One of the objectives of Project TACT is to determine the potential of a gamut of educational media. The working papers in this set have a basis in pictorial information produced through computer graphics. These papers are intended to serve as a basis for sharpening questions, delineating the context within which the answers might be significant, and determining whether or not interesting experiments are feasible and rewarding. Papers are reported from the Special Session on Earth-Satellite Propagation Above 10 GHz, presented at The 1972 Spring Meeting of the United States National Committee, International Union of Radio Science, April 1972, Washington, D. C. This session was devoted to propagation measurements associated with the Applications Technology Satellite (ATS-5), which provided the first operational earth-space links at frequencies above 15 GHz. A comprehensive summary is presented of the major results of the ATS-5 experiment measurements and related radiometric, radar and meteorological studies. The papers are organized around seven selected areas of interest, with the results of the various investigators combined into a single paper presented by a principal author for that area. A comprehensive report is provided on the results of the ATS-5 satellite to earth transmissions. A complete list of published reports and presentations related to the ATS-5 Millimeter Wave Experiment is included.

The overall data link commences with the lens of the spacecraft camera, followed by the telemetry format, and then the passing of the data onto a spacecraft tape recorder for later transmission at a slower rate. The properties of the individual pieces of information are described, and rate distortion theory is discussed. The video channel from the standpoint of information theory, and fidelity criteria for planetary video are considered. Areas for further research are indicated.

A paper describing the basic delta modulation systems studied was published. A second paper, describing the systems response to voice and video was presented at the International Communications Conference in June 1972, and a third paper describing several delta modulation systems used for voice and video is scheduled for presentation at the National Telecommunications Conference in December 1972.

Digital communication networks used for the distribution of high-speed digital information are currently the subject of design studies for many civil and military applications. This paper presents results that are useful in such studies as well as in network planning. In particular, the paper is concerned with the problems of carrier synchronization and noisy reference detection of polyphase signals. Reconstruction of coherent references for the detection of polyphase signals is considered and analyzed for three carrier reconstruction loops, namely, Nth power (multiply-and-divide) loops, generalized Costas (I-Q) loops, and extensions of data-aided (modulation wipeoff) loops. General expressions for the error probability are developed when the reconstructed reference signals are noisy.

Precise measurement and spacecraft tracking are obtained by using phase-locked loops in cascade in two-way communications links. Statistics on cycle slip time are of vital importance in system planning and design. This paper presents: (1) results of a computer simulation study of the mean time to first cycle slip of cascade phase-locked loops preceded by bandpass limiters, and (2) the determination of probability distributions of cycle slip. Numerical results are obtained for a typical coherent communication system.

Analyses of AGC analog data from the Small Astronomy Satellite (SAS) at VHF (136 MHz) have shown amplitude fluctuations in the signals received at several equatorial tracking sites operated by NASA. Coincident digital telemetry data, transmitted from SAS at 1 kbps, has also been analyzed. Errors in data are shown to increase markedly for nighttime satellite passes around the periods of the two equinoxes as compared to the errors observed during other periods. This paper establishes the qualitative and quantitative correlations between the ionospheric scintillation phenomenon and the occurrence of errors. Strong time and geographic cause and effect relationships are established by determining the statistical correlation between scintillation indices and bit error rates.

Receivers operating on a space vehicle or an aircraft having many on-board transmitters are subject to intermodulation interference from mixing in the transmitting antenna systems, the external environment, or the receiver front-ends. This paper presents the techniques utilized in RFI Math Model computer programs that were developed to aid in the prevention of interference by predicting problem areas prior to occurrence. Frequencies and amplitudes of possible intermodulation products generated in the external environment are calculated and compared to receiver sensitivities. Intermodulation products generated in receivers are evaluated to determine the adequacy of preselector ejection.

Selection of a particular signal set array for a bandwidth-constrained multiple phase-and-amplitude-shift-keyed (MPASK) communication system for a linear additive Gaussian noise channel requires consideration of factors such as average and/or peak power vs symbol error probability, signal amplitude dynamic range, simplicity of generation and detection, and number of bit errors per symbol error (Gray code properties). A simple technique is presented for generating and optimally detecting the honeycomb (hexagonal) signal set, i.e., the signal set that has the tightest sphere-packing properties. The symbol and bit error probability performance of this set is compared to other two-dimensional signal sets that have been investigated in the literature, and is shown to be slightly superior from an average power standpoint. The paper concludes with a comparison of all of these signal sets from the standpoint of the factors listed above.

The performance of command and telemetry systems, useful in deep-space communications, is frequently affected by the radio-frequency phase error which is introduced at the point of reception by means of the carrier tracking loop. In low data rate communications, this phase error may vary rapidly over the duration of the signaling interval. In this paper such phase variation is characterized by a sinusoidal input phase, K sin (omega sub o t+, pi/6), which models a typical phase variation in communication over turbulent media. Conditions for synchronization stability and the acquisition behavior are examined by detailed computer study of the phase-plane trajectories for the second and third-order loops with perfect integrator. It is demonstrated that for the phase variation considered the third-order loop has no real advantage over the second-order loop. Finally, it is shown that nonzero initial conditions may result in large steady-state phase error.

Apollo 16 and 17 Lunar Rover position history while transporting astronauts over the lunar surface has been determined to a resolution of better than 1 m and uncertainties of less than 25 m utilizing a specialized very-long baseline interferometry (VLBI) tracking technique. This paper describes the technique, discusses the National Aeronautics and Space Administration worldwide tracking system used to obtain data, discusses the data, and presents results.

This paper describes the relative bandwidth requirements of the common digital baseband signaling techniques used for data transmission. Bandwidth considerations include the percentage of total power in a properly encoded PN sequence passed at bandwidths of 0.5, 1, 2 and 3 times the reciprocal of the bit interval. The signals considered in this study are limited to the binary class. The study compares such signaling techniques as delay modulation, bipolar, biternary, duobinary, pair selected ternary and time polarity control in addition to the conventional NRZ, RZ and BI-phi schemes.

Studies have shown that there is a severe signal fading at the turbulent atmosphere of a distant planet such as Venus. The data may be lost during deep fade. It is the objective of this paper to examine the effects of multipath fading on the performance of the noncoherent coded system which is used for the low data-rate space communications especially with the small probes. An exact error probability of the wideband noncoherent MFSK receiver is derived from using the 'Rician' channel model. While the error performance of the receiver is worse than that of the ideal MFSK receiver, as expected, it is interesting to note that the performance degradation due to the multipath fading diminishes as the product of bit duration and IF filter bandwidth becomes large.

This paper describes a primarily experimental study of the effect of placing dielectric obstacles having various geometries directly upon the aperture of circular and rectangular waveguide antennas. It is found that plexiglas spheres, and in some cases plexiglas cubes, one to four wavelengths in dimension, produce directive patterns with low sidelobes. The measured gain in some cases is 6 dB greater than the gain of an optimum horn having an equal aperture size.

The RAE-1 is the first spacecraft designed exclusively for radio astronomical studies. It is a small, but relatively complex, observatory including two 229-meter antennas, several radiometer systems covering a frequency range of 0.2 to 9.2 MHz, and a variety of supporting experiments such as antenna impedance probes and TV cameras to monitor antenna shape. Since its launch in July, 1968, RAE-1 has sent back some 10 billion data bits per year on measurements of long-wavelength radio phenomena in the magnetosphere, the solar corona, and the Galaxy. In this paper we describe the design, calibration, and performance of the RAE-1 experiments in detail.
