The process of icing involves the freezing of overflow layers, on ground or within streams, and results in ice bodies called "aufeis" that are common in most northern landscapes. Knowledge about aufeis is still limited despite the cold region engineering challenge they represent. Understanding the causes of overflow events leading to aufeis development represents a key for the prediction, mitigation, and management of this geohazard and can also support the planning and design of infrastructure in the North. This paper introduces a practical classification for the diverse range of overflow processes that generate aufeis, including under-represented processes, such as the instability of winter streamflow. Importantly, it distinguishes flow conveyance from water supply overflow processes and describes the temporal aspect of icing intensity. Finally, research topics are proposed to improve our understanding of aufeis, including their predictability, the impact of climate change on their occurrence and extent, and stream morphology–aufeis interaction. From the Rocky Mountains in the US to the Sea of Cortez in Mexico, the Colorado River is one of the most managed and monitored rivers in the world. As decreasing river flows from drought and climate change continue to impact the Colorado River Basin, the US federal government, seven US states, and Mexico have signed agreements that would reduce deliveries, including a Drought Contingency Plan (DCP), an agreement among the US states and the Bureau of Reclamation, and Minute 323 (a treaty agreement between the US and Mexico). As part of the DCP, the US Bureau of Reclamation (Reclamation) committed to increasing conservation efforts to augment storage in Lake Mead. This paper presents an analysis of Reclamation's Decree Accounting Reports that record water deliveries and conservation savings from 1964 to 2019. Overall, this analysis illustrates that (1) the agency has implemented significant conservation actions over the last three decades, (2) the agency has responded to increased accounting needs as dictated by national and international management agreements, (3) some actions have resulted in environmental costs, and (4) future actions could be designed to avoid environmental harms while also augmenting Lake Mead levels. As climate change continues to constrain Colorado River water supply, detailed accounting may help reveal areas for potential efficiencies or demonstrate where the greatest levels of savings have been reached while ensuring that environmental and social benefits are preserved. Over the last 100 years, humans have changed the path and personality of the Colorado River by distributing water to cities, communities, and agricultural fields to support over 40 million people. Throughout the twentieth century, the US federal government, seven US, and Mexico signed agreements enabling development of Colorado River water. By the early 21st century, as it became evident that water demands and climate change were reducing available supplies, these same governments signed agreements to reduce pressure on the river. All these agreements have, in part, been tracked by the US federal agency that manages the river, the Bureau of Reclamation (Reclamation), through Decree Accounting Reports. Since 1964, these reports have recorded how water is or is not accounted for that might be important to the future of the river. This paper examines those reports and reveals four main findings: (1) Reclamation has implemented numerous water conservation projects, (2) they have responded to new management agreements, (3) some of their actions have impacted the environment, and (4) there are proactive ways they can reduce environmental impacts and bolster water supplies in the future. For an effective reservoir operation during drought, the variations of both water supply and water demand which depend on hydrological and meteorological conditions need to be dealt with. This paper aimed to consider these variations in the Aharchay basin (Iran) by coupling a hedging rule (HR)-based reservoir operation model (HRROM) with a climate-based irrigation scheduling model (CBISM) at the farm level. Through the HRROM, optimal long-term decisions for Sattarkhan reservoir were made by considering the probable streamflow scenarios in the system. Given the variable agricultural demands (VAD) in the CBISM, the irrigation water was optimally allocated to the crops using several evapotranspiration (ET) scenarios. The CBISM employs three sub-models including linear programming (LP), nonlinear programming (NLP), and particle swarm optimization (PSO) to maximize the total income of the Aharchay agricultural network as a function of the climate factors and the supplied water. To this end, the daily weather and discharge data from 1990 to 2015 were used in this study. The standardized precipitation-evapotranspiration index (SPEI) and the streamflow drought index (SDI) were used to detect the meteorological and hydrological droughts, respectively. The SPEI was calculated based on the high-resolution-gridded datasets of the Climatic Research Unit (CRU). The findings demonstrated that the HRROM-CBISM generally managed to increase the time-based (αt) and volume-based (αv) reliability indices by 20% and 44%, respectively, compared with the conventional standard operation policy (SOP). For more investigations, the three major droughts of 2000–2002, 2004–2006, and 2008–2014 were separately analyzed. The average values of αt, αv, and vulnerability (V) for SOP were 0.33, 0.51, and 0.48, respectively. With the HRROM-CBISM, these values were about 0.5, 0.55, and 0.45, respectively. Among these indices, αt had the highest variations, while αv had the lowest variations in both the SOP and HRROM-CBISM approaches. Rapid climate change is impacting water resources in Afghanistan. The consequences are poorly known. Suitable mitigation and adaptation strategies have not been developed. Thus, this paper summarizes current status of knowledge in relation to Afghan water resources. More than 130 scientific articles, reports and data sources are synthesized to review the potential impacts of climate change on the cryosphere, streamflow, groundwater and hydrological extremes. The available information suggests that Afghanistan is currently witnessing significant increases in temperature, less so precipitation. There is evidence of shifts in the intra-annual distribution of streamflow, with reduced summer flows in non-glaciated basins and increased winter and spring streamflow. However, in the short-term there will be an increase in summer ice melt in glaciated basins, a "glacial subsidy", which sustains summer streamflow, despite reduced snow accumulation. Climate change, with its reaching implications, has become a popular topic in recent years. Among the many aspects of climate change, one of the most pressing concerns has been identified as the impact on the terrestrial water cycle, which has a direct impact on human settlement and ecosystems. The paper begins by reviewing previous studies, and then identifies their flaws and future research directions. The effects of climate change on surface water resources in the Dhidhessa Sub-basin, Abbay Basin, Ethiopia, were studied as practices. For future potential climate change, the results of global climate models (GCMs) and high-resolution regional climate models (RCMs) from multiple climate models were combined with data from Representative Concentration Pathways (RCPs) prepared by the Intergovernmental Panel on Climate Change from the CCAFS Data Distribution Center web page. To evaluate the impacts on water resources, various distributed hydrologic models based on local underlying surfaces were developed. The future potential climate change of the Dhidhessa Sub-basin Province was evaluated by integrating RCP outputs, whereas the climate change of the Dhidhessa River was directly derived from the results of different RCP. Dhidhessa stream flow will decrease in the future compared to the baseline era. The predictions of future discharge (stream flow) were based on climate scenarios data from 1991 to 2020 and for the future with two time windows, 2044 (2030–2059) and 2084 (2070–2099), on a monthly time-step after bias correction to both precipitation and temperature in the future climate described in the under each RCP. According to model results, the quantity of surface water resources in the Dhidhessa river region will decrease over the next 100 years, the percent decrease in mean annual stream flow by 10%, in 2044, and 6.3% in 2084, respectively, making the impact of temperature increase on runoff greater than that of precipitation. The distribution of runoff would be more even across years but more uneven across years in the long-term window, implying a higher possibility of drought and flooding. In general, this study discovered that any effect on this river that results in a decrease in flow will have a direct impact on the area's ongoing water resource development and socioeconomic development. Streamflow often increases after fire, but the persistence of this effect and its importance to present and future regional water resources are unclear. This paper addresses these knowledge gaps for the western United States (WUS), where annual forest fire area increased by more than 1,100% during 1984 to 2020. Among 72 forested basins across the WUS that burned between 1984 and 2019, the multibasin mean streamflow was significantly elevated by 0.19 SDs (P < 0.01) for an average of 6 water years postfire, compared to the range of results expected from climate alone. Significance is assessed by comparing prefire and postfire streamflow responses to climate and also to streamflow among 107 control basins that experienced little to no wildfire during the study period. The streamflow response scales with fire extent: among the 29 basins where >20% of forest area burned in a year, streamflow over the first 6 water years postfire increased by a multibasin average of 0.38 SDs, or 30%. Postfire streamflow increases were significant in all four seasons. Historical fire–climate relationships combined with climate model projections suggest that 2021 to 2050 will see repeated years when climate is more fire-conducive than in 2020, the year currently holding the modern record for WUS forest area burned. These findings center on relatively small, minimally managed basins, but our results suggest that burned areas will grow enough over the next 3 decades to enhance streamflow at regional scales. Besides existing challenges to water management under scarcity in Africa, climate change has the potential to impose additional pressures on water resources. This study aims at reviewing and identifying the climate change signals presented in 61 peer reviewed papers with respect to seven largest African river basins, viz. Nile, Senegal, Volta, Niger, Congo, Zambezi and Limpopo. Thirty percent of the reviewed papers focussed on the Nile basin while only 13% reported on the Congo basin. The climate change signals were segregated into decreasing, increasing and uncertain trends. Results stated the overwhelming tendency for using unmitigated future emission pathways. The use of ensemble models superiors the individual and synthetic scenarios. While projected temperature showed robust increasing trends, rainfall dominated by uncertain trends. The hydrological impacts were assessed through 19 hydrological models with accepted considerations of land uses at 52% of the cases. Modellers managed to understand and build robust rainfall-runoff relationships in Zambezi, Limpopo, Senegal and partially in Niger but failed in Congo and Nile. Climate change impacts on runoff, stream flows and evapotranspiration should be interpreted cautiously. Separating the individual effects of climate variability and human activities on streamflow is more important than just knowing their combined effects. In this paper, using a scenario-based hydrological simulation approach, the streamflow changes caused by climate variability and two different types of human activities (i.e. land-use change and large reservoirs operations) as well as the contribution rates of these three factors over 272 sub-basins in the Yangtze river basin were quantified and compared among 5 different periods (i.e. 1988–1992 (P1), 1993–1997 (P2), 1998–2002 (P3), 2003–2007 (P4) and 2008–2012 (P5)). Results demonstrate that, at the annual scale, climate variability played a leading role in the change in outflow of most sub-basins. With regard to the seasonal variations in discharge at Datong station, climate factors played a predominant role during P1-P2 and P2-P3. Since the Three Gorges Reservoir began operating in 2003, the discharge was enhanced by reservoirs in January-May and reduced by reservoirs in July-December. Reservoir and climate factors codetermined seasonal streamflow change during P3-P4 and P4-P5. Land-use change made the smallest contribution to seasonal discharge fluctuations. The 2013-2015 drought in the Metropolitan Region of São Paulo exposed the lack of resilience of the regional water supply system, highly dependent on the Cantareira reservoirs. In this paper, inflows to each of the four main Cantareira reservoirs are tested for systematic change. Persistent trends in streamflow, rainfall, temperature and evapotranspiration are first evaluated. Streamflow was also tested for step change. Double-mass curves were employed to assess modification in the precipitation-runoff relationship. Subsequently, we used the climate elasticity method and the ABCD model to quantify the relative contribution of climate and human activities into the detected trends. Only Cachoeira and Atibainha sub-basins showed a significant downward trend in streamflow. The results for step change were also significant, and the year of occurrence coincided with breakpoints in precipitation-runoff relationship. For both Cachoeira and Atibainha, human activities had a more significant impact on streamflow reduction than climate variability. Land use and cover maps suggest that the reduction of pasture/abandoned land parallel to an increase in reforestation/silviculture is behind streamflow reduction. The results highlight the importance of coordinating land-use patterns and water management, as an important contributor beyond any considerations of a changing climate. Variability of streamflow has far-reaching impacts especially in developing countries. This is aggravated by climate change which has adversely affected the water resources and food security. This paper presents the characterization trends in extreme streamflow regimes with a view to providing information for planning local coping mechanisms to climate variability and change using streamflow data recorded from 1959 to 2008 in the Lake Naivasha basin in Kenya. The maxima and percentiles of streamflow distributions were investigated to identify changes in extreme intensity and frequency, respectively, using the Mann–Kendall test. The results indicate significant increases in annual maxima at all gauging stations. The flows in the month of November increased significantly at gauging stations 2GB4 and 2GC4. Flow percentile exceedance revealed that the annual 95th percentile exceedance increased significantly at gauging stations 2GB1 and 2GB5 with a decrease in annual 90th and 97th percentile exceedance at gauging stations 2GB4 and 2GC4. This paper analyzes long-term trends and sudden changes in hydro-climatic variables (i.e., runoff) in Iran's Aidoghmoush basin during 1971-2000 using the nonparametric Mann-Kendall test and curves of cumulative runoff versus rainfall and cumulative runoff versus temperature The use of the Mann-Kendall test with a 99% confidence level revealed a decreasing trend in annual rainfall and total runoff and an increasing trend in temperature. A sudden change in the gradient of the cumulative curves in 1988 indicated that the relation between climatic variables and runoff is influenced by human activities (agricultural water use). The interval 1971-2000 was separated into a baseline interval (1971-1988) and an impact interval (1989-2000), during which human activities affected runoff. The five-parameter hydrologic model of IHACRES (Identification of unit Hydrographs and Component flows from Rainfall, Evaporation, and Streamflow data) was calibrated and verified over the baseline interval to determine the contribution of human activities and climatic variability to the change in runoff. Runoff was simulated with the hydrologic model for the interval 1989-2000, during which human activities reduced runoff. Results show that climate variability and human activities decreased the runoff in the Aidoghmoush river basin by 79 and 21%, respectively. [ABSTRACT FROM AUTHOR]

[Display omitted] • Wildfires are becoming more severe and frequent and their effects increasingly expose water resources to stress. • Climate, wildfire, streamflow records (1975 to 2018), topography, and landcover data from 92 catchments were combined to quantify the contribution of wildfire to streamflow variability across Australian temperate forests. • On average wildfire regimes relatively results in 8.8% increases in streamflow across Australian temperate forests. • Wildfire effects on regional streamflow varied spatially depending on hydroclimate factors, particularly precipitation. As wildfires become more frequent and severe, there are concerns regarding their impacts on water yield from forested catchments. While there are many studies in Australia about the effects of individual wildfires on streamflow at fine scales (<1 km2) in specific geographic settings, the effects of wildfire regimes on streamflow at broad spatial scales across temperate forests in Australia are not well understood. In this paper, we combined climate, wildfire, streamflow records (1975 to 2018), topographic, and landcover data from 92 catchments (74 – 4740 km2) in the Australian temperate zone to quantify the contribution of wildfire regimes over time to streamflow variability in different hydroclimatic settings (humid, dry sub-humid, and semi-arid) and geographic regions (Southeast Australia (SEA), Southwest Western Australia (SWWA), and Tasmania (TAS)). Wildfire regimes were represented by two metrics: the burnt area to drainage area (BDA) ratio for wildfire events in each year and a spatially averaged metric of Time Since Fire (TSF), which is a spatial average of time since the last wildfire in the catchment. By comparing prefire and postfire runoff ratios our study found that on average there was a short-term increase in runoff ratio (∼3% in year 1 and ∼6% in year 2 post-fire) after wildfires with BDA > 25%. No influence of fire was found in the long-term (15–20 years after the wildfire) runoff ratio. We found that wildfire regime, measured by TSF, explained ∼8.8% of the variation in annual streamflow across the Australian temperate zone, and that with decreasing TSF (i.e., increased wildfire impact), the average streamflow increased. Streamflow variation explained by wildfire regimes varied with hydroclimate. The explained variance of streamflow by wildfire regimes in semi-arid catchments (23%) and dry sub-humid catchments (13%) were higher than humid catchments (5%). Our results provide a broad-scale understanding of how wildfire regimes influence streamflow variability at broad temporal and spatial scales, and provided important context and baseline information for determining the implications of changes in climate and fire regimes for regional water availability. As the evidence for human induced climate change becomes clearer, so too does the realization that its effects will have impacts on numerous environmental and socio-economic systems. Mountains are recognized as very sensitive physical environments with populations whose histories and current social positions often strain their capacity to accommodate intense and rapid changes to their resource base. It is thus essential to assess the impacts of a changing climate, focusing on the quantity of water originating in mountain regions, particularly where snow and ice melt represent a large streamflow component as well as a local resource in terms of freshwater supply, hydropower generation, or irrigation. Increasing evidence of glacier retreat, permafrost degradation and reduced mountain snowpack has been observed in many regions, thereby suggesting that climate change may seriously affect streamflow regimes. These changes could in turn threaten the availability of water resources for many environmental and economic systems, and exacerbate a range of natural hazards that would compound these impacts. As a consequence, socio-economic structures of downstream living populations would be also impacted, calling for better preparedness and strategies to avoid conflicts of interest between water-dependent economic actors. This paper is thus an introduction to the Special Issue of this journal dedicated to the European Union Seventh Framework Program (EU-FP7) project ACQWA (Assessing Climate Impacts on the Quantity and Quality of WAter), a major European network of scientists that was coordinated by the University of Geneva from 2008 to 2014. The goal of ACQWA has been to address a number of these issues and propose a range of solutions for adaptation to change and to help improve water governance in regions where quantity, seasonality, and perhaps quality of water may substantially change in coming decades. This paper assesses the impacts of climate change on water resources in the upper Ping River Basin of Thailand. A rainfall-runoff model is used to estimate future runoff based on the bias corrected and downscaled ECHAM4/OPYC general circulation model (GCM) precipitation scenarios for three future 5-year periods; the 2023-2027 (2025s), the 2048-2052 (2050s) and 2093-2097 (2095s). Bias-correction and spatial disaggregation techniques are applied to improve the characteristics of raw ECHAM4/OPYC precipitation. Results of future simulations suggest a decrease of 13-19 % in annual streamflow compared to the base period (1998-2002). Results also indicate that there will be a shift in seasonal streamflow pattern. Peak flows in future periods will occur in October-November rather than September as observed in the base period. There will be a significant increase in the streamflow in April with overall decrease in streamflow during the rainy season (May-October) and an increase during the dry season (November-April) for all future time periods considered in the study. Hydrological processes in most semiarid regions on Earth have been changing under the impacts of climate change, human activities, or combinations of the two. This paper first presents a trend analysis of the spatiotemporal changes in water resources and then diagnoses their underlying atmospheric and socio-economic causes over 10 catchments in the Laoha basin, a typical semiarid zone of northeast China. The impacts of climate variability and human activities on streamflow change were quantitatively evaluated by the VIC (Variable Infiltration Capacity) model. First, results indicate that six out of the 10 studied catch-ments have statistically significant downward trends in annual streamflow; however, there is no significant change of annual precipitation for all catchments. Two abrupt changes of annual streamflow at 1979 and 1998 are identified for the four largest catchments. Second, the Laoha basin generally experienced three evident dry-wet pattern switches during the past 50 years. Furthermore, this basin is currently suffering from unprecedented water shortages. Large-scale climate variability has affected the local natural hy-drologie system. Third, quantitative evaluation shows human activities were the main driving factors for the streamflow reduction with contributions of approximately 90% for the whole basin. A significant in-crease in irrigated area, which inevitably resulted in tremendous agricultural water consumption, is the foremost culprit contributing to the dramatic runoff reduction, especially at midstream and downstream of the Laoha basin. This study is expected to enable policymakers and stakeholders to make well-informed, short-term practice decisions and better plan long-term water resource and ecoenvironment management strategies. Summary: A climate shift in the mid 1970s reduced rainfalls in south-western Australia by 10–15% and inflows into reservoirs that supply the city of Perth (population 1.8m) by more than half. The region has a Mediterranean climate, similar to other areas in the world experiencing reductions in rainfall and rises in temperatures. Rainfall–runoff modelling has indicated that streamflows may reduce by a further quarter by 2030 or by half if a dry future climate is experienced. Groundwater levels on the coastal plain in south-western Australia have fallen since the mid 1970s where unconfined aquifers are covered with perennial vegetation, including under the main water supply aquifer for Perth. Modelled projections are that groundwater levels in most areas will continue to fall through to 2030 under most future climate scenarios. Projected streamflows and groundwater levels indicate reduced water availability but these need to be converted to projected water yields, i.e. the amount of water that can be diverted for consumptive use. This paper reports how projections of future streamflow and groundwater levels were used to estimate 2030 divertible water yields for a 62,500km2 area in south-western Australia. These yields were then compared with estimates of water demands in 2030 to identify areas of water surplus and deficit under clearly defined assumptions. The methods used to define future yields are based on sets of rules that could be varied by water managers if desired. Surface water yields are estimated to decrease by about 24% (possible range of −4% to −49%) which is similar to the projected reduction in runoff (−25% with a range of −7% to −42%). Groundwater yields are projected to fall by only about 2% (range of+2% to −7%) because of reductions in evapotranspiration and drainage losses as watertables fall where groundwater levels are close to the surface. In addition, recharge remains relatively high under cleared areas used for non-irrigated agriculture. In some areas with high groundwater recharge and little groundwater use groundwater levels may continue to rise even under a hotter and drier future climate. While overall groundwater yields may be little affected there are very important groundwater resources, especially those covered by perennial vegetation, which will experience large reductions in available yield under most projected future climates. Under current per-capita water consumption levels, rapid population and economic growth, along with the reductions in water yields, are expected to result in appreciable water deficits developing near Perth and some regional cities in south-western Australia by 2030. Summary: The effect of future climate scenarios on surface water and groundwater resources has been shown to have a consequent impact on water-dependent ecosystems. A regional-scale analysis of changes in water resources as a result of changing climate was undertaken in south-western Australia; a region with a large number of nationally and internationally recognised water-dependent ecosystems. The paper examines the potential environmental impacts of a substantial reduction in rainfall and an increase in temperature as projected by global climate models (GCMs) on river and groundwater-dependent terrestrial vegetation by 2030. Climate change effects on environmentally significant flow regimes were evaluated by applying the climate projections from 15 GCMs under three global warming ‘scenarios to rainfall–runoff and groundwater models. It was estimated that under a dry future climate scenario, the frequency of river flow rates important for ecological communities is likely to be reduced by up to 2months per year, which is likely to cause a significant level of stress to ecological communities. Additionally, the duration of no-flow periods may increase by more than 120days in some streams. Under a dry future climate scenario, groundwater-dependent vegetation is projected to be at a high risk in over 19% of its current habitat area. Water-dependent ecosystems are also projected to be affected by an increase in groundwater abstraction. The results indicate that the projected impacts of future climate conditions are not likely to be uniform across the region but overall they could cause a continuing threat to water-dependent ecosystems. The implementation of water management plans should place particular emphasis on the ecological water requirements in 6 of the 13 river catchments in south-western Australia and in areas where groundwater abstraction is high. Summary: Water companies in the United Kingdom have considered climate change in their water resources plans for more than a decade through studies funded by UK Water Industry Research (UKWIR). This paper presents an initial assessment of the impact of the UK Climate Projections 2009 (UKCP09) on river flows at a national scale for the 2020s under the A1B scenario and the implications for water resource planning. A daily hydrological modelling framework based on two conceptual model structures and the Generalized Likelihood Uncertainty Estimation (GLUE) methodology has been applied to 70 catchments across the UK. A Latin Hypercube Sampling approach was adopted to handle the probabilistic nature of UKCP09. Results show a decrease in mean annual flow over most of the UK, with negative median values of all monthly changes except in winter over the western and northern mountainous areas. Furthermore the results indicate a high likelihood of a significant decline in summer flows. An analysis of variance shows that the main uncertainty in river flow changes comes from the spread in climate projections. Finally results are found to be consistent with a previous UKWIR assessment based on individual projections from 6 Global Climate Models (GCMs) under the A2 scenario. The reduction in summer low-flows, critical for water resources, appears however more limited with UKCP09. Although most expected changes are within natural variability, the drier conditions overall and the greater spread of results with respect to previous assessments indicates a need for testing the robustness of water resource plans. This paper reviews the progress made in the assessment of water resources in South Africa over the past 60 years by examining 5 major studies that were undertaken in this period. These studies illustrate how the exponential growth in computer power and the concomitant development of highly sophisticated tools have changed the manner in which our water resources have been appraised, allowing us to deal with more and more complex issues, including: water quality, surface water/groundwater interaction and the reduction in runoff due to afforestation and alien vegetation. However, the main concern today is the serious decline in hydrological monitoring in recent times. It is imperative that this decline be addressed, especially if we are to deal effectively with problems related to climate cycles and climate change, together with the deterioration in water quality. Abstract: Long monthly streamflow series of three control hydrological stations of the Pearl River basin were analyzed by using the scanning t-test and the scanning F-test. Possible implications of the changing properties of streamflow variations for the water resource management of the Pearl River Delta are also discussed. The results indicated that: 1) more complicated changes were observed in terms of the second center moment when compared to the first original moment. More significant abrupt changes of the second center moment imply more sensitive response of streamflow stability to climate changes and human activities; 2) abrupt behaviors of the first (second) center moment of the streamflow variations tend to be more sensitive to climate changes and/or human activities in the larger river basin when compared to those in the smaller river basin. These phenomena are attributed to buffering functions of more storage space of longer river channel, and more complicated and longer runoff yield and concentration processes in the river basin of larger drainage area; 3) annual minimum streamflow of the Pearl River basin tends to be increasing. This will be helpful for better human mitigation of the salinity intrusion in dry seasons across the Pearl River Delta. Annual maximum streamflow, when compared to annual minimum streamflow, shows larger-magnitude variability reflected by larger standard deviation, implying unfavorable conditions for flood mitigation in the Pearl River Delta. The results of this paper are of scientific and practical merits for water resource management and sound human mitigation to water hazards across the Pearl River Delta, and also are a good case study for similar researches in other river deltas in the world under the changing environment. Summary: Miyun Reservoir is the main raw water source for Beijing’s domestic water supply. Flow discharge to Miyun Reservoir decreased drastically over a 50-year period, from 1956 to 2005, and had seriously affected Beijing’s water supply. Climate variability and human activity had been identified as the two main reasons for the decrease in flow. Here, climate variability refers to changes in precipitation and temperature. Impact of human activity includes direct withdrawal of water (referred to as “direct abstraction” in this paper) from the river (primary) or groundwater and indirect impact due to man-made changes in land use and vegetation in the upstream of the reservoir. According to the historical record, “direct abstraction” from the upstream of the reservoir has increased significantly since 1984. The study period was split into two sub-periods, from 1956 to 1983 and from 1984 to 2005. Based on the historical record, annual runoff in the upstream catchment of Miyun Reservoir (i.e., inflow into the reservoir) had decreased from 90.3mm to 41.8mm for the two sub-periods, a decrease of 48.5mm. Over the same period, average annual “direct abstraction” increased from 2.2mm to 13.4mm, an increase of 11.2mm. The latter accounted for 23% (11.2mm/48.5mm) of the decrease in inflow into the reservoir. This study utilised: (1) a distributed hydrological model (geomorphology-based hydrological model, or GBHM) and (2) a climate elasticity model to conduct a quantitative assessment of the impact of climate variability and the indirect impact of human activity on the inflow into the reservoir. Simulation results of GBHM and the climate elasticity model showed that climate impact was accountable for about 55% and 51% of the decrease in reservoir inflow, respectively. The indirect impact of human activity (mainly man-made land use and vegetation changes) accounted for 18% of the decrease in reservoir inflow. [Copyright &y& Elsevier]

There is growing concern about the effects of large-scale oceanic atmospheric climate variability, such as the Pacific decadal oscillation (PDO), on regional hydrology and water resources. In this paper, the effects of PDO on temporal patterns of winter (January–March) flow in northwestern North America (NWNA), which is believed to be a PDO-sensitive region, is studied for the period 1943–2007 using daily streamflow data from a much larger set of 179 stations, compared to previous studies in which only smaller subsets of these stations were analyzed. Time series of winter flows were divided into two nonoverlapping blocks corresponding to change points detected in time series of December–March mean monthly PDO indices. Both parametric and nonparametric measures of correlation and average percentage differences and average standardized differences from the period-of-record mean were explored. Like some of the previous studies, it is found that, on average, winter flows tend to be higher (lower) during the warm (cold) phase of the PDO and that establishes the physical link between large-scale climate variability and basin response. It is shown that the serial structure of time series of PDO indices conforms to that of a stochastic process with long-term persistence (LTP). Based on this finding and the climate–streamflow physical link, it is plausible to investigate temporal variations in winter flows with the LTP hypothesis, in addition to assuming merely independence (IND) or short-term persistence (STP). The results of the analysis demonstrate that the LTP mechanism, in combination with the STP, is able to explain more than half of the significant trends noted, with the IND assumption suggesting that the significance of trends reported in previous studies in NWNA may have been overstated. Abstract: The nonparametric Mann–Kendall test was used to detect the trends of major hydroclimatic variables in the Tarim River Basin, the largest inland river basin in China for the period of 1960–2007. Results showed that both mean annual air temperature and precipitation experienced an increasing trend, while annual streamflow demonstrated a mixed trend of decreasing and increasing: The mountainous region upstream showed an increasing trend and the region downstream exhibited a decreasing trend. Impacts of the increased air temperature on streamflow have shown different characteristics depending on location and seasons: it has positive effect on the runoff at mountainous region due to snowmelt and glacier-melt in spring, but negative effect on the runoff at plain area due to the increase of actual evaporation in summer. In addition, human activity contributed to the declining of streamflow in the arid plain oases at downstream of the Tarim River Basin. The results obtained in this paper can be used as a reference for the planning and management of water resources to maintain the health of the river system. [Copyright &y& Elsevier]

Summary: In recent years, climate change impacts on water resources sectors have been extensively documented. Anticipated changes range from more severe storms to more frequent floods and drought at regional scale. Pressure on water resources and hence on the environment will probably increase with the need of quality data for sustainable design of water resources projects. Therefore, for an optimal network design, hydrometric networks are to be reviewed periodically based on the information needs of the various end users and the perspective for future water resources development. This paper evaluates hydrometric networks to identify essential streamflow stations and critical areas (highly poor network density) within major watersheds across the different provinces of Canada using entropy theory. The method is applied to daily streamflow data and information coefficients such as marginal entropy, joint entropy and transinformation index are used for the identification of important stations as well as critical areas in the basin. The analysis results show that almost all Canadian main watersheds contain deficient hydrometric networks. The most deficient streamflow networks are identified in Alberta (North Saskatchewan, Oldman, and Red Deer basins), Northern Ontario (Hudson Bay basin), and the Northwest Territories. The information might prove to be helpful for decision makers to undertake cost-benefit analyses for hydrometric network updating in each region. [Copyright &y& Elsevier]

Assessing future climate and its potential implications on river flows is a key challenge facing water resource planners. Sound, scientifically-based advice to decision makers also needs to incorporate information on the uncertainty in the results. Moreover, existing bias in the reproduction of the ‘current’ (or baseline) river flow regime is likely to transfer to the simulations of flow in future time horizons, and it is thus critical to undertake baseline flow assessment while undertaking future impacts studies. This paper investigates the three main sources of uncertainty surrounding climate change impact studies on river flows: uncertainty in GCMs, in downscaling techniques and in hydrological modelling. The study looked at four British catchments’ flow series simulated by a lumped conceptual rainfall–runoff model with observed and GCM-derived rainfall series representative of the baseline time horizon (1961–1990). A block-resample technique was used to assess climate variability, either from observed records (natural variability) or reproduced by GCMs. Variations in mean monthly flows due to hydrological model uncertainty from different model structures or model parameters were also evaluated. Three GCMs (HadCM3, CCGCM2, and CSIRO-mk2) and two downscaling techniques (SDSM and HadRM3) were considered. Results showed that for all four catchments, GCM uncertainty is generally larger than downscaling uncertainty, and both are consistently greater than uncertainty from hydrological modelling or natural variability. No GCM or downscaling technique was found to be significantly better or to have a systematic bias smaller than the others. This paper examines an assessment of the impact of climate change on hydrological regimes and water resources in the basin of Siatista, a sub-basin of the Aliakmon river basin, located in Northern Greece. Initially all acquired hydrometeorological data of the study area, as well as the hydrometric data at the outlet of the basin, were analyzed and processed. A monthly conceptual water balance model was then calibrated using historical hydrometeorological data for determining changes in streamflow runoff under two different equilibrium scenarios (UKHI, CCC) referring to the years 2020, 2050 and 2100. It was found that by applying the two scenarios there will be a reduction of the mean winter runoff values, a serious reduction of summer runoff, an increase of maximum annual runoff and a decrease of minimum annual runoff values, an increase of potential and actual evapotranspiration, leading to a decrease of soil moisture, a reduction of snow accumulation and melting due to temperature increases, resulting in a decrease of spring runoff values and a shifting of the wet period towards December, resulting in severe prolongation of the dry period. The snowpack in the central Andes (30°–37°S) is the primary source for streamflow in central Chile and central-western Argentina, but few published studies are available on snowpack variability in the region. This paper develops the first regional snowpack series (1951–2005) from Chilean and Argentinean snow course records. This series shows a strong regional signal, marked interannual variability, and a positive, though nonsignificant, linear trend. Correlations with local precipitation and temperature records reveal a marked association with conditions in central Chile. High snow accumulation is generally concurrent with El Niño events in the tropical Pacific, but only 5 of the 10 driest years coincided with La Niña events. Evaluation of 500-hPa geopotential height anomaly maps during extreme snow years highlights the crucial significance of tropospheric conditions in the subtropical and southeast Pacific in modulating snowfall. Correlations with gridded SST and SLP data and multiple regressions with large-scale climatic indices corroborate a Pacific ENSO-related influence largely concentrated during the austral winter months. This hampers the predictability of snowpack before the onset of the cold season. Annual and warm-season river discharges on both sides of the cordillera are significantly correlated with the regional snowpack record and show positive linear trends over the 1951–2004 common period, probably related to a greater frequency of above-average snowpacks during recent decades. Future demand and competition for water resources in these highly populated regions will require detailed information about temporal and spatial variations in snow accumulation over the Andes. The results indicate that the relationships between snowpack and atmospheric circulation patterns prior to the winter season are complex, and more detailed analyses are necessary to improve prediction of winter snowfall totals. This paper describes a probability-based method for assessing the potential impact of climate change on urban water supply systems. Specifically, the assessment method uses probability distributions to place a confidence level on the plausible values of response variables. The Benalla water supply system has been used to demonstrate applicability of the proposed assessment method. For the application, the impact of the 2030 climate change scenarios on streamflows and system yield has been examined. The preliminary results have demonstrated that the proposed assessment method can provide valuable insights into the impact of climate change on water supply systems, allowing it to be incorporated into planning decisions.
