The negotiations have now come to a halt, and while they are to be resumed, the credit is not likely to be granted in full, or in a reasonable time. Yet oddly enough, it was the banker, not the borrower, who proposed the loan. The project originated with the House Interstate and Foreign Commerce Committee of the 80th Congress as a means of developing an emergency oil source nearer the U.S. and less vulnerable to military attack than Saudi Arabia.
