The primary purpose of this paper is to review and evaluate the causes of educational poverty in less developed countries. The basic intent in carrying out such a study is to define and derive the role of governing agencies in deliberately creating educational poverty in the country, so that the private interest of the rich and powerful ruling class can be fully safeguarded. This study is of crucial interest to the common man because majority of the people living in less developed countries are poor in spite of the fact, that almost all these countries own ample human and material resources. However, the common man in these countries is continuously suffering, generation after generation, and has been denied access to basic amenities of life. The rich and powerful ruling class, in majority of the less developed countries, has intentionally denied basic education facilities to its people for keeping them ignorant and unaware of their fundamental rights to share national resources and to gain competence for comfortable living in the society. The paper advocates a complete reversal in economic growth policies of the less developed countries so that top priority is given to those projects and programs that directly benefit the common man in the society. In this respect, the author calls for awareness among the people to exercise their economic and social rights so that people of all the strata can share equally the fruits of growth and prosperity.

In this paper the results and implications of an application of dynamic simulation modeling to the study of control of social unrest in a developing country are presented. The model demonstrates the use of a multiple-objective, multiple-group objective function designed to monitor the "pressure level" of social unrest in the modeled system. An outline of the model structure is presented and sample relationships are explained in detail to demonstrate the dynamic and feedback nature of the model. The paper then presents some of the recommendations and their managerial and public policy implications derived from a policy analysis of the model. The analysis, for instance, reveals that a program designed to achieve the highest possible economic growth rate could adversely affect the society's stability in the long run. The study, in addition, finds that an extensive income redistribution program, designed to tax the rich more heavily and to substantially increase the minimum income of the poor, proves to be myopic while an extensive wealth redistribution program is shown to bring about a significant and sustained improvement in the system's stability. These results raise serious questions on much of the attitudes that underlie economic development and income redistribution programs in countries like India, Brazil, the Philippines and, to some extent, the United States. The aim of this paper is to analyze the relation between economic growth and labor market dynamics in Brazil between 1981 and 2009, making a comparison with the United States. Among the findings, one can mention that economic growth in Brazil has been related to a massive incorporation of labor force in labor intensive activities, whereas, in the United States, to a substantial improvement of labor productivity in high-technology activities. Despite the favorable economic context in the 2000s, huge inequalities between these countries have widened since the structure of the Brazilian labor market remained with few or no changes. Abstract: This paper studies the effects of oil price shocks in the last 30years on the Brazilian and American inflation rate and rhythm of economic activity. The Brazilian and the United States economies are interesting polar cases, since they had a completely different path on the oil import dependence rate. While the oil import dependence rate has increase sharply in the United States (US), it has decreased substantially in Brazil. We found that output growth volatility in the United States has been decreasing over time as well as the contribution of oil price shocks to such volatility, despite the increase in oil import dependence. Inflation volatility has also been decreasing but oil price shocks are accounting for a larger fraction of this volatility in the US. In Brazil, such shocks do not seem to have a clear impact on output growth and they account for a very small fraction of the Brazilian inflation and output growth rate volatility. We finally run some counterfactual experiments to analyze how real output growth in the United States would had been if net oil import share in the United States behaved similarly to what was observed in Brazil. We conclude that output level would be roughly the same, however, it would be about 10% less volatile if the US had the actual Brazilian oil import share. [Copyright &y& Elsevier]

Existing views of the Dwight D. Eisenhower administration’s policies in Latin America have tended to portray its approach as being either fixated upon waging the Cold War, or overly concerned with quelling outbreaks of Latin American economic nationalism. Eisenhower’s approach has been viewed as regressive and reactionary; more concerned with political stability than economic and social progress. This view, moreover, has been strengthened by the actions of Eisenhower’s successor – John F. Kennedy’s announcement of the Alliance for Progress, and the prominent role played by Modernization Theory in his administration’s approach toward the developing world, have been viewed as a stark contrast to what had come before. This article challenges that prevailing view, however, by examining the Eisenhower administration’s economic policy towards Brazil. In developmental terms, it will be argued, Eisenhower’s approach was not so very different from Kennedy’s: the methods and theoretical underpinnings between the two administrations may have differed, but what they ultimately wanted to achieve – flourishing nation states that were prosperous, pro-American, and ultimately democratic – remained a constant goal. Like Kennedy, Eisenhower’s approach was constructed on a singular belief in the best way for a nation to develop; it was a standpoint that, due to the country’s economic potential, could be most clearly identified in Brazil. In examining Eisenhower’s economic approach toward Brazil, therefore, this article suggests that there is a compelling need for us to reperiodize the era of Modernization with regard to US developmental policy in Latin America. The twentieth century witnessed spatial transformations in Brazil and in the United States. The late ingress of Brazil in capitalism determined the pattern of economic growth, distribution of wealth and the shape of regions and cities. The United States privileged position in postwar economy contributed to increase investments and add millions of consumers in domestic market. However, they have some common elements: both experienced industrial decentralization which changed the subnational economic balance; both have adopted urbanization patterns that reinforced social inequalities and both are using similar strategies to face the post-1970`s economic changes. Today, the urban and regional policy have been driven by guidelines that highlight elements such entrepreneurship, good governance as well a friendly land regulation to stimulate economic growth. But, the transplant of practices among countries do not consider its institutional features, political balances or living conditions. BACKGROUND The impacts of shifts in the age distribution of the working-age population have been studied in relation to the effect of the baby boom generation on the earnings of different cohorts in the U.S. However, this topic has received little attention in the context of the countries of Asia and Latin America, which are now experiencing substantial shifts in their age-education distributions. OBJECTIVE In this analysis, we estimate the impact of the changing relative size of the adult male population, classified by age and education groups, on the earnings of employed men living in 502 Brazilian local labor markets during four time periods between 1970 and 2000. METHODS Taking advantage of the huge variation across Brazilian local labor markets and demographic census micro-data, we used fixed effects models to demonstrate that age-education group size depresses earnings. RESULTS These effects are more detrimental among age-education groups with higher education, but they are becoming less negative over time. The decrease in the share of workers with the lowest level of education has not led to gains in the earnings of these workers in recent years. CONCLUSIONS These trends might be a consequence of technological shifts and increasing demand for labor with either education or experience. Before the year 1600, Brazil and the United States were very similar regions in terms of geographic development and colonial status, and yet both countries developed in remarkably different ways. In this article, we apply institutional analysis and the common pool approach to explain differences in the western expansion of Brazil and the United States. We find that (i) such analysis complements much of the previous literature that heretofore explained differences in these regions using sociological and ideological analytical tools, and (ii) the theory that the distinctive behavior between the Brazilian bandeirantes and the North American pioneers is due to sociological factors is refuted.
