Sustainable development - a development model that seeks to ensure a balance between economic growth, quality of life and environmental conservation in the medium and long term, so as to meet the needs of the current generation without compromising the ability to meet the needs of future generations - has represented decades, the guideline that has underpinned development policies, programs and strategies. The issue of the mechanisms of financial support for Romania's agriculture is very important in our country's efforts to become competitive on the European agricultural market. However, the peculiarities of Romanian agriculture remain almost similar to the pre-accession period (fragmented agrarian structures, low technical and economic yields, outdate technical endowment, etc.), and the main question is whether community support mechanisms increase or remain Romanian farm performance, support measures to ensure their survival on the market. The paper highlights the regional development strategies of the NorthEast Region, solutions to improve the process of strategic implementation of development objectives, by providing viable tools for monitoring sustainable development at regional and rural level, eliminating their oversizing trends. The target indicators proposed by this paper and their rationale allow such a realistic and correct estimation of the strategic implementation and the measurement of the impact of the strategic objectives. In this context, we consider that proposed and substantiated result indicators starting from the previous trend of the region, for all strategic priorities 2014-2020, can be much better materialized in projects with major impact on sustainable development both at regional level and the rural environment, and the way of their evaluation and estimation represents a viable methodology for monitoring the regional development strategies. The coordinated development of basin economy and marine economy is not only necessary, but also has the objective basis of the coordinated development. This paper discusses the coordinated development of basin economy and ocean economy from the perspective of basin economy. Taking the basis and effect of basin ocean economic linkage development as well as the Yangtze River economic belt as an example, this paper analyzes and calculates the correlation degree. It is pointed out that the correlation between basin economy and marine economy with the correlation between marine tertiary industry and basin tertiary industry are very high. The correlation between marine main industry and basic basin secondary industry are relative high. There has been growing interest in identifying robust indicators which demonstrate the linkages between evaluation and Sustainable Development Goals(SDGs) a post MDGs strategy that spans 2015 to 2030. This is particularly important as dominant strategies have largely centered on monitoring which is largely procedural and inadequate in practical understanding of the results of the SDGs. This paper builds on an extensive body of seminal reports and similar secondary data in the broad field of development studies , and aims to capture the need to link evaluation to sustainable development goals(SDGs) . It argues that this is salient in determining how the 17 goals and 169 targets of the SDGs are contributing to the overall development of Nigeria within the pillars of sustainable development, namely environmental, economic and socio-cultural components . While such linkages are useful in policy, comparative, empirical and theoretical contexts , the paper argues that it has not been given adequate attention both in scholarly debates and policy discourse . 25 years have passed since the 'Brundtland Report' defined sustainability as a possibility to equally meet current and future needs. 15 years later, the author of the definition stated that despite of the fact that the definition does not need to be changed, its understanding bettered off during the interval. 25 years later, the present paper takes an in-depth look at the concept and its practical implications. One of the issues being addressed refers to the pillars of sustainability; their number increased by 25% to include the cultural pillar in addition to the economic, social, and cultural one. Spatial thinking added a new dimension, translating into concepts like 'sustainable communities' or 'self standing village' at the local level, and 'polycentricity' and 'cohesion' at the regional one. Furthermore, practical implications include environmental impact assessment (evolving towards strategic impact assessment), internalization of externalities, ecological restoration, and a new view on conservation, different from the one addressed by the 'Zero Growth Strategy'. In addition, the paper discusses several criticism addressed to the concept and its implementation, attempting to reveal their underlying causes. Developing countries are often most impacted by climate change. While the work of international environmental organizations has received considerable public and academic attention, local environmental non-governmental organizations (ENGOs) also play a key role in assisting local populations adapt to the changing environment and develop in a sustainable manner. Drawing on data from semi-structured interviews with rural Malians, and using a local ENGO [the Mali-Folkecenter Nyetaa (MFC)] as a case study, this paper begins by describing how rural Malians perceive climate change is impacting their lives, and how the MFC attempts to address these impacts with their programs in the communities. The paper then illustrates the unique advantages of local ENGOs, both in their holistic approach and their integration in the communities, to working with the local population, relative to the approach taken by larger NGOs in this field. It concludes by proposing that a key new avenue for the international community to meet its developmental and environmental goals could be to support the work of local ENGOs through, for example, existing carbon markets. In October 2007, Norman Borlaug wrote in Science magazine that 'more than 200 science journals throughout the world will simultaneously publish papers on global poverty and human development - a collaborative effort to increase awareness, interest, and research about these important issues of our time'. Borlaug, Nobel Peace Prize laureate and father of the green revolution, was demonstrating that the scientific community is at last taking questions seriously of sustainability and development. Borlaug's own contentious role in the history of 'development,' however, points to the complexity of the term and the contested role scientists and engineers have played in that history. As engineering education initiatives incorporating sustainable development practices proliferate, it becomes ever more important to understand the historical lessons of development and the contributions of engineers. This paper outlines a history of engineering practice and education in relationship to development, sustainable development, and community development to help those committed to making engineering education relevant to environmental protection and community needs to better understand the challenges ahead. Asia is the world’s largest and most culturally diverse region. Consisting of some 53 independent nations with a combined population of more than 3808 million persons – 59% of the world’s total population in 2005 – patterns of social and economic development in the region have been comparatively slow, especially with respect to rates of economic expansion, protection of human rights, environmental protection, and the extension of social protections to the region’s historically vulnerable population groups – including women, children, the aged, persons with disabilities and others. Continuing high rates of population growth, in combination with long-standing internal and intra-regional conflicts, compounds the difficulties experienced by Asian leaders in achieving more ambitious development objectives. This paper reports on the Asian region’s social development successes and challenges for the 35-year period beginning in 1970. Data are reported at three levels of analysis: (1) for the region-as-a-whole; (2) for each of Asia’s four major subregions; and (3) for 45 of the region’s most populous countries. The picture that emerges from this analysis is that, for the region-as-a-whole, Asia’s development remains both asynchronous and heterogeneous, i.e., inconsistent and uneven development across a broad range of inter-dependent socio-economic sectors. Some nations within the region, however, realized extraordinary social progress during the period studied and the lessons they offer may provide important insights into the development strategies adopted by other nations both within and outside Asia. David Pearce was a pioneer in the economic valuation of biodiversity. His work powerfully influenced both later economists who worked in the field and natural scientists and practitioners who gained and appreciation of the importance of economics to their efforts. Pearce often applied the paradigm of demonstration followed by appropriation: the values of biodiversity must first be demonstrated to those who make decisions concerning its survival, and then appropriated by them. The later step will be possible when market and policy failures are rectified so as to allow the realization of conservation values. While Pearce wrote extensively on these themes, he was also acutely aware of the limitations of the paradigm. Rosy projections of values that could not be realized and appropriated would be of little practical use, and Pearce often cautioned against excesses of optimism. Yet he also clearly believed that there are compelling, if not always easily demonstrated, reasons for conservation. I argue in this paper that Pearce’s seminal work on the valuation of biodiversity cannot be understood without some appreciation of his philosophical perspective. Pearce would have described himself as a pragmatist. However, his pragmatism was grounded in the belief that it is both expedient and ethical to recognize that communities in some of the poorest corners of the world will only conserve biodiversity if they are justly compensated for the sacrifices they must make to do so. Road are significant national assets which provides a fundamental foundation to the performance of all national economies, delivering conditions for social and economic development of countries and international communities. It is of at most importance to ensure a mobile and safe movement of inhabitants with the lowest time and pollution costs. In order to reach the goals the planning processes are implemented on a national and international scale to rationally justify the efficiency of urgent measures. In the Republic of Lithuania, seeking to efficiently use funds allocated to the road sector the Road Maintenance and Development Programmes are developed by the road manager defining a short-term and long-term vision of the road network and measures to achieve it. However, due to the anticipated insufficient financing of the road sector the Road Maintenance and Development Programmes aim to rationally combine preservation of the road network and its perspective development depending on the existing financing. The Road Maintenance and Development Programme of the Republic of Lithuania for 2030 assesses the existing condition of the road network and defines the goals and measures how to implement a sustainable development in the road network. With the help of review analysis this paper studies: road safety assurance, road pavement deterioration degree, social welfare assurance, road maintenance, infrastructure development, assurance of sustainable development. China's environmental degeneration carries fundamental political, economic and social implications for its future development and its international reputation. The complexity of the challenge is underlined by the variety of environmental issues China is confronted with. Among them we can identify water shortage, desertification, industrial and urban air pollution, acid rain, and extreme weather patterns. China is already a major polluter and its growth focus as well as the rapid urbanization process we can observe will further increase the pressure on the environment. Under a paradigm of unlimited natural resources and recipient capacity for emissions, raising the material standard of the world's poor did not seem to be seriously in conflict with increasing consumption levels in affluent nations, even with a growing global population. In a finite world, increased consumption in wealthy countries will reduce the possibility of meeting the needs of a growing population in developing countries within the limits set by the Earth's ecological carrying capacity. The UN World Commission on Environment and Development met this challenge by recommending stronger reductions in the consumption of energy and natural resources in developed than in developing countries, in order to make space for increased standards of living among the world's poor. Today, the willingness among decision makers in rich countries to pursue a sustainable and globally solidary development appears to have declined significantly. Instead, a cynicism or hostility against 'the Others' seems to gain momentum. Within the environmental discourse, such cynicism is rooted in particular in the writings of the influential American biologist Garrett Hardin, notably his 1974 article 'Living on a Lifeboat'. Below, Hardin's 'Lifeboat ethic' is reviewed and critically discussed, focusing on the hidden premises embedded in Hardin's position. Specialist thesis is dealing with the theory and contents of concept of sustainable development and its cohesion with other entities. The concept of sustainable development is multidisciplinary, including economy, ecology, etic, sociology, law and politics, connecting the welfare of presentan future generations with the capacity and limitations of biosphere, in the way to make a lifesustainable.Montenegro need to protect environment through implantation of environment friendly development strategy of tourism and other economic activities. Protection and promotion of communities need to be the main aim of Montenegro development. In this respect the author presents reasons and argumentation for appropriate tourism activities, including eco tourism, rural tourism, cultural and health tourism. Sustainability is one of the essential characteristics of the hotel building management, which leads to reduction of the negative impact hotels make on the environment. Large hotel companies are particularly comitted to environmental responsibility because of the branding, public initiative, environmental protection, operating costs reduction, and thereby achieving an increase in profits.
