This paper studies how centralizing environmental administration affects air pollution in China. China launched a reform in 2016 to empower upper-level environmental protection bureaus to administer lower-level bureaus vertically through personnel control. Exploiting a stacked difference-in-differences strategy, we find that the reform significantly reduced air pollution. The effect was stronger in places where pollution was less likely to be affected by spillovers from other provinces, where local governments initially paid less attention to environmental protection, and where there was less economic importance. Further analysis shows that the reform reduced pollution by strengthening the pollution reduction incentives of local environmental officials, increasing the intensity of local environmental inspection, and promoting environmental compliance by polluting firms. China's industrial parks have been playing a crucial role on driving regional economy development, but also been posing threats to local environment due to intensive resource consumption and waste emission. Chinese government facilitated eco-industrial development of industrial park, aiming to output more with less environmental burden. In our study, the eco-efficiency levels of 40 Chinese industrial parks in 2012 were assessed and ranked by Data Envelopment Analysis (DEA). This paper applied indicators relevant to resource, economy, and environment from industrial parks which can well reflect the characteristics of eco-efficiency conforming to the concept of sustainability. This paper introduced how to adjust less sustainable parks to be more sustainable according to the DEA results. The roles of industrial added value per capita, industrial structure, environmental policy and development scale as influence factors of eco-efficiency were discussed. The results show that large differences exist in the eco-efficiency of different industrial parks. It is shown that 20% of the parks are relatively efficient. 47% of the study parks being inefficient in terms of scale efficiency show decreasing returns to scale. Large dams represent a whole complex of social, economic and ecological processes, perhaps more than any other large infrastructure project. Today, countries with rapidly developing economies are constructing new dams to provide energy and flood control to growing populations in riparian and distant urban communities. If the system is lacking institutional capacity to absorb these physical and institutional changes there is potential for conflict, thereby threatening human security. In this paper, we propose analyzing sustainability (political, socioeconomic, and ecological) in terms of resilience versus vulnerability, framed within the spatial abstraction of a powershed. The powershed framework facilitates multi-scalar and transboundary analysis while remaining focused on the questions of resilience and vulnerability relating to hydropower dams. Focusing on examples from China, this paper describes the complex nature of dams using the sustainability and powershed frameworks. We then analyze the roles of institutions in China to understand the relationships between power, human security and the socio-ecological system. To inform the study of conflicts over dams China is a particularly useful case study because we can examine what happens at the international, national and local scales. The powershed perspective allows us to examine resilience and vulnerability across political boundaries from a dynamic, process-defined analytical scale while remaining focused on a host of questions relating to hydro-development that invoke drivers and impacts on national and sub-national scales. The ability to disaggregate the affects of hydropower dam construction from political boundaries allows for a deeper analysis of resilience and vulnerability. From our analysis we find that reforms in China's hydropower sector since 1996 have been motivated by the need to create stability at the national scale rather than resilient solutions to China's growing demand for energy and water resource control at the local and international scales. Some measures that improved economic development through the market economy and a combination of dam construction and institutional reform may indeed improve hydro-political resilience at a single scale. However, if China does address large-scale hydropower construction's potential to create multi-scale geopolitical tensions, they may be vulnerable to conflict – though not necessarily violent – in domestic and international political arenas. We conclude with a look toward a resilient basin institution for the Nu/Salween River, the site of a proposed large-scale hydropower development effort in China and Myanmar. [Copyright &y& Elsevier]

Environmental non-governmental organizations (ENGOs) play an increasingly important role in the process of urban environmental governance, especially in some developing countries such as China. However, existing studies pay little attention to such an issue in China. In this paper, we consider 113 cities in China from the pollution information transparency index (PITI) list released by ENGOs as the treatment group and some other cities as the control group, and use the difference-in-differences (DID) model and propensity score matching DID (PSM-DID) model to explore the role of ENGOs in China's urban environmental governance. The results show that ENGOs play a significantly positive and robust role in China's urban environmental governance. Furthermore, using regression analysis for eastern, central, and western China, we find that the influence of ENGOs exists in eastern and central China rather than in western China. In addition, the results of the Placebo test indicate that the effect of ENGOs shows an upward trend since 2008. We suggest that ENGOs' role should be strengthened in China, and governments at various levels should take into account environmental information released by ENGOs and consider appropriate measures to improve local environment quality using the obtained information. Atmospheric pollution emissions have become a matter of public concern in recent years. However, most of the existing researches on NOx pollution are from the natural science and technology perspective, few studies have been conducted from an economic point, and regional differences have not been given adequate attention. This paper adopts provincial panel data from 2006 to 2013 and the LMDI model to analyze the key driving factors and regional dilemmas of NOx emissions. The results show that significant regional disparities still exit on NO x emissions and its reduction effect 27 provinces didn't accomplish their corresponding reduction targets. Economic development factor is the dominating driving factor of NO x emissions during the study period, while energy efficiency and technology improvement factors offset total NO x emissions in the majority of provinces. In addition, the industrial structure factor plays a more significant role in reducing the NO x emissions after 2011. Therefore, the government should consider all these factors as well as regional heterogeneity in developing appropriate pollution mitigating policies. It's necessary to change NOx emissions control attitude from original key areas control to divided-zone control, not only attaches great importance to the reduction of the original key areas, but also emphasizes the new potential hotspots with high NO x emissions. This paper argues that China's size was one reason behind its relative decline in the nineteenth century. A ruler governing a large country faces severe agency problems. Given his monitoring difficulties, his agents have strong incentives to extort the taxpayers. This forces him to keep taxes low to prevent revolts. Economic expansion could aggravate corruption and cause further fiscal weakening. To support the model's predictions, I show that the Chinese state taxed and administered sparingly, especially in regions far from Beijing. Furthermore, its fiscal capacity contracted steadily during the prosperous eighteenth century, sowing the seeds for the nineteenth-century crises. [ABSTRACT FROM AUTHOR]

Abstract: This paper analyzes temporal variations in two gender attitudes in China: beliefs about gender equality and perspectives on women’s combined work and family roles. It uses the most currently available population series from the 1995, 2001 and 2007 World Value Surveys of 4500 respondents and a series of multilevel cross-classified models to properly estimate period and cohort effects. Attitudes toward women’s dual roles manifest neither period nor cohort effects; the population displays a universal high level of acceptance of women’s paid employment. Orientations toward gender equality manifest both cohort and period effects: members of the youngest cohort of both sexes hold the most liberal attitudes; the positive effect of college education has increased over time. Attitude toward gender equality in China displays neither a shift toward conservatism nor an over-time trend toward egalitarianism in 1995–2007, a time of rapid economic growth. Foreign influence on South China increasingly disrupted the economy from the late eighteenth century. Many scholars believe the standard of living fell, while others point to positive gains from increased integration with the world economy. The paper estimates the secular trend in the average height of the southern Chinese in the nineteenth century based on data from prison registers in colonial Australia. Contrary to the pessimist view, height began to decline obviously only from the 1850s, a product of the dislocation effects of revolts and rebellions. At 163–164cm, the Chinese were of similar stature to the military conscripts of some European countries in the early-to-mid nineteenth century. [Copyright &y& Elsevier]

Rural areas in China suffer from various problems. The stagnating economic development and a lack of (sufficient) job opportunities and basic services, etc., lead to disadvantages for great parts of China''s population. In this context, the transport sector plays a crucial role for the development of rural settlements. Although the degree of undersupply varies between villages, the situation of Chinese villages is often worsened by an insufficient developed transport sector. Regarding mobility in rural China, major constraints and therefore challenges are the difficult access to the transport infrastructure, bad road conditions and the lack of public transport systems. Improvements within the transport sector can be regarded as crucial for the economic and social development of (rural) China and should be carried out in a sustainable and holistic manner using participatory approaches. The aim should be the development of mobility strategies considering the specific needs within the field of transport, which shall have a decisive and positive impact on related sectors. This paper is based on experiences made during the 3 years lasting Sino-European research project SUCCESS (Sustainable Users Concept for China Engaging Scientific Scenario) that analyses the present and the potential future role of transport systems in selected rural areas of China. Referring to the case studies of three villages in rural China, some mobility-related projects that present a favourable impact not only on the transport sector but also on the social system and the economy shall be highlighted. Finally, based on the analysis, instruments and measures for the development of a pathway to a sustainable mobility in rural China will be outlined. [Copyright &y& Elsevier]

Water pollution from small rural industries is a serious problem throughout China. Over half of all river sections monitored for water quality are rated as being unsafe for human contact, and this pollution is estimated to cost several per cent of GDP. While China has some of the toughest environmental protection laws in the world, the implementation of these laws in rural areas is not effective. This paper explains the reasons for this implementation gap. It argues that the factors that have underpinned the economic success of rural industry are precisely the same factors that cause water pollution from rural industry to remain such a serious problem in China. This means that the control of rural water pollution is not simply a technical problem of designing a more appropriate governance system, or finding better policy instruments or more funding. Does it pay to be "greener" as a local official in China? In this paper, we examine the effect of local environment regulation outcomes, i.e., local pollution, on leaders' chances of promotion. This is an important question because only when the Chinese cadre evaluation system rewards local officials' green behaviors, these officials would move away from their past priority in promoting economic growth at all costs, so that the environmental crisis in China might be addressed. We collect party secretary data for Chinese counties between 2001 and 2014 to measure promotion patterns. We construct county-year SO2 and PM2.5 pollution measures using NASA satellite data. We adopt an instrumental variable approach to deal with potential endogeneity issues of the pollution variables: for both PM 2.5 and SO2, we use ventilation coefficient, i.e., the product of wind speed and mixing layer height, as the instrument. Our empirical analysis shows that for county party secretaries, those who are able to reduce air pollution are more likely to be promoted. We find similar results for county magistrates. China's economic development has entered a "new normal" stage where economic growth has slowed down. In this context, China's local authorities and industry circles are particularly concerned about the impact of emissions trading scheme (ETS), China's first major market-based approach to control greenhouse gas emissions, on competitiveness. This paper contributes to the thin empirical studies on this issue from the perspective of China's provincial industrial sub-sectors. We divide the industry of each province into 37 sub-sectors and screen the actual industrial sub-sector coverage of China's pilot ETSs. Taking advantage of the rich information of sub-sector characteristics and the longitudinal structure of our dataset over 2005–2015, we use a combination of propensity score matching technique and difference-in-difference models to analyze the impact of China's pilot ETSs on gross industrial output value (GIOV) and employment. Empirical results indicate that China's pilot ETSs have exerted a negative impact on the GIOV, and production cut is still the major approach to achieve carbon emission reductions. We also find China's pilot ETSs have led to a significant decrease in employment of the covered industrial sub-sectors. Several robustness checks confirm our findings. Further, our discussions suggest that in the short term, China's pilot ETSs have not promoted the "decoupling" of carbon emissions and economic outputs in industrial sub-sectors. While achieving carbon emission reductions, the pilot ETSs have failed to avoid a negative impact on competitiveness. Lastly, we suggest that competent authorities should prudently tailor the quota allocation methods according to sectorial conditions and consider setting up compensation measures, and covered enterprises should incorporate low-carbon development concept and address the challenges proactively from the long run. • China's pilot ETSs reduced the gross industrial output value of covered sub-sectors. • China's pilot ETSs decreased the employment of the covered industrial sub-sectors. • China's pilot ETSs did not decouple economic outputs from carbon emissions. For most developing countries, local government faces a trade-off between economic growth and environmental protection. The intentions towards having a better environment as the economy grows will trigger a shift in the priorities of local government from economy to environment at a certain level of economic development. To investigate the "pollute first, control later" path in China and how environmental regulation performs differently due to economic development, this paper develops a conceptual model to depict the nexus between economic growth and environmental improvement. A panel threshold model is estimated based on Chinese data from different spatial scales – 30 provinces and 105 environmental monitoring cities. The results validate the threshold of economic development of approximately CNY 90,000 GDP per capita, which represents the turning point for the local government priority change; such that only when it is exceeded does environmental regulation significantly reduce emissions. Until 2016, only 4 provincial districts and 35 prefecture-level cities have crossed the threshold, these being mostly in the more prosperous eastern coastal areas. The results emphasize the need to consider timeliness when evaluating the effectiveness of environmental regulation and highlight the importance of adopting differentiated governance.
