technological advances and efficiencies drove the change to heavy materials to use in residential construction. The emerging issue with this reliance on heavy materials is the impact of their use on the environment. The carbon impact and problem of finite resource depletion associated with concrete, steel and bricks need to be addressed due to the increasing pressure from national and international requirements and legislations. The construction industry needs to reduce its negative impact on the environment and the renewable nature of timber presents a material solution to the problem. Timber from sustainably managed forests and plantations can be utilised as lumber or manufactured into engineered products for residential development. This paper examines the benefits of timber used in building envelopes when compared with conventional high-density materials such as brick and concrete when construction is designed with equivalent thermal performance. Multiple case studies were used to demonstrate the reduced life cycle energy and costs, and the time of construction benefits of timber when used as an alternative to heavy materials. Results revealed that Life cycle energy and time of construction showed noticeable differences between timber construction and heavy materials and cost showing marginal differences. Energy retrofits of buildings usually ignore the amount of embodied energy and greenhouse gas (GHG) emissions needed to reduce the operating energy and related emissions. Focusing on the Greater Melbourne Area (GMA), the fastest growing capital city in Australia, this paper analyses the embodied impacts of different dwelling stock retrofit programs using a combination of a top-down and a bottom-up approach. We look at dwelling stocks that have been built before 2005 (i.e., before a minimum 5-star rating in energy performance was introduced in Australia) because these are expected to consume, without any retrofit or upgrade, about 34.9 TWh of energy or emit 8.57 × 10 6 t-CO 2 eq GHG for heating and cooling every year. Retrofit options to improve their energy star rating range from relatively cheap and easy options (e.g., draught sealing) to relatively expensive options (e.g. double glazing of windows). If all these buildings' energy efficiency is improved to the level of a 6-energy rated dwelling across the metropolitan region, we can save about 25.5 TWh per year in heating and cooling energy (or 6.25 × 10 6 t -CO 2 eq GHG each year). However, the retrofit program is estimated to consume 4.75 TWh of embodied energy, or have 1.89 × 10 6 t -CO 2 eq embodied GHG emissions. This is equivalent to 50% of the annual heating and cooling energy for the stock, or 81% of operational GHG emissions due to heating and cooling of existing dwellings. Considering the total life cycle energy and GHG emissions over the life of the buildings, although reducing the operational heating and cooling energy will remain to be the primary driver for action, the proportion of the embodied impacts’ contribution is expected to increase in the coming years especially as the implementation of net-zero energy/emissions concepts become more commonplace. A Net Zero Energy Building (NZEB) is a term, subject to ambiguity, that could be used to describe a building with characteristics such as equal energy generation to usage, significantly reduced energy demands, energy costs equalling zero or net zero greenhouse gas (GHG) emissions. Despite lacking an authoritative definition of NZEBs, this relatively new emerging concept in Australia provides significant opportunities to reduce GHG emissions, energy usage and operational energy costs for buildings owners. To move to holistic indoor environmental quality (IEQ) assessment methods of residential building performance in Australia, a relevant evidence base on the comfort behaviour and preferences of contemporary households is needed. A lack of information on the environmental conditions, behaviour and preferences relevant to dwellings in Australia’s hot humid climates has been revealed as an area of ongoing policy and research interest. This paper explores the cooling practices of households living in predominantly naturally ventilated dwellings in Darwin, the Northern Territory through a survey of behaviour, preferences and dwelling construction (n = 102) and a 12-month longitudinal thermal comfort study in 20 houses (n = 2535). The results show that these households employ a range of adaptive behaviours in response to warm and hot conditions. The houses were almost always naturally ventilated, with the assistance of ceiling fans for approximately 50% of the time. The limited use of air-conditioning in these houses is more strongly associated with indoor humidity levels than temperature. These patterns of comfort behaviour provide a basis for the enhancement of building simulation models for the performance assessment of dwellings in naturally ventilated mode in hot humid climates in Australia. Australia’s commercial building stock exceeds 134 million m 2 of net lettable area, with retail buildings contributing 35% to this sector’s energy use. The energy intensity of retail buildings in hotter climates is higher than the national average, as is the energy intensity of smaller buildings (under 1500 m 2 ) that are not considered ‘high-end’ commercial properties. Little attention has been paid to improving the energy efficiency of these types of buildings through regulation (for new buildings) or through market mechanisms (for retrofitting). As many of these buildings are single storey ‘warehouse’ type buildings, their predominant heat load comes through the roof, and thus are well suited to benefit from cool roof technology. Despite this, there remains a deficiency in quantifying the benefit of such technology in the context of single-storey retail buildings in Australia. This paper reports on an experimentally validated numerical study aimed at addressing this deficiency. Results show that application of cool roof technology to a warehouse type building in a subtropical environment increases the energy efficiency by shifting space temperature towards the design set point (21–23 °C), and thus reducing cooling energy demand. This study also indicates an energy saving every month with the application of cool roof, with the largest saving in hotter months and no heating penalty in cooler months. Application of cool roof technology on warehouse style buildings across Australian buildings indicates energy savings can be achieved in all broad Australian climatic zones, with the greatest energy reduction associated with tropical, subtropical and desert environments. Global biodiversity is facing an extinction crisis. Australia has one of the highest terrestrial species extinction rates in the world. Scientists, policy advisors and governments have recommended that the issue be addressed at a landscape-scale, while noting that there are significant knowledge gaps that are hampering implementation of such an approach. From 2011–2015, the Australian Government funded a transdisciplinary research program, the Landscapes and Policy Hub, to meet this need. Transdisciplinary research is widely acknowledged as essential to address the complexity of contemporary environmental problems. Given that such research programs are in their infancy, it is important to evaluate their efficacy and provide an empirical basis for improving their design. This paper presents an evaluation of the strategies fostering transdisciplinarity adopted by the Landscapes and Policy Hub. A heavy emphasis on communication, with skilled knowledge brokering, regular face-to-face meetings using participatory activities and shared field engagements enhanced transdisciplinary interaction between researchers and research users. However, establishing a fully integrated interdisciplinary research program remained a challenge. Efforts to enable shared conceptual frameworks to emerge through adaptive application of theory in practice could have been balanced with increased effort at the outset for researchers and research users to collaboratively formulate shared research questions, leading to the establishment of teams that could address these questions through cross-mobilisation of interdisciplinary expertise. While the idea that agricultural farmlands and natural resources exploration can co-exist is rhetorically sound, emerged and rising realities question this claim. Past studies, particularly ones taking a corporate–community relation stance, have largely explored these emerging realities. This paper contributes an alternate perspective to the debate by presenting a procedural viewpoint on the subject in the light of empirical highlights. The Surat Resource Region in Queensland, Australia, which is noted for its rich agricultural farmlands and natural resources endowment, is considered an appropriate case region for the study. Both quantitative and qualitative empirical findings show that empowerment, cultural adhocracy, and value-led partnership are the missing procedural elements that need to be enforced and incorporated into resource development planning strategies. The study offers a strategy framework for integrative resource development planning research, whose policy and practical application are promising. Archival research into episodes of frontier violence in the Kimberley region of Western Australia indicate that the bodies of Aboriginal victims of massacres were frequently incinerated following the event. This paper presents the results of a scientific investigation of a reported massacre at Sturt Creek where burnt bone fragments were identified in two adjacent sites and documents the archaeological signatures associated with the sites. The methodology used to undertake the project brought together three systems of knowledge: the oral testimonies of the descent group originating from a sole adult survivor of the massacre; archival, historical and scientific research. An archaeological survey defined the two distinct sites containing hundreds of fragile bone fragments; a third site was found to be highly disturbed. Scientific investigations included macroscopic and microscopic examination of selected bone fragments by an anatomical pathologist and a zooarchaeologist and X-ray diffraction analysis of sixteen bone fragments. The anatomical pathologist and zooarchaeologist undertook macroscopic and microscopic examinations of selected bone samples to identify morphological evidence for human origin. It was concluded that three bone fragments examined may have been human, and two of the fragments may have been from the vault of a skull. It was concluded that the likelihood of them being human would be strengthened if it was found that the three samples had been subjected to high temperatures. X-ray diffraction analysis of 16 bone fragments provided this evidence. All fragments showed sharp hydroxylapatite peaks (crystallite sizes 9882nm and 597nm respectively) and all had been subjected to extreme temperatures of either 600°C for more than 80h, 650°C for more than 20h, 700°C for more than 4h or 800°C for more than 1h. XRD analyses were also done on bone samples collected from three cooking hearths at three different archaeological sites. It was found that two of the three samples had been exposed to substantially lower temperatures for a short time period. It was concluded that there was strong pathological and archaeological evidence that the bone fragments were human in origin, but that the evidence was not conclusive. This paper documents the analysis of the circumstances surrounding fatalities due to flooding in Australia between 1900 and 2015. This longitudinal investigation is important to understand changing trends in social vulnerability and to inform efficient and strategic risk reduction strategies. The basis of this analysis was PerilAUS , Risk Frontiers’ database of historical natural hazard impacts in Australia. This data was augmented and verified using coronial inquest records which provide detailed data concerning the social, demographic and environmental circumstances of each fatality. A statistical analysis of the data was undertaken, examining demographics (age, gender), location (state), seasonality, circumstances surrounding the fatality, environmental factors (e.g. the event intensity) and social factors (e.g. the decisions or actions which led to death). Overall there have been 1859 fatalities identified, with distinct trends in relation to gender, age, activity and reason behind the activity. Flood deaths have been declining. The majority of the fatalities are male (79.3%): however, since the 1960s the proportion of female to male fatalities has increased. Children and young adults (<29 years) make up the greatest proportion of the fatalities (53.8% of cases where age is known). The highest proportions of fatalities occurred while victims attempted to cross a flood-impacted bridge or road. The recommendations for emergency management policy and practice are discussed, outlining the need for a new approach that accounts for a continuum of measures including regulation and incentive, education and structural intervention. Government agencies worldwide continue their commitment to providing open data in order to increase transparency of education, healthcare and other public services. Focusing on open government information systems (IS) that provide performance-related data, this paper explores the ongoing tension between government’s goal of transparency and the resulting largely opaque datification effects. Our research insights are derived from an empirical longitudinal study of a controversial open government IS called My School, currently providing performance data on almost 10,000 schools in Australia. We investigate the tension between transparency intended with schools’ open performance data and datification effects they create within the education system and a broader society, through the theoretical lens of Complex Adaptive Systems (CAS). Our study reveals how the tension emerges due to unpredictable use, propagation and reinterpretation of open data by more and more users. Consequently, the original meaning of data gets distorted, as these users continue to reconstruct and reinterpret ‘data’ in their own contexts and adapt their behavior in pursuit of their strategic goals. We also identify and theorize seven datification patterns underlying the tension and the ways they produce various social consequences. Based on these research contributions we discuss important strategic implications for government decision makers and identify new opportunities for future research on open government IS. When distributed solar photovoltaic systems (PV) provide the majority of supply in electricity grids, system operators and network service providers require increased control of customer-owned assets to maintain system security, reliability and equity. Several programs of reform for distributed energy resources (DER) in Australia, USA and Europe have emphasised the importance of placing customers at the centre of any energy transition, but this has occurred against a haphazard backdrop of proposed solar export taxes, decreasing feed-in tariffs, time-varying export incentives and updated inverter standards. Absent is a conversation of how the social contract of connecting to the electricity grid is evolving beyond the passive expectation of electricity supply of the 19th and 20th centuries to a two-way engagement that must support fairness for both DER-owners and non-owners in grids that are at times dominated by DER. This paper proposes a first attempt at a 'DER Bill of Rights and Responsibilities' to provide a template for this required social-license, distinguishing between passive grid participation (passive loads, traditional use, PV self-consumption) and active grid participation (grid interaction for remuneration). Guiding principles of fairness are presented with practical definitions for implementation, referencing existing instruments including inverter standards, network connection agreements, reliability standards, and central ancillary service markets. The intent is that clarity on rights to self-consumption and passive participation will support customer trust in the responsibilities for active DER integration and control. We highlight how proposed rights are already being breached regularly in Australia, as an example jurisdiction, before outlining a pathway to enshrine them for a DER-dominated future with broad sector endorsement. The increasing awareness of the undesirable environmental impact of cement-based products has led to rethinking earth construction within the digitally mechanised framework of Industry 4.0. The attempts to mechanise earth construction started nearly a decade ago, yet, the past four years have seen a surge in the intensity of research on the advanced manufacturing of earth construction. Additive manufacturing of clay-rich soil, like in cob and adobe methods, has been attracting the primary attention, while on the contrary, considerably limited research has been conducted to mechanise other methods such as rammed earth. This paper collected, reviewed, and analysed the state-of-the-art research on the advanced manufacturing of rammed earth construction, with a focus on process design aspects and machine development. Two case studies of recent digitally manufactured rammed earth projects in Australia and Switzerland were comprehensively analysed to provide a realistic feasibility assessment of the potential and technical challenges. We provide a comprehensive overview of today's ammonia trade and assess scaling options for the trade of green ammonia. To that aim, we develop an optimization model for the integrated assessment of the green ammonia value chain that covers all steps from green ammonia production in an exporting country, up to delivery to a harbor in an importing country. The model endogenously chooses among different technology options and determines cost minimal operation. In a case study, we apply the model to the large-scale import of ammonia from Australia to Germany in a scenario for 2030. The results show that green ammonia can reach cost parity with gray ammonia even for moderate gas prices (but not necessarily with blue ammonia) if CO 2 prices are high enough. We also provide a sensitivity analysis with respect to the interest rate and other key technical and economic parameters and show that cracking ammonia to provide pure hydrogen comes at a 45 % cost markup per MWh at the destination. This paper investigates the least-cost greenhouse gas (GHG) abatement pathway for a coupled energy system. We consider the roles of diverse abatement technologies, such as renewable electricity generation, biomass and carbon capture and storage (CCS), as well as sources of operational flexibility, such as peaking generators, electricity storage, transmission and electrolysis. Scenario and sensitivity analyses are applied to explore plausible pathways to energy system decarbonization. All modelled pathways to a zero-emissions energy system feature an accelerating transition from fossil fuels to renewable energy with diverse technologies playing a role. This includes variable renewable generators (VRG), CCS, and sources of operational flexibility on different timescales. Specifically, synchronous condensers appear to be a cost-effective option to control system frequency, inter-seasonal hydrogen storage in engineered caverns can play a significant and complementary role to that of pumped hydro and battery storage, and technologies that capture and sequester atmospheric carbon, including biomass-to-CCS and direct air capture (DAC), can also play a significant role in the transition to net-zero emissions. The present study has investigated the circular RNA (circRNA) transcriptome of twenty obese and postmenopausal women, recruited in Australia, with endometrial cancer (EC). This paper expands on previous findings which evaluated the circRNA transcriptome of a similar cohort of six women recruited in the United States of America. EC is the most common gynaecological malignancy and the fifth most common cancer in women worldwide with obesity as one of its major risk factors. CircRNAs, a class of non-coding RNAs, are involved in many human diseases including cancer. As such the objective of this study was to investigate the circRNA transcriptome of these twenty women and identify circRNAs of interest. We obtained paired samples (EC and adjacent normal tissue) from the cohort of twenty women. Samples were subjected to ribosomal RNA depletion and sequencing performed using Illumina sequencing technology. CircRNAs were identified through CIRI2 and CIRCexplorer2 and common circRNAs extracted for differential expression with edgeR which met the criteria of counts per million > 0.1 and expressed in ≥ 10. We found that the overall abundance of circRNAs was lower in EC compared to adjacent non-cancerous endometrial tissue. We also identified hotspot genes, genes expressing over 10 distinct circRNA isoforms. There were 82 hotspot genes in normal tissue and 23 hotspot genes in EC. There were 174 significantly differentially expressed circRNAs, of which 172 were down-regulated and 2 were up-regulated in EC. The circRNAs identified from this study may act as diagnostic or prognostic biomarkers for EC in obese women. Mid-rise to tall mass timber buildings are becoming internationally popular and are required, for instance in the Eurocode or the Australian building code, to be designed against progressive collapse. Designing against progressive collapse is especially important for mass timber buildings as, when compared to reinforced concrete and steel, timber is a more brittle construction material and mass timber buildings are deemed to be more elastic and have limited rotational capacities at the beam-to-column connections. However, whilst the ability of reinforced concrete and steel buildings to resist such an extreme event has been widely researched, limited studies were carried out on mass timber buildings. Their load transfer mechanisms and structural response after the loss of a load-bearing element are currently unclear. Consequently, this paper presents the outcomes of three experimental tests performed on three scaled-down, 2 × 2-bay, post-and-beam mass timber substructures under an edge column removal scenario. The capacity of the 3D substructures to resist progressive collapse was investigated for two types of beam-to-column connectors, namely two tests performed with a connector type commonly used in Australia in mass timber buildings and one test with a proposed novel connector. In the tests, Uniformly Distributed Pressures (UDP) were applied to the floors in two stages: (i) a constant UDP of 4.8 kPa was first applied to the bays not adjacent to the removed column and (ii) an idealised UDP was then increasingly applied to the remaining two bays through a hydraulic jack connected to a six-point loading tree. The load redistribution mechanisms or alternative load paths, structural response and failure modes were recorded and are presented in this paper. Results showed that the applied load was principally transferred to the three columns closest to the removed column and that the Cross Laminated Timber (CLT) panels spanning over two bays were efficient in resisting and transferring the load. The substructure with the proposed novel connector showed an 8.5% increase in capacity and higher ductility than the substructures assembled with the commonly used connector. A simplified theoretical model consistent with the methodology currently used by industry to predict the collapse resistance capacity of post-and-beam mass timber buildings was compared to the test results. Based on a range of evidence, Cook (2019) concluded that increased erosion and sedimentation followed the movement of Europeans into new regions of Australia soon after A.D. 1788. Woodward (this issue) takes issue with this position, based largely on the interpretation of lake sediment records from a single study site on the New England Tablelands of eastern Australia. Many of Woodward's comments (and their singular focus) are beyond the aims and scope of Cook (2019), which examined the evidence for human impacts on soils and erosion in early colonial Australia. This paper addresses the following issues raised by Woodward: (1) that there is no evidence of environmental impacts from the first half century of 'illegal' settlers and land use in Australia, and (2)that other historical and scientific records of increased erosion and sedimentation before 1840 cannot be relied on. Further, this paper corrects other errors and inaccuracies found in Woodward's reply. This paper draws on many datasets to expand the argument that European land use, resource extraction, and agriculture resulted in landscape disturbance before 1840 in Australia. Finally, this reply demonstrates why Woodward's claim of no major impacts from illegal Europeans before 1840 in Australia is, for many locations, improbable based on the evidence available, and for large swathes of eastern Australia, difficult to support. This paper considers the observed impacts of COVID-19 on the behaviour of a cross-section of the general aviation (GA) community in Australia. It specifically observes the nature of management decision making observed in the sector, and the financial impacts of such choices. Background: Health helplines are integral to contemporary healthcare, offering fast, low-cost, and geographically unrestricted access to health information and advice. Although some health helplines offer support services (e.g., counselling), many function in ways that are similar to physically co-present (i.e., face-to-face) primary care consultations. However, due to the lack of physical presence, there are differences in the way health consultations are routinely managed on the telephone. This article explores some ways in which healthcare is managed at a distance, on a telephone helpline.Methods: Data are 196 recorded calls from the helpline, Healthdirect Australia. Using conversation analysis, this paper compares the delivery of healthcare over the telephone with what is known about physically co-present primary care consultations.Results: Through an exploration of the overall structure of these helpline calls, we show how Healthdirect Australia calls are organised in terms of eight distinct phases: call opening, establishment of reason-for-calling, check of caller safety, creation of a confidential patient file, medical information-gathering, health advice, caller survey questions, and call closing. We demonstrate how interactants organise their talk around these phases, with a particular focus on the shift between mandated administrative tasks and traditional medical tasks.Conclusions: Findings from this study suggest that there are systematic differences between the overall structure of health helplines and physically co-present primary care consultations. We demonstrate that the delivery of health information and advice via helplines can be challenging, but that service can be enhanced through continued efforts to inform understanding about how medical encounters routinely unfold in over-the-phone environments. Current railroads require significant upgrading to meet the challenges of heavier loads at higher speeds. Due to excessive track degradation, the Australian rail industry spends large amounts on frequent track repair and maintenance, as well as ground improvement prior to track construction where soft and saturated subgrade soils pose considerable difficulties in design and construction. Moreover, the degradation of ballast particles under impact loading seriously hampers the safety and efficiency of rail tracks, which leads to speed restrictions and more frequent track upgrading. Hence, there is a need for innovative design solutions that can extend the service life of tracks to cater for faster and heavier train traffic. The use of planar geosynthetics and recycled rubber mats placed at the interface of ballast and subballast layer has proven an effective approach to mitigate ballast degradation and improve track longevity. This paper presents the current state-of-the-art knowledge of rail track geomechanics conducted at the University of Wollongong (UOW) including topics relating to laboratory testing and computational modeling approaches. The load-deformation responses of rubber mat/geogrid-stabilised ballast are studied in the laboratory using a large-scale drop weight impact testing facility, and Track Process Simulation Apparatus (TPSA). Numerical modelling using discrete element methods (DEM) are used to model geogrid-reinforced ballasted tracks, capturing both the discrete nature of ballast subject to various types of loading and boundary conditions. This paper identifies challenges surrounding domestic air freight markets in Australia and compares the provision of road vs air freight services utilising gravity modelling methods. Our findings suggest the impedance of domestic air freight services in Australia is greater for regional areas between the primary cities (such as Canberra, between Sydney and Melbourne) than remoter areas (such as Cairns in Northern Australia). Our models show further that in addition to distance, air freight capacity on any of our analysed routes is despite being demand-pulled in terms of GDP dependency significantly attuned to factors at both the origin (in particular domestic trade capability, i.e. manufacturing and logistics) and destination. Concrete is the second most used material after water and the production of cement is responsible for 5–8% of global carbon dioxide emissions. The development of low-carbon concretes is pursued worldwide to help the construction industry make its contribution to decarbonising the built environment and achieving carbon reduction targets agreed under the Paris Climate Agreement. However, there is uncertainty around the actual amount of greenhouse gas emissions that can be avoided by employing alternative types of concrete. This study quantifies the carbon footprint intensities of Australian cement and concrete production, including ordinary Portland cement, standard ordinary Portland cement concrete, blended cement-based concrete and geopolymer concrete production. For the first time, an input-output based hybrid life-cycle assessment method is used for these products. The main goal of this paper is therefore to make a methodological comparison between process-based and hybrid life cycle assessment using the Australian cement and concrete production as a case study. A comparison with published results from process-based life-cycle inventories as well as a decomposition of results into product categories is provided. The hybrid life cycle assessment resulted in higher greenhouse gas emissions for ordinary Portland cement and all types of concrete due to the methodology incorporating an economy-wide system boundary, which includes the emissions from upstream processes. For geopolymer concrete in particular, the results were also dependent on the method applied for allocating greenhouse gas emissions from fly ash and slag. Fire behaviour and spread predictions guides suppression strategies and public warnings during wildfires. The scientific understanding of fire behaviour forms the core of these predictions, but is incomplete, and expert judgement and experience are required to augment the evidence based knowledge. Amicus is a new decision support system that implements contemporary, published and operationalised bushfire behaviour models (e.g. rate of spread, flame height, fireline intensity, spotting distance) in the Australian bushfire context. It enables the inclusion of expert judgement and local knowledge, allows users to analyse temporal trends and uncertainty in inputs, and facilitates reliable and practical predictions. This paper provides a comprehensive overview of Amicus, including its operation and functionality, identifies the boundaries of the current understanding of fire science, discusses the major limitations in existing knowledge, and provides a framework for allowing deterministic and anecdotal/local knowledge to be incorporated into formal fire behaviour predictions. In recent years there have been significant advances in online planning and decision support systems that encompass spatial and statistical analysis and visualisation services. In this paper we provide an analysis and evaluation of one particular online spatial-statistical platform, known as the Australian Urban Research Infrastructure Network (AURIN) portal. By adopting the Statistical Data and Metadata Exchange (SMDX) format, more than 500 socio-economic data products can be dynamically searched, browsed, accessed and analysed via the AURIN portal. The significance of this approach is that urban geographers can access both the datasets and statistical analysis tools via the same online Portal and thus in theory, conduct their research more efficiently. In conducting our research we specifically focus on three practical use cases which utilise machine-to-machine access from the AURIN portal to the national census data maintained by the Australian Bureau of Statistics (ABS). The first use case involves location quotient analysis in New South Wales to analyse the financial sector. The second use case focuses on understanding economic growth across industry sectors across Queensland using shift-share analysis. The third use case aims to identify spatial autocorrelation between low income and other spatial variables in South Australia. Through this in-depth case study approach we have identified there are some strengths and weaknesses with the AURIN portal. We have demonstrated that the portal can successfully search, interrogate and visualise spatial-statistical data from across Australia. We have also demonstrated that the AURIN portal can successfully conduct simple spatial-statistical analysis all via a single online platform. However, we have also found there remains significant challenges in manipulating and visualising complex multi-dimensional datasets through the portal. Yet these challenges are not considered insurmountable and further research should endeavour to address them. In conclusion, it is important to highlight that online platforms such as the AURIN portal hold significant promise as effective planning and decision support systems which can be used to better shape our cities. An airport network forms the backbone of any air transportation system. The relationships among the origins and destinations of flights result in a complex network of routes which can be complemented with information associated with the routes themselves, for instance, traffic load and distance. In this paper, we modeled the Australia's civil domestic airport infrastructure as a network and analyzed the resulting network structure and its features using complex network tool. This case study identifies and investigates complex network measures, such as the degree distribution, characteristics path length, clustering coefficient and centrality measure as well as the correlations among them to understand the topology of an airport network. This analysis of the Australian Airport Network (AAN) indicates that it has a cumulative degree distribution described by the power-law function. As it has an average path length of 2.90, it is considered to have small-world properties. It is also found that it has a clustering coefficient of 0.50 which is higher than that of a random network of the same size which indicates that the transitivity and cohesiveness of AAN is different from a random network. In contrast to the World-wide Airport Network (WAN), the AAN is found to have disassortative mixing similar to the airport networks of China and India. [ABSTRACT FROM AUTHOR]

Jens Rasmussen's seminal risk management framework and accompanying Accimap method have become highly popular in safety science circles. Despite this, widespread adoption of the model and method in practice has not yet been achieved. This paper describes a project involving the development and implementation of an incident reporting and learning system underpinned by Rasmussen's risk management framework and Accimap method. The system was developed for the led outdoor activity sector in Australia to enable reporting and analysis of injuries and near miss incidents, with the aim of supporting the development of more effective countermeasures. An analysis of the data derived from the first 3 months use of the system by 43 organisations is presented. The outputs provide an in-depth Accimap-based analysis of all incidents reported by participating organisations over the 3 month period. In closing, the importance of developing usable domain specific tools to support translation of Ergonomics theory and methods in practice is discussed. [ABSTRACT FROM AUTHOR]

Since 2010/2011 changes to the national construction code require newly constructed houses to perform at a minimum Nationwide House Energy Rating Scheme (NatHERS) energy rating of 6 stars (or BASIX equivalent in NSW), which determines the predicted thermal energy a house requires to maintain thermal comfort, given its location. This initiative aims to improve the energy performance of new housing stock in the residential sector, however, many existing houses were built before the introduction of these regulations. These houses account for the vast bulk of the nation's housing stock and are shown by studies to achieve low star ratings and can require significantly higher amounts of thermal energy to maintain occupant thermal comfort. This paper investigates the likely impact of various renovations for six existing houses in South Australia mainly within the Adelaide climate zone representing a range of typical housing stock constructed before the adoption of NatHERS based energy regulations. These houses were built between the 1930's to 1990's, are sited on individual allotments, and are modelled in NatHERS rating software from an existing base case and then for a variety of both minor and more significant building shell and fabric upgrades; extensions to floor areas or major structural modifications are not considered. The costs associated with the upgrades is presented together with the thermal energy improvements, which bring older houses up from star ratings of 1-3 to the current minimum performance of 6, which reduces the demand for and greenhouse gas emissions of heating and cooling devices, for material and labour costs of $15-25k.
